Context Herding and mustering procedures during livestock management can be time-consuming, labour intensive, and costly. The ability to gather animals virtually is an enticing notion but technology to do this is not widely commercially available. Aims The eShepherd® virtual fencing system being developed for cattle may be able to remotely herd animals. This system operates via global positioning system, and requires animals to wear a neckband device. Animals are trained to associate an audio tone with an electrical pulse to avoid a virtual boundary. Methods Experiments were conducted with cattle using pre-commercial prototypes of the automated virtual fencing neckbands, and with sheep using manually operated dog training collars implementing the same virtual fencing algorithm to explore the potential of this technology for herding, and optimal fence designs for herding success. In the first experiment, five groups of 12 cattle were moved down a 344 m paddock using three different fence placement designs. Results The most successful design for cattle herding was a back fence that followed behind the animals to prevent them from turning back in the wrong direction. The fences were manually activated by personnel based on the cattle movement. The same type of fence design was manually applied to two groups of six sheep to successfully herd them down a 140 m paddock in the second experiment. Conclusions All herding was highly dependent on the animal’s own pace of movement as no signals were applied to ‘push’ the animals, the systems only prevented movement back in the wrong direction. The pre-commercial prototype of the automated eShepherd® device used is now obsolete and testing with updated versions would be needed to confirm its application for animal herding. Implications These preliminary trials indicate potential for virtual fencing technology to herd livestock, but technology improvements are required, and an automated device for sheep is not yet available.

Context Exclusion fences are increasingly used to prevent interactions between predators (introduced and native) and assets such as endangered species or livestock. However, challenges remain in identifying when exclusion fences are an optimal investment and the intended outcome is likely to be achieved. The level of association with complementary methods of control that is needed is also unclear. Aims We aimed to quantify the interactions among factors that affect fencing efficiency, including the size of the fenced area, the fence permeability, the initial density of the predator population, and its survival of complementary control methods. Methods Using a spatially explicit, individual-based model, we simulated wild dog (dingo) populations as a proxy for describing predator dynamics inside a fenced area under different management practices and fence designs. We then fit a generalised linear model to the model outcomes to assess the effects of the four factors mentioned above. Key results Lethal control had a strong effect on wild dog density when the survival of control was lower than 0.5. Fences generally had an effect on wild dog density only when their permeability was lower than ~1% and their effect was most noticeable when the initial density was very low (

Optimising the spatial distribution of free-ranging livestock is a significant challenge in expansive, grazed landscapes across the globe. Grazing managers use practices such as herding (i.e. droving), strategic placement of off-stream livestock drinking water and nutritional supplements, and strategic fencing in attempts to distribute livestock away from sensitive streams and riparian areas. We conducted a cross-sectional survey of 46 cattle-grazed riparian areas and associated stream reaches embedded in rugged range landscapes to examine relationships between implementation of these management practices, stocking rate, and riparian health. We determined in-stream benthic invertebrate assemblages at each site to serve as an integrative metric of riparian health. We also collected information from the grazing manager on stocking rate and implementation of livestock distribution practices at each site over the decade before this study. Off-stream livestock drinking-water sources were implemented at just two sites (4.3%), indicating that this was not a common distribution practice in these remote management units. We found no significant relationship of riparian health (i.e. invertebrate richness metrics) with stocking rate (P ≥ 0.45 in all cases), or with the simple implementation (yes/no) of off-stream nutritional supplements, fence maintenance, and livestock herding (P ≥ 0.22 in all cases). However, we did find significant positive relationships between riparian health and managerial effort (person-days spent per year for each individual practice) to implement off-stream nutritional supplements and fence maintenance (P ≤ 0.017 in all cases). Livestock herding effort had an apparent positive association with riparian health (P ≥ 0.2 in all cases). Results highlight that site-specific variation in managerial effort accounts for some of the observed variation in practice effectiveness, and that appropriate managerial investments in grazing distributional practices can improve riparian conditions.

Demonstrating sustainable land management (SLM) requires an understanding of the linkages between grazing management and environmental stewardship. Grazing management practices that incorporate strategic periods of rest are promoted internationally as best practice. However, spatial and temporal trends in unmanaged feral (goat) and native (kangaroo) populations in the southern Australian rangelands can result land managers having, at times, control over less than half the grazing pressure, precluding the ability to rest pastures. Few empirical studies have examined the impacts of total grazing pressure (TGP) on biodiversity and resource condition, while the inability to manage grazing intensity at critical times may result in negative impacts on ground cover, changes in pasture species composition, increased rates of soil loss and reduce the ability for soils to store carbon. The widespread adoption of TGP control through exclusion fencing in the southern Australian rangelands has created unprecedented opportunities to manage total grazing pressure, although there is little direct evidence that this infrastructure leads to more sustainable land management. Here we identify several key indicators that are either outcome- or activity-based that could serve as a basis for verification of the impacts of TGP management. Since TGP is the basic determinant of the impact of herbivory on vegetation it follows that the ability for rangeland pastoral management to demonstrate SLM and environmental stewardship will rely on using evidence-based indicators to support environmental social licence to operate.

In the southern rangelands of Australia, the capability of land managers to manage total grazing pressure, with support from their service providers, influences resource condition, livestock production and pastoral business profitability. This study investigated the perspectives of people who face the challenge of managing total grazing pressure. Self-administered surveys were used to collect the perspectives of 220 land managers and 46 service providers to total grazing pressure management and the impacts of grazing animals. Land managers and service providers agreed that, on average, 40 to 50% of the total demand for forage is due to non-domestic animals, that a reduction in this component is required, and that current levels are at least double the desirable level. The majority of respondents (>54%) assessed both livestock and non-domestic animals to have a negative impact on soils and pastures. However, livestock were more frequently assessed to have a positive impact on soils and pastures than non-domestic animals. The respondents commonly suggested that the impact livestock have on soils and pastures depends on management. Non-domestic animals were assessed by the majority of respondents to have a negative impact on livestock production and business profitability, apart from unmanaged goats where opinions were divided. Both land managers and service providers used the ‘large negative’ category to describe the impact on livestock production and business profitability more frequently for kangaroos than for any other herbivore. There were significant differences in the respondents’ perspectives among the States. Respondents in New South Wales and Queensland estimated a higher proportion of demand for forage from non-domestic animals than respondents from other States. The respondents in New South Wales also more frequently assessed unmanaged goats to have a positive impact on business profitability compared with the other States. Total grazing pressure management was rated as a high priority issue by 66% of respondents. ‘Improved kangaroo management’ and ‘fencing’ were the two main factors identified with potential to make a substantial difference to total grazing pressure management in the next ten years.

Numerous large herbivore species, both native and exotic, share the southern Australian rangelands with domestic livestock, which often account for only about half of the total grazing pressure. Although each presents its individual challenge to landholders, the management of kangaroos is a key component of ecologically sustainable management of the region because (a) they represent a significant component of the non-domestic grazing pressure, particularly in areas from which dingos and wild dogs have been (partially) removed; (b) commercial harvesting, the means of control that has the highest social acceptability, has been rendered ineffective by the actions of activist groups and market closure due to food safety concerns; (c) the task is largely beyond the capacity of individual landholders; and (d) the same constraints do not apply to other non-domestic components of total grazing pressure. Management of total grazing pressure, and particularly kangaroos, currently represents a case of market failure because the level of management that can be expected of landholders is not consistent with public expectations for resource conservation and animal welfare. Several avenues are available by which kangaroo management could be advanced to achieve both public and private benefits. These include adoption of an active, adaptive management approach to the kangaroo population, establishment of arrangements that will shift the general perception of kangaroos from pest to resource, development of an appropriate incentive framework to achieve desirable landscape outcomes, and continued evaluation of the benefits and costs of cluster fencing. These initiatives require both a greater commitment from governments to address the market failure and a proactive stance by industry to engage stakeholders, self-regulate, and objectively demonstrate environmental and animal welfare credentials.

