Twenty-six years ago, in response to regionally devastating fisheries collapses in Canada, Hutchings et al. asked "Is scientific inquiry incompatible with government information control?" Now, a quarter-century later, we review how government science advice continues to be influenced by non-science interests, particularly those with a financial stake in the outcome of the advice. We use the example of salmon aquaculture in British Columbia, Canada, to demonstrate how science advice from Fisheries and Oceans Canada (DFO) can fail to be impartial, evidence-based, transparent, and independently reviewed—four widely implemented standards of robust science advice. Consequently, DFO's policies are not always supported by the best available science. These observations are particularly important in the context of DFO having struggled to sustainably manage Canada's marine resources, creating socio-economic uncertainty and putting the country's international reputation at risk as it lags behind its peers. We conclude by reiterating Hutchings et al.'s unheeded recommendation for a truly independent fisheries-science advisory body in Canada to be enshrined in the decision-making process. Microplastics are a global contaminant of concern, but we have little information on the characteristics and bioavailability of these pollutants in western Canadian lakes. Here, we quantify and characterize microplastics in subsurface water and zooplankton from eight lakes in BC, Canada. By sampling water and zooplankton, we provide insight into the fraction of microplastics entering the food web. We found 0.607 ± 0.153 microplastics per litre in subsurface water, 0.01 ± 0.011 microplastics per copepod, and 0.02 ± 0.014 microplastics per Daphnia. Microplastic pollution was similar in all lakes sampled and showed no relationship with local population density. Fibers were the dominant morphology observed in all lakes, and Raman spectroscopy identified polyester as the dominant polymer found both in lakes and within zooplankton. Zooplankton generally ingested microplastics that were shorter than their body length and that fell on the smaller end of the range of available microplastics. The prominence of polyester fibers and PET films and fragments suggests that the likely sources of microplastics to these lakes are recreational activities and atmospheric deposition. An unusually intense atmospheric river affected the southern coastal region of British Columbia in mid-November 2021. Flooding and several ground failures such as landslides and riverbank erosion caused significant damage and interrupted the main transportation corridors, including major highways and railroads, severing land connectivity between Metro Vancouver and the rest of Canada. In this short note, we summarize and describe slope and riverbank ground failures in the Lower Mainland and connecting corridors to the interior such as the Fraser Canyon and the Coquihalla Valley, with focus on those that produced damage on highways. Field observations are discussed in the context of potential future similar disasters in the region due to more frequent extreme climatic events associated with climate change. Irrigated agriculture in semi-arid regions is expected to increase in the future, which puts greater demands on scarce water resources. Sustainable irrigation strategies in semi-arid regions will support agricultural resilience to climatic change. The response of "Sweetheart"/Mazzard sweet cherry trees (Prunus avium L.) to postharvest deficit irrigation (PDI), as a water conservation method, was studied over three seasons (2019–2022) in the semi-arid Okanagan Valley of British Columbia, at five commercial orchards. The following irrigation treatments were applied; (i) a control of full irrigation, irrigated according to conventional growers' practice at each orchard, (ii) PDI-30: 27%–33% reduction in irrigation volume, after harvest (67%–73% of control), and (iii) PDI-50: 47%–52% reduction in irrigation volume, after harvest (48–53% of control). Spring phenology (the timing of flower bud development, from side green to full bloom), flower bud moisture content and cold hardiness, and fruit yield and quality (before and after cold storage and shelf-life conditions) were assessed to determine if PDI altered fruit development over the subsequent growing season. Neither PDI-30 nor PDI-50 caused changes in the timing of flower bud phenology, cold hardiness or moisture content relative to the control. PDI treatments also had no effect on fruit yield or fruit quality at harvest or after storage and shelf-life conditions. These results suggest PDI could be used to reduce irrigation water use in semi-arid regions, like the Okanagan Valley, without affecting sweet cherry production or fruit quality. The mountain pine beetle, Dendroctonus ponderosae Hopkins (Coleoptera, Curculionidae), a native insect of North America, periodically reaches population sizes that cause serious economic impact to the forest industry in western North America. The most recent outbreak in British Columbia (BC), Canada, which began in the late 1990s, is only now (2015) abating, after causing unprecedented tree mortality in lodgepole pine ( Pinus contorta Douglas ex. Loudon) forests. In this paper, we make use of permanent research plots to report on the condition of lodgepole pine forests in the Chilcotin Plateau of central BC, which underwent two fully documented mountain pine beetle outbreaks. In this region, the first outbreak started in the late 1970s and lasted until the mid-1980s; the second outbreak began in the early 2000s and ended in 2010. We measured the impacts of these outbreaks in terms of tree mortality and describe the characteristics of the legacies that remain following these outbreaks, including survivors in various canopy layers and levels of existing and new regeneration. We provide evidence in support of the existence of postdisturbance legacies that classify into five distinct stand structure types. Abundant regeneration and surviving intermediate canopy layers in most stands indicate that management actions to restock pine stands in this area will not likely be necessary. The discharge and stage measurements in a river system are characterized by a number of sources of uncertainty, which affects the accuracy of a rating curve established from measurements. This paper presents a fuzzy set theory based methodology for consideration of different sources of uncertainty in the stage and discharge measurements and their aggregation into a combined uncertainty. The uncertainty in individual measurements of stage and discharge is represented using triangular fuzzy numbers, and their spread is determined according to the International Organization for Standardization (ISO) standard 748 guidelines. The extension principle based fuzzy arithmetic is used for the aggregation of various uncertainties into overall stage-discharge measurement uncertainty. In addition, a fuzzified form of ISO 748 formulation is used for the calculation of combined uncertainty and comparison with the fuzzy aggregation method. The methodology developed in this paper is illustrated with a case study of the Thompson River near Spences Bridge in British Columbia, Canada. The results of the case study show that the selection of number of velocity measurement points on a vertical is the largest source of uncertainty in discharge measurement. An increase in the number of velocity measurement points provides the most effective reduction in the overall uncertainty. The next most important source of uncertainty for the case study location is the number of verticals used for velocity measurements. The study also shows that fuzzy set theory provides a suitable methodology for the uncertainty analysis of stage-discharge measurements. [ABSTRACT FROM AUTHOR]

