This article highlights the significance of Lëvizja Vetëvendosje's (LVV) left-wing Kosovar Albanian nationalist challenge to the authoritarian and patrimonial nationalist system of Kosovo's rebel victors. LVV used the political settlement's own legitimizing metanarrative – that of Kosovar Albanian nationalism – to bolster their own legitimacy while undermining that of post-war elites drawn from organizations active in the conflict of the 1990s. A methodology based on Discursive Institutionalism makes sense of LVV's position as both a challenger of rebel victors but also as a representative of the same ideological culture that underpins Kosovo's political culture. There are two key contributions here. Empirically, this study characterizes LVV as a nationalist challenge to the rebel victor parties rather than as a distinctively nationalist or a protest party. The second contribution is theoretical: peacebuilding and political settlements theories must take a more dynamic and agency-sensitive view of legitimacy creation than they have hitherto. The Austrian statesman Metternich is widely recognized as a leading actor in European affairs in the first half of the nineteenth century. What has been surprisingly neglected is the long-lasting impact of his nationality policy, which he devised and partly implemented within the context of restoring order after the upheavals of the French Revolution and the Napoleonic Wars. The devastation and dislocations caused by two decades of warfare gave rise to a critical historical juncture in which Metternich took the lead to form a counterrevolutionary regime and to pursue what can be termed his empire project. A state modernizer, he devised an intellectually elaborate conservative response to the French Revolution that rested on his distinction between supposedly natural nationalities and artificial nationalism. The resulting idiosyncratic governance of empire fostered a vertical integration of societies-in-the-making through the expansion of state infrastructures, while at the same time determining horizontal fragmentation along provincial and linguistic lines. Metternich's nationality policy helped to create the ideational and institutional foundations of modern nation-building across Central and Southeastern Europe. Its legacy outlasted the monarchy and is reflected in the distinctive culturalist tradition of nationhood in post-Habsburg Central Europe. [ABSTRACT FROM AUTHOR]

Among various features of Ukrainian society that the world has started paying more attention to since the beginning of Russia's full-blown invasion in February 2022, many commentators have pointed to a surprisingly strong and encompassing national identity. However, scholars of Ukrainian language and identity matters had for years demonstrated an increased civic attachment of Ukrainian citizens, including Russian speakers, and its greater salience compared with ethnic, linguistic, and regional identifications. This article seeks to highlight the main accomplishments and challenges of research on Ukrainian ethnic and national identity. It focuses on a gradual shift from the essentialist understanding of ethnicity as embodied in bounded groups to the interest in individuals' contextually determined identifications by categories with a changing meaning. Another prominent part of the analysis is the relationship between Ukrainian ethnic and national identity and the amalgamation of these two apparently distinct phenomena into what I propose to call ethnonational identity. The many recent crises in Belarus are often seen through the prism of democratization, post-communist transition, and nation- and identity-building. As a rule, it is put into the context of the 1989 democratization in Central and Eastern Europe and compared with similar societal mobilization in Georgia (2003), Ukraine (2004; 2014), and Kyrgyzstan (2005). This article, however, argues that while these theoretical approaches provide an important explanatory potential, they nevertheless fail to account for informal, hidden, and unstable processes presently unfolding in the Belarusian society, leading to profound change. We argue that, in the vulnerable, unpredictable, complex, and ambiguous (VUCA) world of today, our knowledge and ability to plan and achieve desirable outcomes are limited in contrast to a largely positivist or interpretivist epistemology of the mainstream theories, which conceive of the world as a closed system. In this article, we offer an alternative explanation of the many crises in Belarus by drawing on the insights of complexity-thinking to suggest that (hidden) transformative change in the country is now irreversible. This introduction to the special issue looks back at 30 years of nation-building in the post-Soviet states. Initial hopes that national self-determination would reinforce democratization proved misplaced. While that synergy worked well in the Baltic states, elsewhere authoritarian leaders embraced nationalism, while democracies like Georgia, Moldova, and Ukraine lost control of parts of their territory to secessionist movements backed by Russia. Each of the post-Soviet states promoted a national language (except for Belarus) and forged a new historical narrative for their "imagined community," but in most cases they remained multi-ethnic and multi-lingual communities. In recognition of this persisting ethnic diversity, nation-building was accompanied by policies of ethnicity management. The international economic environment was rapidly changing due to globalization, posing new challenges for nation-builders. The gender dimension is important to the new national identities being forged in the post-Soviet space: the categories of race and class, less so. The article examines the political and cultural processes of nation-building over thirty years of independence in Belarus. It argues that in becoming a nation-state Belarus has faced challenges similar to the other