Finding pathways to enhance the resilience of farming systems (FSs) in Europe is key, given the increasing challenges threatening them. FSs are complex socio-ecological systems in which social and ecological components are strongly linked. Social actors have the capacity to shape the FSs' resilience, but there is a knowledge gap about how they can best do it. The aim of this paper is to analyse the roles played by the actors in FSs when dealing with challenges and assess how these roles may contribute to the resilience attributes (conditions that enable resilience) and resilience capacities (robustness, adaptability, and transformability). To this end, ten focus groups have been conducted across FSs in Europe. Results suggest that each actor in the FSs can shape and strengthen different resilience attributes which in turn result in combinations of resilience capacities that are specific to the FS. Thus, enabling resilience is best accomplished with actors taking different roles and jointly configuring the most adequate combination of capacities, which differs across FSs. This paper provides a set of resilience-enabling roles that delineate the pathways to make FSs more resilient. In Europe, increasing the area of legume crops has been identified as a key measure to achieve the objectives set by the European Green Deal and transition toward more sustainable food systems. Although the role of grain legumes in climate change mitigation has been closely examined, little research has focused on how climate change will challenge the development of these crops. This article systematically reviews recent simulation studies to assess the impact of climate change on grain legume performances in Europe and the effect of adaptation strategies. Forty papers using process-based, ecological niche, or statistical models were selected to simulate the response of eight grain legume species to future climate (2020–2100) in Europe. The lack of data on adaptation strategies in Europe was compensated for by enlarging the study area to climatically similar regions. The review highlights a notable imbalance between research about soybean versus other grain legumes, with soybean representing approximately 80% of selected studies. Studies focused on soybean found good agreement, with yield or suitability gains found in northern Europe and a higher probability of yield losses in southern and south-eastern Europe. While a similar spatial pattern may be expected for other grain legumes, the scarcity of data makes this result more uncertain. The review also shows that several adaptation strategies have the potential to mitigate the negative impact of climate change on grain legume performances or enhance its positive impact. The most promising strategies tested include irrigation, change in sowing date, and cultivar choice. In addition, we identify several knowledge gaps that, if addressed, would support legume development in Europe. In particular, key species such as field pea, faba bean, lentil, and chickpea remain blind spots, despite their prominent role in European environmental, agricultural, and nutritional policies. Other knowledge gaps include a lack of accounting for crop response to elevated CO 2 , ozone, and future biotic pressure, and a limited range of adaptation strategies tested and indicators assessed. The concept of resilience has recently been investigated from the perspective of several disciplines. This extensive research has produced many approaches to determine the key definitions, linked to both the notion of stability in dynamics (return to the previous equilibrium after a shock) and the idea of adaptivity (absorption of the shock leading to new equilibria). Among the various definitions and measurements which can be found in the literature, the Resilience Capacity Index (RCI) defines a kind of ‘potential resilience’, i.e. the potential ability of a region to recover, or bounce back in the presence of external shocks. However, the RCI should also be tested empirically versus other resilience/vulnerability indicators. Vulnerability denotes a different view on the state of the system in the presence of shocks, i.e. the degree to which a system is susceptible to harm. In the present paper, this concept will be adopted by analysing the dynamics of the unemployment growth rate, and then comparing it to the RCI. The country of interest in this paper is Slovakia. Slovakia is a small country in Central-Eastern Europe and can serve as a good example of an open and export-based economy, subjected to the global crisis. Thus, in the context of the 2007–2008 economic crisis, the RCI in the 79 Slovak districts is examined with respect to their vulnerability in the first period of rising unemployment (2008–2012), as well as in the second period following vulnerability to the economic shock (2012–2014). A clear West-East divide in the resilience capacity can be seen. The more urban and export-oriented districts with high RCI values are shown to be exposed to high vulnerability compared with the rural districts. Understanding the complex process of generational renewal (GR) in agriculture is essential for supporting the continuation of farming. This paper demonstrates how multiple factors, simultaneously and through their mutual interactions, influence GR and related individual decision-making processes. Results originated from 155 in-depth interviews performed on 85 farms in eleven European regions, and were triangulated with the literature. Our analysis, combining inductive and deductive approaches, revealed three conceptual phases (successor identity formation, farm succession process, and farm development) and fourteen factors important to understand GR. We elaborate how these factors interact, hence exert their impact on (one of) the phases in a complex and variable way. Implications highlight potential pitfalls and opportunities for attracting people into agriculture. Although policy-makers should be aware of their limited ability to affect GR by targeting the first phase, we propose some ideas that would complement current existing measures acting on the third phase. • Attracting people to farming demands profound understanding of generational renewal. • We study decisions relating to generational renewal on 85 farms in 11 EU regions. • Fourteen factors can impact three phases of the farm generational renewal process. • Current policy might miss its goals because of targeting the wrong phase. • Future policy must better address relevant (interplay of) impact factors. Agricultural land use has a large impact on landscape diversity and the types and quality of the services landscapes provide to society. This editorial introduces four papers in a themed section of Land Use Policy which examines different themes related to agriculture and landscape interaction. The papers present new findings from research undertaken within the scope of the VOLANTE research project ( Kristensen et al., 2013 ). Innovation is critical for the development of European farming. It has consequences in terms of changing roles for farm households and their capacity to develop new skills to be competitive, and also for the structures of governance required to support innovation and diversification. The innovative and diversification process is complex for farm households. It requires synergistic combinations of local and expert knowledge, capacity to build networks and extract value from those networks, and it requires personal motivation and resilience to achieve business objectives. This paper analyses a number of farm households in Co. Offaly and Co. Mayo, Ireland. Its focus is on household capacity for innovation across a wide range of socio-economic circumstances taking an individual ‘case study’ perspective through data collected on farms and with development agencies/extension services that support them. While innovation appears ‘natural’ to some households in both the agricultural and non-agricultural business sectors, the study also highlights that many farm households struggle to network and tend to rely heavily on the direction of policy actors, neighbours and friends. Climate-smart agriculture (CSA) is one response to the challenges faced by agriculture due to climate change. As with other sustainability transitions, technological innovation is highlighted as playing a critical role, however, the adoption and diffusion of technological innovations in OECD countries is slow. The aim of this paper is to identify key socio-economic barriers, in terms of supply and demand, that inhibit the adoption and diffusion of CSA technological innovations in Europe. To achieve this aim, a theoretical framework is constructed based on a literature review of socio-economic barriers effecting adoption and diffusion. This framework is explored with data from semi-structured interviews with CSA technology providers and members of agricultural supply chains, such as farmers associations and consumer goods producers (the end-users of the technology). Data was collected on the barriers they experienced, with interviews conducted in the Netherlands, France, Switzerland and Italy. This data was thematically coded and categorised to identify key barrier typologies. The results demonstrate that barriers exist on both the demand (user) and supply (technology provider) sides. The paper provides recommendations for increasing the adoption and diffusion of CSA technological innovations, as well as implications for the CSA and innovation literature. [ABSTRACT FROM AUTHOR]

In April 2023, the Taliban banned poppy cultivation and the trade of all narcotics. This caused a 95% reduction in opium production. Usually, that would be good news. But there is a substantial worry: synthetic opioids might fill the void left by heroin. This is concerning because these drugs have led to health emergencies in areas where they are prevalent. This paper highlights the limitations of the current drug surveillance system in Europe and proposes improvements. It argues that reliance on secondary data is insufficient. Instead, we need to interview a sentinel group of people who inject drugs and adjust city-level sentinel systems, such as wastewater analysis, to specifically track the spread of synthetic opioids. Without these proactive steps, we risk only noticing a transition from heroin to synthetic opioids after it has occurred, with its harmful impacts already in place. [ABSTRACT FROM AUTHOR]

