Internet surveys are becoming an increasing popular survey collection method because collection times are quicker and survey costs are lower than other collection techniques. Many studies have been conducted overseas to compare the effects of survey collection modes with results still remaining inconsistent. Fewer studies have compared collection methods for nonmarket valuation surveys, particularly for the more complex stated preference, choice modelling surveys. In this study, a comparison of internet and paper-based surveys is made to determine if the results for overseas studies can be replicated in Australia. The valuation exercise elicited values from Brisbane respondents for future improvements in the environmental condition of the Great Barrier Reef. The results indicate that there were some socio-demographic and attitudinal differences between the two samples and the models developed to explain the influence on choice selection were also significantly different. However, no differences in value estimates were found in the final results; household willingness-to-pay for an improvement in the condition of the GBR was equivalent across collection methods. • Males tend to have higher levels of sensation seeking and engage in riskier driving. • Driver thrill seeking fully explains the relationship between gender and transient offending. • Driver thrill seeking partially explains the relationship between gender and fixed offending. Gender and sensation seeking are both key factors associated with risky driving and traffic offending by young people. However, there has been limited research exploring the way that gender and sensation seeking combined influence these behaviours. This paper investigates whether sensation seeking mediates the relationship between gender and traffic offending. Young drivers (n = 1,670) from Queensland and Victoria, Australia completed an online survey that included the Driver Thrill Seeking Scale and the Transient Offending and Fixed Offending sub-scales from the Behaviour of Young Novice Drivers Scale (BYNDS). The results indicate that sensation seeking fully mediates the relationship between gender and transient offending and partially mediates the relationship between fixed offending. This study highlights that sensation seeking is a key factor in explaining the relationship between gender and traffic offending which has important implications for the development of road safety interventions for teen drivers. There is an opportunity to reduce methane emissions from Australian, open pit, metallurgical coal (MC) mines and substantially reduce the carbon intensity of a high-value Australian export industry. MC is critical to the production of steel products and is essential to meet international urbanisation and energy system transformation goals. Initial research on this topic, outlined the application of subterranean barriers in coal mining towards the reduction of gas influx and whole-of-life coal mine methane (CMM) emissions in underground applications. Initially, the technology lacked economic viability for a majority of cases and especially after carbon pricing was eliminated in 2014. Today, with the imperative for the industry to reduce emissions, the technology becomes significant in its potential for emissions reduction for both underground and open-cut coal mines. The basis of barriers is similar to naturally occurring barriers (i.e., igneous intrusions or dikes) that have shown effective separation of drained and undrained mine works (as observed in adjoining mines in Central Queensland). Barriers have also been applied in the environmental, civil engineering and oil and gas industries, to manage or restrict subterranean flow patterns or contain contaminants. In this case, subterranean barriers are being implemented in conjunction with mine pre-drainage to reduce methane emissions from an open pit, MC mine. In addition, barriers can be used in underground mining operations.to improve mine pre-drainage and safety as well as reduce methane emissions. This paper describes the design, execution, and evaluation workflows and the relative importance of variables required for a barrier implementation in subterranean applications for open-cut and underground mining applications. This paper details the results of ongoing planning and modelling to implement and assess a barrier application for reducing gas migration from unmined in-seam or underground mine sections into open-cut MC mining operations. Finally, this paper builds on previous research and available technologies and is complementary to current pre-drainage for surface or underground mining operations. Teachers are busy people. How do we, as researchers, address the challenges of doing research with busy people—especially if we wish to enact ethical, more radical futures? How do we adhere to the pressures of fast-paced urban life when research, especially interviews, takes away people's time? This paper presents a novel method for doing research with busy people, combining the 'walking interview' method with a 'free listing technique.' The interviews were carried out with teachers at a north Queensland primary school in a rapidly urbanising neighbourhood, and formed part of a larger project exploring the barriers and opportunities of incorporating community gardens (as important green spaces) into schools. The method itself yielded important findings and this paper is a reflective analysis of how simple factors such as the weather, noise, and interruptions shaped 20 min of a teacher's day. We extend these ideas to explore how conditioned and situational temporalities, along with more-than-human influences, affect the knowledge produced in rapid walking interviews. Keeping track of these affections can yield important data relevant to the project. • 25.5% reported "possible" drink driving, 16% reported "acknowledged" drink driving. • Higher alcohol consumption predicted "possible" and "acknowledged" drink driving. • Avoiding detection and past drink driving predicted future intentions to offend. • Punishment avoidance is likely to be a salient predictor of offending. • Many drink driving events may be deliberate acts rather than errors in judgement. While attempts to identify the mechanisms to effectively deter drink driving remains a central focus for road safety researchers, scant scientific enquiry has simultaneously examined perceptions of apprehension risk in combination with substance abuse. This may be considered a significant oversight given that such constructs may create opposing forces, or alternatively, alcohol abuse and punishment avoidance may create cumulative effects and promote offending behaviours. This paper reports on an investigation of 718 Queensland motorists' self-reported perceptions of classical and reconceptualised deterrence constructs (as well as alcohol consumption) in order to determine what factors have the greatest effect on promoting drink driving, particularly alcohol consumption or punishment avoidance. The sample completed an online or paper version of the questionnaire. "Possible" drink driving events were slightly more common (25.5%) than "acknowledged" drink driving events (16.6%). Future intentions to drink and drive (23.4%) were more common among those who reported an "acknowledged" drink driving event (63.5% reported future intentions to drink drive) than a "possible" drink driving event (47.5%). Sequential binary logistic regression models conducted for each drink driving category revealed that having "risky" drinking behaviour and both direct personal and indirect experience of punishment for a drink driving offence were predictors of "possible" drink driving events. Similarly, "acknowledged" drink driving had the same significant predictors with the addition of increases in age and punishment severity reducing the likelihood of drink driving and direct punishment avoidance having a positive effect. However, and importantly, only direct punishment avoidance and past "possible" and "acknowledged" drink driving events predicted future intentions to offend in the final model, which further reinforces that drink driving is a deliberate decision (rather than stemming primarily from impairment). In Australia, coal seam gas (CSG) could help to meet growing demands for cleaner alternatives to coal, thus making it important for the energy transition. By developing such an industry, not only does an energy resource become available, but large water volumes are also extracted, especially in the first stages of production. The purpose of this paper is to analyze the impacts of a large-scale coal seam gas industry on the landscape. Specifically, the research intends to explore how coal seam gas has changed the landscape of the agricultural production area in Western Downs, Queensland. In this Australian State, the water associated with coal seam gas production is considered an asset and the legislation in force encourages beneficial use of such resources. Comparison of aerial pictures highlights how, in a short timeframe, the local rural landscape has changed considerably due the extensive development of unconventional gas resources. Rural homelessness has largely been silenced in homelessness narratives and social policy in Australia and throughout the world. This paper reports on data from a larger qualitative study about homelessness in rural and regional Central Queensland mining communities located within the Bowen Basin region, inland from Australia's eastern seaboard. Semi-structured, qualitative interviews and focus groups were conducted with