The article presents the results of the analysis of the category “building materials” as one of the criteria for buildings environmental certification. The research aims to study one of the categories of “green” certification systems - environmental friendliness and energy efficiency of materials used in construction. The requirements for building materials in international and national rating systems of environmental certification of buildings are considered. Particular attention is paid to determining the most significant characteristics and parameters of building materials as a criterion for “green” construction in the Arctic territories. The use of energy-efficient “green” materials is considered on the example of model objects built in the territories of two northern regions of Russia - in the Murmansk region (Murmansk) and in the Republic of Karelia (Petrozavodsk).

The paper analyzes 3 clusters that differ in the growth rate of Covid-19 from the point of view of the socio-economic structure of the regions of the Russian Federation. In addition, the database also contains clinical indicators characterizing morbidity in the regions, indicators of nosocomial infection, investment parameters and the state of the transport system. Cluster analysis methods was carried out to identify the relationship between socio-economic characteristics of regions. The first cluster is more densely populated, and the regions assigned to the second cluster are removed from each other. Perhaps for this reason, the indicators of the transport system turned out to be less important than socio-economic ones for the spread of infection. The analysis was carried out using machine learning methods based on original methods of optimally reliable partitions and statistically weighted syndromes. The results of comparing the dynamics of Covid-19 spread in clusters 1 and 3, 2 and 3 strongly indicate the importance of studying traffic flows, especially in cities with high population density. The mathematical methods used are an effective tool for the purposes of not only epidemiological analysis, but also for a systematic analysis of the functioning of the socio-economic activity of the population of interacting regions, as well as the role of transport in this process.

The introduction of technologies for active-adaptive control of the operating modes of the power supply systems of coal mines can contribute to an increase in the energy efficiency of coal mining. High-response FACTS devices of the second generation can be used for dynamic reactive power compensation, voltage regulation and limitation of current and voltage harmonic components in conditions of sharply variable electrical loads of mining machines at a breakage face. Evaluation of the effectiveness of the implementation of FACTS devices in the power supply systems of coal mines can be performed using simulation methods.This article discusses the main approaches to the development of a simulation model of a power supply system of a coal mine, mining equipment and FACTS devices. The main results of modeling the joint operation of mining machines are shown. Conclusions about the effectiveness of the use of FACTS devices in the extraction area of a coal mine are made.

The technological provision of peasant farms is characterized by a deficit in their fleet of tractors of classes 2, 3. As a promising direction for solving this problem, it is proposed to develop a technological module that allows increasing the versatility of class 1.4 tractors by transferring them to a higher traction class. To calculate the rated power of the engine of a tractor of class 1.4, when operating it with a technological module, a method is proposed that takes into account the design features of the modular construction of a machine-tractor unit.

This article considers the problem of diagnosing local area network, as well as the task of structural determination is the creation and easy adjustment of the model object by building the knowledge base of available expert information. The algorithm of formalization of knowledge in designing intelligent systems is reviewed and proposed. The article considers the theory of fuzzy sets and fuzzy logic. The concept of the theory of fuzzy sets and fuzzy logic are formalized in the form of fuzzy and linguistic variables, and the vagueness of certain operations in the overall decision-making process is synthesized in the form of fuzzy algorithms. For the effective solution of tasks of type analysis and hypothetical sources of network problems in a local area network, a method of constructing membership functions based on analytical processing of the results of expert surveys is used.

At present, the designing of a power supply system for mine sections is performed in accordance with obsolete regulatory documents made in the early 90s of the 20th century. This slows down the implementation of the ‘digital mining operation’ concept and prevents the full potential for energy savings from being realized. At the same time, development of digital technologies makes the issues of computer simulation of the power supply system of the coal mine sections urgent. Simulating computer modelling is required to develop measures for increasing the efficiency of the power supply system of operating coal mines as well as for designing new coal mines. The article offers the methodology of forming simulation computer models for evaluation of the energy efficiency of the power supply system for a coal mine section. To ensure the correct development of active and reactive power consumption profiles, it is proposed to use scenario approach to modelling dynamic processes. As an example of using the proposed approach, one of the scenarios for the operation of power supply system of a mine section at one of the coal mines of Kuzbass is reviewed here. The proposed approach to scenario modelling of operating modes of a mine section ensures the correct modelling of dynamic processes for the subsequent assessment of the effectiveness of the use of intelligent devices for controlling the flows of active and reactive power, which will make it possible to accurately assess the effect of FACTS devices on the level of active power losses, as well as the quality indicators of the electrical energy. The proposed methodology can be used in the development of computer-aided design systems for the design of energy-efficient power supply systems for extraction areas.

