Research has revealed the existence of an energy-efficiency gap – the difference between optimal and actual energy end-use, suggesting that energy efficiency can be improved. Energy management (EnM) is a means for improving industrial energy efficiency. However, due to various barriers, the full potential of EnM is not realised. Several studies have addressed drivers and barriers to energy efficiency but few to EnM. This study aims to identify EnM practices, the most important perceived drivers and barriers for EnM, and relations among them in the energy-intensive Swedish pulp and paper industry (PPI), which has the longest experience internationally of practising EnM systems, and has worked according to the standards since 2004. Our results show that, altogether, the PPI works regularly and continuously with EnM, with a clear division of responsibilities. The highest maturity for EnM practices was for energy policy, followed by organization, investments, and performance measurement. The study also shows that communication between middle management and operations personnel has potential for improvement. The most important categories of drivers were economic, whereas for barriers they were organizational. Nevertheless, knowledge-related barriers and drivers were amongst the most important, suggesting that the absorptive capacity for energy issues could be improved. Abstract: Paper production is an energy-intensive process and accounted for about 9% of industrial energy demand in Germany in 2008. There have only been slow improvements in energy efficiency in the paper industry over the past twenty years. Policies can accelerate the progress made, but knowledge about the remaining efficiency potentials and their costs is a prerequisite for their success. We assess 17 process technologies to improve energy efficiency in the German pulp and paper industry up to 2035 using a techno-economic approach. These result in a saving potential of 34 TJ/a for fuels and 12 TJ/a for electricity, which equal 21% and 16% of fuel and electricity demand, respectively. The energy savings can be translated into mitigated CO2 emissions of 3 Mt. The larger part of this potential is found to be cost-effective from a firm''s perspective. The most influential technologies are heat recovery in paper mills and the use of innovative paper drying technologies. In conclusion, significant saving potentials are still available, but are limited if we assume that current paper production processes will not change radically. This paper delves into the potential impact of a changing climate on the energy performance of European buildings. Research aims to provide a comprehensive evaluation of current energy requirements focusing on the envelope, considering existing regulations in national policies. Energy simulations are conducted at 94 locations across the European Union to cover the climatic variability and Koppen climate classification. The research analyzes future climate scenarios for the years 2030, 2050, and 2070, using three different Representative Concentration Pathways (RCP 2.6, 4.5, 8.5). According to a comprehensive analysis of heating, cooling, and overall energy performance, climate plays a significant role in buildings' energy balance. In moderately cool climate countries, the demand for air conditioning is projected to decrease in the years ahead. Conversely, in countries with a warm climate, there is a projected increase in the overall energy demand. Consequently, a revision of current energy regulations should be a priority. Providing insights into the relation between building design, energy efficiency, and climate change, the research identifies policy adjustments to ensure buildings can effectively respond to changing climatic conditions. Moreover, diverse EPC methodologies complicate in-depth comparisons, yet nearly 70% of EU certification schemes define energy classes based on an energy indicator. Finally, over 75% of Member States implemented heating and cooling system inspection schemes, but few assess their impacts. While progress towards a highly energy-efficient building stock is evident, challenges persist. Member States must intensify efforts, especially in increasing the renovation rate with the aim of achieving zero-emission buildings. The recast EPBD, nearing adoption, will assist Member States by imposing enhanced requirements for building decarbonisation. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. The improvement of energy efficiency of products is a key pillar of climate and energy strategy in the European Union (EU). The first EU product policies were adopted in the late 1970s, and they have evolved to become a coherent set of implementing measures under framework directives that harmonise and refine the regulatory process. After years of weak implementation, considerable progress in terms of scale and ambition has been achieved in the last decade. In 2020, product mandatory measures covered 50% of the EU total final energy consumption, leading to 46 Mtoe energy savings. This paper describes the available policy instruments to promote energy efficiency and remove the market barriers hindering the penetration of the best performing technologies. It offers a review of the progress made over these last 40 years of EU product policies, describing the Energy Labelling, the Minimum Energy Performance Standards (MEPS), the Ecodesign Directive and the voluntary agreements (EU Ecolabel and Green Public Procurement). Energy efficiency is one of the main pillars of the European energy strategy and it involves all the economic sectors. The present study proposes an analysis of the energy saving opportunities available in the Italian hotel sector, which has a relevant importance in the national context. The paper introduces a comprehensive model of the Italian hotel sector developed in the LEAP (Long-range Energy Alternatives Planning) environment. The first aim is to estimate the baseline of the consumption, then to evaluate the maximum potential energy saving and, finally, to assess the implementation of a realistic energy efficiency scenario. This paper investigates the effect of the implementation of smart city policy (SCP) on energy efficiency (EE) in China. For this purpose, we have developed a non-convex metafrontier data envelopment analysis (DEA) approach to measure EE, and empirically examine the impacts of SCP on China's EE using Difference-in-Differences (DID) analysis, using a dataset of 251 cities between 2003 and 2016. Results show that there exists significant regional heterogeneity across cities, with the SCP exerting a significant positive effect on EE, indicating that the SCP can effectively improve EE during the study period. These findings are robust to different sub-sample, energy efficiency alternative measures, estimation strategies, and Baidu Search Index. Energy efficiency is recognised as a key strategy to tackle three energy-related challenges – climate change, energy security and economic development – at the least cost to the society. In the recent years of the economic downturn, it gained even more relevance in the developed countries as there is more than ever the need to decouple economic recovery and growth from energy consumption. However, despite this formal recognition, energy efficiency remains the least understood and the most neglected feature of overall energy policy. Despite the substantial efforts made to develop sound energy efficiency policies, the desired effects in terms of achieved energy savings are lacking. The phenomenon is known as energy efficiency gap and its persistence was the main driver of this research. The aim of the research was to examine the causes and propose solutions for bridging the gap. Therefore, ideal policy making cycle is