people who had lived experience of homelessness in the rural mining communities of Mackay (regional), Moranbah and Dysart (rural), and service provider representatives and community advocates. The qualitative analysis revealed that people experience homelessness in rural and regional communities in unique ways that are different to metropolitan constructions of homelessness. This research identified rural and regional poverty, the nature of boom or bust economies, over-stressed human service providers, social isolation and lack of affordable housing as factors contributing to homelessness in rural and regional mining communities. Mobility as a Service (MaaS) is seen as a transition from mobility being satisfied by a dominant car ownership model to a service model where mobility needs are met by a multimodal suite of services. The research environment of MaaS is heavily driven by the younger generation's travel behaviour which appears to be less dominated by car ownership (following the peak car literature) and by their interest in all things technological, particularly their smart phones. However, this paper is looking at a different but very specific segment of the population in Australia that have their accessibility provided by Community Transport (CT), focusing specifically on New South Wales (NSW) and Queensland (QLD). Arguably, this population segment is the complete antithesis of the younger generation in terms of chasing technological change but in other ways, for example, a lack of access to private cars, shows some similarities. This paper is motivated by likely changes in funding for CT providers. Currently CT providers receive a supply side subsidy but there are plans to introduce funding to be placed directly with clients, in the form of person centred funding (PCF). Clients will then have a single budget to purchase mobility along with other services they require. The paper investigates the mobility services which comprise bundles that CT clients would be willing to pay in the new era of PCF. Five participating CT providers from a cross section of operating areas recruited clients to take part in a stated choice experiment, processed by a computer assisted personal interview (CAPI). Advanced choice models are used to develop models using the behavioural data collected by the CAPI and estimates of a CT client's willingness to pay (WTP) for the MaaS bundle are presented. WTP provides a ceiling for pricing the elements within a MaaS bundle which is an important part of the CT providers' future strategy. The WTP estimates were much smaller than the CT providers' unit costs of providing the service. This poses a challenge for CT providers in the creation of mobiltiy bundles which cover costs, suggesting that the possible transition to PCF using MaaS bundles will not be an easy process and will require significant education as to the cost of provision. Uncertainty of how fully automated vehicles (AVs) will interact with other road users, including vulnerable road users and other manual automated operated vehicles in towns is one major concern with introducing these vehicles. Based on Walker, Rahman, and Cave's (2001) adaptive policymaking model, this paper illustrates how the adaptive approach can be applied to trial fully automated private vehicles. Specifically, the focus is on policy elements which surround consumer acceptance and other road users' acceptability of private AVs. The State of Queensland, Australia was selected as the focus of this paper given that there are no current policies for fully AVs in this country. It is acknowledged, however, that similar frameworks may also be applied outside of Australia. This paper will also briefly discuss legislation barriers for trialling private AVs in Australia, whilst reviewing the regulations which have been introduced to overcome these barriers at an international level. Abstract Unlicensed driving is a serious problem in many Australian states, with unlicensed driving-related crashes (UDC) costing up to $304 million per year in Queensland, and $176 million in Victoria. In this paper, we present a Benefit-Cost Ratio (BCR) analysis of a set of Intelligent Transportation Systems technologies aimed at preventing unlicensed driving by verifying the driver's identity through biometric technology, as well as the validity of their licence. Utilised together, the technology would essentially take the form of a licence interlock. The goal of this program of research (from which this paper stems) was to provide preliminary recommendations as to which technology is the most beneficial and should be implemented as part of a government-led program increasing the functionalities of electronic driving licences (EDL). The corresponding BCR analysis revealed that fingerprints and finger vascular patterns recognition technologies were found to systematically have the best BCRs. In regard to the most effective manner to implement the technology, a corresponding investigation with five scenarios revealed that the greatest benefits would be achieved with: (a) a mandatory system for all banned drivers (e.g., suspensions & disqualifications), and (b) a mandatory system for banned drivers under the age of 21 only. Scenario (b) performs extremely well, with returns of up to 16 times the investment with a simple fingerprint-based interlock. Although often more modest, all systems were found to have BCRs above 1 in all of the implementation scenarios except one. In the first 22 months of the COVID-19 pandemic, from March 2020 to December 2021, we witnessed a seismic change in the way in which work was undertaken given the restrictions implemented by government to curb the spread of the virus; most prominent has been the rise in working from home (WFH) as a more acceptable work location. In this paper, we explore preferences for and attitudes towards WFH in great detail, leveraging two waves of data to explore the remarkable and globally unique situation of three metro areas (Greater Sydney Metropolitan Area, South-East Queensland, and Melbourne) who despite entering lockdown at the same time in 2021, follow significantly different trajectories with respect to the severity and duration of the lockdowns. We find that irrespective of the degree of severity of the lockdown and the duration thereof, employee preferences for working from home, and importantly productivity, remained unchanged. Rather than diminishing the desire to WFH, evidence indicates that as periods of lockdown extend the desire to continue WFH only seems to intensify. While all workers express a preference to continue WFH in an unrestricted world, more often than they did prior to the pandemic, we further identify three broad segments of workers based primarily on how much of a balance they can strike between the benefits and challenges of WFH, which dictates how often they would like to WFH. Given that the desire to WFH more and the positive externalities of increased WFH, we argue that measures to support ongoing WFH are important to sustainable cities and the people who live in them, across several dimensions. • Three cities in Australia all initiated a lockdown at approximately the same time in 2021. • The lockdowns in each city followed different trajectories and durations. • Longer lockdowns result in greater desire to continue to WFH in the future. • Three segments of workers are revealed who wish to WFH to differing extents. • Potential implications of increased WFH for cities are discussed. • Most of the injured adults had either short-term, low-dose or no opioid use following their injury hospitalisation. • Longer durations and higher doses of opioids were seen for those with pre-injury opioid use, more readmissions and surgeries. • If dispensing occurred prior to injury, duration increased 10-fold and oral morphine equivalents doubled. • Approximately 45 % of adults with pre-injury opioid use remained at a higher dose than they were pre-injury. • A small but concerning number of adults were diagnosed or treated as drug dependant over the two-year post-injury follow-up period. Despite a focus of opioid-related research internationally, there is limited understanding of long-term opioid use in adults following injury. We analysed data from the 'Community Opioid Dispensing after Injury' data linkage study. This paper aims to describe the baseline characteristics of the injured cohort and report opioid dispensing patterns following injury-related hospitalisations. Retrospective cohort study of adults hospitalised after injury (ICD-10AM: S00-S99, T00-T75) in Queensland, Australia between 1 January 2014 and 31 December 2015, prior to implementation of opioid stewardship programs. Data were person-linked between hospitalisation, community opioid dispensing and mortality collections. Data were extracted for 90-days prior to the index hospital admission, to establish opiate naivety, to 720 days after discharge. Median daily oral morphine equivalents (i.e., dose) were averaged for each 30-day interval. Cumulative duration of dispensing and dose were compared by demographic and clinical characteristics, stratified by drug dependency status. Of the 129,684 injured adults, 61.3 % had no opioids dispensed in the 2-year follow-up period. Adults having any opioids dispensed in the community (38.7 %) were more likely older, female, to have fracture injuries and injuries with a higher severity, compared to those with no opioids dispensed. Longer durations and higher doses of opioids were seen for those with pre-injury opioid use, more hospital readmissions and repeat surgeries, as