Studies of environmental history provide an important lens through which to analyse our contemporary thinking and practices. Here we consider historic management of the conflict caused by dingo predation on livestock. We present unpublished findings of a comprehensive national survey of graziers’ attitudes, knowledge and interactions with dingoes that was conducted by Professor N.W.G. Macintosh in the 1950s. By analysing the 137 responses from this survey, we sought to determine the factors that shaped graziers’ attitudes and management decisions. The four most popular management methods employed to protect livestock from dingoes were trapping (80%), ground-baiting (68%), fencing (44%), and shooting (34%). Whether a respondent had sheep or not was the strongest determinant of which management methods were used, with sheep graziers less likely to use ground-baiting and shooting and more likely to use trapping and fencing. While some patterns among responses were evident, the study reveals the complex nature of graziers’ experiences with dingoes and suggests that, given the lack of scientific evidence available to them at the time of Macintosh’s survey, their decisions, observations, and attitudes were influenced by contextual factors. We use this analysis to consider how history has shaped contemporary dingo management. While the economic, social and environmental context has changed since Macintosh’s survey over 60 years ago, some historical attitudes and practices surrounding dingoes have endured and attacks on livestock by dingoes continue to be regarded as a major threat to graziers.

Livestock producers and governments have managed predators to protect livestock for millennia. But in recent decades attitudes towards predators and their management have shifted from solely killing towards coexistence and even conservation. In Australia, a continent-wide survey of graziers conducted in the 1950s provides an opportunity to consider how attitudes and practices surrounding dingo management have changed over the last 60 years. We created a survey that repeated questions and themes from the 1950s study and sent this to 75 of the properties where the original survey had been completed. We received 23 complete or semicomplete responses. Ground-baiting and shooting continue to form a major focus of management on the focal properties, while fewer respondents used trapping and fencing in the current survey than in the 1950s. Ten properties had adopted either or both of two lethal methods (aerial baiting and hiring professional doggers) since the 1950s survey. Unlike the 1950s survey, three respondents used non-lethal methods only (animal husbandry or livestock guardian animals) and indicated that they support maintaining dingoes in the landscape. This change, albeit small, may suggest that attitudes towards dingoes by graziers have diversified from solely lethal control. We discuss these trends and consider the future of dingo management in Australia. In accordance with changing attitudes among some producers, we suggest that governments must now consider the diversity of approaches to managing livestock in the presence of dingoes and offer more training and support for those methods that are proven effective.

This article reports on modelling of the farm-level financial implications of changing land use from rangelands grazing to ‘carbon farming’ (vegetation-based carbon sequestration) in north-western New South Wales, Australia. Four model farm businesses were created by combining information from existing carbon projects funded under the Australian Government’s Emissions Reduction Fund (ERF), data from surveys of farm businesses in the study regions and biomass estimations from the pasture growth model, GRASP. Scenarios for each of the businesses were: baseline (current grazing system); clearing vegetation to increase carrying capacity; establishing a carbon project; and establishing a carbon project and reinvesting some of the additional income in exclusion fencing to increase carrying capacity on non-project areas. The carbon project scenarios were based on either of two approved carbon sequestration methodologies within the ERF: avoided deforestation; and human-induced regeneration. In comparing the financial outcomes of these scenarios across the modelled businesses, we found potential advantages for landholders in having projects where livestock carrying capacity was at medium to low levels for the study region and where woody vegetation biomass potential was medium to high for the region. The case for sequestration projects on land with higher carrying capacity and therefore higher opportunity cost was much less compelling. In most cases, reinvestment in exclusion fencing resulted in similar financial returns to just having a carbon project but farm business income increased in later years.

Issue addressed: Lack of appropriate swimming pool fencing is often found to be a causal factor contributing to the drowning of young children. Local councils are responsible for the enforcement of the Swimming Pools Act 1992 in New South Wales (NSW), yet no consistent approach to enforcement exists. Methods: A survey of local councils in NSW was conducted during June-August 2002. The survey included questions that aimed to identify what information was collected regarding backyard swimming pools, the form in which this information was stored, and barriers to the enforcement of pool fencing legislation in NSW. Results: Just over two-thirds of local councils responded to the survey. The type and format of information available regarding backyard swimming pools varied considerably between local government areas. Regular pool fencing inspections were not often conducted and minimal information was kept regarding the compliance status of backyard pool fencing with the Act. Conclusions: While the vast majority of local councils conduct educational initiatives aimed at improving pool owners’ familiarity with the requirements of the NSW Swimming Pools Act 1992, ambiguities exist in the Act that can make compliance confusing. The effectiveness of the Act is further undermined by the low levels of compliance to its specifications. So what? Recent evidence suggests that swimming pool fencing legislation in NSW should be reviewed. Barriers identified by local councils in relation to enforcement of pool fencing legislation in NSW should be addressed. Key words: Swimming pool fencing, compliance, drowning.

Increasing the intensity of grazing management from continuous grazing or set-stocking to intensive rotational grazing has been proposed as a way of improving the profitability and environmental outcomes for native pasture-based grazing systems in the high-rainfall zone (HRZ) of southern Australia. The present paper synthesised the results and outcomes of eight papers covering different aspects of a grazing-system study investigating the intensity of grazing management at Panuara (33°27ʹS, 148°56ʹE), 25 km south-west of Orange, New South Wales. The systems analysis covered soils and soil water, pastures, animal production, profitability and business risk by using a combination of field experiments and biophysical modelling. The experimental approach, engagement with stakeholders and the potential impact of the research outcomes are discussed; as are the future directions for grazing system research. Increasing the intensity of grazing management from a 1- to a 20-paddock system resulted in a 21% higher pasture growth, 22% higher stocking rate and 20% higher lamb production per hectare. However, modelling demonstrated that seasonal variability had a greater impact on profitability than did the management system, and whole-farm profitability of the 20-paddock system was lower than that of the 1- and 4-paddock systems due to higher infrastructure costs. Pasture stability was associated with a high perennial grass content (>70%), and a stocking rate of 4.2 ewes/ha for continuous grazing or 5.3 ewes/ha for intensive rotational grazing limited the potential for degradation events. Advantages were identified in fencing and managing production zones, with different production potential within a farm, to improve utilisation across the landscape and efficiency of fertiliser use. The farming-system approach successfully integrated field research with pre- and post-experimental modelling, and with strategic input from an advisory group containing farmers, researchers and advisors, to develop a full understanding of the impact, at a system level, of increasing the intensity of grazing management in the HRZ.

This paper describes the restoration of woody vegetation on my family’s grazing property, ‘Eastlake’ (1202 ha) on the Northern Tablelands of New South Wales. We commenced revegetating ‘Eastlake’ in 1981 to reverse the loss of native tree cover due to New England dieback and improve shelter for livestock and pastures to increase farm profitability. We treated the revegetation program as a long-term business investment and, apart from a 5-year period of overseas employment, have allocated annual funding in the farm business plan ever since. Our decision was based on the benefits of shelter to livestock and pasture production. Once we began revegetation, aesthetics, amenity and the positive impact on the capital value of the farm became important motivations. More recently, increasing the farm’s biodiversity and resilience, and conserving native flora and fauna, have also motivated us. Our strategy is to link upland areas of remnant timber with ridgeline corridors of planted vegetation to maximise shelter, minimise pasture production losses and provide dispersal corridors for fauna and wildlife habitat. Initially, we planted introduced species of tree and shrub, but now we revegetate mainly with native species, as well as fencing off remnant timber to encourage natural regeneration and direct seeding understorey species (mainly acacias) in degraded remnants and elsewhere. Our target is to increase the area of fenced-off and planted timber cover from 8% to 10% over the next few years, which will take the proportion of total effective timber cover from ~8% in 1980 to 18% of the property. The key lessons are to: (1) plan, prepare, plant the right tree or shrub in the right place for the right purpose, and post-planting care (the ‘4 Ps’); (2) integrate revegetation into the whole-farm business plan; (3) finance the work slowly over time with the aid of a spatial farm plan; and (4) adapt to changing circumstances, values and understanding. Research is required to help farmers understand the role of on-farm biodiversity in contributing to the health of the farm business, owner–managers and their families and the farm environment, as well as to regional economies, communities, landscapes and society more generally.

