Technological and policy solutions for transitioning to a fossil-free society exist, many countries could afford the transition, and rational arguments for rapid climate action abound. Yet effective action is still lacking. Dominant policy approaches have failed to generate action at anywhere near the rate, scale or depth needed to avoid potentially catastrophic futures. This is despite 30 years of climate negotiations under the United Nations Framework Convention on Climate Change (UNFCCC), and wide-ranging actions at national, transnational and sub-national levels. Practitioners and scholars are, thus, increasingly arguing that also the root causes of the problem must be addressed – the mindset (or paradigm) out of which the climate emergency has arisen. Against this background, we investigate decision-makers' views of the need for a different mindset and inner qualities that can support negotiating and activating climate action, along with factors that could enable such a mindset shift. Data were collected during participatory workshops run at the 25th UNFCCC Conference of the Parties (COP25) in 2019, and comprise surveys, as well as social media communication and semi-structured interviews with COP attendees. Our results underline vast agreement among participants regarding the need for a mindset shift that can support new ways of communication and collaboration, based on more relational modes of knowing, being and acting. They also suggest the emergence of such a mindset shift across sectors and contexts, but not yet at the collective and systems levels. Finally, they highlight the importance of transformative skills and the need for experimental, safe spaces. The latter are seen as a visible manifestation and enabler that can support agency for change through shared self-reflection, experience and practice. Climate Action Planning is one of the top priorities of cities in order to reduce greenhouse gas emissions and strengthening climate-resilience, as pointed out by the New Urban Agenda and the Paris Agreement. This study aims at assessing the development of climate change mitigation and adaptation planning in Italian cities. To this end, we analysed the availability of Local Climate Plans (LCPs) in 76 cities, which are included in the Eurostat Urban Audit (UA-2015) database. In a further step, we analysed the content of the urban climate change mitigation and adaptation plans available in a smaller sample of 32 Italian cities of 2007 Eurostat Urban Audit database (UA-3), looking at the single actions undertaken for addressing mitigation and adaptation to climate change. Results show the almost total absence of comprehensive and stand-alone urban climate change adaptation plans in Italy (except for two cities, Ancona and Bologna), whereas we found that in 61 out of 76 cities municipal civil protection plans are the instruments that deal with local emergencies associated to extreme weather events. On the other hand, 56 out of 76 urban climate change mitigation plans (i.e. Sustainable Energy Action Plans) are being developed in the framework of the Covenant of Mayors, which is a transnational network of local governments created by the European Union (EU) in 2012. The results obtained on the mitigation side point out that, in absence of a national law that imposes Italian cities to develop LCPs, transnational networks are an effective boost to voluntary commitment to reach EU climate and energy objectives. • The research shows a positive trend on urban climate change action in Italy. • Italian cities are more focused on mitigation than to adaptation. • Transnational networks have a crucial role in boosting climate planning in cities. • Cities need to adopt a more holistic approach in dealing with climate change. • More technical and financial resources are necessary to boost local climate actions. Regional Fisheries Management Organisations (RFMOs) are struggling to take appropriate actions for climate change adaptation and mitigation. Recent reports of the Intergovernmental Panel on Climate Change highlighted the impacts of climate change on marine ecosystems and fisheries, and at the same time, the Indian Ocean Tuna Commission (IOTC) recently adopted a legally binding Resolution on climate change. This article briefly analyses the main provisions of the Resolution. It also highlights the importance of this Resolution as an example of the interaction between ocean and climate change legal regimes. This article argues that the Resolution is an initiative in the right direction. The IOTC needs to take proactive steps to implement the Resolution considering the challenges the RFMOs face in climate action generally. [ABSTRACT FROM AUTHOR]

[Display omitted] • Agriculture/climate relationship is one of the most important contemporary problems. • Agriculture is a significant source of GHG emissions and carbon sequestration. • Agriculture must minimize greenhouse gas emissions without reducing yields. • Integrating trees with agricultural landscapes is strategy in climate change mitigation. Agronomy has significant impacts on climate stability due to the emission of large amounts of greenhouse gases and C sequestration in soil and plants and can influence on reducing the negative impact of agronomy on climate does not need to result in a reduction in yield. Nevertheless, satisfying both goals require the implementation of new methods. The present assessment was based on over 190 scientific publications. Forecasts from the beginning of the 21st century showed that the increase in temperature and CO 2 concentration would improve the productivity of crops by