Peatlands are significant to global efforts to combat climate change. However, to date, they have been a missing piece in the climate change mitigation policy puzzle in the European Union (EU). Taking a policy coherence perspective, we investigate how policies from different governance levels—that is, EU, member state, and regional levels—support and impede existing and new policies for climate-friendly peatland usage. We put a particular focus on incentive-based policy instruments, because such incentives are often advocated as promising policy instruments for supporting the transition to the sustainable management of peatlands. We selected the three peatland-rich EU countries Finland, Germany, and the Netherlands. Based on semi-structured interviews with 35 experts, we indicate a lack of horizontal policy coherence between agriculture, nature conservation, water management, forestry, energy, and climate policies in terms of climate change mitigation measures on peatlands. At the EU level, most prominently, the Common Agricultural Policy counteracts climate targets because direct payments currently encourage the unsustainable management of peatlands. At the national and subnational levels, water quality in Finland, nature conservation in Germany, and subsidence in the Netherlands were primary objectives of peatland relevant policies. Due to a lack of clear guidance on raising the groundwater table, the current incentive-based policy instruments are ineffective for reducing emissions. Despite its higher mitigation potential, potential incentive-based policies for rewetting encounter various regulatory barriers caused by the policy incoherence. The long-term nature of climate policy measures requires stable social legitimacy, which other types of crises may jeopardize. This article examines the impact of the COVID-19 fear on climate change beliefs based on an autumn 2020 population survey in the Member States of the European Union and the United Kingdom. The results show that deep COVID-19 concerns increase climate change concerns, awareness, and perceived negative impacts of climate change. These effects are more robust among the lower educated Europeans. On the country level, strict governmental measures are also linked to deep climate change concerns. The European Union climate policy and the subsequent energy transition are expected to cause fundamental changes in individual EU countries, their economies, and industrial sectors. Furthermore, in order to achieve them, high financial outlays are essential. The main purpose of the article is to present a comparative analysis of the pace, directions, and main factors of the energy transition in Poland and Spain against the changes in the EU energy and climate policy. In particular, the subject of the study is the changes in the fuel structure of electricity generation (energy mix) and the changes in the concentration of energy generation. The analysis concentrates on Poland and Spain against the background of the group of EU27 countries. The study adopted a long-term perspective (1990–2020). The methodology used taxonomic measures of variability of structures and measures of concentration, as well as measures of descriptive and mathematical statistics. The result of the research proves that the EU common climate and energy policy has explicitly accelerated changes in the energy mix, both in the EU27 and in the studied countries, including those traditionally based on coal. The concentration analysis demonstrated an increase in diversification resulting in a significant increase in the share of renewable and low-carbon sources. The taxonomic analysis additionally proved that there was a parallel process towards making the energy mix of the studied countries more similar to the EU27. The limitation of the research is the adopted triangulation arrangement of the studied structures (EU27, EU15, countries that accessed the EU after 2004), enforced in this pilot research, but possible to expand the field of perception in subsequent research. What serves as a proof of the originality of the study is the fulfilment of research gaps in the long-term study of the degree of changes in the concentration of the energy mix structure of EU countries, and especially the study of the degree of intensity of its similarity. The application value of the study is its use in the energy policies of countries traditionally based on coal for the indication of the taken position, the goals, and ways to achieve them based on the experience of other countries. The European Union (EU) has consistently held a prominent global position in climate governance. This paper compiles 152 climate neutrality policies issued by the European Commission (EU Commission) and employs a systematic analytical framework including "Vertical Policy Hierarchy - Horizontal Policy Path – Systematic Policy instruments" to conduct an in-depth analysis of the EU's climate neutrality policy system. This study produces several findings as follows: First, the EU's climate neutrality policy hierarchy is characterized by a structure comprising "Long-Term Planning – Specific Measures - Financial Support". Second, the EU's policy formulation process for climate neutrality emphasizes the integration of a multi-party engagement mechanism involving "Nongovernmental Level - Regional Level - National Level - Transnational Level - Supranational Level", while extensively employing a "framework-content" policy-making methodology. Third, the EU's climate neutrality governance is guided by the dual objectives of achieving a "Cleaner Energy Structure" and "Recover Ecological Environment" pursuing a broad-ranging and multi-tiered policy pathway towards climate neutrality. Fourth, the EU leverages a combined approach of mandatory measures and guiding policies to propel the climate neutrality governance process, aspiring to achieve