defined connecting design, implementation and multiple criteria evaluation of policy instruments’ impacts in closed, repetitive loop. Concept of energy efficiency market was introduced as a basis for policy making, enabling better understanding of the overall environment where policy needs to be implemented. There is a large untapped potential for improved energy efficiency in various sectors of the economy. Governmental industrial energy audit programs subsidizing the companies to conduct an energy audit are the most common policy in trying to overcome the energy efficiency gap. Evaluation studies have been carried out to gain knowledge about the success of a completed energy audit policy program. The evaluations were made in different ways and in addition focused on different performance indicators and used different ways of categorizing data. In this article, a literature review has been made of five evaluation studies from different energy audit programs, where the problems of the present incomparability between programs due to differences are discussed. The policy implication of this paper is that new energy audit policy programs must distinguish a harmonized way of categorizing data, both regarding energy efficiency measures and energy end-use. Further, a proposition for a standard for how to evaluate energy audit policy programs is suggested. Conclusions from this study are that important elements, such as the free-rider effect and harmonized energy end-use data, should be defined and included in evaluation studies. A harmonized standard for evaluating audit programs is not least needed within the EU, where member states are obliged to launch audit programs for large enterprises, and preferably also for small and medium-sized enterprises. Along with the changing concerns over energy security in the last decades, it is important to investigate the perception of different segments of society in order to understand how they view the challenges and opportunities in contemporary energy issues. Being one of the most dynamic energy economies globally, Turkey is continuously increasing both its electricity generation and consumption. Since the industrial sector accounts for higher ratios in this growth, this article explores the perception and awareness within Turkish industrial companies related to energy security, Turkish energy policy, and compatibility of corporate strategy with governmental energy and industrial policies. The study is based on the exploration of nine suppositions relating to the following issues: importance of energy costs in supply chain management, energy efficiency priority, effectiveness of legal infrastructure for energy efficiency, import dependency awareness, renewable energy awareness, the compatibility of energy strategy, climate change awareness, the level of Kyoto Protocol awareness, and compatibility between firm-specific targets and strategy papers. The study tests these suppositions with a survey based on the existing academic literature and three strategy documents related to industrial and energy policies, namely papers on Energy Efficiency Strategy, Turkish Industrial Strategy, and Electricity Energy Market and Security of Supply Strategy. These papers provide the research background and give insight for each of the suppositions. A survey was distributed to the top 500 Turkish industrial companies listed in ISO500. Energy efficiency policies play a key role in the transformation to a ‘green energy economy’. In this paper, we take stock of the impacts of the existing energy efficiency policy instruments in Germany and review the energy, environmental and socioeconomic impacts of the country’s latest energy efficiency and climate strategies for the year 2020. We find evidence supporting the findings of other studies that enhanced green energy policies will trigger tangible economic benefits in terms of GDP growth and new jobs even in the short term. Whereas policy makers have already acknowledged and implemented this conclusion in the case of renewable energies, our paper shows that striving for more ambitious energy efficiency policies represents a similar win–win strategy, which should be exploited to a much larger extent. Abstract The European Union has set specific targets for reducing energy consumption, shifting the main focus of European energy policy towards a firm commitment to enhancing energy efficiency. In light of the limited progress reported in Greece's energy efficiency action plan, the objective of this paper is to help redesign the near-term national policy framework. In this respect, a risk-oriented optimisation model is developed to support the optimal budget allocation to energy efficiency measures, with a view to achieving the 2020 national targets. The transdisciplinary methodological framework initially builds on the Energy Efficiency Action Plans for Greece and involves stakeholder engagement, multiple-criteria decision making and portfolio analysis. The evaluation of the policy instruments is based on two criteria, namely energy savings and implementation risk, under a set of technical and financial constraints. Finally, the robustness of both the optimal policy portfolios and the individual policies composing these portfolios is assessed. The results indicate that, given the financial and technical constraints, the 2020 target cannot be achieved. By stochastically analysing the impact of external uncertainty, three policies emerge as the most robust, while portfolios achieving savings of more than 1000 kTOE until 2020 are found highly vulnerable to underlying uncertainties. Abstract Due to the growing concerns about global climate change and energy dependence, many countries have introduced regulations targeting the energy efficiency of the residential sector. However, whether these policies have been effective in reducing the total residential consumption of energy is still unclear. In this paper, we analyze the impact of residential energy efficiency policies on household energy consumption across Europe for the period 1980–2016. We examine the electricity and non-electricity energy consumption separately, as these are generally used for different purposes (appliances and heating) by households and are subject to different energy efficiency policies. We focus on two distinct types of regulations – mandatory energy efficiency labels for household appliances and building standards. After controlling for county-specific effects and changes in income, energy prices, demography and climate conditions over our sample period, our results offer compelling evidence that both the energy labeling requirements for appliances and the stricter building codes lead up to lower residential energy consumption. According to our estimation results, we should expect a 0.24% reduction in residential electricity use after governments introduce a mandatory disclosure of energy labels for an appliance group that represent ten percent of households' electricity use. Similarly, given that U-values proxy the thermal quality of the new dwellings, we find that a 0.1 unit decrease in the U-value requirement triggers a lasting 0.28% annual decrease in residential non-electricity energy consumption. These results can help policymakers to shape future regulations targeted on reducing our energy use in the years to come. Abstract There is increasing interest in the idea that energy efficiency has economic, environmental and social impacts beyond energy and cost saving - a 'multiple benefits' perspective. However, present EU-decision making on energy efficiency is based on assessment of a very narrow range of costs and benefits. This paper investigates whether and how advocates of energy efficiency have used multiple benefits to frame their interactions with