In the field of economics, the concept of “efficiency is traditionally interpreted as the ratio of the volume of products produced and the costs incurred for obtaining these products. This definition of efficiency is similar to the concept of profitability of production, although in practice in agriculture the concept of “efficiency” is a more complex category, since it requires the integration of many factors in order to obtain positive results in production. Agrarian entrepreneurs must effectively and efficiently use land resources as the main means of production. In the same row there are biological resources - agricultural plants, farm animals, poultry and other biological objects. In modern conditions, agricultural entrepreneurship cannot be carried out without new technology, equipment and other means of mechanization and intellectualization of agricultural activities. To obtain the results of effective management, scientific and technological support of entrepreneurship in the agricultural sector will be required. As can be seen from the above factors, the concept of “efficiency” in the agrarian economy includes in its definition a set of relations, the implementation of which is necessary for the functioning of production in market conditions.

The article assesses electrical safety in electrical installations, considers the risks and factors affecting a working person. Electrical injury, compared with other types of industrial injuries, is a relatively small percentage, however, the number of injuries with severe and fatal outcomes occupies a leading place. That is why electrical safety issues need to be given the closest attention. To ensure safe working conditions during the operation of electrical installations, it is necessary to know how electric current acts on the human body, conditions of exposure to hazardous voltage, protection measures against electric shock. The topic of the article is of great practical importance both for those interested in electrical safety issues and for employees and enterprises of the energy industry.

The possibility of digitalization of housing and communal services is mathematically considered using the example of apartment buildings. The approaches discussed in the paper can be used in the construction of new apartment complexes, as well as in the overhaul of the existing housing stock. In addition, the applied approaches can be easily adapted for use in office buildings and business centers.

The paper is devoted to the usage of a mixed learning model with elements of project activity in the master’s program. Master’s programs are implemented at the State University of Humanities and technology from the 2018/2019 academic year at the faculty of biology and chemistry. The main idea of implementing blended learning is to improve the quality of the educational process and the practical application of learning outcomes in teaching activities. The students involved in are this program are all practical teachers and have real opportunities to implement the results of the educational process in school practice. Within the framework of the educational program, a system has been developed to such as extend that ensures the process of creating and implementing author’s projects in the educational space of the school. The undergraduates create their own projects and implement them in the school environment. The projects are the product of training, which gives the opportunity of the educational program.

In this article, the authors discuss the use of FACTS devices in coal mine power systems. The problems of reactive power compensation and the disadvantages of regulatory and technical documentation regarding the use of modern reactive power compensation devices are considered. The main types of FACTS devices that can be used in coal mines are identified. The scientific publications in the field of application of FACTS devices in power supply systems of industrial enterprises are analyzed. The cost indicators of FACTS devices are considered and conclusions are drawn on the theoretical technical and economic efficiency of using FACTS devices in mine conditions.

An objective analysis of multidimensional media flows in the implementation of the concept of sustainable development of the urban environment is based on methods of statistical data processing, the sample of which is subject to certain constraints to improve the reliability statistical conclusions. In particular, the presence of serial correlation in the series of a random variable reduces the reliability of statistical estimates. This paper proposes a method for assessing the intensity of information flows generated by a separate media source against the background of two different dominant informational agendas: before and after the outbreak of coronavirus infection. The technique makes it possible to assess the probability of the media generating messages of a given discourse taking into account the autocorrelation of the series. The developed and implemented algorithm for assessing the likelihood of information messages on a given topic can be used in the future to study the stability of information “intrusions” into the target media space, as well as to simulate the consequences of the implementation of measures for the digital transformation of the urban environment within the concept of its sustainable development.

The project idea is to create a management model of student project activity in a particular University based on empirical research of universities that implement student project activities and analysis of accumulated theoretical data. The purpose of the master’s thesis is to form a management model of student project activities at the State Humanitarian University of technology. The developed model is based on the empirical experience of implementing student project activities in both domestic and foreign universities, as well as the results of a pre-project study that analyzed potential stakeholders. The main elements of the management model are: the formation of a digital project platform, the formation of a motivation system for students and teachers, the creation of a new structural division of the University-the project office and the criteria for evaluating the planned activities. The results of the work are: a management model of student project activities at the State Humanitarian University of technology.

The article discusses the issues of strategic development of the management of accommodation and specialization of the municipal level agricultural entities, where the main threats associated with the justification of the strategic management object at the municipal level, the assessment of its state, trends and prospects of functioning, starting with the initial link of economic interactions of agricultural organizations, as well as the possibility of the formation of agricultural production, implementation and transformation of its potential, with the highlighting the number of features corresponding to a certain relationship at a given level are determined. Priority principles are substantiated with the choice of the main strategic areas for more efficient use of existing opportunities, as a result of which a new or improved agricultural product will be created. The transformation of the management strategy of agricultural economic entities in the field of accommodation and specialization was carried out, and its organizational and structural model was presented which will have a certain sequence and interaction at the municipal level.