well as those who died in the 2-year follow-up period. Median dispensing duration was 24-days with a median daily end dose of 13 oral morphine equivalents. If dispensing occurred prior to the injury, duration increased 10-fold and oral morphine equivalents doubled. Adults with a documented dependency prior to, or after, the injury had significantly longer durations of use and higher doses than the rest of the cohort receiving opioids. Approximately 7 % of the total cohort continued to be dispensed opioids at 2-years post injury. This is a novel population-level profile of opioid dispensing patterns following injury-related hospitalisation, described for the time period prior to the implementation of opioid stewardship programs and regulatory changes in Queensland. Transitioning electricity generation sectors to renewable energy is a necessary element of climate change mitigation but a challenging one with years of technical and social lock-in creating considerable inertia and a pace of change insufficient to meet the task. Transition management has emerged as a promising approach to proactively manage and accelerate transitions in sectors like energy and water and has the potential to do so in manner that would help secure energy justice. However, the approach has been criticised for ignoring the political dynamics of transitions, risking procedural and recognition injustice for traditional energy production regions while increasing opposition to a transition. This paper uses a qualitative case study approach to understand how a transition to renewable energy generation could be achieved in a way that secures energy justice for traditional energy production regions like those of Gladstone in the Australian state of Queensland. The paper augments the transition management approach with the “just transitions” concept, which has emerged from labour movements as a means to mitigate negative impacts on workers and communities in traditional energy production regions, to create a “Just Transition Management” framework that is applied as a diagnostic tool to the case study. While results suggest a transition is imminent within Queensland, a lack of: consistent, supportive federal policy; long-term visions, and a clear process leaves it at risk of being captured by the powerful incumbent resources sector utilising an “environment vs. jobs” narrative. Yet, the results also suggest that adopting a just transition management approach has the potential to successfully resist the influence of the resources sector, by providing cheap, secure renewable energy and supporting affected workers into roles in the renewable energy sector using a reflexive, representative network governance approach. Data analysis reveals how the application of just transition principles has already engaged communities and unions that were previously sceptical of renewable energy. Overall, this study suggests that the just transition management framework assists in identifying the political barriers to transitions and energy justice more broadly, while also providing a management approach which creates powerful niche actor-networks to counter the narratives and influence of the incumbent resource sector. Introduction: Preliminary research has indicated that numerous drivers perceive their risk of traffic crash to be less than other drivers, while perceiving their driving ability to be better. This phenomenon is referred to as 'comparative optimism' (CO) and may prove to inhibit the safe adoption of driving behaviors and/or dilute perceptions of negative outcomes. The objective of this study was to investigate comparative judgments regarding crash risk and driving ability, and how these judgments relate to self-reported speeding. Method: There were 760 Queensland motorists comprised of 51.6% males and 48.2% females, aged 16–85 (M = 39.60). Participants completed either a paper or online version of a survey. Judgments of crash risk and driving ability were compared to two referents: the average same-age, same-sex driver, and the average same-age, same-sex V8 supercar champion. Results: Drivers displayed greater optimism when comparing their crash risk and driving ability to the average same-age, same- sex driver (respectively, 72%, 72.4%), than when comparing to a V8 supercar champion (respectively, 60%, 32.9%). When comparing judgements of crash risk and driving ability to a similar driver, it appears that participants in the present study are just about as optimistic about their risk of crash (i.e. 72%) as they are optimistic about their driving ability (i.e. 74.2%). • There are no comprehensive pre-post evaluations of bicycle passing distance rules. • The Queensland passing distance rule had high levels of awareness and compliance. • Countermeasure implementation sometimes precedes understanding of causation. • Countermeasure evaluations can generate data useful to understand crash causation. Close passes by motor vehicles endanger both the safety and comfort of bicycle riders. Governments in many countries have introduced laws requiring drivers to maintain at least a minimum distance between their vehicle and the cyclist they are passing, despite relatively poor understanding of the causes of bicycle overtaking crashes at the time. Queensland was the first state in Australia to introduce such a law, with a two-year trial commencing in April 2014. The data collected during the evaluation of the trial were later analysed to answer two main questions: "Under what circumstances do close passes occur?" and "Why do drivers pass too close?". The first question was largely approached by analysing the video observations of more than 18,000 riders (including 2,000 passing events) at 15 locations on Queensland roads and examining the infrastructure, traffic and road user characteristics that influenced passing distances. The second question was addressed in experimental studies which used the video observations as stimuli. This paper demonstrates how the political need for evaluation of a countermeasure can act as a stimulus for research funding that then allows data collection, analysis and better understanding of crash causation. Logically, introduction of a countermeasure should be based on a rigorous understanding of crash causation. • i-RAT (https://i.rat-net) is an APSIM-based interactive web application for sugarcane growers. • Users can easily conduct 'what-if' analyses without needing to setup APSIM-Sugar. • It assesses the impacts of changed irrigation practices on revenue, productivity, water quality, carbon/nitrogen cycles, and greenhouse gas emissions. • i-RAT promotes sustainable technologies for enhanced irrigation practices. Water pollution and climate change are among the greatest threats to the iconic Great Barrier Reef (GBR). To improve the GBR's long-term outlook, making improvements on these fronts is required. Owing to the complex interactions between soils, climate, and farm management, a tool is needed to guide agricultural land managers about which management practice changes are more likely to deliver improved water quality and climate resilience outcomes whilst maintaining profitability. Using concepts drawn from social studies of science and technology, a 'discussion' support system (DSS) named I rrigation R apid A ssessment T ool (i-RAT) was developed through participatory processes designed to enhance co-learning from the development of this DSS. i-RAT is a rapid assessment-visualisation tool in an interactive web application (https://i-rat.net) to visualise the impacts of changed irrigation practices for sugarcane farmers and extension staff. Specifically, i-RAT compares these impacts regarding farm economics, water quality, productivity, carbon and nitrogen cycles, and greenhouse gas emission. The core of i-RAT is the sugarcane module from the Agricultural Production Systems sIMulator (APSIM) modelling platform. i-RAT was first developed for the Burdekin sugarcane growing region in Queensland (Australia's largest sugarcane producing region). Various soil types and management scenarios representing farming practices in the Burdekin region were used for simulations (1971–2021) to generate a datacube. In this paper, we describe how fundamental learnings about more (drought) resilient farming systems and more sustainable irrigation practices can be extracted from i-RAT. Details of the participatory approach with research and industry partners that informed the design and function of i-RAT and how APSIM was set up and parameterised are described. The peak period of an energy-generating wave is one of the most important parameters that describe the spectral shape of the oceanic wave, as this indicates the duration for which the waves prevail with respect to their maximum extractable energy. In this paper, a half-hourly peak wave energy period (T P) forecast model is constructed using a suite of statistically significant lagged inputs based on the partial auto-correlation function with an extreme learning machine model developed and its predictive utility is benchmarked against deep learning models, i.e., convolutional neural network (CNN/CovNet) and recurrent neural network (RNN) models and other traditional M5tree, Conditional Maximization based Multiple Linear Regression (MLR-ECM) and MLR models. The objective model (ELM) vs. the comparison models (CNN, RNN, M5tree, MLR-ECM, and MLR) were trained and validated independently on the test dataset obtained from coastal zones of eastern Australia that have a high potential for implementation of wave energy generation systems. The outcomes ascertain