policy-makers at EU and UK level, and to broaden the appeal of energy efficiency. Nine semi-structured interviews were conducted with key practitioners from industry-backed or trade organisations and environment-focussed NGOs. All respondents regularly made use of multiple benefits arguments. Their experience is that these arguments are most persuasive when linked to the values and priorities of decision-makers and politicians, most of whom do not value energy efficiency as a benefit in itself. Different contexts and different benefits are more or less salient for different stakeholders. This framing sets energy efficiency decisions in a broad economic, environmental and social context. As such it requires more evidence than a simple focus on energy savings, and different sorts of evidence which can connect with a variety of decision makers. The importance of recognising differing contexts, actors, values, priorities has led to the development of an alternative visualisation of multiple benefits, which de-centres energy efficiency. Abstract Lighting consumes a great deal of electrical energy in buildings, and the U.S. federal government is the largest single energy consumer in the United States. Therefore, the way that the U.S. federal government manages its lighting energy use is of great importance. One important way that energy use is managed is through Federal Energy Management Program (FEMP) energy efficiency requirements. However, there is not much literature on how these requirements are set and how to value the resulting savings. This paper documents the methodology used to develop these for the 2017 FEMP lighting update. A methodology for calculating the total benefits is presented that goes beyond site energy saved, and includes full fuel cycle energy savings, energy cost savings, emissions offset and monetized emissions costs. The results show total benefits of $33 million USD including 475 kilotons of carbon dioxide (CO 2) offset under the low compliance scenario, $104 million USD including 1494 kilotons of CO 2 offset under the medium compliance scenario, and $217 million USD including 3124 kilotons of CO 2 offset under the high compliance scenario. Abstract Street lighting is an indispensable feature for the night landscape of cities. It is important for road safety, users visual comfort, crime prevention and to augment the perceived personal safety. Realize and maintain an adequate street lighting service is very expensive for municipalities with significant impact on their budgets. For this reason, special attention should be paid to the design of new street lighting systems and to the refurbishment of existing ones, since many of them are inadequate. In light of this it is very important to implement street lighting designs that fulfil lighting requirements avoiding energy waste and light pollution and, at the same time, result economically sustainable for municipalities. In this paper, an original step by step methodology for the lighting, energy and economic analysis of street lighting refurbishment designs has been introduced and explained in detail. The methodology is suitable for use in cities of different sizes. As an applicative example, the methodology has been tested in the town of Pontedera (Italy) and the results are discussed, also providing a sensitivity analysis of the economic feasibility with respect to the variations of electricity prices and investment costs. Government, industry, and corporate behaviors all encourage companies to actively implement energy efficiency measures (EEMs) but few empirical studies have identified the specific barriers and drivers of EEMs and their relative importance. This paper aims to better understand the barriers and drivers of EEMs to help determine how policies and regulations support their proliferation. We conducted a questionnaire survey of the enterprises in the Beijing-Tianjin-Hebei industrial transfer, carefully reviewed related policies, and built the Condition-Resource-Management (CRM) model to screen out the main factors that affect the improvement of energy efficiency. The mechanism of enterprise energy efficiency improvement was analyzed from the three different perspectives of EEMs (implementation steps, factors, and actors), and the main factors in each stage of the decision-making process were identified. The results show that in the seven steps of EEMs, the importance of awareness and investment priorities is great. Both economic and regulatory barriers and drivers have a significant effect on the improvement of energy efficiency via profit and behavioral impacts. Finally, based on the analysis results, we propose that policy makers need to (a) pay more attention to economic and legal tools and (b) appropriately increase supervision and punishment, and (c) government should provide more financial and technical support to encourage enterprises to improve energy efficiency. Abstract The more efficient use of energy is a policy issue worldwide. Smart use of technology and management of information is becoming crucial for increasing energy efficiency. The 7th Framework Program of the European Union supported international research to fulfill the potential of Information and Communications Technologies for Energy Efficiency. Using Social Network Analysis, this paper analyzes this research network and explores the links and influences in the cross-country knowledge flows generated. The analysis identifies some important differences in the position that countries hold on the network. Results highlight the importance of countries acting as hubs and gatekeepers in the promotion of research and the improvement of energy efficiency. The paper focuses on financial support from EU Structural Funds to sustainable energy development in Baltic States. The paper aims to compare the use of Structural Funds support for sustainable energy development in Baltic States in two financing periods: 2007–2013 and 2014–2020 and to assess the impact of EU structural support in helping Baltic States to implement energy efficiency and renewable energy development targets set in EU energy policy documents. The paper analyses EU sustainable energy policy priorities and energy efficiency and renewable energy targets set for Baltic States and compares progress achieved in implementing energy efficiency and renewable energy targets in Baltic States after EU accession. The paper found that the EU Structural Funds have positively influenced the sustainable energy development in Baltic States. The major impact was related with increase in energy productivity because of energy savings achieved in refurbishment of residential buildings. Lithuania has achieved the biggest progress in energy productivity development since 2004 among Baltic States. Estonia was the only country from Baltic States which has allocated structural aid for promotion of wind energy and achieved the best results in increase of the share of renewables (mainly wind) in electricity generation. Latvia has the highest share of renewable in electricity generation structure and final energy consumption and did not provide support for renewable in 2007–2014 however support for biomass is foreseen in 2014–2020 financing period. The building sector is considered as the biggest single contributor to world energy consumption and greenhouse gas emissions. Therefore, a good understanding of the nature and structure of energy use in buildings is crucial for establishing the adequate future energy and climate change policies. Availability of the updated data is becoming increasingly important in order to allow a rigorous analysis. In this paper, recent data on the world energy consumption in both residential and commercial buildings are reported. Past situation, current status and future