post-Soviet nations but has proved an exception in the choice of strategies it used to address them. The paper examines how, on the eve of independence, the nationalist elites devised policies aimed at consolidating statehood around the national revival in opposition to the Soviet past. It explores the role played by linguistic policy and historical memory as the two main arenas for implementing their visions of Belarusian identity. The paper then maps a shift in this trajectory from Lukashenka's rise to power to a national project based on reappropriation of Soviet legacy. Up until 2020, the state effectively navigated a geopolitical environment and adjusted its sociocultural parameters to preempt the society's shifting expectations. Finally, the paper reflects on how protests in 2020 demonstrated both the lack of support for Lukashenka and his reliance on the violent repression and external support for remaining in power. The war in Ukraine revealed limits of Belarus's sovereignty, while the society's ability to consolidate for its defense has been seriously undermined by the repression. [ABSTRACT FROM AUTHOR]

Russia's post-1991 nation-building project has been torn between competing interpretations of national identity. Whereas the other former Soviet republics opted for nation-building centered on the titular nation, Russia's approach to national identity was framed by the fact that the RSFSR had been defined not as a designated national homeland but as a multi-ethnic federation. This, coupled with Russia's definition as the legal successor of the Soviet Union, suggesting continuity and a history of uninterrupted statehood, has enabled a range of rivaling understandings of how to define the "nation." Focusing on top-down official nation-building, this article examines how, against a backdrop of shifting political contexts, structural constraints, and popular attitudes, the Kremlin has gradually revised its understanding of what constitutes the "Russian nation." Four models for post-Soviet Russian nation-building are identified – the ethnic, the multi-national, the civic, and the imperial. Over time, the correlation of forces among these has shifted. The article concludes that, despite some claims of an ethno-nationalist turn after 2014, the Kremlin still employs nationalism instrumentally: National identity has undoubtedly become more russkii- centered, but, at the same time, the Kremlin keeps the definition of "Russianness" intentionally vague, blurring the boundaries between "nation" and "civilization." Résumé: Cet article a pour point de départ la querelle épistémologique survenue entre Anthony D. Smith et Jon E. Fox et Cynthia Miller-Idriss concernant les différentes approches du champ d'études du nationalisme. Alors que Fox et Miller-Idriss rejettent la pertinence d'une approche sociohistorique dans l'étude ethnographique du nationalisme, Smith considère l'ethnographie comme une pratique descriptiviste dénuée d'intérêt scientifique qui, de surcroit, fait abstraction des recherches sur la nation conduite au cours des dernières décennies. Afin de dénouer cette impasse, nous proposons une démarche méthodologique visant à concilier ces deux approches par l'entremise du concept de lieu de mémoire. The present article focuses on the period between 1848 and 1906—between the politicized "discovery" of Balkan Aromanians as a kinfolk by Romanian nation-state builders and the aftermath of the community's recognition by the Ottoman government. Examining how Romania imagined its own entanglement in the Macedonian Question, the article aims to raise the broader question of how a nation-state imagined the agency of kinfolk beyond its borders and, as part of a geographically distributed national division of labor, ascribed a specific task to one part of its ethnic body. In Romania's case, this had a double thrust. One, Aromanians were imagined as the natural bourgeoisie of the southern Balkans, a people superior in their origins, culture, and mores to other ethnic groups—and a natural vanguard for Romania's economic interests in the region. Two, they were imagined as a vanguard for catalyzing the internal development of a native merchant class in Romania proper, which was understood as a primary agent for economic and social progress but perceived to be problematically absent. Thus, this study hones in on the process of ascribing the status of a "prosthetic bourgeoisie" to the Aromanians, and its insistent discursive recurrence. [ABSTRACT FROM AUTHOR]

The aim of this article is to shed light on the process of nation-building and the formation of national identity in post-Soviet Azerbaijan. The peculiarity of Azerbaijani nation-building is that the debates on how to build a nation and define national identity were nourished by two discourses: Azerbaijanism (Azerbaycançılıq) and Turkism (Tűrkçűlűk). The article focuses firstly on the discourses on national identity and nation-building in the pre-independence period while elaborating on the roots and premises of the nationalist independence movement. Secondly, it highlights the discourses of nation-building in the post-independence period while discussing the meanings attributed to national identity and nationhood. It shows how these two discourses shaped the existing identity formation in Azerbaijan with a particular emphasis on citizenship identity, marked by multiculturalism, hospitality, tolerance, and patriotism. Yet one can still categorize the country as having an incomplete nation-building process, due the violation of territorial integrity as a result of the Karabakh conflict. [ABSTRACT FROM AUTHOR]