Sustainability-Oriented Innovation (SOI) is recognized as a way to address agrifood system sustainability challenges. Because of its complexity, SOI requires inter-organizational collaboration between actors within and around value chains. Since farming practices account for a large part of the environmental impact of food products, farmer involvement in SOI processes is key. However, there is a lack of evidence on the degree of farmer engagement in inter-organizational collaboration, as well as the diversity of partners involved. Moreover, our understanding of the heterogeneity of collaboration in relation to the sustainability dimensions of the innovation SOI processes is limited. The objectives of our research are twofold. First, to propose a novel conceptualization of SOI, converging the sustainability specificities of the innovation process and the characteristics of the collaboration supporting the innovation process. Second, to unpack heterogeneous forms of collaboration in SOI with attention to farmer engagement in these forms. We developed the SOI framework and analyzed SOI processes in the fruit and vegetable sector across Europe. A multiple correspondence statistical analysis was carried out based on data from more than one hundred value chains that have implemented a SOI process. A hierarchical clustering analysis was performed to reveal patterns of collaboration in SOI. The results show different patterns of collaborative SOI in European fruit and vegetable chains. The SOI differ as regards to three specific dimensions: the diversity, the direction, and the distribution; and they rely on various collaboration forms. Seven clusters are analyzed and discussed, with specific attention to the farmer engagement in the collaboration forms. We differentiated between 1) Intermediary-led farm & food innovation with farmer collaboration; 2) Intermediary-led short food supply chain innovation with farmer collaboration; 3) Processor-led green food product innovation without farmer collaboration; 4) Farmer-led sustainable agricultural practices innovation with a collaborative network; 5) Farmer-led coupled innovation with downstream integration; 6) value chain actor-led coupled innovation with farmer collaboration; 7) Retailer-led distribution innovation without farmer collaboration. The relationship between diverse collaboration forms and SOI dimensions is discussed. Revealing the heterogeneity of collaboration forms in SOI processes is important for developing sound policies. Given the significant role of farmers in sustainable agrifood system transitions, this paper reveals various levels of farmer engagement in collaborative SOI processes in value chains. • We present new sustainable land system scenarios for Europe for 2050. • Unique values informed each scenario via the Nature Futures Framework (NFF). • Natural grasslands and forests will decline without sustainability targets. • Equal targets under varied NFF scenarios yield diverse outcomes for 20 % of Europe's land. • Identifying convergences/disagreements in sustainability valuations aids dialogue. Ambitious international targets are being developed to protect and restore biodiversity under the Convention on Biological Diversity's post-2020 Global Biodiversity Framework and the European Union's Green Deal. Yet, the land system consequences of meeting such targets are unclear, as multiple pathways may be able to deliver on the set targets. This paper introduces a novel scenario approach assessing the plural implementations of these targets. The Nature Futures Framework (NFF) developed by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services aims to illustrate the different, positive ways in which society can value nature. It therefore offers a lens through which the spatial implementation of sustainability targets may be envisioned. We used CLUMondo, a spatially explicit model, to simulate plural land system scenarios for Europe for 2050. The model builds on current land system representations of Europe and explores how and where sustainability targets can be implemented under projected population trends and commodity demands. We created three different scenarios in which the sustainability targets are met, each representing an alternative, normative view on nature as represented by the NFF, favoring land systems providing strong climate regulation (Nature for Society), species conservation (Nature for Nature), or agricultural heritage features (Nature as Culture). Our results show that, irrespective of the NFF view, meeting sustainability targets will require European land systems to drastically change, as natural grasslands and forests are forecast to expand while productive areas are projected to undergo a dual intensification and diversification trajectory. Despite each NFF perspective showcasing a similar direction of change, 20% of Europe's land area will differ based on the adopted NFF perspective, with hotspots of disagreement identified in eastern and western Europe. These simulations go beyond existing scenario approaches by not only depicting broad societal developments for Europe, but also by quantifying the land system synergies and trade-offs associated with alternative, archetypal, interpretations and values of how nature may be managed for sustainability. This quantification exemplifies a means towards constructive dialogue, on the one hand by acknowledging areas of contention, and bringing such issues to the fore, and on the other by highlighting points of convergence in a vision for a sustainable Europe. Abstract: European marine policies have recently been consolidated, and the scalar organisation of marine governance has been questioned. This paper examines this phenomenon in Europe as a result of implementation of the European Marine Strategy Framework Directive (MSFD) and examines changes in the role of the national state vis à vis other levels of jurisdiction in marine policy. The relevance of use pressures differs across European member states, as do national policy styles and institutional configurations. Therefore, a nuanced picture is needed regarding the ways European marine policy is being implemented. To this end, the paper employs a co-evolutionary perspective studying the cases of Germany, Spain and Portugal. European marine policy has become anchored in the most relevant policy fields except agriculture and fisheries, and competency regarding its environmental dimension has been strengthened, formalized and clarified as a result of the MSFD. Its implementation, tied to international marine protection, comes following initiatives to develop maritime economies. In Portugal, implementation of the MSFD did not change the scalar organisation of natural resource governance. In Spain and Germany, the MSFD led to disputes regarding clarification of competencies. In the course of implementing the MSFD in Germany, challenges are tied to the political dimensions of formalizing practices and producing integrated policies. Abstract: The environmental, cultural and economic consequences of land use change, including abandonment of agricultural use, have been recognized for a long time. It has often been assumed that the transformations of the agricultural systems in developed countries (and particularly in Europe) took place, for the main part, in the immediate years after the Second World War. In this paper we present a review of different statistical and cartographic sources available for a peripheral region in Europe (Galicia, Spain) characterized by small-scale farming and a very fragmented property system, that suggests otherwise: modernization of agriculture apparently took place without major changes in agricultural area until the country gained access to the European Economic Community, and the effect of Common Agricultural Policy reforms during the decade of 1990 is suggested as a major driver for the net decrease of agricultural area in the region between 1956 and 2004. On the other hand, this paper emphasizes the spatial complexity of agricultural abandonment with a case study, showing a large degree of variability at municipal scale and thus the need of future EU-level projects to work at least at municipal (Local Administrative Units 2, LAU 2) level. Finally, a multinomial logistic model for observed changes is included that shows how biophysical limitations were the main drivers behind abandonment of agriculture at parcel scale, while structural qualities related to property structure were strongly associated to the incorporation of former shrublands to agricultural use. Besides, Farm Structure Surveys were revealed as an unreliable source for the assessment of changes in total agricultural area in the studied region. [Copyright &y& Elsevier]

