Over the last three decades, drawn by international influence and local discontent, mineral-dependent Peru has progressed in the acquisition of environmental protection regulations and policies for its mining industry. However, for regulations and policy announcements to matter, in face of power asymmetries and economic dependence, there must be bureaucratic autonomy. The cases of Hualgayoc and Pasco, scenarios of long and distinct processes of environmental damage and contention regarding mining in the Peruvian Andes, show fairly limited progress in environmental protection. This study on institutional change begins at the 1990s domestic-neoliberalism-meets-global-environmentalism juncture. The triumphant policy ideology of liberal boosting of the economy structured newborn environmental functions of the state for its mining industry. We show that pressures from above —the greened international political economy— and below —grassroots activism and protest— are contextual conditions enabling formal institutional change: they compel a resource-dependent developing country to carry out institutional reform to protect the environment from extractive industries. • Global recycling trade is analyzed by network method and top1 network perspective. • The evolution of global recycling trade networks shows three distinct stages. • The top1 recycling import network obviously differs from export network. • Recycling policy of economies has a serious impact on recycling trade pattern. Recycling trade transfers recyclable resources and relevant environmental pressures on a global scale to solve resources limitation problem for some economies and alleviate urgent environment protection pressure for other countries/regions. Correspondingly, recycling trade relationships among economies are changing profoundly with the constant adjustment of economic and environmental policies. Based on complex network approach and top network analysis, this paper aims to comprehensively explore the structural features and their evolutionary patterns of global recycling trade networks from the macro, medium and micro levels by using global multi-region input-output data. The results are: At the macro level, the depth of global recycling import and export markets has strengthened continuously. The breadth of recycling exports showed a "pre-concentration, post-diversification" trend, and the import market breath demonstrated an opposite trend. At the medium level, the community structure of the global recycling export market increased rapidly in the early stage and became stable in the medium and late stages, while that of import market rapidly declined in the late stage, which means the import market was more sensitive to relevant policies and economic events. At the individual level, developed economics have been trying to transfer recycling products to developing economies, causing the former dominate global recycling export markets and the latter dominate the import markets. Recycling policies of economies, especially the developing economies have a serious impact on the global recycling trade pattern. The green place-based policy is crucial for balancing economic competitiveness and environmental protection. However, there is scarce literature examining its impact on environmental pollution and the underlying mechanisms at the micro level. This paper treats China's National Demonstration Eco-Industrial Parks (EIP) as a quasi-natural experiment and systematically evaluates its effect on pollution using a difference-in-differences (DID) approach. With data from Chinese industrial firms and counties, this research reveals that the EIP leads to a significant reduction of 54.36% in firms' sulfur dioxide (SO 2) emissions. Moreover, increasing R&D investment, reducing SO 2 emission intensity, implementing production process pollution control, and dynamic adjustments of firm entry and exit are significant influencing mechanisms. Heterogeneity tests indicate a stronger SO 2 reduction effect of the EIP program on firms in eastern regions, capital-intensive industries, and non-state-owned enterprises. This study suggests that the Chinese government should support the establishment of EIP, conduct a coordinate system, strategically plan the industrial chain, establish a pollution monitoring and early warning system, enhance information disclosure, and give greater emphasis to the construction of EIPs in central and western China. • A distribution dynamics approach is employed to examine the converge of TFEE across Chinese PAA level cities. • The findings show a clear convergence in TFEE. • Convergence comes more from efficiency drops in high TFEE cities than from efficiency gains in low TFEE cities. • The environmental protection polices in key cities improved energy efficiency. • Large-sized cities show better performance in energy efficiency than small- and medium-sized cities. Improving energy efficiency is considered the most direct route to reducing carbon emissions on a massive scale. To examine the long-run trend of China's energy efficiency, this paper employs a distribution dynamics approach to analyze the convergence of total-factor energy efficiency (TFEE) across 286 Chinese cities between 2002 and 2014. The result suggests the existence of convergence, which comes more from the efficiency declines in the high TFEE cities rather than the efficiency gains in the low TFEE cities. Despite the fact that a few cities have performed well in energy efficiency, the majority of cities have converged to a low-efficiency point. Further analyses show that the inefficiency was attributed to inefficient energy use in small- and medium-sized cities. In the context of significant environmental changes, the urgency of adopting green innovation has become increasingly apparent as a central mechanism for adjusting industrial structures in China. This transition serves not only as a crucial way to address pressing environmental challenges, but also as a fundamental strategy to improve the ecological efficiency of urban areas. Existing research mainly keeps a close eye on the unidirectional relationship between variables such as technological innovation and environmental protection. There is less relevant literature that has researched the cointegration relationship among green innovation, industrial structure, and eco-efficiency of cities. The essential role of green innovation and industrial structure in reaching a higher eco-efficiency of city are discussed in this research and the relationship among these three variables are analyzed by the evidence from cities in China from 2011 to 2019. The fact that the variables are cointegrated in the long run is evidenced by the results for the full sample. The sub-sample results report that in the eastern region, green innovation, industrial structure upgrading, and industrial structure rationalization could improve urban eco-efficiency. However, in Midwest regions where economic development is relatively backward, green innovation's effect on urban eco-efficiency is not in a significant positive way. The results obtained in this paper have implications for different cities in China to formulate corresponding policies on green innovation, industrial structure, and urban eco-efficiency. Drawing from Peck and Tickell's (2002) theory of roll-back and roll-out neoliberalism and Brenner et al.'s (2010) theory of variegated neoliberalism, this paper uses comparative historical analysis to understand how the state of Wisconsin suppressed its legacy of progressive environmentalism and embraced neoliberal policy over time. Specifically, this paper examines the rapid expansion of concentrated animal feeding operations (CAFOs) in Wisconsin's dairy industry since 1995. As these large CAFOs have grown in size, so have the social and environmental problems related to their use, including pollution of drinking water sources for rural communities. Based on analysis of newspaper articles between 1965-2010, I observed that that a turning point towards neoliberalism occurred with the demise of the Office of the Public Intervenor (OPI), a legally designated adversarial force unique to the state that was created in 1967 after a powerful coalition of environmental social movements defeated an attempt to merge the offices of development and environmental protection. Despite the continuous efforts of industry, the