The increasing building energy consumption in China has been acknowledged as a key concern in future climate mitigation and sustainable development. Though reliable accounting of energy consumption is the prerequisite, estimates of China's building energy consumption remain subject to large discrepancies. One of the primary causes of these disparities is an inaccurate estimation of building energy intensities due to flaws in estimation methods and data. Here, we present a bottom-up approach and use large-scale nationwide building energy survey data (covering 30 provinces, four different types of buildings, and district heating from 2009 to 2016) to correct the existing, widely used assumption of normal distribution for building energy intensity and provide a more accurate estimate of building energy consumption in China. The industrial sector is characterized by high energy consumption and high carbon emissions. It is of great significance to clarify the determinants of industrial CO 2 emissions for emissions abatement policy making. For this purpose, a comprehensive decomposition framework that can quantify the impacts of both oriented technologies and economic factors on CO 2 emissions is developed. By applying the proposed decomposition framework, this paper investigates the determinants of China's industrial CO 2 emissions. The main findings show that, during the study period, (1) investment scale expansion was the leading factor promoting emissions growth; (2) against our expectations, efforts for energy structure adjustment failed to curb emissions but had marginal promoting effects on emissions growth; (3) energy-oriented and output-oriented technologies were indispensable contributors to emissions mitigation, followed by decreases in investment efficiency, potential energy intensity, and the CO 2 emission coefficient; and (4) energy use efficiency and production efficiency changes usually exerted moderate influences on industrial CO 2 emissions, and their influencing directions were sensitive in different sub-industries and Five-Year Plan periods. In most situations, the inhibiting effects could not counteract the promoting effects. • Forest residues, a renewable energy, have great potential to substitute fossil fuels to reduce enormous pressures of energy shortages in mitigating climate change. However, it is a challenge to quantify forest residues at a fine spatial scale due to large spatial variations of forest species and lacking of suitable research methods. In addition, the natural decomposition of forest residue is often ignored in future greenhouse emission prediction, • We estimated the total forest residues in China reached 152.13 million t in 2018. The forest residues had faster decomposition rate (annual natural decomposition value of carbon from forest residues) in the first ten years, and then gradually decreased. In the first 14 years, the half forest residues was decomposed. The national contribution to climate change (CCC) from forest residues over one-hundred-year reached 49.27 million t CO 2 eq. The peak values of the provincial annual CCC were reached within 15 years and we found that the highest annual CCC occurred in the second year since the natural decomposition. • There are two major contents. First, a method is put forward to downscale the reserve of forest residue to county-level administrative unit. Prior to this, the resolution of the estimations was generally at provincial level. Obviously, more refined data was conducive to encourage the utilization of biomass by providing references for policymakers and investors. Second, a new index was implemented to assess the contribution of the natural decomposition of unused forest residues to climate change. • We estimated that CCC caused by their natural decomposition reaches 4.927 million t CO 2 eq, which was 0.96%−6.5% of other carbon emission sources (i.e. staple crops, inland water) in China. From a global perspective, such carbon emission was 0.015% of global wetland carbon emissions and 1.59% of global peat land carbon emissions. • Our study provides new data to support future climate mitigation, reducing the significant uncertainty in related research, and will make researchers, policymakers, and investors recognize the great potential of forest residues as an energy source and the significant contribution of their natural decomposition to climate change and promote carbon neutrality transition. For many years, China has invested effort into achieving resource conservation and environmentally friendly economic development. The measures implemented include promoting technological innovation, market-oriented reform and industrial structure adjustment. But there are open questions: What have the effects of these measures been? Have they helped China achieve win-win development in terms of its resources, environment, and economy? This paper aims to answer these questions by using a newly proposed global three-hierarchy meta-frontier Luenberger index that can quantify the effects of promoting technological innovation, industrial restructuring, etc., on economic growth, energy conservation and emissions reduction. The results show that (1) during 2001–2016, China's energy efficiency, economic efficiency, and emissions efficiency improved, indicating that China's efforts have brought about the win-win development of resources, the environment, and the economy; (2) the implemented measures have heterogeneous effects on economic growth, energy conservation, and emissions reduction. The implemented measures are generally beneficial to energy conservation and emissions reduction but potentially harmful to the economy; (3) the effects of these measures on economic growth, energy conservation and emissions