• European citizens expect farmers to deliver multiple functions from their land. • The nature and magnitude of these 'societal demands' differ between Member States. • We map these demands by reviewing the EU policies on sustainable land management. • Countries with the lowest societal demands have invested most in sustainability. • The proposed Strategic Plans allow for context-specific land management practices. The Common Agricultural Policy (CAP) of the European Union (EU) has been highly successful in securing the supply of food from Europe's agricultural land. However, new expectations have emerged from society on the functions that agricultural land should deliver, including the expectations that land should regulate and purify water, should sequester carbon to contribute to the mitigation of climate change, should provide a home for biodiversity and allow for the sustainable cycling of nutrients in animal and human waste streams. Through a series of reforms of the CAP, these expectations, or 'societal demands' have translated into a myriad of EU and national level policies aimed at safeguarding the sustainability and multifunctionality of European agriculture, resulting in a highly complex regulatory environment for land managers. The current reform of the CAP aims to simultaneously simplify and strengthen policy making on environmental protection and climate action, through the development of Strategic Plans at national level, which allow for more targeted and context-specific policy formation. In this paper, we contribute to the knowledge base underpinning the development of these Strategic Plans by mapping the variation in the societal demands for soil functions across EU Member States, based on an extensive review of the existing policy environment relating to sustainable and multifunctional land management. We show that the societal demands for primary production, water regulation and purification, carbon sequestration, biodiversity and nutrient cycling vary greatly between Member States, as determined by population, farming systems and livestock densities, geo-environmental conditions and landscape configuration. Moreover, the total societal demands for multifunctionality differs between Member States, with the lowest demands found in Member States that have designated the higher shares of EU CAP funding towards 'Pillar 2′ expenditure, aimed at environmental protection and regional development. We review which lessons can be learnt from these observations, in the context of the proposals for the new CAP for the period 2021–2027, which include enhanced conditionality of direct income support for farmers and the instigation of eco-schemes in Pillar 1, in addition to Agri-Environmental and Climate Measures in Pillar 2. We conclude that the devolution of planning to Strategic Plans at national level provides an opportunity for more effective and targeted incentivisation of sustainable land management, provided that these plans take account for variations in the societal demand for soil functions, as well as the capacity of contrasting soils to deliver on this multifunctionality. Abstract: A major bottleneck for data-based policy making is that data sources are collected, managed, and distributed by different institutions, residing in different locations, resulting in conceptual and practical problems. The use of dispersed data for agricultural systems research requires the integration of data sources, which means to ensure consistency in data interpretations, units, spatial and temporal scales, to respect legal regulations of privacy, ownership and copyright, and to enable easy dissemination of data. This paper describes the SEAMLESS integrated database on European agricultural systems. It contains data on cropping patterns, production, farm structural data, soil and climate conditions, current agricultural management and policy information. To arrive at one integrated database, a shared ontology was developed according to a collaborative process, which facilitates interdisciplinary research. Abstract: Grasslands are an important land use in Europe with essential functions for feed and ecosystem service supply. Impact assessment modelling of European agriculture and the environment needs to consider grasslands and requires spatially explicit information on grassland distribution and productivity, which is not available. This paper presents and analyses spatially explicit data of grassland productivity and land use across regions in Europe. Data are extracted from various regional, national and international census statistics for Europe, extending eastwards to the Ural Mountains. Regional differences in grassland productivity are analysed considering selected climatic and agronomic parameters and are compared with the remotely sensed normalised difference vegetation index (NDVI) and simulations from two impact assessment models. Temporal productivity changes are investigated for selected regions. As grassland is mainly used for animal feed stuff, the spatial distribution of milk productivity is also analyzed. Results show large regional differences in grassland productivity and land use in Europe. Grassland productivity is highly correlated with annual precipitation and less with annual temperature sum and growing season length. The correlation with NDVI is low. Comparison with large-scale simulations from two different models reveal that simulated spatial patterns of grassland productivity differ from the data obtained in this study, which may be attributable to the under-representation of management effects in these models. Grassland productivity has increased in recent decades, but the average annual genetic gain is different between temporary (0.5%) and permanent grassland (0.25%). The spatial pattern of milk productivity across Europe is similar to the productivity of grassland, suggesting that grassland productivity plays a major role in the distribution of milk productivity. The dataset described in this paper extends the present understanding of the spatial distribution and temporal changes in grassland productivity and land use in Europe. The dataset forms a suitable basis for evaluating large-scale (grassland) productivity models, for which observed data are scarce. However, the definition of grasslands and the collection of data across European countries need to be more consistent and standardised to improve the quality of European grassland productivity and land use data. According to stakeholders, many European farming systems are close to critical thresholds regarding the challenges they face (e.g., droughts, price declines), functions they deliver (e.g., economic viability, biodiversity and habitat) and attributes required for resilience (e.g., social self-organization). To accelerate a transition process towards sustainable and resilient agriculture, this study aimed to identify actor-supported alternative systems across 10 European farming systems, and to identify associated future strategies that contribute to strengthening resilience attributes, using a backcasting approach. This paper synthesizes 1) the participatory identification of desired alternative systems and their expected performance on sustainability and resilience, 2) the participatory identification of strategies to realize those alternative systems, 3) the contribution of identified past and future strategies to 22 resilience attributes, and 4) the compatibility of the status quo and alternative systems with different future scenarios, the Eur-Agri-SSPs. Many identified alternative systems emphasized technology, diversification and organic and/or nature friendly farming, while in some farming systems also a focus on intensification, specialization, better product valorization, collaboration, or creating an attractive countryside could increase sustainability and resilience. Low economic viability limited farming system actors to pay attention to environmental and social functions. Further, most alternative systems were adaptations rather than transformations. Many stakeholders had difficulty to envisage systems without the main products (e.g., starch potato in NL-Arable, sheep in ES-Sheep and hazelnut in IT-Hazelnut), but in few cases transformative systems were designed (e.g. local organic farming in PL-Horticulture and RO-Mixed). Sustainability and resilience can be enhanced when alternative systems and strategies are combined, thereby improving multiple functions and attributes at once. In particular, production and legislation need to be coupled to local and natural capital. Identified alternative systems seem only compatible with Eur-Agri-SSP1 'agriculture on sustainable paths'. This requires policies at EU-level that stimulate macro-level social, institutional, economic, and technological developments that strengthen this scenario. We conclude that to get stakeholders along, incremental adaptation rather than radical transformation should be sought. The identification of alternative systems is only a start for the transition process. Their analysis, along with the strategies identified, need to trigger the involvement of farmers and other 'enabling actors' inside and outside the farming systems to make a change, and where needed, systems can evolve into more transformative systems. Climate change is progressing and is already visible to the naked eye around the world. Hydrological events associated with climate change, i.e. floods and droughts, have reached extreme levels in recent years. Researchers warn that these phenomena will continue to intensify. According to recent reports, the number of extreme weather events, including hydrological phenomena, has increased by 60% in Europe over the last three decades. Both water shortages and water surpluses affect the soil environment and its functions. This in turn has a direct impact on crops and agriculture. For example, in the US alone, droughts and floods were responsible for more than 70% of the decline in cereal yields in 2011 alone. However, the soil environment is a complex ecosystem that is not yet fully understood, making it difficult to predict the impact of climate change on its quality and functioning. In this paper, we discuss the effects of floods and droughts on the soil microbiome and the implications of these changes for agriculture. It reports on three case studies from Southern Germany, in the peri-urban regions of the three largest and expanding cities of Bavaria: Munich, Nuremberg and Augsburg. The spatial analysis we used is transparent, simple and repeatable. It is transferable to any European urban area. We use habitat suitability modelling to map the potential spatial distribution of low-intensity farmland, with emphasis on grassland systems. Based on these potential distributions, landscape indicators are used to analyse structural connectivity. Structural connectivity is used as a surrogate for functional connectivity, which supports ecological and abiotic processes and functions, but on the other hand characterises functional social connectivity, with respect to the accessibility of recreation. The results of this study suggest that farmland bears a great potential to contribute to UGI. The immediate surroundings of the cities do not just offer spatial potential but can enhance connectivity significantly. Based on these results some recommendations have been formulated to enable a better appreciation of farmland and farmers as partners for effectively developing strategies for UGI planning and sustainable urban development. European agriculture is a large importer of nutrients in the form of chemical fertilizers. Additionally, countries with livestock-intensive farming face problems with disposal of nutrients in animal manure. The availability of chemical fertilizers has