In resource-dependent regions, the meaning of high-quality economic development has yet to be clarified by published research, despite substantial scholarly interest in the topic. With the help of the economic development index developed by the Chinese government, this paper accurately measures high-quality economic development in 30 provinces in China and investigates how resource dependence and government governance capability affect regional high-quality economic development. Research has found that resource industry dependence has a significant inhibitory effect on high-quality economic development. Additionally, the analysis of the mechanisms revealed that resource industry dependence reduces high-quality economic development through a series of effects including crowding out innovation, weakening coordination, lagging green development, hindering global openness, and sharing in weakening. Further research has revealed that government governance capacity weakens the impact of resource industry dependence on high-quality economic development. A detailed analysis of three subsystem indicators of government governance capacity, namely policy planning, capability commitment, and performance assessment, indicates that they all have a weakening effect. To this end, the paper proposes policy recommendations, including increasing innovation inputs, advancing industrial restructuring, promoting green development, enhancing marketization levels, and constructing a diversified employment system. Since 2015, the United Kingdom (UK) has increased its investment in transportation infrastructure to compensate for years of underinvestment in comparison with peer countries. It is of critical importance to evaluate the effect of these recent investments, as well as historical ones, on economic development, both theoretically and empirically, to provide guidance on future infrastructure investment. However, few research looks into such policy adjustment on economic growth in the UK. To fill this gap, this paper investigates the relationship between transport infrastructure development and economic growth in the UK from different time spans. Principal component analysis (PCA) is used to construct a comprehensive measure of transport infrastructure development. This paper then applies Vector Error Correction Model (VECM) to investigate both long-run and short-run relationships between transport infrastructure development and economic growth from 1970 to 2017 in the UK. Empirical results suggest that transportation infrastructure has a long-run promotive effect on economic development. However, in the short run, this effect turns out to be significantly negative. Marine and port economy estimation is conducive to the understanding of the development law of marine economy degree. This study proposes a neural-learning network estimation model of the marine economy degree based on a priori architectural knowledge and adopts time-combined class array columns and multivariate modeling methods to estimate the indicators reflecting the development level of the marine economy degree in the ZJP region. The study adopts the PK_NN multivariate modeling method, taking cargo transportation volume, cargo turnover, cargo carrying value of ports near the sea, foreign trade throughput, port container throughput, and port container throughput as multivariate model inputs, and compared with the other modeling methods, the model of the time combination class array columns of type GM_11, which has a better comprehensive performance. Finally, the PK_NN time-combined class array column model is used to estimate the development level of the marine economy in the ZJP region near the seaport from 2011 to 2020, and the results show that the estimated value of the marine economy in the ZJP region is close to the actual planning value of the ZJP region. The algorithm was applied to estimate the economic degree curves of the five near-seaport areas of ABCDE under different harbor head construction art modes, and the results showed that the relative value error of the estimation was controlled between 4% and 10%, and the fluctuation ranges of each month's specific growth value area estimation were comparable. By considering the significant role economic growth has played in environmental function between 1990 and 2019, this paper examines the relationships between renewable energy development, trade openness, and institutional quality in the development of green finance in South Asian countries. The effectiveness of institutions and trade transparency are factors in green finance. We use a panel data model to ascertain the cointegration among the variables. The study employs the OLS fixed pool method along with a quantile regression to assess the model and reveal that, although growth in renewable energy development and trade openness worsen the ecological environment, institutional quality and the use of renewable energy promotes green finance development. The findings indicate that trade openness and institutional quality have a positive link with green financing. Institutional quality drives the use of renewable energy, whereas gross domestic product (GDP) drives the environmental impact. Improving access to reliable electricity has been recognized as a necessary condition to foster economic development and reduce poverty. This is therefore not a surprise to find such a goal in the 2030 Agenda on Sustainable Development of the United Nations. Taking this objective as our starting point, we present, in this paper, a non-parametric performance evaluation exercise of the East African electricity systems over a 10-year period. We focus our attention on two intertwined dimensions: effectiveness, i.e. reaching optimal outcomes, and efficiency, i.e. getting to optimal resource-outcome mixes. We show how these two dimensions can be measured over time, and how they can be compared and combined to construct useful indexes. In particular, we make a distinction between changes and shifts in the performances. The results show dramatic differences in terms of effectiveness and small differences in terms of efficiency. The EU has committed to make Europe the first climate-neutral continent by 2050. Reaching this objective requires massive changes in the region. The biggest challenge is that the green transition happens without sacrificing economic progress and guaranteeing justice and inclusiveness. This pledge implies that every country be capable of addressing the trade-offs between targets while remaining committed towards the common decarbonisation goal. Our paper analyses the success with which countries are carrying out the energy transition. We propose an enhanced hyperbolic distance function and a stochastic frontier analysis approach to model the joint attainment of economic development, environmental sustainability, and energy equity. We apply our model to an unbalanced panel dataset of 29 European countries for the period 2005–2018. Our estimates show that the average performance of the economies has improved over time. The results also highlight the pivotal role of a sustainable economic development with clean energies for both slashing CO 2 emissions and fostering energy equity. Moreover, we find convergence in countries' performance, being this convergence slightly higher for the EU-15 countries compared to the rest. In the digital era, digitalization brings great opportunities and challenges for cities' environmental governance and economic growth. However, it is worth noting that the impact of digitalization on cities' green transition has not been studied from the perspective of Metcalfe's Law. This paper uses the principal component method and non-radial directional distance function (NDDF) to calculate the digital development level and the green economic performance of 269 Chinese cities from 2003 to 2019. (1) The empirical findings demonstrate that digitalization has become a strong driver for cities' green economic transformation. (2) Digitalization indirectly promotes green transition through industrial structure optimization and green technological innovation. (3) The heterogeneity results show that the positive effect of digitalization on green development is more obvious in eastern and economically developed cities. (4) Using the partially linear functional-coefficient model (PLFC), this paper studies the non-linear nexus between digitalization and green economic transition from the perspective of Metcalfe's Law. Thus, Metcalfe's law is confirmed in the green transition of Chinese cities. Abstract: As an integral part of individual lives and one of the strongest inputs to global economies, tourism is affected by such social tensions and can play an important