Mandatory meat inspection requirements have long been a source of frustration for advocates of ethical meat. Seen as overly restrictive and ill-adapted to the realities on the ground, some argue that farm-to-consumer sales should be subject to less stringent inspection requirements than conventional meat supply chains. Recently, a series of legislative reforms authorizing on-farm slaughter suggests that policy makers are listening. But do on-farm slaughter exemptions really facilitate ethical meat sales? To answer this question, this paper explores meat inspection systems in Quebec, Ontario, and Vermont. Drawing on data obtained from semi-structured interviews with producers, processors, and policy advisors, it argues that inspection requirements may not be the barriers they are presumed to be. Instead, producers and processors face other more significant financial and structural challenges. These need to be addressed if ethical meat is to be a viable alternative to the dominant model of animal agriculture. [ABSTRACT FROM AUTHOR]

Hard cider is a sector of a maturing craft beverage industry that continues to experience growth in the United States. Cider is also experiencing challenges, however, such as competition from other alcohol markets, changing consumer preferences, the supply chain, and inflationary pressures. National policy changes may help promote more optimal outcomes for this sector, but public support is important to policy formation. This study uses survey data from a best-worst scaling experiment of consumers in four leading cider-producing states (Michigan, Washington, Wisconsin, and Vermont) to understand preferences toward ten broad cider policy initiatives. The results of multinomial logistic modeling reveal that consumers prefer policies mandating ingredients, nutrition facts, and allergen labeling across all ciders. The least preferred policy initiatives include allowing producers to use vintage on labeling and funding regional cider development. These results have important implications for stakeholders across the industry, including the benefits of labeling disclosures in marketing and the need to improve public awareness of barriers to cider industry development. A 13.0 cal ka BP pollen record from Twin Ponds, Vermont, provides new insights into the climate history of the northeastern United States. Modern analogs were used to produce qualitative and quantitative climate reconstructions for Twin Ponds. The Twin Ponds record was compared with nearby Knob Hill Pond to develop a Vermont reconstruction that was compared with reconstructions from two sites at a similar latitude. Postglacial warming at 11.5 cal ka BP followed a cool, wet Younger Dryas and was the largest temperature change of the record. The warmest, driest conditions occurred at ca. 9.0 cal ka BP, followed by an increase in moisture. Latitudinal and elevational shifts in the location of modern analogs from 5.7 to 4.0 cal ka BP were used to infer cooling and increased moisture during the Tsuga canadensis decline. Analysis of the timing of pollen events between the two Vermont sites suggests a more rapid decline in T. canadensis at the more northern Knob Hill Pond and further supports the possibility that colder temperatures contributed to this event. The other northern sites show similar trends until 2.5 cal ka BP, when precipitation in the easternmost site diverges, indicating the establishment of modern climatic gradients. Anthropogenic nutrient loading from land use, especially agriculture, is a major threat to waterbodies worldwide. Efforts to govern nutrient pollution are increasingly based on simulation modeling for research, evaluation, and regulation. This study develops a novel approach to simulate nutrient losses from agriculture applied to the Lake Champlain basin in the US state of Vermont. The Vermont Phosphorus-Index--a farm-based empirical model regularly used for site evaluation--is scaled up to the basin level with high-resolution geographic data and probabilistic estimation of unknown parameters and management practices. Results are comparable with analyses using more data and computationally intensive tools. Important insights into basin-wide management include: (1) nutrient-management planning can significantly reduce P losses in a livestock-agriculture-dominated watershed by re-distributing manure applications from areas of high loss to low loss; (2) hotspot identification from geographic data alone may be deeply complicated by high underlying heterogeneity of soil phosphorus; and (3) probabilistic modeling using simple, field-scale models is a potentially useful complement to complex watershed process models. Findings suggest that currently available best-management practices will likely be insufficient to reach reduction targets in the most impaired sub-watersheds. A multiproxy record from Twin Ponds, VT, is used to reconstruct climatic variability during the late Pleistocene to early Holocene transition. Pollen, ostracodes, δ18O, and lithologic records from 13.5 to 9.0 cal ka BP are presented. Pollen- and ostracode-inferred climatic reconstructions are based on individual species' environmental preferences and the modern analog technique. Principal components analysis of all proxies highlights the overall warming trend and centennial-scale climatic variability. During the Younger Dryas cooling event (YD), multiple proxies show evidence for cold winter conditions