Does religion motivate and intensify nationalism, or does religion moderate and even suppress nationalism? Six kinds of relationships between nationalism and religion are critically reviewed: nationalism as a modern religion in competition with traditional religions; religious origins of the "Chosen People" as the mythomoteur of nationalism; religious exclusion as nation-building; religious influences on national policies; influence of religious observance on national identification; and religiously based "civilizations" transcending nationalisms. Western Christian experience with nationalism is not generalizable due to the institutional autonomy and supranational organization of the Catholic Church. Western European nationalisms were premised on religious sectarian homogeneity, and the homogenous "confessional state" served as the template of European nation-states. Furthermore, I argue that the late medieval eradication of Muslims and Jews across Western Europe prefigured sectarian and ethnonational purges of the following centuries. Finally, I argue that different configurations of religion and nationalism depend on two critical conditions: the degree to which the dominant religious tradition is doctrinally supraethnic and institutionally transnational, and the religious identity of the main adversary in the constitutive conflict that culminated in national statehood. The competing ideologies of nation and monarchy had a troubled beginning in the 19th century, insomuch as they derived partly from two opposing sources of legitimacy. However, from the 1830s on, their supporters achieved the establishment of an interspecific and mutually advantageous relationship. The nation gradually managed to prevail over the monarchy, justifying its presence in national terms. However, the monarchy possessed something longed for by liberal nationalists: historical legitimacy. Thus, the crown served Romantic nationalism in its search for national foundations and to generate national emotions of a collective sense of belonging. This article analyses this process by focusing on the Spanish case and using a vast range of cultural sources. I reason that the monarchy's history was intensively used in Isabel II's reign (1833–1868), both by the monarch herself as well as nationalist elites, to legitimate and justify their presence in the liberal world. The article is divided into three sections. The first part locates the problem into a general process that touched all the crowned heads of Europe. The second section studies the appeal of exemplary medieval monarchs in the liberal hunt for national roots. Scholars of nationalism knew about the role of memory and forgetting in nation building long before the contemporary boom of memory studies. Still, they can learn a lot from this relatively new research field. This article offers an overview of the literature on the politics of memory, focusing on different patterns of dealing with a dark past of genocides, civil wars, and political repressions, on the one hand, and on the observations derived from the recent so-called "memory wars" in Europe, on the other. After 1918, the birth of independent small states in Central Europe was a common point of reference in Ireland. This article aims to provide a more complex understanding of Irish images of postwar Austria, highlighting the coexistence of some elements of Austria's imperial legacy and new characteristics of the independent small state. Irish commentators focused heavily on the newly drawn borders in Central Europe, including the redistribution of nationalities, which was considered a significant factor in the formulation of identities in the newly independent, self-declared nation-states. This article discusses how Irish intellectuals, journalists, and politicians connected the issues of changing borders and the ethnic composition of Austria to actual Irish problems, especially in relation to the question of (greater German) unity. In addition, this article also explores how the significance of religion in Irish national identity determined perceptions of postwar Austria. Catholicism came to symbolize more than the everyday religion of the majority of the Irish population, and it manifested itself in Irish perceptions of the wider world, including the small successor states of the Austro-Hungarian Empire. The article explores the idea of Ukraine in the imagination of the Little Russian politicians during the revolutionary period of 1917–1919. It chiefly focuses on figures of the Little Russian movement, such as Vasiliy Shulgin (1878–1976), Anatoliy Savenko (1874–1922), Andrey Storozhenko (1857–1926), Aleksandr Bilimovich (1876–1963), and others. This article explores the ideas of the Little Russians regarding the term Ukraine and their views concerning the Ukrainian people and its ethnographic and historical boundaries. It argues that Ukraine and Ukrainians were perceived as a Little Russia, Southern Russia, Southern Rus', and Little Russians accordingly. By their assessment, Ukraine had not included the Taurida (the New Russia region) and the Crimea, but had included Eastern Galicia and Volhynia. [ABSTRACT FROM AUTHOR]

This article analyzes homonationalist discourses in a context that has received little attention so far: a minority nation (Quebec) within a multinational state (Canada). To the extent that nationalism is often constructed in opposition to an "Other," we attempt to identify who this "Other" is in Quebec's homonationalism. In particular, we explore whether this "Other" can also take the form of the majority nation through an analysis of articles published between 1990 and 2017 in various Quebec newspapers (La Presse, Le Devoir and Le Journal de Montréal). Our results show that if it is "English Canada" that was more likely in the first half of the 2000s to be the "Other" of Quebec's sexual nationalism, since the end of the 2000s, it is more often Muslims (here and elsewhere) and immigrants who are the object of an alteration in homonationalist discourses in Quebec. There are two main trends in the field of nation-building studies. One subset of the field focuses on democratic nation building, seeking to answer questions of how people can live together in divided societies and presenting