Abstract This paper analyses relationships between private supplementary tutoring and mainstream schooling in urban Maharashtra, India. The role of private tutoring progressively expands from the lower to the higher grades, and is especially visible in Classes 11 and 12 when it seems to supplant rather than supplement mainstream schooling. The paper notes the complex interplay of social, economic and educational factors in the shifting relationships, and has relevance not only for other parts of India but also other countries. The dynamics of private tutoring should be considered when conceptualising educational processes and devising policies for schooling, especially in relation to social inequalities and the efficiency of school systems. Endogamy or intra-caste marriage is one of the most resilient of all the caste based practices in India. Even in 2011, the rate of inter caste marriages in India was as low as 5.82%. In this paper we explore whether education has any relationship with this age-old practice of marrying within one's own caste. Using a nationally representative data set, the Indian Human Development Survey, we find that, in sharp contrast with the findings in the existing literature on out-marriages in the Western countries, education levels of the spouses themselves do not have any association with the likelihood of their own marriage being an inter caste one. However, couples with a more educated mother of the husband have a significantly higher probability of being in an inter caste marriage. One standard deviation increase in the years of education of the husband's mother is associated with a 10.16% increase in the probability of inter caste marriage over the sample mean. Abstract Having achieved remarkable improvements in basic education, India now faces the issues of low learning levels, and a high dropout rate. This paper examines whether the learning crisis is responsible for students dropping out of school using unique panel data that followed nearly 1000 Indian children from 2002 to 2013. We discover that literacy skills acquired by the age of 12 have long-lasting, positive effects on subsequent school progression. We also find that local job opportunities influence school progression. Further, we find that time spent on household chores negatively affects literacy acquirement during primary school years. • Naxalite violence and impoverishment combine to limit learning outcomes in India. • Conflict reduces tutoring and increases school absences. • Conflict also affects presence of local teachers and praise of children. • However, some girls experience improved learning outcomes due to Maoist ideology. • Education policy should tackle supply- and demand-side constraints during conflict. This paper investigates the relationship between violent conflict, poverty dynamics and learning outcomes in India. Generalized ordered logistic regressions indicate that Naxal violence is associated with lower outcomes in basic literacy and numeracy, though with variations by gender and poverty trajectory. Mixed methods data, involving panel analysis alongside in-depth interviews in conflict-affected areas, point to supply- and demand-side constraints especially for children in impoverished households. Harassment of girls increased school absence, while interactions with Naxals when travelling to school prompted many boys to stay in hostels during holidays thus limiting absences. Conflict also modified teacher incentives. Understanding how conflict affects acquisition of basic skills is critical in contributing to policies better tailored for marginalised girls and boys. Using the nationwide school-feeding programme—the Mid Day Meal Scheme (MDMS)—in India as its anchor, this paper critically evaluates the use of schools as sites for discharging social policies. Data from semi structured interviews ( N = 26) and focus groups ( N = 8) conducted in a north Indian village provide evidence that the community distrusts the central and the regional governments and regards state run schools as deficient institutions. In such a social climate, the community perceived the MDMS as an evil governmental design to distract poor people from education. Such representations, the paper argues, further erode the faith of the community in state run schools. Crucially, data from the study indicate that the MDMS has contributed to a shift in community representations of schools from being a site for imparting education to that of an institution providing free meals. It is argued that such a shift in community representations of schools may hinder the agenda of promoting education in disadvantaged settings. The paper concludes by identifying two critical considerations in using schools as the site of social policy: (a) the symbolic environments of meaning making which inform local interpretations of policies; and (b) the local meaning making and representations that communities develop of new or existing social policies. Universal school enrolment of children aged 6–14 years has been a commitment enshrined in the Indian constitution since 1950. To attain this goal, the central government has set up a range of programs, such as incentive programs, teacher grants and infrastructure grants, while state governments share responsibility in implementing those educational policy initiatives. This paper reviews the progress of India’s primary schools over the period 2005–2011 as public educational undertaking shifted more from the centre to the states. Using two waves of the Indian Human Development Survey conducted in 2005 and 2011, we track the progress of primary schools in terms of infrastructure upgrade, teachers’ quality, the costs of education, enrolment and learning outcomes. We find that while progress has been made in terms of infrastructure provision and enrolment, other aspects have either seen no progress or have worsened over time, and numerical and reading skills of children 8–11 years old worsening over time. Son preference is widespread in a number of developing countries despite substantial improvements in education levels and economic development. One potential explanation for the persistence of this phenomenon is that individual household members like the mother derive large non-monetary benefits from giving birth to a son and therefore prefer boys to girls. Qualitative evidence suggests that such benefits exist and