role in reducing them; therefore it offers an interesting challenge for serious discussions regarding tourism and regional sustainability. Tourism is traditionally associated with pleasure, leisure and escape from the ordinary world and is often contrasted with other, more serious economic activities such as manufacturing and extraction. As a result governments and planners often ignore tourism; furthermore, outside of the field of tourism academic research, the relationship between tourism and sustainability received too little attention considering that tourism can play an increasingly integral role in regional sustainable development processes. One of the strategies for achieving sustainable development goals is to close the gap between environmental vulnerability and economic progress (SDGs). The significance of renewable energy in harmonizing environmental and economic conditions is becoming a touchy subject in current debates. Against this backdrop, the major objective of this paper is to assess whether economic growth and environmental sustainability can promote renewable energy consumption in the Indian economy by using ARDL and Novel Dynamic ARDL estimation techniques. The results obtained from both the methodology shows that rising efficiency in the economic growth coupled with environmental sustainability leads to an increase in renewable energy consumption. We also find, from the frequency domain causality test, that there is a unidirectional causality between renewable energy consumption and economic growth & renewable energy consumption and environmental sustainability in both the short- and long run. Global warming has aroused the attention all over the world, because not only can it directly damage the living environment, but it can also impact on the social and economic development, of a region in an obvious and far-reaching way. In this paper, we builded a trans-log production function model incorporating variables, such as rainfall, labor force, technology and temperature to simulate how climate changes impacted on the regional economics. Time series data of the domestic economy of Nanjing, a city in the southeast China, between 1996 and 2017, were used to verify the production theory of trans-log production frontier. The results showed that: with the rainfall increased and the temperature declined, the climate impact on the economy and the absolute value of the output elasticity of the frontier diminished. In addtion, the climate change was also positively related to the capital investment. Abstract Reducing pollutant emissions while ensuring a stable economic growth is an important embodiment of sustainable development. Based on the "National Comprehensive demonstration of Energy Saving and Emission Reduction Fiscal Policy" ("ESER" policy) proposed by the Chinese government in 2011, this paper analyzes the impact of such policy on emissions reduction and economic growth. Under the framework of Differences-in-differences (DID) method, this paper first identifies the implementation conditions of "ESER" policy. Then we adopt three specifications to control the endogenous problem for the selection of demonstration cities. The robustness test verifies the reliability of our findings, and the spillover effect analysis reveals the deficiency of this policy. We reach the following conclusions: (1) Different from the previous studies, we find that the "ESER" policy can effectively reduce the pollutant emissions while ensuring a stable economic growth. (2) However, the event study reveals that the reduction effect is only existing in the demonstration period, which means that this policy is not sustainable. (3) Furthermore, we find no spillover effect of "ESER" policy on the non-policy targeted pollutant, suggesting that the local government only cares about the reduction of policy targeted pollutants. Based on these findings, we propose that the future energy saving and emissions reduction policy formulation should focus on the policy sustainability and overall environmental performance. Abstract The significance of sustainable development has been globally recognized as it offers a roadmap to counter the existential threats which humanity face in the modern world. While sustainability attempts to achieve a balance between economic growth, social development, and environmental protection, its operationalization is hard to comprehend. Generally, the environmental departments are held responsible for managing issues pertaining to sustainable development, which may lead to, or perceived as, a loss in the economic and social dimension. This paper argues that the operationalization of sustainability can be better understood if the association between sustainability and safety is recognized. This study attempts to answer three questions: (i) how ignoring safety can have adverse consequences for sustainable development; (ii) how safety-related initiatives support the operationalization of sustainability; and (iii) how the integration of safety at the design stage is the key to sustainable development. Following a systematic literature review, this mixed-method exploratory study attempts to emphasize on the safety-sustainability nexus through various practical examples, including City Center of Las Vegas; KiK Textilien and Ali Enterprise; Al-Shaheen Oil Field Gas Recovery and Utilization Project, Qatar; Jetty Boil-off Gas Recovery Project, Qatar; Tetra Ethyl Lead; Chlorofluorocarbons; and Nanomaterials. A commentary from selected safety experts (in the field of nanotechnology) is also provided to reflect on the significance of safety for the commercialization of new products and technologies. The results of this study confirm that safety and sustainability are closely linked, and the former can offer an operational command on the latter because both disciplines share the same pillars, which include economy, environment, and society. Also, historical events suggest that disregarding safety-sustainability nexus any further may lead to more dangerous consequences than ever before because of the growing human interest to adopt new technologies and products straightaway without analyzing the possible consequences. The results of this paper offer a rationale to look across the complete spectrum of safety in the organizational context in order to highlight the areas where optimization or modifications can result in more sustainable outcomes. Abstract Cities do play significant roles in tackling global environmental changes. Decoupling economic growth from environmental pressures is critical for global sustainable development, however, few studies pay attention to the decoupling analysis at city level. This paper conducts a comparative study of the decoupling performance of economic output from CO 2 emissions between Beijing and Shanghai, the top two cities in China. In this paper, the decoupling trends and the decoupling effects are explored from a sectoral perspective, by combining the Tapio decoupling elasticity and the logarithmic mean Divisia index (LMDI) model. The results show that Beijing and Shanghai both experienced weak decoupling in construction, expansive negative decoupling in transport, expansive coupling in trade, and weak decoupling in others over the period 2000–2015. Moreover, agriculture appeared strong decoupling in Beijing, and recessive decoupling in Shanghai; industry showed strong decoupling in Beijing, and weak decoupling in Shanghai. The decoupling effects showed different magnitudes and patterns in industrial sectors between Beijing and Shanghai. Overall, per-capita GDP and population growth inhibited the decoupling, while energy intensity, industrial share, energy mix accelerated the decoupling process. Abstract Lean manufacturing has proven its positive effects on operational and economic performance in multiple cases. However, growing consciousness regarding sustainability and the Triple Bottom Line approach requires an integral performance based on three main goals: economic growth, environmental preservation, and social responsibility. Given the relevance that lean manufacturing has acquired, it is important to understand its effects on sustainability. Thus, this paper presents a literature review, discussing the most relevant findings of research in this sphere, and identifying current trends concerning the effect of lean manufacturing on sustainable performance. A total of 69 papers were reviewed, following a five-step synthesis methodology. Common and contrasting results were categorized according to each pillar of the triple bottom line, which allowed for the identification of not only growing research trends, but also of knowledge gaps. Unlike previous literature reviews, this study approaches