trends are discussed and analyzed for selected countries. A breakdown of buildings energy consumption is realized in order to determine the influencing key parameters. A whole section of this paper is dedicated to give an overview of measures and policies adopted by different countries, allowing the monitoring, management and reduction of the energy consumption in buildings. The energy-intensive industries, which used to be the major force driving China׳s economic growth, had seriously exhausted the countries׳ natural resources and energy, and at the same time polluted the environment because of the severe surplus of low-efficiency production capacities. As a result, the Chinese government had initiated multiple economic and administrative policies to eliminate these low-efficiency production capacities intended to improve the energy efficiency of energy-intensive industries. These policies are summarized in this paper, along with export tax rebating rate, resource tax, administrative audit and approvals, differential electric power pricing and shutting down the low-efficiency production capacities. The paper also evaluates the effects of these policies by analyzing several key indicators about the energy-intensive industries, including fixed asset investment growth rate, energy-intensity of industrial added-value, waste gas emission-intensity of industrial added-value. The VALDEX methodology is selected to examine the improving trends of energy-efficiency for energy-intensive industries. The analyzing results show that firstly the development of low-efficiency capacities tends to be more sensitive to the policies, so the policies that China had enacted really exert very important effects on improving the energy-efficiency of energy-intensive industries. However, the effects of economic policies seem more faster and obvious than the fiscal policies. Besides, the results also show that polices which are designed to reserve energy may not necessarily exert the same effects on reducing emissions. There is still large room for improving the energy efficiency of energy-intensive industries, substantial improvement still needs to be done for current policies’ system. Industrial energy efficiency has raised to the top of European energy policy agenda, and particular efforts should be placed to tackle the barriers to energy efficiency of small and non-energy intensive industrial users. To enhance the adoption rate of a specific industrial energy efficiency measure, it is crucial to properly evaluate the barriers. Without a proper level of detail - considering both the measure's specificity and the evaluation's perspective - company managers are hampered when making investment decisions, and policymakers are prevented from developing the most effective policies. The paper aims at highlighting that the value of a given intervention-dependent barrier may differ when evaluating it at the company level, by technology area, or with respect to a specific measure. To achieve this objective, an exploratory investigation of Italian small and medium-sized enterprises into the metalworking sector has been performed with respect to selected cross-cutting technologies. Although general barriers appear as most relevant at the company level, large differences appear when considering intervention-dependent barriers by technology area as well as at the energy efficiency measure level. The research presents innovative results, as the literature and policymakers have not accounted so far for how the value of barriers can effectively vary with respect to a single measure, but have only considered barriers at company level. Additionally, the paper highlights that differences can be appreciated when evaluating the intervention-dependent barriers according to some firm characteristics (i.e. size, production complexity, and innovativeness). Italian energy policy has determined important keystones in building energy efficiency regulations and their application throughout the country. However, there is still much work to be done in order to make sustainable societies and territories, especially in historical contexts that have the greatest potentiality of energy saving. In detail, in the framework of conservation, restoration, refurbishment, and retrofit actions, the debate among scientists, administrators and skilled people is still open due to the many aspects yet to be considered and solved. In this paper, the state of the art of Italian residential building heritage has been reviewed, while energy retrofit issues and viable solutions have been investigated by collecting literature examples and experiences, focusing on common retrofit measures on historical buildings per thematic area. Finally, the advantages and disadvantages of each action have been discussed. Because industrial sectors in China are energy-intensive, improving energy efficiency and promoting energy savings in these sectors are of great importance for the further sustainable development of China’s economy. Using a proposed meta-frontier data envelopment analysis (DEA), this paper analyzes the total-factor energy efficiency and energy savings potential in China’s provincial industrial sectors for the years 2000–2014 from three perspectives, namely, the technology gap, management, and scale. The results indicate that (1) driven by technological progress, energy efficiency during the sample period was greatly improved, though the expansion of technology gaps between regions and the decline in scale efficiency represented two significant handicaps; (2) the current energy efficiency in China’s industrial sectors remains extremely low, indicating that there is considerable potential for energy efficiency improvement and energy savings; and (3) the sources of energy inefficiency and energy savings potential in China’s industrial sectors exhibit spatially distinct characteristics. Accordingly, it is determined that most of China’s eastern provinces should focus on improving scale and management efficiency, whereas most of its central and western provinces should concentrate on three factors: narrowing the regional technology gap, improving management efficiency, and optimizing the industrial scale. Residential energy efficiency and distributed generation seem to be natural partners in our journey towards a more sustainable energy future. A growing range of energy efficient consumer technologies and extraordinary declines in photovoltaics system prices has seen household electricity demand fall whilst a growing proportion of the remaining load is provided by household self-generation. Australia is a particularly interesting example of these developments, with around 15% of households now possessing a PV system while per-capita household demand has also fallen markedly. However, existing retail electricity tariffs and regulatory arrangements can create mixed incentives for households contemplating both PV and energy efficiency options and for their network service providers. This is certainly the case in Australia with net metering arrangements that value self-consumption of PV far more than PV exports to the grid. There are also complex benefits for the electricity network created by these household energy resources that can be significant. In this paper we use real household load and PV data from Sydney households to model the potential implications of existing electricity tariff arrangements on the financial attractiveness of PV and energy efficiency. We model these options separately and in combination for both households implementing these options and their network service providers. Our results highlight how inappropriate tariffs may well adversely impact on the value that the combination of energy efficiency and PV offers not only to households, but also to