that the ELM model can generate significantly accurate predictions of the half-hourly peak wave energy period, providing a good level of accuracy relative to deep learning models in selected coastal study zones. Our simulation of a geo-solar thermal power plant with this configuration has showed significant benefits compared to either solar thermal or geothermal plants in isolation. It is shown that the recuperator can be replaced by a less expensive shell and tube heat exchanger and a smaller, and hence less costly, recuperator while the overall efficiency gain is just under 5% compared to that of a solar thermal plant. The existence of freshwater is fundamental to all life on the planet. Water and society constantly shape and reshape each other. Historically and contemporarily, freshwater exists in dialectical relationship with societies. Despite this, most people seem to have an inadequate understanding of water. To explore this problem, this paper investigates how the concept of ‘water’ is constructed through the discursive practice of formal education in Queensland, Australia and Saskatchewan, Canada. A review of formal education curricula was chosen because schooling integrates students into a knowledge community focused on defined social and cultural knowledge. In other words, formal education shapes how individuals, communities and societies make sense of water. This analysis shows that water is constructed as a predominantly nature-based phenomenon and offered decontextualized. Understandings of extreme water events are virtually non-existent. This paper concludes with recommendations for future curriculum development, specifically ensuring that what is taught and how it is taught directly relates to the lives of the students and their community. • Up to a half of motor vehicle suicides may be unreported. • Unreported and confirmed cases of motor vehicle suicide share many common factors. • Unreported cases of motor vehicle suicide had a higher prevalence of females and multiple vehicle truck impacts compared to confirmed cases. • Information pertaining to the driver's psychosocial history is missing or unavailable in many coroners reports of driver fatalities. • A standardised procedure for conducting a psychological autopsy for motor vehicle suicide, may increase the accuracy of reporting the cause of such crashes. While suicide is recognised as one of the leading causes of death in Australia, it is often presumed that fatal road crashes are primarily accidental in nature. However, international research has indicated that deliberate attempts at self-harm while driving may account for between 1.1% and 7.4% of road crashes. Despite the personal and financial costs associated with such events, few studies have examined the extent of motor vehicle suicides (MVS) or the circumstances surrounding such incidents in Australia. Given this, the current study reviewed coronial, police and toxicology findings of 762 motor vehicle fatalities in Queensland (Australia) during the period 2011 to 2015 to determine the frequency of confirmed cases and explore the prevalence (and characteristics) of possible MVS that remain undetected. In total, 22 confirmed cases were identified, and such events shared significant similarities with 14 possible events, including evidence of recent emotional upset, adversity and mental health diagnoses. In contrast, differences between the groups were limited to confirmed cases being more likely to involve males and contain a suicide note or evidence of past suicidality, while possible cases were more likely to involve a multiple vehicle impact with a truck. Importantly, crucial information regarding the deceased's psychological state and life circumstances (e.g., psychological autopsy) was not reported in many cases. Corresponding qualitative analysis of the coroners final determination (between the two groups) revealed the occurrence of the word suicide to occur seven times (31.8%) among confirmed cases and five times (35.7%) for possible casers. Furthermore, the coroners final determination of intent to suicide was open or undetermined in six of the possible cases (43%), which further suggests a reluctance (or procedural uncertainty) to categorically identify MVS. The paper further reviews the main findings, illuminates core challenges associated with identifying MVS and proposes a need for future investigations to incorporate a more standardised and evidence-based approach in order to effectively identify such events. Australia places great importance on the prevention and management of emergency animal diseases (EAD), with strict quarantine measures offshore and at the border. Livestock producers are crucial for disease control onshore; however, limited information is available on commercial livestock producers’ practices in relation to the management of disease risks. The aims of this paper are to investigate how commercial beef producers in Australia’s Northern and Southern beef zones manage EADs and to identify drivers for effective biosecurity and EAD prevention. This paper forms part of a broader mixed methods research project involving an analysis of literature and current policies, qualitative semi-structured interviews with government and industry stakeholders and a cross-sectional study among beef producers. The cross-sectional study used a postal survey (n = 182) and face-to-face interviews (n = 34) to gather data on beef producers’ knowledge and practices on biosecurity and EADs and their communication networks. Findings indicate that producers are uncertain about the roles and responsibilities of stakeholders involved in biosecurity and EAD management. This uncertainty may create confusion about EAD management and impact upon producers’ willingness to report animal disease, with over 20% reporting the last veterinary contact more than five years ago and an additional 8.5% who had never contacted a veterinarian. Producers had a generally high awareness of the key sources of animal disease risk and they prioritise herd health planning as part of their everyday practices. Over 40% of producers had limited knowledge of the meaning of EAD; and EAD and biosecurity planning was given a low priority, primarily due to the perceived limited likelihood of an EAD event in Australia and the belief that EAD prevention is primarily the role of government. Only a moderate implementation of biosecurity practices, such as isolating incoming animals, having a single property entry point or keeping visitors’ records was reported. If faced with an unusual disease event, most producers would contact their private or government veterinarian; however, in some instances most would also treat themselves and over a third would do nothing. Findings from this study suggest that there is a need for better coordination between stakeholders to encourage a shared biosecurity and EAD understanding and to communicate a consistent message to all stakeholders including producers. Further, there is a need for improving producer awareness of the importance of EAD prevention and biosecurity practices as well as the stakeholders’ roles within the broader animal health system. Green infrastructure supports residential choice, provides sustainable transport and contributes to liveable neighbourhoods. This study investigates the value of green infrastructure, defined as built environment features (e.g., green spaces, beaches), facilities (e.g., fitness equipment in parks) and sustainable transport infrastructure (e.g., heavy rail, light rail and bus), to property prices in the Gold Coast, Queensland, Australia as a case study. The main difference of this study from previous ones is the evaluation scope is not limited or attached to a particular transport infrastructure project but instead considers a whole city. The impacts of green infrastructure are measured taking account of geographical differences across the city using a multi-level regression modelling approach to identify the implicit value of green infrastructure in residential property prices. The results suggest only those elements of green infrastructure that can provide a direct service to people (e.g., fitness equipment) are positively valued. Importantly from a sustainable transport perspective, the current public transport network and services have a negative impact on property price suggesting public transport might not be meeting property owners' expectations. Performance based planning (PBP) is purported to be a viable alternative to traditional zoning. The implementation of PBP ranges between pure approaches that rely on predetermined quantifiable performance standards to determine land use suitability, and hybrid approaches that rely on a mix of activity based zones in addition to prescriptive and subjective standards. Jurisdictions in the USA, Australia and New Zealand have attempted this type of land use regulation with varying degrees of success. Despite the adoption of PBP legislation in these jurisdictions, this paper argues that a lack of extensive evaluation means that PBP is not well understood and the purported advantages of this type of planning are rarely achieved in practice. Few empirical studies have attempted to examine how PBP has been implemented in practice. In Queensland, Australia, the Integrated Planning Act 1997 (IPA) operated as Queensland's principal planning legislation between March 1998 and December 2009. While the IPA did not explicitly use the term performance based planning, the Queensland's planning system is widely considered to be performance based in practice. Significantly, the