Local actors are recognized as key drivers for climate action. Making climate change relevant and possible to act on in local contexts is thus a critical undertaking for both researchers and society at large. Connecting climate change to people's known surroundings and experiences, and framing climate action in relation to everyday practices in the local context, might then be crucial to making climate change relevant and actionable on the local level. In this paper, we explore the potential of forests to serve as such a connection. We have worked in close collaboration with a broad range of stakeholders in two case study locations in Sweden to explore potential courses of action for local climate action in relation to forests. We critically analyze these local articulations of climate action and examine the assumptions underlying them, with the aim to assess the effects and consequences of different problem representations. Our results illustrate the challenges of thinking and acting outside of the prevalent business-as-usual or more-of-everything discourses, of recognizing the importance of politics and choice, and of overcoming perceived barriers to action. We find tensions in the allocation of responsibility in both time and space – but also potential room for more local action in assumptions of un- or underused potential for political and civil action on the local level. • Dominating global discourses tend to limit space for local climate action. • Local stakeholders articulate local and regional level as central actors for change. • To further enable local climate action, need to discuss its conditions and premises. • Gap between local actor's perceptions of own potential to act and own power to act. • Addressing it could unlock capacity for local climate action, bottom-up solutions. Deep and rapid decarbonization of the building sector requires energy demand reductions and the incorporation of renewable-energy sources. Energy retrofitting of existing buildings is a central strategy in climate mitigation and has often been highlighted as a cost-effective strategy. However, decisions on these strategies are often hampered by modeling assessments that are limited by contextual, methodological, parametric, input, or output constraints. Here, we present a novel methodology to investigate the solid economic feasibility in building retrofit evaluations with mitigation measures. We first calculate the variations in the energy saving potentials and costs for 13 energy saving measures and five climate change scenarios. We then compare the obtained uncertainty due to a changing climate to other uncertainties, such as the boundaries for emission inventories and energy system development. Four cities in Sweden are modeled, which are responsible for half of the country's residential energy use. We find that the profitability of the retrofitting actions is primarily determined based on the annualized investments and energy saving potentials. Future climate has a less determinant role, with uncertainties similar to those of future consumer price development and fuel emission factors. Retrofits that only affect the energy need for space heating are more robust than changes in electricity usage. We conclude that strategies for building retrofitting should focus on prioritizing energy savings and mobilizing investments that may not be profitable based on the current techno-economic perspective. • Securitising climate change, migration and Covid-19 in Sweden. • Hybrid, multilevel/multisectorial governance and planning. • Counter-securitization, in-securitization, de-securitization. • Planning and role of planners in triple crises under time pressure. The article describes and reflects upon how multi-level governance and planning in Sweden have been affected by and reacted upon three pending major challenges confronting humanity, namely climate change, migration and the Covid-19 pandemic. These 'crises' are broadly considered 'existential threats' in need of 'securitisation'. Causes and adequate reactions are contested, and there are no given solutions how to securitise the perceived threats, neither one by one, no less together. Government securitisation strategies are challenged by counter-securitisation demands, and plaguing vulnerable groups in society by in-securitising predicaments. Taking Sweden as an example the article applies an analytical approach drawing upon strands of securitisation, governance and planning theory. Targeting policy responses to the three perceived crises the intricate relations between government levels, responsibilities, capacities, and actions are scrutinized, including a focus upon the role of planning. Overriding research questions are: How has the governance and planning system – central, regional and local governments - in Sweden responded to the challenges of climate change, migration and Covid-19? What threats were identified? What solutions were proposed? What consequences could be traced? What prospects wait around the corner? Comparing crucial aspects of the crises' anatomies the article adds to the understanding of the way multilevel, cross-sectional, hybrid governance and planning respond to concurrent crises, thereby also offering clues for action in other geopolitical contexts. The article mainly draws upon recent and ongoing