Environmental catastrophes, including the increased severity and frequency of climate extremes, can act as "windows of opportunities" that challenge citizens' mental models and motivate them to engage in reflective processes, challenging their pre-conceived ideas. Less well understood is whether experiencing changing weather conditions, common in mid-latitudes, can have a similar effect and increase the citizens' concerns about climate change and their willingness to accept more stringent climate policies. In this paper, we investigate the effects of changing seasonal temperature on the perceived seriousness of climate change and willingness to mitigate climate change. We use data from four yearly waves of a spatially explicit representative population survey in Germany and weather records from the postal code areas in which they live. To our knowledge, this study is the first analysis to link individual perceptions towards climate change and different mitigation options with seasonal temperature changes at specific locations in Europe. The analyzed perceptions were strongly influenced by socio-demographic characteristics and broader societal changes, as well as individual experiences of seasonal temperatures. The results show that experienced seasonal temperature change influences personal climate change concerns as well as the willingness to mitigate climate change, although with a weaker effect. The results indicate that it is the absolute temperature variation experienced that is important, rather than whether it is getting colder or warmer than usual. There is urgent need for the transformation of built environments to tackle climate change. The reduction of greenhouse gas emissions to achieve the Paris Agreement goal of limiting warming to well below 2 °C is of paramount importance, as is planning for future climate change risks. Architects, as designers of the built environment hold an important role in advocating and enabling the necessary mitigation and adaptation actions required in the design and construction of new buildings, and the reuse of existing built fabric – to reduced embodied carbon and achieve operational energy efficiency. Despite the importance, most built environments do not yet adequately address climate change. Limited research has examined the barriers that architectural professionals encounter when integrating climate change action in their projects during their role designing built environments. This is the gap that this research addresses. Interviews with twenty-two Australian architectural practitioners were undertaken, to investigate their experience of barriers to and facilitators of climate change action in their professional practice. Four key themes were found: 1) actors, 2) processes and structures, 3) information and knowledge, and 4) the role of government. Barriers and facilitators were found to be embedded in architects' perception of their role, the processes and practices they undertake, and their relationship with other stakeholders. The facilitators identified can assist drive better outcomes for future design and construction of buildings. Recommendations identified include: 1) build architects' confidence and capability to be advocates; 2) develop of architects' climate change knowledge and competence; 3) transform design processes to be more circular, interdisciplinary and long term focused, and 4) reform current built environment policy to adequately consider climate change. We seek to contribute to the emerging literature on global environmental assessments (GEA) and climate politics by reconstructing how the IPCC imagines the corridor for climate mitigation. Our particular focus is on the emergence of Integrated Assessment Models (IAMs) as the preferred scientific approach to projecting mitigation pathways consistent with average global temperature target. Taking our lead from current research in science and technology studies (STS) and sociology of futures, we reconstruct the emergence of a science policy tradition of modeling in the field of climate change as a particular mode of anticipation. We summarize the main findings of this literature in order to illustrate the historical and socio-political context in which this mode of anticipation is embedded. Based on this genealogy, we demonstrate how, in its role as mapmaker, the IPCC has also functioned as a corridor maker. We highlight how the IPCC has achieved consensus on a limited set of mitigation pathways, thus effectively narrowing down the discursive space for imagining potential futures to pathways that are deemed technically feasible and cost-efficient. We conclude by discussing the political consequences of this mode of anticipation in order to give us a more comprehensive understanding of what is at stake in the politics of anticipation. We elucidate why the techno-economic framing of current mitigation pathways is highly restrictive, especially when it omits many cultural, political, and other dimensions involved in deploying CDR at scale in their 'real-world' context of application. Infectious diseases represent only one facet of the threats arising from climate change. Direct impacts from climate change include the more frequent occurrence and increased magnitude of extreme weather events, as well as changing temperatures and precipitation patterns. For climate-sensitive infectious diseases, these changes implicate a shift in geographical and temporal distribution, seasonality, and transmission intensity. Susceptibility to the deleterious effects of climate change is a net result of the interplay of not only environmental factors, but also human, societal, and economic factors, with social inequalities being a major determinant of vulnerability. The global South is already disproportionately affected by the climate crisis. The financial capacity to pursue adaptation options is also limited and unevenly distributed. Climate change-induced mortality and morbidity from both infectious and non-infectious diseases, among other adverse