lean manufacturing's effect on performance from a multidimensional point of view, accounting for all three triple bottom line pillars. It contributes on the identification of the main current research trends, which favors branches: one which supports complementary interactions between lean manufacturing and all three pillars of the triple bottom line, and the other, which evidences trade-offs among them. According to the results of the review, knowledge gaps on the matter remain, which require further research. Considering that high population and income growths will lead the coming decades, an increase in global food demand is expected. Livestock products, such as meat, are closely related to this trend, but also associated with impacts on the environment and public health, from land and water depletion, to greenhouse gases emissions and higher risks of non-communicable diseases. This trend raises doubts about the sustainability of the food industry and thus a solution is needed for the problem. How to feed the world population without compromising present and future generations. The literature suggests that meat consumption should be reduced for the sake of the environment and global population, however without considering the effects that such reduction would have on the economy. Inspired by these facts, this paper empirically analyses the interactions between food consumption, economic growth and sustainable development (measured by the Index of Sustainable Economic Welfare). More specifically the paper assesses the effect that food consumption has on the economy. The econometric analysis applies the Autoregressive Distributed Lag model for 77 countries, further distinguished by their income group, from 1995 to 2013. The findings support that meat consumption has different impacts on economic growth and sustainable development considering different income groups. However, there is an evident dilemma between economic growth and sustainable development since meat consumption has contradictory effects on each. Thus, it is crucial to understand how to promote sustainability, i.e., reducing the environmental externalities and chronic health diseases, without compromising economic growth. High-quality economic development focuses on achieving effective qualitative improvement and reasonable quantitative growth in the economy, which is the essential way for China to achieve sustainable development. This paper aims to investigate the role of financial development in the impact of foreign direct investment on high-quality economic development. GDP and green total factor productivity are used to measure the quantity and quality of economic development, respectively. We construct benchmark panel regression models, nonlinear interaction term models, and panel threshold models to examine the threshold effect of FDI on high-quality economic development based on the scale, structure, and efficiency of financial development. A series of tests are conducted to check the robustness of the estimates. Our results show that green total factor productivity in China is primarily driven by green technology progress. Additionally, foreign direct investment has a positive impact on China's high-quality economic development, with a threshold effect and nonlinear characteristics. Specifically, the scale of financial development affects the influence of foreign direct investment on the quantity of economic development, while the efficiency of financial development affects its influence on the quality of economic development. Furthermore, the structure of financial development affects both the quantity and quality of economic development. This study presents novel findings that contribute to understanding the role of financial development in the impact of foreign direct investment on high-quality economic development. Likewise, our research has implications for achieving high-quality development. As an important energy base of China, Xinjiang is the key part of the “Silk Road” economic belt development strategy and is in an superior position. This paper analyzes the problems exist in the sustainable energy industry based on the distribution status of sustainable resources of Xinjiang. The evaluation index system of the application level of Renewable Energy Systems (RESs) is discussed using the wind farm as an example. Besides it investigates the advantages and disadvantages of the development process of each node in the “Silk Road” economic belt areas according to the current situation of the resources, economic and social development. During the transition to the market economy the Central and Eastern European (CEE) countries were concerned with the creation of the legal and institutional framework for environmental preservation as an important component of sustainable development strategy, in line with the EU accession requirements. Nevertheless, without denying the efforts to create a real environmental culture, the economic and social problems like production decline and growing unemployment made public concern shift away to more immediately stressful issues such as real wages or job insecurity. Later on, in the post-accession period the Cohesion Policy created a more stimulating framework for dealing with the sustainable development objectives. In the current programme period, 2014–2020, in accordance with the “Europe 2020” Strategy, the sustainable growth is closely related to smart and inclusive growth within the strategic objective of the Cohesion Policy, offering each member state multiple instruments and funding opportunities for complying with sustainability criteria. They are particularly supportive for CEE countries, whose internal resources are below the required levels in this respect. This paper proposes a spotlight on the sustainability issues in CEE cities, considered development vehicles for the regions they belong to, and thus major participants in the efforts to promote economic growth and diminish interregional disparities. An evolutionary perspective is applied, aiming to reveal how these cities responded to sustainability requirements in both pre- and post-accession periods. In addition, we test the variance of green performance between different groups of CEE cities (Baltic, Central or East European cities; large, medium and small cities; growing, stagnating and declining cities). In the final part of the paper, a special emphasis is placed on the policies able to create synergies between smart specialization and sustainable development approaches. To this end, the paper investigates how sustainable and smart growth policies complement each other in supporting eco-innovation, eco-system services and resource efficiency at the city level in CEE countries. Meanwhile, the paper looks for those smart policy mixes that rationally combine knowledge-based investments in areas with competitive advantages and coherent support measures for a greener economy, as a pre-requisite for territorial cohesion and competitiveness in Europe. Given the importance of water resources in China's economic development, in this paper, the relationship between water use and economic growth is investigated using panel data from 29 provinces in China from 1999 to 2014. Building upon the theoretical framework of the environmental Kuznets curve (EKC), this study estimates the possible linkages by a) adopting both a conventional single-polynomial model and simultaneous equation model (SEM) for the analysis; the latter addresses the potential bilateral causality between water use and economic development, b) evaluating the comprehensive effects of socio-economic factors, including industrial structure, population scale, trade openness and the amount of local water resources, and c) testing water use in aggregate and by sector. The results indicate that the relationship between per capita water consumption and per capita GDP in China is "N" shaped. In contrast, there is evidence for the positive contribution of industrial water use to economic development, while the impacts of both total and non-industrial water consumption on per capita GDP are nonlinear. Moreover, trade openness and per capita water resource are both positively correlated with water consumption, and an increase in the population density would cause the demand for industrial water use to increase. This study aims to examine how carbon trading policies impact total factor carbon productivity and subsequently provide recommendations for sustainable regional development. Through analyzing the trends in total factor carbon productivity and its mechanisms, this paper suggests that carbon trading policies can significantly enhance total factor carbon productivity. Additional mechanistic tests reveal