research on manifestations of three cases in the Swedish context. Applying a pragmatic, methodological approach combining elements of securitisation, governance and planning theories with Carol Lee Bacchi's 'What is the problem represented to be' and a touch of interpretive/narrative theory, the study reveals distinct differences between the anatomies of the three crises and their handling. Urgency, extension, state of knowledge/epistemology, governance and planning make different imprints on crises management. Sweden's long-term climate change mitigation and adaptation strategies imply slow, micro-steps forward based on a combination of social-liberal, 'circular' and a touch of 'green growth' economies. Migration policy displays a Janus face, on the one hand largely respecting the UN refugee quota system on the other hand applying a detailed regulatory framework causing severe insecurity especially for minor refugees wanting to stay and make their living in Sweden. The Covid-19 outbreak revealed a lack of foresight and eroded/fragmented responsibility causing huge stress upon personnel in elderly and health care and appalling death rates among elderly patients, although governance and planning slowly adapted through securitising policies, leading to potential de-securitisation of the issue. The three crises have caused a security wake-up among governments at all levels and the public in general, and the article concludes by discussing whether this 'perfect storm' of crises will result in a farewell to neoliberalism – towards a neo-regulatory state facing further challenges and crises for governance, planning and the role of planners. The tentative prospect rather indicates a mixture of context-dependent 'hybrid governance', thus also underlining the crucial role of planners' role as 'chameleons' in complicated governance processes of politics, policy and planning. Reducing greenhouse gas (GHG) emissions is an urgent challenge for mankind. However, as aggregate emissions continue to rise, necessary changes in industrial practices are lagging behind. The article addresses this discrepancy by exploring how the issue of GHG reduction is channeled from policy to industry, in one of the more GHG intensive sectors, agriculture. We adopt the translation perspective to analyze and discuss how the climate issue travels between contexts. Our study explores the activities involved as advisors, functioning as translating agents within Swedish agri-policy, inform producers about the issue of GHG reduction. The study sheds new light on the effectiveness of mitigation policy in promoting practice change and illustrates how translation is an analytical framework suitable for studying this within different industries. Abstract: In this paper a life cycle perspective is used to analyse Europabanan, a proposed high-speed rail track in Sweden. The life cycle emissions reductions are found to be 550,000tons of CO2-equivalents per annum by 2025/2030 with almost 60% of this coming from a shift from truck to rail freight and 40% from a shift from air and road travel to high-speed rail travel. In contexts similar to Sweden, it is thus an important issue whether a large increase is required in freight rail capacity anyway, since high-speed rail investments may not be justified for the passenger markets alone. The study also indicates that a substantial share of emissions due to construction of the new railway could be counterbalanced through the reduced need for building and maintaining roads and airports, and for manufacturing cars. • Ecosystem services have synergies and trade-offs between sustainability dimensions. • The complex nature of ecosystem model output make communicating findings difficult. • We developed modeled based CIs to evaluate forest management strategies. • Composites were systematically evaluated across three regions and climate periods. Forests provide a wide range of ecosystem services, and ecosystem models can be applied to assess the contribution of different forest management strategies to climate mitigation and adaptation. Complex model output and trade-offs between environmental, economic, and social sustainability dimensions are difficult to convey. To facilitate stakeholder communication, we developed composite indicators based on ten ecosystem service indicators obtained from ecosystem model simulations representing 19 forestry management strategies across three ecoregions and climate scenario projections in Sweden. Eight alternative composites were generated around a central framework addressing sustainability aspects in terms of wood production, preservation of biodiversity, climate change mitigation and adaptation (risk management). A combination of principal component analysis, exploratory factor analysis, Cronbach's coefficient alpha, and hierarchical cluster analysis was applied to account for the statistical relationships between indicators. Z-score normalization was superior to min-max normalization in capturing differences among management strategies. Two weighting schemes were applied, based on policy prioritizations between sub-components that reflected 1) current policy with an equal emphasis on production and biodiversity, and 2) a stronger focus on nature protection. Equal emphasis generated a larger range of scores (76.0 ± 21.2) than the focus