Census data are used in a variety of ways. In the United States, their constitutionally mandated use is apportioning congressional seats in the House of Representatives based on population. After the 1910 Census, Congress fixed the number of seats permanently at 435. This had the inevitable consequence that any subsequent shifts in population would result in some states gaining seats at the expense of other states. It was now a zero-sum game, and, since politicians typically are loath to give up power, the stage was set for potential battles in the future. It is