IPA prevented Local Government from prohibiting development or use and the term zone was absent from the legislation. How plan-making would be advanced under the new planning regime was not clear, and as a consequence local governments produced a variety of different plan-making approaches to comply with the new legislative regime. In order to analyse this variation the research has developed a performance adoption spectrum to classify plans ranging between pure and hybrid perspectives of PBP. The spectrum compares how land use was regulated in seventeen IPA plans 1 1 Called planning schemes in Queensland. across Queensland. The research found that hybrid plans predominated, and that over time a greater reliance on risk adverse drafting approaches created a quasi-prohibition plan, the exact opposite of what was intended by the IPA. This paper concludes that the drafting of the IPA and absence of plan-making guidance contributed to lack of shared understanding about the intended direction of the new planning system and resulted in many administrative interpretations of the legislation. It was a planning direction that tried too hard to be different, and as a result created a perception of land use risk and uncertainty that caused a return to more prescriptive and inflexible plan-making methods. An important way to advance the profession of nursing, to promote best practice and to improve the quality of nursing care, is for nurses to publish. A publication track record is necessary to gain competitive research funding, build knowledge, disseminate new insights and advance the profession. However, academics often experience obstacles in publishing ranging from a pervasive teaching culture, lack of confidence in writing, and lack of strategies to write more strategically. The benefits of writing retreats have been discussed within the nursing and other academic literature but the specifics about the method as well as the unplanned benefits have not been explored. More exploration and discussion is needed about factors assisting writers to complete papers and successfully publish. This paper discusses a novel intervention which aimed to seed the beginnings of a flourishing scholarly community at a regional Queensland University. Introduction: Random Breath Testing (RBT) remains a primary method to both deter and apprehend drink drivers, yet a large proportion of road fatalities continue to be caused by the offense. Outstanding questions remain regarding how much exposure to RBT operations is needed to influence deterrence-based perceptions and subsequent offending. Method: Given this, licensed motorists (N = 961) in Queensland were recruited to complete a questionnaire either in the community (N = 741) or on the side of the road after just being breath tested (N = 243). Survey items measured different types of exposure to RBT operations (e.g., "seen" vs. "being tested") and subsequent perceptions of apprehension as well as self-reported drink driving behaviors. Results: The key findings that emerged were: motorists were regularly exposed to RBT operations (both viewing and being tested), such exposure was not significantly correlated with perceptions of apprehension certainty, and a sizable proportion reported engaging in drink driving behaviors (e.g., approx. 25%), although roadside participants naturally reported a lower percentage of offending behaviors. Importantly, it was revealed that current "observations" of RBT was sufficient, but not actual levels of active testing (which needed to be doubled). Nevertheless, higher levels of exposure to RBT operations was found to be predictive of a lack of intention to drink and drive again in the future. Conclusions: This paper suggests that mere exposure to enforcement may not create the intended rule compliance, and that the frequency of exposure is also essential for the roadside. This study aims to contribute a regional experience of establishing a credible estimation of the house price premium associated with solar photovoltaics (PV) and to reveal the change of the premium in response to the changing feed-in tariffs (FiTs). This paper used Python to crawl records of sold residential properties in Southport, Queensland from 2008 to 2018. An experimental group of 316 solar PV houses and a control group of 228 non-solar PV houses were extracted for analysis. Using the hedonic approach, the study found that the gross premium was 4.3% of the average house price; the average net premium (exclusive of the PV installation cost) was 21,403 AUD when the FiT was at 44 cents/kWh; when the FiT dropped to 8 cents/kWh, the gross premium fell to 2.4%, and the average net premium dropped to 5600 AUD. The study shows that a solar PV house does enjoy a premium in terms of property value and indicates that a higher solar rebate and subsidy leads to a higher premium. This paper proposes a multifunctional control strategy for battery energy storage systems (BESSs) in solar photovoltaic (PV) plants to avoid the unacceptable PV-power ramp-rate caused by PV variability. In addition to the PV variability tolerant ramp-rate control, the proposed multifunctional BESS control strategy is capable of maintaining a user-specified charging profile to store excess PV power while providing backup power support and charge maintenance, by accommodating diverse control functions time to time. Four control functions, namely, Rest (RST), Surplus Energy Storage (STR), Back-up Power Support (SPT) and Charge Maintenance (CMT) functions, are proposed in this article. Besides, extendibility of the proposed multifunctional strategy is presented by adding two action strategies – one with the STR function and another with the SPT function. Validation of the proposed control strategy is conducted by using real historical data from a utility-scale solar PV plant located in Queensland, Australia. Numerical analyses show that the strategy can successfully keep the PV ramp-rate within specified limit along with the user specified charge profile. Further, exploiting the real-field data, the proposed strategy is demonstrated through a real-time co-simulation study conducted in a MATLAB interfaced RSCAD-RTDS platform that can be used as Digital Twin (DT) for the PV plant. The study conceptualises water security indicators in the regional urban context for water security policy formulation and implementation. The paper used a Process Analysis Method (PAM) to develop and apply a set of Urban Water Security (UWS) indicators suitable for the regional urban water authorities. Australia has long been observed to experience the ENSO (El Niño Southern Oscillation) of periodic alternation of flooding and drought. Australia has experienced consecutive years of the La Niña cycle of heavy rain and flooding. At some stage, this will revert to one or more years of drought, often severe. In previous years of drought, consideration was given to alternative water supply, including recycled wastewater. Adaptation is now firmly embedded in the societal discourse regarding the management of climate risk. In this discourse, adaptation planning and implementation at the local level are seen as particularly important for developing robust responses to climate change. However, it is not clear whether the mantra that adaptation is local holds true given the multi-level nature of climate risk governance. Using a multi-method approach, this paper examines the extent to which adaptation should be framed as a local issue and, specifically, the role of local government in adaptation relative to other actors. In so doing, the paper first explores the extent to which the local framing of adaptation is embedded in the international adaptation literature. This is followed by a specific case study from Southeast Queensland, Australia, which focuses on the critical examination of the processes of responsibility shifting and taking among actors involved in coastal adaptation planning. Results indicate the assumption that adaptation is local remains widely held in adaptation science, although counter arguments can be readily identified. Interviews with adaptation actors revealed unclear divisions of responsibility for climate change adaptation as a significant constraint on actors’ willingness to implement adaptation. Furthermore, attributing responsibility for adaptation to local actors might not necessarily be a robust strategy, due to the existence of particularly strong constraints and value conflicts at local levels of governance. Greater appreciation by researchers and practitioners for the interactions between local actors and those at higher levels of governance in shaping response capacity may contribute to more equitable and effective allocations of responsibilities for adaptation action. • We present a multi-disciplinary collaborative approach for developing a regional scale climate adaptation plan with the health and wellbeing sector. • This includes an innovative engagement and policy mapping strategy. • We demonstrate the application of this approach for developing climate change adaptation plan for health and wellbeing sector in Queensland, Australia. • We find that direct engagement between various key stakeholders is a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The science of climate change and its impacts on health makes it clear that human health and wellbeing will be increasingly negatively impacted as a result of climate change. The health and wellbeing sector must respond to these growing pressures in order to continue to provide safe, quality care. Adaptation and mitigation