Product-Service Systems (PSSs) constitute a family of service-based business models designed to satisfy our societal needs in an economically and environmentally sustainable manner. To date however PSS application has remained niche due to a variety of critical barriers. This paper explores how ‘demand pull’ national government policies could support PSS activity by addressing these barriers and cultivating market demand. Lessons are drawn from a case study of how regulatory , economic incentive , informative and procurement policies have supported Energy Service Company (ESCo) activity in the UK; a sub-set of the PSS family focused on energy service provision. Subsequently five policy recommendations are presented to support PSS activity: (1) balancing economic incentives and regulatory disincentives; (2) promoting indirect policy support; (3) redesigning existing market structures; (4) promoting locally-led PSS activity; and (5) creating stable policy frameworks. The paper warns however that national government policy cannot easily address all PSS barriers, such as customer preferences, international developments, technological progress and inherent business model weaknesses, pointing to the need for other complementary solutions. Recent high-profile analyses of trajectories and prognoses of ecosystem decline around the world have called for a renewed focus on embedding the values of the natural world across all areas of public policy. This paper reports the results of a UK-based deliberative process involving experts from a wide range of policy domains and across societal sectors: government departments, associated agencies, national and international NGOs, professional institutions, academia and independent experts. A symposium, based on a collaborative learning approach, explored instances in which ecosystem values have successfully been embedded into public policy, identified challenges to their more widespread embedding despite commitments to do so over generational timescales, and took a backcasting approach to develop actionable outcomes required to deliver transformation change across state and civil society. Emergent themes were expressed in social, technological, environmental, economic and political terms. Recommendations for interventions in complex social-ecological systems are cross-sectoral in scope and will necessarily entail multiple agents of change, well beyond governmental leadership, within any given sphere of societal activity and interest. We identify strategic challenges for, and between, a spectrum of societal policy areas, many currently overlooking ecosystem dependencies, impacts and potential benefits. • Responsible incentivisation requires attention to situated stakeholder perspectives. • We develop four policy scenarios and subject them to deliberation in the UK and Sweden. • New incentives and enabling reforms to existing policy instruments are needed. • Mitigation deterrence must be considered in real world (not abstracted) contexts. • Multi-instrument approaches are needed to overcome single instrument deficiencies. Bioenergy with carbon capture and storage (BECCS) plays a central role in scenario pathways that limit global warming in line with the objectives of the Paris Agreement. Yet deliberate policy efforts to incentivise BECCS—whether through amending existing climate policies or introducing entirely new ones—remain rare. In this paper, we contend that BECCS must be incentivised responsibly, through policy-making processes which account for diverse and geographically varying societal values and interests. More specifically, we make the case for responsible incentivisation by undertaking a comparative analysis of stakeholder attitudes to four idealised policy scenarios for BECCS, including representatives of government, business, nongovernmental and academic communities, in the UK and Sweden. The scenarios were: business as usual; international policy reform; national BECCS policy; and national policy for negative emissions technologies. Based on our findings, we recommend that policymakers 1) recognise the need to develop new incentives and make enabling reforms to existing policy instruments; 2) consider the risk of mitigation deterrence in their real world (and not abstracted) contexts; 3) employ multi-instrument approaches to incentivisation that do not overly rely on carbon pricing or 4) force a choice between technology specific or technology neutral policies; and 5) attend to the diversity of stakeholder and wider public perspectives that will ultimately determine the success—or failure—of their policy designs. Abstract: The paper examines government IT outsourcing polices. The paper critiques the concept of ‘the Contract State’, and suggests how more disciplined uses of outsourcing can assist the creation of public value, more broadly conceived. Within the context of international developments, we study the United Kingdom Inland Revenue (IR), Customs and Excise (HMRC) and Department of Social Security (DSS) and their IT outsourcing contracts. The evidence suggests that outsourcing and marketization initiatives have adverse public value impacts, and may need to be rethought. Major IT operations and innovations, for example e-government, National Health Service (NHS) and identity card IT policies in the UK, are managed and generate legacies that do not always make efficient and effective use of the market. Moreover, their objectives, implementation and management over time may truncate their value to the public at large. Applying a revised Public Value policy approach offers a richer perspective to guide central government decisions worldwide about future IT outsourcing. [Copyright &y& Elsevier]