reduction across China's regions and provinces are also quite different, indicating that local provincial governments should have a clear understanding of their own characteristics before implementing the relevant policies and measures. • A global three-hierarchy meta-frontier Luenberger index was proposed for the study. • It can quantify the effects of China's efforts on economy, energy, and emissions. • Results show that China's efforts have brought about a win-win development. • There are the heterogeneities of China's pathways to economic growth, energy conservations and emissions reductions. • The future strategies for China's win-win development should take the heterogeneities into account. Curbing the increasing carbon emissions from residential and commercial buildings would be of great importance for achieving China's NDC (Nationally Determined Contributions) target. However, studies on city-level emission pathways and mitigation strategies aiming at building sector are still far from sufficient, especially for regions in Central China. Considering the large potential for further building energy demand increase within this area, this study focuses on Hubei, one of the first batch low-carbon pilot provinces to investigate the possibility of earlier emission peak and reduction potentials by prefecture-level city. When downscaling provincial energy use and emissions estimated from local government plans and academic research, statistical data was applied to exploring the relationship between building energy consumption and socioeconomic variables, then spatial allocation factor could be generated after combining with projections of grid-level GDP and population. Results show that by replacing coal and natural gas (NG) that are currently the main heating & cooking energy sources with more electricity and renewable energy, emissions from the building sector would peak around 2025, which is especially true for three major big cities with higher emission growth rate due to population and urban expansions. Moreover, when considering additional improvement on building energy efficiency, provincial reductions burden would be more evenly distributed among cities. It is implied that by formulating tiered mitigation policies for cities at various economic development levels, including decarbonization of energy structure and improvement of energy efficiency, more cities would peak their emissions from the building sector before 2030. Abstract As part of its Paris Agreement commitment, China pledged to peak carbon dioxide (CO 2) emissions around 2030, striving to peak earlier, and to increase the non-fossil share of primary energy to 20% by 2030. Yet by the end of 2017, China emitted 28% of the world's energy-related CO 2 emissions, 76% of which were from coal use. How China can reinvent its energy economy cost-effectively while still achieving its commitments was the focus of a three-year joint research project completed in September 2016. Overall, this analysis found that if China follows a pathway in which it aggressively adopts all cost-effective energy efficiency and CO 2 emission reduction technologies while also aggressively moving away from fossil fuels to renewable and other non-fossil resources, it is possible to not only meet its Paris Agreement Nationally Determined Contribution (NDC) commitments, but also to reduce its 2050 CO 2 emissions to a level that is 42% below the country's 2010 CO 2 emissions. While numerous barriers exist that will need to be addressed through effective policies and programs in order to realize these potential energy use and emissions reductions, there are also significant local environmental (e.g., air quality), national and global environmental (e.g., mitigation of climate change), human health, and other unquantified benefits that will be realized if this pathway is pursued in China. Petroleum coke, a non-environmentally friendly energy source, is gradually replacing other power fuels in China’s industrial enterprises because of its price advantage. Petroleum coke has high emission factors and thus emits more greenhouse gases (GHGs) and air pollutants than even raw coal. This study first examines the rapid growth of petroleum coke consumption in China since 2010 by industry sector and region and then estimates the petroleum coke-related emissions. We conclude that the total consumption of petroleum coke increased by 18.9% from 2010 to 2016 and that the industry final consumption for burning in boilers increased dramatically (by 158.2%). Petroleum coke-related CO 2 emissions reached 28 million tonnes in 2016, whereas CH 4 and N 2 O emissions totaled 870 and 143 tonnes, respectively. The increased use of petroleum coke will increase the urgency for the development of climate change mitigation and emissions reduction measures in China. We propose several possible policy suggestions for petroleum coke management and emissions control, such as strongly restricting the production and import of high-sulphur petroleum coke, as well as burning petroleum coke to provide power; more power plants and industrial kiln stoves/boilers should be equipped with efficient decontamination systems; the development of advanced industrial processes and the clean utilization of petroleum coke should be encouraged. The iron and steel industry plays an important role in mitigating global climate change. As the largest steel producer and consumer, China bears the primary responsibility for energy savings and CO 2 emission reduction in the iron and steel industry. In this study, taking China as the empirical context, we analyze the effectiveness of the following four strategies on the potential of energy savings and emission reduction: phasing out backward production capacity in