policies need to be developed at different scales, including at a regional government level. Numerous challenges exist; for example, the necessity for collaboration between multiple agencies across scales, the tailoring of policies to the health issues specific to regions, and constraints on existing regional and local resources and adaptive capacities, to name a few. This paper presents a multi-disciplinary collaborative approach used to develop a regional scale climate adaptation plan with the health sector. Starting from a scientific understanding of climate change impact on the health sector in Queensland, Australia, the approach used an innovative engagement strategy to a) better understand awareness of relevant stakeholders about current and future climate change impact on the health of the population and on service provision, b) identify on-ground barriers to effective adaptation faced by the sector stakeholders, c) identify opportunities and benefits which would arise from adaptation, and d) identify what conditions or support stakeholders required to overcome those barriers, take advantage of opportunities, and achieve benefits from adaptation. Analysis of these findings guided the development of specific policy directions for the sector. We found direct engagement between various key stakeholders such as health service providers (e.g. hospitals), critical infrastructure providers, academics, local government authorities, and sub-sectors such as aged care and early childhood care facilities, was a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The resulting policy, grounded in the reality and experience of health and wellbeing sector stakeholders, reflects their insights and concerns, and served to develop a level of sectoral 'ownership' (not 'top-down' imposition) which will be important for its successful ongoing development and implementation. The approach and results of our 2019 paper (Brooke et al., 2019) have been criticised by Dougherty (2022). We examined the sensitivity of a tropical, coarse sand strandplain to changes in relative sea level as expressed through beach-ridge morphology and the elevation of beach berms preserved in the succession of cyclone-generated beach ridges at Cowley Beach, Queensland, Australia. Rather than presenting a new sea-level curve for this region as suggested by Dougherty, our 2019 study of the Cowley Beach strandplain revealed that when compared with the modelled Holocene relative sea-level record and sea-level indicator data for north-eastern Queensland, the strandplain morphology and stratigraphy provide a first-order representation of sea-level position. Importantly, Dougherty (2022) has overlooked the processes involved in the formation of beach ridges at this site and the spatial coverage of our analysis of the strandplain morphology. Both these factors are fundamental to the approach and conclusions of our 2019 paper. We reiterate here that the Cowley Beach strandplain morphology and succession of beach-berm deposits have elevation patterns that match well the broad trend in the regional relative sea-level model for the past 7 ka. We highlight those key beach-ridge formative processes and data limitations neglected in the Dougherty Comment. Finally, we note the challenges and opportunities for further research into the sedimentary records preserved in this distinctive type of tropical strandplain. • First-order changes of sea level can be detected in the Cowley Beach strandplain. • The coarse sandy ridges comprise a berm capped by cyclone-generated surge deposits. • Processes forming these ridges are in marked contrast to temperate strandplains. • There is negligible aeolian deposition contributing to these low-relief ridges. • Uncertainties in ridge elevation, age and GPR data limit sea-level reconstruction. This article explores forms of public administration and public policy associated with the governance of mining regions in Australia, many of which experienced unprecedented levels of resource-based development during the country's most recent mining boom. Drawing on data from a two-year investigation into the governance challenges associated with the resources boom, the authors document the different approaches adopted by State government authorities to deliver public infrastructure and services to mining-affected regions. This paper introduces a typology that classifies State government action by the extent to which it enables, influences, or harnesses private sector action to deliver public services. Analysis reveals that a range of environmental variables affect the prevailing governance model. Adopting a contingency approach, it is argued that governance arrangements should be viewed as dynamic, with State governments engaging in different approaches to policy implementation in response to location-specific environmental factors. • Individual state governments respond differently to demands for infrastructure and services in mining communities. • State government approaches are categorized according to whether they enable, influence, or harness private sector action to deliver public services. • Western Australia, Queensland and South Australia during the mining boom are characterised as enabling state, influencing state or minimal state. • The paths followed by each state were contingent on critical external influences. Increasingly communities and government are using sporting, recreation and festival events as drivers of economic growth in regional areas, particularly where these can be used to align with tourism activities. However a key challenge is to evaluate and prioritise investments in facilities and services for these types of events. It is difficult for local government and communities to identify exactly which opportunities to pursue, because of issues such as the large costs involved in providing infrastructure, maintaining facilities and hosting events, competition from other centres, the variety of sport and recreation possibilities, and the variation in potential market segments. In this paper we develop a framework to evaluate proposals as well as provide a simple assessment tool to help prioritise between options. A case study application to a regional city in Queensland, Australia, demonstrates that the majority of economic benefits from a sporting event can be estimated as the number of extra visitor nights generated by $45 per visitor night. The study finds little appreciation amongst government officials of emergent risk implicit in extreme weather events such as cyclones, little understanding of the nuances of risk transfer mechanisms beyond familiar traditional insurance and disaster funding mechanisms, and by default, a lack of appreciation of the relationship between the two. A lack of resource and leadership with respect to emergent risk, and an absence of dialogue between insurance brokers and local government concerning climate change risk arise as the main reasons for this result. This research is significant because it challenges current local government risk management practice through an exploration of the risks inherent in the process itself. This has potential social, economic and ecological ramifications in drawing attention to aspects of possible "uninsurability" and prospects of alleviation thereto. Further research is recommended to consider the insurance industry's part in this study's findings in order to inform current industry practice and thinking and further enlighten the causes of local government disengagement in this critical area. The economic impact of natural disasters has been neglected in the mainstream theories of development and economic growth. Only recently has a body of research into the economic effects of natural disasters begun to emerge. This recent research has taken into account the socio-economic impact of disasters, and has explored the influence of the pre-disaster socio-economic structure on the response to a disaster event when it occurs. However, a great deal of research fails to effectively examine this relationship within a general macroeconomic framework. In the absence of such attempts, this article aims to explore the dynamic effects of climatic disasters on key economic variables in the State of Queensland for the period of 2002 to 2011. The paper draws on the principles of a Kaleckian-Post- Keynesian multi-sectoral open economy theory, using powerful time series analysis and estimation techniques. Assuming natural disasters to be exogenous random shocks, this paper explores whether macroeconomic variables in the model differ significantly in their response to extreme climatic shocks. • E. pellita is a promising species for plantation development. • Water requirements of E. pellita plantation are unstudied. • Benefits of intercropping E. pellita with N-fixing species remain unclear. • Knowledge to support E. pellita plantations in tropics is not well-developed. • Benefits of E. pellita harvest residues on soil and tree growth remain unclear. This paper reviews current knowledge of Eucalyptus pellita plantations to identify management practices for optimizing productivity and maintaining sustainability in the equatorial and tropical environments where it is grown. A combination of genetic improvement and silvicultural practices have markedly improved E. pellita productivity in recent decades. The productivity of E. pellita plantations around the world ranges from 9.4 to 34.9 m3/ha/year, with a tendency to be more productive in regions that receive higher annual rainfall. Because responses vary on water-limited sites, site-specific