that carbon trading can promote technological progress, factor accumulation, scale allocation and energy substitution effects; all contributing towards a low-carbon economic transition. These four effects serve to both promote economic growth and contribute towards carbon reduction targets. Therefore, to encourage low-carbon and high-quality development of the region's economy, policymakers must focus not only on constructing and expanding carbon markets, but also emphasize the synergies between these different effects. Under the background of the gradual scarcity of terrestrial resources and the increasingly fierce competition for global marine resources, the task of green development of marine economy and green transformation of marine industry is imminent. Carbon finance is a product of low-carbon economic development and a derivative of green finance. It is an effective way to alleviate the global climate crisis and promote the transformation of the global economy to a low-carbon economy to achieve sustainable development. Studying the mechanism of carbon finance on the development of marine economy will help to grasp the influencing factors of the green transformation of the marine industry in an all-round way, better promote the sustainable development of China's marine economy, and realize the strategy of marine power at an early date. Based on this, this paper selects China's data from 2006 to 2020, and uses the AHP-entropy method to select 26 indicators from five levels: economic growth, energy conservation and emission reduction, marine ecology, structural adjustment and scientific and technological innovation to construct a comprehensive evaluation index system for the green transformation of China's marine industry. Based on the PLSR model, the impact of carbon finance on the green transformation of China's marine industry is empirically analyzed, and the results show that: (1) The comprehensive score of China's marine industry green transformation from 2006 to 2020 fluctuates and rises: from 2006 to 2009, the comprehensive score of China's marine industry green transformation is low, and the transformation effect is not obvious. From 2009 to 2012, the comprehensive score of green transformation of the marine industry improved significantly. From 2012 to 2018, the comprehensive score of China's marine industry green transformation fluctuated little and showed a slow growth trend, while China's marine economic transformation grew steadily at a low speed. In 2019–2020, due to the impact of the epidemic, the speed of transformation has decreased again. (2) The carbon ratio and the green credit balance of commercial banks have a role in promoting the green transformation of China's marine industry, while the carbon trading volume and carbon intensity have a restraining effect on the green transformation of China's marine industry. Turkey’s rapid economic growth followed by increasing gap between domestic energy production and consumption signifies the large-scale integration of low-carbon and renewable resources into energy system. Turkey’s energy demand is increasing and supplying fossil energies such as oil and gas is becoming more challenging due to the lack of domestic hydrocarbon resources. The country is facing two main issues; first, maintaining energy balance and second, handling environmental issues. Nevertheless, Turkey has substantial renewable and low-carbon energy resources with co-benefits for the country’s fast growing economy and environmental sustainability. This paper aims to present a comprehensive update on Turkey’s renewable and low-carbon energy sector. It reviews not only the current status of the technology, policy and economy, but also provides an insight into the social aspects as well. From a policy point of view, the paper critically discusses Turkey’s energy strategy and perspectives and from the social point of view, the paper argues that there is a research gap in recent literature regarding public awareness and social acceptance of low-carbon energy technologies. In the face of environmental degradation, sustainable development has become a common goal across the globe. Making a scientifically based investment scheme is of great significance to promote the sustainable development of China's economy. However, there is scarce research related to such an investment scheme of sustainable development. This paper proposes a new inverse data envelopment analysis method with undesirable outputs to make several scientifically based investment schemes from different perspectives, namely, the natural, regulation, and optimal perspectives. By this method, decision makers can scientifically forecast the specific amount of investment based on their actual sustainable development objectives, which is conducive for reducing the blindness of investment in the future. In addition, a new ideal perspective is defined to guide a definite direction for improving the level of sustainable development. Combined with the gray forecasting model GM(1,1), the methods proposed by this paper were then applied to analyze the investment problem for China's sustainable development during the 2015–2024 period. The results show that: the unbalanced distribution of labor investment and the excessive investment in capital and energy are serious barriers to China's sustainable development in the short term; and in the long term, the demand for investment in labor and capital will continue to increase along with a lower demand for energy investment, and that appropriately strengthening environmental regulations will not affect the overall demand for investment. Meanwhile, improvement directions for improving China's sustainable development are discussed, and the results show that most of developing and undeveloped regions in China have great potential for improvement. With the increasing conflicts among economic growth, environmental deterioration, and resource shortage, as an effective way to achieve the sustainable development and circular economy, the eco-industrial park gradually becomes a critical research issue in the field of recycling economy. In this paper, a hybrid framework for evaluating the comprehensive benefit of eco-industrial parks from the perspective of circular economy was proposed. Firstly, the evaluation index system for eco-industrial parks was constructed by employing the grey-Delphi method according to the opinions provided by experts from relevant fields, which includes economic benefit criteria, social benefit criteria, environmental benefit criteria, ecology industry construction criteria, and management level criteria, consisting of seventeen quantitative sub-criteria and nine qualitative sub-criteria. Secondly, in order to solve complicated, uncertain and ambiguous problems under the fuzzy background, a hybrid multi-criteria decision making (MCDM) approach was put forward on the basis of superiority linguistic ratings and entropy weight method for weight determination as well as fuzzy-VIKOR for ranking alternatives. Finally, the effectiveness and practicality of the proposed hybrid MCDM approach was demonstrated through a case analysis of six representative eco-industrial parks in China, and the comprehensive benefits of six eco-industrial parks were prioritized effectively. The hybrid MCDM approach in this paper presents a great potential in evaluating and ranking the comprehensive benefits of eco-industrial parks through solving complex and ambiguous problems in a fuzzy environment and varying MCDM tools. In the future, customer value will be achieved not only through the realization of a product or a service but also through socially and environmentally responsible and economically efficient manufacturing processes encouraging positive effects for society. Distributed Manufacturing Systems (DMS) are currently discussed in science as a possible approach for sustainable manufacturing. This approach consists largely of the use of decentralized, adaptable and flexible mini-factories. Such production units, organized in networks, allow production-on-demand and therefore the reduction of transport and emissions. In addition, they support the growth and development of regional economic cycles. This paper proposes an increased application of DMS in emerging markets to achieve sustainable production. First, actual challenges of production in emerging markets with a special focus on sustainability are described. In a literature review, the actual state of the art in sustainable manufacturing and distributed manufacturing is presented. Second, the concept of DMS is explained, describing reasons for a trend toward distributed manufacturing. In the next section, the effect of DMS on sustainability in