changed farmers' past dependence on manure. Nowadays, despite its nutrient content, manure is sometimes considered as a waste product. However, if the characteristics of manure and other waste streams could be enhanced through processing, it could be transformed into an alternative bio-based fertilizer recycling the nutrients within the farming sector. This would also create opportunities for nutrient exchange between different European regions. However, a key question is what is needed for farmers to accept these products as replacements for their current chemical fertilizer use? In this paper, key attributes determining the acceptance of alternative bio-based fertilizer products are identified. Based on the identified attributes, a discrete choice experiment was designed to reveal farmers' preferences and Willingness-To-Pay for these attributes. Identical experiments were conducted in seven different European countries. The results indicate that farmers from the different countries have common preferences for concentrated products that have certainty in the nitrogen content and at a lower price than chemical fertilizer. Other attributes such as the presence of organic carbon, hygienization of the product and fast release of nutrients were only statistically significant in some countries. The results imply that a bio-based fertilizer similar to chemical fertilizers could be sold at around 65% of the price of mineral fertilizer. Livestock keeping and food production from grasslands play an important role in the Mediterranean region, where grazing has a long tradition and still is a key livelihood strategy. Yet, in many places widespread degradation (caused by overgrazing) severely threatens the natural resource base and prospects for future food security and sustainable development. On Samothraki, a Greek island, several decades of continuous increase of the local livestock population, exceeding not only the local food base by far but also the local farmers’ ability to provide supplementary feed, led to a socio-ecological tipping point turning the dynamics downward. Still, in the face of very restricted marketing opportunities, we find local farmers in an economic deadlock of relying on CAP subsidies as a main source of income and on still too high animal numbers for maintaining an ecological balance of their land while lacking the labor power (due to large-scale migration to Germany in the 1950s and 60 s) to apply adequate management practices. In this paper, we present a feed balance (feed-demand and supply) for sheep and goats from 1970 to 2012 and discuss causes and effects of the excessive growth in animal numbers, as well as reasons for their downturn in the last decade. We describe the island’s groundcover and symptoms of soil degradation, and underline our findings by reference to a remote sensing approach. Our findings recently gained in prominence as in September 2017, a state of emergency had to be declared on the island when a major weather event triggered a series of landslides that severely damaged the main town, a number of roads and bridges and even the 700 years old Fonias Tower, a marker of Samothraki tourism. Agroforestry is considered a sustainable form of land management that optimizes the use of natural resources (nutrients, radiation, water). Agroforestry is defined as the deliberate integration of woody vegetation with agricultural activities in the lower story. It provides a higher biomass production per unit of land, while providing more ecosystem services than woody-less agricultural lands, such as the reduction of soil erosion and nitrogen leaching, and increase carbon sequestration and landscape biodiversity. The objective of this paper is to evaluate the past and current European Union Common Agricultural policies aiming at promoting the afforestation or reforestation of lands, as the introduction of trees can be seen as a first step to carry out agroforestry practices in former agricultural or forest lands. Agroforestry was a traditional land use system in Europe before modern times. However, before the sixties land intensification and consolidation destroyed millions of trees all over Europe. On the contrary, some good examples of agroforestry promotion are found in Eastern European countries in order to reduce the effect of extreme events such as winds, flooding at the beginning and mid of the last century. In Western European countries, the introduction of trees in the land has been promoted by agroforestry, afforestation and reforestation at the end of the last century. Afforestation of agricultural lands have been the most successful CAP measure (over 1 million hectares) while agroforestry measures were not extensively adopted which may be explained by the funds associated to afforestation measure which compensated the losses of income 15 or 20 years in afforested lands. Agroforestry was poorly adopted in the CAP 2007–2013, having a better success in the CAP 2014–2020 due to the recognition of woody vegetation and the compensation of 5 years given for maintenance once agroforestry is established. However, policy rules ensuring Pillar I payment when agroforestry measure is adopted such as a management plans ensuring that maximum tree density (100 trees per hectare) is not reached, should be pursued. The widespread transformations in farming practices during recent decades across many parts of Europe – increased capital intensity, scale enlargement, specialization, intensification and mechanization have been accompanied by a quite dramatic shift towards more standardized agricultural information and knowledge. Previous research reveals that transition towards more sustainable agriculture requires a new knowledge base, with new content and forms of knowledge and new processes of learning. In this paper, we explore the relevance of informal farmer knowledge and learning practices in constructing alternative pathways in sustainable agriculture and strengthening agricultural resilience. It is based on 11 case studies carried out within the international RETHINK research programme. The cases reveal the diversity of knowledge sources and learning forms that farmers use and the particular role of farmers’ experience-based knowledge. Farmers greatly value local experiential knowledge as they see it as having practical, personal and local relevance. Given the limitations of more standardized information and knowledge, and the urgent need for a transition towards more sustainable and resource-efficient practices, we argue that the potential of local farmer knowledge is not being optimally used and that a better integration of various forms of knowledge is needed. We identify several ways in which different kinds of knowledge can be integrated. For the individual farmer this can be done by synthesising knowledge from different sources. It can also be done through farmer networking – whether or not facilitated by formal agricultural knowledge institutions, through collaboration between farmers and researchers as knowledge co-generators, and through multi-actor knowledge networks that bring together participants from various fields. We conclude that the dynamic contexts, complexity and the local specificity of the current challenges facing agriculture and the many roles it is being asked to fulfil require more inclusive, flexible modes of governing the generation, integration and sharing of knowledge. All stakeholders, including farmers, need to be recognised as equal co-authors of knowledge generation, and all kinds of knowledge, both formal and informal, need be brought together in innovation processes. Knowledge networking and multi-actor knowledge networks that facilitate knowledge exchanges, joint learning and the generation of new more integrated solutions, are crucial if agriculture is to become sustainable and resilient. Group extension promises to be more effective than conventional approaches, in particular when combined with participatory approaches, but little is known about how group extension approaches work as part of advisory programmes in a European context and the factors that influence their success. This paper investigates two examples of group extension for knowledge exchange and innovation among farmers: discussion groups within the Beef Technology Adoption Programme (BTAP) in Ireland and monitor farms in Scotland. An analytical framework is developed for the systematic analysis of group extension approaches as embedded in advisory programmes. Drawing on empirical data from qualitative interviews, participant observation and document analysis, we analyse how the design of an extension programme shapes its delivery, its outcomes and the measurability of outcomes. We distinguish levels of learning and adoption, and argue that in general these are higher for discussion groups than for the wider monitor farm participants, although the most substantial practice changes can be expected for the monitor farmer. We conclude that the more structured the group extension approach and the more detailed the programme targets, the more likely it is to achieve the expected (technology adoption) outcomes. However, such a prescriptive programme will struggle to simultaneously encourage farmer-led processes. The more open and flexible the approach, the more potential options for experimenting and learning are created, but this requires farmers to adopt a mindset of being active knowledge creators rather than knowledge consumers, and outcomes are more difficult to measure. Agriculture is widespread across the EU and has caused considerable impacts on freshwater ecosystems. To revert the degradation caused to streams and rivers, research and restoration efforts have been developed to recover ecosystem functions and services, with the European Water Framework Directive (WFD) playing a significant role in strengthening the progress. Analysing recent peer-reviewed European literature (2009–2016), this review explores 1) the conflicts and difficulties faced when restoring agriculturally impacted streams, 2) the aspects relevant to effectively reconcile agricultural land uses and healthy riverine ecosystems and 3) the effects and potential shortcomings of the first WFD management cycle. Our analysis reveals significant progress in restoration efforts, but it also demonstrates an