Küreselleşen dünyamızda, uluslararası pazarda sınırların kalkması ile birlikte, ülkelerin sahip oldukları lojistik imkânlar, küresel rekabet ve uluslararası ticaret entegrasyonu açısından büyük önem arz etmektedir. Dünya Bankası, ülkelerin lojistik gelişmişliklerini değerlendirmek ve öneriler sunmak amacıyla iki yılda bir Lojistik Performans Endeksi(LPE) Raporu yayınlamaktadır. Endeks ile ülkeler; gümrük işlemleri, altyapı, uluslararası sevkiyatlar, lojistik hizmetlerin kalitesi, sevkiyatların izlenebilmesi ve zamanında ulaşmasına göre karşılaştırılmaktadır. Çalışma kapsamında şu sorulara cevap aranmaktadır; İktisadi açıdan; LPE hesaplamasında kullanılan faktörlerin ülkelerin sınıflandırılmasında etki düzeyleri nelerdir ve endeks ile ülkeler ne kadar doğru sınıflandırılmaktadır? İstatistiki açıdan; sınıflandırma problemlerinde kullanılan BKSA, LVQ ve ANFIS ağ modellerinden hangisi daha başarılı sonuçlar vermektedir ve farkları nelerdir?Bu amaçlar doğrultusunda; ağ modelleri 2007, 2010, 2012 ve 2014 yılları LPE ile eğitilmiş daha sonra 2016 yılı LPE ile test edilmiştir. Sonuç olarak; lojistik performans ölçümünde lojistik kalitesi, altyapı ve takip faktörlerinin en önemli oldukları bulgusu elde edilmiştir. Bunun yanı sıra, ülkelerin BKSA ile %92.58, Kohonen ile %91.80 ve ANFIS ile %82.81 oranında doğru sınıflandırıldığı görülmüştür. Dolayısıyla, hem pratik uygulanabilirliği hemde doğru sınıflandırma yüksekliği nedeniyle, BKSA’nın diğer modellere göre çok başarılı olduğu sonucuna ulaşılmıştır., In globalizing world, with the dearth of borders in international market, the logistical possibilities of countries are of great importance in terms of global competition and international trade integration. The World Bank publishes the Logistic Performance Index (LPE) Report for every two years to evaluate countries’ logistical developments and to offer suggestions. With the index; countries are compared according to customs, infrastructure, international shipments, logistic quality and competence, tracking and tracing and timeliness. Within the scope of the study, answers to the following questions are sought; In terms of economic; What are the impact levels of the factors used in the LPE calculation for the classification of countries and how accurately are the countries classified? In terms of statistics; Which of the BKSA, LVQ and ANFIS network models give better results for classification problems and what are the differences? In line with these aims; the network models were trained with LPE for 2007, 2010, 2012 and 2014 and then tested with LPE for 2016. As a result; it has achieved that the logistics quality, infrastructure and timeliness factors are the most important factors in logistics performance measurement. In addition, the countries are correct classified as rate of 92.58% with BKSA, 91.80% with Kohonen and 82.81% with ANFIS. So, it has reached that because of both practical applicability and high classification accuracy, BKSA is very successful compared to other models.