management practices such as the planting of superior hybrids and clones, and stocking management, are important for optimizing E. pellita growth. We identified several research gaps in understanding the impact of E. pellita harvest residue management on tree growth, benefits of intercropping E. pellita with N-fixing species, the capability and required management of E. pellita coppices to develop new rotation, and E. pellita water use and water requirements. The uncertain taxonomic status of E. pellita is also noted – with the possibility that E. biterranea is a separate species in the more continuously warm and wet equatorial far northern Queensland and Papua/Papua New Guinea geographic range of E. pellita. This may have implications for the continuous development of genetic material for the range of environments currently planted with E. pellita – and for understanding the potential impacts of climate change on productivity, and pest and disease resistance. • We work on multiple wild animals detection and pose estimation. • We constructed a large wild animal surveillance dataset. • We proposed a ratio based data distillation framework. Monitoring wildlife populations and activities have significance for biology and ecology. With the rapid development of computer vision and deep learning techniques, it is possible to employ state-of-the-art convoluntional neural network (CNN) based detectors to process the big data from field surveillance cameras and assist in the following studies. However, data labelling during the training stage is a very time-consuming, labour intensive and expensive task. In this paper, we detect multiple animals (Kangaroo, emu, dingo, bird and wildcat) in the wild in an Omni-supervised learning setting. The unlabeled data from the surveillance cameras will be filtered and used for training via data distillation approach. Moreover, we also perform joint pose estimation and detection for Kangaroo which has the most samples in the dataset. To study the feasibility, we also built a large full high definition (HD) wild animal surveillance image dataset from collected data from several national parks across the State of Queensland in Australia and this dataset will be made publicly available. Inaccuracies in spatial modelling of coal properties can impact coal resource and reserve estimates. Geostatistical methods which account for compositional data have previously been recommended as a preferred method for modelling of coal properties. These methods can quantify uncertainty, can use auxiliary information to improve estimates, and ensure that compositional data (such as coal proximate analysis) is modelled in a mathematically consistent way. However, geostatistical methods have drawbacks in that have rigid statistical assumptions about the distribution and stationarity of the target variable and require variogram interpretation which can be onerous when then number of domains and target variables are numerous. Due to these drawback, inverse distance weighting (a simple deterministic method) remains the most popular method for modelling coal properties in Australian resource estimates. To address the drawbacks of geostatistical methods, a machine learning approach based on the quantile regression forest algorithm is proposed as an alternative method to spatially model coal properties. This newly proposed method, accounts for spatial arrangement of data, requires minimal pre-processing steps, can quantify uncertainty and can easily incorporate auxiliary information of various types. To evaluate the performance of this method, the accuracy of predictions of coal proximate analysis properties, and coal density are compared to the predictions of inverse distance weighting and regression kriging. All methods incorporate isometric log ratio transform and back-transform of data in order to account for the compositional nature of coal proximate analysis. Data from an active coal mine in the Bowen Basin, Queensland Australia was used as basis of the results. A unique feature of the mine site in this basin is the presence of intrusion which impacts coal quality properties to various degrees. Using evaluation metrics from leave-one-out cross-validation, this paper demonstrates that quantile regression forest has higher accuracy, lower bias and higher precision than inverses distance weighting across all coal properties. The paper also shows that results of the new method are very similar or better than regression kriging. It is also demonstrated that the prediction maps produced by quantile regression forest could be used to more accurately map out coal impacted by intrusion compared to inverse distance weighting, and that inverse distance weighting overestimates the impact of intrusion and intrusion extent. A drawback of the method compared to inverse distance weighting, is that it is more computationally demanding, less intuitive and is currently not available in existing geological packages. Abstract: This paper provides an historical analysis of the National Country Music Muster, a country music festival held in a forest outside of Gympie, a town in rural southeast Queensland, Australia, between the period 1982 and 2006 (the first twenty-five years of the event). This article analyses the origins of the Muster, demonstrating how local events are often developed as a result of regional traditions and assets, or ‘countryside capital’ (Garrod et al., 2006). While this countryside capital was used to develop the Muster, this paper will demonstrate the event created its own capital, which the Gympie community has then utilised. The Muster has enabled the development of community capacity in three key ways: community not-for-profit groups have received increased income through participation as volunteers at the Muster; collaborative efforts between groups have developed senses of community on site; and the Muster has fostered social capital development by encouraging volunteer groups to work on site, all of which, of course, ensures the Muster continues to operate. Additionally, the Muster has provided the impetus for the creation of two country music focused cultural institutions in Gympie, as well as several spin-off events, which seek to capitalise on the increased traffic through town during the Muster period. Each of these institutions and spin off events has helped embed country music within Gympie’s cultural economy. Further, they provide a clear demonstration of a rural community actively and creatively deploying its cultural capital in order both to buttress itself against fluctuations in the town’s fortunes and to assert a locally relevant country identity. Abstract: Transporting captured carbon dioxide (CO2) to injection sites can be a significant component of the costs of CCS. This cost can make the difference between an economically viable and an unviable CCS project. Therefore, optimising transport costs is important in minimising overall costs. Although the timing of the deployment of CCS network components is a highly relevant aspect of network design, it also increases the complexity of the design problem significantly. As a first approximation, this paper describes a procedure for obtaining near-optimal CO2 pipeline networks with minimal cost per tonne of CO2 avoided, under the simplifying assumption of fixed steady state flow. The effect of a staged deployment of CCS over time is therefore not considered for this analysis. The procedure presented in this paper is a high-level decision tool that can help determine which characteristics of a CO2 transport network are most important from the point of view of reducing the cost of avoiding CO2. The design procedure allows the specification of multiple emission sources, capture plants and injection locations, and does not assume a predefined fluid velocity inside the pipelines, but uses a genetic algorithm for minimising the cost of the network per tonne of CO2 avoided. The total cost of the CCS network includes the costs of building, operating and decommissioning the capture plants, pipeline network and injection sites. As a case study, the procedure is used to design a CCS network for a set of emission sources in the south-eastern Queensland region in Australia. Different emission sources and injection locations are considered. All emission sources are assumed to commence deployment of CCS concurrently and all pipelines and injection facilities are assumed to begin operating at the same time. The pipeline network obtained from applying this procedure is compared to existing pipeline routes. The near-optimal network transports all of the captured CO2 in a branching network and stores the CO2 close to the emission sources. It was found that the near-optimal network design for this case is largely insensitive to variations of the modelling parameters within typical ranges. [Copyright &y& Elsevier]

