Given persistent gender inequalities that influence how the benefits of technologies are distributed, the expansion of small-scale irrigation technologies requires the consideration of important gender dynamics and impacts. Women's lack of agency and access to resources relative to men, and other social constraints, often limit their ability to adopt and benefit from agricultural technologies. At the same time, expanding access to agricultural technology to women may provide a pathway for empowerment. This paper explores the potential for small-scale irrigation technologies to increase women's empowerment by evaluating the impacts of an intervention that distributed motor pumps to small groups of farmers in Northern Ghana. The paper draws on two rounds of survey data that included the Women's Empowerment in Agriculture Index, before and after the motor pump intervention was implemented. To control for possible selection bias at the baseline, the difference-in-difference method is used to estimate the impact of the program on indicators of women's empowerment. Spillover effects are estimated by comparing outcomes of farmers in treatment villages that did not receive the pumps with farmers in control villages, where no motor pumps were distributed. The results show no significant impact of the program on measures of women's empowerment. However, there are potential negative impacts, including among households that did not benefit from the intervention. The results highlight the need to pair interventions that distribute agricultural technologies with complementary investments in infrastructure that increase access to water for irrigation, as well as other activities and approaches that ensure women can reap the benefits. • Supplying men and women farmers with motor pumps for small-scale irrigation did not increase women's empowerment. • Rather, the intervention had negative spillover effects on women from households that did not receive pumps. • Women's empowerment in the study communities is generally increasing over time irrespective of the irrigation intervention. • The benefits of the motor pump intervention for women are indirect, including increasing household asset holdings. • More careful planning and implementation of irrigation interventions are needed facilitate women's empowerment. The structural parameters of the IV LASSO estimations show that a reduction in household gender wage gap significantly enhances women's empowerment. Also, a decline in household gender wage gap results meaningfully in improving household and women's welfare. Particularly, the increasing effect on women's welfare resulting from decreases in household gender wage differences is much higher than for the household welfare. The findings showcase the need to vigorously adopt policies that both increase the quantity and quality of jobs for women and address gender barriers that inhibit women from accessing these jobs opportunities in sub-Saharan Africa. Understanding the gender relations and dynamics in artisanal and small-scale mining (ASM) is crucial for formalization interventions and gender-sensitive on-site policies in sub-Saharan Africa. Yet, there is very little research on how gender influences women's economic opportunities and power relations at ASM sites in Ghana. Drawing from a qualitative research in the Prestea-Huni Valley Municipality, Ghana, this paper examines the local gender dynamics and division of labour in ASM. Findings show that while men were mainly engaged in the extraction – digging, shoveling and loading of women's head pans with mineral ore – and processing work at the colluvial mining sites, women were basically working as labourers for the men. The women were directly involved in three main activities – provision of water on mineralised sand, transportation of gold ore and forewomen role – where they received lower remuneration for their labour. In relation to women's access to " dig and wash" work and hard rock mining sites, there was an element of " gendered sympathy " which involved some power dimensions in ASM. This study seeks to examine the perception of fish workers about fisheries innovation and factors influencing the choice of innovation in Ghana's Greater Accra and Central regions. The study uses weighted mean index and multinomial logit model to analyze the data on 230 fish workforces. The results reveal that fish workforces perceive the likelihood of men innovating to be more relative to women due to the difference in the nature of fish activity undertaken by men and women. Factors such as age, gender, education, marital status, saving, credit access, perceived usefulness, association membership and location significantly affect the choice of innovation techniques. Specifically, female fish workers were found to be less likely to use entrepreneurial innovation but more likely to choose demand/supply driven innovation techniques. The paper recommends that the Ministry of Fisheries and Aquaculture Development (MoFAD) and its Development partners organize training sessions on gender dimensions to reiterate the importance of adopting fisheries innovation for enhanced productivity. Also, fish workers especially women should be encouraged to join groups and develop a culture of savings to position them for innovation adoption. There is an emerging literature suggesting that when smallholder households diversify their agriculture, a wide range of food groups will be available, and consequently, dietary diversity will be improved. The present article brings this literature into critical conversation with research in feminist political ecology. Grounded in five years of repeated fieldwork, the article weaves together 70 in-depth interviews, and dietary as well as farm production diversity data from 30 households in northern Ghana. This dataset is analyzed by considering not only the diversity of farming systems, but also household headship, including male-headed, de facto female-headed, and de jure female-headed. Among other findings, the paper suggests that dietary diversity scores are lowest for