Despite the rapid development of China's digital economy and many studies involving the development of digital economy, there is no unified standard on the measurement of digital economy, and the existing accounting methods all have certain shortcomings. In view of this, this paper constructs a set of accounting system to measure the scale of digital economy industry, from the perspective of digital industrialization and industrial digitization, based on input-output tables. We separate digital economy from traditional industries by splitting and merging IO tables using data such as the Economic Census Yearbook and SAT to calculate the scale of digital economy industry. In this paper, data from Beijing, Tianjin and Hebei provinces in 2017 were used as an example for the calculation. The accounting results show that there is still a large gap in digital economy industry development between Beijing, Tianjin and Hebei, with the total digital economy industry scale, industry digitization scale, digital industrialization scale and the proportion of digital economy value added to GDP in Beijing being much higher than those in Hebei and Tianjin. In addition, due to the characteristics of the respective industrial structures in Beijing, Tianjin and Hebei, the percentages of the four major categories in digital industrialization also show different performance. The share of digital technology application industry in Beijing is much higher than that in Tianjin and Hebei, while the share of digital product manufacturing in Hebei and Tianjin is high. This paper about the high-quality development level of Beijing-Tianjin-Hebei region is of vital importance to promote high-quality development of China. An evaluation index system that can comprehensively describe the high-quality development of the Beijing-Tianjin-Hebei region is designed in this paper. There are 27 indexes selected to evaluate the high-quality development of the cities in Beijing, Tianjin and Hebei province from three dimensions: target level, standard level and index level. By applying the SOM (Self-Organizing Map) algorithm to cluster analysis of high-quality development levels. The results of the study showed that there are variations in high-quality development of Beijing-Tianjin-Hebei city cluster. Beijing has the highest quality development level, followed by Tianjin and Hebei, and a significant gap exists between Beijing and Hebei in terms of the level of quality development. In addition, the high-quality development level of cities in Hebei Province are not balanced. Therefore, Beijing-Tianjin-Hebei city cluster should break down administrative barriers, making overall plans and promoting coordinated development among regions. [ABSTRACT FROM AUTHOR]

The Beijing-Tianjin-Hebei metropolitan cluster has inevitably brought many problems along with its vigorous economic development, one of which is environmental pollution. Based on our previous research, we clarified the mechanisms and characteristics of environmental pollution transfer in the Beijing-Tianjin-Hebei and surrounding regions, and this paper refered to the further correct delineation of the responsibility for environmental pollution control in Beijing-Tianjin-Hebei and the surrounding provinces. This study measureed the full cost of environmental pollution control and economic benefits in Beijing, Tianjin, Hebei and surrounding provinces in terms of the economic costs required for governance, and constructed an inequity index (CG index) to characterise the inequity in the share of costs borne and benefits by the aforementioned provinces. The results of the study showed that there is significant environmental inequity and inequality of responsibility in the process of regional trade among the provinces in and around Beijing, Tianjin, Hebei and the surrounding region. The developed provinces (Beijing and Tianjin) benefited more and bore less responsibility for pollution control due to their optimised industrial structure, producing more capital-intensive and high value-added industries, while provinces with heavy chemical, high pollution and labour-intensive industries, such as Hebei and Shanxi, developed their economies more in the primary and secondary sectors due to their irrational industrial structure, and therefore benefited less and bore more when trading goods with the developed provinces (Beijing and Tianjin) benefited less and took more responsibility for pollution control. Based on the above findings, policy recommendations are then put forward to provide suggestions and references for the collaborative management of environmental pollution in Beijing, Tianjin and Hebei. This study investigates the carbon compensation mechanism as a tool to promote coordinated economic and environmental development in China's Jing-Jin-Ji region (Beijing, Tianjin, and Hebei). A novel approach for calculating carbon compensation cost that integrate emission responsibility as well as carbon abatement cost through a bi-level programming model is proposed. Shared producer and consumer responsibility is established for carbon emissions under the multi-regional input-output model. Marginal abatement costs of Beijing, Tianjin, and Hebei are further calculated through the input-output and linear programming method. Results highlight that the emission responsibility allocation method significantly affects the inter-regional carbon compensation amount. The production-based approach leads to a 77% reduction of carbon compensation amount from Beijing to Hebei, and a 170% overestimation from Tianjin to Hebei compared with the shared responsibility approach in 2060. The optimal carbon compensation unit cost ranges from 1539 to 6438 yuan/ton when the carbon reduction ratio ranges from 10% to 20%. Beijing would compensate Hebei 3.56 and 29.74 billion yuan for achieving 10% and 20% emission reduction, respectively. Similarly, Tianjin's compensation for Hebei would be 0.23 and 1.87 billion yuan in the two scenarios. Results further show that implementing the proposed carbon compensation mechanism can reduce total abatement cost by 43% and 84% in Jing-Jin-Ji under the two scenarios. Currently, ozone pollution is one of the key environmental concerns, and to provide more effective strategies for ozone control, this paper proposes the use of the Geostationary Environmental Monitoring Spectrometer (GEMS) in conjunction with MAX-DOAS for observations and ozone sensitivity analysis. Compared to traditional polar-orbiting satellites, GEMS, launched by South Korea in 2019, offers superior spatiotemporal resolution. However, there is a lack of ground validation for GEMS data related to ozone and its precursors. In this study, we conducted validation in the Jing-Jin-Ji (Beijing-Tianjin-Hebei) region using two typical MAX-DOAS sites and the China National Environmental Monitoring Center (CNEMC) sites, confirming the accuracy of GEMS data. Analysis of the seasonal horizontal distribution results from GEMS and vertical distribution results from MAX-DOAS in 2022 reveals that the concentrations of NO 2 , HCHO, O 3 , and ozone sensitivity not only display seasonality and regional variations but also exhibit distinct characteristics at different altitudes and times, influenced by local climatic conditions, human activities, and topography. When formulating ozone control policies, it becomes imperative to consider factors such as time, regional characteristics, and seasonality. Comparisons between daily results from TROPOMI and GEMS indicate that polar-orbiting satellites may overlook high-pollution periods within a single day, and their measurements may not provide a comprehensive representation of an entire day's data. Consequently, relying solely on polar-orbiting satellite data for shaping ozone prevention and control policies may inadvertently encourage ozone formation during specific time periods, rendering these policies ineffective. Therefore, leveraging GEMS is essential for the development of comprehensive, around-the-clock ozone control policies. Finally, we used monitoring data from Beijing on October 6, 2022, to illustrate how the combination of GEMS and MAX-DOAS enables three-dimensional monitoring of pollutant transport processes on an hourly scale. Beijing-Tianjin-Hebei region is an area where the conflict on resource environment and development most acute. Based on the panel data of listed companies in 2010-2019, this paper constructs a panel model on strategic identification degree, which reveals the development strategy of enterprises and the degree of strategic transformation. The results show that environmental and credit policies in this region have been focused on protecting and supporting business-oriented enterprises. The listed company converts monetary funds and some business assets into financial assets through the items available on the balance sheet, which hinders the development strategy of promoting independent innovation in Beijing, Tianjin and Hebei. We hope that the government should pay more attention to the problem of illegal use of funds in enterprises, and take the necessary regulatory measures to correct the tendency of misallocation of assets. Chinese economy has changed from high-speed growth stage to high-quality development stage. Beijing-Tianjin-Hebei region is an essential part of economic development in China, where high-quality development and realize innovation-driven development need to be achieved urgently. In this paper, an index system is constructed to measure the high-quality development of Beijing-Tianjin-Hebei region, and the entropy weight method is used to measure the high-quality development