their network service providers, and suggest ways that such impacts might be ameliorated by acknowledging the benefits that these resources can offer to the electricity network. The main purpose of this paper is to examine the energy efficiency determinants in Mediterranean countries over 2009-2012. In order to account for both the bias and serial correlation of efficiency scores, we use the double bootstrap procedure suggested by Simar and Wilson (2007) which allows for valid inference. By using a specific bootstrap procedure in the first stage, the DEA efficiency estimator is corrected for the bias. A parametric bootstrap procedure is also applied, in the second stage analysis, to the truncated regression of DEA bias-corrected efficiency scores on environmental variables. In the first stage, empirical findings show that energy efficiency levels in the Mediterranean countries are high and declining over time. The results of the second stage analysis reveal that the gross national income per capita, the population density, and the renewable energy use impact energy efficiency. Malaysia is located in Southeast Asia near the equator within the typical tropical climatic zone. The efficient use of energy is vital due to the dependency on fossil resources that are being exhausted, which ultimately cause CO 2 emissions. Economic development and population growth are deemed to affect the growing energy demand in the country. Therefore, sustainability, energy security, and climate change are crucial challenges for the power sector in Malaysia. The aforementioned issues can be tackled with energy efficient measures in the building sector. Buildings in Malaysia consume 14.3% of the overall energy and 53% of only electrical energy is being consumed in residential and commercial sectors. Therefore, energy efficiency in buildings is crucial in order to reduce the energy use and improve the local environmental sustainability. This paper discusses a review on the building energy scenario, the policy perspectives, building energy efficiency programs along with landmark buildings and their characteristics. Besides, the potential of renewable energy resources in buildings and various prospective issues and challenges faced by the country have also been discussed. Central Africa possesses important renewable energy potential that continues to suffer from poor development. The primary cause of the poor use of renewable energy is the poor commitment and dedication among the region's governments who have not taken the necessary measures to support the sector. The primary purpose of this paper is to emphasize the renewable energy resources of Central Africa that they may be used optimally. The report also describes the availability of renewable energy resources and suggests actions to promote and sustain their development by improving access to sustainable, environmentally friendly, and affordable energy services, making significant improvements to energy infrastructure in Central Africa, and promoting renewable energy and energy efficiency. The work presents the potential for solar, biomass and hydropower, indicating where development is available. Next, the identified obstacles of clean energy promotion are targeted. Finally, suggestions are offered to help countries develop a vision aimed at developing good clean energy policy that increases the status of environmentally friendly energy. Due to environmental effects of extensive use of energy, solar collectors are being installed on a large scale in many countries. The accurate determination of its efficiency by a test laboratory strongly affects the system performance prediction, cost-benefit valuations, technology introducing in public policies and certification programs. In this context and considering that indoor efficiency tests using solar simulators are increasingly used by test labs, this paper presents an assessment of uncertainty associated with usual flat plate solar collector efficiency tests performed with solar simulator. For this purpose, tests were performed according indoor method in order to estimate uncertainty associated with efficiency determination. Uncertainty evaluation included the contributions of instrumentation, temporal stability of environmental test conditions and statistical regression used to determine collector's efficiency curve. Additional tests and evaluations were also carried out to investigate solar simulated irradiance and air speed influence on estimated uncertainty and to validate the results from comparison with uncertainties derived from two other laboratories. Energy efficiency has become a primary energy policy goal in Europe and many countries and has conditioned the policies towards energy-intensive sectors such as road freight transport. However, energy efficiency improvements can lead to changes in the demand for energy services that offset some of the achieved energy savings in the form of rebound effects. Consequently, forecasts of energy savings can be overstated. This paper analyses the energy efficiency and rebound effects for road freight transport in 15 European countries during the 1992–2012 period. We use a recent methodology to estimate an energy demand function using a stochastic frontier analysis approach and examine the influence of key features of rebound effect in the road freight transport sector. We obtain, on average, a fuel efficiency of 89% and a rebound effect of 4%. Our results indicate that the achieved energy efficiencies are retained to a large extent. We also find, among other results, that the rebound effect is higher in countries with higher fuel efficiency and better quality of logistics. Public acceptance of sustainable energy innovations and policies is of crucial importance in enabling the transition to decarbonized energy systems necessary to meet the key climate targets of the Paris Agreement. This is particularly important in the context of the European Union, which is the third largest energy-related greenhouse gas emitter in the world. However, achieving acceptance is complex and requires improved understanding of the underlying conditions that are likely to motivate it. To contribute to this understanding and overcome common shortcomings in the literature, this paper presents a multidimensional and cross-national framework for the factors that have the potential to motivate both dimensions of acceptance, namely adoption and support. The innovations of interest are numerous and include electric vehicles, residential solar panels, energy-efficient home insulation, environmental taxes and incentives. The paper employs multilevel regression analysis and combines individual and contextual data from all the European Union nations to demonstrate the significance of various types of predictors in motivating acceptance. It is found that citizens' personal capabilities and attitudes towards life satisfaction, climate change and the environment influence both dimensions of acceptance. Attitudes towards broader socio-political dimensions such as representation, equity and transparency primarily influence support, whereas national environmental and energy policy indicators primarily influence adoption. Public acceptability appears an essential condition for the success of low-carbon transition policies. In this paper, we investigate the role of self-interest on citizens' preferences for the distribution of costs and environmental benefits of energy efficiency policies. Using a discrete choice experiment on nationally representative household samples of Sweden, Italy, and the United Kingdom, we first investigate preferences for national burden-sharing rules and for the distribution of environmental benefits accruing primarily in rural and/or urban areas. We examine the role of self-interest