may depend on the child’s age. This paper uses large nationally representative datasets from India and tests whether having a son leads to higher decision-making powers for mothers than having a daughter. Since the number and gender composition of children is likely to be non-random for families that want a son, I focus on first-born children for whom the sex ratio of girls relative to boys is normal. The main analysis also focuses on young children of up to six months, which gives parents little time to adjust desired birth-spacing intervals that could be systematically correlated with decision-making powers and child gender. The results show little evidence of consistently large female benefits shortly after birth, and any positive impacts of having a son disappear after the first six months. There are also no large benefits for adult sons. These empirical patterns do not support qualitative evidence suggesting that women benefit from the birth of a son through larger decision-making powers in the household because of increased respect by other household members. The benefits also do not heavily depend on the child’s age, which is not consistent with a channel predicting a better bargaining position for women with adult sons who start taking over the running of the household. Gender discrimination within the household exists in many contexts. In societies where the norm is to not expect future support from daughters, parents may invest even less in the health and human capital of girls. In India, as in other patriarchal societies, the eldest son occupies a special position as the potential head of the extended family and is expected to assume responsibility for parents' welfare in their old age. In this paper, I explore intra-household differences in educational expenditure and enrollment for children by gender and birth order. Using child level data from the nationally representative India Human Development Survey-II (2011–12), I confirm the presence of a pro-male bias and an additional preference for the eldest son. In families with more children and greater competition for resources within the household, the pro-male bias falls and the bias in favor of the eldest son is greater. Parents in the higher income bracket, who are also less likely to be dependent on their children, discriminate less in favor of the eldest son. As expected, pro-male bias is highest in the north, central and eastern zones of the country. The north-eastern zone exhibits the lowest levels of intra household discrimination based on gender. Finally, I find evidence suggesting reverse discrimination, i.e. discrimination against sons, in the state of Meghalaya which follows a rare matrilineal system where the youngest daughter takes over as the head of the household. Abstract: Recent educational policy in India has repositioned elementary school teachers as active, reflective practitioners, not just ‘deliverers’ of syllabus material. This article examines innovations in teacher support in Rajasthan''s government schools through the ‘Quality Education Program.’ Drawing on qualitative research of collaborative learning processes, the paper discusses two support strategies used by the program: professional dialogic interactions and modeling of pedagogic strategies, which paralleled introductory or developmental phases within a ‘collaborative apprenticeship model’ of teacher professional development. In doing so, the paper outlines the potential of situated, collaborative approaches for Indian in-service teacher education and education development reform, more broadly. [Copyright &y& Elsevier]

Abstract: This paper contributes to the important but small body of research on the role of private schools in Indian education. It uses a household dataset from India with a rich set of household covariates and student performance data on reading, writing, and mathematics. For both rural and urban India the results from regression analyses indicate that private school students perform better on tests controlling for covariates. In both contexts, however, the private school benefit becomes largely, statistically, insignificant after conducting multivariate analysis on data balanced using the propensity score matching technique. The paper also makes an initial attempt to identify ‘low-fee’ private schools; within the regression framework it finds that children in such schools may perform no better than their public school counterparts. The data and methods used in this paper are not without limitations; however these analyses call into question the claim that private school effect may be unequivocally positive and highlights the potential heterogeneity in private school performance in the Indian context. Abstract: Since the early 1990s, significant progress has been made with regard to education in India. This positive development stands, however, in sharp contrast with the way in which government teachers themselves think and talk about education. Instead of feeling pride and satisfaction, many teachers are unhappy, and often self-critical. Based on focus group discussions and interviews with teachers in Andhra Pradesh, south India, this paper analyses the reasons behind motivations and demotivations of government school teachers. This paper presents a summative evaluation of a professional development program for para-teachers within an Indian NGO. The program aimed to support para-teachers in well-structured learner-centered enactment by introducing planning and reflection of daily lessons. The study investigated lesson plans, enactment and pupil outcomes to assess the extent to which para-teachers could plan and enact well-structured learner centered lessons. The study suggests strong evidence that the program was successful in helping para-teachers achieve greater quality of lesson planning, enactment and pupil learning. [ABSTRACT FROM AUTHOR]

Abstract: This paper examines the factors that prevent slum children aged 5–14 from gaining access to schooling in light of the worsening urban poverty and sizable increase in rural-to-urban migration. Bias against social disadvantage in terms of gender and caste is not clearly manifested in schooling, while migrated children are less likely to attend school. I argue that the lack of preparation for schooling in the pre-schooling ages and school admission procedures are the main obstacles for migrated children. The most important implication for universal elementary education in urban India is raising parental awareness and simplifying the admission procedures. [Copyright &y& Elsevier]