accordance with the current major policies, adjusting the production structure to increase electric arc furnace steelmaking, promoting low-carbon technologies, and switching to clean fuels. Under the principle of cost minimization, the mitigation potential of different strategies until 2030 and the technological development paths for reducing energy and CO 2 emissions in China’s iron and steel industry are identified via an established National Energy Technology model. The results show that promoting low-carbon technologies is the most effective strategy for energy savings and emission reduction alongside cost minimization. Compared with existing policies, these strategies could lead to a cumulative reduction of 818.3 MtCO 2 (4.1%) during the period 2015–2030. Therefore, policy makers should provide financial or administrative support to promote the development of specific production and low-carbon technologies such as non-blast furnace iron-making and endless strip production. Cities are the major contributors to global carbon dioxide emissions; however, the carbon transfers embodied in cities' domestic and foreign trade have not been fully discussed. As carbon emissions from different domestic and foreign trade partners have not been distinguished, and since China's four municipalities (Beijing, Tianjin, Shanghai and Chongqing) carry an increasingly significant responsibility for carbon reduction in China, a multi-scale and multi-regional carbon emission assessment is applied to identify their emission transfers to and from 26 domestic provinces and 184 foreign economies. The results show that the intensities of the four municipalities are mainly above the international standard (0.14 kg/CNY) but beneath the Chinese average (0.24 kg/CNY). 71.72%, 55.35%, 65.34% and 33.65% of their emissions are imported from other regions. Generally, the four municipalities are net recipients of domestic carbon transfers and suppliers of foreign carbon transfers. Carbon transfers from Hebei to Beijing and Tianjin, Zhejiang to Shanghai, and Sichuan to Chongqing as well as from Beijing and Tianjin to Japan and South Korea and from Shanghai and Chongqing to the United States and Germany are identified in domestic and foreign supply chains. The multi-scale and multi-regional simulation and assessment in this work allows us to identify the carbon emissions not only within a city's boundaries but also via inter- and intra-national trade, providing a solid foundation for the carbon emission assessments of Chinese mega cities from an embodied perspective. Black carbon mitigation has received increasing attention for its potential contribution to both climate change mitigation and air pollution control. Although different bottom-up models concerned with unit mitigation costs of various technologies allow the assessment of alternative policies for optimized cost-effectiveness, the lack of adequate data often forced many reluctant explicit and implicit assumptions that deviate away from actual situations of rural residential energy consumption in developing countries, where most black carbon emissions occur. To gauge the theory-practice gap in black carbon mitigation – the unit cost differences that lie between what is estimated in the theory and what is practically achieved on the ground – this study conducted an extensive field survey and analysis of nine mitigation technologies in rural China, covering both northern and southern regions with different residential energy consumption patterns. With a special focus on two temporal characteristics of those technologies – lifetimes and annual utilization rates, this study quantitatively measured the unit cost gaps and explain the technical as well as sociopolitical mechanisms behind. China is the world's largest energy consumer and CO 2 emitter. Cities contribute 85% of the total CO 2 emissions in China and thus are considered as the key areas for implementing policies designed for climate change adaption and CO 2 emission mitigation. However, the emission inventory construction of Chinese cities has not been well researched, mainly owing to the lack of systematic statistics and poor data quality. Focusing on this research gap, we developed a set of methods for constructing CO 2 emissions inventories for Chinese cities based on energy balance table. The newly constructed emission inventory is compiled in terms of the definition provided by the IPCC territorial emission accounting approach and covers 47 socioeconomic sectors, 17 fossil fuels and 9 primary industry products, which is corresponding with the national and provincial inventory. In the study, we applied the methods to compile CO 2 emissions inventories for 24 common Chinese cities and examined uncertainties of the inventories. Enhancing the warm-limiting targets to from below 2 °C to 1.5 °C is of great significance for climate change mitigation, during which the carbon capture and storage (CCS) of China is playing an important role. By framing a multi-model analysis to compare IAMs, this study aims to explore how China can contribute to the global 1.5 °C target, consistent with achieving its carbon neutrality goal. Our multi-model assessment shows that the enhanced targets will advance the reach time of China's carbon peak and neutrality. Under a relatively smooth emission path curve with CCS, China's carbon emissions will decrease sharply by the end of this century. It is estimated that China's negative carbon emissions will contribute nearly one-fifth of the global negative emissions in 2100, with its CCS-captured emissions accounting for 14%. In the energy system, fossil- and biomass-CCS will develop rapidly, with the proportion of biomass with CCS dramatically increasing to 29% and 17% under the 1.5 °C