effort to weaken environmental regulations and institutions in Wisconsin failed not only in 1967, but in 1984 as well. However, by 1995, immediately after the passage of the North American Free Trade Agreement, the state switched their support from populist environmental social movements to industry. Through deregulation, elimination of the OPI, and the gradual dissolution of environmental social movements, the state of Wisconsin created the conditions that enabled CAFOs to expand without the "burden" of environmental regulation. Subsequently, through re-regulation, Wisconsinites lost access to legal remedies that could curb polluting practices of large CAFOs. Environmental protection and sustainable development are now profoundly ingrained in the public consciousness in the modern era of the global green revolution. First, this paper uses an evolutionary game model to theoretically analyse the impact of environmental regulation and green finance on enterprises by dissecting the game behaviour between local governments, banks and enterprises. Then, we incorporate entrepreneurial spirit into the model to determine whether entrepreneurial spirit accelerates the achievement of green sustainability objectives. Environmental regulation and green finance are found to contribute substantially to the innovation of green technologies by local enterprises, while entrepreneurial spirit accelerates this process. Finally, we empirically test the findings based on a prefecture-level panel dataset from 2007 to 2020. We find that green finance has a positive impact in Central and Western cities of China, while Eastern cities are in greater need for government environmental regulation controls. For entrepreneurial spirit, the incentive effect of entrepreneurial spirit on the level of green technology innovation is more significant in Central and Western regions of China. The gradual implementation of environmental protection tax policies has incentivized enterprises to engage in green production, effectively promoting China's accelerated achievement of the "dual‑carbon" goal. Although environmental protection tax has an important impact on the investment and financing decisions of heavily polluting enterprises (HPE), few studies have focused on the relationship between environmental protection tax and mismatch of financing and investment maturities. In this paper, we consider China's environmental protection tax reform as a "quasi-natural experiment", and utilize the data of A-share listed companies from 2013 to 2022, and use a difference-in-differences (DID) model to assess the impact of this policy on the degree of mismatch of financing and investment maturities of HPE. The study shows that the implementation of the environmental protection tax policy (EPTP) significantly reduces the investment and financing maturities mismatch of the HPE, but this effect "fails" in the high tax rate area, and the policy is difficult to reverse the financing difficulties of the enterprises with a large degree of their own investment and financing maturities mismatch. The mediation mechanism test proves the EPTP acts on the mismatch of financing and investment maturities through two paths: alleviating the financing constraints faced by enterprises and increasing external supervision pressure; the impact of the policy has a time-differentiated effect, which is weakened year by year. • The environmental protection tax policy significantly reduces the investment and financing maturity mismatch of the heavy polluting enterprises. • EPTP acts on the mismatch of financing and investment maturities through alleviating the financing constraints and increasing external supervision pressure. • The impact of EPTP has a time-differentiated effect, which is weakened year by year. Local government organisations in coastal Australia have historically commissioned studies aimed at understanding risks in their locality to future sea level rise as a starting point for developing adaptation strategies to climate change. Therefore, the success of the overall adaptation activities of local government are strongly influenced by the way those initial risk studies are scoped and conducted, and how the outputs of those studies underpin subsequent adaptation planning activities within the organization. Mainstreaming of adaptation planning activities within local government is critical in terms of getting stakeholder support and required resources for its implementation. This paper analyses a sample of these coastal risk assessment studies across seven states and territories in Australia, with an aim to critically investigate the current state of practice among coastal local governments. First, we develop a typology of studies that have been undertaken by or for practitioners to understand coastal climate change risks, and discuss the applicability of the studies within the policy-making context of local government. Second, we identify a set of sample studies from the ‘grey literature’ through a systematic process and investigate to what extent they adhere to best practice risk management guidelines and principles, such as ISO31000. Third, we interview stakeholders from top performing studies to identify how/if the risk studies helped their organization in progressing their adaptation planning. We find that there is a significant inconsistency among terminologies in the coastal climate change risk assessment unpublished literature as studies use “risk”, vulnerability” and “hazard” concepts interchangeably despite their separate objectives and aims. Most studies perform poorly in evaluating risk against broader organizational criteria. Subsequently, it is difficult to integrate the findings of such studies into a broader organizational risk register, limiting opportunities for identified coastal climate change risks to be integrated into councils’ long-term strategic decision making. Conversely, the follow up interviews of studies that performed well in scoping and consultation in our assessment demonstrate that these aspects were beneficial to stakeholders in terms of informing adaptation planning. Importantly, the findings presented in this paper confirm the need for a consistent risk assessment approach for local councils in the coastal zone to underpin successful adaptation planning. Environmental quality is important to urban residents’ physical, social and psychological well-being. Governments have been formulating and implementing policies to mitigate environmental deterioration in cities. To effectively implement policies and achieve policy goals, gaining sufficient public support is an essential prerequisite; the policies would be in ruins and the government may also suffer from setbacks in other policy areas in the absence of public support. Therefore, to understand what contributes to public support is a crucial task for policymakers. Though current literature on socio-demographic and attitudinal/psychological factors provides fruitful accounts for policy support, a comprehensive examination of political determinants has yet to be established. In response to this, this review paper explores political factors that influence level of policy support based on existing literature. Reconciling often-conflicting economic and environmental values, uses, and interests for freshwater is a policy challenge worldwide. Examining the Canterbury region of New Zealand’s South Island between 1999 and 2010, this paper focuses on the outcome of neoliberal reforms intended to achieve the political-economic imperative of environmental protection alongside economic prosperity. Linking the literature of multiple clientelism with New Public Management, we use the concepts of ‘authority’ and ‘autonomy’ to evaluate the challenges faced by local government to implement its decisions to manage freshwater in this neoliberal context. The case study shows that local government struggled to attain authority and autonomy over freshwater under a New Public Management regime, which has resulted in the degradation of freshwater quality and quantity in the region. The paper concludes that the adoption of collaborative governance in response to the failures of New Public Management has the potential to entrench the problems it seeks to resolve. In the implementation process of economic and environmental policy, a key concerned problem is the inability of some