institutional recommendations. The other subset examines autocratic nation building, or how those in power utilize nation building to maintain their position of dominance. Scholars examine both types of nation building from above, examining government policies and elite action, and from below, analyzing the practices and emotions of non-elites. While there has been much progress in the field of nation-building studies, I suggest that we focus more on the conceptual differences between democratic and autocratic nation building, address the interactions of elites and non-elites in nation-building practices, and disaggregate analyses to take into account in-country variation in nation building. The connection between nationalism and sport seems at once both obvious and manifest, with the most lavish praise of the nation often arising at sporting events. While a sizeable body of academic literature exists on the connection between the two concepts, it remains overlapping and unstructured. This state of the field review essay accounts for the major works in this field and categorizes it according to the function it fulfills in the subfield. Specifically, it focuses on sport as a mechanism for the diffusion and creation of nationalism, sport under conditions of globalization at Sporting Mega Events (SMEs), and the connection between sport and the distinction between civic and ethnic definitions of nationality. Following Stalin's interpretations of the Lenin's thesis on the merging of the nations, the Yugoslav communists first needed to "push" all nations to the same level of development. After the Tito-Stalin split in 1948, the soft Yugoslav nation-building project was accelerated. During the 1950s, national Yugoslavism was stimulated in a latent way through language, culture, censuses, and changes in the constitutional and socialist system. By the end of the 1950s, the Yugoslav socialist national idea reached its peak with the 1958 Party Congress. Nevertheless, with the economic crisis in the early 1960s, and the famous Ćosić-Pirjevec debate on Yugoslavism, the Yugoslav national idea declined. This was evident on the level of the personal, national identifications of the Party members, but also in the ideological shift of the Party's chief ideologue Edvard Kardelj. Yet, the concept of Yugoslavism was redefined in the second half of the 1960s without ethnic or national connotations. Two Yugoslavisms were created: a socialist one propagated by the Party and a national one that lived among the population in small proportions. This article revisits the debate on the modernity of nations considering recent critical approaches to national phenomena. It proposes an alternative model that addresses the existence of empirical evidence about nations before the 19th century without erasing key changes in the history of nationhood, such as the rise of the principle of national sovereignty. The model draws on existing literature and a corpus of British, French, Spanish, and Portuguese ego-documents from the Age of Revolutions. The study of patterns of usage of national languages in these life narratives supports the abandonment of the premodern/modern antinomy and the implementation of a more complex account. The proposal distinguishes republican, genetic, nonpoliticized ethnotypical, politicized ethnotypical, liberal, romantic, biological, cultural, and democratic forms of nationhood. The Fascist model of exhibiting power and placing it in museum settings had its origins in the Liberal exhibitions of the late nineteenth century, and in the first exhibitions devoted to the Risorgimento. However, the regime's museum initiatives were numerous, innovative and varied, and many of them have not yet been adequately investigated; those launched in Italy's colonies, in particular, remain largely unexplored. This article highlights the surprisingly extensive network of museums and temporary exhibitions that Fascism initiated in Italian possessions abroad, involving prominent figures from the regime and contemporary culture, and shows how science, culture and nation-building (in both the colonies and the mother country, and between them) were interwoven in the Fascist museological project for the colonies. This article employs a transnational perspective to examine the relationship between food and drink consumption by Italians in the United States in the nineteenth and twentieth centuries and Italy's process of nation-building. The phenomena of emigration and colonisation were often interlinked, especially after Italy's defeat at Adua, Ethiopia, in 1896. This threw prime minister Francesco Crispi's form of colonialism into crisis and launched a different approach, based on the creation of a 'Greater Italy': a sort of Commonwealth based on cultural and economic ties between the Kingdom of Italy and Italian communities abroad. They were asked to be the bridgehead for Italy's economic and cultural expansion by consuming its exports, especially food and drink products. This required the development of shared feelings of national belonging among the emigrants, by breaking down the local identities that still prevailed and were particularly evident in the sphere of diet, as well as in religion, social life and language. The article analyses the promotional material that reflected the drive to foster Italian national sentiment in the nineteenth and twentieth centuries, and which helped to create an Italy both within and outside national borders. This article offers an overview of myths that may become a foundation of for shared memories of the Ukrainian nation's past. According to Anthony Smith, common historical myths play a key role in the "ethnic" model of nationhood that constitutes the East European path to building a nation-state. The list of key myths that help constitute the Ukrainian identity includes Cossackdom, freedom, national independence, individualism, and democracy. This paper