of Beijing-Tianjin-Hebei region. The results indicate that from the perspective of vertical development, the high-quality development of Beijing-Tianjin-Hebei region from 2009 to 2018 is on the rise year by year. Besides, Hebei has presented a rebound development recent years due to the weak development foundation in the early stage. Tianjin develops evenly with an annual growth rate of 10%, and Beijing has also been growing steadily. From the perspective of horizontal development, the high-quality development of Beijing-Tianjin-Hebei region is significantly unbalanced, and the comprehensive index of high-quality development in Beijing is significantly higher than that in Tianjin and Hebei, demonstrating a large gap in high-quality development among Beijing and the other two regions. Pairs trading is one of the mainstream statistical arbitrage strategies in current financial market practice that can seize possible arbitrage opportunities caused by mispricing between similar assets. Based on the theory of statistical arbitrage and the similar attributes of carbon emission allowances traded in different carbon markets, this paper studies the applicability of the pairs trading strategy among different pilot markets in China. The novelty and possible contribution of this paper are as follows. Firstly, this paper extends the statistical arbitrage-based pairs trading framework to the analysis of carbon market transactions in China, which broadens the understanding of the correlation between China's carbon markets. Secondly, this study explores the arbitrage opportunities among China's regional carbon markets that have not been revealed by previous studies. Thirdly, based on the pairs trading analytical model adopted in this study, this paper further investigates the operation characteristics of China's carbon markets and the interaction between markets, as the sensitivity of strategy performance to the key parameters is also discussed. The results show that arbitrage based on pairs trading is profitable. In the baseline case, the annualized arbitrage returns between the Shanghai emission allowance and Beijing emission allowance is about 9.11%, the highest among all pairs. However, there is almost no pairing relationship between the Tianjin carbon market and other markets. By discussing the time distribution of arbitrage signals generated by the pairs trading strategy, it is found that most signals are sent out during the inactive trading period in a compliance cycle. • The paper integrated the flexible wheelset model calculated by the finite element method into the classical vehicle-track coupling dynamic model, and then imported the bearing substructure model into the vehicle-track coupling dynamic model including flexible wheelset to complete the bearing-vehicle-track coupled dynamic simulation model. • In order to solve the contact relationship between raceway and roller, the slice method is used to describe the contact state of bearing substructure, and the contact between inner ring rib and roller is considered. • To verify the correctness of the established bearing-vehicle-track model, field tests were conducted on the high-speed railway line from Beijing to Tianjin. The field tests verify the effectiveness of the simulation model as well as the correctness of the vehicle model under polygonal wheel wear excitation. • The effects of the different orders and amplitudes of wheel-polygonal wear on dynamic performance of the axle-box system are analyzed and discussed in detail. With the increasing speed of high-speed trains and the deteriorating operation environment of axle-box system, the dynamic performance of axle-box bearing directly affects the stability and safety of operation. In this paper, a bearing-vehicle-track coupling dynamic model is established, and its effectiveness is verified by field tests. The simulation results of the coupling dynamic model including wheel-polygonal wear show that the effect of high order polygonal wheel wear (17th ∼ 21st order) on the axle-box system is greater than that of low order wheel wear (1st ∼ 5th order). The frequency domain of axle-box vertical vibration acceleration excited by high order wheel-polygonal wear is mainly distributed in 400 ∼ 600 Hz. The low order polygonal wheel wear amplitude has little effect on the bearing roller-outer raceway contact load. When the wear amplitude of 20th order polygonal wheel is 0.06 mm, the roller-outer raceway contact load is 27.22% higher than that when the wear amplitude is 0.04 mm. In order to avoid bearing failure caused by excessive bearing roller-raceway contact force, the amplitude of 20th order polygonal wheel wear should reduce to less than 0.04 mm. Beijing-Tianjin-Hebei metropolitan area is a significant carbon emission center. The region's early achievement of peak