and 2 °C scenarios, respectively. There will be a relatively large gap between the capital and final use costs of CCS, which may weaken the technical advantage when competing with renewables during the life cycle. While the overall control of the energy consumption in the later period will rely more on the proportional adjustment and the coordination between biomass with CCS and clean energy. The Ten-Thousand Enterprises Program is China’s keystone energy conservation and climate change program. The program has effectively created a class of energy-intensive enterprises that are regulated by the government for energy conservation purposes. Through an empirical study conducted in Changchun, this paper shows that the adoption of energy efficiency technologies and practices has been highly uneven in this class of enterprises because of two reasons. First, a de facto two-tier regulatory system has emerged within the framework of the Ten-Thousand Enterprises Program. Central state-owned enterprises are closely regulated by the State-Owned Assets Supervision and Administration Commission (SASAC) which is a central government apparatus, whereas local state-owned enterprises and privately owned enterprises are regulated by the local government, which has fewer resources and incentives to implement the program rigorously. Second, the Ten-Thousand Enterprises Program bundles together different types of enterprises. This approach places smaller enterprises at a disadvantage and limits their ability to conserve energy. • The climate change mitigation efficiency of electric vehicle charging infrastructure (EVCI) in 30 provinces of China is assessed from 2016 to 2019, using slack-based data envelopment analysis (SBM-DEA) and Malmquist Productivity IIndex. • There are substantial regional disparities in China's EVCI mitigation efficiency and its dynamic change. • Resource utilization and energy structure are proved to have significant impacts on the mitigation performance of EVCI. • By intergrating with circular economy and energy transition, EVCI can perform better in accelerating carbon emission abatement. As electrification becomes one of the most promising ways for low carbon transition in the transport sector, electric vehicle charging infrastructure (EVCI) has been widely perceived as a vital public service and strategic asset for supporting the transition in China. Considering the massive investments required by EVCI deployment and the urgent need to mitigate climate change, it is significant to maximize the environmental benefits of EVCI with limited resources. However, current studies mainly focus on the economic efficiency of EVCI, with limited attention to the environmental perspective. Hence, this study employs the slacks-based data envelopment analysis (SBM-DEA) model and Malmquist Productivity Index to evaluate the climate change mitigation efficiency of EVCI in 30 provinces of China from 2016 to 2019. The results show substantial inter-provincial variations in current efficiency levels and dynamic changes. To explain the differences and provide theoretical reference for future improvement, this study conducts determinant analysis and finds that resource utilization and energy structure have significant impacts on EVCI mitigation efficiency. Based on the results, this study further puts forward targeted efficiency improvement strategies for provinces at different development stages from circular economy and energy transition perspectives. Greenhouse gas (GHG) emissions from energy consumption have become a major focus all over the world. Cities, especially, are playing an important role in responding to the challenges of global climate change. However, there is still a lack of case studies on the whole life stage (including energy import, production, and consumption) at the city level. This is the first study to systematically estimate the whole lifecycle GHG emissions of urban energy consumption in Macau using the life cycle assessment (LCA) method. It identifies the main contributors, draws the balance framework diagram of energy GHG emissions, and proposes the effective reduction measures through a scenario analysis. The results show that the total GHG emissions of energy consumption in Macau increased from 2.10 × 103 kt CO 2 eq. in 2000 to 5.34 × 103 kt CO 2 eq. in 2018. In 2018, the energy-related GHG emissions in the import phase, production phase, and consumption phase were 3.37 × 103, 4.08 × 102 and 5.34 × 103 kt CO 2 eq., respectively. Since the return of Macau from Portugal to China (December 20, 1999), its GHG emissions from energy import have come to depend more on Mainland China, increasing from 71% in 2000 to 98% in 2018. For the consumption phase, indirect GHG emissions are more important, accounting for 75.3% of total GHG emissions in Macau. From the final consumption perspective, the gambling industry results in the largest GHG emissions (38.07% in 2018), followed by the transportation industry; while for the final energy consumption types, electricity consumption has become the predominant source. The scenario analysis shows that under an ideal scenario, the GHG emissions can be slowed down and will peak in 2033. Climate change mitigation and renewable resources utilization are becoming particularly urgent for energy system management. In this study, a bi-level joint-probabilistic programming (BJPP) method is developed for planning multi-regional energy system under different mitigation policies and uncertainties. BJPP can handle leader–follower issues in decision-making process as well as examine the risk of violating joint-probabilistic constraints. Based on the BJPP method, a China's multi-regional energy system (named as BJPP_CMES) model is formulated to provide