K’gari (Fraser Island) offers a rare opportunity for people to observe and encounter wild dingoes. Occasionally, however, such encounters can entail dingoes acting in a threatening or aggressive manner towards people, resulting in human injury and, in one tragic case, death. A suite of approaches aimed at minimising the risk to human safety posed by dingoes have been implemented on the island, including fencing, island-wide warning signage, and regulations against feeding. Despite such measures, negative encounters continue, and in cases where dingoes are deemed to pose an unacceptable risk, they are usually destroyed. In searching for non-lethal management alternatives, attempts have been made to modify undesirable dingo behaviour through aversive conditioning, but results to date have either been mixed or largely disappointing. Here we review a wide array of research that has utilised aversive stimuli in an effort to modify and manage the behaviour of wild animals, with a particular focus on related predators such as coyotes and wolves. We identified eight major categories of experimental research: conditioned taste aversion/avoidance (CTA), electric fencing, fladry, chemical repellents, fear-evoking stimuli, physical repellents, aversive collars/devices and hard release procedures. We then outline each of these categories in more detail, complete with pertinent examples of successes and failures as well as advantages and disadvantages. We conclude that some approaches offer promise within three main areas of incident mitigation experimentation: dingo exclusion (e.g. electric fencing), personal protection (mild chemical irritant sprays, sturdy umbrellas) and remedial aversive conditioning (e.g. shock collars). Other approaches, such as CTA and sublethal projectiles are not recommended. Like any approach, aversive conditioning is not a panacea, but it does offer promise in filling gaps in current management and as an alternative to lethal control.

An understanding of the drivers of infrequent recruitment is fundamental in managing for species persistence. Callitris glaucophylla Joy Thomps. & L.A.S. Johnson (white cypress-pine) is a slow-growing, long-lived conifer, with a distribution that extends across arid Australia. Arid populations of C. glaucophylla are endangered in New South Wales, and are characterised by infrequent recruitment. We examined recruitment patterns of C. glaucophylla in differential grazing exclosures (excluding rabbits, excluding large herbivores or excluding both) and in unfenced areas. More recruitment occurred in rabbit-proof exclosures, compared with nearby large herbivore and control exclosures, although some rabbit-proof exclosures recorded no recruitment. Increases in recruitment at several long-term exclosures were associated with wet periods, as was recruitment at some unfenced sites. Apart from grazing and rainfall, recruitment was related to mature tree size and stand density (probably because of their influence on seed availability). These endangered arid C. glaucophylla woodlands are all that remains of a once extensive distribution, and are habitat for a suite of threatened species. Reduction in grazing pressure, particularly from rabbits, is clearly critical to maintain recruitment in these remnant populations. Chances of recruitment appear to be enhanced in low-density stands, around large trees, and in dune blow outs – fencing should focus on these areas.

Context Brazil has one of the richest biodiversity and one of the most extensive road networks in the world. Several negative impacts emerge from this interaction, including wildlife–vehicle collisions (WVC), which may represent a significant source of non-natural mortality in several species. The understanding of the main drivers of WVC is, therefore, crucial to improve the safe coexistence between human needs (transportation of goods and people) and animal populations. Aims We aimed to (1) evaluate the relative influence of land-cover patterns on the distribution of WVC, (2) assess whether WVCs are clustered forming hotspots of mortality, and, if so, (3) evaluate the benefits of mitigating only hotspot sections. Methods We collected WVC data involving medium–large mammals (4–260kg) along three road transects (920km), fortnightly over 1 year (n=1006 records). We used boosted regression trees to relate the WVC locations with a set of environmental variables including a roadkill index, reflecting overall habitat suitability and landscape connectivity, while accounting for spatial autocorrelation effects. We identified hotspots of mortality using Ripley’s K statistic and testing whether data follow a random Poisson distribution correcting for Type I error. Key results We found a strong association between WVC probability and roadkill index for all focal species. Distance to riparian areas, tree cover, terrain ruggedness and distance to urban areas were also important predictors, although to a lesser extent. We detected 21 hotspots of mortality, yet with little spatial overlapping as only four road sections (2%) were classified as hotspot for more than one species. Conclusions Our results supported that WVC mainly occur in road sections traversing areas with more abundant and diverse mammal communities. Hotspots of mortality may provide important information to prioritise road sections for mitigation, but this should be used in complement with roadkill indexes accounting for overall mortality. Implications The results support focusing on hotspots and habitat quality and landscape connectivity for a better assessment of road mortality. At the local scale, a larger number and improved road passages with exclusionary fencing of appropriate mesh size in riparian areas may provide safe crossings for many species and constitute a promising mitigation measure.

Grazing enterprises on the Central Tablelands of New South Wales employ a range of different strategies to manage temperate native grassland pastures common in the high rainfall zone of southern Australia. This paper uses a stochastic whole-farm simulation modelling approach to assess the impact of grazing system and stocking rate (SR) on the long-term profitability of a representative case-study enterprise. In particular, the impact of infrastructure costs, debt and downside risk, on whole-farm performance are examined over a 10-year planning horizon. In total, 12 different strategies were modelled under both price and climate risk, with a matrix of three paddock systems (1-paddock, 4-paddock and 20-paddock rotations) and four stocking rates (SR of 3, 4.2, 5.3 and 7 ewes/ha). Profitability was primarily driven by SR. In general, higher SR increased total farm output and annual profits under favourable conditions, although they were also associated with higher costs and greater downside risk in poor seasons, which in turn was magnified by the compounding effect of accumulating debt over time. When SR increased above 4.2 ewes/ha, it had a negative impact on lamb sale weights, resulting in lower prices due to lambs not meeting the ≥40-kg liveweight specification. Although this was offset by increased whole-farm production volumes at 5.3 ewes/ha, declines in profitability occurred at 7 ewes/ha as a result of significant increases in supplement feeding costs, and lambs not meeting sale weight specifications. The analytical scale of the analysis also had an impact on the relative profitability between alternative treatments. When assessed using a partial measure of economic analysis (gross margin per ha), there was little difference between paddock system treatments at the same SR. When the cost of additional fencing and water infrastructure were accounted for at the whole-farm analytical scale, the 20 paddock system was markedly less profitable than the 1- and 4-paddock rotations. This highlights the need for assessing production systems at an appropriate analytical and temporal scale to better understand the relationship between the key drivers of long-term profitability and risk. Overall there were relatively small differences in whole-farm performance between the four best performing strategies in this study. Given the trade-offs between profitability, downside risk, ground cover and feedbase sustainability, the lower risk 1- and 4-paddock systems with a SR of 4.2 ewes/ha are proposed as being optimal.

A model of lice management systems was used to investigate the potential benefits of improved fencing against straying sheep, used in conjunction with other management options for lice control. The impact of combined strategies was simulated over a 20-year period. Management options included in the model were: lice eradication rate, lice detection, intervention level, improved fencing to reduce straying sheep, and biosecurity of purchased sheep. The modelling found it was cost-effective to improve fences for an initial average cost of $20 000/property if the number of properties from which strays could enter was reduced by ≥40%, but for average Australian properties this represents less than 20% of the boundary replaced. In order for fencing to be a cost-effective part of lice management, the fencing must target sections of boundary fence that will provide the greatest protection from contact with neighbouring flocks. The model showed that improved biosecurity against straying sheep combined well with improved eradication rates. However, biosecurity for purchased sheep may be the most cost-effective option.

Context Reducing road mortality is essential to reptile conservation in regions with dense road networks. The Georgian Bay, Ontario population of the eastern massasauga rattlesnake (Sistrurus catenatus) is designated as Threatened, in part because of high road mortality. In Killbear Provincial Park, four ecopassages and barrier fencing were constructed along three busy park roads to reduce road mortality of massasaugas. Aim Although mitigation of road mortality has been widely recommended and in some instances implemented for reptiles, effectiveness of mitigation efforts is often inadequately evaluated. The goals of our study were to use long-term data to quantify the effectiveness of ecopassages and barrier fencing in reducing massasauga fatalities on roads, and to evaluate the potential of these structures to serve as movement corridors for individual snakes. Methods We used five approaches to assess the overall efficacy of mitigation efforts: (1) comparison of pre- and post-mitigation road mortality; (2) camera traps in ecopassages to document massasauga and predator presence; (3) automated tag readers in ecopassage entrances to detect PIT-tagged individuals; (4) an experiment to assess massasauga willingness to enter and travel through ecopassages; and (5) measurement of temperature fluctuations in ecopassages to assess thermal suitability for massasaugas. Key results We found a significant decrease in road mortality of massasaugas on stretches of park roads associated with ecopassages and barrier fencing post construction. Automated tag readers and cameras detected the presence of massasaugas and other animals within the ecopassages, and experimental data showed that massasaugas willingly entered, and in some cases crossed through, ecopassages. Conclusion Our evaluation of mitigation structures determined that they successfully reduce road mortality and provide potential movement corridors between bisected habitats, provided that intense maintenance of the fencing is conducted yearly. We also demonstrated the need to utilise a combination of multiple post-monitoring methods to effectively evaluate mitigation structures. Implications This study provides a template for construction of similar mitigation in other key locations where reptile road mortality occurs.