households who have lost their farmlands to on-going land grabbing in Ghana. Furthermore, the paper suggests that while agricultural diversification is essential, it is not sufficient in itself to address nutritional challenges confronting smallholder households. In the contested and political arena of the household, the gendered politics of access to food can deeply shape how agricultural diversification contributes to dietary diversity. Overall, I do not wish to conclude that there are no benefits of increasing the diversity of farm production. Rather, I wish to stress that farm production diversity might not be the best or only strategy to improving dietary diversity among rural households. Through this case study, I also contribute to emerging research in new feminist political ecologies by demonstrating how the intersection of gender, seniority, marital status, and sexual politics shapes resource access and control. This paper examines the multiple processes that shape the use of agrochemicals and wastewater irrigation in Ghanaian urban agriculture. It further explores whether and how these processes present bodily health challenges for women and men farmers. Qualitative fieldwork was conducted in Ashaiman, a municipal area located about 30 km north-east of Accra, Ghana’s capital. Methods of data collection involved in-depth interviews, focus groups and participatory risk ranking and scoring. Conceptually, the paper brings political ecologies of health into closer conversation with scholarship on embodiment and gender. Overall, the findings demonstrate how specific urban agricultural practices are socially produced, how these practices come to affect the human body, and the long-term gendered consequences. One of the contributions of the paper is to draw attention to the nature and cost of urban agriculture in Ghana, a cost not in financial or environmental sense, but in the realm of embodied experiences of exposure to agrochemicals. The paper argues that the current problem confronting urban agriculture in Ashaiman, Ghana, cannot be adequately addressed unless understood as socially produced and historically determined. Further, the health impact of urban agriculture is not only a full bodily experience, but is also gendered. Climate change and variability continue to adversely impact the livelihoods of many agriculture-dependent households in dryland sub-Saharan Africa. Climate vulnerability is shaped by institutions and socioeconomic processes including land tenure arrangements and infrastructural development. This paper employs a participatory mixed-method approach including household questionnaire surveys, key informant interviews, oral narratives and focus group discussions to understand the dynamics of livelihood challenges in 6 dryland farming communities of different vulnerability status in Ghana. Acknowledging the importance of agronomic practices as well as economic and environmental processes in influencing climate vulnerability in dryland farming systems, this paper demonstrates how the complex land tenure system is implicitly involved in shaping the vulnerability of two groups of farmers (migrant farmers in the Ejura Sekyedumase district and female farmers in the Bongo district) by limiting the adaptation options available to these groups. Our results suggest that women's rights regarding land ownership should be formalized in land policy in order to reduce cultural discriminations against them. Opportunities for women to own and formalize land registration titles should be pursued by the Government of Ghana. This will help women to secure property rights over land and land use via mechanisms such as collateral to access credit, which could be used to implement climate adaptation practices. The rights of migrant workers should also be recognized in Ghana’s land policy to provide them with opportunities for adaptation in a similar manner to non-migrants. Climate change adaptation policies should also consider the broader socioeconomic and environmental factors that hinder smallholder farmers' ability to implement adaptation measures. This paper investigates the relative importance of climate change in the context of multiple stressors in semi-arid Ghana. It draws upon ethnographic research in two agrarian villages, and integrates theories from resilience, vulnerability and feminist political ecology. The findings empirically demonstrate that many farmers do not worry about climate change, even in situations where local perceptions and the climate data show a clear pattern of variability. Additionally, the paper provides evidence of a ‘gendered double exposure,’ whereby patriarchy and local culture shape how different social groups are impacted by climate change. Overall, the emerging findings suggest that an overemphasis on scenario-based climate change impacts may detract attention from equally important non-climatic factors that loom large in people's lives. The article's central argument is not meant to downplay the ongoing impacts of climate change in Africa. Synopsis Gender has become a key determinant for access to formal education in Ghana. Ghana has a reputation for having an exemplary education policy on paper with free education for everyone; nevertheless the dropout rates are high. This is particularly true for girls who have higher dropout rates than boys. This paper suggests that we need to expand our understanding beyond an economic discourse and include a citizenship perspective to understand how girls' dropout rates from formal education are determined by girls' social and economic roles in the informal community. The paper suggests that we need to expand our understanding of gendered citizenship in developing countries to include informal aspects of societies such as informal communities and informal labour markets. These spheres are highly feminized. The division between a small male-dominated formal citizenship/formal labour market and a large female-dominated informal citizenship/informal labour market is however not limited to Ghana but is a wide-spread phenomenon in many developing