breakthroughs in new energy technology innovation through climate neutrality governance, thereby solidifying its international standing. Moreover, this study provides an outlook on the future of the EU's climate neutrality policy governance, positing that the EU's emphasis on climate neutrality governance will remain undiminished, with a heightened focus on guiding policies and an emphasis on the roles of enterprises and the public in advancing the realization of climate neutrality. We study the impact of climate change mitigation policies intended to reach the Paris Agreement's two-degree target on the structure of European labour markets. Employing a three-sector macro-econometric model with a rich labour market extension, we show that the measures targeted at shrinking the use of fossil fuels in electricity generation and the road transport sector – both of which have an overall modest, positive impact on GDP and total employment – could make occupational structure less unequal and polarised in 2030, the target deadline. The European Green Deal aims to put the EU on track towards climate neutrality by 2050. One of the key elements is a more stringent greenhouse gas emission reduction target of 55% below 1990 levels by 2030. We analyse the socio-economic consequences of alternative policy pathways to reach that target, either relying more on regulatory standards, on carbon pricing, or a mix of both. We develop a modelling framework that captures macro-economic and sectoral impacts and closely aligns economic and energy system modelling. We further decompose aggregate labour market outcomes into skill and occupation types, and downscale representative household results to micro-level household data to evaluate the distributional effects across income groups with heterogeneous expenditure patterns. By combining models and datasets, our framework enables incorporating a high degree of technological detail while revealing socio-economic aspects of the transition that may go unnoticed in coarse, aggregate assessments. Weighting of impacts is frequently applied to enable the prioritization of life cycle assessment (LCA) results for the support of decision making. Most Distance-to-Target (DtT) weighting approaches consider policy targets, whereas potential is seen in the weighting of environmental impacts on a more scientific basis. This study aims at the comparison of science-based (SB) to policy-based (PoB) DtT weighting approaches as well as the application in a comparative case study for the domestic footprint of the European Union. The developed approaches integrated SB targets from ten environmental impact categories into the DtT weighting method of the Ecological Scarcity Method in an effort to derive SB eco-factors. In addition to SB eco-factors based on existing weighting factors for Europe from the literature, weighting factors for the European Union were developed. The application of the eco-factors in the case study showed that the SB approach led to three times higher absolute weighting results in contrast to PoB results. SB weighting was dominated by the impact category climate change with the strictest weighting factors in all approaches considered and a share of 87–92%. For the remaining impact categories, common PoB weighting factors were generally stricter. PoB results showed a more balanced distribution, with shares of 64% for climate change, 10% for photochemical ozone formation, 7% for acidification, and 7% for terrestrial eutrophication. Science-based targets can not replace conventional PoB weighting approaches but should be integrated into the weighting step to provide a more comprehensive view of the environmental performance of product systems. The ambitious 2050 decarbonization strategy of the European Union (EU) must implement and reconcile several economic, social, and technological targets, such as continuous prosperity, growth, and increases in energy production and reductions in fossil fuel (FOS) intensity. These dimensions are included in a modified Kaya identity that, consequently, becomes a considerably useful accounting identity to analyze convergence among the EU member states toward a carbon neutrality target. Surprisingly, no comprehensive analysis of the convergence of the growth of all Kaya components toward the decarbonization target among the EU countries and the rest of the world has been conducted thus far. This study fills this gap in the literature by providing the first comprehensive evidence for the simultaneous convergence process of FOS reduction for all the Kaya components from 1990 to 2018. A balanced panel data is used in the study. The results reveal that there is evidence of σ -absolute and conditional β -convergence process for several groups of EU countries. Furthermore, to provide policy recommendations, we simulate alternative scenarios to assess when the target levels of decarbonization can be reached, providing relevant policy implications for the credibility of the 2050 EU policy regarding climate change. A plethora of institutional forms has emerged whose remit is to link climate change science to policy-making. These can be understood as boundary arrangements where science and politics meet and intertwine; when formalized these may be referred to as boundary organizations. This article examines boundary organizations and their role in climate change governance in three EU member states: Germany (FRG), United Kingdom (UK) and the Netherlands (NL). A multi-level conceptual framework and tentative causal model steer the comparison. It demonstrates how context at the political-cultural and problem governance levels is crucial to understanding the operation and impact of boundary organizations. We find that the climate change policy issue is generally treated as a moderately structured problem with goal agreement. However, given this problem structure, 