on nature protection (32.0 ± 5.8), as the latter would provide less production benefits and thereby fewer trade-offs between production and other aspects. The final scores of the 19 management strategies fell within a variance boundary of each other, showing their contribution to different policy targets and the usefulness of combining strategies at the landscape level. The composites displayed agreement across regions and scenarios. They indicated that a shift from even-aged conifer monocultures towards a combination of continuous cover, broadleaf-mixture, and unmanaged would work well for balancing goals under changing climate conditions. Forests can help mitigate climate change in different ways, such as by storing carbon in forest ecosystems, and by producing a renewable supply of material and energy products. We analyse the climate implications of different scenarios for forestry, bioenergy and wood construction. We consider three main forestry scenarios for Kronoberg County in Sweden, over a 201-year period. The Business-as-usual scenario mirrors today's forestry while in the Production scenario the forest productivity is increased by 40% through more intensive forestry. In the Set-aside scenario 50% of forest land is set-aside for conservation. The Production scenario results in less net carbon dioxide emissions and cumulative radiative forcing compared to the other scenarios, after an initial period of 30–35 years during which the Set-aside scenario has less emissions. In the end of the analysed period, the Production scenario yields strong emission reductions, about ten times greater than the initial reduction in the Set-aside scenario. Also, the Set-aside scenario has higher emissions than Business-as-usual after about 80 years. Increasing the harvest level of slash and stumps results in climate benefits, due to replacement of more fossil fuel. Greatest emission reduction is achieved when biomass replaces coal, and when modular timber buildings are used. In the long run, active forestry with high harvest and efficient utilisation of biomass for replacement of carbon-intensive non-wood products and fuels provides significant climate mitigation, in contrast to setting aside forest land to store more carbon in the forest and reduce the harvest of biomass. • Most climate benefit from active forestry with high harvest and efficient utilisation of biomass. • Renewable biomass replaces carbon-intensive non-wood products and fuels. • Less climate benefit from setting aside forest land to store more carbon in the ecosystem. The demand for wood-based energy is foreseen to grow as energy and climate policies around the world promote the use of bioenergy for climate change mitigation. However, the carbon impacts of forest bioenergy range widely in the literature. The value-choices made on the response of forest management to bioenergy demand have a major influence on the results obtained from modeling exercises and may actually change the contribution of forest bioenergy from climate worsening to climate change mitigation. Despite their relevance, there is very little information, or transparency, as to the empirical basis by which these assumptions are chosen and evaluated against. This study aims to fill in this crucial knowledge gap through a mix of critical review, analysis of historical statistical data, and expert judgement. Several prominent studies reporting climate change mitigation from forest bioenergy in three countries are reviewed: Canada, Sweden, and Southeast USA. This analysis shows that the studies rely on assumptions that bioenergy demand will spur supply responses aimed at more efficient forest management and/or relative increases in forest area. Confronting literature assumptions with trends in historical data, we present the most extensive reality-check of bioenergy literature assumptions to date. We find that studies projecting a large role of forest bioenergy in climate change mitigation rely on assumptions that are too optimistic, at times outright unrealistic. We believe scientists could avoid the misinterpretation of their results and improve the policy relevance of their work by more transparent reporting of: i) value-laden assumptions, ii) their influence on the results, iii) the process and rationale behind such assumptions, especially distinguishing between assumptions that reflect incremental changes in management from assumptions requiring transformational change in several industrial sectors. • Accounted carbon benefits of forest bioenergy depend on underlying assumptions. • Forest bioenergy mitigates climate change only when additional biomass is produced. • Forest management responses assumed in the literature are overly optimistic. • Post Normal Science tools can help scientists avoid misinterpretation of results. • Scientists should better convey that model results are contingent on value-choices. Transitioning from a fossil economy to a bio-economy will inevitably increase the demand for biomass production. One strategy to meet the demand is to re-cultivate set-aside arable land. This study investigated the climate impact and energy potential of grass-based biogas produced using fallow land in Uppsala municipality, Sweden. The assessment was performed on regional level for more than 1000 individual sites, using the