carbon targets is critical to the nation's achievement of peak carbon targets. In this paper, it is proposed to use different orders of grey models to classify into three scenarios. Based on three scenarios, the grey multivariate convolutional model with new information priority accumulation is adopted to predict carbon emissions in the Beijing-Tianjin-Hebei region and select the scenario suitable for local development. The results show that: (1) The Beijing region has already achieved peak carbon, the Tianjin region may not reach its peak carbon target by 2030, and the Hebei region is expected to reach its peak carbon target by 2030. (2) The high rate of carbon emission reduction scenario will greatly improve the air quality of Beijing. The low-speed growth carbon emission scenario is more in line with the future development of Tianjin city. The low-rate carbon reduction scenario is more in line with the synergistic governance of pollution reduction and carbon reduction in Hebei Province. (3) Beijing's population policy in the most recent years has been conducive to improving the local environment. Tianjin's medium-term population policy is more in line with the local area. A reasonable allocation of carbon emission quotas is essential to improving the national unified carbon trading market. A bankruptcy game model is developed for allocating carbon emission quotas to Chinese provinces based on bankruptcy theory and the Nash bargaining game. The model takes into account the disparities that exist among these provinces. The allocation scheme under the carbon peak target can be obtained by using the projection pursuit model and the subject satisfaction function. The findings reveal that certain eastern provinces bear a greater responsibility in terms of historical carbon emissions. Furthermore, the rampant transfer of carbon emissions from energy-rich to energy-demanding regions has exacerbated the imbalance in regional development. Interestingly, the carbon emission demands are fulfilled in some provinces situated in the coastal regions of the southwest and southeast, such as Beijing, Tianjin, and Fujian. However, certain provinces in the northeast express the lowest levels of satisfaction with their carbon quota allocation, necessitating a greater burden of carbon emission reduction in the future. Even though renewable energy development has gained momentum in China, thermal power generation still accounts for approximately 70% of the county's total power generation serving as the major source of carbon dioxide (CO 2) emissions in China. Facing the challenges of meeting 2030 peak target of CO 2 emission and realizing the coordinated development of thermal power generation in Beijing-Tianjin-Hebei region, this paper applies generalized Divisia Index Method (GDIM) to decompose the dynamics in the relevant CO 2 emission. The effects of five factors including electricity demand, energy consumption, technology, energy efficiency and energy-mix are considered. The decomposition suggests that electricity demand is the primary factor driving the CO 2 emission up, whereas technology effect decreases CO 2 emission the most. Given the significant roles of technology, energy-mix and energy efficiency in CO 2 emissions reduction, seven scenarios are designed to identify the optimal coordinated development pathway for thermal power generation in Beijing-Tianjin-Hebei region. Through upgrading energy structure and/or enhancing energy efficiency, the thermal power generation in Beijing-Tianjin-Hebei region can achieve coordinated development and realize the 2030 peak target under four scenarios. Water shortage and the conflict between water supply and demand have become the main constraints to the sustainable development of sustainable societies in Beijing-Tianjin-Hebei (BTH) region. Scientific evaluation of water usage efficiency and clarification of the three-dimensional water ecological footprint (EF 3D) drivers are of great significance for the collaborative environmental management of BTH region. This paper firstly explores the evolution of water footprint breadth (EF size), depth (EF depth) and EF 3D in BTH region from 2004 to 2020. Using the super-efficient SBM (Slacks-Based Measure) model with EF 3D to evaluate the water use efficiency of BTH region in two scenarios. 