scenarios, are expected to rise globally in the future. The role of universities in climate change education (CCE) is of great importance if the scientific, social, environmental and political challenges the world faces are to be met. Future leaders must make decisions from an informed position and the public will need to embed climate change mitigation tools into their work and private life. It is therefore essential to understand the range of CCE strategies being taken globally by Higher Education Institutions (HEIs) and to explore and analyse the ways that HEIs could better address this challenge. Consistent with this research need, this paper offers an analysis of the extent to which HEIs in 45 countries approach CCE and provides a conceptual framework for exploring how HEIs are embedding CCE into their curricula. In addition to the specialist approach (where students choose to study a degree to become experts in climate change adaptation and mitigation tools), the CCE framework developed identifies and highlights three other approaches HEIs can deploy to embed CCE: Piggybacking, mainstreaming and connecting (transdisciplinary). Using data gathered in an explorative international survey involving participants working across academic and senior management, this paper illustrates the different approaches taken and analyses practical examples of current CCE practice from across the world. Responses from 212 university staff from 45 countries indicated that CCE was highly variable – no clear pattern was identified at the country level, with CCE approaches varying significantly, even within individual HEIs. This plurality highlights the wide range of ideas and examples being shared and used by institutions in very different countries and contexts, and underlines the importance of the independence and autonomy of HEIs so that they can choose the right CCE approaches for them. To highlight the breadth and variety of approaches that were uncovered by our survey, the paper offers a range of examples illustrating how climate change education may be embedded in a higher education context, some of which could be replicated in HEIs across the world. Abstract The climate change mitigation potential of the production side has been discussed very frequently, but private citizens and households have received less systematic attention. Thus, this paper focuses on the willingness of private households to reduce their greenhouse gas emissions. While many scholars study the socio-economic characteristics of people to then recommend policies, we change the analytical perspective and look at the characteristics of climate mitigation actions that affect households' willingness to adopt these measures: Costs, emission reductions, behavioral change, and consumption sector. The paper uses data from HOPE (HOusehold Preferences for reducing greenhouse gas emissions in four European high-income countries), an interdisciplinary project investigating households' preferences for reducing greenhouse gas in four countries (France, Germany, Norway and Sweden). We use a fuzzy-set QCA (fsQCA) to analyze which attributes are necessary or sufficient conditions for specific actions to be selected by participants of HOPE. The results of the fsQCA show that Food & Recycling actions are particularly popular. The general pattern that was found shows that people prefer actions that are easy to implement even though they often do not reduce the CO2e-Footprint by much. Therefore, the condition Behavioral Change is the most important lever in improving households' willingness to act on climate change. Abstract Cities, the core of the global climate change mitigation and strategic low-carbon development, are shelters to more than half of the world population and responsible for three quarters of global energy consumption and greenhouse gas (GHG). This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). Globally, transportation and manufacturing emit large amount of greenhouse gases that needs to be lowered for reaching agreed upon clim ate goals. In this context evidence of mitigation activities among eighty-five companies and their forty-five parent companies in these two polluting sectors were traced focusing on a country that has committed itself to leading the implementation of ambitious climate-mitigation goals worldwide. Documentation from the companies in the transportation and manufacturing sectors was scrutinized (yearly reports, homepages and sustainability reports, if available) for evidence of any mitigation efforts, including emissions reporting and reduction goals. The study’s results found that two thirds of the companies seemed to have done nothing to mitigate climate change, while efforts in the remaining companies were modest at best; mitigation activities among the forty-five parent companies were only slightly more ambitious. The implications of these depressing findings are discussed in the light of possible caveats and the possibilities of new policy measures such as gender quotas in company boards. The conclusion is that the study’s results most likely reflect reality in the studied sectors and that novel approaches and more sector oriented research is needed in the quest for a carbon-neutral society. The Paris Agreement aims to limit global mean temperature rise this century to well below 2 °C above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial greenhouse gas emissions. This paper reports the state of local planning for climate change by collecting and analysing information about local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type A1, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in two countries where local climate plans are compulsory, i.e. France and the UK. Finally, local climate plans produced for international climate networks (A3) are mostly found in the many countries where autonomous (type A1) plans are less common. This is the most comprehensive analysis of local climate planning to date. The findings are of international