agro-ecosystem model DeNitrification DeComposition (DNDC) in combination with time-dynamic life cycle assessment methodology. The results showed that the system could significantly increase biogas production within the region, which would reduce the climate impact by 9950 Mg CO 2 -eq per year. Compared with diesel fuel, the grass-based biogas gave a GWP reduction of 85%. However, the site-specific GWP reduction showed large spatial variability, ranging between 102 and 79% compared with diesel fuel, depending on where in the region the grass was cultivated. Two alternative scenarios were investigated, increased mineral N fertilisation and inclusion of N-fixing crops in the feedstock mixture. The highest mitigation per biogas energy produced was found for the N-fixing scenario but, because of lower yields, this scenario had lower total mitigation potential for the region than the increased fertilisation scenario. The increased fertilisation scenario had a lower climate mitigation effect per biogas energy produced, but the highest mitigation potential when the whole region was considered, because of the increased biogas production. • The life cycle climate change impact of a solar microgrid in Sweden was estimated. • Average and marginal emission factors were estimated with explicit system boundaries. • Average and marginal emission factors of electricity use in Sweden differ. • Integration of a solar microgrid into the main grid may contribute to climate change. • The environmental performance of a solar microgrid depends strongly on the context. Microgrids are small-scale electricity networks that integrate distributed electricity generation with consumers and, potentially, with storage devices. There is growing interest in these systems, as they can offer solutions for electrification of remote areas, deployment of distributed renewable energy resources, and decarbonization of electricity supply. However, the potential benefits of microgrids in terms of climate change mitigation have not yet been thoroughly assessed. In this study, Life Cycle Assessment was performed to determine the climate change impact of integrating a solar microgrid system in western Sweden into the Swedish electricity grid. To determine whether replacement of grid electricity with electricity from the microgrid can lower greenhouse gas (GHG) emissions, average and marginal GHG emission factors (EFs) for electricity use were estimated with explicit spatial and temporal resolution, using historical data on electricity generation and trade, and life cycle EFs for electricity generation technologies. The assessment, with both marginal and average EFs, showed that integration of the microgrid into the Swedish electricity grid did not provide GHG emissions abatements, as the electricity from the microgrid displaced grid electricity with lower carbon intensity. It was found that a microgrid without batteries would have lower climate change impact, but would still fail to lower overall GHG emissions. Moreover, it was demonstrated that the methodological approach used for estimation of EFs and the definition of spatial boundaries could influence the obtained results. [ABSTRACT FROM AUTHOR]

Invoking health benefits to promote climate-friendly household behavior has three unique advantages: (i) health co-benefits accrue directly to the acting individual, they are "private goods" rather than public ones; (ii) the evidence base for, and magnitude of health co-benefits is well-established; and (iii) the idea of a healthy life-style is well-engrained in public discourse, much more so than that of a climate-friendly life-style. In previous research, assessing the influence of information on health effects on people's motivation to adopt mitigation actions, health co-benefits for the individual were typically confounded with collective health co-benefits, for example from pollution reduction. The present research aims to overcome this limitation by providing information on individual health co-benefits that are unconditional on the actions of others (direct health co-benefits). We report effects of this kind of health information on stated willingness to adopt mitigation actions as well as on simulation-based carbon emission reductions in a pre-registered experimental setting among 308 households in 4 mid-size case-study cities in 4 European high-income countries: France, Germany, Norway and Sweden. For each mitigation action from the sectors food, housing, and mobility, half of the sample received the amount of CO 2 equivalents (CO 2 -eq) saved and the financial costs or savings the respective action generated. The other half additionally received information on direct health co-benefits, where applicable. For households receiving information on direct health co-benefits, we find a higher mean willingness to adopt food and housing actions, and a greater proportion very willing to adopt one or more mitigation actions (OR 1.86, 95% CI 1.1, 3.12); and a greater simulated reduction in overall carbon footprint: difference in percent reduction -2.70%, (95% CI -5.34, -0.04) overall and -4.45%, (95% CI -8.26, -0.64) for food. Our study is the first to show that providing information on strictly unconditional, individual health co-benefits can motivate households in high-income countries to adopt mitigation actions.