urgent need for a higher number and detail of restoration projects reported in the peer-reviewed literature. The first WFD cycle ended in 2015 without reaching the goal of good ecological status in many European water-bodies. Addressing limitations reported in recent papers, including difficulties in stakeholder integration and importance of small headwater streams, is crucial. Analysing recent developments on stakeholder engagement through structured participatory processes will likely reduce perception discrepancies and increase stakeholder interest during the next WFD planning cycle. Despite an overall dominance of nutrient-related research, studies are spreading across many important topics (e.g. stakeholder management, land use conflicts, climate change effects), which may play an important role in guiding future policy. Our recommendations are important for the second WFD cycle because they 1) help secure the development and dissemination of science-based restoration strategies and 2) provide guidance for future research needs. Frequently acknowledged as coming forward to environmental issues by reducing external input use, low input (LI) dairy farming is gaining attention. The absence of a clearly delineated description of LI dairying, however, hampers identification and analysis of these farming systems. This paper aims at empirically examining, EU wide, the farm structure, production intensity and productivity of LI with respect to their high input (HI) conventional counterpart and to organic dairying (ORG). A pragmatic quartiles-based categorization of farms from the Farm Accountancy Data Network of 20 important EU dairy countries, with the value of external input costs per grazing livestock unit (GLU) is used as prior discriminating indicator between LI and HI. LI dairy farms are smaller than HI dairy farms, in particular when farm size is expressed as total farm capital. Other variables that differentiate between LI and HI in most countries are number of dairy cows per GLU and area of forage and grassland on total agricultural area. Partial productivities in HI farms exceed those in LI farms, most apparent is milk production per cow. Differentiation of forage production between LI and HI is less uniform throughout Europe. A pairwise matching of differentiation profiles between countries indicates that differentiation between LI and HI is country specific. In north western Europe, agricultural systems are generally managed to maximize the potential delivery of provisioning ecosystem services. This has often been at the expense of other ecosystem services. Because the current supply of most ecosystem services is insufficient to meet the increasing demand, particular attention to ecosystem service delivery and hence multifunctionality in agriculture is vital. In this paper, we quantitatively assessed the impact of hedgerows and grass strips bordering parcels with annual arable crops on the simultaneous delivery of a set of ecosystem services and from there we identified synergies and trade-offs on virtual parcels. After a systematic literature search, mixed models were applied on observations from 60 studies and quantitative effect relationships between ecosystem service delivery and hedgerow and grass strip characteristics were developed. Next to the hedgerow, until a distance of twice the hedgerow height, arable crop yield was reduced by 29%. Beyond this distance, until 20 times the hedgerow height, crop yield was increased by 6%. Compared to a similar arable parcel without hedgerow or grass strip, soil carbon stock was 22% higher in the hedgerow, on average 6% higher in the adjacent parcel next to the hedgerow and 37% higher in the upper 30 cm soil layer in the grass strip. Both hedgerows and grass strips intercepted nitrogen from the surface (69% and 67%, respectively) and subsurface (34% and 32%, respectively) flow and phosphorus (67% and 73%, respectively) and soil sediment (91% and 90%, respectively) from the surface flow. More natural predator species were found on parcels with hedgerows, but the number of predators was unaffected. On parcels with grass strips, both predator density and diversity was higher and aphid density was reduced. Our calculations on parcel level indicate that the trade-off between arable crop yield and regulating ecosystem services depends on hedgerow width and height and parcel dimensions. A similar trade-off is found on parcels with grass strips, but increasing grass strip width results in a proportionally higher delivery of regulating ecosystem services. [ABSTRACT FROM AUTHOR]

This paper assesses the impact of an EU-wide policy to expand grassland areas and promote carbon sequestration in soils. We use the economic Common Agricultural Policy Regionalized Impact (CAPRI) model, which represents EU agriculture using 2450 mathematical programming farm-type models in combination with the biogeochemistry CENTURY model, which provides carbon sequestration rates at a high resolution level. Both models are linked at the NUTS3 level using location information from the Farm Accounting Data Network. We simulated a flexible grassland premium such that farmers voluntary and cost efficiently increase grassland area by 5%. We find that the GHG mitigation potential and the costs depend on carbon sequestration rates, land markets and induced land use changes, and regional agricultural production structures. In Europe, the calculated net effect of converting 2.9 Mha into grassland is a reduction of 4.3 Mt CO2e (equivalents). The premium amounts to an average of EUR 238/ha, with a total cost of EUR 417 million for the whole EU. The net abatement costs are based on the premium payments, and account on average EUR 97/t CO2e. However, substantial carbon sequestration (28% of total sequestration) can be achieved at a rate of EUR 50/t CO2e. Carbon sequestration would be most effective in regions of France and Italy and in Spain, the Netherlands and Germany. Larger farms and farm-types specialized in ‘cereals and protein crops’, ‘mixed field cropping’ and ‘mixed crop-livestock’ farming systems have the highest mitigation potential at relatively low costs. The term high nature value (HNV) farming, acknowledges that the conservation of a large proportion of European biodiversity and important semi-natural habitats are dependent on low-input, mainly extensive farming practices. HNV has become a focus for nature conservation and countryside management in Europe. This paper critically analyses the drivers of change and the challenges facing two European HNV upland pastoralist systems, one in the French Atlantic Pyrenees and the other in the Irish uplands. The detailed case studies highlight the traditional linkages between the landscape, grazing management, locally adapted animal breeds and social capital, all of which are currently under threat from globalised markets and policy orientation. The research findings indicate that the European multifunctional model of agriculture and its support for farm diversification including the provision of environmental goods and services has not been successful in targeting and rewarding HNV systems. In the search for economic viability (and social acceptance) many are left with the stark choice of intensification or abandonment; ultimately meeting neither market demands nor ecosystem services. We conclude with a recommendation for more targeted, evidence based support for HNV farmland, along with better integration in the wider rural economy, if these farming practices are to survive into the future and if the EU is to meet its 2020 biodiversity targets. This paper aims at estimating the perennial crop potential regarding uses like bio-fuels instead of food or feed ones. A perennial yearly harvested crop, namely the miscanthus, is integrated in the European agricultural supply AROPAj model. That requires the knowledge of its yield growth function, with a yield potential over time statistically adjusted to the yield of traditional crops. This allows us to estimate the cycle length, the average yearly yield and the discounted cost through the Faustmann rule adapted to the case of a perennial yearly harvested crop. The analysis covers a large part of the European Union and provides a land use change assessment estimated when the miscanthus yield potential varies. We show that the cellulosic biofuels compete with food and feed production as well, by the way of complex interactions and trades-off between marketed concentrates and on-farm consumed crops related to animal breeding. The “food, feed and fuels” analysis is widened by a spatial downscaling analysis applied to a series of French regions which differ in terms of farming systems. At the European scale, cereals and oilseeds areas are relatively more affected when miscanthus reaches high levels of performance. In spite of livestock inertia, there is a significant change in terms of feed share between on-farm consumed cereals and marketed concentrates. Regarding greenhouse gas emissions, an increasing miscanthus yield potential leads to a considerable decrease in N 2 O losses and to a slight abatement of CH 4 emissions. [ABSTRACT FROM AUTHOR]