and self-serving bias in a correlational manner by looking at the effects of income and location of residency on preferences for these policy attributes. Moreover, we investigate the effect of self-serving bias on preferences for burden-sharing rules in a causal manner by experimentally priming randomly assigned groups of participants to feel either rich or poor. Our results suggest that the accountability rule is the most popular and the equal-amount rule the least popular burden-sharing rule. Further, policies with environmental benefits accruing primarily in rural areas are least preferred. We find some evidence for self-interest, especially through our correlational approach. Energy drives national economies with a positive correlation. Global environmental concerns, growth of the world population, and emerging of developing economies with more need for energy resources, would change the future of energy markets and human lives. To manage energy shortage and energy-related environmental threats, decision-makers have to decide between three potential solutions [1], to develop supply value [2], to suppress energy (all types) demands, or [3] to adopt a hybrid strategy. This paper is aimed to uncover potential saving capacities to fill the supply-demand gap based on efficiency improvements for the case of Iran as a developing economy with increasing energy needs. The methodology has been designed based on energy balance calculations which have been evaluated and validated through 47 expert panels under 9 major themes. Then, policy sets have been determined and to map how defined policies were interacting in the living energy, a system interpretive structural model was performed to determine direct and indirect relationships among policies. As a result, policymakers can prioritize and set a roadmap to approach the desired future. Findings showed for the case of supply-side Iranian energy management [1] maximizing electricity transmission and distribution efficiency [2], upgrading the consumption standard in equipment and processes (in the terms of energy production, conversion, and transmission), and [3] online monitoring of distribution networks are most basic and top priority policies. Abstract: Demand-side management (DSM) refers to actions undertaken on the demand side of energy metres. A broad definition of DSM is proposed to include current policy objectives for emissions reduction, energy security and affordability, and encompasses energy efficiency, demand response, and on-site back-up generation and storage. The paper reviews the concept of DSM, outlines the historical impacts of DSM globally since the energy crises of the 1970s, analyses UK DSM policy, and examines the influence of EU Directives on UK DSM policy, as the country is currently deciding on how to include the demand-side in its Electricity Market Reform proposals and wider energy policy. Much of the focus of previous research has been on DSM technological trials and modelling studies rather than DSM policy and the paper contributes to filling this gap. Policy recommendations for the UK context are discussed, and it is clear that the success of DSM policies is determined primarily by regulatory support and utility financial incentives. In order to achieve greater energy sustainability, the European Union has begun the reform process of the energy policy. Two main lines have been raised: electricity generation with renewable energy and energy saving. The raising cost of energy makes indoor lighting techniques as one of the most important contributors for energy saving in most of the industrialized countries. Therefore, the history of indoor lighting is not exclusively linked to the development of new light sources, having impact on energy saving and sustainability. The aim of this paper was to study and analyse the evolution and milestones of indoor lighting from incandescent bulbs to the modern light-emitting diodes (LEDs) and organic lighting emitting diodes (OLED) going through intermediate milestones like fluorescent lamps (FL) and/or techniques in lighting induction lamps. As main conclusion of this review, it has been found that indoor lighting techniques with their energy efficiency have opened new perspectives for optimizing the energy conversion and this in turn will play a major role in people's quality of life and well-being. A key factor hampering the delivery of high energy performance renovations in buildings is the under-qualification of the construction sector's workforce with regard to energy efficiency and renewable energy sources systems. Towards this direction, this paper proposes an integrated methodological framework, determining measures for the case of Greece, which are delivered in the form of a national qualification roadmap. These measures aim to enhance the qualifications of the blue collar workers and generally empower the Greek construction sector. They also facilitate the adherence of Greece to the European Energy Efficiency and Renewable Energy Sources Directives and support the attainment of the national energy objectives for 2020. The methodological framework is initiated with the analysis of the status quo of the Greek building sector and the skills and qualifications gap of the workforce, as well as the identification of the corresponding barriers that impede growth. Subsequently, a number of diverse measures are proposed and evaluated, using a synergy of decision analysis and evaluation methods. The measures that are assessed as of high priority are afterwards specified to concrete actions. Throughout the whole modular procedure, multiple relevant national bodies were actively engaged via transparent consultation procedures and multilateral discussions. In recent years, China has started to change its growth strategy to a more sustainable model in response to the limits-to-growth dilemma. Specifically, the national policy advocates to promote the use of green-manufacturing technologies through demonstration projects, and to incentivize Chinese manufacturers to adopt these green-technologies that are also encouraged by local governments. These green technologies can increase the economic gains of manufacturers by reducing costs on energy consumption and shift away from selling low-margin products. However, the local authorities often encounter obstacles when implementing policies for promoting these technologies among manufacturing firms. This paper explores the factors that affect the decision-making of user firms throughout the policy implementation process. Based on the econometric analysis of the survey for China's electric motors upgrading project in Guangdong Province, this study shows that three key factors are helpful in the local government's effort to implement the national project, i.e. manufacturers' awareness, the understanding of the energy-efficiency technology, and the long-term macroeconomic benefits. In addition, encouraging the participation of financial institutions is especially useful for local governments to convince small-and-medium sized firms. Abstract: Households represent one of the most interesting sectors, when analyzing Croatia’s energy balance. It makes up one of the largest energy consumers with around 75PJ per year, which is almost 29% of Croatia’s final energy demand. Considering this consumption, implementing various mechanisms, which would lead to improvements in energy efficiency of this sector, seems relevant. In order to plan future energy systems, important would be to know future possibilities and needs regarding energy demand of different sectors. Through this paper, long term energy demand projections of Croatian households sector will be shown. Focus of the paper will be on various mechanisms influencing future energy demand