extending the growing season and allow for the cultivation of new species. However, this beneficial effect may be limited by the increasing intensity of the extreme weather phenomena such as: rainstorm, droughts, early frosts, storms etc. Here, we review more recent studies which indicate, however, that this beneficial effect of climate change will not be permanent and, consequently, will significantly reduce crop yields. Climate change is forcing the agronomy sector to implement adaptive methods for minimizing possible crop losses consisting, inter alia, (i) using crop species/varieties that are less sensitive; (ii) optimizing water management; (III) improving pest, disease and weed control efficiency. The pressure on the agriculture sector to increase food production due to the increase in the human population and the present hunger in specific regions run counter to the need to reduce the adverse climate impacts of agriculture. The current state of knowledge indicates that despite the implementation of new technologies, agricultural measures will not be able to significantly reduce climate change. Indeed, these approaches will not replace the need to reduce greenhouse gas emissions in other sectors. However, without the participation of agronomy in reducing GHG emissions by increasing carbon sequestration, the goals of the 2015 UN Climate Change Conference in Paris will not be achieved. • There is no single explanation for mitigation planning in European cities. • Four qualitatively different factor configurations are sufficient for planning. • City network membership is sufficient for about one half of the planning cities. • Domestic support only plays a positive role in combination with local capacity. Research on urban climate action has identified a broad range of potential factors explaining why and how local governments decide to tackle climate change. However, empirical evidence linking such factors in order to explain actual urban climate action has so far been mixed. To address this roadblock, our paper relies on a novel approach, postulating that different configurations of factors may lead to the same outcome ("equifinality"), through a qualitative comparative analysis (QCA). It is based on an available data set of local climate mitigation plans in 885 European cities. We find that urban climate action is systematically associated with four qualitatively different configurations of factors, each with its own consistent narrative ("networker cities", "green cities", "lighthouse cities", "fundraising cities"). Crucially, some factors play a positive role in some configurations, a negative in others, and no role in further configurations (e.g., whether a city is located in a country with supportive national climate policies). This confirms that there is no single explanation for urban climate action. Achieving greater robustness in empirical research about urban climate action may thus require a shift, both conceptual and methodological, to the interactions between factors, allowing for different explanations in different contexts. • Carbon capture and storage can help achieve the sustainable development goals. • It is a key enabler of goal 13 relating to combating climate change. • It also enables provision of affordable energy and decarbonisation of industry. • The capturing process has both positive and negative interactions with most sustainability goals. For carbon capture and storage (CCS) to be a truly effective option within the efforts being made to mitigate climate change, it must be sustainable. An assessment is therefore required regarding how the deployment of CCS will positively contribute towards the achievement of the UN's Sustainable Development Goals (SDGs) by 2030. This assessment reviews current evidence regarding the interactions between CCS technologies and the SDGs to improve the accessibility of information regarding the relevance and sustainability of CCS as a climate mitigation technology. Implicit in the SDG logic is that the goals depend on each other and enablers for one goal may therefore also potentially act as inhibiters for another goal. When evaluated against the SDGs, CCS shows several positive 'enabling' interactions, and fundamentally CCS is 'indivisible' with SDG 13 regarding combating climate change. The main 'inhibiting' impacts are predominantly due to the requirement for extra energy per unit of electricity produced and the environmental impacts associated with the use of some capture systems. None of the inhibiting impacts identified had 'cancelling' interactions against the SDGs covered in this assessment. This paper examines a pathway for small islands to replace fossil fuels by renewable sources, such as wind and solar, up to 100% to economically achieve energy security and satisfy The Paris Agreement to limit temperature rise as close as possible to 1.5 °C, in an economically beneficial manner. Using Jamaica, as an example, it is shown that the introduction of intermittent renewable energy to an island grid, which is electrically isolated, relying totally on itself for backup, causes serious frequency fluctuations and load shedding. Simulations show that a Battery Energy Storage System (BESS) using Li-ion batteries can be employed to economically overcome these problems. It is also noted that the cost of batteries with longer discharge capacity is on the decline and their use is expected to be become economical in about 10 years. Looking at the reported pathway to satisfy The Paris Agreement, a 2-phase pathway is suggested. In the Phase 1 (2020–2030) 30% integration of intermittent renewables with