production in emerging markets is analyzed based on the traditional dimensions of sustainability. Access to clean and affordable modern energy is crucial to fostering social and economic development and to achieving the Sustainable Development Goals. Efficient policy frameworks and effective electrification programs are required in order to ensure that people are electrified in a sustainable manner. These programs differ from country to country depending on geographic and socioeconomic conditions. Electrification planning process must consider the geographical characteristics of the resources as well as the spatial dimension of social and economic drivers of energy demand in order to find the most optimal energy access solution. Geographical theory and Geographic Information Systems (GIS) in particular can play a significant role in electrification planning, since they are capable of managing the data needed in the decision making process and may integrate and assess all possible options. This paper focuses on considering these characteristics by applying a recently developed GIS based methodology to inform electrification planning and strategies in Ethiopia. The paper illustrates two major aspects of energy planning; 1.) how the optimal electrification mix is influenced by a range of parameters – including population density, existing and planned transmission networks and power plants, economic activities, tariffs for grid-based electricity, technology costs for mini-grid and off-grid systems, and fuel costs for consumers and 2.) how the electrification mix differs from location to location. For a certain level of energy access, on-grid connections would be optimal for the majority of the new connections in Ethiopia; grid extension constitutes the lowest cost option for approximately 93% of the newly electrified population in this modelling effort with 2030 as time horizon. However, there are some remote areas with low population density where a mini-grid (ca. 6%) or a stand-alone solution (ca. 1%) are the most economic options. Abstract In order to devise scientific and sustainable development strategy, it is vital to assess the quality of economic growth. As a useful complement to traditional economic indicators, GPI's most reputed virtue is its great improvement in evaluating environmental and social costs. In this paper we estimate the GPI for all 31 provinces in mainland China from 1997 to 2016. GPI estimation is highly sensitive to income inequality, climate change damage, and depletion of non-renewables. We address contestable methodological assumptions associated with the three items which have been usually ignored in empirical studies. We use the Atkinson index in place of the Gini index as a measure of income inequality. We avoid the problematic duplicated counting of climate change damage and the unjustified cost escalation factor in depletion of non-renewables. Our results show that: first, GPI per capita has recently declined in some provinces, unveiling a threat to social welfare and sustainability; second, the "relative threshold effect"—the progress of social welfare promotion is slower than the expansion of economic scale—has been found in many provinces; third, resource consumption and environmental pollution, especially water pollution and carbon emissions, would generate substantial welfare losses. In line with this, the Chinese government has been investing great efforts and resources in addressing environmental problems. However, little previous studies have been conducted in examining whether this development is efficient from a win-win perspective balance between economic growth and environmental protection. This paper presents a comprehensive analysis on the environmental efficiency (EE) in the process of dramatic economic development in the Chinese cities. The Super-slack-based measure (Super-SBM) model is adopted to analyze the EE performance. Data used for analysis are collected from 283 sample cities in China. The research results indicate that the overall EE performance across the Chinese cities is relatively low, and the differences in EE performance among the 283 cities are significant. The top three EE performers are Shenzhen, Sanya and Erdos, and Baiyin, Xinzhou and Liupanshui are the bottom three performers. The results also suggest that the EE performance in the Eastern area, where most first-tier cities are located in, is significantly higher than that in the Central and Western areas (aggregated with fourth and fifth tier-cities). From the dynamic perspective, the results show that China has achieved significant improvement in environmental efficiency across the surveyed period of 2003–2016. The research findings provide valuable references not only for the Chinese policy-makers and practitioners to adopt measures for promoting a win-win balance between environmental protection and economic development in the Chinese context, but also for further studies on environmental efficiency in the international context. Abstract The trilemma of economic growth, energy sustainability and environmental protection is facing China's urban sustainable development. In this paper, the ecological network analysis is applied to evaluate the whole metabolic processes of urban energy system. Then, a hierarchy analysis is conducted to diagnose and describe the energy's impacts on the whole energy metabolic processes, and reflect the dynamics and evolution of urban energy metabolic system. Using Beijing as a case study, results suggest that Beijing's strongest energy metabolic flows are electricity→service and electricity→ industrial energy use. Meanwhile, the main inflow to electricity has switched from raw coal in 2008 to natural gas in 2016. The hierarchy analysis indicates that the impacts of Natural gas and other energy are increasing while that of raw coal is decreasing. These results also suggest that Beijing's current achievements on urban energy system optimization mainly rely on structural variation in industries. Abstract European countries are attempting to promote sustainable development by transitioning from a linear to a circular economy, where waste is to be prevented and recycling activities are promoted. This paper studies the implementation of Extended Producer Responsibility (EPR) policies for the packaging waste in two later European adopter countries of waste management policies: Portugal and Spain. The main goal is to evaluate whether EPR policies in both countries have achieved their basic two goals: 1) reduction of waste, and 2) increase recycling activities. Two case-studies were built based on interviews made to main waste management stakeholders. The analysis shows that the implementation of the EPR policies have had a positive impact throughout the years in both countries. Regarding the waste reduction goal, the systems have still not been completely able to detach packaging waste production from economic growth, but they have been able to promote material usage reduction directly through the Green dot fee model adopted. Regarding the increasing of recycling activities, both countries have been able to increase such rates throughout the years, in the direction of the EU targets. Abstract The roles played by constraint energy-saving and emission-reduction targets in the coordinated development of energy conservation, emission reduction, and economic growth are of great significance for China's sustainable progress. Applying a non-radial and non-oriented data envelopment analysis model incorporating innovation output and multiple undesirable outputs, this paper measures the green production performance (GPP) of China's industrial sectors from 2002 to 2015. Then, the effects of implementing an energy-saving target and an emission-reduction target on GPP are investigated through a Quasi-difference-in-differences method. The study shows that China's industrial GPP rose during 2002–2004 and then declined with fluctuations. GPP varies among industrial sectors, and the growth of desirable outputs dominates GPP. The energy-saving target positively affects industrial GPP in general, yet further dynamic analysis reveals that this positive effect is unstable and finally manifests a reverse impact in each five-year-plan period. The emission-reduction target adversely affects industrial GPP in general, while further dynamic analysis demonstrates that such a negative impact gradually expands over time. Therefore, the Chinese government should properly introduce market mechanisms, formulate comprehensive policy mix strategies, and increase the stability of industrial enterprises' green development to balance sustainable improvement of the industrial economy and the ecological environment. Highlights • Issues of paid and unpaid social reproductive work need to be aligned to sustain decent work agenda. • Growth indicators for SDG 8 targets neglect the value and costs of social reproduction. • Decent work agenda is unsustainable if it neglects persistent gender inequality globally (SDG 5). Abstract SDG 8 calls for promoting 'sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all'. Even as it highlights the importance of labour rights for all, it also makes visible some significant tensions. We note, for example, that despite many critiques of narrow economic measures of growth, the focus here remains on GDP and per capita growth. This is problematic, we argue, because the GDP productive boundary excludes much of social reproductive work. This puts SDG8 in tension with SDG 5 which calls for the recognition of the value of unpaid care and domestic work. There has been a significant increase in the rate of working women in the formal and informal sector. However, there has not been a subsequent gender shift in the doing of social reproductive work. In this paper we argue SDG 8's focus on decent work and economic growth is inadequate; that productive employment and decent work for all men and women by 2030 needs to take into account the value and costs of social reproduction. We trace key historical debates on work to argue that both gender and labour rights have to underpin SDG 8 if its promise of inclusive, sustainable and decent work is to be realized. Abstract Latin America and the Caribbean (LAC) faces a $110 billion-dollar annual gap in financing for climate change. This paper shows that development banks operating in the Americas are falling far short of playing the key role they need to assume in filling these gaps. According to our estimates, development banks provide just $7 billion per year in terms of green finance in general, and climate finance in particular is just $4.4 billion per year. A corresponding econometric analysis shows green financial flows tend to go to countries with higher human development scores and left of center governments, and derive from development banks where the majority of the shareholder governments have strong environmental performance in their home country. The evaluation of sustainable development –and, in particular, rural development– through composite indices requires taking into account a plurality of indicators, which are related to economic, social, and environmental aspects. The points of view evaluated by these indices are naturally interacting: thus, a bonus has to be recognized to units performing well on synergic criteria, whereas a penalisation has to be assigned on redundant criteria. An additional difficulty of the modelization is the elicitation of the parameters for the composite indices, since they are typically affected by some imprecision. In most approaches, all these critical points are usually neglected, which in turn yields an unpleasant degree of approximation in the computation of indices. In this paper we propose a methodology that allows one to simultaneously handle these delicate issues. Specifically, to take into account synergy and redundancy between criteria, we suitably aggregate indicators by means of the Choquet integral. Further, to obtain recommendations that take into account the space of fluctuation related to imprecision in non-additive weights (capacity of the Choquet integral), we adopt the Robust Ordinal Regression (ROR) and the Stochastic Multicriteria Acceptability Analysis (SMAA). Finally, to study sustainability not only at a comprehensive level (taking into account all criteria) but also at a local level (separately taking into account economic, social, and environmental aspects), we apply the Multiple Criteria Hierarchy Process (MCHP). We illustrate the advantages of our approach in a concrete example, in which we measure the rural sustainability of 51 municipalities in the province of Catania, the largest city of the East Coast of Sicily (Italy). The sustainable development of a city should occur via the harmonious development of the urban comprehensive carrying capacity (UCC) and economic growth. To study the 84 cities in the Yangtze River Economic Belt (YREB) from 2006 to 2014, this paper uses a spatial econometrics model to evaluate the relationship between the UCC and economic growth, and explore the sustainability of urban development. The results infer some novel findings. First, the impact of economic growth on the UCC has inverted “U”-type characteristics. The economic growth pattern of the urban agglomeration weakens the UCC. Second, the impact of the UCC on economic growth has “U”-type characteristics. The development of the UCC plays a significant supporting role in the economic growth of the YREB. In 2014, 84 cities stayed in the descending phase of the inverted “U” curve, and approximately 50 cities of them lied on the rising segment of the “U” curve. For the past three decades, the notion of sustainable cities has become central in planning and managing urban areas in the world and the large-scale city formation has been formed in big cities. As a result of economic growth and urban transformation, Shanghai, a major Chinese international metropolis, faces ongoing issues with resource waste and low energy utilization. Therefore, this paper aims to consider the availability of water for energy production from a consumption-based perspective and estimate the water footprint of the energy supply using a regional input-output analysis approach for Shanghai. As a result, we conclude that the water footprint of the energy supply of Shanghai is about 1.28 billion m 3 in 2007, with 46.1% of water used for electricity and heat supply. The total water withdrawal by the energy sector is about 2.35 billion m 3 and additional water withdrawal needed is about 35% of the total water withdrawals by the energy sector in Shanghai. Furthermore, an energy self-sufficiency scenario was developed, and the scenario analysis reveals that 55% more water would be required to ensure a self-sufficient energy sector. Ecological compensation could coordinate the development of energy, the economy, and the environment by internalizing environmental externalities and adjusting for the relationships with stakeholders׳ benefits. Thus, because hydropower is a clean and renewable form of energy, it is urgent that an ecological compensation mechanism be established for hydropower to promote its sustainable development. In this context, this paper has reviewed previous compensation research to explore the particular role that ecological compensation has had in the sustainable development of hydropower. The paper discusses and perfects the ecological compensation mechanism establishment in hydropower development, discussing its connotation, stakeholders, modes, and development of standards. We found that the current ecological compensation mechanism in hydropower development was not complete; the accuracy, applicability and reasonability of each mode of ecological compensation in hydropower development required additional study. Based on these findings, in this review paper, a complete ecological compensation mechanism framework was constructed to avoid the partial compensation on large hydropower projects. With this new compensation mechanism framework, the displaced people, inundated habitats, and regulated rivers were identified as the recipients, whereas the beneficiaries from the hydropower development were identified as the payers. The findings also indicated that the market-led and government-led compensation should be integrated when designing natural habitat restoration, resettlement compensation, and payment for ecosystem services (PES) in hydropower development. Additionally, a cascade ecological compensation development mode was proposed for hydropower development according to the practical situation in China to illustrate the gradual perfection of the ecological compensation mechanism establishment. Despite several decades of academic and practical debate on tourism sustainability, its application in practice remains difficult. The dominant tourism discourse on sustainability (theory, seen as a concept) and responsibility (practice, understood as appropriate action) calls for a solid understanding of the process of how a responsible destination actually implements a sustainability agenda, which this paper aims to provide. In this context, we explore theoretical perspectives from political economics and behavioural economics to offer a well-reasoned integrated sustainability–responsibility model comprising three stages: Awareness, Agenda and Action. This Triple-A Model complements the sustainability indicators debate and provides advice on how