empirically tests bellicist theories of state building in the East Asian context, paying attention to the interplay between external threats and internal challenges and their implications for these states' extractive power. How much variation in state building in the region can be attributed to war and war preparation as a result of both external threats and internal challenges? In particular, it provides more fine-grained analysis on the different types of internal challenges and their impact on state capacity building. The article argues that in the East Asia region, both external threats and internal challenges are crucial to explaining the variation in state capacity across the region. However, we also find that different types of internal challenges have different effects. Particularly, communist insurgencies seem to have both an immediate and long-term positive effect in compelling the state to respond with more extraction to engage in state-building efforts. This article analyzes different ways Russian speakers residing in Petropavlovsk, a city in northern Kazakhstan close to the border with Russia, make sense of the place they inhabit and form a sense of belonging to it. Politically and geographically speaking, Petropavlovsk serves as a contested area divided between Russian and Kazakhstani nation-building projects. While keeping in mind the antagonistic politics of both states, this research rather focuses on the everyday practices and personal narratives of Russian speakers living in this area. With the help of empirical material collected during the interviews and dwelling alongside the participants, this article demonstrates how through symbolic practices and everyday life experiences Russian speakers differently construct their understanding of Petropavlovsk as a Russian, Kazakh, and global space simultaneously. How and where were new African nations made at the moment of decolonization? Focusing on the periphery rather than the center provides an insightful answer to this question: imposing national identity in border regions with mixed and mobile populations, dynamic migrant flows, and cross-border linkages was a task fraught with contradiction. This article explores the establishment of Zambian political and diplomatic space in the Democratic Republic of Congo and the activities of Zambian political and diplomatic representatives in the southern Congolese city of Elisabethville in the early-to-mid 1960s. It does not assess how effective these officials were in imposing a sense of Zambian national identity, but rather what their efforts reveal about the ideas and values that informed state elites' assertions of national identity and their relationship to history, local identities, and moral codes regarding, among other things, customary authority and gendered behavior. The article argues that nation-making in newly independent states involved the assertion of not only state sovereignty over territorial space but also symbolic power, the right to classify, and the moral and political notions that underlay ostensibly bureaucratic, disinterested state structures. Analysis of the attempts of Zambia's first diplomatic representatives to establish and assert their notion of Zambian-ness reveals the fragility of new national identities and the extent to which elites sought to underpin these identities by the assertion of moral certainties. Turkey is fully engaged in its “hydraulic mission,” very extensively and rapidly “developing” water resources throughout its territory. The extensive hydraulic development attempts conducted by the Turkish government create local, national, inter-state, and transnational contestations among the different interest groups. A great deal of scholarly literature has analyzed the rationale behind Turkey’s massive-scale hydraulic development. While some studies link Turkey’s hydraulic mission to its energy and food security, others highlight the importance of domestic conflicts, as in the case of the Kurdish issue in the southeast. However, few works examine the relationship between hydraulic development and state- and nation-making processes in the early period of the republic. This paper seeks to analyze the role of hydraulic development in state- and nation-making in the context of Turkey by looking at the institutional documents published by official authorities and speeches made by key politicians. Drawing mainly upon the theory of water nationalism and its related conceptual frameworks, this study argues that hydraulic development has formed one of the important components of the modernization process in Turkey, thereby playing a significant role in its state- and nation-making processes. The demographic composition of Kazakhstan after the fall of the Soviet Union presented a dilemma to the new Kazakhstani government: Should it advance a Kazakh identity as paramount, possibly alienating the large non-Kazakh population? Or should it advocate for a non-ethnicized national identity? How would those decisions be made in light of global norms of liberal multiculturalism? And, critically, would citizens respond to new frames of identity? This paper provides an empirical look at supraethnic identity-building in Kazakhstan – that is, at the development of a national identity that individuals place above or alongside their ethnic identification. We closely examine the Assembly of People of Kazakhstan to describe how Kazakhstani policies intersect with theories of nationalism and nation-building. We then use ordered probit models to analyze data from a 2014 survey to examine how citizens of Kazakhstan associate with a “Kazakhstani” supraethnic identity. Our findings suggest that despite the Assembly of People’s rhetoric, there are still significant barriers to citizen-level adoption of a supraethnic identity in Kazakhstan, particularly regarding language. This article surveys the official narrative on representation of Estonian identity