scenarios. Important would be to quantify this influence, whether positive or negative, and see which mechanisms would be the most significant. Energy demand projections in this paper are based upon bottom-up approach model which combines and processes a large number of input data. The model will be compared to Croatian National Energy Strategy and certain differences and conclusions will be presented. One of the major conclusions shown in this paper is significant possibilities for energy efficiency improvements and lower energy demand in the future, based on careful and rational energy planning. Different financial, legal and technological mechanisms can lead to significant savings in the households sector which leads to lower GHG emissions and lower Croatian dependence on foreign fossil fuels. Abstract: This study examines a sample of three Asian Development Bank (ADB) energy projects to determine how they holistically address the energy sector challenges of the region. The paper firstly establishes four fundamental social and environmental sustainability principles that have influenced ADB''s new energy policy. These are (1) improving energy efficiency; (2) promoting renewable energy; (3) reducing energy poverty; and (4) enhancing climate change adaptation. These inform the policy''s new four-fold implementation strategy of scaling up renewable energy, advocating efficiency, enhancing energy access to benefit livelihoods and improving energy sector governance. The study then investigates the historical genesis, drivers, and advantages and challenges facing three recent ADB energy projects: a $76.75 million biomass power plant in Thailand, a $32.6 million energy efficiency initiative in the Philippines, and a $153.5 million program for off-grid renewables in Vietnam. The final part of the study evaluates each of these cases based on how they embody each of the four sustainability principles that uphold the new energy policy. Abstract: Turkey is one of a number of countries who still lack a national management standard for energy. Industrial energy consumption accounts for 42% of Turkey''s total energy consumption. With the help of a questionnaire and analytical framework, this paper investigates Industrial Energy Management Practice in Turkey and highlights significant bottlenecks and shortcomings of energy intensive industries in terms of energy management application. The survey was carried out as a multiple case study of the Turkish iron, steel, cement, paper, ceramics and textile industries. Outcomes of the questionnaire are evaluated according to the analytical framework which covers company characteristics, regulations, external relations of the companies and internal organizational conditions. After analyzing these elements on the basis of a minimum requirement list, it was found that only 22% of the surveyed companies actually practice corporate energy management in Turkey. The main barriers to proper energy management implementation were identified as lack of synergy between the stakeholders, the extent and scope of energy manager courses, and inadequate awareness of and lack of financial support for energy management activities. As a guideline to overcome present obstacles, a set of policy options are offered: strengthening and restructuring of legal and institutional frameworks, promotion of energy efficiency, education, training and capacity building and facilitating implementation of the international energy management standard ISO 50001. Abstract: Improvement of energy efficiency has been accepted as one of the most cost-effective approaches towards sustainable economic development and reduction of the continuously increasing energy consumption internationally. South Africa, being among the developing countries, is not an exception even though historically low energy prices and the lack of appropriate policies have created an energy intensive economy. This paper examines the factors affecting the trends in energy efficiency in South Africa from 1993 to 2006 and particularly the impact of structural changes and utilisation efficiency of the country''s energy intensity. Identifying and understanding the driving forces are necessary ingredients in the development of appropriate policy-making. This paper also provides disaggregation of the energy efficiency trends in the main sectors of the economy. We determine that structural changes of the economy have played an important and negative role in the increasing economy-wide energy efficiency. On the other hand, the energy usage''s intensity was a contributing factor to the decreasing trend of energy efficiency. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. Abstract: Thermal energy loss in the process industry is a significant issue due to the high temperatures and multiple heat intensive processes involved. High-grade thermal energy is typically recovered within processes. However, lower grade heat is often rejected to the environment. The benefits of capturing and utilising low grade thermal energy are highly dependent on the qualities and properties of the heat in the waste streams. The temperature of the low grade heat stream is the most important parameter, as the effective use of the residual heat or the efficiency of energy recovery from the low grade heat sources will mainly depend on the temperature difference between the source and a suitable sink, e.g. another process or space heating/cooling. In general, the temperatures of these waste heat sources are too low to produce electricity and direct heat use will depend on whether potential user can be found. This paper presents past and current drivers for heat recovery studies. High and low grade heat sources are defined according to the viability of recovery within the processes. Firstly, high grade heat capture within the processes is reviewed. Then, the focus is on the potential for low grade heat capture outside of the original plant. The paper addresses the potential for low grade heat recovery with regard to new incentives and technological advances. Finally, different aspects which influence the decision making for low grade heat recovery in the process industry are discussed. It is concluded that organisational, financial and economic barriers might be overcome and benefits from a holistic vision could be gained with stronger governmental policy and regulation incentives. Abstract: Growth in peak period electricity demand has driven the requirement for a significant expansion of Sydney''s electricity network. Energy efficiency and demand management activities in office buildings may be an alternative to electricity network augmentation, with significant economic and environmental benefits. This paper identifies and characterises trends in electricity peak demand in Sydney''s office buildings, comparing a range of high and low energy consuming buildings. The paper assesses the potential for energy efficiency and demand management strategies in office buildings to reduce peak loads and hence defer electricity network augmentation. Base building electricity load data was analysed for a sample of 25 Sydney office buildings, along with Sydney electricity substation and temperature data. Peak loads for buildings with best practice energy performance were found to be 26% lower than for buildings with average energy performance, while annual electricity consumption was 57% lower. With these findings, this paper has assessed the effectiveness of current energy efficiency policy for peak demand management and has recommended strengthening energy efficiency policies in order to capture coincidental peak load reductions, as well as new policies specifically targeting peak demand management. Abstract: The goal of this paper is to review bottom-up models for industrial energy