22 impact factors were selected to analyze the dynamics affecting the change of EF 3D in BTH region by using the LMDI (Logistic Mean Divided Index) model. The results show that: (1) The water resources pressure of the three provinces are in the overload state from 2004 to 2020, and the EF 3D is at its maximum in 2011–2015. The EF depth of BTH region is fluctuating up and then fluctuating down around 2012, and the most serious capital consumption of water resources stock is in Tianjin. (2) The water resources in Hebei are all in inefficient use. The water resources in Tianjin are in a state of inefficient use in some study years, and since 2014, the water resources are in a state of fluctuating increase and high efficiency. As for Beijing, the water resources are in a state of efficient use in the study years. On the whole, scenario 2 better reflects the water resources utilization efficiency situation and is more in line with the real situation. (3) The water structure and endowment of water resources are pivotal factors positively influencing the EF 3D. To mitigate EF 3D and achieve sustainable utilization of water resources, both Hebei and Tianjin have ample room for progress in elevating agricultural water-saving technologies, optimizing industrial structure, and enhancing water usage patterns. Agricultural water consumption is no longer the primary driver of water resource depletion in Beijing, necessitating focused attention on the impact of external water diversions in terms of local water displacement, optimization of water usage structures, and their role in supporting socio-economic development. Promoting the coupled development of water, energy, and food (WEF) subsystems is a critical step to enhance synergies and increase efficiencies in the WEF nexus. However, the evolution and obstacles of coupled development are largely ignored. This study developed a framework dividing links in the nexus to select indicators and integrated models for the degree of coordination and obstacle diagnosis to explore the coupled development of the WEF nexus from 2000 to 2020 in the water-scarce megacities of Beijing and Tianjin. The results show that the average coordination degree of the WEF nexus in Beijing (0.315) and Tianjin (0.317) is at a low level, indicating a limited interaction between the WEF subsystems, while the coordinated development degree of the WEF nexus is increasing. The order degree of the WEF subsystems shows a two-level hierarchical structure, indicating that both similarities and differences are included in place-specific characteristics. Furthermore, obstacle factors are identified from water and energy subsystems, in which environmental water use (W3) and the energy consumption per gross domestic production unit (E4) played the most significant roles and require a higher priority in policy response. The results in this paper complement obstacle factor analysis in WEF nexus practice, and provide operational indicators for nexus governance. Land-use change and the associated influences on the carbon metabolism system should not be overlooked in the context of rapid urbanization. By combing carbon emissions/sequestrations accounting and ecological network analysis, this paper quantitatively described the general situation and spatial distribution evolution of carbon metabolism in the Beijing-Tianjin-Hebei (BTH) urban agglomeration from 2015 to 2019, investigated carbon flows induced by land-use change, and revealed the ecological relationships between the components of the system. The spatial distribution of carbon emissions showed a trend of high in the southeast and low in the northwest, while carbon sequestrations were the opposite. At the early stage of regional coordinate development, the migration of enterprises with heavy energy consumption and emission and expansion of the transportation network has promoted the economic development in the surrounding area of Beijing, but also lead to the carbon emission transfer and the severe imbalance of carbon metabolism. Despite that a slight improvement can be found in the carbon metabolism system of Beijing and Tianjin, Hebei province still faces intensely competitive ecological relationships between industrial land and other land use, and has a relatively low mutualism index. China's most critically air polluted area, the Beijing-Tianjin-Hebei (BTH) region has attracted significant attention; the regional linkage of environmental indicators in BTH has been widely studied in recent years. The city-level air pollutants and economic benefits hidden in trade activities are still poorly understood. This paper examines air pollutants and economic benefits embodied in BTH's consumption based on a city-level input-output table. Our results show that transfer flows of air pollutants and value-added between different cities lead to the unequal exchange of air pollution and economic benefits in BTH. Beijing gains more value-added (38.40%) through trade compared with its atmospheric pollutant equivalents (APE, 1.75%) induced by consumption demand in BTH. Conversely, Tangshan, Shijiazhuang, and Handan emit more air pollutants compared with the benefits they gain through trade. Abstract: This paper aims to study the vehicular emissions trends in the Beijing–Tianjin–Hebei (BTH) region, located in northern China. The