• Information on accidents in facilities for processing and storage of selected agricultural products are contained in the work. • A unique accident database was created containing 195 items. • The causes, consequences and possible measures are researched and discussed in the work. • The information contained in the work can be used to increase the level of safety in the agricultural sector. Process safety in the storage and processing of agricultural products is an important aspect related not only to reducing the risk of damage to the human health or property, but is also strategical to national food safety. A special emphasis must therefore be placed on risk assessment of the operation of these facilities. One of the cornerstones of the risk assessment process is the use of knowledge of past accidents. As the agricultural industry is rather marginal in the field of safety engineering compared to other sectors of the economy, available publications dealing with this topic are rather an exception. The aim of this paper is to conduct research on the available information on accidents that have occurred in agricultural processing and storage facilities in the past. The purpose is to provide professionals and operators with a comprehensive source of information useful for activities related to the prevention of these accidents. The output of the work is then a previously unrealised representative database of systematically sorted information on accidents that have occurred in the process of treatment or storage of agricultural products. This information was subsequently analysed and evaluated. The created database consists of 195 records of accidents that occurred between 1989 and 2018. To create a unique representative database, mainly publicly available databases of industrial accidents or professional publications were used. The author's database contains information on accident locations, accident causes and accident prevention measures. A total of 21 persons died and 32 persons were injured during the accidents. The analysis shows that fires are the most frequent manifestation of accidents (86%) and accidents in material handling facilities are the most frequent (33%). According to the information available in the database, organisational factors were identified as the most frequent causative factors of accidents (47%). For a better understanding of the accident process, a description of selected accident scenarios was also provided in the work. A linear model was used for this purpose. Due to the strategic importance of the evaluated facilities for processing and storage of agricultural products, efforts are made to prevent accidents from recurring or to reduce their impact on the surrounding area. The successive reforms of the Common Agricultural Policy (CAP), the enlargements of the European Union (EU) and the impacts of climate change have amplified the diversity of European agriculture. These rapid changes have resulted in the intensification of agricultural activities in some regions, while they have led to the marginalization of agriculture and its eventual abandonment in others. The objective of this paper is to investigate the factors that are behind the differential performance of agriculture across the EU-27 countries. Ward's, k -means and two-step clustering methods were used to classify European agriculture based on gross-value-added farm, land and labour productivity indicators. Significant differences were revealed between the Northern-Central counties and the continental peripheries (Mediterranean, Eastern, Northern Scandinavian). An exact logistic regression model was used to analyse the factors behind this differential performance. Agricultural sectors characterized by a young and better trained farm population are more likely to attain high economic performance. The odds to attain high economic performance are almost 9 times greater for countries with a highly trained farm population, namely, the Netherlands (72%) and Germany (69%), than for countries with poor farm training, while an ageing farm population such as in Portugal (72%) and Bulgaria (66%) is 92% less likely to be high performing. The importance of investments in agriculture was also identified. The significance of the wheat yield variable highlights the importance of both environmental conditions and technical efficiency on farm economic performance. Similarly, countries with a high share of utilized agricultural land in less favoured areas, such as in the Mediterranean, are 94% less likely to attain high economic performance. The redesign of CAP direct payments between old and new member states after 2013 combined with the impacts of agricultural trade liberalization and climate change are expected to deteriorate the position of low performing agricultural sectors further. Forty percent of the EU land area is currently considered to be agriculturally managed (utilised agricultural area - UAA - Eurostat Agricultural Census 2010), and attention to the environmental performance of farming practices is growing. To determine the performance of agricultural practices, farm-scale monitoring programmes are required but their implementation is hampered by a number of difficulties such as the identification of broadly applicable indicators appropriate for different biogeographic locations, and the evaluation of the effectiveness and costs of different monitoring approaches. In this paper, we focus on the costs of farm-scale biodiversity monitoring, presenting results from a Europe-wide cost data collection in the EU FP7 BioBio Project. Firstly, we present an analytical assessment of resources consumed by the research units and a cost estimation for the measurement of six biodiversity-related parameters: farm habitats, vegetation, wild bees and bumblebees, spiders, earthworms and farm management. Thereafter, we estimate a standardised cost for an ordinary measurement of the six parameters at farm-scale. In doing so, we highlight the cost differences between three strategies involving different potential actors (professional agencies, farmers, volunteers). This analysis demonstrates that producing reliable data on monitoring costs requires a large sample pool of farms and farm types, as was the case in the BioBio project. The cost standardisation allowed us to estimate a cost for biodiversity monitoring ranging between €2700 and €8200 per farm, depending on the chosen strategy. [ABSTRACT FROM AUTHOR]

Abstract: European agriculture and rural areas are facing multiple socio-economic changes, including a transition from an agriculture-based to a service-based economy. This restructuring forces agricultural and rural actor-networks to reformulate their (self-)definitions. One reformulation prevailing both in policy and scientific circles focuses on the notion of multifunctional agriculture (MFA). This paper critically examines the dominant role that this notion has played in legitimising and shaping the pathways of rural development now present in Europe. More specifically, we examine MFA's role in promoting and organising Green Care as an innovative agricultural activity in the Netherlands and in Flanders (Belgium). We will demonstrate that the MFA frame does not sufficiently grasp the complex reality of Green Care developments. More importantly, the dominance of the MFA frame and related practices and institutional structures enable as well as constrain Green Care's continuity and further development. Abstract: Buffer strips on agricultural land have been shown to protect surface water quality by reducing erosion and diffuse pollution. They can also play a key role in nature conservation and flood risk mitigation as well as in the design of bioenergy landscapes resilient to changes in climate, environmental pressures from intensive agriculture and policy developments. Use of conservation buffers by farmers outside of designated schemes is limited to date, but the increasing demand for bioenergy and the combination of agricultural production with conservation calls for a much wider implementation. This paper reviews the biophysical knowledge on buffer functioning and associated ecosystem services. It describes how a three-zone buffer design, with arable fields buffered in combination by grassland, short rotation forestry (SRF) or coppice (SRC) and undisturbed vegetation along water courses, can be incorporated into farming landscapes as productive conservation elements and reflects on the potential for successful implementation. Land use plays a much greater role in determining catchment hydrology than soil type: shelterbelts or buffer strips have markedly higher infiltration capacity than arable or pasture land. Root architecture of trees, shrubs and herbaceous plants differs between species and is important for the extent of hydrological changes after establishment. Riparian buffers retain 30–99% of nitrate N and 20–100% of phosphorus from runoff and shallow groundwater. Buffers are also highly effective for pesticide removal and farmland biodiversity conservation with a high potential for low-input fuel, feed, or fibre production. Abstract: The Ricardian approach has been applied to many different geographic contexts and most applications concern large countries. Only few studies deal with Europe. This paper applies the Ricardian approach to measure the impact of climate on the agricultural system of a small Italian Alpine region where permanent cultivations are the main crop. Structural and economic data about farmers growing apples and grapes are extracted from the Italian Farm Accountancy Data Network (FADN). It tests three possible functional forms and it highlights the importance of controlling not only for farms’ characteristics but also for farmers’ strategic decisions such as specialization and quality certification. In contrast with overall beneficial effects of climate change found for broad areas in Europe (Germany and England), climate change seems to imply a reduction in annual net revenues in our study area. From a methodological point of view, results show that if there is enough climatic variation across the sample and suitable control variables are available, the Ricardian approach can be applied also on a small territorial scale, even though the results depend heavily on the adopted functional form. Abstract: To counteract the negative effects of intensive agriculture there is increasing interest in approaches that reconcile agricultural production with the conservation and sustainable use of biodiversity and associated ecosystem services. Integration of functional agrobiodiversity (FAB) in agricultural systems holds promise to meet these challenging objectives, but requires the generation, transfer and implementation of tailor-made knowledge, and policy development. Currently various initiatives are undertaken across Europe to develop and assess the potential of biodiversity-based management practices by farmers, industry, researchers and governmental and non-governmental organizations. In this paper we show that the Convention on Biological Diversity and planned reforms in EU policy offer scope to further implement FAB concepts via legislation for biodiversity conservation, pesticide use, water quality, environmental protection and conservation of genetic resources. At the same time we observe that there are still impediments to the adoption of FAB approaches, including (i) translation of general knowledge to tailored, ready-to-use management practices, (ii) limited