and Estonianness through the tourism strategy implemented by Estonia from 2007 to 2015. Gathering material from brochures and documents targeting foreigners produced by the Estonian Institute and “Enterprise Estonia” (EAS) and analyzing the logic behind the interior design of Tallinn Airport, we engage with current debates on identity construction in post-Soviet spaces. In particular, we suggest that along with an established body of literature looking at the role of state actors in the construction of identity, studies should consider the role of nontraditional or non-state actors in identifying and promoting identity markers. This study examines the conception of nationhood developed by a political movement referred to as Ulusalcılık (nationalism), which emerged at the turn of the century. We focus on ways in which the Ulusalcı movement makes use of nation-building techniques to establish and propagate its own version of Turkish nationhood as one that is primordially secular and patriotic. This is expressed in its opposition to Islamism, Ottomanism, and what it sees as imperialist Western powers. We argue that the most significant technique Ulusalcı nationalists use to rebuild Turkish nationhood is a relocation of the nation's founding moment, from the official Kemalist one marked by the founding of the Republic in 1923 to the War of Independence fought against the European powers between 1919 and 1922. Our premise is that nationhood is ultimately the product of storytelling, and that the politics of nationhood involves the contentious production, dissemination, and negotiation of different stories and their corresponding founding moments. We analyze the story of Turkish nationhood told in the bestselling book Those Crazy Turks, which became the bible of the Ulusalcı movement. We argue that the Ulusalcı narration of Turkish nationhood interpellates a new national subject that is primordially secular, militaristically patriotic, and adamantly anti-Western. This paper presents one case study of state-sponsored cultural activities that occurred throughout 2014, Turkmenistan’s Year of Magtymguly, the 290th anniversary of this Turkmen poet’s birth. Such activities constitute examples of public culture; they can organize representations of a society’s past and present to reaffirm for participants the values and power structure of their society and revalidate its philosophical underpinnings. After examining this Turkic poet’s iconicity, this paper compiles 2014's celebratory events from disparate sources, complementing broader general literature on Central Asia’s spectacles of public culture and their role in nation-building and identity-formation. Rather than merely resulting from any top-down decision specifying required activities nationwide, the year’s events involved numerous synergies as artists, museum and theater administrators, composers, and other cultural-sector workers benefited by responding to the potential of aligning their work with a theme as broad, as widely appreciated, and as eligible for various forms of support as this one. In addition, Turkmenistan’s strong central leadership benefited from this widely shared and highly visible celebration, especially emphasizing one element within Magtymguly’s eighteenth-century vision, an end to his people’s tribal conflicts within a unified Turkmenistan under one leader. This review article provides a reading guide to scholarly literature published in English about Nepal's political transformation since 2006, when Nepal's decade-long civil conflict between Maoist and state forces formally ended. The article is structured around four major themes: (1) the Maoist insurgency or ‘People's War’; (2) state formation and transformation; (3) identity politics; and (4) territorial and ecological consciousness. We also address the dynamics of migration and mobility in relation to all of these themes. Ultimately, we consider the Maoist movement as one element in a much broader process of transformation, which with the benefit of hindsight we can situate in relation to several other contemporaneous trajectories, including: democratization, identity-based mobilization, constitutional nationalism, international intervention, territorial restructuring, migration and the remittance economy, and the emergence of ecological and other new forms of consciousness. By looking across the disciplines at scholarship published on all of these themes, we aim to connect the dots between long-standing disciplinary traditions of scholarship on Nepal and more recent approaches to understanding the country's transformation. How do the outcomes of international wars affect domestic social change? In turn, how do changing patterns of social identification and domestic conflict affect a nation’s military capability? We propose a “second image reversed” theory of war that links structural variables, power politics, and the individuals that constitute states. Drawing on experimental results in social psychology, we recapture a lost building block of the classical realist theory of statecraft: the connections between the outcomes of international wars, patterns of social identification and domestic conflict, and the nation’s future war-fighting capability. When interstate war can significantly increase a state’s international status, peace is less likely to prevail in equilibrium because, by winning a war and raising the nation’s status, leaders induce individuals to identify nationally, thereby reducing internal conflict by increasing investments in state capacity. In certain settings, it is only through the anticipated social change that victory can generate that leaders can unify their nation, and the higher anticipated payoffs to national unification makes leaders fight international wars that they would otherwise choose not to fight. We use the case of German unification after the Franco-Prussian war to demonstrate the model’s value-added and