multiyear emission inventories of NO X , CO, VOC and PM10 from road vehicles in the period 1999–2010 were developed by the COPERT IV model. Results show that vehicular emissions of CO and VOC have decreased by annual average change rates (AACR) of −3.1% to −5.2% and −4.4% to −6.9% in the study area, respectively. However, due to the rapid development of freight traffic, emissions of NO X and PM10 have kept increasing in Tianjin and Hebei. Based on the vehicular emission inventories, trends of emission levels for vehicles with different standards, as well as the overall effects of implementing vehicular emission mitigation strategies were assessed. It is suggested that passenger cars (PC) with Euro 0 and Euro I standards, which were at higher emission level in the PC fleet, should be gradually eliminated. Although the increasing rates (IR) of emissions from PC were lower than those of the PC population, the sharp growth of PC population in recent years contributed to a remarkable increase of emissions, weakening the overall mitigation effect. • A CG-GSO model is proposed to measure the urbanization development level. • The model restores the nonlinear urbanization development in urban agglomeration. • The JJJ urban agglomeration is worse than single regions on urbanization development. • The obstacle factors of single regions and urban agglomeration are different. The Beijing(Jing)-Tianjin(Jin)-Hebei(Ji) (JJJ) urban agglomeration is one of the three major urban agglomeration in China, which plays an important strategic role in China's regional development pattern. Based on the concern of inter-relationship within urban agglomeration, this paper creatively proposed a comprehensive gravity-Gram Schmidt Orthogonalization coupling model (CG-GSO) to quantitatively measure the urbanization development level at different regional scales. Compared with the information entropy method, the CG-GSO model was more reliable and fairer in evaluating the urbanization development of an urban agglomeration in the inter-annual dimension. We used the obstacle factor model to find out important ways to realize sustainable development at different regional scales. According to the trends from 2003 to 2017, the urbanization development levels were predicted by using the gray forecast model at different regional scales during 2018–2030. There was an upward trend in urbanization development at different regional scales. Compared with the internal single regions, a high starting and slow developing trend was in the urban agglomeration. In Beijing, the obstacle factors in urbanization development were in the demographic, social and eco-environmental subsystems. However, the obstacle factors were in the economic, eco-environmental and social subsystems in Tianjin, Hebei and JJJ urban agglomeration. The forecast results showed that urbanization development was going strong in internal regions from 2018 to 2030, while the overall urbanization development was slow in urban agglomeration. Urbanization development should focus on labor redistribution, weakening the boundary on social welfare, improving the efficiency of economic development and paying attention to protecting eco-environment for taking the sustainable development road in the JJJ urban agglomeration. • We improved the urbanization effects indicator by considering built-up areas. • Urbanization promoted annual precipitation in developed urban areas of temperate zone. • High uncertainties of urbanization effects existed in coastal cities. Rapid urbanization plays important roles in modifying regional climate. The effects of urbanization on annual precipitation in temperate climate zone were complicated and have not been fully investigated. In this study, Beijing-Tianjin-Hebei (BTH) region of North China was selected as research area and field observations of inter-annual precipitation from 1980 to 2015 were utilized to conduct the spatiotemporal analysis and to extract the urbanization effects. Combined statistical methods were applied and the urbanization effects indicator (UE) was created to quantify the roles of urban development on annual precipitation by combining the land cover change of cities and urban–rural precipitation differences. The paper found following main results: (1) In 2000 s, annual precipitation increased faster in urban areas (slope = 7.165 mm/yr) than in rural areas (slope = 4.954 mm/yr). The urbanization effects on the increasing of precipitation have been implied by comparisons of urban–rural difference between 2000 s (slope = 2.211 mm/yr) and 1980 s (slope = 0.165 mm/yr). (2) Rapid urbanization led to increasing of annual precipitation. Built-up areas correlated higher with urban precipitation than with rural precipitation in 9 of 13 cities, and were used as weights to improve the urbanization effects indicator (UE). (3) As the largest and the most developed city, Beijing presented the highest urbanization effects (UE = 44.5) on the increasing inter-annual precipitation, which was 51% higher than the secondary city of Chengde (UE = 21.71). The coastal cities such as Tianjin, Qinhuangdao and Tangshan presented negative UE values probably due to the strong sea-land energy interactions. This study contributes new findings to the effects of urbanization on annual precipitation in temperate climate zone and could help understand the feedback of land surface changes to variations of atmospheric circulation. • A mathematic model is built to evaluate the air pollution of heating consumption. • The coal substitution policy can reduce the PM2.5 concentrations by about 20 μg/m3. • Effect of renewable energy and its development to air quality is considered. • PM2.5 concentration in 2030 will drop by about 27% in Northern China compared to 2016. The Air Pollution Prevention and Control Action Plan proposed in 2013 has contributed to the fossil fuel reduction in central heating, but the consumption of scattered coal in rural areas should not be overlooked as it accounts for nearly 50% pollutant emissions during the heating season. Air Pollution Prevention and Control Action Plan for Beijing-Tianjin-Hebei and Surrounding Areas was issued to solve the problem of scattered coal consumption and improve the heating energy structure in 2017. In this paper, an air quality-heating model is established to evaluate the air quality improvement potential and far-reaching influence of scattered coal consumption reduction in rural areas. Distinct from other air quality evaluation models, the proposed model is to evaluate the regional air quality related to the heating factors. The results indicate that the coal substitution policy can reduce PM2.5 concentrations in the heating season by about 20 μg/m3 in Beijing-Tianjin-Hebei and surrounding areas. Furthermore, predictions about the variation of PM2.5 concentration in the heating season are conducted, which indicate that the PM2.5 concentration of Beijing, Tianjin, Hebei and surrounding areas in 2030 will drop by 48%, 35%, 29% and 23% respectively compared to that in 2016. The reduction could be further enhanced to be 55%, 40%, 32% and 27% with the consideration of clean power development. High-speed rail (HSR) is considered a safe, fast, comfortable and ecological mode of transportation, which has profoundly changed the way passengers travel. However, how green it is and how it affects county air quality remains to be investigated. Based on panel data of 51 counties in southern Beijing-Tianjin-Hebei (Jing-Jin-Ji) from 2014 to 2018, Fixed Effect Model (FEM) and Propensity-Score-Matching and Difference-in-Difference (PSM-DID) methods are used to study the impact of HSR on air quality in counties. FEM is used as the preliminary regression and PSM-DID model is used to avoid the endogenous problem and selection bias. Research shows that HSR has direct and indirect effects on air quality in counties. HSR directly affects it by changing the way of long-distance travel. Furthermore, HSR indirectly affects it by promoting the regional economy, which affects air quality through scale effects, innovation effects and structural effects caused by regional economy development. The results show that the operation of the HSR reduces the air quality index (AQI) by 11.2% and the concentrations of the three major pollutants index, including PM2.5 by 10.1%, PM10 by 14.8% and O 3 by 11%. We also find that HSR brings at least 4% more environmental benefits on the side closer to Beijing and Tianjin in southern Jing-Jin-Ji than the farther side. Among the two sides, the closer side has more government concern and economic activities. In addition, we conducted further robustness tests and concluded that HSR improves air quality in counties. • Studying on dynamic ecological footprint (EF) in Jing-Jin-Ji from 1996 to 2020. • Six impact factors for driving EF is decomposed. • The EF in Jing-Jin-Ji will increase of 10% from 2015 to 2020. The ecological footprint (EF) describes the complex relationship between the eco-environment and economic development. EF dynamics can better reflect the appropriation of natural resources in various countries or regions compared with previous studies. This paper identified six dominant factors including population, per capita GDP, three major industrial added values, and energy consumption using grey correlation model for the EF changes of the Beijing-Tianjin-Hebei (Jing-Jin-Ji) region from 1996 to 2015. Then, we predicted the EF of the Jing-Jin-Ji region from 2016 to 2020 based on support vector machine model. (1) Since 1996, the EF and per capita EF of the overall Jing-Jin-Ji region have increased, of which those of Hebei Province and Tianjin