importance as they will inform and support decision-making towards climate planning and policy development at national, EU and global level being based on the most comprehensive and up-to-date knowledge of local climate planning available to date. The ambitious goals to limit global warming can only be reached with a broad acceptance and participation of the general public. This paper relies on surveys among citizens in China, Germany and the U.S. and investigates the determinants of the acceptance of national and international adaptation and mitigation efforts. The empirical findings indicate that specific beliefs and environmental awareness are important drivers in all three countries, while political attitudes and socio-economic characteristics are the main sources of cross-country heterogeneity. Studies of global environmental change make extensive use of scenarios to explore how the future can evolve under a consistent set of assumptions. The recently developed Shared Socioeconomic Pathways (SSPs) create a framework for the study of climate-related scenario outcomes. Their five narratives span a wide range of worlds that vary in their challenges for climate change mitigation and adaptation. Here we provide background on the quantification that has been selected to serve as the reference, or ‘marker’, implementation for SSP2. The SSP2 narrative describes a middle-of-the-road development in the mitigation and adaptation challenges space. We explain how the narrative has been translated into quantitative assumptions in the IIASA Integrated Assessment Modelling Framework . We show that our SSP2 marker implementation occupies a central position for key metrics along the mitigation and adaptation challenge dimensions. For many dimensions the SSP2 marker implementation also reflects an extension of the historical experience, particularly in terms of carbon and energy intensity improvements in its baseline. This leads to a steady emissions increase over the 21st century, with projected end-of-century warming nearing 4 °C relative to preindustrial levels. On the other hand, SSP2 also shows that global-mean temperature increase can be limited to below 2 °C, pending stringent climate policies throughout the world. The added value of the SSP2 marker implementation for the wider scientific community is that it can serve as a starting point to further explore integrated solutions for achieving multiple societal objectives in light of the climate adaptation and mitigation challenges that society could face over the 21st century. Long-term scenarios play an important role in research on global environmental change. The climate change research community is developing new scenarios integrating future changes in climate and society to investigate climate impacts as well as options for mitigation and adaptation. One component of these new scenarios is a set of alternative futures of societal development known as the shared socioeconomic pathways (SSPs). The conceptual framework for the design and use of the SSPs calls for the development of global pathways describing the future evolution of key aspects of society that would together imply a range of challenges for mitigating and adapting to climate change. Here we present one component of these pathways: the SSP narratives, a set of five qualitative descriptions of future changes in demographics, human development, economy and lifestyle, policies and institutions, technology, and environment and natural resources. We describe the methods used to develop the narratives as well as how these pathways are hypothesized to produce particular combinations of challenges to mitigation and adaptation. Development of the narratives drew on expert opinion to (1) identify key determinants of these challenges that were essential to incorporate in the narratives and (2) combine these elements in the narratives in a manner consistent with scholarship on their inter-relationships. The narratives are intended as a description of plausible future conditions at the level of large world regions that can serve as a basis for integrated scenarios of emissions and land use, as well as climate impact, adaptation and vulnerability analyses. Policy makers and citizens must choose from among a growing variety of strategic options as they try to cope optimally with climate change. As a means of more accurately predicting different types of climate change engagement, we empirically distinguish individuals’ felt responsibility for mitigation (FRm) from felt responsibility for adaptation (FRa), and assess support for different climate action strategies (mitigation and adaptation). We surveyed two U.S. samples two months apart, and the replication study confirmed Study 1′s findings of differing predictive powers for FRm vs. FRa. Each type of felt responsibility, controlling for the other, served as a mediator between belief in global warming (as well as belief in anthropogenic cause of climate change) and its corresponding climate action strategy (mitigation vs. adaptation). FRa predicted adaptation measures but not mitigation measures, while FRm predicted mitigation measures more strongly than it predicted adaptation but did predict both action strategies. We also found important individual differences: people’s disposition toward behaving proactively correlated positively with all types of climate engagement, and political orientation (liberal/conservative ideology) interacted with climate action strategy (mitigation vs. adaptation) in predicting all engagement variables. Comparing levels of support across the political spectrum, the mitigation measures were highly polarizing, while the adaptation measures were less divisive. [ABSTRACT FROM AUTHOR]