information on the effectiveness of FAB measures in terms of crop yield and quality, profitability, and reduction of agrochemical inputs, (iii) lack of appropriate financial accounting systems that allow fair accounting of the private investments and public benefits, and (iv) the implementation of FAB measures at the right spatial scales, which requires coordination among the various actors in a region. Abstract: Purpose: This paper aims at indicating the potential of agricultural measures in sequestering carbon as an option for climate change mitigation. The related value for society is estimated. Principle results: Agricultural practices like agroforestry, introducing hedges, low and no tillage and cover crops have an important potential to increase carbon sequestration. The total technical potential in the EU-27 is estimated to be 1566milliontonnesCO2-equivalent per year. This corresponds to 37% of all CO2-equivalent emissions in the EU in 2007. The introduction of agroforestry is the measure with the highest potential, i.e. 90% of the total potential of the measures studied. Taking account only of the value for climate change mitigation, the introduction of agroforestry is estimated to have a value of 282euro/ha in 2012 that will gradually increase to 1007euro/ha in 2030. Major conclusions: This implies that there is a huge potential which represents an important value for society in general and for the agricultural sector in specific. At the European level, only in the last few years policy makers have recognized the important benefits of agroforestry. In their rural development programmes some European countries now support farmers to introduce agroforestry. But still the current level of support is only a small fraction of the societal value of agroforestry. If this value would be fully recognized by internalizing the positive externality, we expect that agroforestry will be introduced to a very large extent in the next decades, in Europe and the rest of the world, and this will importantly change the rural landscapes. Abstract: Contemporary European agriculture has a number of additional aims beside of food production, such as safeguarding environmental services and conservation values. Substantial efforts at official levels are aimed towards sustainable development but also towards maintaining values of what may be termed vanishing landscapes. Selected areas and landscape features are set aside for protection or restoration. Individual efforts of this type have a long history in Sweden, and the issue has recently received increased attention, primarily due to more ambitious government goals concerning biodiversity conservation and Sweden’s ratification of the European Landscape Convention. This has resulted in an increased scientific and official interest in vanishing values in the rural landscape, where parts of Eastern Europe, such as the Maramures district in Romania, have been used as model examples of land use regimes which in the past was common in Sweden. In this context, the dilemma of romanticizing peasants’ use of land is highlighted and discussed more than has hitherto been done. This paper sheds light on some paradoxes inherent in official policies in relation to land use practices concerning the management of rural landscapes in Sweden, and relates the Swedish situation to a contrasting example of landscape practice in Romania. We discuss the concept of landscape care in relation to the construction and perception of landscape values and valuable landscapes through the lenses of rural realities and official policies. When Swedish authorities engage in the promotion of landscape care, they tend to work with slices of land, specific predefined values and individual farmers, and they often disregard the need to treat the landscape as a socio-ecological complex dynamic in space and time. We discuss how environmental policy generally could be improved through the adoption of a more inclusive and flexible approach towards aiding the different aims inherent in multifunctional rural landscapes. Abstract: This paper examines the extent to which rural studies conducted in Europe (compared to other countries in the Global North) have addressed the phenomenon of rural ageing. Through a review of the literature published on rural ageing research in the last decade, it compares the research goals identified by the International Rural Ageing Project (IRAP) in 1998 with progress in this area. In addition to the key themes for rural ageing research identified by IRAP, the authors believe that there are others topics that will emerge and impact on rural ageing in Europe in the coming decade. These have been highlighted consistently in futures studies as ‘global challenges’ and can be grouped as social, economic and political, technological, relating to climate change, or related to agriculture and food security. In addition to the literature review, the authors undertook a consultation exercise with more than 50 eminent academics and directors of key organisations who were interested in rural issues, ‘global challenges’ or rural ageing. Their feedback is included within a framework for future rural research. The article concludes with a discussion of emerging areas for rural ageing in the European context and the challenges that the EU may potentially face over the coming decades. Abstract: Two hundred years ago Europe was going through a vibrant and turbulent period. It was the middle of the Industrial Revolution where major changes in agriculture, manufacturing, mining, and transport had profound effects on the socio-economic and cultural conditions. It started in Great Britain and spread through out Europe, eventually affecting the whole world. In Europe, the Napoleonic wars against France by various groups of European allies, were in full swing (1799–1815). At the time, Napoleon was losing more troops to malnutrition and food poisoning, than to military injuries. He recognised that a constant supply of good quality nutritious food was important for his troops and so, in 1795, offered a 12000 Franc reward (a substantial amount in those days) for anyone who could provide him with a solution. Abstract: Granaries (hórreos) are bioclimatic conservation structures with various forms that have been used for over 2000 years in different countries across Europe and Asia. Galician raised granaries built upon “staddle stones” (pillars with a rodent-proof cap) are specialised barns. The importance of airflow in the preservation of stored grain is based on the use of air as an energy exchange fluid for exchanging heat or water with the grains. The preservation system is based on continuous ventilation inside the bin. Some granaries do not have a wooden slatted floor with gaps, although they should. The gapped, slatted floor particularly influences the thermodynamic behaviour, which is powered by solar radiation, improving ventilation efficiency and internal temperature regulation. This paper shows the important influence of floor grooving on improving grain conservation via better ventilation and limiting the rise in the internal temperature when the granary is subjected to solar radiation. Abstract: The spatial configuration of agricultural systems is continuously changing in response to changes in demand for agricultural goods, changes in the level of competition between different land use activities, and progress in agricultural technology. This may lead to a change in the location of agricultural systems and consequently to a change in their average environmental characteristics. This paper explores the change in environmental characteristics of cropland (horticulture and field crops) over the years 1950, 1990 and 2000, for Western and Eastern Europe, using basic descriptive statistics. Underlying mechanisms are explored with logistic (interaction) regression analysis. We find that in both Eastern and Western Europe, crop cultivation shifted away from cities. In Western Europe cropland became situated on shallower soils, steeper slopes, and drier and less accessible areas. Probable reasons are that technical progress reduced the importance of traditional constraints such as drought, poor soils, and distance from markets, so that crop farmers were allowed to move to warm and sunny areas where potential productivity is highest. In addition, cropland probably lost some of its competitive power to grassland and nature. In Eastern Europe cropland concentrated on deeper soils and flatter terrain from 1990 onward. Here, the abandonment of the central planning system and a more flexible land market must have allowed a shift of cropland towards more suitable locations. [Copyright &y& Elsevier]

Abstract: For stimulating sustainable development in developing countries, land use patterns and land use changes are considered critical, and therefore effective and efficient land use policies are needed. In this paper we present a methodological framework that has been developed in a joint European and developing countries project (LUPIS – Land Use Policies and Sustainable Development in Developing Countries), to assess the impact of land use policies on sustainable development in developing countries. An illustrative application is presented for a case study in China, where water pollution due to agriculture in Taihu Basin is a major problem. We argue that an integrated assessment is required, considering multiple drivers and indicators that determine the objectives and constraints of the stakeholders involved. Therefore, the sustainability impact assessment (SIA) is based on the concept of Land Use Functions (LUFs), and impacts on these LUFs are discussed with stakeholders based on a multi-criteria analysis. LUFs comprise economic, environmental and social indicators relevant for stakeholders at multiple scales. Instead of focusing only on the indicators that determine the problem (e.g., nutrient leaching in the Chinese case study), we take a broader perspective (considering also social, economic and institutional objectives and constraints), such that feasible policy options can be recommended. Stakeholders have a large role in discussing the selection of indicators and policies (pre-modelling), evaluating the impacts on indicators (modelling), and the weighing of indicators and LUFs (post-modelling). For