optimal scheme for energy system planning of China over a long-term horizon (2021–2050) by synergistically minimizing carbon dioxide (CO 2) emission and system cost. A series of scenarios associated with different carbon capture and storage (CCS) levels and violation risks of energy-demand constraints are examined. Results reveal that: (i) the share of non-fossil energy in China's energy supply would keep increasing in 2021–2050, and the highest growth of the renewable supply would occur in Ningxia (rising 47.7%); (ii) Sichuan, Inner Mongolia, and Gansu would be the top three suppliers of renewable electricity; (iii) the CO 2 emission of China would reach a peak of [44.3, 54.8] billion tonnes during the period of 2026–2030; Shandong, Inner Mongolia, and Shanxi would be main contributors of CO 2 emission in the future; (iv) compared with the single-level model, the CO 2 emission from the BJPP_CMES model would reduce by [2.7, 5.7]%; (v) among developed regions, the individual probability level of Jiangsu-Zhejiang-Shanghai is the most significant parameter for both CO 2 emission and system cost. The findings are helpful for decision makers to optimize multi-regional energy system (MES) with a low-carbon and cost-effective manner, as well as to provide useful information for renewable energy utilization and regional sustainable development. • Energy upgrade is promoted by interprovincial coordinating of economy and resource. • Energy upgrade is determined by change of farmers' preference for low-quality energy. • Energy upgrade can be promoted together in agriculture and rural life. Rural energy upgrade in developing countries is an essential part of the world climate mitigation work. To systematically promote rural energy upgrade, we took the case of China and used a spatiotemporal model to investigate the spatiotemporal characteristics of energy ladders in agriculture and rural life of developing countries. The proportion of clean energy consumption in agriculture showed an interprovincial competition effect, whereas the proportion of oil consumption in rural life showed a demonstration effect. Severe reliance on coal hinders energy upgrade. Urbanisation has improved the clean level of energy use in agriculture but does not significantly affect the in rural life. Technological progress has increased the proportion of clean energy consumption but has little impact on the proportion of oil and gas consumption. The abundance of coal resources has prompted the massive use of coal and coal-fired power. Energy-use habit promotes the use of all types of energy. Except for that of gas, the consumption of different types of energy in agriculture and rural life mutually promotes. In summary, the development of energy technologies should be established based on the regional resource endowment and economic development level. Also, subsidy principles for clean energy projects should be established based on the development level of the agriculture and residents' income. Rural energy upgrade is coordinated with urbanisation and the modernisation of the agriculture and rural life styles while paying attention to the mutual promotion between the agriculture and rural life. During the change of the energy-use habit under policy guidance, attention must be paid to interprovincial cooperation. Abstract: Likely increase in energy use in air-conditioned office buildings due to climate change in subtropical Hong Kong was estimated for two emissions scenarios. Towards the end of the 21st century (i.e. 2091–2100), the average annual building energy use would be 6.6% and 8.1% more than that in 1979–2008 for low and medium forcing, respectively. Potential mitigation measures concerning the building envelope, internal condition, lighting load density (LLD) and chiller plant were considered. Thermal insulation to the external wall would not be effective to mitigate the expected increase in building energy use due to climate change. Controlling the amount of solar heat gain through the window would be a better option. Lowering the current LLD of 15W/m2 to about 13W/m2 would result in substantial energy savings because of the reduction in electricity consumption for both electric lighting and air-conditioning. As for the chiller plant, the coefficient of performance (COP) should be improved from the current minimum requirement of 4.7 to at least 5.5 to alleviate the impact of climate change. A successful transformation from conventional to renewable energy can contribute to climate change mitigation and regional development. As the co-host city of the 2022 Winter Olympic Games and the only National Renewable Energy Demonstration Zone in China, Zhangjiakou urgently needs to transform its conventional energy-dependent industries. This paper establishes a Long-range Energy Alternatives Planning System (LEAP)-Zhang model to examine the environmental and socio-economic effects of renewable energy development in Zhangjiakou by projecting the energy consumption and associated greenhouse gas emissions by various sectors over the 2016–2050 period. Two scenarios are designed, i.e., the business as usual scenario (BAU) and the integrated scenario (INT) (including three sub-scenarios, i.e., renewable energy alternatives scenario (REA), industrial structure optimization scenario (ISO) and energy saving facility scenario (ESF)). Results indicate that under the INT scenario, Zhangjiakou's greenhouse gas emissions would peak in 2030 with 13.23% of lower energy consumption when compared with the BAU scenario. Compared with the conventional energy, renewable energy shows competitive advantages in terms of greenhouse gas reduction, employment opportunities and economic costs. The total number of employees would reach 0.15 million by 2050 