countries. In many parts of the world access to adequate water, sanitation and hygiene (WASH) is entwined with gender relations. While there is emerging research on how gender relations intersect with socio-cultural practices and norms to produce gender-based violence in WASH, little is known about how these gender relations are intimately produced, reproduced and embodied in place. Drawing insights from feminist political ecology and gendered geographies of power, this paper uses retrospective narratives of Ghanaian migrants in Canada to advance this scholarship in three significant ways. First, the findings demonstrate how gender relations in WASH produce everyday vulnerabilities differently among women and men. Second, they highlight the complex ways women bargain with patriarchal structures to ensure their safety in WASH spaces. Finally, the findings show how gender relations and roles in WASH transform in transnational spaces in which gendered WASH roles and responsibilities are blurred. Abstract: The key elements of integrated water resources management include a holistic integrated approach and the main principles of public participation, the role of gender and the notion of recognising the economic value of water. This paper investigates how these notions play out in the context of providing water to the rural communities in the Densu basin in Ghana. This investigation is based on a content analysis of the relevant policy documents and interviews with state agencies and local stakeholders. The paper concludes that there is a conflict between the IWRM goal of integrating all water uses and sectors in the management of water resources and focusing on the prioritisation of water delivery services. However, three of the IWRM principles can be used in implementing water delivery. While Ghana has adopted IWRM, it clearly prioritises water delivery. At basin level, the IWRM planning process does not take water delivery into account and water delivery is conducted independent of the IWRM process. Although the participatory and gender approaches are being implemented relatively successfully, if slowly, the ‘water as an economic good’ principle is given less priority than the notion of the human right to water as local communities pay only 5% of the capital costs of water delivery services. The impact of the rural water delivery services has been positive in the Densu basin in seven different ways; and if this helps the rural community out of the poverty trap, it may lead to economically viable water facilities in the long-term. Abstract Are lucrative charcoal markets in Africa reducing poverty for people in the trade? In spite of its economic significance, the extent to which charcoal income reduces poverty is debatable. This article applies commodity-chain analysis to Ghana's charcoal commodity chain to describe the characteristics of actors, and to quantify and explain the profits reaped by the different actors in the chain. We estimate that profits of US$66 million are generated annually. The distribution is highly skewed between and within actor groups, with 22% of profits reaped by merchants, who make up only 3% of the actors in the market. The majority of producers and retailers, by far the largest groups in the sector generate incomes below the national minimum wage. Women dominate the market in terms of number of persons involved. Women and men earn equal incomes at all levels of the market except at the production level, where men reap higher profits than women. People from several ethnic groups engage in the market, but members of the Sissala and Asante ethnic groups are the most frequently encountered ones throughout the chain. Improving equity along the charcoal chain will require breaking the interlocking credit-labor arrangement that enables merchants to have control over charcoal prices, and improving producers' access to urban markets. The paper makes policy recommendations in this regard. This paper is based on findings of a longitudinal study examining the broader systemic and structural processes of schooling for local youth in Ghana. Specifically, the paper examines how Ghanaian schools address the question of difference and diversity within the student population. Particular focus is on ethnicity and gender as sites of difference. The paper highlights educators and students’ experiences and understandings of ethnicity and gender as sites of difference and the implication for schooling and education. The discussion draws from individual interviews done with Ghanaian high school students and college educators during the research in the 2000–2001 and 2001–2002 academic years. The author teases out local perspectives on the importance and relevance of ethnicity, gender and social difference as they relate to schooling and educational experiences. It is argued that if inclusive schooling is to be taken seriously in the Ghanaian contexts, then educators and students must examine and respond to ways ethnicity, gender and other forms of social difference implicate the wider educational experience for youth. This paper explores the determinants of subjective wellbeing in rural communities in Ghana. Using data collected from 310 households from ten rural communities in the Juaben Municipality in Ghana, we investigate the factors that influence subjective wellbeing among residents as well as formulate a model to measure happiness using the OLS and ordinal probit regression models. The study shows that happiness for rural residents, just like in urban areas, is multidimensional and depends on household characteristics. The findings indicate that self-reported happiness varied significantly with gender, marital status, religious background, occupation and source of employment as well as settlement type. Based on the model formulated, the study further found that the average level of happiness in the study communities was 4.79 on a scale of 0–10. The results of the ordinal regression indicate that respondents employed in the public service are happier than those who are self-employed. The transportation