and increasing seasonality after 12.5 cal ka BP. The early Holocene shows an initial phase of rapid warming with a brief cold interval at 11.5 cal ka BP, followed by a more gradual warming; a cool, wet period from 11.2 to 10.8 cal ka BP; and cool, dry conditions from 10.8 to 10.2 cal ka BP. The record ends with steady warming and increasing moisture. Post-YD climatic variability has been observed at other sites in the northeastern United States and points to continued instability in the North Atlantic during the final phases of deglaciation. This article discusses the administration of justice in drunk driving cases. The data presented here is obtained by a study carried out by the State of Vermont in 1970 and 1971. The study was done with the purpose of learning about how justice is administered in driving while intoxicated (DWI) cases in the context of a known legal framework. The method of the study was to obtain representative samples of DWI offenders and violators of other serious motor vehicle offenses, and trace what happened to them with the police, in the courts and with licensing agencies. During the study the first question that was examined was, "What happens in the judicial process to offenders picked up in violation of motor vehicle laws that outlaw dangerous driving practices?" Four offenses were chosen for studying this question. First was the DWI offense, which had been interpreted to mean operation of a motor vehicle with faculties, impaired to the "slightest degree" because of the ingestion of alcohol. Backing up the DWI statute was the Vermont chemical test law that sets the presumptive limit of illegality at 0.10 percent by weight concentration of alcohol in the driver's blood.

The forests of the north-east USA were once home to the wolf Canis lupus, a species that played an important role in the ecology of this region. However, wolves were eradicated from the region more than a century ago, altering the species composition of the landscape and driving cascading changes in this ecosystem. Outdoor recreation is a major component of the economy of this region, and outdoor recreationists, including the hunting community, have a strong influence over decision-making related to policies on natural resources. Given their powerful position, hunters are important stakeholders whose views need to be taken into account when designing policies related to wildlife, in particular in relation to a controversial species such as the wolf. In this study, through expert interviews and an online survey, we gained a deeper understanding of the attitudes of hunters towards wolves, and how these attitudes could affect any future reintroduction programme or natural movement of wolves into the state. We found that the majority of hunters hold a suite of negative attitudes towards wolves, their role in the landscape and their potential impact on the region. However, for hunters who were able to recognize the ecological roles of wolves, these negative attitudes were mostly reversed. [ABSTRACT FROM AUTHOR]

There is a need to improve geographical and financial access to healthy foods for limited resource populations in rural areas. Community Supported Agriculture (CSA) programs can improve access to healthy foods in rural and limited-resource populations. However, research is needed to discern the most appealing conditions for a CSA (e.g. price, frequency, food quantity) among rural, low-income customers. The goal of this study was to understand low-income consumers' preferences related to participation in a CSA program, considering price, frequency, food quantity and accessibility (e.g. distance) conditions. A modified exploratory choice experiment exercise was embedded within in-depth interviews to examine willingness to participate in CSA under a variety of conditions among 42 low-income adults with at least one child in the household in North Carolina, New York, Vermont and Washington. Willingness to participate in a CSA under each condition was summed and compared across conditions. Results were stratified by race, number of children and household members and McNemar's test and Student's t-test were used to examine differences in willingness between conditions. Salient quotes were extracted to support themes related to each condition. Our analysis suggests that the ideal CSA would be a full-sized share of eight to nine items of mixed variety, distributed every other week, priced at less than US$15, no more than 10 min further than the supermarket (SM) from their home and preferably less expensive but no more than 20% more expensive than SM prices. This study demonstrates how the structure of dispute resolution shapes the extent to which managerial and business values influence the meaning and implementation of consumer protection law, and consequently, the extent to which repeat players are advantaged. My analysis draws from, links, and contributes to two literatures that examine the relationship between organizational governance structures and law: neo-institutional studies of law and organizations and socio-legal studies of repeat players' advantages in disputing. Specifically, I compare an instance where powerful state consumer protection laws are resolved in private dispute resolution forums funded by automobile manufacturers but operated by independent third-party organizations ( California) with one where consumer disputes are resolved in public alternative