Previous studies in mulga country with hard-setting red earth soils in north-west New South Wales, Australia, have demonstrated that small fenced seed production areas on local high points can contribute to regeneration of native perennial vegetation, and increases in the soil seedbank, on surrounding slopes. In this study the potential of seven microhabitats in this environment, each replicated twice, for use as seed production areas was assessed indirectly by a study of their functional characteristics and vegetation dynamics. Indices of landscape function (stability, infiltration and nutrient cycling) were determined for each of the 14 sites at the time of fencing and at the end of the study, over 2 years later, by determining the extent and surface characteristics of 53 surface types (in total) along three parallel transects within each site. Variation in establishment and survival of ground storey species among surface types was examined by co-ordination of all plants within belts centred on the line transects. At the start of the study landscape function indices for the ‘rocky ridge with rock outcrop’ microhabitat were not significantly higher than all, or some, other microhabitats. By the end of the study two of the three indices for this microhabitat were significantly higher than for all other microhabitats. This microhabitat also favoured the establishment and survival of the pastorally preferred species Monachather paradoxus Steud and Thyridolepis mitchelliana (Nees) S.T. Blake but did not favour establishment and survival of the pastorally unpreferred species Aristida jerichoensis (Domin) Henrad and Austrostipa variabilis (Hughes) S.W.L. Jacobs and J. Everett. This microhabitat was characterised by extensive areas of ‘water catchment’ surface types associated with in-situ rock outcrop, which facilitated the observed vegetation dynamics. This ‘rocky ridge with rock outcrop’ microhabitat occurs on local high points in the landscape and is readily recognised. It is therefore ideally suited for use as fenced seed production areas to assist rangeland regeneration.

Context The presence of large mammals on roads poses a serious risk to both the animals and motorists if collisions with vehicles occur. Fencing roads can reduce this risk, and it also limits the landscape-scale movements of animals. By also constructing fauna underpasses it may be possible to avoid collisions with vehicles, while, at the same time, allowing the natural movement of animals across the landscape. Aims We aimed to determine whether western grey kangaroos (Macropus fulignosus) would use fauna underpasses and to determine how this may affect their home range. Methods We used motion-activated infrared cameras to monitor the use of one large 8 × 3 m arched underpass and two 0.9-m-diameter fauna underpasses over 342 days between March 2011 and March 2012. The underpasses were situated between reserves separated by a four-lane fenced highway, with one reserve surrounded by residential properties. At the same time, 20 kangaroos (10 males and 10 females) were radio-tracked to determine the size of their home range and to test whether the animals incorporated the fauna underpasses into their daily movements. Key results The large fauna underpass was used 3116 times by individual kangaroos in groups of up to 21 animals, whereas the two smaller underpasses were used only twice. In total, 14 of the 20 radio-collared kangaroos used the large underpass over the course of the study, but underpass use did not affect home-range size. Kangaroos that did not use the underpass had a significantly higher proportion of their home range on residential properties surrounding one of the reserves than did those kangaroos that used the underpass. Conclusions The use of the underpass did not affect the size of the home range of the kangaroos, but it allowed the kangaroos to access grazing areas that would have been otherwise inaccessible. Fauna underpasses allow the safe passage of kangaroos between isolated remnant vegetation patches and may reduce significantly the risks posed to motorists and kangaroos from collisions. Implications Fencing roads and constructing fauna underpasses is a viable solution to reducing some of the problems of managing large kangaroos in peri-urban areas.

Deer are among the world’s most successful invasive mammals and can have substantial deleterious impacts on natural and agricultural ecosystems. Six species have established wild populations in Australia, and the distributions and abundances of some species are increasing. Approaches to managing wild deer in Australia are diverse and complex, with some populations managed as ‘game’ and others as ‘pests’. Implementation of cost-effective management strategies that account for this complexity is hindered by a lack of knowledge of the nature, extent and severity of deer impacts. To clarify the knowledge base and identify research needs, we conducted a systematic review of the impacts and management of wild deer in Australia. Most wild deer are in south-eastern Australia, but bioclimatic analysis suggested that four species are well suited to the tropical and subtropical climates of northern Australia. Deer could potentially occupy most of the continent, including parts of the arid interior. The most significant impacts are likely to occur through direct effects of herbivory, with potentially cascading indirect effects on fauna and ecosystem processes. However, evidence of impacts in Australia is largely observational, and few studies have experimentally partitioned the impacts of deer from those of sympatric native and other introduced herbivores. Furthermore, there has been little rigorous testing of the efficacy of deer management in Australia, and our understanding of the deer ecology required to guide deer management is limited. We identified the following six priority research areas: (i) identifying long-term changes in plant communities caused by deer; (ii) understanding interactions with other fauna; (iii) measuring impacts on water quality; (iv) assessing economic impacts on agriculture (including as disease vectors); (v) evaluating efficacy of management for mitigating deer impacts; and (vi) quantifying changes in distribution and abundance. Addressing these knowledge gaps will assist the development and prioritisation of cost-effective management strategies and help increase stakeholder support for managing the impacts of deer on Australian ecosystems.

Roadkill (the mortality of animals through wildlife–vehicle collisions) is one of the main impacts of roads on wildlife. Studies quantifying the location and rate of roadkill to identify ‘hot spots’ are often used to guide the location of mitigation efforts, such as fencing or wildlife crossing structures. However, sometimes quantifying rates of roadkill can be challenging, particularly for species that are small and difficult to detect. In our study, a squirrel glider that was trapped and radio-collared in north-east Victoria was found as roadkill more than 500 km away, suggesting that a vehicle struck the animal and carried the carcass away from the site of impact. Our observation is the first evidence that this occurs for squirrel gliders.

Vital-statistics data concerning population viability were gathered for four of the rarest orchids in Western Australia using surveys to define population sizes and habitat areas and annual measurements of plant demographics. These orchids were Caladenia melanema, C. graniticola, C. williamsiae and Drakaea isolata from the wheatbelt of Western Australia. This agricultural area has a Mediterranean climate with unreliable rainfall, and is >80% cleared of native vegetation. Surveys with 10–30 volunteers increased population-size estimates by up to 10 times and provided spatial data to define core habitat areas. These areas included most of the individuals of a species, but were only 2–10 ha in size. Within these areas, orchids were often highly aggregated in patches a few metres wide, potentially resulting in a high degree of intraspecific competition. Vital statistics were obtained using 4-m wide and 30–50-m-long transects to measure rates of emergence, flowering, grazing and seed-set for each orchid. Plants emerging at the same position in different years were considered to be the same individual, but most emerged in new positions. Many plants emerged just once in 4 years, and 2–3 years of dormancy was common. Emergence frequencies were used to provide estimates of population sizes that were two or three times larger than suggested by data from a single year. Seed production was typically very low. Grazing by kangaroos and rabbits was most severe for C. melanema, but was greatly reduced by fencing. Severe drought prevented flowering of C. graniticola in the driest year, whereas other species were more resilient. These orchids are likely to persist as long as there are some years where rainfall is sufficient for flowering and seed set followed by a year with adequate rain for seed germination. Populations of all these orchids were stable or increasing, but they are still at high risk of extinction because of the impacts of increasing soil salinity or fire on their habitats. These species are unlikely to spread elsewhere in the highly cleared and fragmented wheatbelt. Intervention by hand-pollination, grazing protection and translocation to new locations is required to mitigate these risks. Results were summarised in vital statistics report cards with thresholds set to inform conservation management for these species. Core habitat maps and vital-statistics report cards should also be valuable new tools for terrestrial-orchid conservation in other biomes.