Summary: This paper studies the relationship between mothers’ employment and children’s schooling in India. Using the second National Family Health Survey, the results of a multilevel probit model show that the correlation between mothers’ employment and their children’s schooling is negative. Women in poorer households are more likely to work but, given the negative correlation, their additional income does not seem sufficient to enable children’s school attendance. A sensitivity analysis on wealth deciles shows that this negative relationship disappears in urban areas and becomes weaker in rural areas at the top wealth deciles. [ABSTRACT FROM AUTHOR]

Abstract: This paper informs debates about the potential role for low-fee private schooling in achieving Education for All goals in India. It reports Young Lives’ longitudinal data for two cohorts (2906 children) in the state of Andhra Pradesh. Eight year olds uptake of private schooling increased from 24 per cent (children born in 1994–5) to 44 per cent (children born in 2001–2). Children from rural areas, lower socioeconomic backgrounds and girls continue to be under represented. While some access gaps decreased, the gender gap seems to be widening. Evidence on risks to equity strengthen the case for an effectively regulated private sector, along with reforms to government sector schools. [Copyright &y& Elsevier]

Summary: This paper documents the extent of inequality of educational opportunity in India spanning the period 1983–2004 using National Sample Surveys. We build on recent developments in the literature that have operationalized concepts of inequality of opportunity theory and construct several indices of inequality of educational opportunity for an adult sample. Kerala stands out as the least opportunity-unequal state. Rajasthan, Gujarat, and Uttar Pradesh experienced large-scale falls in the ranking of inequality of opportunities. By contrast, West Bengal and Orissa made significant progress in reducing inequality of opportunity. Abstract: The practical viability of performance-based pay programs for teachers depends critically on the extent of support the idea will receive from teachers. We present evidence on teacher opinions with regard to performance-based pay from teacher interviews conducted in the context of an experimental evaluation of a program that provided performance-based bonuses to teachers in the Indian state of Andhra Pradesh. We report four main findings in this paper: (1) over 80% of teachers had a favorable opinion about the idea of linking a component of pay to measures of performance, (2) exposure to an actual incentive program increased teacher support for the idea, (3) teacher support declines with age, experience, training, and base pay, and (4) the extent of teachers’ stated ex ante support for performance-linked pay (over a series of mean-preserving spreads of pay) is positively correlated with their ex post performance as measured by estimates of teacher value addition. This suggests that teachers are aware of their own effectiveness and that implementing a performance-linked pay program could not only have broad-based support among teachers but also attract more effective teachers into the teaching profession. Abstract: In the last decade the national Sarva Shiksha Abhiyan (SSA) programme has focussed on universaling access to elementary education (Grades I–VIII). Most recently the Right to Education Act provides the legislative framework to guarantee schooling to all children between 6 and 14 years of age. It remains the case however that less than half of all children attend and complete secondary school especially in the Northern states. Under the 11th National Plan Rastriya Madhyamic Shiksha Abhiyan (RMSA) has been launched to increase the numbers entering secondary school. This paper explores some of the key issues in planning and managing the growth in participation that is envisaged so that 75% or more enjoy the benefits of transition to Grades IX and X. The issues include the constraints on expansion that arise from the restricted output of elementary school graduates, the continued exclusion of the poorest and those from disadvantaged groups from progression to Grade VIII, the costs to households and government of universal secondary schooling as currently structured, the limits to growth of private provision, the massive infrastructure needs, and the problems associated with increasing teacher supply and deployment. Policy dialogue around secondary school expansion is a central concern if India is to close the gap between itself and China and other rapidly developing countries in educating most of its population beyond the elementary level. • Overall, private school students have better learning outcomes than their government school counterparts in India. • Student's absenteeism in school and the time spent on homework after school are important determinants of their learning abilities. • The learning gap between private and government school students can be minimized by increasing their school attendance and time for homework. Do students attending private schools learn more and have higher cognitive abilities than their public school counterparts in India? Though some recent works have discussed this question, the empirical contours to address the issue remain unclear, particularly in a diversifying school education market in India. This paper examines the factors determining the inequality in children's learning outcomes (i.e., reading and math scores) in India using the second round of India Human Development Survey data. We examine the effect of a child's 'school absenteeism' and 'time spent for studying and doing homework' on learning outcomes, and how these explain the existing learning gap between private and government school children. We provide strong evidence that the children attending private schools have significantly better learning outcomes than their government school counterparts. However, this performance difference between private and government school-going children reduces with the increase in school attendance and the time spent in studying and doing homework by a child. The findings of the study implicate that