Though the need for holistic climate change education has been realized around the world, there is a lack of studies that examine the multidimensional impact of climate change education in higher education. To amend for this gap in literature, this paper uses a pre- and post-questionnaire (N = 245) to examine how students' knowledge, values, worldview and willingness to take mitigative climate actions change during a course on climate change. Though the course was designed to be multidisciplinary and holistic, the results show that the course had limited impact. First, the pre-post tests showed a significant increase in science knowledge, but knowledge on mitigative actions remained unchanged despite related course assignments. Second, though participants' worldview seemed to change or strengthen during the course, minimal changes were seen in students' willingness to take mitigative actions. However, an increase in biospheric values -a strong predictor of pro-environmental behavior - was seen in some segments of participants, potentially predicting a lower carbon footprint for those students in the future. Furthermore, the findings suggest that during the course, individuals found new, environmentally friendly ways to address their hedonic pleasures, also potentially having long-term positive effects. Some differences in gender and field of study were noted. Implications of the findings are discussed in relation to planning and implementing holistic climate change education. This paper addresses the use of impact indicators with respect to climate change in the 2007–2013 Rural Development Programme (RDP) of the European Union, with particular reference to the Scotland Rural Development Programme (SRDP). It concludes that the policy context has highlighted the need for the rural land use sector to respond to climate change but that the associated Common Monitoring and Evaluation Framework (CMEF) did not develop suitable indicators to assess the impact of SDRP measures on GHG emission mitigation. It suggests improved impact indicators based on the relationship between rural land use and greenhouse gas (GHG) emissions: first, an indicator based on net GHG emissions per holding; and a second based on net GHG emissions per unit volume of output. The paper points out the challenges in measuring land-based emissions accurately. It further proposes screening of RDP measures to ensure that climate change mitigation impacts are properly appraised. It is recognised that climate change policy in relation to rural land use is still at an early stage of development but greater sophistication of policy instrument design and evaluation will be required if the RDP is to contribute significantly to climate change policy objectives. Access to energy can significantly contribute to the development of the living standards of the energy poor. Also if the provision of access to energy is sustainable, i.e. via renewable energy sources, there is an added benefit of contributing to mitigation of climate change. Currently, the percentage of population with access to energy varies significantly between countries and across regions. This is due to the nature of national socio-economic situations and energy resource availability in differing settings. This article addresses issues and hindrances to energy access in regional contexts and also examines, in particular, the prospects of how regional cooperation initiatives linked with climate change mitigation objectives could assist in widening energy access. Existing relevant regional cooperation initiatives that may be upscaled or used as models to widen access to modern energy services are evaluated. Findings are that regional cooperation initiatives linked with climate change mitigation can potentially facilitate widening energy access. However, in order to realise such potential, synergies from regional cooperation that are indirectly linked to energy and wider climate change mitigation programs should be harnessed. Crop and livestock farmers must respond to climate change, including a range of physical and cultural impacts and risks. In rural northern California, farmers face extreme drought and catastrophic wildfires with increasing frequency. I draw on an extended case study of farmers and agricultural advisors in Siskiyou County to understand how rural agriculturalists perceive risks when navigating climate change discourses. While farmers are changing their management practices in response to the physical effects of climate change, many perceive substantial social risks within their communities if they align themselves publicly with climate change beliefs or actions. Perceived social consequences included loss of access to the benefits of membership in formal and informal farming groups. Efforts focused on educating or convincing farmers of climate science may, in some contexts, increase rather than decrease the perceived social risks of climate action. The framing of climate policies, programs, and practices – especially by public agricultural advisors like Cooperative Extension Advisors and local USDA staff (e.g., Farm Service Agency) – is important not only for increasing farmer participation, but also for reducing perceived social risks associated with climate change. Interventions that focus on livelihood impacts and validate existing land stewardship-oriented values have more potential to increase the pace and scale of climate change mitigation and adaptation in agriculture. How to ensure success for climate change mitigation policies? For the past decades, local climate action has been amongst the main global priorities. The Covenant of Mayors initiative is a major example of bottom-up climate initiative gathering municipalities of all sizes towards GHG reduction under a harmonised framework. Now, after the end of the first phase of the initiative in 2020, would be the time to assess the impact and effectiveness of the planed actions, based on the results of the monitoring exercise. However, the level and quality of monitoring reported by participating municipalities was not as expected and required an initial deep analysis. This study investigates the reasons behind this low number by comparing statistically the action plans of the 1643 CoM municipalities monitoring their emissions against the 3411 