'climate change' is framed differently: as primarily economic (UK) or environmental (FRG) or in between (NL), and as primarily mitigation (UK, FRG) or adaptation (NL). In all countries, but in FRG and the NL more than in UK, climate change issue politics is split in two sub-arenas: one 'environmental' (to do with adaptation), the other 'economic' (to do with mitigation and/or energy transition). National boundary arrangements are more (FRG, NL) or less (UK) stable over time, between bureaucratic-cum-advocacy and technocracy-cum-learning in all three countries, depending on policy domain, policy stage and political context at the time. They in turn sit within national political-cultural spheres that we characterize as, for this policy issue, primarily corporatist (NL), personalized and meritocratic (UK), and corporatist veering towards consensual (FRG). The multilevel conceptual framework for mapping boundary arrangements and detecting causal patterns therefore serves to satisfactorily describe, compare and explain national differences in expert advice on climate change policy. There is widespread consensus that current climate policy for passenger transportation is insufficient to achieve significant emission reductions in line with global climate stabilization goals. This article consequently has a starting point in the notion of ‘path dependency’ ( Schwanen et al., 2011 ) and an observed ‘implementation gap’ ( Banister and Hickman, 2013 ), suggesting that significant mitigation policies for transport do not emerge in the European Union because of various interlinked ‘transport taboos’, i.e. barriers to the design, acceptance and implementation of such transport policies that remain unaddressed as they constitute political risk. The paper argues that without addressing transport taboos, such as highly unequal individual contributions to transport volumes and emissions, social inequality of planned market-based measures, the role of lobbyism, and the various social and psychological functions of mobility, it will remain difficult to achieve significant emission reductions in passenger transport. Yet, transport taboos remain largely ignored among EU policy makers because their discussion would violate ‘order’, i.e. harm specific interests within neoliberal governance structures and the societal foundations and structures of transport systems built on these. In the rapid process of globalization, merchandise trade has increased year by year, and the circulation and consumption of the energy embodied in the merchandise trade have increased. To study the relevant nature of the global embodied energy trade network (GEETN) from an overall perspective and the control and dependence relationships between various countries and regions from a partial perspective, this paper establishes a GEETN model, through an ecological network analysis (ENA) method and the motif of complex networks for research. From an overall perspective, a GEETN is a system that achieves stability quickly. Some developed countries, such as the United States and the European Union, and some emerging economies, such as China and Russia, play important roles in GEETN. From a partial perspective, in the GEETN model, US is mainly controlled by Asian countries and CA (Canada), EU is mainly controlled by other European countries, both due to their industrial layout in some extent. In 2005, the European Union launched its Emissions Trading System (ETS), the first and one of the largest international carbon markets aimed at reducing member states' CO2 emissions. Policymakers tend to use the carbon price as an indicator of the "health" and effectiveness of the ETS mechanism, although this measure is influenced by many other energy and climate policies, energy market fundamentals, and speculative shocks. This paper develops a model that links the energy sector (oil, natural gas, coal, electricity prices, and the share of fossil fuels in electricity generation), economic activity, and the carbon price. The model can be used as a monitoring tool for carbon price dynamics. We represent the model empirically through a Structural Vector Autoregression and use frequency-domain analysis to distinguish the effects of changes in fundamental factors from shocks to market microstructure. Our empirical results show that up to 90% (65% on average) of the fluctuations in the carbon price, adjusted for supply effects, are explained by fluctuations in fundamental market variables; however, the individual contributions are not stable. Abstract: Expected Utility theory is not only applied to individual choices but also to social decisions, e.g. in cost–benefit analysis of climate change policy measures that affect future generations and hence incorporate an ethical dimension. In this context the crucial question arises whether EU theory is able to deal with “catastrophic risks”, i.e. risks of high, but very unlikely losses, in an ethically appealing way. In this paper we show that this is not the case. Rather, if in the framework of EU theory a plausible level of risk aversion is assumed, a “tyranny of catastrophic risk” (TCR) emerges, i.e. project evaluation is dominated by the catastrophic event. Or, contrary to that, with low degrees of risk aversion, the catastrophic risk eventually has no impact at all (“negligence of catastrophic risk” (NCR)) which is ethically not acceptable as well. The implementation of determined or ambitious environmental policies may lead to regressive distributional impacts, disproportionately affecting low income population groups. The imposition of additional taxes on energy products affects negatively low-income households that face funding scarcity, increasing the risk of energy poverty. In this study, the state-of-the-art general equilibrium model GEM-E3-FIT is significantly expanded to represent ten income classes in all EU Member