The effect of removing lodgepole pine (Pinus contorta Dougl. ex Loud.) and retaining Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco) to reduce the risk of disturbance from mountain pine beetle (Dendroctonus ponderosae Hopk.) in mixed conifer stands in southern British Columbia, Canada, on population processes influencing outbreaks of western spruce budworm (Choristoneura occidentalis Free.) was evaluated in 10 paired (open vs. closed) field plots. Overall feeding damage to Douglas-fir was significantly, but only slightly, lower in open stands compared with closed stands. Although open plots tended to recruit more budworms, the losses resulting from the dispersal of spring-emerging budworms in search of feeding sites were significantly greater in open plots. The forest management benefits of these early season losses were mitigated, however, by more mortality of budworms from natural enemies, particularly diseases, in the closed plots during the budworm feeding period. These results are discussed in terms of compensating population processes and balancing objectives in forest pest management. In this case, selective harvesting of lodgepole pine as a mitigation strategy for the mountain pine beetle conserved the midterm timber supply potential represented by associated Douglas-fir even in the presence of an outbreak of the western spruce budworm. Dans les peuplements mélangés de conifères du sud de la Colombie-Britannique, au Canada, on élimine le pin tordu (Pinus contorta Dougl. ex Loud.) en conservant le douglas de Menzies (Pseudotsuga menziesii (Mirb.) L’effet de cette pratique sur les processus démographiques qui influencent les épidémies de tordeuse occidentale de l’épinette (Choristoneura occidentalis Free.) a été évalué dans 10 paires (peuplements ouverts vs peuplements fermés) de parcelles sur le terrain. Globalement, les dommages subis par le douglas de Menzies à cause du broutement étaient, quoique légèrement, significativement plus faibles dans les peuplements ouverts que dans les peuplements fermés. Bien que les peuplements ouverts aient eu tendance à recruter plus de tordeuses, les pertes dues à la dispersion des tordeuses qui émergent au printemps à la recherche d’endroits pour se nourrir étaient plus élevées dans les peuplements ouverts. Harvest scheduling decisions are made in an uncertain environment, and current modeling techniques that consider uncertainty impose severe difficulties when solving real problems. In this paper we describe a robust optimization methodology that explicitly considers randomness in most of the model coefficients while keeping the model computationally tractable. We apply the method to schedule harvest decisions when both timber yield and demand of two products are uncertain. Since uncertain coefficients must be independent, uniform, and symmetrically distributed, we only address uncertainty attributable to estimate errors of forecast models. The methodology was applied to a 245 090 ha forest in British Columbia, Canada. We compared the change in harvest decisions and objective function when robust solutions are implemented relative to deterministic solutions. Although probability bounds can be used to a priori define the probability of constraint violations, they produce conservative solutions. We therefore tested the rates of constraint violations by simulation. While traditional deterministic decisions were always infeasible when uncertain data were simulated, robust decisions were much less sensitive to uncertainty and were, to a large extent, protected against the occurrence of infeasibilities. We investigated interactions among harlequin ducks (Histrionicus histrionicus (L., 1758)), fish, and their shared aquatic insect prey. We measured flow variability, benthic aquatic prey abundance, fish presence, and breeding density of harlequins on eight rivers in the Southern Coast Mountain Range in British Columbia, Canada, in 2003 and 2004. Rivers with lower flow variability had higher abundance of aquatic insects. Densities of harlequins and fish presence on the rivers were both significantly and positively related to insect abundance, but path analysis revealed a strong negative correlation between them. We interpret this as an indirect interaction between harlequins and fish mediated by anti-predator behaviour of insects in the presence of fish, which reduces insect availability, rather than as a reduction in the abundance of aquatic insects through consumption by fishes. We hypothesize that the ongoing and widespread introduction of fish into historically fishless waters throughout North America may have contributed to the current low productivity and recruitment measured in populations of harlequins by reducing quality of breeding habitat. Les rivières à débit moins variable ont de plus fortes abondances d’insectes aquatiques. Holocene lateral moraines in the Coast Mountains of British Columbia are commonly composed of multiple drift units related to several glacier advances. In this paper, we document lateral moraine stratigraphy at Lillooet Glacier in the southern Coast Mountains. Five tills, separated by laterally extensive paleosols and layers of large woody debris, were found in three cross-sectional exposures through the northeast lateral moraine and two shallow gullies incised into its steep proximal face. Eighteen new radiocarbon ages constrain the timing of five separate advances of Lillooet Glacier: (1) prior to 3000 14C years BP; (2) ~3000 14C years BP; (3) ~2500 14C years BP; (4) ~1700 to 1400 14C years BP; and (5) during the Little Ice Age (LIA), after 470 14C years BP. The Lillooet Glacier chronology is broadly synchronous with other glacier records from the Coast Mountains. These records collectively demonstrate climate variability at higher frequencies during the late Holocene than is apparent from many paleoecological reconstructions. Reconstructions of glacier fluctuations are often hampered by poor preservation of landforms that predate the extensive LIA advances of the latest Holocene.