the cognitive abilities of low performing government school students can be improved by reducing their absenteeism in schools and increasing time for studying and doing homework after school. • Particularly Vulnerable Tribal Groups (PVTGs) of India are the least developed. • The female literacy rate among PVTGs is the lowest in India. • Sense of insecurity, lack of female teachers, and incidents of abuse are barriers. • Language, lack of parental engagement, and poor infrastructure are challenges. • A blend of traditional knowledge and national curricular framework is needed. This study aims to provide insight into educating girls from Particularly Vulnerable Tribal Groups (PVTGs) in India. It synthesizes themes to understand the barriers, opportunities, and the enablers that ensue alongside their educational journey. The paper employs the SPIDER tool for systematic review, JabRef, to remove duplicate articles, and Rayyan QCRI to present the selected articles as results. Finally, the elements from the SQUIRE 2.0 was applied for evaluating the quality of results. Only 45 articles from those published from 2011 to 2019 were found suitable. Findings highlight the lack of educational advancement among the PVTG girls even though SDG-4 ensures quality education to all. In summary, most researchers have emphasised on overall tribal education, while very few have focused on either tribal or PVTG girls' education. Similarly, readers from various corners of the world have exposure to articles that are either based on health or ethno-medicinal practices of the PVTGs. This study would be useful both for academic research and policy framework as the study synthesizes a broad range of published research. • The impact of rainfall shocks on school enrollment has changed in the past 30 years. • By 2007, positive rainfall shocks lead to a decrease in school enrollment. • School enrollment rises after a negative rainfall shock. • These effects are more pronounced for girls and older children. Despite long-standing international agreements like the Millennium Development Goals, 264 million children in developing countries are not enrolled in school, and children in rural areas remain twice as likely to be out of school as children in urban areas. One potential explanation for this pattern is that children's education in rural areas is vulnerable to weather shocks, but there is no consensus about whether rainfall shocks help or harm school enrollment in the existing literature. This paper explores whether changes in the relationship between rainfall shocks and schooling outcomes over time can explain the different results in the literature by using household survey data from India across three decades. My study finds that adverse rainfall shocks have an increasingly stronger positive impact on school enrollment over time, whereas enrollment is increasingly falling after positive rainfall shocks. This effect is stronger for girls than for boys, more pronounced for older children, and is consistent with an increase in the importance of opportunity costs of a child's time in more recent years. Children may have to drop out of school when employment opportunities are more readily available after a positive rainfall shock, but are able to go to school when jobs are scarce. These results offer a potential explanation for the different results in the literature, where studies on countries with higher economic development tend to find results consistent with an opportunity cost story, whereas this is not the case for studies on countries with a lower level of development. The results suggest that policymakers need to pay close attention to the obstacles faced by girls and older children to make access to education universal, and should develop policy tools that incentivize households to send their children to school even when employment opportunities are readily available. • After focusing on expanding physical access for last few decades, India is confronting the challenge of 'small' schools and moving toward school closure or rationalisation. But potential impact of such a policy remains under-investigated. • 'Small' schools are situated in villages which are relatively backward compared to the villages in which non- 'small' schools are situated. Students attending 'small' schools have fewer alternatives in that village. • 'Small' schools have higher probability of multi-grade teaching and are less likely to have basic infrastructural facilities. • Learning outcomes of students in 'small' schools are not different than that of students in non- 'small' schools. • School rationalisation is likely to have adverse consequences on children's access to schooling without any gains as far as learning levels are concerned. Alarmed by declining enrolment in government schools and potentially adverse academic, administrative and fiscal consequences associated with it, policy makers in India have initiated experimenting with closure of government schools with low enrolments ('small' schools), an exercise commonly referred to as 'school rationalisation'. However, the impact of this policy on access to schooling and learning remains empirically unexplored. Utilising ASER 2014 data, this paper asks three key questions: (a) what are the characteristics of villages in which 'small' schools are located?, (b) what options would students have if 'small schools' were to be closed, and finally (c) what are the differences in characteristics of 'small' and non-'small' schools? Results indicate that the villages which have 'small' schools are more disadvantaged in terms of essential public services such as all-weather roads leading to village, availability of government health facilities or banks and post offices. Additionally, these villages are less likely to have an alternative to the 'small' school, either government or private. Results also show that 'small schools' are much more likely to have multi-grade teaching. They are less likely to have basic infrastructural facilities. Interestingly, learning levels are unlikely to be different in 'small' schools than non- 'small' schools even after controlling for child, household and village attributes. Thus, the analysis suggests that school rationalisation can potentially have severe consequences on children's access to schools without any meaningful impact on learning levels in a 'business as usual' scenario.