This study aimed to survey farmers’ knowledge and practices on the management of pastures, stocking rates and markets of meat goat-producing enterprises within New South Wales and Queensland, Australia. An interview-based questionnaire was conducted on properties that derived a significant proportion of their income from goats. The survey covered 31 landholders with a total land area of 567 177 ha and a reported total of 160 010 goats. A total of 55% (17/31) of producers were involved in both ‘opportunistic harvesting’ and commercial goat operations, and 45% (14/31) were specialised seedstock producers. Goats were the most important livestock enterprise on 55% (17/31) of surveyed properties. Stocking rate varied considerably (0.3–9.3 goats/ha) within and across surveyed properties and was found to be negatively associated with property size and positively associated with rainfall. Overall, 81% (25/31) of producers reported that the purpose of running goats on their properties was to target international markets. Producers also cited the importance of targeting markets as a way to increase profitability. Fifty-three percent of producers were located over 600 km from a processing plant and the high cost of freight can limit the continuity of goats supplied to abattoirs. Fencing was an important issue for goat farmers, with many producers acknowledging this could potentially add to capital costs associated with better goat management and production. Producers in the pastoral regions appear to have a low investment in pasture development and opportunistic goat harvesting appears to be an important source of income.

This study was conducted in the Hudong-Ketu area to the south-east of Qinghai Lake, China, one of the main habitats of Przewalski’s gazelle (Procapra przewalskii). The objective was to understand herdsmen’s perceptions and attitudes towards rangeland fencing, gazelle protection and control of wolf predation on livestock. A total of 251 families of herdsmen were randomly selected for face-to-face interviews in March 2011 (100 families), 2012 (65 families), and 2013 (86 families). The interview results showed that the herdsmen had a strong willingness to protect the gazelle and most of the interviewees were willing to reduce the height of their rangeland fences, but few herdsmen were willing to completely remove fencing without compensation. Although the responses from the herdsmen suggested that they would like to see some gazelle grazing on their rangeland, they considered the gazelle as a competitor with their livestock for grass herbage. The majority of herdsmen interviewed had suffered from some loss of livestock due to wolf predation, and most of them considered wolf predation a serious problem, particularly to their sheep. Most of them thus did not want to see an increase in the number and distribution of wolves, but none of the interviewees would kill wolves. The herdsmen’s belief in Tibetan Buddhism played an important role in influencing the attitudes of the herdsmen towards wolves and the gazelle. These interview results suggest that the herdsmen, as key stakeholders, need to be considered and involved in the development and implementation of any program to protect the gazelle, recovery of wolf populations and maintain rangeland ecosystems.

New technologies that can allow measurement and exploitation of biological variation to improve resource efficiency are rapidly becoming available. Some of these technologies can be applied to improve the efficiency of pasture-based systems. There will be significant innovation in technology for capturing variation in dairy-cow productivity and welfare, as the potential market globally is very large; however, the market potential for technology for pasture-based grazing systems is much smaller and will require public funding to stimulate innovation in technology, to capture and exploit the variation in pasture production and utilisation. Current research in Teagasc Moorepark is focussed on developing and adapting technology to capture both the inter-paddock and intra-paddock variation in pasture production that will potentially allow more specific and efficient nutrient use and higher total herbage production. The second focus of the current research is in the development of technologies to capture and manage the variation in grass utilisation by real-time monitoring and collating the data on herd output and post-grazing residual and controlling individual-animal pasture allocation through individual GPS-location identification and control with virtual fencing.

Free-ranging livestock play a pivotal role globally in the conversion of plant tissue into products and services that support man’s many and changing lifestyles. With domestication came the task of providing livestock with an adequate plane of nutrition while simultaneously managing vegetation for sustainable production. Attempting to meld these two seemingly opposing management goals continues to be a major focus of rangeland research. Demand for multiple goods and services from rangelands today requires that livestock production make the smallest possible ‘negative hoof-print’. Advancements in global navigation satellite system, geographic information systems, and electronic/computing technologies, coupled with improved understanding of animal behaviour, positions virtual fencing (VF) as an increasingly attractive option for managing free-ranging livestock. VF offers an alternative to conventional fencing by replacing physical barriers with sensory cues to control an animal’s forward movement. Currently, audio and electrical stimulation are the cues employed. When VF becomes a commercial reality, manual labour will be replaced in large part with cognitive labour for real-time prescription-based livestock distribution management that is robust, accurate, precise and flexible. The goal is to manage rangeland ecosystems optimally for soils, plants, herbivores in addition to the plant and animal’s microflora. However, maximising the benefits of VF will require a paradigm shift in management by using VF as a ‘virtual herder’ rather than simply as a tool to manage livestock within static physical barriers.

Rainfall variability is a major challenge to sustainable grazing management in northern Australia, with management often complicated further by large, spatially-heterogeneous paddocks. This paper presents the latest grazing research and associated bio-economic modelling from northern Australia and assesses the extent to which current recommendations to manage for these issues are supported. Overall, stocking around the safe long-term carrying capacity will maintain land condition and maximise long-term profitability. However, stocking rates should be varied in a risk-averse manner as pasture availability varies between years. Periodic wet-season spelling is also essential to maintain pasture condition and allow recovery of overgrazed areas. Uneven grazing distributions can be partially managed through fencing, providing additional water-points and in some cases patch-burning, although the economics of infrastructure development are extremely context-dependent. Overall, complex multi-paddock grazing systems do not appear justified in northern Australia. Provided the key management principles outlined above are applied in an active, adaptive manner, acceptable economic and environmental outcomes will be achieved irrespective of the grazing system applied.

Understanding the impacts of roads on wildlife and the natural environment is of increasing importance. Macropods (mostly kangaroos and wallabies) are a diverse and widespread taxon in Australia that has been significantly affected by the presence of roads in various ways. We reviewed the available literature on macropods and roads, assessing 60 scientific journal articles, reports and theses. Studies on road mortalities were the most prevalent (n = 29, with 12 on macropods only), revealing both spatial and temporal patterns in occurrence. Behavioural studies in relation to the road environment are limited (n = 2) yet could help our understanding of patterns of road-kill and other impacts. Some macropod populations are critically affected by the presence of roads (e.g. brush-tailed rock-wallaby, Petrogale penicillata) due to either proportionately high road mortalities and/or population fragmentation, and may face continued decline unless effective road-mitigation measures are implemented. Investigations of various types of road mitigation focussed on wildlife-exclusion fencing and road crossing structures as the most effective option, although the high cost of these measures appears to limit their implementation. Further research into several areas was identified, particularly on species where severe road impacts are likely to result in population declines.

Beef cattle grazing is the dominant land use in the extensive tropical and sub-tropical rangelands of northern Australia. Despite the considerable knowledge on land and herd management gained from both research and practical experience, the adoption of improved management is limited by an inability to predict how changes in practices and combinations of practices will affect cattle production, economic returns and resource condition. To address these issues, past Australian and international research relating to four management factors that affect productivity and resource condition was reviewed in order to identify key management principles. The four management factors considered were stocking rates, pasture resting, prescribed fire, and fencing and water point development for managing grazing distribution. Four management principles for sound grazing management in northern Australia were formulated as follows: (1) manage stocking rates to meet goals for livestock production and land condition; (2) rest pastures to maintain them in good condition or to restore them from poor condition to increase pasture productivity; (3) devise and apply fire regimes that enhance the condition of grazing land and livestock productivity while minimising undesirable impacts; and (4) use fencing and water points to manipulate grazing distribution. Each principle is supported by several more specific guidelines. These principles and guidelines, and the supporting research on which they are based, are presented.