to continuously implement the sustainability concept and move from market-value-led and environmentally laissez-faire tourism towards more environmental- and social-value-driven responsible tourism. In addition, this paper discusses the existing sustainability and responsibility nomenclatures and their use and contributes relevant conclusions on the current understanding of sustainability and responsibility in European and UNWTO practices. Developing countries, including Nigeria, aim to achieve industrialisation and sustainable development. However, there are few empirical studies that examined the impact of industrialisation-led economic transformation on carbon emissions in developing countries. This is the focus of this study. The paper investigates the impact of industrial value-added on CO 2 emissions in Nigeria using the Kaya Identity framework and Augmented Dickey Fuller (ADF), Johansen׳s cointegration technique and vector error correction model (VECM). The data spans from 1980 to 2011. The result of the ADF test indicates that continual long term policies that exert permanent shocks on the variables are required to achieve economic development, industrialisation and CO 2 reduction. The result of the analysis shows that industrial value-added has an inverse and significant relationship with CO 2 emissions, which suggests that there is no evidence that industrialisation increases carbon emissions in Nigeria. GDP per capita and population has positive and significant impacts on CO 2 emission. Energy intensity and carbon intensity has positive but very weak significant impact (at 10% level) on CO 2 emission. The paper recommends that policy makers in Nigeria should pursue pragmatic industrialisation policies coupled with modest decarbonisation and energy-efficiency measures in order to ensure long term industrial, economic and sustainable development. Product-Service Systems (PSSs) constitute a family of service-based business models designed to satisfy our societal needs in an economically and environmentally sustainable manner. To date however PSS application has remained niche due to a variety of critical barriers. This paper explores how ‘demand pull’ national government policies could support PSS activity by addressing these barriers and cultivating market demand. Lessons are drawn from a case study of how regulatory , economic incentive , informative and procurement policies have supported Energy Service Company (ESCo) activity in the UK; a sub-set of the PSS family focused on energy service provision. Subsequently five policy recommendations are presented to support PSS activity: (1) balancing economic incentives and regulatory disincentives; (2) promoting indirect policy support; (3) redesigning existing market structures; (4) promoting locally-led PSS activity; and (5) creating stable policy frameworks. The paper warns however that national government policy cannot easily address all PSS barriers, such as customer preferences, international developments, technological progress and inherent business model weaknesses, pointing to the need for other complementary solutions. Building resource-conserving and environmental-friendly society (referred to as “two-oriented society”, TOS) is an important way proposed by the Chinese government to achieve sustainable development. In this paper, a pilot city of constructing TOS in China-Wuhan is taken as a case to evaluate the performance of TOS from 2005 to 2012. Treating the indicators of TOS as multi-dimensional vectors, this paper proposes a methodological framework by integrating the methods of vector angle and Euclidean distance to measure the angle and distance between the vector of annual status of TOS and the vector of planning target of TOS. Based on this, the paper employs coordination (the angle between the two vectors) and effectiveness (the distance between the two vectors) to describe the performance of TOS and its subsystems, including economic development (ED), social and people's well-being (SW), resource consumption (RC), resource recycling (RR), environmental quality (EQ) and pollution control (PC). Moreover, grey relational analysis approach is used to analyse the core factors influencing TOS construction. Results reveal that the performance of TOS in Wuhan is continually improved in the study period while the performance of its subsystems shows several differences: (1) both coordination and effectiveness of TOS, ED and SW keep on improving, while those of EQ fluctuate; (2) the effectiveness of both RR and PC shows a downward trend while the coordination of them fluctuates; (3) the actual value of RC indicators reaches the planning targets. Based on the analysis of determinants, we suggest that strengthening technological ability and adding investment are extremely important to improve the performance of RC and PC. For the sake of improving RR, it is critical to provide more government public expenditure and encourage financial institutions to provide more loans to stimulate and support the businesses. The adjective "Sustainable" has sometimes been added to educational and research activities that were only slightly modified. Integrating SD in education is regarded with mixed feelings. At the one hand academics are often convinced that their own discipline can render large contributions. At the other hand, SD is often perceived as an external interference in their discipline, and therefore as an attempt to make science subordinate to interests. So, if there is a political necessity to do SD, academics often prefer to introduce a separate Sustainable Development course (which can easily be abolished again). In the SD community there is often an opposite view. SD should be integrated in disciplinary courses in order to make a discipline really committed to SD. However, there is a fear of fake integration, or an integration that just depends on the commitment of a single individual. The resulting situation is that SD integration is often limited to some specific courses (depending on the lecturers) and that there is sometimes a specific SD course (optional or compulsory). This paper will first describe why integration is often preferred and then makes observations regarding SD integrated in courses. Afterwards it argues that strategic competencies are crucial for working towards SD, and that these competencies cannot be integrated in ordinary disciplinary courses. This paper looks at adaptation to climate change from the point of view of (poor) households. Since the development literature has firmly established the role of weather risk as a source of income volatility for the poor, and climate change is expected to increase this risk, we review the range of risk-coping mechanisms available to poorer households, with a focus on possible barriers to adaptation. We ask both how government interventions affect the set of options available for adaptation and risk coping, and also what these adaptive responses imply for the prospects of sustainable development. Support for adaptation can involve efforts to make existing locations, livelihoods and forms of production more resilient to climate risk ( in-situ adaptation), or reductions in vulnerability through the geographical and sectoral mobility of the poor ( transformational adaptation). Our review shows how successful adaptation will need to strike a balance between the two forms of adaptation, avoiding locking-in unsustainable practices in locations that are already marginal from an economic perspective, and taking account of broader socio-economic trends already taking place in many developing countries (such as population growth and urbanisation). We also highlight important considerations for policy-makers, which to date have been relatively neglected in the literature, in particular related to the dynamic interaction between adaptation and sustainable development. The growing importance of the concept of the circular economy as a way to attain sustainable development has encouraged scholars to propose different ways to understand it. Given the large number of studies done on the circular economy, their differing approaches and their multiple applications, this paper attempts to propose a consensus view of the basic notions of the circular economy framework and highlight its relationship with eco-innovation. To that end, this study carried out a systematic literature review that resulted in four main outputs: a knowledge map of the circular economy, an analysis of the main notions of the concept, principles, and determinants of a circular economy. Interest in investigating the complex link between resources and developments has revived recently following studies which support striking “dematerialized” growth