under the INT scenario, 1.71 times more than that in the BAU scenario. Feasible low-carbon pathways and co-benefits strategies associated with industrial transformation and renewable energy substitution should be pursued in future actionable plans. Building energy use is becoming increasingly important in China. Despite a rapid growth in recent years, energy use intensity in China is still relatively low compared to other advanced economies; thus, there is still substantial room for it to increase as living standards and industrial services are improved. It is therefore important to focus on the future development of building energy use by considering new trends in the building and energy sectors, as well as the role of occupant behavior. This study uses the China Building Energy Model (CBEM) to model China's building energy consumption and carbon emissions up to 2050 for different scenarios based on these considerations. The results indicate that building energy use will be 80% higher than the current situation if the strategies of the 13th Five-Year Plan are maintained and approximately 10% higher if stronger strategies toward energy efficiency are employed. Carbon emissions are predicted to peak around 2020 to 2035. The contributions of key strategies in different subsectors are also discussed. China's transportation industry, with its typical characteristics of "high energy consumption and high emissions", is a key point for China's CO 2 emission reduction. An investigation of the driving factors of China's transport energy-related CO 2 emissions has great importance for clarifying the "gains" and "losses" as well as the future focuses of CO 2 emissions emission reduction in this sector. Existing studies on the driving factors of transport CO 2 emissions in China fail to incorporate effects of technology and efficiency into decomposition analysis framework. Based on the provincial panel data of China's transportation industry for the period of 2004–2016, this paper uses a comprehensive decomposition framework, which combines the logarithmic mean Divisia index method (LMDI) and production-theoretical decomposition analysis (PDA), to decompose China's transport CO 2 emissions into nine components: emission factor effect, energy structure effect, scale effect, regional structure effect, energy-saving technology effect, production technology effect, energy efficiency effect, production efficiency effect, and potential energy intensity effect. The main results indicate that: (1) during the sample period, China's transport industry witnessed 498.998 million tons (Mt) CO 2 emissions growth. Scale effect was the largest contributor, followed by production technology, energy-saving technology, and energy structure; (2) the improvement of energy efficiency and production efficiency, the decline of electricity's emission factor, and regional structure adjustment played active roles in the CO 2 emission reduction of transportation industry; (3) the performance of various driving factors varies greatly in different provinces. Local governments should establish and implement policies tailored to their characteristics. • A production-theoretical approach was used for China's transport CO 2 emissions. • It can decompose CO 2 emissions from technology and efficiency perspectives. • Results show that during 2004–2016, China's transport CO 2 emissions increased by 498.998 Mt. • Output effect was the largest contributor to this remarkable increase of transport CO 2 emissions. • Technology and efficiency factors cumulatively reduced 242.1 Mt transport CO 2 emissions. Petroleum refining is a technology complex, energy- and CO 2 emission-intensive industrial process, which is affected by the type and property of the crude oil. China has been the exploitation of crude oil to paraffinic most. This paper targets to quantify and evaluate the material or energy metabolism and environment loads of paraffin-based petroleum at refining process unit-level through the established petroleum flow and energy flow on the CO 2 emissions accounting framework, and explores energy conservation and CO 2 emission reduction pathways and policy implications, using a typical paraffin-based petroleum refining enterprise in China as a case. The results indicated that the crude oil from the inputs were fractionated in the atmospheric and vacuum distillation (AVD) unit, and its energy consumption and CO 2 emissions accounted for 14.38% and 13.2% of the total energy consumption and CO 2 emissions in the case study, respectively. With the transformation of petroleum refinery plant structure, fluid catalytic cracking (FCC), ketone benzol dewaxing (KBD), and delayed coking units dominated more energy consumption and CO 2 emissions. FCC unit was both the largest energy consumer and supplier, flue gas waste heat recovery efficiency of which was an important factor affecting energy conservation and CO 2 emission reduction for FCC unit and even enterprise. KBD unit records the largest energy and CO 2 emission intensities, which are 67.95 kgce/t product and 256.82 kgCO 2e /t product respectively, due to the high wax content of paraffin-based crude oil and the coal-dominated power generation structure. Based on these research findings, three mitigation policy recommendations were proposed, including the improvement of energy efficiency, optimization of energy consumption structure and product output structure. Carbon capture and storage can reduce CO 2 emission by about a third in the concentrated units of primary energy consumption (i.e. AVD, FCC, and DC). The results of this paper are key components of the life cycle assessment of the CO 2 emissions of petroleum fuels produced by domestic paraffin-based crude oil. [ABSTRACT FROM AUTHOR]