dimension was ranked as the most significant dimension basically because of the poor condition of the roads to these villages. Summary Improving women’s access to land is high on the agricultural policy agenda of both governmental and non-governmental agencies. Yet, the determinants and rationale of gendered access to land are not well understood. This paper argues that gender relations are more than the outcomes of negotiations within households. It explains the importance of social norms, perceptions, and formal and informal rules shaping access to land for male and female farmers at four levels: (1) the household/family, (2) the community, (3) the state, and (4) the market. The framework is applied to Ghana, using the results from qualitative field work. Norms on household and family organization and on men’s and women’s responsibilities and capabilities play a key role in gendered allocation of resources. However, these norms and perceptions are dynamic and evolve jointly with the development of markets and changes in values of inputs such as labor and land. Theoretical models that represent the gendered distribution of assets as the result of intrahousehold bargaining should be revised, and extrahousehold factors should be included. From a policy perspective, laws that ensure gender equality in terms of inheritance and a more gender-equitable distribution of property upon divorce can play a key role in improving women’s property rights. Using innovative diagramming and a feminist political ecology (FPE) approach, this paper examines gender, power, and equity considerations in the delivery of climate information service (CIS) to smallholder farmers. Based upon a multi-method triangulation fieldwork involving a survey (n = 998), participatory listing and scoring activities (n = 82), and network diagramming (n = 180), the paper illuminates several structural barriers to acquiring CIS. These barriers include gender norms and expectations, patriarchal values, time poverty, and the format in which technical climate forecasts are presented to illiterate farmers. Another key finding is the multiple subject positions beyond gender within which women are embedded, such as the intersection of seniority, religion, class, and positions within households, that further reconfigure access to CIS. In addition to contributing to emerging intersectional research in FPE, the paper proposes innovative ways of studying household relations and politics. The global literature on the ownership of, access to and control over land for agricultural activities, specifically for cocoa production, reports on gender discrimination, which affects the productivity and wellbeing of women farmers. Yet, the relationship between changing tenure dynamics and women's access to land is inconclusive and blurred in many sub-Saharan African countries, particularly, Ghana. However, understanding this relationship is important in promoting productivity and improving wellbeing, especially of women across Africa. The paper thus examines the determinants and implications of the changing land tenure regime on women cocoa farmers. Using Dormaa Central Municipality of the Bono Region of Ghana as a case study, household surveys and agency interviews were conducted. From the study, land tenure arrangements in the study communities have transformed from the ownership by the extended family to more individualised ownership through inheritance, gift, or purchase. Even though sharecropping presents a major opportunity for women to improve their land needs, the results indicate gender discrimination under the sharecropping arrangements as landowners prefer men to women. This is because the latter do not have the required resources to undertake commercially beneficial farming. It is also argued that though the emerging land commodification presents an opportunity for women to improve land access for cocoa farming, women are still disadvantaged as they lack the wherewithal to acquire land through purchase. In addition, the existing local customs and practices under the matrilineal system of inheritance are fluid and gendered; thus, hindering women's access to land for cocoa farming. This paper investigates linkages between women’s empowerment in agriculture and the nutritional status of women and children using 2012 baseline data from the Feed the Future population-based survey in northern Ghana. Using a new survey-based index, the women’s Empowerment in Agriculture Index, we conduct individual-level analyses of nutrition-related indicators including exclusive breastfeeding, children’s dietary diversity score, minimum dietary diversity and minimum acceptable diet, children’s height-for-age, weight-for-height, and weight-for-age z -scores, and women’s dietary diversity score and body mass index. Results suggest that women’s empowerment is more strongly associated with the quality of infant and young child feeding practices and only weakly associated with child nutrition status. Women’s empowerment in credit decisions is positively and significantly correlated with women’s dietary diversity, but not body mass index. This suggests that improved nutritional status is not necessarily correlated with empowerment across all domains, and that these domains may have different impacts on nutrition. Gender and violence are complex and contested concepts, understood in varying ways in research, policy and interventions in education. Often there has been an emphasis on acts of violence, with much less attention to the social conditions and gender relations behind these acts. This paper discusses the development of a conceptual framework that emphasises not just acts and individuals, but also transformation of gendered power relations and inequities, alongside a focus on addressing the identity conflicts and struggles of everyday life. The framework underpins research, advocacy and community interventions in a multi-partnered project on violence against girls led by ActionAid. Drawing on findings from a mixed methodology baseline study carried out for the project in Kenya, Ghana and