States. Each income class is differentiated by income sources, savings, and consumption patterns. We use the new modelling capabilities of GEM-E3-FIT to quantify the distributional impacts of European Union's ambitious emission reduction targets, in particular exploring their effects on income by skill and on energy-related expenditure by income class. The analysis shows that the transition to climate neutrality may increase modestly inequality across income classes, with low-income households facing the most negative effects. However, using carbon tax revenues as lump-sum transfers to support household income and as reduced social security contributions will increase employment and reduce income inequality across households in EU countries. • We develop a novel methodology to assess distributional impacts of climate policies. • We use and improve state-of-the-art macro-economic GEM-E3-FIT model. • We provide insights on socio-economic impacts for EU income classes. • High carbon pricing may have limited regressive impacts on households. • Targeting ETS revenues to low-income households increases equality. Abstract: Mitigation of climate change requires action at all the different levels, from the international to the national and the local levels. This contribution presents a case study of the city of Helsinki in Finland. An ex-post approach is used to follow the implementation of the EU directives to the national and further to the city level and to identify the relevant voluntary action taken in the city. We find that the coherence of national and city level policies is the highest in regulated areas, such as waste management and building regulation. Voluntary action is easily taken at local level in areas where co-benefits can be expected: e.g. energy conservation and biofuels for transportation. These voluntary actions can show the feasibility of certain measures which can later on be implemented at national or supranational level. We observe a clear contradiction between the EU and national renewable electricity targets and the nonaction at the city level: local conditions and private interests pose barriers to the implementation of a climate policy. We conclude that the coherence between policies at different levels develops over time and international requirements as well as local conditions can be drivers for it. Cities in particular play a role in mitigating climate change through removing barriers for the implementation of national and EU policies, and through moving forward with and promoting innovative voluntary measures, e.g. through international city networks. The global economy is on the verge of one of the greatest transitions in modern history. The ability to ensure sustainable economic development and prosperity while significantly reducing consumption of energy resources and generated greenhouse gas emissions is a global challenge that affects every country in the world. To assess whether economies are ready for this challenge, there is an urgent need to examine this dual relationship between economic growth and climate change measures. European Green Deal strategy has set the ambitious goal of Europe becoming the first climate-neutral continent by 2050, boosting competitiveness and long-term prosperity of the economy. Kaya identity and LMDI decomposition is applied to examine how European Union countries have been coping with these countereffects historically. The decomposition analysis is conducted for the EU-28 (including the UK) countries for a 10-year study period from 2010 to 2019. This study analyses the main drivers of changes in GHG emissions in European Union and estimates the progress made in implementing the Green Deal targets. The results show that in the EU, energy efficiency improvements have twice the effect on reducing GHG emission compared to RES strategies. The effect of economic growth was the main offsetting factor hindering the achievement of larger GHG emission reductions. More in-depth ex-ante and ex-post investigation is performed for the Baltic States. A novel forecasting technique is applied to project GHG emissions under three different development scenarios, such as the scenario with existing measures, the scenario with additional measures, and the business-as-usual scenario. The results show that the current climate policies in the Baltic States are not sufficient to achieve the 2030 emission reduction targets and that greater efforts should be made to enforce climate mitigation measures in the economies. In the postulated efforts to limit adverse climate change (CC), increasing attention is paid to the development of distributed renewable energy (RE) that meets the needs of local communities on the spot. This article analyses the objectives, planned actions and performance indicators related to CC and RE, defined by national and local stakeholders in: (1) the national Rural Development Programme (RDP) 2014–2020 in Poland and (2) in the bottom-up Local Development Strategies (LDS) financed from RDP and using a Community-Led Local Development approach. The content analysis method was used. We found that the strategy documents considered, created in the years 2014–2015, paid relatively little attention to local actions related to CC and RE. Some educational activities related to adaptation and mitigation of CC were planned in 66% of LDS, while investment support for RE was planned only in 9% of the LDS. Traditional goals such as supporting local businesses and farmers, local cultural heritage and the development of human and social capital were seen as more important. The results of the analysis suggest a relatively low level of interest from rural-policy actors in Poland in implementing the climate-friendly objectives of the Europe 2020 strategy. This article contributes to understanding why Poland failed to meet the European 2020 RE development goals.