Feral goats (Capra hircus) are increasing in abundance and distribution in the semi-arid and arid rangelands of New South Wales, and elsewhere in the southern rangelands. They present a conundrum for natural resource managers and policy-makers as they can be both an agricultural and environmental pest and an economic resource for landholders. This paper presents an economic analysis of a range of alternative approaches to feral goat management and assesses their implications for natural resource management policies. ‘Opportunistic harvesting’ and ‘value-added’ strategies (the latter involving use of a paddock to increase the liveweight of feral goats before slaughter for meat) returned positive net benefits to landholders, whereas the strategy of ‘no management’ resulted in a negative net benefit if the overall stocking rate was held constant. The erection of goat-proof boundary fencing to enhance production from domestic livestock generated negative net benefits unless increases in stocking rates of domestic livestock could be achieved within the exclusion fencing through improved grazing management. The use of goat-proof fencing to establish an individual paddock for domestic livestock production returned positive net benefit for landholders but also required increases in domestic stocking rate to be competitive with the best feral goat harvesting strategy. The ‘opportunistic harvesting’ and ‘value added’ strategies are thus likely to be adopted by producers without financial incentive and could result in positive resource conservation outcomes if goat prices encourage harvesting. The ‘no management’ strategy will most likely promote resource degradation and should be discouraged. Strategies involving goat-proof fencing are likely to provide positive net benefits for landholders and achieve positive natural resource outcomes if associated with improved grazing management, and reduced density of feral goats outside the exclusion fencing. It is concluded that resource conservation benefits of feral goat control strategies may be positive, negative, or neutral depending on the management strategy adopted, the extent of goat-proof fencing, and the price of meat from feral goats. It is, therefore, difficult to rely on the commercial harvesting of feral goats to achieve resource conservation objectives. Public funds could be better used to support education and training in grazing management and provide incentives for achievement of measurable natural resource outcomes than to support infrastructure establishment for the harvesting of feral goats on private properties.

Context Over the past few decades, the frequency of wild pig–vehicle collisions (WPVCs) and number of human fatalities associated with these accidents have increased with expanding populations of this species, particularly in regions outside its native distribution. Aims To better understand this widespread and growing human safety threat, we quantified habitat attributes associated with 311 WPVC locations occurring between 1983 and 2012 at the Savannah River Site (SRS) in South Carolina, USA, to test the hypothesis that WPVCs occur more frequently in areas proximal to preferred habitats (i.e. riparian and bottomland hardwood habitats). Methods At each collision site, we measured the distance to the nearest wetland and stream, as well as the composition of habitats within 100-m and 1699-m buffers. We then contrasted habitat attributes associated with collision sites with those from randomly selected locations along the same roads, to identify habitat characteristics contributing to a higher incidence of these accidents. Key results WPVCs were non-randomly distributed across both spatial scales measured, with collisions occurring more frequently in areas of preferred habitat for this species. Specifically, collisions occurred in areas closer to streams and containing less pine forest than at random locations at both spatial scales evaluated. Conclusions Similar to vehicle accidents with other ungulate species, our study suggested that vehicle collisions involving wild pigs are spatially clustered around preferred habitat types. Management efforts to reduce vehicle collisions with wild pigs should be focussed in areas where roadways bisect preferred habitats such as stream crossings and bottomland hardwood or other riparian habitats. Implications These data will aid in the development of mitigation strategies to reduce the frequency and impacts of WPVCs in areas of high wild-pig densities. However, given the paucity of data on WPVC mitigation, additional research is needed to quantify the efficacy of various methods (e.g. signage, fencing, underpasses) at reducing the frequency and severity of collisions with this species.

Most research comparing different farming systems has been conducted on relatively uniform plots at small scales made necessary by the desire for sufficient replication of the systems and cost limitations. This paper describes an alternative approach to plan the allocation of land to three unreplicated whole-farm management systems such that each farmlet had equivalent starting conditions and yet was at a scale credible to both livestock producers and researchers. The paddocks of each farmlet were distributed across the landscape in a ‘patchwork quilt’ pattern after six iterations of a mapping exercise using a Geographic Information System. Allocation of paddocks took into account those variables of the landscape and natural resource capacity that were not able to be altered. An important benefit of the procedure was that it ensured that the farmlets were co-located with contiguous paddock boundaries so that all farmlets experienced the same climatic as well as biophysical conditions. An electromagnetic survey was conducted of the entire property and used in conjunction with a detailed soils map in order to classify areas into soil conductivity groupings. Equivalent areas of each soil type were allocated across the three farmlets. Similarly, land was distributed according to its topography so that no farmlet would be compromised by being allocated more low lying, flood-prone land than any other farmlet. The third factor used to allocate land to each farmlet was the prior fertiliser history of the original paddocks. This process ensured that each farmlet was objectively allocated equivalent areas of soil type, topography and fertiliser history thus avoiding initial bias among the farmlets. After the plan for all paddocks of each farmlet was finalised, new paddock boundaries were drawn and where necessary, fencing was removed, modified and added, along with re-arranged watering points. The farmlet treatments commenced in July 2000 when the first pasture establishment and differential fertiliser applications were carried out. Evidence from the electromagnetic survey and the Landsat imagery confirmed that the distribution of hydrologic soil conductivity and vegetation greenness were similar between all farmlets just before the commencement of the experiment.

PEST-PROOF (exclusion) fences are designed to prevent non-native, predatory and pest species from repopulating an area set aside to protect vulnerable native plant and animal species. Pest-proof fencing provides security from invasive species, but can isolate the native species enclosed within. On one hand, some rare native species exist on the mainland due to the pest-free status achieved through the use of exclusion fences. On the other hand, these reintroduced populations are now isolated a situation where they would not be found naturally (Jamieson et al. 2006). Exclusion fences must be constantly maintained or the sanctuary risks reinvasion. An important question for conservation biologists and managers to answer is therefore — when is exclusion fencing the best option for protecting native species from introduced pests? We have drawn our examples from New Zealand and Australia where progress has been made with regard to the design and utilization of exclusion fences.

Feral goats are a significant threat to biodiversity in Australia. However, goats are also harvested by some landholders for commercial benefit and this can lead to disagreements regarding control techniques. In the rangelands of New South Wales, feral goat distribution is closely linked to artificial watering points (AWP) such as tanks and bores. Previous surveys indicated that goat activity was rare more than 4 km from water. We hypothesised that constructing sections of goat-proof fencing in areas where goats were feeding on National Parks but watering on neighbouring properties, such that they had to travel more than 4 km from the AWP to access the park, would result in a significant decrease in goat abundance in these areas. We tested this hypothesis in Paroo-Darling National Park, Gundabooka State Conservation Area and Gundabooka National Park using changes in index (fresh goat dung groups per 100-m transect). We also measured kangaroo dung and ground cover index changes. Twelve months after the fences were constructed, goat dung significantly declined compared with non-treatment areas and the relationship between distance to water and goat dung broke down at the treatment sites. Kangaroo indices were not affected by the fences. The results for bare ground were the same as for goat dung, with significantly less bare ground and a breakdown in the relationship with distance to water at the treatment sites after the fences were constructed, but this was due to a corresponding increase in litter rather than live vegetation. This technique can be a significant tool for protecting biodiversity from feral goats, without removing the potential for neighbouring landholders to harvest the goats. If strategically used to create zones free of resident goats around the boundaries of conservation reserves, it should increase the effectiveness of other techniques such as trapping, mustering and shooting, by reducing post-control reinvasion. Recognition of access to water as an important management tool should substantially improve our management of feral goats in the rangelands.

Context Native pest herbivores often require population numbers to be controlled in landscape settings where agricultural, plantation forests and native forests are juxtaposed. The Tasmanian pademelon Thylogale billardierii and the red-necked wallaby Macropus rufogriseus rufogriseus are among the most abundant native pest herbivore species in Tasmania. Aims We aimed to determine the habitat use of pademelons and wallabies in response to (i) environmental and seasonal variation, and (ii) two different wildlife management interventions (shooting and fencing) in an agricultural–forest mosaic in north-eastern Tasmania. Methods Macropod abundance before and after shooting and fencing management interventions were estimated by changes in the rate of deposition of faecal pellets (scats per unit area per time interval) on an array of permanent transects that were stratified across three habitat types (agricultural land, plantation forest, and native forest). An experiment was also conducted to determine the endurance of fresh scats in the three habitats. Key results More than 90% of scats remained undecomposed for over five months, and more than 50% of scats remained undecomposed for over 11 months across the study site. Decomposition rates were significantly influenced by habitat type, specifically, highest in agricultural land and lowest in native forest for both species. Scat deposition rates showed that species abundance was influenced by habitat type and season. Macropod abundance was highest in agricultural land and lowest in native forest. Compared with summer and early autumn, pademelon scat abundance significantly decreased in late autumn and spring on agricultural land but showed no change for plantation forest or native forest. Wallaby scats showed similar seasonal trends for all three habitats, lower in late autumn and spring compared with summer and early autumn. Following each of the management interventions, macropod scat deposition rates decreased predominantly on agricultural land. This effect decreased with increasing distance from intervention loci. Conclusions We demonstrate that scat monitoring provides a useful survey technique for the assessment of macropod habitat use, and show that macropods select for agricultural habitats. Shooting and fencing interventions reduced the use of agricultural habitats, but this effect was localised. Implications A whole-landscape perspective is required when assessing the impacts of management interventions on pest populations. Results highlight the formidable challenges in controlling native herbivores in habitat mosaics, given the localised effects of management interventions and the importance of environmental and seasonal factors as drivers of habitat use.