Abstract: This paper evaluates the tensions that result from routinely applying SEA to all policies, plans and programmes within Scotland. The European Union SEA Directive, effective in many EU member states from 2004, introduced a requirement for environmental assessment of certain plans and programmes. Scotland, a devolved nation within the EU member state of the United Kingdom, aimed to be a ‘world leader in SEA’ by legislating for SEA to be undertaken of all public sector plans, programmes and strategies, with the word ‘strategies’ being equated with ‘policies’. This paper presents detailed data regarding Scottish SEA activity between 2004 and 2007, including responses to consultations on SEA reports. This empirical research found that, reflecting a general difficulty in determining where and when SEA should be applied, engagement with the SEA process was not as widespread as intended (including the pre-screening and screening stages). Eight tensions evident from Scotland''s application of SEA are identified, and their broader relevance is examined. [Copyright &y& Elsevier]

Environmental tax reform (ETR) is a process of shifting the weight of taxation from socially desirable activities, such as labour and profit-generation, to the use of natural resources and the generation of pollution. The paper calculates the revenues from the UK fuel duty escalator (FDE) (an above-inflation increase in fuel duty implemented from 1993 to 1999), and compares these with the revenues lost from the cuts in income tax in 1995 and 1996, and again in 2001. The paper finds that the lost revenue was roughly the same as the revenue from the FDE. In effect the governments concerned had implemented an ETR without in any way drawing attention to the fact. The FDE was discontinued in 1999 when the oil price rose and, in the face of protests at the level of fuel duty the following year, real revenues from fuel duty subsequently declined. It is at least arguable that, had the fact that FDE had facilitated income tax cuts been established by the government at the time, the FDE and fuel duty generally would have been less unpopular. Abstract: There has been resurgence in interest in new nuclear power stations over the last couple of years. The UK Government has taken steps to encourage the private sector to build new stations in the UK, a change in its previous neutral stance toward nuclear power. This paper examines the change in government policy asking what drivers have led to this decision and what barriers were preventing new nuclear power in the past and what barriers are still faced by both government and industry. Three main drivers are discussed: security of energy supply; diminishing energy generation capacity; and climate change. The paper also examines other key factors that play a part in facilitating a shift in government policy, namely economics, public perception and waste management policy. Barriers are identified through examination of public perception, and policy. The changes to the planning system are also discussed. The paper concludes by comparing drivers and barriers for other technologies and contrasting the UK experience with that of other countries. [Copyright &y& Elsevier]

With digitalization and the support of policies, the creative industries have shown rapid growth in the last 20 years. Open forms of collective learning, user engagement and social networks have become popular to generate IPs and values. Meanwhile, government policy can support the sectors through subsidies, regulations, standardization, and protections at regional and national levels. This paper aims to explore the role of government policy in the innovation of creative industries from a macro dynamic perspective. The research method combines a structured literature review, a secondary document review of industry reports and government policy, and thematic content analysis. Through in-depth studies of the UK's and China's animation sectors, the paper identifies key elements of closed innovation, social innovation, and open innovation systems in the market. Comparisons of national government policies since 2000 reveal different approaches for countries where creative sectors are well-established, and for those starting with limited knowledge resources. A dynamic model is developed to address the evolution of macro dynamic innovation systems and the role of policies as interactive mechanisms. Flood and water management governance may be enhanced through partnership working, intra- and cross-organisational collaborations, and wide stakeholder participation. Nonetheless, barriers associated with ineffective communication, fragmented responsibilities and ‘siloed thinking’ restrict open dialogue and discussion. The Learning and Action Alliance (LAA) framework may help overcome these barriers by enabling effective engagement through social learning, and facilitating targeted actions needed to deliver innovative solutions to environmental problems. By increasing the adaptive capacity of decision-makers and participants, social learning through LAAs may lead to concerted action and sustained processes of behavioural change. In this paper, we evaluate the LAA framework as a catalyst for change that supports collaborative working and facilitates transition to more sustainable flood risk management. We use a case study in Newcastle-upon-Tyne, UK, to demonstrate how the LAA framework brought together disparate City stakeholders to co-produce new knowledge, negotiate innovative actions and, ultimately, work towards implementing a new vision for sustainable urban flood risk management. The shared vision of Newcastle as a ‘Blue-Green City’ that emerged is founded on a strong platform for social learning which increased organisations’ and individuals’ capacities to manage differences in perspectives and behaviours, reframe knowledge, and make collective decisions based on negotiation