BESS backup can be implemented in a manner that is not economically burdensome whilst the remaining fossil fuel system can provide the firm energy needed. In Phase 2 (2030–2055), more renewables can be implemented, provided sufficient long term storage, including batteries, can be added to provide firm energy. By 2030 the cost of such storage is expected to fall resulting in increased deployment without a financial burden to the islands. Ideally, during the period 2020 to 2055, there should be no new additions of fossil fuel plants and retiring plants should be replaced by renewable energy plants; although an account is necessary for plants already in the planning and development stages. • Integrated analysis of climate change mitigation and adaptation in the power sector. • Climate change constraints are incorporated into simulations of a power system expansion. • The impacts of climate change on the electricity demand and supply are quantified. • WEAP and LEAP software tools are used. • Results indicate the nexus between climate change mitigation and adaptation. Reductions in carbon emissions have been a focus of the power sector. However, the sector itself is vulnerable to the impacts of global warming. Extreme weather events and gradual changes in climate variables can affect the reliability, cost, and environmental impacts of the energy supply. This paper analyzed the interplay between CO 2 mitigation attempts and adaptations to climate change in the power sector using the Long-range Energy Alternative Planning System (LEAP) model. This paper presented a novel methodology to integrate both CO 2 mitigation goals and the impacts of climate change into simulations of a power system expansion. The impacts on electricity supply and demand were quantified, based on historical climate-related impacts revealed during fieldwork and existing literature. The quantified effects, together with climate mitigation targets, were then integrated into the LEAP modeling architecture. The results showed a substantial alteration in technology composition and an increase in installed capacities driven by the joint climate mitigation–adaptation efforts when compared with the scenario without mitigation and adaptation (reference). Furthermore, an increase in CO 2 emissions was observed under the mitigation-adaptation scenario compared with the mitigation only scenario, indicating that the power sector's adaptations for climate change are likely to hinder CO 2 mitigation efforts. Combating global climate change calls for all countries to accelerate emissions reductions, and equity is an important guiding principle. A new indicator – the carbon Palma ratio, extended from the income Palma ratio and defined as the ratio of the total emissions of the top 10% emitters to those of the bottom 40% – is proposed, which provides a new perspective to inform the international community and the public of the distribution inequality of carbon emissions among individuals. The ratio is quantified within and across countries, by applying an elastic relationship between individual emissions and income. Results show that the carbon Palma ratios within most developing countries are overall high, suggesting them to focus more on coordinating regional and income differences and mainly guide high emitters to mitigate, so as to improve emissions and income equity simultaneously. The carbon Palma ratios within developed countries are comparatively smaller; however, the greater historical responsibilities to warming suggest them to substantially reduce emissions of all citizens, so as to enhance national mitigation contributions systematically. At a global scope, the current carbon Palma ratio is observably higher than within any country, reflecting an extremely severe inequality when looking at individual emissions beyond territorial limitations. The regional decomposition of emitters further suggests developed countries to take the lead in the post-Paris era in ratcheting up mitigation and climate finance ambition. This paper addresses the evolution of maritime transport demand in response to global climate change mitigation and adaptation efforts. The complexity of the global shipping system makes predicting volumes and patterns of long-term future international maritime trade a challenging task which is best explored by building scenarios rather than 'precise' forecasts. We present four contrasting scenarios of international maritime trade out to 2050, available in high resolution in terms of the dimensions studied (regions, countries, commodities, decades), which are consistent with high and low levels of global CO 2 mitigation and associated climate impacts. The scenarios project trade increasing to between two and four times the 2010 value by 2050. Scenarios characterised by low temperature increases and material intensity lead to the lower bound trade increase with high trade growth in bioenergy commodities. Unfettered production growth across countries, high temperature increases and material intensity lead to a quadrupling of trade across energy, containerised, dry and wet commodities. The estimated range is lower than those in existing scenarios and forecasts in which globalisation is assumed to continue apace. The scenarios which project the highest growth presupposes both limited decarbonisation (in contrast to the Paris Agreement) and continued growth in expanding markets. The scenarios therefore become a valuable policy and decision-making tool to address technological and operational change required of the shipping sector, if it is to deliver mitigation in line with the Paris Agreement.
