Census-based deprivation indices have been widely used in Aotearoa/New Zealand, Canada and UK to measure area-based socio-economic inequalities. This paper examines the indicators used in census-based area deprivation indices using a political ecology approach. We question whether the current indicators of deprivation derived from census data are meaningful for the all age groups and minority groups in the population, with a particular focus on deprivation indicators used in New Zealand, Canada and the United Kingdom. We comparatively reviewed methodological papers and reports that describe the indicators of deprivation in Aotearoa/New Zealand, Canada and the UK from 1975 to 2014. We consider the relationship between the notion of standards of living and measurements of deprivation and explore how hegemonic cultural constructs are implicit in measures of deprivation that privilege a Eurocentric, ageist and gender normative construction of statistics. We argue for more political ecological analyses to studying the relationship between social inequalities, geographies, health inequities and political economy to transform structures of oppression and inequality. This requires turning the analytical gaze on the wealthy and privileged instead of defaulting into deficit models to account for inequality. Studies of deprivation and inequality would benefit from understanding the processes and operations of power in the (re)production of socio-economic and health inequities to inform holistic strategies for social justice. Despite frequent calls for Integrated Management (IM) of coastal and marine activities, there is no consensus on the 'recipe' for successful adoption and implementation, and there has been insufficient evaluation of successes and failures of IM to date. The primary rationale for IM is to overcome four major deficiencies of sector-based management: a) management of diverse activities by different agencies using different approaches, b) management generally focused on a subset of primarily ecological objectives that do not properly articulate or evaluate social, cultural, economic and institutional objectives, c) no mechanisms to evaluate or advise on trade-offs among objectives of activities in relation to objectives and d) no mechanisms to evaluate the cumulative effects of all managed activities. To help overcome this gap in knowledge, here we draw on our collective experiences working in Australia and Canada to develop and articulate a framework to help guide the practical implementation and evaluation of IM, which we define as: ' An approach that links (integrates) planning, decision-making and management arrangements across sectors in a unified framework, to enable a more comprehensive view of sustainability and the consideration of cumulative effects and trade-offs.' We argue that IM will be most easily and effectively achieved by linking and modifying existing sector-based plans in an overarching IM initiative that has nine key features: 1) Recognition of need for IM, 2) A shared vision by stakeholders and decision-makers for IM, 3) Appropriate legal and institutional frameworks for coordinated decision-making, 4) Sufficient and effective processes for stakeholder engagement and participation, 5) A common and comprehensive set of operational objectives, 6) Explicit consideration of trade-offs and cumulative impacts, 7) Flexibility to adapt to changing conditions, 8) Processes for ongoing review and refinement, and 9) Effective resourcing, capacity, leadership and tools. Drawing on these features we then articulate a process for the implementation and evaluation of IM that recognises five phases: i) Preconditions and drivers of change, ii) Intentional design and institutional rearrangement, iii) Enablers and disablers iv) An implemented IM process, and v) Review of IM performance and modification. Combination of the nine features of IM with the five phases in IM development provides a framework for implementation and a lens for evaluation of IM processes. We suggest that this framework provides a guide to the appropriate design of practical IM, which will assist in overcoming the current management deficiencies and improve the sustainability of marine resources in the face of change. • Sector-based management cannot adequately address trade-offs and cumulative effects. • Integrated planning and management is required for holistic sustainability. • Integrated Management can build on existing management arrangements across sectors in a unified way. • This paper provides a 'recipe' or framework for successful implementation of Integrated Management. • Nine key features and five phases of implementation provide a lens for evaluation of Integrated Management. Resource-dependent communities in hinterland regions of Australia, Canada and elsewhere are rapidly aging, yet many features that distinguish them (e.g., geographic remoteness, small populations, infrastructure built with younger persons in mind) also pose significant challenges for healthy aging. These challenges can lead to substantial gaps in access to formal health and social services, with negative implications for older residents aging-in-place and the development aspirations of resource frontier communities. In this paper, we explore the efforts of voluntary sector leaders to transform resource communities into more livable and supportive places for older adults. We offer a case study of two small towns in Canada's aging resource frontier; one forestry-dependent and the other dependent on coal mining. Our findings suggest that place integration develops through volunteer work and explains how voluntarism works as both a process and outcome of 'placemaking'. We argue that greater attention to place integration is needed to bring into focus the transformative potential of the voluntary sector in creating supportive and sustainable environments for healthy aging. Abstract: Since the 1970s, governments in many high-income countries have implemented a series of reforms in their health care systems to improve efficiency and effectiveness. Many of these reforms have been of a market-oriented character, involving the deregulation of key services, the creation of competitive markets, and the privatization of health and social care. Some scholars have argued that these “neoliberal” reforms have unseated the historical structural embeddedness of medicine, and in some cases even resulted in the proletarianisation of physicians. Other scholars have challenged this view, maintaining that medical hegemony continues to shape health care provision in most high-income countries. In this paper we examine how policy reforms may have altered medical dominance over maternity care in two comparatively similar countries – Canada and Australia. Our findings indicate that neoliberal reforms in these two countries have not substantially changed the historically hegemonic role medicine has played in maternity care provision. We discuss the implications of this outcome for the increased medicalisation of human reproduction. [Copyright &y& Elsevier]

Abstract: Information-rich environments in Canada, Australia, and the United Kingdom have been built using record linkage techniques with population-based health insurance systems and longitudinal administrative data. This paper discusses the issues in extending population-based administrative data from health to additional topics more generally connected with well being. The scope of work associated with a multi-faceted American survey, the Panel Study in Income Dynamics (PSID), is compared with that of the administrative data in Manitoba, Canada. Both the PSID and the Manitoba database go back over 30 years, include families, and have good information on residential location. The PSID has emphasized research design to maximize the opportunities associated with expensive primary data collection. Information-rich environments such as that in Manitoba depend on registries and record linkage to increase the range of variables available for analysis. Using new databases on education and income assistance to provide information on the whole Manitoba population has involved linking files while preserving privacy, scaling educational achievement, assessing exposure to a given neighborhood, and measuring family circumstances. Questions being studied concern the role of the socioeconomic gradient and infant health in child development, the comparative influence of family and neighborhood in later well being, and the long-term effects of poverty reduction. Issues of organization of research, gaps in the data, and productivity are discussed. [Copyright &y& Elsevier]

The European Commission has initiated a programme to investigate coastal zone management (CZM) throughout the European Union and to address the objective and targets outlined in the European 5th Environmental Action Programme. However, the emphasis is biased towards action at a national rather than European level. Elsewhere, the issue of delivering CZM at a `continental' scale have already been investigated and addressed in a variety of ways. A detailed review of CZM in Australia was recently completed by the Commonwealth Resource Assessment Commission. The USA have had a federal programme of CZM for more than 20years. In Canada, CZM has been evolving for a similar period of time. This paper considers these examples, attempts to identify the role of federal governments in CZM and proposes measures which the European Commission should take forward in order to develop effective CZM throughout the European Community.