municipalities not doing it. • There is no single explanation for mitigation planning in European cities. • Four qualitatively different factor configurations are sufficient for planning. • City network membership is sufficient for about one half of the planning cities. • Domestic support only plays a positive role in combination with local capacity. Research on urban climate action has identified a broad range of potential factors explaining why and how local governments decide to tackle climate change. However, empirical evidence linking such factors in order to explain actual urban climate action has so far been mixed. To address this roadblock, our paper relies on a novel approach, postulating that different configurations of factors may lead to the same outcome ("equifinality"), through a qualitative comparative analysis (QCA). It is based on an available data set of local climate mitigation plans in 885 European cities. We find that urban climate action is systematically associated with four qualitatively different configurations of factors, each with its own consistent narrative ("networker cities", "green cities", "lighthouse cities", "fundraising cities"). Crucially, some factors play a positive role in some configurations, a negative in others, and no role in further configurations (e.g., whether a city is located in a country with supportive national climate policies). This confirms that there is no single explanation for urban climate action. Achieving greater robustness in empirical research about urban climate action may thus require a shift, both conceptual and methodological, to the interactions between factors, allowing for different explanations in different contexts. Abstract: One of the central questions in climate change debates concerns fair burden-sharing, i.e. justice in the distribution of costs of undertaking climate-managing policies. In this paper it is argued that in order to distribute such costs justly, it is necessary to have a nuanced understanding of what types of burdens they represent. Climate managing policies are usually divided into responses that seek to reduce the concentration of greenhouse gases in the atmosphere (mitigation) and responses that seek to prevent harm arising from a changing climate (adaptation). Some have argued that there are normatively significant differences between mitigation and adaptation: that the two responses adhere to different logics and evoke different patterns of burden-sharing. This paper argues that the relevant distinction is instead between negative and positive climate duties, i.e. whether an agent has a duty to undertake climate-managing policies on account of the harm its excessive emissions are causing or simply on account of its ability to assist those in need. The paper offers a typology of the different mitigation and adaptation responses that can be sorted under the negative/positive distinctions. This way of conceptualizing the issue not only enables us to better address the burden-sharing question, offering a more nuanced understanding of the types of climate burdens that are ascribable to agents and pointing out the appropriate roles of contributory responsibility and ability. It also clarifies aspects of the climate negotiations, and explains why it matters whether adaptation finance transferred to vulnerable countries is portrayed as compensation for harmful emissions or simply as donor countries discharging their humanitarian duties. Abstract: Public scepticism surrounding climate change is an obstacle for implementing climate change mitigation measures in many countries. However, very little is known about: (1) the nature and sources of climate change scepticism; and (2) its influence on preferences for climate change mitigation policies. In this paper, we investigate these two issues using evidence and analysis from an Australian public survey and choice experiment. The study has three key findings. First, the intensity of scepticism varies depending on its type; we observed little scepticism over the cause, trend and impact of climate change and widespread scepticism over the effectiveness of mitigation measures and global co-operation. Second, cause and mitigation scepticism play significant roles in determining public support for climate change abatement. Respondents who believed in human-induced climate change were significantly more supportive of mitigation. Likewise, respondents who believed that mitigation would be successful in slowing down climate change were significantly more likely to be supportive. Third, the general public tend to give the benefit of the doubt to supporting mitigation. Those who expressed higher uncertainty about climate outcomes were more supportive of mitigation than others with similar expectations but lower uncertainty. [Copyright &y& Elsevier]

Abstract: Climate change is one of the greatest challenges facing our planet in the foreseeable future and despite the urgency of the situation global GHG emissions are still increasing. In this context, and since future climate changes appear now unavoidable to some extent, adaptation measures have recently gained a new political momentum as an important component of climate policies. Contrary to mitigation options, adaptation measures do not reduce emission levels but reduce their impacts. To assess the relationship and effects on the global economy of both mitigation and adaptation, we use in this paper an integrated assessment model (IAM) that includes both proactive adaptation strategies and access to “green” investments (clean technologies) for mitigation. We find that the relationship between adaptation and mitigation is complex and largely dependent on their respective attributes, with weakly effective adaptation acting as a late complement to mitigation efforts. As its effectiveness increases, adaptation becomes more and more a substitute for mitigation. Sensitivity analysis on the potential magnitude of damages also indicates that scientific efforts to better describe GHG impacts