local officials to faithfully implement environmental policies made by the central government in China, as well as many other developing countries. In this paper, a multitask principal-agent model is established to make a comprehensive comparison on the role that the current incentive mechanism (CIM) and the long-term performance-oriented incentive mechanism (LTPOIM) play in policy implementation. In addition, both the incentive effect and the choice of incentive intensity in the LTPOIM are investigated. The results provide the insight that local officials may trade off the efforts of environment protection for economic growth in the CIM. However, local officials are incentivized to allocate higher efforts toward the implementation of environmental policies (IENP) to strengthen environment protection, or invest higher efforts toward IENP and the implementation of economic policies (IECP) to pursue the win-win situation for economy and environment in the LTPOIM. Besides, the chance of distributing higher efforts toward IENP and IECP in the case of complement tasks is higher than that in the case of substitute tasks. The optimal incentive intensities of long-term performance in the case of complement tasks are higher than those in the case of substitute tasks. • The long-term performance-oriented incentive motivates local officials to balance environmental and economic policies. • The central government makes use of the multitask agency problem to gain a win-win situation for economy and environment. • The adjustment of local officials' efforts portfolio and central government's incentive strategies are investigated. • The chance of distributing higher efforts toward two tasks is higher in the case of complement tasks. Abstract: China's policymakers are being forced to balance socioeconomic development with the need for environmental protection. In this paper, we have briefly discussed the main characteristics of the environmental problems that China will face in the 21st century and the challenges that must be met in order to develop policies that will support environmental management. As our discussion in this paper shows, the negative effects of China's economic development on its environment will continue to rise for some time, despite strong efforts to reverse the situation. It will also be necessary to change China's resource-intensive mode of economic development, change the economic development philosophy to one in which controlling pollution is as important as economic development, and raise public awareness of the need for environmental protection. In response to the national air pollution, China implemented the Clean Air Action policy from 2013 to 2017. The vigorous implementation of the policy has ensured that the policy targets have been achieved, and the haze problem has been effectively controlled. To evaluate the policy effect of environmental regulation on labor demand, this paper conducts policy evaluation by designing a quasi-natural experiment. Based on the variations of labor demand in the region dimension (272 cities) and sector dimension (5 major sectors) from 2008 to 2017, the results of the difference-in-difference-in-difference estimation show that: 1) The implementation of Clean Air Action has a significant negative impact on industrial employment. 2) The dynamic shocks are concentrated in the final stage of the policy. 3) Policy effects show heterogeneity in different regions. The promotion of modern industrialization has caused heavy environmental pollution. Environmental protection is a basic national policy of China. In 2011, China began to implement the "Twelfth Five-Year Plan for National Environmental Protection" (12th FYP_NEP). Using the survey data of small and medium-sized enterprises (SMEs) in Shandong Province of China, this paper empirically explores the impact of 12th FYP_NEP on the energy utilization and operating efficiencies of SMEs. It is found that the environmental policy "12th FYP_NEP" has a significant incentive effect on both efficiency performance of Chinese SMEs, and has a greater positive impact on operating efficiency. Our heterogeneity analysis showed the following results. The incentive effect is different in different industries and enterprises of different sizes. The policy "12th FYP_NEP" has a greater positive impact on the energy utilization efficiency of SMEs in China's first and second tier cities, but it has no significant impact on their operation efficiency. This shows that SMEs in first and second tier cities are more effective in coping with the national environmental policy reform strategy. It can be seen that the promulgation of China's environmental policies can significantly improve the energy utilization awareness of these SMEs. The incentive effect of the policy on the two efficiency performances of SMEs in cities with "heavy air pollution" is greater, indicating that the implementation effect of "12th FYP_NEP" on SMEs in such cities is better. The enlightenments are as follows: the current situation of Chinese SMEs is that the energy utilization efficiency is low, while the operating efficiency is high. Most enterprises attach great importance to their own operating profits and economic development, and the awareness of energy utilization needs to be greatly strengthened. "12th FYP_NEP" has obvious positive effect on the energy utilization and operating efficiencies of SMEs, but there are slight differences among different types of enterprises. Abstract: Various concepts have been developed that refer to interactive modes of knowledge production. Examples such as Mode 2 knowledge and post-normal science highlight the involvement of researchers, decision makers and other societal actors, in order to develop relevant knowledge for decision making. Existing research into such modes of knowledge development focuses on the interfaces between science, policy, and society. This paper introduces a conceptual framework for the connection between interactive knowledge development and a project environment. The aim of this paper is to improve the understanding of interactive knowledge development in a project environment, by presenting a case study of interactive knowledge development in a coastal project. Coastal projects intend to develop solutions in the coastal zone: a dynamic and fast changing environment. This paper adapts the policy arrangement approach to study interactive knowledge development longitudinally in the Texel dike reinforcement project. Eight mechanisms are derived that affect and explain the process of interactive knowledge development in this case. The mechanisms indicate how interactive knowledge development may result in more relevant knowledge and broadly accepted solutions. [Copyright &y& Elsevier]

Abstract: Environmental assessment (EA) aims to enhance environmental awareness and to ensure that environmental values are fully considered in decision-making. In the EA arena, different discourses exist on what EA should aim for and how it functions. We hypothesise that these discourses influence its application in practice as well as its effectiveness in terms of achieving the above goals. For instance, actors who consider EA as a hindrance to fast implementation of their projects will probably apply it as a mandatory checklist, whereas actors who believe that EA can help to develop more environmentally sound decisions will use EIA as a tool to design their initiatives. In this paper we explore discourses on EA in The Netherlands and elaborate on their implications for EA effectiveness. Based on an innovative research design comprising an online survey with 443 respondents and 20 supplementary semi-structured interviews we conclude that the dominant discourse is that EA is mainly a legal requirement; EAs are conducted because they have to be conducted, not because actors choose to do so. EA effectiveness however seems reasonably high, as a majority of respondents perceive that it enhances environmental awareness and contributes to environmental protection. However, the ‘legal requirement’ discourse also results in decision-makers seldom going beyond what is prescribed by EA and environmental law. Despite its mandatory character, the predominant attitude towards EA is quite positive. For most respondents, EA is instrumental in providing transparency of decision-making and in minimising the legal risks of not complying with environmental laws. Differences in discourses seldom reflect extreme opposites. The ‘common ground’ regarding EA provides a good basis for working with EA in terms of meeting legal requirements but at the same time does not stimulate creativity in decision-making or optimisation of environmental values. In countries characterised by less consensual political cultures we may expect more extreme discourses on EA, the consequences of which are reflected upon in this paper. [Copyright &y& Elsevier]