over the last hundred years or so. This so-called decoupling effect is defined as the declining quantity of resources required for producing one unit of GDP. Decoupling studies adopt aggregate GDP as the measure of the outcome of the economy. However, this outcome is contributed by the total population which differs over time and between countries. A valid comparison should use a comparable, standardized indicator that adjusts for population size. GDP per capita, the income index, defines in monetary terms the ultimate outcome of the economy and is adopted by international organizations as the standard index for comparing economies. The income index approximates, in monetary terms, the welfare produced by the economic system and enjoyed by individuals. Recently developed alternative indexes of welfare lack broad data coverage and have limited empirical application as yet. For this reason and for ensuring direct comparison with the standard decoupling estimates, our study remains within the monetary context. The present paper re-evaluates the resources-economy link from the perspective of “the resources required for the production of one unit of GDP per capita (Income)” and hence evaluates the efficiency of turning resources into the actual outcome of the economic system. Our estimates suggest that the dependence of global economic growth on natural resources has increased by over 60% in the last 110 years (1900–2009), contrasting with the prevailing decoupling estimates which suggest a reduction by 63%. We find that the actual decoupling, which began in the mid-1970s in post-industrial economies, is counterbalanced by the intensified resource intensity of several developing economies. Accordingly, in the pursuit of sustainability, the dematerialization target needs to be more clearly incorporated into environmental policies and pervade contemporary economic thinking. The sustainable management of aluminium has become crucial due to the exponential growth in global demand. The transition to a sustainable society with lightweight electric vehicles has led to the increasing use of aluminium in the transportation sector. This has consequently led to the importance of aluminium recycling to prevent the valuable material stream going to landfill. In addition, the extraction of primary aluminium has high environmental impact due to the high energy consumption and waste generation in comparison to secondary aluminium processing. Despite being one of the most recycled metals, ongoing trends of multi-material designs and the associated joining choices have caused increasing difficulty of separating aluminium with high purity. This paper evaluates the types of joining techniques causing impurities in the aluminium streams, and the relationship between particle size reduction and the presence of impurities due to joints particularly for end-of-life vehicles. An empirical experiment in a leading European recycling facility was conducted and demonstrated that mechanical fasteners, such as machine screws, socket screws, bolt screws and rivets, are the major types of joining technique causing impurities. Based on the observations from this case study, the characteristics of imperfectly liberated joints are examined. A Life Cycle Assessment (LCA) is also performed to evaluate the environmental impact of recycling different aluminium scrap qualities with varying impurity levels. The outcomes are then used to provide ecodesign guidelines aimed at improving the quality and increase the quantity of recycled aluminium. [ABSTRACT FROM AUTHOR]

A sustainable municipal solid waste management (MSWM) system is recognized by Agenda 21 as an opportunity for cities for creating decent jobs, raising incentives for responsible consumption, and protecting the natural environment. However, according to our experience for many stakeholders and decision-makers in Belo Horizonte, Brazil, the principles for sustainability defined by the Bruntland Commission are far too abstract. They are not readily applicable to establish a sustainable MSWM system. Even though Brazilian cities are strongly being influenced by concepts developed in high-income countries to search for strategic policies and long-term action plans for MSWM, many decisions-makers have not paid much attention to an overall sustainability approach so far. Against this backdrop, the present paper introduces the municipal solid waste diagram (MSWD) as a comprehensive framework for assessing the current state of a MSWM system against a future sustainable one. The normative foundation of MSWD is the Integrative Concept of Sustainability (ICoS), which contrasts the conventional approach of sustainability which typically characterizes a sustainable future along the three dimensions of economy, environment and society. ICoS points out crucial documents for sustainable development (e.g., Brundtland report and Agenda 21), and moreover, it does not neglect the potential of the capability approach. By this, the dynamic interrelationship between the abovementioned dimensions is taken into account. Another characteristic of the MSWD is the strong involvement of stakeholders, experts, and decision-makers during the construction and application of that instrument. Their central task was to certify the relevance, compatibility, flexibility of the chosen nine assessment criteria and the related 18 indicators on the ground of the ICoS. Any other study is known which looks for the dynamics of MSWM. The proposed approach helps to identify the constitute elements of MSWM clearly and to match to goals of sustainability without distinguishing and prioritizing any dimensionality. This approach clarifies the scientific background for sustainable development in the process of decision making regarding MSWM which is not done by conventional sustainability assessment methodologies. By the participation of the most relevant stakeholders of Belo Horizonte, the municipal solid waste diagram is verified. Belo Horizonte has currently obtained a level of development of about one third towards the goals of sustainability. The city had the best performance on securing human existence, in which the individual protection takes currently a high priority. Sustainable development requires that development patterns that meet the needs of the present generation do not harm the needs of future generations. Sustainable development not only demands the sustainability of natural resources and the environment, but also emphasizes sustainable human welfare and resident happiness. Urban sustainable development can be achieved easily at local scales. Urban sustainable development efficiency (USDE) reflects the relevant efficiency of human welfare and resources and the environmental input into an urban system. This paper presents an assessment framework of urban sustainable development based on the reality of natural resource limitations and human welfare needs, and evaluates the performance of urban sustainable development in Chinese cities as a case study. The assessment framework is constructed based on natural resource inputs and human welfare outputs. The assessment index system includes 11 specific indicators, and data envelopment analysis was chosen to assess the urban sustainable development performance of 287 cities in China. The USDE results of the sample cities showed an increasing trend in sustainability over the past three decades, with visible spatial differences. By assessing the urban development of society, economy, and industry in China, the results reflected various characteristics and differences in urban development. The methods and index system used in this study can be used to reveal temporal and spatial differences in urban development resource inputs, human welfare, and environmental support. Analyzing of the effects and the determinants of the energy paradigm changes on influencing the economic growth in European Union starts from the assumption that the economy is highly dependent of energy consumption in achieving of the economic growth and welfare for population. Consequently, the changes in the energy paradigm imply significant transformations in the production structures and their evolution. The aim of the paper is to present and evaluate the effects and determinants of the energy paradigm changes on assuring economic growth in European Union, by using the panel data approach and its subsequent techniques. In this respect, there was considered the evolution of nine economic variables across 30 countries, representing the EU member States during the examined period, plus Iceland and Norway, in order to revile direct and irrefutable connections among these variables in shaping the new energetic paradigm in European space.