will have immediate and important consequences on the sequence of mitigation and adaptation strategies. Abstract: Countries are implementing CO2 emission reduction targets in order to meet a globally agreed global warming limit of +2°C. However, it was hypothesised that these national reduction targets are not translated to regional or state level planning, and are not considered through Strategic Environmental Assessment (SEA) in order to meet emission reduction obligations falling on the transport, energy, housing, agriculture, and forestry sectors. SEAs of land use plans in the German state of Saxony, and the English region of the East of England were examined for their consideration of climate change impacts based on a set of criteria drawn from the literature. It was found that SEAs in both cases failed to consider climate change impacts at scales larger than the boundary of the spatial plan, and that CO2 reduction targets were not considered. This suggests a need for more clarity in the legal obligations for climate change consideration within the text of the SEA Directive, a requirement for monitoring of carbon emissions, a need for methodological guidance to devolve global climate change targets down to regional and local levels, and a need for guidance on properly implementing climate change protection in SEA. Abstract: The National 12th Five-Year-Plan for Social and Economic Development (2011–2015) (national development policy) in China requires knowledge of ecological complexity to better guide policy development for adaptation strategies and mitigation to complex climate change. The thinking of human–environment interactions supplements climate change related policies in supporting sustainability through adaptation and mitigation. Based on a review of the climate change contents of the National 10th and 11th Five-Year-Plan in China, the paper illustrates the complexity of climate changes that have affected China''s environmental sustainability now and offers policy viewpoints for the in-preparing 12th Five-Year Plan, with five core areas for the implementation of climate change policy: (A) development of the transition to a low carbon economy, (B) prevention and treatment of urban environmental negative effects caused by climate change, (C) adaptation to sea level rises in coastal zones, (D) maintaining the resilience of natural ecosystems affected by climate change, and (E) prevention and control of climate disaster and environmental risk. International transfers in climate policy channeled from the industrialized to the developing world either support the mitigation of climate change or the adaptation to global warming. From a purely allocative point of view, transfers supporting mitigation tend to be Pareto-improving whereas this is not very likely in the case of adaptation support. We illustrate this by regarding transfer schemes currently applied under the UN Framework Convention on Climate Change (UNFCCC) and the Kyoto framework. However, if we enrich the analysis by integrating distributional aspects, we find that international adaptation funding may help both the developing and developed world. Interestingly this is not due to altruistic incentives, but due to follow-up effects on international negotiations on climate change mitigation. We argue that the lack of fairness perceived by developing countries in the international climate policy arena can be reduced by the support of adaptation in these countries. As we show – taking into account different fairness concepts – this might raise the prospects of success in international negotiations on climate change. Yet, we find that the influence of transfers may induce different fairness effects on climate change mitigation negotiations to run counter. We discuss whether current transfer schemes under the UNFCCC and the Kyoto framework adequately serve the distributive and allocative objectives pursued in international climate policy. Abstract: Scenarios are used to explore the consequences of different adaptation and mitigation strategies under uncertainty. In this paper, two scenarios are used to explore developments with (1) no mitigation leading to an increase of global mean temperature of 4°C by 2100 and (2) an ambitious mitigation strategy leading to 2°C increase by 2100. For the second scenario, uncertainties in the climate system imply that a global mean temperature increase of 3°C or more cannot be ruled out. Our analysis shows that, in many cases, adaptation and mitigation are not trade-offs but supplements. For example, the number of people exposed to increased water resource stress due to climate change can be substantially reduced in the mitigation scenario, but adaptation will still be required for the remaining large numbers of people exposed to increased stress. Another example is sea level rise, for which, from a global and purely monetary perspective, adaptation (up to 2100) seems more effective than mitigation. From the perspective of poorer and small island countries, however, stringent mitigation is necessary to keep risks at manageable levels. For agriculture, only a scenario based on a combination of adaptation and mitigation is able to avoid serious climate change impacts. [Copyright &y& Elsevier]

