The bioeconomy is expected to replace the current information economy and will depend heavily on the manufacturing and trade of bioproducts, which are all commodities generated by living organisms through the use of technology and biotechnology, as well as nontimber forest products. In Canada alone, markets for bioproducts are in excess of $100 billion annually. The bioeconomy should impact most of Canada's economic sectors: energy and transportation, food and agro-food, pharmaceuticals, nutraceuticals, forestry, materials and manufacturing, waste management and a large variety of consumer goods. The bioeconomy holds promises to wean the Canadian economy from its dependence on fossil fuels as a primary source of energy as well as platform chemicals in materials and manufacturing, while meeting the Kyoto commitments on greenhouse gas reductions. Finally, the bioeconomy will reduce the environmental impact of economic growth by increasing the use of industrial and urban wastes and developing goods that are biodegradable. Forest economists have had a checkered history in showing their relevance to foresters in Canada. At the same time, foresters have sometimes seemed to ignore social considerations, identified by economists, in practices and policies. Although communication seems to be improving, there are still a number of divisive issues and associated viewpoints that inhibit the use of economics in forestry. In this paper, I investigate four hypotheses that could explain why forest economists and foresters in Canada have had such a hard time communicating. Hypothesis #1 is that economic concepts are irrelevant to forestry. Hypothesis #2 is that foresters are actually brilliant, but "dark side," economists that have structured systems to protect forests from economic forces. Hypothesis #3 is that foresters are "enlightened" economists that are catering to real social preferences that most economists do not understand. Hypothesis #4 is that forest economics may be relevant but is difficult within the contexts that it is practised. Analysis shows that while all hypotheses have elements of truth, the higher numbered hypotheses tend to be more supportable. [ABSTRACT FROM AUTHOR]

With a current yearly output of $241 million per year nontimber forest products (NTFP) contribute significantly to the welfare of rural and First Nations communities in Canada. Maple sap products, wild mushrooms and wild fruits are the most important NTFP for consumption both in Canada and abroad. However, because of increased access to international markets by entrepreneurs along with a growing international demand for NTFP it may be possible to double or triple Canada's harvest of NTFP. Further development of this industry should be associated with adequate training of harvesters in terms of NTFP biology in order to maximize profits while achieving biological sustainability. As well, research should emphasize the domestication of specific NTFP to meet growing demand, increase revenues and promote biodiversity conservation. [ABSTRACT FROM AUTHOR]

Decision support systems (DSS) can be useful tools for facilitating the application of complex economic models. Two examples of DSSs are used to illustrate the application of non-market valuation models that have been developed to estimate the economic value, as well as the level of participation, of recreational moose hunting in Newfoundland and Alberta. In the midst of changing social, ecological, and technical realities, interest in intensive silviculture has resurfaced. Intensive silviculture could build on previous silvicultural approaches, simply intensifying use of the treatments or treatment combinations identified in this paper to increase timber production, but the costs and benefits for specific treatments or treatment combinations remains unclear. Or intensive silviculture could be based on new thinking, refocusing so that increasing amounts of fibre are produced on dramatically younger, agricultura;-like fibre farms located in areas that have the longest possible growing season. If fibre farming, using either natural or artificial regeneration, becomes increasingly more important, emphasis will start to be placed as much on equipment and integration of fibre production with manufacturer needs as on previously standard silvicultural treatments. Regardless of the form taken, some reject the suggested advantages of intensive silviculture, recommending instead a knowledge-intensive integrated approach or a combination of approaches. Although integrated landscape management is increasingly becoming the foundation for forest management, silvicultural direction remains unclear. Silviculturalists and managers will reap rewards by increasing silvicultural intensity only if their plans are scientifically based and socially acceptable. Before reasonable silvicultural directions can be developed, responsible parties need to frame and agree on the most realistic approaches that address both social and ecological concerns. Calls for increased silvicultural intensity are based on the recognition that status quo management could result in increasing fibre imports to satisfy local producer and consumer needs. Still, much of our naturally less productive northern forested land base seems far from ripe for increasing silvicultural intensity dramatically. This article deals with the involvement of a research team of forest economists from the University of British Columbia (UBC) in a national-level biodiversity conservation program financed by the U.S. Agency for International Development and implemented by the Wildlife Conservation Society (WCS). The research team from the UBC is working in Nuristan province, characterized by a population with social customs and traditions different from other areas in Afghanistan. The emphasis of the research is examining local attitudes to significant conservation practices and scenarios. A household survey was developed by the UBC research team to develop policy recommendations to assist the government to implement plans to protect and restore the natural environment.

This article examines the international economic and environmental impact of the non-timber forest products (NTFP) industry. Particular focus is given to research conducted by the Center for International Forestry Research (CIFOR) which examined fifty-five cases of commercialization involving NTFP, specifically in Asia, Latin America, and Africa. The research came to the conclusion that when more NTFPs are exploited for economic gain and livelihood, they contribute less to the actual conservation of forests. Further research conducted in South America and pertaining to NTFP commercialization is also addressed.