Abstract: One of the central questions in climate change debates concerns fair burden-sharing, i.e. justice in the distribution of costs of undertaking climate-managing policies. In this paper it is argued that in order to distribute such costs justly, it is necessary to have a nuanced understanding of what types of burdens they represent. Climate managing policies are usually divided into responses that seek to reduce the concentration of greenhouse gases in the atmosphere (mitigation) and responses that seek to prevent harm arising from a changing climate (adaptation). Some have argued that there are normatively significant differences between mitigation and adaptation: that the two responses adhere to different logics and evoke different patterns of burden-sharing. This paper argues that the relevant distinction is instead between negative and positive climate duties, i.e. whether an agent has a duty to undertake climate-managing policies on account of the harm its excessive emissions are causing or simply on account of its ability to assist those in need. The paper offers a typology of the different mitigation and adaptation responses that can be sorted under the negative/positive distinctions. This way of conceptualizing the issue not only enables us to better address the burden-sharing question, offering a more nuanced understanding of the types of climate burdens that are ascribable to agents and pointing out the appropriate roles of contributory responsibility and ability. It also clarifies aspects of the climate negotiations, and explains why it matters whether adaptation finance transferred to vulnerable countries is portrayed as compensation for harmful emissions or simply as donor countries discharging their humanitarian duties. Abstract: Conservation policy and practice is increasingly turning towards market-based interventions to reconcile the growing conflicts between environmental conservation and rural livelihood needs. This short introductory paper to the special issue on “market-oriented conservation governance” critically investigates the growing commitment to markets as a means of meeting conservation objectives and livelihood security. We distinguish market oriented conservation from neoliberal conservation and argue for a grounded, empirically rich investigation into the passive and active promotion of markets in conservation landscapes – analysis which pays attention to how and why certain markets are promoted by ENGOs, governments and private sector, as well as how rural people negotiate livelihoods and markets when adjusting to conservation pressures. Such an approach takes seriously how the particularities of place, from local harvests to trans-local trade, shape market-oriented conservation in practice and expose the messiness of such ventures. The range of papers in this special issue show how neither neoliberal nor market-based interventions in conservation are uniform in character, impact and outcome, and that while identifying the patterns and logic behind these processes remains crucial, the basis for understanding how markets inform conservation, must be done by drawing on empirical data that speaks clearly to how actors variously engage the logic of market-driven conservation in terms of their histories and contemporary realities. We argue that doing so makes it possible to understand not only what is ‘new’ about contemporary market-oriented conservation but also its continuities with earlier forms of command and control conservation. • Both voluntary and mandatory standards raise issues for environmental policy. • Standard-setting is affected by resources, pragmatism and economic considerations. • Despite limitations, standards may take the place of government-set regulation. • Standards for environmental policy should take account of sources of bias. • Improving representation and government's role could improve standard-setting. As a tool to regulate environmental issues, standards play a key role in defining acceptable levels of safety and environmental protection. From a governance perspective, standards are also significant for their inclusion of non-governmental stakeholders, including industry and environmental organizations, in determining the benchmarks upon which policies are enacted. Drawing upon work on Israeli standards for both environmental pollutants in consumer products and 'green building', this paper considers how the use of standards as an environmental policy tool affects how environmental issues are regulated. The research uses written standards, research into standardisation committees and approximately twenty in-depth interviews. Thematic analysis of the use of these standards as environmental policy tools highlighted different issues including the connection between representation of different interests and availability of resources; different rationales for standards that may produce conflict in professional decisions; and implications of the consensus-building approach for balancing interests and driving government policy. We conclude that various factors ought to be taken into account when using standards within environmental policy. We provide policy recommendations including a need to consider the implications of using a standard in the absence of broader regulation; the impact of economic and pragmatic rationales on environmental and health measures in standards; and means to improve the balance of representatives on standards committees. Abstract: Cumulative Effects Assessment (CEA) is a tool that can be useful in making decisions about natural resource management and allocation. The decisions to be made include those (i) necessary to construct planning and regulatory frameworks to control development activity so that societal goals will be achieved and (ii) whether or not to approve individual development projects, with or without conditions. The evolution of CEA into a more successful tool cannot occur independently of the evolution of decision making processes. Currently progress is painfully slow on both fronts. This paper explores some opportunities to accelerate improvements in decision making in natural resource management and in the utility of CEA as a tool to assist in making such decisions. Abstract: This paper examines how cumulative effects assessment (CEA) has been considered in Strategic Environmental Assessments (SEA) of regional and local plans in a number of case studies in the UK. Initially, the paper presents the legislative and regulatory requirements for assessing cumulative effects in plans and programmes in the UK. The two approaches for assessing plans in the UK, Sustainability Appraisal (SA) and SEA are discussed and in most cases, a combined SA and SEA process is undertaken by Regional and Local Planning Authorities. The strengths and weaknesses of this approach are explored, as well as their usefulness in decision making. There are problems relating to baseline, establishing trends and predicting cumulative effects at the strategic level. Abstract In the search for effective approaches to sustainable development, a 'green economy' has been touted by key UN bodies and donors as a 'triple-win' solution. Through a political economy lens, this paper examines the prospects and barriers of this approach. The analysis focuses on the Aceh Green intervention in Indonesia, initiated in 2007. Aceh Green was one of the first attempts within Indonesia and globally to transform economic and environmental management systems in an integrated, cross-sectoral manner, as envisaged by green economy engineers. An analysis of the shortcomings of Aceh Green, which ultimately failed to survive a change of political leadership, provides new insights into the difficult realities of this approach and its underlying assumptions. Three main challenges are identified in this case 1) actors with