We use behavioral and experimental economics to study a particular aspect of the economics of climate change: the potential trade-off between countries'' investments in mitigation versus adaptation. While mitigation of greenhouse gases can be viewed as a public good, adaptation to climate change is a private good, benefiting only the country or the individual that invests in adaptation. We use a one-shot public-goods game that deviates from the standard public-goods game by introducing a stochastic term to account for probabilistic destruction in a climate-change setting, where the probability density function is mapped to within-group levels of mitigation. We compare low-vulnerability and high-vulnerability treatments by varying the magnitude of disaster across treatments. Our results show that there is no significant difference in the level of mitigation across these treatments. Further, our results emphasize the role of trust in enhancing cooperation. Climate-smart forestry (CSF) has gained increasing attention in recent years. Yet, a framework to assess the three pillars of CSF, in terms of mitigation and adaptation to climate change and ecosystem service (ES) provision based on national forest inventory (NFI) data is currently lacking. In this study, we present an assessment framework of CSF based on forest indicators derived from NFI. To quantify the three pillars of CSF we defined 1) mitigation based on the forest carbon stock, 2) adaptation using biodiversity and susceptibility to disturbances caused by storm and bark beetles and 3) ES provision with timber production and protection against avalanches and rockfall. We demonstrate the application of this framework using Swiss NFI data and projections of future forest development under four different management scenarios. Our results show that, in general, the carbon stock is increasing at the national scale when current management practices are maintained. Increases are especially pronounced in the Jura and Southern Alps regions. Trade-offs occur between enhancing mitigation and adaption, and the sustainable provision of ES such as timber production. Scenarios with increased harvesting intensities lead to a higher timber supply in the short-term, while decreasing the carbon stock, biodiversity-related old-growth indicators and the protective function of forests. The indicator framework presented in this study provides a first methodological approach that can support policy making to balance the different forest services in the context of CSF. Farmers' adoption of climate change mitigation measures is key to successfully reduce agricultural greenhouse gas emissions. This article investigates the role of non-cognitive skills, namely self-efficacy and locus of control, in farmers' uptake of mitigation measures. The study is based on a combination of survey and census data from 105 farmers in Switzerland. Almost all farmers in our sample already adopt some of the considered measures to reduce greenhouse gases on their farm. On average, 37% of the mitigation measures available to the specific farm type are adopted. We find that a one standard deviation increase in non-cognitive skills is associated with a 20 to 40% higher share of adopted mitigation measures. This relationship is robust to the inclusion of a comprehensive vector of controls, inspired both from the agricultural economics and the psychology literature. Additionally, we find that omitted variable bias would need to be implausibly large to refute our findings. Finally, we explore potential mechanisms. The suggested pathway through which non-cognitive skills are associated with the adoption of climate change mitigation measures is the innovativeness of the farmers. Many cities around the world are increasingly developing plans and policies for mitigation and adaptation to climate change. These plans and policies are often focused on either mitigation or adaptation. This dichotomized approach can be problematic and result in trade-offs. In other words, efforts aimed at enhancing mitigation (adaptation) may hinder achieving adaptation (mitigation) objectives. Additionally, conflicts may arise as there might be inconsistencies between some mitigation and adaptation measures. Since trade-offs and conflicts between adaptation and mitigation measures can undermine effectiveness and efficiency of municipal activities, efforts should be made to avoid or minimize them. This study aims to provide a better understanding of potential trade-offs and conflicts through reviewing literature on the interactions between urban adaptation and mitigation measures. This is done through bibliographic analysis and detailed content analyses of selected papers. Results of this review show that research on trade-offs and conflict has gained traction since the publication of the fourth assessment report of The Intergovernmental Panel on Climate Change. However, there is still a lack of empirical studies. In particular, limited research exists on the Global South cities. Also, according to the findings, existing research is mainly focused on trade-offs associated with measures related to energy, land use, transport, water, building, green infrastructure, and waste sectors. It is found that mitigation measures may have negative impacts on adaptation by increasing exposure to risks such as the urban heat island effect and flooding and/or by eroding livelihood options of poor and marginalized groups and causing equity concerns. In contrast, adaptation measures may increase greenhouse gas emissions by, among other things, reducing efficiency and increasing energy demand. It is discussed that integrated assessment frameworks should be utilized to deal with trade-offs and conflicts. Within the bounds of climate change, the design of public spaces and buildings must contribute to the local thermal mitigation. In this context, there has been a considerable body of research emphasis on reducing the Urban Heat Island (UHI) phenomenon via the resurfacing of public spaces, streets and roofs, with vegetation and cool materials. At the time of writing, minor attention has been given to how buildings' façades could affect outdoor temperature ranges. Whereas facades are studied according to their capabilities of reducing building energy demand and grant indoor comfort, but scarce attention has been given to how their surfaces properties are affecting local microclimates. The proposed work thus assesses the thermal mitigation potential of façades properties such as windows to wall ratios and finishes attribute, such as reflectivity and emissivity. The study, starting from the definition and calibration of a Ladybug Tools' simulation workflow for the assessment of outdoor comfort conditions, simulates urban canyons located in three