Emerging ecological theory predicts that vegetation changes caused by introduction of livestock grazing may be irreversible after livestock are removed, especially in regions such as Australia that have a short evolutionary exposure to ungulate grazing. Despite this, fencing to exclude livestock grazing is the major tool used to restore vegetation in Australian agricultural landscapes. To characterise site-scale benefits and limitations of livestock exclusion for enhancing biodiversity in forb-rich York gum (Eucalyptus loxophleba Benth. subsp. loxophleba)–jam (Acacia acuminata Benth.) woodlands, we compared 29 fenced woodlands with 29 adjacent grazed woodlands and 11 little-grazed ‘benchmark’ woodlands in the Western Australian wheatbelt. We explored the following two hypotheses: (1) fencing to exclude livestock facilitates recovery of grazed woodlands towards benchmark conditions, and (2) without additional interventions after fencing, complete recovery of grazed woodlands to benchmark conditions is constrained by ecological or other limits. Our first hypothesis was supported for vegetation parameters, with fenced woodlands being more similar to benchmark woodlands in tree recruitment, exotic plant cover, native plant cover, native plant richness and plant species composition than were grazed woodlands. Further, exotic cover decreased and frequency of jam increased with time-since-fencing (2–22 years). However, we found no evidence that fencing led to decline in topsoil nutrient concentrations towards concentrations at benchmark sites. Our second hypothesis was also supported, with higher topsoil nutrient concentrations and exotic plant cover, and lower native plant richness in fenced than in benchmark woodlands, and different plant species composition between fenced and benchmark woodlands. Regression analyses suggested that recovery of native species richness is constrained by exotic species that persist after fencing, which in turn are more persistent at higher topsoil nutrient concentrations. We conclude that fencing to exclude livestock grazing can be valuable for biodiversity conservation. However, consistent with ecological theory, additional interventions are likely to be necessary to achieve some conservation goals or to promote recovery at nutrient-enriched sites.

Feral camels have severe negative impacts on key environmental economic and social/cultural assets across a wide area in Australia and their population is increasing. In this paper we utilised Multicriteria Evaluation (MCE) within a Geographic Information System (GIS) to create a decision tool for their management. Six management methods which are currently used for managing feral camels and their impacts: aerial culling, ground culling, exclusion fencing, and commercial extraction for live export, pet meat, or human consumption, were considered in the development of the tool. The decision tool used GIS-based MCE to determine the suitability of each of the management methods across the range of feral camels in Australia. A range of method-dependent criteria and factors served as inputs to the GIS-based MCE, which produced a suitability map or surface for each of the management methods. The broad-scale nature, Australia wide, of the work resulted in the suitability maps generated being of limited value in identifying fine-scale priority locations for management. The suitability maps did serve to identify broad-scale, cross-jurisdictional management zones where one or more of the management methods may be applicable. Geographic Information System-based MCE was concluded to have the potential to identify the appropriate areas for the application of specific feral camel management methods. Four management zones were then defined within the area of Australia in which feral camels are present.

Pest mammals are completely excluded from Maungatautari Ecological Island, New Zealand, by a 47-km Xcluder pest-proof fence; however, they are commonly sighted directly outside, along the fenceline. Permanent pest exclusion relies on maintaining fence integrity, and enhancing knowledge of pest activity and behaviour at fenced reserves. We describe summer and winter periods of activity and behaviour of mammalian pests directly adjacent to the pest-proof fence. We (1) tested for the effects of adjacent habitat type, breach type and season on the rate of mammalian pest sightings directly at the fence, (2) determined how quickly pest mammals may locate a fence breach, and how likely they are to exploit it, and (3) developed a predictive model to help assess the probability of a pest gaining entry to the sanctuary if repair to a fence breach is delayed. Observations inside the rolled fence hood provided firm evidence that rats travel and forage extensively in this artificial although highly acceptable aboveground habitat, much more than on the ground. We confirm and emphasise that mammalian pests are constantly testing the pest-proof fence. Pests are very common directly outside the fence, and within 24 h there is a very high likelihood that a fence breach will be located and exploited. The greatest threat of reinvasion comes (1) nocturnally, (2) from rodents and (3) in the summer; however, these results also confirm that there is constant risk from multiple pest species, regardless of time of day or season.

Provision of artificial waterpoints in Australian rangelands has resulted in an increase in the range and density of kangaroos. At high densities, kangaroos can inhibit vegetation regeneration, particularly in some protected areas where harvesting is prohibited. Fencing off waterpoints has been proposed to limit these impacts. Our aim was to determine whether fencing off waterpoints during a drought (when kangaroos would be especially water-limited) would influence the density and distribution of red kangaroos (Macropus rufus). Two waterpoints were fenced within the first 6 months of the 27-month study and a further two waterpoints were kept unfenced as controls in Idalia National Park, western Queensland. We estimated kangaroo densities around waterpoints from walked line-transect counts, and their grazing distribution from dung-pellet counts. Fencing off waterpoints failed to influence either the density or distribution up to 4 km from the waterpoints. Our results indicate that food availability, rather than the location of waterpoints, determines kangaroo distribution. Few areas in the rangelands are beyond kangaroos’ convenient reach from permanent waterpoints. Therefore, fencing off waterpoints without explicitly considering the spatial context in relation to other available water sources will fail to achieve vegetation regeneration.

For 2 decades, calls for Australian rangeland landholders to expand their reliance on the abundant species of native kangaroos and decrease their reliance on introduced stock have been made. These calls have received recent impetus from the challenge of climate change. Arguments for landholder involvement in kangaroo production include reduced greenhouse gas emissions, better management of total grazing pressure, reduced land degradation, improved vegetation and biodiversity outcomes, and greater valuation of kangaroos by landholders. However, there is little understanding of how landholders could be involved in kangaroo harvest and production, and there is a widespread misconception that this would include domestication, fencing, mustering and trucking. This paper reviews the options for landholder involvement in managing and harvesting wild kangaroos, and assesses the possible benefits and feasibility of such options. We conclude that collaboration among landholders, as well as between landholders and harvesters, forms the basis of any preferred option, and set out a proposed operating model based on the formation of a kangaroo management, processing and marketing co-operative.

The impact of roads on local biodiversity is a major issue associated with urbanisation. A major arterial road in the southern suburbs of Brisbane, south-east Queensland, was upgraded in 2004–05 from two to four lanes. In an attempt to minimise the impact of the larger road on local wildlife populations, a range of fauna crossing structures were constructed at the site. Monitoring of road-kill was undertaken for 4 months before construction and after the completion of construction. Assessment of the use of two underpasses and a large overpass (‘land-bridge’) started 6 months after construction using sand tracking in underpasses and scat sampling on the land-bridge. An initial 26-week period of intensive monitoring was undertaken from August 2005 to February 2006 followed by monthly monitoring from June 2006 to June 2007. On average, 1–5 tracks per day were detected in the underpasses at the start of the survey, increasing steadily to ~42 tracks per day by February 2006. The monthly survey showed regular use of the underpasses by a wide range of species and species-groups, the most abundant being ‘rodents’, most likely Rattus species, both native and introduced. The land-bridge was also used continuously by three species of macropod (red-necked wallaby, Macropus rufogriseus; swamp wallaby, Wallabia bicolor; and eastern grey kangaroo, Macropus giganteus) with brown hare (Lepus capensis) becoming increasingly common in summer 2006. The exclusion fencing was extremely effective in preventing most road-kill, at least of larger species, except following human-related breaches in the fence.