illustrate the interaction between social identification, nationalism, state-building, and the power politics of interstate war. Nation-building is a process which is often contested, not just among different ethnicities within a nation-state, but also among the titular ethnic majority. This article explores the contested nature of the nation-building process in post-Soviet Kazakhstan through examining cinematic works. Utilizing a post-modern perspective which views nations and national identity as invented, imagined and ambivalent it identifies four discursive strands within recent post-Soviet Kazakh cinema pertaining to nationhood and national identity (ethno-centric, civic, religious and socio-economic). Rather than viewing government-sponsored efforts of identity formation in cinema as a top-down process in which the regime transmits its version of nationhood and identity, the discursive strands revealed in this article illustrate there are varying understandings of what constitutes the nation and national identity in Kazakh cinematic works. Furthermore, the strand which focuses on the socio-economic tensions of modern nation-building in Kazakhstan uncovers how film is used as a site for dissent and social critique of Kazakhstan's modern political condition. What the article illuminates is how discourses related to nation-building can be both competing and complementary and that nation-building is a fluid and transgressive process in which among the titular majority there is no fixed unambiguous understanding of nationhood and national identity. The Eurovision Song Contest (ESC) was created for strengthening the development of a European soul. But generally speaking, one can say it has been used as a tool for nation-branding, and as a means for Central and Eastern countries to “return” to Europe, in particular after the fall of their Communist regimes. In the difficult social, economic, political, and historical context of the Republic of Moldova nowadays, the ESC furthermore allows the discursive construction of the nation and the building of a particularself. Accordingly, based on a method inspired by the Critical Discourse Analysis methodology applied to three local newspapers, the research demonstrates how the ESC acts as a sound box when building the Moldovanself. The Moldovan identity that emerges from the articles seems to be an identity in crisis which proves much different from the usual political constructions of the nation. This bottom-up identity put forward by journalists has indeed to be related to the twofold crisis in which Moldova is at the moment: social and economic, on the one hand, and linked to a permanent struggle between a separate Moldovan or an integrated Romanian identity, on the other. The article explores the development of football in interwar Romania, stressing its role in the dissemination and grounding of Romanian nationalism. I show how, due to its modular form, the game of football was deeply involved in the efforts of centralizing, territorializing and naturalizing the Romanian nation-state of the interwar period. The founding of the leading Romanian sports club at the University of Cluj and the selection of the national representative for the Paris Olympics of 1924, in conjunction with the institutional infrastructure developed to nationally regulate and control the game, are used to present the acute tensions between local/regional and national aspirations and projects, with a strong ethnic component, that have shaped the history of the game in Romania. Museums have long been thought to be vital contributors to nation building and the creation of identity narratives, yet the stories they tell must be negotiated within the constraints set by differing levels of interpretive freedom. This paper examines how museum exhibitions changed between 1982 and 2009 at the museums serving the five capital sites of the non-Chinese Kitan-Liao dynasty (907–1125). While some of these places, such as Beijing, have now become unquestionably central to the national narrative, others are deep in rural areas and are peripheral even to provincial concerns. Exhibitions at these five museums vary considerably in the degree to which they either consider the Kitan and the Liao dynasty in their own right or attempt to place them within a national narrative. The wide range of approaches reflects the differing present-day concerns of the museums’ host locations, as well as the new multivocality that is developing in—among other places—China's regional cultural institutions. Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity. This article illustrates the evolution experienced by the identity-making strategies pursued through the propagandistic exploitation of Kazakhstani foreign policy. Periodical readjustments in the focus of foreign policy rhetoric led the Kazakhstani regime to reshape the identity of the population, in order to promote forms of self-perception almost exclusively associable with the leadership that ruled the country in the post-Soviet era. Identity-making, in this context, became a crucial link in (and a key driver for) the progressive subjugation of foreign policy rhetoric to the logic of regime-building, intended here as the ensemble of concerted efforts aimed to increase the population's compliance with the leaderships' authoritarian outlooks. The nationalistic fervour that greeted Ghana's performances in the 2010 football World Cup in South Africa powerfully evoked memories of an earlier period in the history of the Ghanaian state that witnessed Kwame Nkrumah, the first president of independent Ghana, draw on the game as a rallying point for nation-building and pan-African unity. This article uncovers this history by analysing Nkrumah's overt politicisation of football in the late colonial and immediate postcolonial periods. This study not only makes a novel contribution to the growing historical and social scientific literature on