climate types (temperate warm, temperate cold, and tropical arid), parametrises façade types, along with canyon aspect ratios and ground thermal properties. By creating a hierarchy of importance of interventions between aspect ratios, ground and façade finishes, the work offers information useful to foster site-specific climate mitigation plans. Urbanisation and industrialisation led to the increase of ambient particulate matter (PM) concentration. While subsequent regulations may have resulted in the decrease of some PM matrices, the simultaneous changes in climate affecting local meteorological conditions could also have played a role. To gain an insight into this complex matter, this study investigated the long-term trends of two important matrices, the particle mass (PM 2.5) and particle number concentrations (PNC), and the factors that influenced the trends. Mann-Kendall test, Sen's slope estimator, the generalised additive model, seasonal decomposition of time series by LOESS (locally estimated scatterplot smoothing) and the Buishand range test were applied. Both PM 2.5 and PNC showed significant negative monotonic trends (0.03–0.6 μg m−3. yr−1 and 0.40–3.8 × 103 particles. cm−3. yr−1, respectively) except Brisbane (+0.1 μg m−3. yr−1 and +53 particles. cm−3. yr−1, respectively). For the period covered in this study, temperature increased (0.03–0.07 °C.yr−1) in all cities except London; precipitation decreased (0.02–1.4 mm. yr−1) except in Helsinki; and wind speed was reduced in Brisbane and Rochester but increased in Helsinki, London and Augsburg. At the change-points, temperature increase in cold cities influenced PNC while shifts in precipitation and wind speed affected PM 2.5. Based on the LOESS trend, extreme events such as dust storms and wildfires resulting from changing climates caused a positive step-change in concentrations, particularly for PM 2.5. In contrast, among the mitigation measures, controlling sulphur in fuels caused a negative step-change, especially for PNC. Policies regarding traffic and fleet management (e.g. low emission zones) that were implemented only in certain areas or in a progressive uptake (e.g. Euro emission standards), resulted to gradual reductions in concentrations. Therefore, as this study has clearly shown that PM 2.5 and PNC were influenced differently by the impacts of the changing climate and by the mitigation measures, both metrics must be considered in urban air quality management. In this paper we discuss a framework to evaluate the benefits of publicly-funded research that includes scientific impact, impacts on stakeholders (next and end users of research outputs), and economic and environmental values. We apply this framework to evaluate two agricultural greenhouse gas (GHG) mitigation research science projects funded in New Zealand: research looking at mitigation options given by genetic markers for low methane animals, and the identification of emission-reducing management practices. From this analysis we achieve two main findings. First, the prominence of the research combined with the low likelihood of research occurring on this scale without public support suggests strongly that the results would not have been obtained in absence of public funding. Second, the advances reached in some areas have the potential for GHG emission reductions that would be significant in environmental terms, and whose value at likely carbon pricing levels would be in the hundreds of millions of dollars. The results discussed are conditional on several factors such as future domestic and international policy settings and implementation, adoption rates and the practical availability of mitigation options and practices for different farm landscapes. However, the impacts and economic and environmental values attached to these research projects, and mitigation research more generally, cannot be overlooked. Invoking health benefits to promote climate-friendly household behavior has three unique advantages: (i) health co-benefits accrue directly to the acting individual, they are "private goods" rather than public ones; (ii) the evidence base for, and magnitude of health co-benefits is well-established; and (iii) the idea of a healthy life-style is well-engrained in public discourse, much more so than that of a climate-friendly life-style. In previous research, assessing the influence of information on health effects on people's motivation to adopt mitigation actions, health co-benefits for the individual were typically confounded with collective health co-benefits, for example from pollution reduction. The present research aims to overcome this limitation by providing information on individual health co-benefits that are unconditional on the actions of others (direct health co-benefits). We report effects of this kind of health information on stated willingness to adopt mitigation actions as well as on simulation-based carbon emission reductions in a pre-registered experimental setting among 308 households in 4 mid-size case-study cities in 4 European high-income countries: France, Germany, Norway and Sweden. For each mitigation action from the sectors food, housing, and mobility, half of the sample received the amount of CO 2 equivalents (CO 2 -eq) saved and the financial costs or savings the respective action generated. The other half additionally received information on direct health co-benefits, where applicable. For households receiving information on direct health co-benefits, we find a higher mean willingness to adopt food and housing actions, and a greater proportion very willing to adopt one or more mitigation actions (OR 1.86, 95% CI 1.1, 3.12); and a greater simulated reduction in overall carbon footprint: difference in percent reduction -2.70%, (95% CI -5.34, -0.04) overall and -4.45%, (95% CI -8.26, -0.64) for food. Our study is the first to show that providing information on strictly unconditional, individual health co-benefits can motivate households in high-income countries to adopt mitigation actions.