Mozambique, we discuss how conceptual lenses focused on acts/individuals, institutions and interactions inform the analysis of sexual violence. We identify some tensions in using a multi-perspectival framing, yet, we argue that holding the tensions between approaches in play can be productive, yielding rich data to inform NGO interventions at community, district and national levels. Abstract: This paper explores geographies of identity of Ghanaian school dropouts. In particular, we investigate how school dropouts in rural communities construct narratives of identity within and outside school. In our analysis we trace how space, power and identity intersect in accounts of dropping out. Focusing on the narratives of four school ‘dropouts’, we start with their accounts of life outside school where they have significant social responsibilities as parents, carers and/or wage-earners. We contrast this with their accounts of their experiences as students in school. After exploring their efforts to gain and sustain access to school, we turn to their accounts of life in school and the ways they navigate the institutional gender and age regimes. These narratives highlight how being ‘over-age’ intersects with polarised student gender identities in a range of variable ways that discourage staying in school. The analysis indicates that the social positioning and identities of drop outs within school spaces were in tension with those they occupied in their homes and communities. More specifically, we suggest that the difficulties in navigating power and identity in these different spatial geographies are critical to understanding the processes of dropping out. In addition, we reflect on the methodological implications of this research which demonstrates the limits of quantitative data on dropout and associated problems with homogenised, deficit accounts of dropout often articulated in dominant development discourses. Summary: Children’s load-carrying has been largely invisible in studies of African economies, being commonly subsumed under women’s or family labor. This paper, based on interdisciplinary qualitative and quantitative research in 24 sites, examines the role of child porterage in helping to fill Africa’s transport gap and considers its developmental significance for education, well-being, and health. It provides detailed information regarding the scale, nature, and perceived impacts of children’s load-carrying work in domestic and commercial contexts, indicates the importance of gender and generational analysis, and explores key policy challenges. Abstract: This paper illustrates the value of using an action research methodology to improve understanding of gendered patterns of adoption and non-adoption of Intermediate Means of Transport (IMTs) and similar gender-related transport issues. It presents results from a novel action research project undertaken in five farming villages in southern Ghana, a region where IMT usage is currently low. The participatory action research study not only revealed important issues around differences between stated preferences and actual gendered patterns of adoption and non-adoption in the particular context of southern Ghana, but offers a methodology which may have value in many other gender and transport contexts across sub-Saharan Africa and beyond. Abstract: In this paper, the focus is upon daily school practices in Junior Secondary Schools in Ghana and Botswana. The data from 12 ethnographic case studies have been used to explore how the institution of schooling is gendered. The analysis focuses predominantly on the informal practices of the hidden curriculum through a theoretical perspective that highlights these institutional processes as significant to the production of gender/sexual identities. Remarkable similarities in the pervasive and inequitable gender/sexual practices within schools across country contexts are discussed in three key areas: school management and duties, gender space and gender violence. These discussions of everyday school life illustrate the ways in which both normative institutional practices and human agency produce and regulate gender/sexual identities. This micro-level analysis provides important substantive and methodological insights into what goes on inside schools and into the contexts and experiences of schooling that are significant to policy discourses of gender, education and development. • We study the association of landownership with agency and achievements. • Landownership is positively associated with women and men's agency in agriculture. • Yet, gender gaps in agency persist among those who own land. • Landownership alone may not suffice to reduce the gender gaps in agriculture. Land provides the basis for food production and is an indispensable input for economic livelihoods in rural areas. Landownership is strongly associated with social and economic power. This holds not only across communities and households, but also within households. The link between landownership and women's empowerment has been relatively well documented in general, but not specifically in relation to agriculture. This paper aims to fill this gap by analyzing how self-reported primary ownership of land is associated with agency and achievements in agriculture among female and male farmers in northern Ghana. We use a recursive bivariate probit model on indicators in four domains: decisions on agricultural cultivation, decisions on farm income, agricultural association membership, and time allocation. Our empirical estimates indicate that primary landownership is positively correlated with decisions on agricultural cultivation. Yet, we also find that the gender gaps in participation in cultivation decisions and the use of agricultural earnings continue to persist among male and female primary landowners. Our findings underscore the importance of land in enhancing women's agency, but also point out that policies aiming to encourage women to become primary landowners (solely or jointly with their spouses) may not suffice to reduce gender inequality in agriculture.