vested economic and political interests held sway; 2) the intervention was unable to build coalitions for change needed to overcome these powerful actors; and consequently 3) the balance of risks versus rewards was not sufficient for 'green investors,' who then withdrew support. The dilemma of realising a green economy is exposed as an elemental struggle between actors over the management of and access to natural resources and the benefits derived from them, which ultimately undermines the viability of the approach. Abstract: This paper is concerned with environmental governance and policy formation in the area of climate change. Specifically, it examines a decision by the UK Government in 2003 to adopt a demanding, long-term CO2 emissions reduction target, following the advice of one of its longest standing environmental advisory bodies, the Royal Commission on Environmental Pollution. It explores the origins of the Commission''s recommendation and the reasons for its relatively rapid uptake in public policy. It argues that in both cases, a complex mix of structural and contingent, cognitive and non-cognitive factors can be identified, operating at different levels of governance. Abstract: Industrial symbiosis (IS) emerged as a collective, multi-industrial approach to improve economic and environmental performance through the use of wastes/by-products as substitutes for raw materials. The development of IS initiatives depends on the context in which they occur, characterised in terms of social, economic, political, spatial and temporal embeddedness. As a consequence, the context can be influenced to become more supportive of IS through a continuous, interactive process, combining top-down governmental directives and bottom-up spontaneous business initiatives. A strategy to develop and enhance this process is explored in this paper and described by the authors as a middle-out approach. Policies and policy instruments introduced by governmental agencies provide objectives and incentives to businesses. The middle-out approach induces the development of a strategy to create positive feedback loops among agents (e.g. government, industries) that may guide their actions into setting the conditions to support IS emergence. This paper provides a case study that discusses a regional development of IS in Portugal that highlights critical factors for success in implementing IS, and shows that the middle-out approach can also be understood as an extension and combination of previous research on context factors and planned/spontaneous approaches to IS development. Abstract: The paper reviews the development of key policy relating to estuary management, highlighting the trends and drivers in policy development which have shaped the management and protection of the estuary environment. Focusing on policy developments over the last three decades, the paper draws attention to the significant influence of European policy and new approaches to environmental governance in stimulating wider and more integrated approaches to the environmental management of the estuary, as well as highlighting considerable environmental improvements associated with increased environmental regulation. The paper discusses how ‘fit for purpose’ the policy framework is to address current challenges, including those identified by recent stakeholder consultations. Significant issues include limited understanding and information related to the cause–effect relationships between policy and environmental quality as well as ongoing institutional and policy fragmentation associated with devolutionary processes. Such fragmentation, alongside under-investment in integrated estuary planning, is likely to prove a particular challenge to balanced and informed decision-making. Abstract: This paper summarises the results of a research project from early 2008, involving the author of this paper, as well as 18 post-graduate University of Liverpool students, in which the quality of European Directive based strategic environmental assessment (SEA) reports of English spatial plan core strategies (conducted within the context of the spatial planning sustainability appraisal—SA—regime) was reviewed. The project aimed at establishing the extensiveness of emerging spatial plan related SEA practice, as well as highlighting shortcomings and problems. Overall, it was found that whilst some aspects of assessment were done well, others were not of a satisfactory quality. Shortcomings were connected particularly with the practice of listing potentially relevant baseline documents and data without distinguishing sufficiently between those that are important in terms of significant impacts and those that are not. Problems were also found to exist with the evaluation of options and impacts, the consideration of substantive aspects, such as health, as well as regarding the formulation of final recommendations and monitoring. Abstract: Has strategic environmental assessment (SEA) finally reached a point of maturity in Canada? Or, is it still stumbling to find its place in the impact assessment family? Strategic environmental assessment has been ongoing in Canada for a number of years, both formally and informally, and under a variety of labels and institutional models. The result is a system of SEA that is diverse, founded on a range of principles and frameworks, and not well understood. This paper provides a critical review of Canadian SEA systems and practices. To accomplish this objective, a manageable and diverse set of past and recent SEA and SEA-like frameworks and applications are described and critically analyzed based on a set of input, process, and output evaluation criteria. Results suggest considerable variability in SEA experience and value added. This is due in large part to the institutional and methodological pluralism of SEA, the boundaries of which are not well defined. Under the federal system, since the formalization of SEA, many applications have been disappointing in light of broader SEA good-practice principles and criteria. Indeed, some of the better examples of SEA have neither carried the SEA name tag nor occurred under formal SEA requirements. Further, many of the same challenges to project-based impact assessment also plague the development and value added of SEA. Of particular concern is the systematic separation of SEA from downstream decision inputs and assessment activities. Abstract: The paper analyzes the contribution of K. William Kapp, widely considered one of the founders of Ecological Economics. This paper will demonstrate how K. William Kapp developed his theory of social costs into a framework for environmental policy development, i.e. the basis for Political Ecological Economics. The latter provides the most comprehensive and non-utilitarian alternative to the main neoclassical approaches provided by Arthur Pigou and Ronald Coase. Kapp determined basic human needs to be necessary values operational for policymaking via politically derived and scientifically determined social minima (criteria) and socio-ecological indicators. This “rational humanism” was inspired by Weber''s concept of substantive rationality and informed by John Dewey''s pragmatic instrumentalism. Summary: This paper reveals how political institutions within OECD countries affect those countries’ foreign policies toward the developing world. For identifying the overall development orientation, the paper uses the Commitment to Development Index, which aggregates different foreign policy fields such as development assistance, trade, investment, and environmental policies according to their development orientation in poor countries. The result of regressions analysis demonstrates that the varying quality of democratic voice and accountability in 21 OECD countries explains a large part of the differences with regard to the Commitment to Development Index.These findings suggest that the existence of democratic and transparent political institutions is not only important in developing countries because they orient politicians toward the encompassing interests of society. Abstract: This paper evaluates the applicability of international environmental policy guidelines and prevalent strategic, project and action-based models and typologies in the context of high-income developing countries, particularly in their impact on the private business community. Utilizing