dispute resolution processes run and administered by the state ( Vermont). Through in-depth interviews and participant observation in the training programs that dispute resolution arbitrators undergo in each state, I show how different dispute resolution structures operating in California and Vermont give different meanings to substantially similar lemon laws. Although my data do not allow me to establish a causal relationship, they strongly suggest that the form of the dispute resolution structure, and how business and state actors construct the meaning of lemon laws through these structures, have critical implications for the effectiveness of consumer protection laws for consumers. Slow subsidence and tectonic quiescence along the New York Promontory margin of Laurentia mean that the carbonate-dominated Tribes Hill and overlying Rochdale formations serve as proxies for the magnitude and timing of Tremadocian eustatic changes. Both formations are unconformity-bound, deepening–shoaling, depositional sequences that double in thickness from the craton into the parautochthonous, western Appalachian Mountains. A consistent, ‘layer cake’ succession of member-level units of the formations persists through this region. The Tribes Hill Formation (late early Tremadocian, late Skullrockian, late Fauna B–Rossodus manitouensis Chron) unconformably overlies the terminal Cambrian Little Falls Formation as the lowest Ordovician unit on the New York Promontory. It was deposited during the strong early Tremadocian, or Stonehenge, transgression that inundated Laurentia, brought dysoxic/anoxic (d/a) slope water onto the shelf and led to deposition of the Schaghticoke d/a interval (black mudstone and ‘ribbon limestone’) on the Laurentian continental slope. The uniform lithofacies succession of the Tribes Hill includes a lower sand-rich member; a middle, dark grey to black mudstone that records d/a in eastern exposures; and an upper, shoaling-up carbonate highstand facies. A widespread (12000+ km2) thrombolitic interval in the highstand carbonate suggests the New York Promontory was rimmed by thrombolites during deposition of the Tribes Hill. Offlap and erosion of the Tribes Hill was followed by the relatively feeble sea-level rise of the Rochdale transgression (new) in Laurentia, and deposition of the Rochdale Formation. The Rochdale transgression, correlated with the Kierograptus Drowning Interval in Baltica, marks a eustatic rise. The Rochdale Formation represents a short Early Ordovician interval (early late Tremadocian, middle–late Stairsian, Macerodus dianae Chron). It correlates with a depositional sequence that forms the middle Boat Harbour Formation in west Newfoundland and with the Rte 299 d/a interval on the east Laurentian slope. The Rochdale has a lower carbonate with abundant quartz silt (Comstock Member, new) and an upper, thrombolitic (Hawk Member, new) high-stand facies. Tribes Hill and Rochdale faunas are mollusc-rich, generally trilobite-poor, and have low diversity, Laurentian faunal province conodonts. Ulrichodina rutnika Landing n. sp. is rare in Rochdale conodont assemblages. Trilobites are also low in diversity, but locally form coquinas in the middle Tribes Hill. The poorly preserved Rochdale trilobites include the bathyurid Randaynia, at least two hystricurid species and Leiostegium. [ABSTRACT FROM PUBLISHER]

This study comprises an exploration of the speech of 19 Vermonters, aged 9 to 90. Tokens of ai and au were analyzed acoustically. Results reveal that although centralized au and ai were reported to be disappearing by Kurath (1939a; 1939b), they were still present in the oldest of the speakers but were differentially undergoing change. Raised au was used by older men, but had all but disappeared in younger speakers and all of the women in the study except the oldest speaker (age 90). Instead, speakers used a front low onset. ai presented a more complex pattern: centralization occurred in all speakers, but a back, somewhat rounded onset was restricted primarily to older men. In addition, men and older speakers demonstrated centralized onsets in all environments, whereas younger speakers showed more of a “Canadian Raising” pattern. Implications, when results and settlement history of Vermont were examined, included the suggestion that, in Vermont, the raised variants are the older, base forms and that the “Canadian Raising” pattern of younger speakers and women may be the result of an overall leveling from changing socioeconomic conditions in the area.The author gratefully acknowledges the support of the National Science Foundation (NSF 9975078) for this study. Background: This paper supplements the cross-sectional outcome comparisons of the companion paper by providing a brief account of the longitudinal courses of the Maine and Vermont samples across several outcome domains., Method: A Life Chart method was used to document changes in individual lives over the domains of residence, work, income source, and use of community resources over a 20-year period. Reliability studies between states were conducted., Results: Throughout much of the period, more Vermont subjects lived independently, were working, and were less likely to use community resources compared to Maine subjects., Conclusions: Differences in both policies and programmes contributed to course differences between the groups. System characteristics that may lead to better outcomes are discussed.