and conflict resolution. As nations develop policies for low-carbon transitions, conflicts with existing policies and planning tools are leading to competing demands for land and other resources. This raises fundamental questions over how multiple demands can best be managed. Taking the UK as an empirical example, this paper critiques current policies and practices to explore the interdependencies at the water-energy-food nexus. It considers how current land uses and related policies affect the UK’s resilience to climate change, setting out an agenda for research and practice relevant to stakeholders in land-use management, policy and modelling. Despite recent progress in recognising such nexus challenges, most UK land-related policies and associated science continue to be compartmentalised by both scale and sector and seldom acknowledge nexus interconnections. On a temporal level, the absence of an over-arching strategy leaves inter-generational trade-offs poorly considered. Given the system lock-in and the lengthy policy-making process, it is essential to develop alternative ways of providing dynamic, flexible, practical and scientifically robust decision support for policy-makers. A range of ecosystem services need to be valued and integrated into a resilient land-use strategy, including the introduction of non-monetary, physical-unit constraints on the use of particular services. Abstract: This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. Abstract: The UK government’s economy-wide 60% carbon dioxide reduction target by 2050 requires a paradigm shift in the whole energy system. Numerous analytical studies have concluded that the power sector is a critical contributor to a low carbon energy system, and electricity generation has dominated the policy discussion on UK decarbonisation scenarios. However, range of technical, social and market challenges, combined with alternate market investment strategies mean that large scale deployment of key classes of low carbon electricity technologies is fraught with uncertainty. The UK MARKAL energy systems model has been used to investigate these long-term uncertainties in key electricity generation options. A range of power sector specific parametric sensitivities have been performed under a ‘what-if’ framework to provide a systematic exploration of least-cost energy system configurations under a broad, integrated set of input assumptions. In this paper results of six sensitivities, via restricted investments in key low carbon technologies to reflect their technical and political uncertainties, and an alternate investment strategies from perceived risk and other barriers, have been presented. • New change points approach enables policy engagement with socio-technical complexity. • Effective engagement with complexity opens new opportunities for change initiatives. • There is no clear binary between academic research and policy professionals. • Translation of social theory insights to policy processes through co-production. Concerns about the climate crisis and the escalating pace of global consumption are accelerating the pressure on governments to moderate public demand for resources like water, food and energy. Notwithstanding their increasing sophistication, standard behavioural change approaches continue to be criticised for a narrow understanding of what shapes behaviour. One alternative theoretical position comes from practice theories, which draw on interpretive and relational understandings to focus on practices rather than people's behaviour, and hence highlight the complex and distributed set of factors shaping resource use. While practice theories have gained considerable interest from policy institutions within and beyond the UK they so far have had limited impact upon policy. It has even been argued that there are insurmountable challenges in reconciling the ontological commitments of practice theories with the realities of policy processes. This article advances academic and policy debates about the practical implications of practice theories. It works with evidence from transdisciplinary research intended to establish whether and how key distinctive insights from social practice research can usefully be brought to bear on policy. We pursued this through co-productive research with four key UK national policy partners, focusing on effective communication of social practice research evidence on agreed issues. A key outcome of collaboratively negotiating challenging social theory to usefully influence policy processes is the 'Change Points' approach, which our partners identified as offering new thinking on initiatives promoting reductions in people's use and disposal of resources. The Change Points approach was developed to enable policy processes to confront the complexities of everyday action, transforming both how problems are framed and how practical initiatives for effecting change are developed. We discuss the case of food waste reduction in order to demonstrate the potential of Change Points to reframe behaviour change policy. We end the paper by addressing the potential and limitations of informing policy with insights from practice theories based upon the successes as well as the challenges we have met. This discussion has broader implications beyond practice theories to other fields of social theory, and to debates on the relations between academic research and policy more broadly. We argue that, through a co-productive approach with policy professionals, and so engagement with the practices of policy making, it is possible to provide a partial and pragmatic but nevertheless effective translation of key distinctive insights from practice theories and related research, to reframe policy problems and hence to identify spaces for effecting change for sustainability.