increased while Beijing decreased. (2) Energy consumption dominated the EF of Jing-Jin-Ji region. The population of Beijing had a high correlation coefficient of 0.735 with the local EF, and the degree of correlation between the EF and per capita GDP was 0.812 in Hebei Province. In Tianjin, the added value of the tertiary industry was closely correlated with its EF, with a correlation coefficient of 0.741. (3) The EF of the Jing-Jin-Ji region will reach 778.30 million hectares by 2020, an increase of 10% compared with the value in 2015. The main purpose of this paper is to build an objective and effective environmental performance evaluation model of air pollution control. Based on the severe air polluted region in China, that is Beijing-Tianjin-Hebei region, this evaluation model consists of four parts, including economic benefits, public service, government management and development potential, and uses the balanced scorecard theory. The weights of the indexes are measured by comprehensive evaluation method, which combined entropy weight method and analytic hierarchy process (AHP). To test the applicability of the evaluation method to different stages, back propagation (BP) neural network is introduced to simulate air pollution control in the future. The results reveal that the environmental performance of air pollution control in Beijing had an upward trend during 2010–2016, and the trend would continue in the next five years. The environmental performance of Tianjin continuously increased, especially from 2014 to 2016. Tianjin has great potential of air pollution control in the future. The environmental performance of air pollution control in Hebei fluctuated from 2010 to 2016 and it dropped to the lowest level in 2015, which mainly due to the large increase in number of days with air quality levelⅡor above compared with 2014 and the nonsignificant growth in the amount of expenditure on atmospheric prevention and control, the amount of investment in the control of industrial pollution sources and the number of law enforcement personnel. Moreover, the environmental performance of air pollution control closely related with industrial structure, especially with the proportion of the tertiary industry. The inter-regional payments for ecosystem services (PES) is an important policy to promote regional ecological and environmental cooperation. However, the existing inter-regional PES standard in China may underestimate the value of ecosystem services and omit the value of transferred pollutants due to inter-regional trade. A reasonable framework of inter-regional PES standards is necessary for the policymakers, especially in Beijing-Tianjin-Hebei (BTH) region with the most serious environmental problem in China. This paper employed the method of environmental impact evaluation and multi-regional input-output model (MRIO) to build a framework of inter-regional PES estimation, which both contained the regional spillover value of ecosystem services and the regional transfer value of pollutants. Finally, we estimate the amount of inter-regional payment for ecosystem services within BTH region. The results indicated that the PES standards within BTH region were 13.8 billion yuan and 19.2 billion yuan from Beijing, Tianjin to Hebei province in 2012, which accounted for 0.77 % and 1.49 % of their GDP in 2012. These PES standards are effective for regional ecological and environmental cooperation within BTH region and a multi-dimensional marketization mechanism should be implemented to reinforce inter-regional payment for ecosystem services, which may pave the way for other regions or countries. Beijing-Tianjin-Hebei (BTH) in China is a key metropolitan area with high development imbalance and serious environment pollution spillovers. While foreign direct investment (FDI) only accounts for 5% of local GDP in this region, Beijing direct investment (BDI) to its two neighbors starts to play an important role in promoting integrated development and tackling regional environmental problems ever since 2014. In this paper, we construct a unique dataset on 157 county-level administrative units in the BTH area as a host of BDI, and test if BDI has resulted in a pollution haven effect or a pollution halo effect in the industrial sector. Results show that BDI has been conducive to reducing industrial pollution emissions in the host administrative units, a pollution halo effect and win-win situation for both Beijing and its neighbors. However, FDI is estimated to have a pollution haven effect for certain industrial pollutants or insignificant. Our results stand with several robustness checks, heterogeneity analysis and a further test on reverse causality, and point to a new avenue for regional environment improvement via environmental friendly and sustainable industrial relocation.