Abstract: The focus of this paper is to compare different evaluation frameworks for selecting landholder proposals to improve water quality. The case study is a water quality tender performed in the Burdekin region in Northern Australia in 2007/2008 where bids could be assessed using an inputs-based best management practice scorecard or an outputs-based auction metric. The scorecard approach and other variants of multi-criteria analysis are commonly applied in grant schemes, where landholder proposals are rated by a range of inputs-based criteria. Output-based approaches are typically applied in water quality and conservation tenders, where an environmental benefits index is constructed to summarise the environmental improvements generated by each proposal. These then allow projects to be selected on the basis of cost effectiveness. The case study evaluation reported in this paper demonstrates that the input focus of multi-criteria analysis type assessments are flawed, and that the efficiency of public funding can be more than doubled using auction metrics to assess proposals for landholders to improve water quality. Forecasting population growth to meet the service needs of a growing population is a vexed issue. The task of providing essential services becomes even more difficult when future population growth forecasts are unavailable or unreliable. The aim of this paper is to identify the main methods used in population forecasting and thereby select an approach to demonstrate that such forecasting can be undertaken with certainly and transparency, barring exogenous events. We then use the population forecasts to plan for service needs that arise from changes in population in the future. Interestingly, although there are techniques available to forecast such future population changes and much of this forecasting occurs, such work remains somewhat clouded in mystery. We strive to rectify this situation by applying an approach that is verifiable, transparent, and easy to comprehend. For this purpose we select two regional councils in Queensland, Australia. The experience derived from forecasting shows that forecasts for service needs of larger populations are more easily and accurately derived than for smaller populations. Hence, there is some evidence, at least from a service provision point of view, to justify the benefits of council/municipality amalgamation in recent times in Australia and elsewhere. The methodology used in this paper for population forecasting and the provision of service needs based on such forecasts will be of particular interest to policy decision-makers and planners. Although the branding literature commenced during the 1940s, the first publications related to destination branding did not emerge until half a century later. A review of 74 destination branding publications by 102 authors from the first 10 years of destination branding literature (1998–2007) found at least nine potential research gaps warranting attention by researchers. In particular, there has been a lack of research examining the extent to which brand positioning campaigns have been successful in enhancing brand equity in the manner intended in the brand identity. The purpose of this paper is to report the results of an investigation of brand equity tracking for a competitive set of destinations in Queensland, Australia between 2003 and 2007. A hierarchy of consumer-based brand equity (CBBE) provided an effective means to monitor destination brand positions over time. A key implication of the results was the finding that there was no change in brand positions for any of the five destinations over the four year period. This leads to the proposition that destination position change within a competitive set will only occur slowly over a long period of time. The tabulation of 74 destination branding case studies, research papers, conceptual papers and web content analyses provides students and researchers with a useful resource on the current state of the field. Abstract: ZeroGen Pty Ltd (ZeroGen) recently announced its plan to develop the world’s first commercial-scale 450MW clean coal power plant by 2017 in Queensland, Australia. Since the Queensland Government first announced the project in early 2006, stakeholder engagement activities have been a key priority for ZeroGen. The company understands that stakeholder perceptions, particularly of the safety of carbon dioxide (CO2) capture and storage (CCS) processes, represent a key challenge to the commercialisation of clean coal technologies. As a result, ZeroGen has developed and implemented an advanced consultation framework to actively engage a wide range of stakeholders to address this challenge. This paper details the consultation framework and outlines the findings of research conducted to assess the perceptions of community leaders where the project’s CCS activities are occurring. The paper confirms that the consultation processes deployed by ZeroGen to date have been successful in overcoming a key challenge to the commercialisation of clean coal technologies involving CCS. Abstract: This paper uses data from a survey of visitors to the Carpentaria Shire in Queensland, Australia to investigate some of the economic and environmental (predominantly fishing) impacts of different visitor segments. The results show that different types of visitor generate different economic and environmental impacts and that the current visitor mix contributes most (financially) to caravan parks and local stores while drawing heavily upon local fishing stocks. The paper argues that in the short to medium term it is paramount for the continued success of tourism to manage the recreational fisheries. In the medium to long term, a more diverse range of visitor types could generate larger regional economic benefits, a broader distribution of benefits, and less reliance on just one of the region''s otherwise plentiful natural resources. Abstract: Adaptive management is the pathway to effective conservation, use and management of Australia’s coastal catchments and waterways. While the concepts of adaptive management are not new, applications involving both assessment and management responses are indeed limited at the national and regional scales. This paper outlines the components of a systematic framework for linking scientific knowledge, existing tools, planning approaches and participatory processes to achieve healthy regional partnerships between community, industry, government agencies and science providers to overcome institutional barriers and uncoordinated monitoring. The framework developed by the Coastal CRC (www.coastal.crc.org.au/amf/amf_index.htm) is hierarchical in the way it displays information to allow associated frameworks to be integrated, and represents a construct in which processes, information, decision tools and outcomes are brought together in a structured and transparent way for adaptive catchment and coastal management. Abstract: The Australian and New Zealand Guidelines for Fresh and Marine Water Quality (ANZECC Guidelines) provide default national guideline values for a wide range of indicators of relevance to the protection of the ecological condition of natural waters. However, the ANZECC Guidelines also place a strong emphasis on the need to develop more locally relevant guidelines. Using a structured framework, this paper explores indicators and regional data sets that can be used to develop more locally relevant guidelines for the Great Barrier Reef World Heritage Area (GBRWHA). The paper focuses on the water quality impacts of adjacent catchments on the GBRWHA with the key stressors addressed being nutrients, sediments and agricultural chemicals. Indicators relevant to these stressors are discussed including both physico-chemical pressure indicators and biological condition indicators. Where adequate data sets are available, guideline values are proposed. Generally, data were much more readily available for physico-chemical pressure indicators than for biological condition indicators. Specifically, guideline values are proposed for the major nutrients nitrogen (N) and phosphorus (P) and for chlorophyll-a. More limited guidelines are proposed for sediment related indicators. For most agricultural chemicals, the ANZECC Guidelines are likely to remain the default of choice for some time but it is noted that there is data in the literature that could be used to develop more locally relevant guidelines. Abstract The emergence of knowledge economy has prompted many cities across the globe to provide special zones for concentrated knowledge and innovative activities. These zones require specific place characteristics to foster, attract and retain talent and investment and inconsequence accelerate their socioeconomic performance. Our understanding on such characteristics of these zones—so-called innovation districts—, however, still remains limited. This paper aims to identify the essential place characteristics of innovation districts. The methodological approach includes mixed methods—qualitative and quantitative—to analyse data from three case studies that are designated as innovation districts in Brisbane, Australia. The results reveal a list of essential place characteristics and specific strengths and weaknesses of the investigated case innovation districts in fostering, attracting and retaining talent and investment. The findings of the study inform policymakers, urban and economic development planners, architects and urban designers in their decisions on various aspects of innovation districts. This paper presents the functionality of the newly designed hybrid evolutionary algorithm (HEA) applied for synthesizing predictive rules from complex ecological data by providing the options for: (a) modelling single or multiple rules and (b) optimizing model parameters by Hill Climbing (HC) or Differential Evolution (DE). The effectiveness of the improved HEA is tested by predictive modelling of chlorophyll-a and the tropical cyanobacteria Cylindrospermopsis monitored in the Wivenhoe Reservoir in Queensland (Australia) from 1998 to 2009. The paper validates results of the alternative optimization algorithms and model structures, and provides insights into ecological relationships captured by the models by means of sensitivity analyses.