the assessment of impacts on indicators (modelling), quantitative and qualitative approaches are combined. We present and discuss an impact assessment of policy options in Taihu Basin, for the current situation and towards 2015. Abstract: The CORINE land cover (CLC) data derived from satellite images for the period of the 1990s and 2000 (± one year) provide information about land cover changes for a substantial part of Europe. Availability of these data can contribute to new approaches to the assessment of the European landscape, for instance in the context of environmental and economic accounting, diversity, modelling of its properties, etc. These possibilities are given by the fact that land cover reflects the biophysical state of the real landscape. The paper contains information about frequency and areas of CLC and their changes in the period 1990–2000, but above all in the processes – flows (LCF) that take place in the European landscape. Results of statistical analysis and maps demonstrate the frequency and rate (by two values: one above and another below the mean LCF rates) of the following processes: urbanisation (LCF1), intensification of agriculture (LCF2), extensification of agriculture (LCF3), afforestation (LCF4), deforestation (LCF5) and construction of water bodies (LCF6). LCF1 was most conspicuous in the Netherlands (2.1% of total country''s area), LCF2 in Ireland (3.3%), LCF3 in the Czech Republic (over 3.5%), LCF4 in Portugal (over 4%), LCF5 in Portugal (over 3.5%) and LCF6 in the Netherlands and Slovakia (over 0.1%). The overall area of identified land cover changes in 24 European countries in the period 1990–2000 was around 88,000km2 which equals 2.5% of their total area. Details presented concerning the LCF frequency and rate will certainly contribute to the overall awareness and anticipation of possible developments in the European landscape. Abstract: Despite most having developed under the umbrella of the Common Agricultural Policy (CAP), national-level organic farming policy networks in Europe vary. The aim of this paper is to explore the reasons for this variation. Quantitative network analyses were carried out in five ‘old’ and five ‘new’ EU member states and in Switzerland. To examine the patterns of influence on these 11 policy networks, the cases are compared in two stages. First, we examine the factors co-varying with the size and density of the networks and then we apply a most similar system – most different outcome research design. We identify the political environment as the main factor affecting size and density of organic farming policy networks in Europe. The distribution of power between organic farming organizations and agricultural ministries is influenced by state involvement and by the resources available to organic farming policy actors. Abstract: This paper uses the border effect estimate from a gravity model to assess the level of agricultural market trade integration among 22 OECD countries for the 1994–2003 period. Empirical analysis confirms that the use of a gravity equation derived from theory, in the estimation of border effect, matters. A representative estimate of the border effect shows that crossing a national border within the OECD induces an average trade-reduction effect of a factor 13. This average value masks differences that are quite substantial in market integration, with value for intra-EU trade being higher while that for trade between the Central and Eastern European Countries (CEECs) is lower. The data show a process of strong integration in all the country-trade combinations involving CEECs. However, quite surprisingly, the intra-CEEC and OECD-CEEC integration processes are almost twice as strong as those in the EU-CEEC combination. Finally, the equivalent tariffs implied by the estimated border effects are not implausible compared to the actual range of direct protection measures. [Copyright &y& Elsevier]

Over the last 20 years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases (GHG). This paper offers a survey of the existing literature assessing cost-effectiveness and efficiency of greenhouse gas mitigation strategies or the effects of broader economic reforms in the agricultural and forestry sectors. The focus is mainly on European countries. Different methodological approaches, research questions addressed and results are examined. The main findings are that agriculture can potentially provide emissions reduction at a competitive cost, mainly with methane abatement, while carbon sequestration seems more cost-effective with appropriate forest management measures. Afforestation, cropland management and bioenergy are less economically viable measures due to competition with other land use. Mitigation policies should be carefully designed either to balance costs with expected benefits in terms of social welfare. Regional variability is one of the main drawbacks to fully assess the cost-effectiveness of different measures. Integration of models to take into account both social welfare and spatial heterogeneity seems to be the frontier of the next model generation. [Copyright &y& Elsevier]

Abstract: Scenarios with either 3% or 5% of the productive forest stock in Western Europe set-aside for conservation are compared to a baseline case. The latter case is further compared to cases where the whole of Europe and North America join the 5% conservation program. The scenarios are created by employing a global forest sector model, EFI-GTM. The aggregate conservation impacts seem relatively low, mainly because international trade counterbalances regional shortages and because roundwood harvests are well below the annual forest growth in many European countries. Conservation increases the forest owners’ wood sales income. The 5% set-aside raises roundwood prices in Western Europe by 4% and decreases harvests by 3% from the base case levels during 2010–2020. The production of pulp and mechanical forest products then decrease by 1.4 and 1.7%, respectively. The paper market is affected least. The leakage impact of forest protection is most pronounced in Russian roundwood harvests. Simultaneous conservation in the whole of Europe raises the roundwood costs of the Western European forest industry, but it does not prevent the leakage of roundwood harvests to Russia. Abstract: Diffuse pollution of water resources from agricultural sources is a major environmental issue in the European Union, and has been dealt with by specific legislation: the Nitrate Directive of 1991 and the Water Framework Directive of 2000. These attempts to provide a coordinated approach to solving environmental problems require methods and tools for spatial analysis and modelling on a continental scale, with river basins being used as spatial units. This paper presents a screening model (Ag-PIE), developed in a GIS environment, for the assessment of pressures from agricultural land use and the consequent impacts on surface and groundwater. Ag-PIE has been applied at the European scale (EU15), with focus on nitrogen pollution from chemical fertilisers and manure. The model adopts a multi-criteria evaluation procedure applied to spatial data layers which represent the variety of factors affecting the pollution process. The DPSIR (Driving forces, Pressures, State, Impact, Responses) approach is applied to provide the modelling approach with a conceptual framework and to further analyse and communicate results. Ag-PIE is ultimately aimed at providing a tool making use of state-of-the-art geographical databases to support policy-makers at the European level. The scale of reference adopted is the river basin, in particular those that extend across national boundaries. The quality of the results obtained has been assessed against existing related studies and monitoring reports and by means of sensitivity analysis. Conclusions are driven by considering the potential of Ag-PIE in devising policy support and its strengths and weaknesses in view of identifying future research needs. [Copyright &y& Elsevier]

The European Initiative for Agricultural Research for Development (EIARD) is concerned with maximizing the contribution of agricultural research to the improvement of the livelihoods of poor people in developing countries. A clear view on means of measuring and enhancing the effectiveness of agricultural research for development22In this paper the terms “agricultural research for development” and “agricultural research” are used interchangeably. is, therefore, of considerable importance to its work. For EIARD, impact assessments and evaluations have four main objectives: (a) to enhance the developmental impact of agricultural research investments for poor people; (b) to provide information on the returns to investments in agricultural research for development; (c) to derive strategic and programmatic lessons for future investments in agricultural research for development; and (d) to provide information for use in public awareness work. These objectives suggest three sets of issues. First, if the main objective of impact assessment and evaluation is to increase the developmental impact of research, it is important to recognize and address the complex social, economic and political dimensions of pro-poor innovation. Thus, impact assessments and evaluations should not be limited to directly measurable impacts; they should seek to capture the complexity and non-linear nature of agricultural innovation and sustainable development. Impact assessments and evaluations should also be integrated as far as possible into research programmes, to facilitate internal learning processes and changes that enhance the probability of impact. Second, the difficulty of attributing impact to specific research investments requires special attention. In agricultural research organizations, exhaustive analysis of specific innovation processes is rarely possible because it is extremely difficult, costly, and time consuming. In most cases, a more feasible goal is to establish plausible links between research investments and development impacts. Third, for impact assessments and evaluations to be useful for decision making, policy design, learning, and public awareness, stakeholder interests and intentions need to be assessed, and appropriate information needs to be prepared for different audiences.