Digital technologies ensure the competitiveness of agriculture and have the ability to attract investment. They are needed to increase milk yield and improve the quality of dairy products. "Smart Farm" is a fully robotic facility that analyzes the feasibility of production. For example, this analysis indicates the economic feasibility of breeding certain breeds of farm animals. Now milking robots are used all over the world. If the average milk productivity of cows is 5,000 liters per year, then due to the introduction of modern technologies, the result can be up to 12,000 liters per year. Another plus is the fact that the production process can take place without the presence of an operator. A smart farm is a fully automated process. Such a farm can independently calculate the economic profitability of its production, where the necessary digital technologies are used. Based on the analysis, a decision is made to optimize the production process.

In modern society, the role of concept of justice is increasing. Various decisions of state authorities are assessed from the standpoint of justice or injustice. However, the concept of justice has special significance in relation to state repression. Often society reacts to the use of state coercion against individuals and such situations are widely covered in the media, spark a great public outcry, sometimes lead to various kinds of conflicts between a part of society and officials. It is generally accepted that such situations of social tension are caused by the facts of excessive use of repression. However, we put forward the hypothesis that the perception of justice by society and concept of justice set out in the criminal law and perceived by the court are significantly different today, which causes systemic problems in the perception of justice. The solution to this problem is possible only with an integrated approach related to the study of the current criminal law and the potential of justice embedded in it, the perception of justice as a category in the activities of the court, as well as the idea of justice in public perception. The author had the following tasks: 1) to study the main approaches to justice in the modern system of social sciences, 2) set the parameters and forms of polling the population on the justice of punishment, 3) develop an anonymous questionnaire for judges in order to establish the factors, criteria and circumstances which they associate punishment tightening and mitigation with, 4) send the developed questionnaire to all courts of the constituent entities of the Russian Federation, 5) after the responses are received from the courts, carry out selective analysis of the sentences awarded by these courts and compare the circumstances noted in the sentences and affecting the punishment with those indicated by the judges in the questionnaires; 6) process all received sociological data and create the following scales: a) circumstances that should be regarded when assigning a just punishment based on public opinion; b) circumstances that judges regard when choosing a punishment in specific criminal cases. The article presents some results of the study conducted on the basis of a questionnaire survey of judges and the population, as well as a description of the survey methodology.

The article defines the importance of simulation modeling of traffic flows for the development of both individual territories and the entire city. The object of the study is a transport artery connecting two major districts of the city of Moscow: Strogino and Shchukino. As part of the work, the key quantitative and qualitative parameters of the object are highlighted, allowing to determine the input parameters for the simulation model of the real object in order to implement a scenario of reducing the number of lanes for personal road transport and adding a dedicated lane for public transport.

Ensuring the food security of the Russian Federation includes a set of areas in the implementation of which the constituent entities of the Russian Federation are involved, taking into account economic opportunities, natural and climatic conditions of the regions and other circumstances that are important for obtaining positive results in the field of ensuring food security. In connection with the foregoing, the topic of this scientific article is relevant both from a theoretical and practical point of view. The scientific novelty of the study is associated with an in-depth economic analysis of food security in the Sverdlovsk region, taking into account the regulation of regional legislation. The purpose of the study is to identify the interaction of economics and law in the field of ensuring food security of a constituent entity of the Russian Federation in the context of indicators of the Doctrine of Food Security of the Russian Federation. The objective of this study is to assess the impact of the norms of the regional law "On Ensuring Food Security of the Sverdlovsk Region" on the development of agriculture and agro-industrial production in the Sverdlovsk Region in terms of ensuring food security of the constituent entity of the Russian Federation. The theoretical significance of the work is due to the fact that the obtained results and conclusions develop and supplement a number of sections of the agrarian economy in terms of assessing the impact of agriculture on ensuring food security. The practical significance of this study is characterized by the possibility of using the material by the authorities of the constituent entity of the Russian Federation, as well as the subjects of agricultural activity and in the educational process at an agricultural university.

The thermal, hydrogeological, and chemical processes affecting Kamchatka geothermal reservoirs were studied by using isotope and geochemistry data: (1) The Geysers Valley hydrothermal reservoirs; (2) The Paratunsky low temperature reservoirs; (3) The North-Koryaksky hydrothermal system; (4) The Mutnovsky high temperature geothermal reservoir; (5) The Pauzhetsky geothermal reservoir. In most cases water isotope in combination with Cl- transient data are found to be useful tool to estimate reservoirs natural and disturbed by exploitation recharge conditions, isotopes of carbon-13 (in CO2) data are pointed either active magmatic recharge took place, while SiO2 and Na-K geothermometers shows opposite time transient trends (Paratunsky, Geysers Valley) suggest that it is necessary to use more complicated geochemical systems of water/mineral equilibria.