demand with a particular focus on their capability to model barriers to the adoption of energy-efficient technologies. The integration of barriers into the models is an important prerequisite for a more detailed and realistic modeling of policies for energy efficiency. Particularly with the emergence of more and more varying policy instruments, it also becomes crucial for the models to take account of these policies as well as the barriers they address in a more realistic way. Our review revealed that, despite the broadly evident existence of market failures and barriers for energy-efficient technologies, they are only partly and in a rather aggregated form considered in today''s bottom-up models. The state-of-the-art bottom-up model is based on an explicit representation of the technology stock and considers the costs of energy efficiency options in detail. But with regard to barriers, most models only make use of an aggregated approach, like an adjusted discount rate. While some models do not even consider technology costs and energy prices, but instead use exogenous technology diffusion rates, other more advanced models took first steps towards considering barriers in more detail. The latter allows differentiation between multiple parameters that influence technology adoption. Still, even in the most advanced models, only a few of the observed barriers are explicitly considered. At the same time, new approaches to considering barriers like uncertainty or the (slow) spread of information are being developed in other disciplines. We conclude the paper by summarizing promising ways to improve representation of barriers in bottom-up models. [Copyright &y& Elsevier]

Abstract: European Union countries’ current energy policies for the transport sector promote, amongst other initiatives; urban mobility plans, the renewal of fleets of cars and industrial vehicles and the introduction of biofuel. From the point of view of eco-efficiency and Life Cycle Assessment (LCA), energy policies must go further. The objective of this paper is to analyse the current transport model and the policies on energy efficiency being promoted in the EU from a LCA point of view. Special attention has been paid to private vehicles, in assessing the environmental impact of the various stages of manufacture, their use and disposal, and the consequences of plans to renew fleets. How old should a vehicle ideally be so that when it is changed, the embodied energy in the materials of the vehicle is less than the gain in energy efficiency due to changing the model for example? In addition the paper analyses the different means of transport in the energy consumption–time ratio from a LCA viewpoint. The fact that reducing transport times leads to greater energy consumption gives rise to the question: how long does nature take to repair the environmental damage caused? [Copyright &y& Elsevier]

Abstract: The rebound effect presents a major flaw in to energy conservation policies that aim to reduce energy consumption through energy efficiency development. Economics and energy related disciplines have thus far developed tools to measure such a phenomenon. This paper attempts to explain this seeming paradox using a thermodynamic-evolutionary theoretical framework in addition to the traditional economic approach. We here propose that evolutionary systems, such as biological or even economic systems, may rearrange themselves in a more complex fashion under the pressure of an increasing flux of energy, driven by the higher conversion rate of greater efficiency. Higher complexity, due to a greater energy density rate, counteracts the positive effects of energy efficiency. We investigated this hypothesis in the context of the road freight transport system and the productive structure. The qualitative analysis in this paper, further substantiated by figures, provides a link between the dynamics of production patterns and the effect of efficiency in the light of the macro-economic effects of increased energy demand. The analysis departs from a rigorous investigation of the actual energy efficiency evolution in the road freight transport system to develop through a survey of the subsequent worldwide economic revolution in the production system. It is then shown how outsourcing, the key feature of globalization, can be identified as the main source of traffic density growth. Finally, four paradigms are used to stress how the shift in the production system must be considered a leap in structural complexity that consequently serves to increase the frequency of components’ interactions. Fifteen years after the publication of the article entitled "Energy Education: breaking up the rational energy use barriers" in 2004, what were the paths taken and scientific contributions made towards a rational energy use as regards energy education? This paper aims to answer this question by collecting data on the Web of Science database to identify publications citing the aforementioned article using different levels of approach. The selected papers were structured in clusters utilizing software for such a purpose, which allowed organizing and listing reviewed works from which a cluster of keywords has been structured to identify the most frequently cited terms. Once found, the following step was to perform a content analysis to allow organizing authorship and contributions. During this process, the term "barriers" in the context of rational energy use was not restricted to its class, but it was present in the analysis of other terms that constitute other classes. Energy education is presented as one of the ways to make society more aware and active while taking actions towards rational energy use. However, to achieve greater effectiveness of such an educational process, the human aspect requires special attention through a clearer definition of personal values, attitude, and behaviour because of its importance for activities aimed at energy issues. • Energy education is crucial for energy rational use. • Other approaches for energy education were identified. • Individual's psyche influence on energy rational use. • Several barriers permeate energy and its use. • Energy education enables energy planning. In the last decade, market-mediated financial incentives for energy-efficient construction drawn from information policy, including energy performance certificates (EPC), have been intensively researched. While hedonic-based research seems to confirm a positive correlation between residential prices and EPC ratings, opinion-based studies have found that these ratings have a negligible effect on price formation. This paper explores whether insufficient control of non-energy-related architectural attributes in hedonic specifications is responsible for such a divergence. To achieve this, a case-by-case quality assessment is performed for a sample of listed apartments in Barcelona. Then, architectural assessment is introduced as a control in the context of hedonic analysis. The results suggest that EPC ratings show a positive correlation with prices (1.8% price increase for each EPC increment) only when location, general architectural attributes, and basic quality attributes are controlled. Conversely, when architectural quality is thoroughly controlled, such a correlation disappears. However, EPC rating remains as a price driver (7.5% price increase for A/B/C ratings) for the upper tier of apartments in central and affluent zones. Such findings have relevant implications for developers and energy policy. • The concomitance of housing energy performance with its quality attributes is problematic. • Strict control of housing quality attributes leads to a zero energy premium. • Only upper-tier dwellings (A/B/C) in affluent districts receive a 7.5% energy premium.