what is arguably Africa's most pervasive popular cultural form but also deepens our understanding of one of the continent's most significant political figures. This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems. We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process. This article addresses the problem of the Catholics’ diffusion of anti-Jewish propaganda in the second half of the nineteenth century, and the question of the role of the Roman Catholic Church in the formation of Italian national identity in the same period. The paper uncovers two layers in the discourse of the Jesuit journal La Civiltà Cattolica regarding Italian unification. On one level, typical of the journal's editorials, nationalism is rejected, while on a less conspicuous level the journal forcefully defines the Italian nation in Catholic terms, partly through the alienation of Jews. The investigation indicates that the approach towards Italian nation-building should be taken into account when studying the Catholics’ rhetoric concerning Jews, and it supports the thesis that the contribution of the Church towards shaping Italian national identity should be taken seriously in studies of the Risorgimento. This article explores the emerging national narratives about Muslim national identity in the period of the 1960s and 1970s. After the national recognition of a Bosnian Muslim nation, which was proposed by the members of the Central Committee of Bosnia and Herzegovina, it was the intellectuals' task to endow the national category with cultural repertoire. Hereby affirmative as well as negating discursive practices on the national status of Muslims entered the debates, which geographically expanded the republican scope of Bosnia and Herzegovina. The author examines internal discussions of the LCY on that issue as well as the intellectuals' engagement in the public spheres in Socialist Yugoslavia. This paper examines the contribution of the founder of modern Ukrainian geography, Stepan Rudnyts'kyi, to Ukrainian nation-building. It demonstrates how Rudnyts'kyi put Ukraine on the mental map of the Ukrainian public before the declaration of Ukraine's independence in 1918. This is done by analyzing his key publications and showing how he formed a vision of Ukraine and delineated its territory to influence the perceptions of the Ukrainian public on the eve of the struggle for Ukraine's independence. Rudnyts'kyi's contribution is also viewed within the context of competition from rival modern nation-building projects in Eastern Europe, most notably Polish and Russian. The developments are also examined within Miroslav Hroch's periodization of national movements. Rudnyts'kyi played an important role in stage B (patriotic agitation) in Ukrainian national revival. Through a comparison of post-Franco Spain and post-Soviet Ukraine, Oxana Shevel examines state responses to the challenge of dealing with divided historical memory. Both countries embarked on the transition from authoritarian rule divided by the memory of the recent past, but each dealt with this similar challenge very differently. This article discusses Spain's "democratization of memory" policy centered on the state's refusal to define a common historical memory for the society as a whole and on the official recognition of the multiplicity of "personal and family" memories and examines why no comparable policy has emerged in Ukraine so far. Shevel considers the potential applicability of the Spanish solution to Ukraine in light of both social realities and theories of nation building, in particular the debate over whether national unity necessitates a cultural nation and shared collective memory, or whether unity in a democracy can be built on other foundations. This article presents the history of Belarusian national development in the light of Miroslav Hroch's theory and demonstrates how the initial process of national awakening typical for small nations in eastern and central Europe in the late nineteenth and early twentieth century described by M. Hroch continued under Soviet rule after the Bolshevik revolution. Changes which were brought to Belarusian society together with socialist modernization in the Soviet state constituted 'Phase D' (a term coined by Terry Martin) in Belarusian nation-building. As the history of Belarusian nation-formation illustrates, Hroch's scheme of three phases of national movements within small nations ignored a specific mode of small nations' development in a multiethnic state and within the socialist formation. At the same time, the question about the status of the Soviet era's achievements in Belarusian national development appears to be an important issue for understanding the current political development in the country. The present article critically evaluates Hroch's theory in light of the Sindhi and Baloch national movements in Pakistan. At the heart of the issue are the social preconditions and the stage theory which Hroch posits to comprehend both the formation of nations and origins of the national movement. As far as social preconditions are concerned, the article contests the overarching notion in Hroch's theory that only when a complete class structure develops that the nation comes into being and the national movement itself is successful. With respect to the stage theory, the article brings into contention the variable of 'intra-ethnic conflict' or the conflicts which inheres within nations. This makes the linear progression from Stage A to B to C, as Hroch identifies, difficult to achieve because within a single nation multiple national movements exist. In such a scenario, one can depict a stage theory for each national movement within a single nation. Finally, I argue, that in order to understand nation formation and national movements, it is imperative that the ideological orientation of national movements, or in other words, nationalism should also be put in proper perspective.