Considerable areas of remnant native vegetation have been fenced in the last decade to manage grazing by domestic stock. This study investigated vegetation condition in comparative fenced and unfenced remnant vegetation in the mid–upper Murrumbidgee and Lachlan catchments in south-eastern Australia. Native species richness, native groundcover and overstorey regeneration were higher at fenced than at unfenced sites. Area of bare ground was lower at fenced sites. Exotic groundcover did not differ between fenced and unfenced sites. Native species richness was higher at sites fenced for longer and with no stock grazing; neither native nor exotic groundcover at fenced sites was related to time since fencing or stock grazing pressure. Some tree species regenerated at both fenced and unfenced sites (Blakely’s red gum, Eucalyptus blakelyi; tumbledown gum, E. dealbata, long-leaved box, E. goniocalyx; red stringbark, E. macrorhyncha), some regenerated at few fenced and few unfenced sites (white box, E. albens; yellow box, E. melliodora) and some regenerated at fenced sites but not at unfenced sites (grey box, E. microcarpa; mugga ironbark, E. sideroxylon; white cypress pine, Callitris glaucophylla). Although less robust than pre- and postfencing monitoring, the comparisons reported here provide a logistically feasible and relatively inexpensive assessment of effects of the sizeable public investment in fencing on vegetation condition.

Inquiries into the diminishing supply of artesian water within the Queensland aspect of the Great Artesian Basin began in 1939. These investigations produced a Queensland phenomenon without Australian precedent in terms of rationale, geographical diversity, and commitment of resources. In some regions, exposure of herds to fluoride emerged as an urgent issue because fluoride was perceived as an invasive, invisible, and odourless 'contaminant' in artesian water. This paper discusses the scientific background to, and management of, concerns over the consumption by stock of artesian water with a high concentration of natural bioavailable fluoride. The Queensland Department of Agriculture and Stock managed the problem by scientific investigation, methodical field study, and the application of research findings to animal husbandry. The practical solutions arrived at involved rotation of stock on an age-related basis to and from certain bore supplies, fencing young sheep away from the artesian supply, fencing young sheep near the bore-head, and limiting the use of supplements.

Controlling kangaroo grazing pressure in national parks without harvesting or culling presents a significant challenge. Fencing off waterpoints is often tried or contemplated as a control measure, but its success obviously depends upon the extent to which kangaroos require access to discrete sources of drinking water. To assess the necessity for red kangaroos to supplement dietary water intake under different conditions by drinking free water, we followed changes in diet and in forage water and energy content as severe drought deepened at Idalia National Park in central Queensland from February to July 2002, the driest of 13 years for which records exist. Animals smaller than 15 kg in February and 25 kg in April did not need free water, but larger individuals needed to drink throughout the period. By July all animals needed to drink. The influence of body size arises because water requirements scale almost proportionally with body mass (M0.92) while energy requirements scale with a lower exponent (M0.74). Because of the sexual dimorphism in red kangaroos, adult females are therefore better able than adult males to survive water shortage. The results help define the constraints that physiological capabilities confer upon the usefulness of fencing off water points to control kangaroos. Smaller (younger) males and females could tolerate dry, cool conditions without drinking, even in this very dry year, but kangaroos of all body sizes needed to drink as the drought became more severe. The effectiveness of water closure will therefore depend on what forage is available, will target larger animals selectively, and will be most effective in semiarid areas like Idalia National Park in very dry years and late in the dry season when temperatures are rising and water requirements increase because of additional requirements for thermoregulation.

Virtual fencing is a method of controlling animals without ground-based fencing. Control occurs by altering an animal’s behaviour through one or more sensory cues administered to the animal after it has attempted to penetrate an electronically-generated boundary. This boundary can be of any geometrical shape, and though unseen by the eye, is detected by a computer system worn by the animal. The most recent autonomous programmable systems use radio frequency (RF) signals, emanating from global positioning system (GPS) satellites to generate boundaries. Algorithms within a geographic information system (GIS) within the device’s computer use the GPS and other data to determine where on the animal a cue, or cues, should be applied and for how long. The first commercial virtual fencing system was patented in 1973 for controlling domestic dogs. Virtual fencing was used for the first time to control livestock in 1987. Since then proof-of-concept research using commercial, as well as custom designed systems have demonstrated that virtual fencing can successfully hold as well as move livestock over the landscape. Commercial virtual livestock control systems do not yet exist but research continues towards this goal. Pending research needs relating to this method of animal control are discussed in light of currently available technologies.

Pastoral development of Australian rangelands has been accompanied by fragmentation of land use, which has changed the scale at which humans and livestock access patchily-distributed resources in landscapes. These changes have tended to be targeted towards achieving narrowly defined policy or land management objectives, and have ignored the broader consequences for land use. We describe the processes of rangeland fragmentation, the factors that have driven these changing patterns of land use, and current trends towards enterprise consolidation and intensification, which continue to reshape the way humans and livestock use rangelands. Although there is growing interest in intensified systems of rangeland management, some of the benefits are uncertain, and there are several risks that serve as a caution against overoptimism: (i) intensification involves multiple simultaneous changes to enterprise operations and the benefits and trade offs of each component need to be better understood; (ii) if intensification proceeds without addressing constraints to implementing these management options sustainably then overutilisation and degradation of rangelands is likely to occur; (iii) further fragmentation of rangelands (from increased internal fencing) could compromise potential benefits derived from landscape heterogeneity in connected landscapes. Adaptation by the pastoral industry continues to reshape the use of rangelands. A broad-based approach to changes in land use that incorporates risks together with expected benefits during initial planning decisions would contribute to greater resilience of rangeland enterprises.

Wild canids (wild dogs and European red foxes) cause substantial losses to Australian livestock industries and environmental values. Both species are actively managed as pests to livestock production. Contemporaneously, the dingo proportion of the wild dog population, being considered native, is protected in areas designated for wildlife conservation. Wild dogs particularly affect sheep and goat production because of the behavioural responses of domestic sheep and goats to attack, and the flexible hunting tactics of wild dogs. Predation of calves, although less common, is now more economically important because of recent changes in commodity prices. Although sometimes affecting lambing and kidding rates, foxes cause fewer problems to livestock producers but have substantial impacts on environmental values, affecting the survival of small to medium-sized native fauna and affecting plant biodiversity by spreading weeds. Canid management in Australia relies heavily on the use of compound 1080-poisoned baits that can be applied aerially or by ground. Exclusion fencing, trapping, shooting, livestock-guarding animals and predator calling with shooting are also used. The new Invasive Animals Cooperative Research Centre has 40 partners representing private and public land managers, universities, and training, research and development organisations. One of the major objectives of the new IACRC is to apply a strategic approach in order to reduce the impacts of wild canids on agricultural and environmental values in Australia by 10%. In this paper, the impacts, ecology and management of wild canids in Australia are briefly reviewed and the first cooperative projects that will address IACRC objectives for improving wild dog management are outlined.

Browsing of mountain beech seedlings by introduced deer in the central North Island of New Zealand appears to have inhibited canopy regeneration over large areas. In 1998, a trial of high-, medium- and low-intensity deer-culling treatments was initiated in Kaimanawa and Kaweka Forest Parks to test whether mountain beech (Nothofagus solandri var. cliffortioides) forest regeneration could be restored by removing deer. Paired exclosure plots (one plot fenced to exclude deer and the other unfenced) were established within a high-intensity culling area, to monitor the benefits of recreational, commercial and aerial deer culling. Paired plots were also established within low- and medium-intensity culling areas. Medium-intensity culling was allowed through recreational and commercial deer culling. In two low-intensity culling treatment areas, deer management remained substantially unaltered. Annual relative growth rates of tagged seedlings from spring 1998 to spring 2001 from low-, medium- and high-intensity culling areas provide strong evidence that mountain beech seedling growth increases once browsing by deer is removed through fencing. Faecal pellet data indicated that high-intensity deer culling reduced deer abundance by 67% in comparison to medium- and low-intensity culling areas. This apparent reduction in deer abundance appears to have led to a doubling in mountain beech seedling growth in the high-intensity culling area outside fences, in comparison to low- and medium-intensity deer culling areas where there was little or no evidence of benefits for seedling growth.
