The Yellow River Basin has problems such as fragile ecological environment, higher pressure on resource carrying and regional development quality to be improved. In order to explore the impact of environmental regulations on the highquality development of the Yellow River Basin, based on five development concepts, this paper built a comprehensive evaluation index system for the highquality development of 9 provinces in the Yellow River Basin and used the entropy method to calculate the comprehensive index and subsystem indexes of the highquality development level of the Yellow River Basin from 2000 to 2017. It also used the systematic GMM method to empirically test the impact of heterogeneous environmental regulatory tools on the highquality development of the Yellow River Basin. The results show that the highquality development level of the Yellow River Basin is increasing year by year; the current command and control environmental regulation has significantly promoted the improvement of the highquality development level of the Yellow River Basin; the marketincentive environmental regulation has significantly inhibited the improvement of the highquality development level of the Yellow River Basin; the public participatory environmental regulations have not yet had an impact on the highquality development of the Yellow River Basin. Corresponding policy recommendations are put forward: all provinces and autonomous regions should jointly promote the innovation and open development of the Yellow River Basin, strengthen the role of command and control environmental regulations in promoting the high quality development of the Yellow River Basin, stimulate the "innovation compensation" of market incentive environmental regulations and establish and improve the system and mechanism of public participation environmental regulation.