the case of Abu Dhabi, the paper argues the need for adoption of a new approach to environmental planning in developing countries, recognizing their developmental and income levels, that may allow greater flexibility in adoption and application of policies driven by internal needs and dynamics, rather than imposed as part of financial donor packages by international agencies. The paper adapts existing theories on ecological modernization and institutional analysis to develop a bespoke conceptual tool to examine the relationship between economic development and environmental protection in Abu Dhabi, with more general application to both developing and developed economies. Abstract: Both mitigation of and adaptation to climate change require actions to be taken in many sectors of society, but so far this is hardly happening. This paper suggests possibilities for widening climate change policy by strengthening inter-linkages between climate policies and various relevant policy areas to mainstream climate change concerns. It argues that, if these inter-linkages can be strengthened and policy coherence is improved, the effectiveness of climate policy can be enhanced while also supporting these other policy areas. The contention in this paper is that improved policy coherence and mainstreaming requires climate policies to go beyond the UNFCCC framework to realise its full potential and to better deal with possible trade-offs. The potential benefits in the policy domains of poverty reduction, rural development and agriculture, disaster management, energy security, air quality and trade, and finance are examined, and the institutional and organisations linkages highlighted. Abstract: This paper empirically analyzes the effects of permitted effluent limits on compliance levels – discharges relative to limits – at individual polluting facilities. In particular, it constructs and employs effluent limit-related regressors that measure the differences between the actual effluent limit level imposed on a particular facility for a given month and three benchmarks: federally-mandated standard for effluent limit level, a particular facility''s average effluent limit level over a specified period (e.g., entire sample period), and preceding monthly limit at a particular facility (i.e., transition to new limit). By examining the effects of effluent limit levels as measured relative to these three benchmarks, this paper explores whether limit stringency affects compliance level choices (e.g., more stringent limits undermine compliance), whether adjustments to treatment are non-smooth (“lumpy”), and whether quick adjustments are difficult. Abstract: The authors propose a way of tackling the difficulty to deal with compatibility, namely on what concerns the aspects linked with the multiplicity of components involved and the diversity of criteria that can be called to integrate an assessment procedure. The paper aims at providing a management instrument having the compatibility model as its central operative tool. The guiding concepts of this instrument are supported in criteria of technical, operational, environmental, social and cultural types. The translation tool is called the “rating system” and it consists of qualifying the position of a given action in a rational grading between 0 and 10, for each Compatibility Indicator, according to its potential as inducer of negative (harmful) effects for the conservation objectives. With this rating system properly defined, it is possible to integrate the identified indicators into a quantifiable unified assessment designated as the “incompatibility degree”. Abstract: This paper uses a case study to provide a critical assessment of arguments underlying market-based environmental policy. Market approaches, which rely on economic incentives and property rights to achieve environmental goals, have become increasingly popular in the past two decades. Proponents argue that market approaches should replace “command and control” regulation, which works by penalizing environmentally harmful behavior. Synthesizing results of previous research on political economy of the North Pacific pollock fishery, this paper provides evidence that contradicts hypotheses derived from the logic of market approaches. First, a lack of property rights is not the underlying cause of problems in this fishery, but instead problems were created by the institutional context of fishery development. Second, market and regulatory approaches to this fishery are not necessarily contradictory and inherently incompatible. Both markets and regulation create both economic opportunities and constraints, markets alone are not enough to protect the environment, and markets require regulation to function. Because the market approach is based on a general logic that is supposed to be universally applicable, results from this case reveal potential flaws in the market approach more generally. Abstract: By reference to the particular field of multi-criteria assessment, this paper examines some key themes in the general relationship between participatory deliberation and quantitative analysis in the appraisal of environmental performance. The paper builds on Fiorino''s distinction between normative, substantive and instrumental approaches to appraisal. Although often contrasted, both analysis and deliberation are found to be similarly sensitive to different kinds of ‘framing conditions’. After Collingridge, it is argued that both approaches are therefore susceptible to various political and institutional pressures for decision justification. Based on this analysis, it is concluded that there exists an important but neglected characteristic of social appraisal that is equally applicable to both participatory and analytic approaches and which in many ways transcends the importance of this distinction. This concerns the difference between the functions of appraisal in ‘opening up’ or ‘closing down’ wider policy discourses. Abstract: This paper presents some early thinking as to how the costs and benefits of HIA might be assessed. After considering previous work it uses a comprehensive HIA in Dulwich, SE London as a case study to highlight the possibilities and difficulties of collecting necessary data on costs and benefits. It then sets a context for developing a cost–benefit framework for analysis. The framework is viewed alongside the major types of economic evaluation. The first part of this paper describes the editorial decisions that led to the publishing of The Skeptical Environmentalist (TSE) and the rejection of requests by critics that Cambridge should cease publication on the grounds of claims that it had not been peer-reviewed and that it would be abused by right wing political interests seeking justification for opposing new environmental regulation. The second part focuses on the strengths and weaknesses of peer review and compares the editorial decision-making process, including peer review in journals and book publishers. The third part of the paper explores the role of political considerations in editorial decision-making and compares the controversy surrounding TSE with other recent controversial publications in both the arts and sciences. The final part of the article draws on the work of political scientist and constitutional lawyer Cass Sunstein to argue that the academy is based on the principle of pluralism and that University Presses acting as “general interest intermediaries” have a particular responsibility to publish a wide range of opinion. With the gradual strengthening of environmental supervision, how to coordinate the relationship between environmental protection and full employment has become an urgent problem. This paper takes China's carbon emission trading policy as the research subject, and evaluates the employment effect of carbon emission trading policy from the perspective of micro enterprises under the premise of considering the spatial spillover effect. This paper aims to verify and evaluate the spatial spillover effect of China's carbon emission trading pilot policy on labor demand of enterprises, and study the effect of environmental policies on the employment market in China. Firstly, from the theoretical point of view, comparisons among the differences of the average employment effect, spillover effect and total effect coefficient of carbon trading right policy are conducted under the condition of spillover effect or not. Secondly, from the empirical perspective and relaxing the STUVA conditions, a Triple Difference Model is constructed to evaluate the impact of carbon emission trading policy on the labor demand of enterprises by using the panel data of China A-share listed companies in Shanghai and Shenzhen from 2008 to 2017. Thirdly, this paper further uses the synthetic control method to analyze the employment effect differences of carbon emission trading policies in different pilot areas of China. The results show that the carbon emission trading policy in China has an about 10 percent positive spillover effect on the neighboring provinces in pilot areas. Moreover, the results indicate that China's carbon emission trading policy has generated some employment dividend, and the total effect is about 11.5 percent when the ratio of individual sample is considered. In addition, the impact of carbon emission trading policy on employment is gradually increasing, and the employment effect of carbon trading policies in different pilot areas of China is quite dissimilar. The findings of this paper confirm the positive employment effect of China's carbon emission trading policy, and have important policy implications for the further promotion of the national carbon emission trading market. Environmental impacts of warehousing activities have attracted increasing attention from the governments, the public and the academia. While a few studies have confirmed the cross-sectional spatial coincidence between warehousing facilities and minority population, little is known about the causal relationship behind the co-location pattern. Using data of the Los Angeles Combined Statistical Area in 2000–2010, this paper estimates a two-equation simultaneous model of the location choices of warehousing facilities and the minority population. Results show that, all else equal, changes in the percentage share of minorities significantly and positively affect the changes in warehousing activity density during the same period, but not vice versa . Thus, the environmental justice problem in warehousing location is found to be solely from the disproportionate siting of warehouses in minority-dominated areas, rather than from the movement of minority population towards warehousing. Furthermore, the variants of the model suggest that contrary to Latinos and Asians, the inflow of Blacks into a neighborhood would not lead to an increase in warehousing activities. And a neighborhood with more ethnic churning would be more likely under the pressure of warehousing expansion. The government and the public need to work together to facilitate an effective regulation of warehousing related externalities and a fair distribution of related environmental disamenities. In developing countries, coal power plants still play a major role in the power sector and they are considered as a major emission source of air pollution. Strict regulations have compelled the coal power plants to improve environmental performance by reducing carbon emissions and the emission of pollutants. However, due to cost disadvantages, the coal power plants often lack motivation to internalize environmental externalities through investing in green technology. This situation raises a question: is there any alternative to reduce pollutants in operations economically? With a focus on service supply as well as a consideration of government policies, this paper develops a model to investigate the opportunity of outsourcing a pollutant-reduction service to meet the environmental constraint. The service supply chain consists of a coal power plant (end user) and a pollutant-reduction service provider, with the former outsourcing the service to the latter. We study the policy for improving the profit of this service supply chain whereas the benefit allotment is adjusted through outsourcing price negotiation between the two partners. The results show that the green service outsourcing price is interrelated with the government incentive policy which defines the shares of the two partners. Our key contribution lies in integrating the complex factors affecting the supply chain collaboration such as green service, financial feasibility, environmental constraint, government policies, outsourcing price negotiation, and profit sharing. Our research findings have the following implications: considering environmental externalities, the government should motivate the collaboration between supply chain partners; the economic scale of output and sales price subsidy of electricity generation are the primary factors affecting the price of outsourcing green service and, consequently, the allotment of supply chain profits. The majority of existing studies argue that rich people and the residents in high-income countries and regions have stronger willingness to pay (WTP) for environmental protection. Does such a rule hold true for China at the present stage? Previous studies pay little attention to this issue due to the lack of related data. Merging the micro data from the Chinese General Social Survey in 2010 (CGSS2010) with the macro data at the corresponding urban level of China, as well as two types of satellite monitoring data, this paper investigates the effect of income on residents’ WTP for environmental protection at both macro and micro perspectives based on the ordered Logit model. The results show that the rich do have stronger WTP for environmental protection. However, with the increase in residents’ income, the marginal WTP for environmental protection will decline, and a reversal occurs at the top income level. Therefore, the WTP does not always rise with the increase in income, and the middle-income class has the strongest WTP for environmental protection. Moreover, after controlling individual characteristics, residents’ WTP for environmental protection more depends on environmental pollution degree rather than urban average income level measured by both GDP per capita and the nighttime lights data from satellite monitoring. The residents in more polluted cities have stronger WTP for environmental protection. Flood and water management governance may be enhanced through partnership working, intra- and cross-organisational collaborations, and wide stakeholder participation. Nonetheless, barriers associated with ineffective communication, fragmented responsibilities and ‘siloed thinking’ restrict open dialogue and discussion. The Learning and Action Alliance (LAA) framework may help overcome these barriers by enabling effective engagement through social learning, and facilitating targeted actions needed to deliver innovative solutions to environmental problems. By increasing the adaptive capacity of decision-makers and participants, social learning through LAAs may lead to concerted action and sustained processes of behavioural change. In this paper, we evaluate the LAA framework as a catalyst for change that supports collaborative working and facilitates transition to more sustainable flood risk management. We use a case study in Newcastle-upon-Tyne, UK, to demonstrate how the LAA framework brought together disparate City stakeholders to co-produce new knowledge, negotiate innovative actions and, ultimately, work towards implementing a new vision for sustainable urban flood risk management. The shared vision of Newcastle as a ‘Blue-Green City’ that emerged is founded on a strong platform for social learning which increased organisations’ and individuals’ capacities to manage differences in perspectives and behaviours, reframe knowledge, and make collective decisions based on negotiation and conflict resolution. Agroforestry, the integration of trees and shrubs with livestock and/or crops, can make a substantial contribution to mitigating and enabling adaptation to climate change. However, its full potential will only be achieved if the challenges to agroforestry implementation are identified and the most efficient and sustainable solutions are made widely known. Therefore, the aim of this paper is to explore these challenges and to determine the most suitable set of solutions for each challenge that combines local effectiveness with European scale relevance. We performed a two-step “solution scanning” exercise. First, the main challenges to sustainable agroforestry in Europe were identified through 42 participatory workshops with 665 local stakeholders. The solutions to each challenge were scanned and classified into either direct solutions (28) to address climate change or indirect solutions (32) that improve the sustainability of agroforestry. In a second step, the direct solutions were prioritized through expert consultation in terms of their potential benefits for mitigation and adaptation. The most commonly reported barriers were a lack of knowledge and reliable financial support to which the most widely suggested indirect solutions were agroforestry training programmes and the development of safe economic routes. The direct solutions considered as holding the greatest mitigation and adaptation potential were the adoption of practices capable to increase soil organic carbon pools and the implementation of multifunctional hedgerows and windbreaks respectively. Our solution scanning approach can inform the implementation of the European climate strategy in general and to the Common Agricultural Policy in particular by pointing to concrete climate beneficial actions. The ecological footprint has currently become a highly popular environmental performance indicator. It provides the basis for setting goals, identifying options for action, and tracking progress toward stated goals. This paper investigates the convergence of the per capita ecological footprint by employing the annual data for the case of the European Union countries, spanning the period 1961 to 2013. The methodology follows the club clustering approach and the empirical findings document the presence of certain convergent clubs. High levels of observed city involvement in energy and climate initiatives indicate that free-riding has been much less of a barrier to local climate protection efforts than suggested by theories of collective action. This study investigates why local governments have adopted various energy and climate change policy instruments despite the non-excludability of climate benefits. This paper advances theories of institutional collective action (ICA) and policy diffusion by testing ICA based hypotheses that local officials are able to overcome collective action problems to the extent that the costs of these initiatives are minimized through policy network interactions, the extent to which climate action produces localized benefits or compliments local environmental, development or growth management efforts, and the extent to which energy and climate protection efforts generate selective benefits to elected and appointed local government officials who advance their career interests depending on the existing configurations of political system institutions. Analysis of adoptions of the Climate Protection Agreements by Florida Cities indicates larger cities are more likely to adopt climate agreement, while district elections decrease the likelihood of climate policy adoption. The rapid development of China’s port industry has caused numerous problems, among which the most significant is environmental pollution. A major goal for government and port enterprises alike is the achievement of both effective environmental protection and operational efficiency. Therefore, environmental factors should be considered when evaluating port efficiency. However, most of the available data envelopment analysis (DEA) models that have been used in previous studies enable each decision-making unit (DMU) to choose its favorite weight-combination with a rather careless approach. This may have caused some DMUs with very good economic indexes but very poor environmental indexes to be evaluated as fully efficient. This paper proposes a non-radial DEA preference model, based on the assumption of variable returns to scale (VRS) and the Directional Distance Function (DDF). The proposed model has been used to evaluate and analyze the efficiency of Chinese-listed port enterprises. The efficiency results showed the average efficiency to be low for all ports when environmental factors are considered. The regression results show that port assets, berth quantity, and the geographical location can significantly impact the environmental performance of Chinese port enterprises. This study also classified all ports into four categories, based on throughput and efficiency. Recommendations for the implementation for improvements of different environmental policies have been made for the individual ports in each category based on the actual situation of each port. Organic farming (OF) is a management system that is closely linked with the quality of the natural environment since it should, besides producing organic food, constitutes a protective factor for all components of that natural environment. Therefore, the objective of this paper was to answer the following question: Does organic farming (OF) protect the natural environment? In order to achieve this goal it was essential to determine what kinds of natural and non-environmental factors have the largest influence on the development of OF in Poland, and to assess the significance of these factors in the spatial diversification of the regional density of organic farms. The analysis was carried out on the basis of data from 2012 comprising 2074 communes, including both rural communes (1563) and urban-rural ones (511). The research results indicated the weaknesses of the organic farming policy (OFP) with respect to the functioning of OF in Poland in the years 2007–2013. The results also show that the development of OF in Poland mainly depends on the system of financial support, i.e. one that either encourages farmers to change the manner of production to a more environmentally friendly one, or one that has an impact on their decision to resign from production using ecological methods. The EU enlargement brought the Baltic Sea into the sphere of EU environmental policymaking, making the sea, with the exception of Russia, an EU inland sea. Yet, the state of the Baltic Sea environment is deteriorating at an alarming pace. This paper describes the evolution of the EU governance of the Baltic Sea environment, focussing on governance barriers. The findings demonstrate how the choice of analytical lens influences the construction of governance barriers and the respective intervention strategies. The number of protected areas (PAs) has steadily increased in the past 20 years, but their effectiveness to meet conservation targets is consistently questioned. Most conservation impact evaluations of protected areas assume that formal designations, like that of IUCN categories, reflect site-specific conservation rules, but this is not always true. In this paper we illustrate how conservation rules could be empirically assessed by use of content analysis combined with optimal scaling. This flexible methodology allows us to quantitatively assess strictness levels for use in conservation impact evaluations. The strictness measures could also indicate whether conservation rules are consistently applied in the different IUCN categories thereby providing guidance for future assignment of PAs to the IUCN protected area management categories. We illustrate how policy indicators based on conservation rules could be developed in two contrasting mountain protected area networks in Norway and in British Columbia (BC), including a total of 48 PAs in Norway and 51 in BC. Conservation rules for recreational use, motorized access and resource use were quantitatively assessed, thus providing a measure of how strictly PAs regulate the different human activities. Our results show that the main differences in strictness are between the two countries, followed by the contrast between national parks and provincial parks in BC. Overall, Norway has a more liberal conservation policy than BC and older national parks in BC have a much stricter conservation policy than most of the other PAs in this study. Overarching conservation objectives did not reflect the level of strictness (the conservation rules) that guide the daily management of individual PAs. This applies to both countries. We recommend to empirically investigate site-specific conservation rules to include de facto management of human activities in conservation policy impact evaluations. The methodology is also useful for monitoring downgrading of the protected area status, which is a result of authorizing human activities that are not consistent with conservation objectives.
