This study aimed to describe case study of people’s mining in Muara Enim Regency, South Sumatera, Indonesia. This was a case study research with descriptive method to explain the decentralization in mining affair located in Muara Enim regency. Data were collected from resources in the form of documents, archives, and phenomena whilst secondary data were collected from academic articles, Youtube, and online news. The positive impact of decentralization in people’s mining in Muara Enim Regency can be seen in economical aspect. Whereas the negative impact of decentralization in people’s mining are wider in three aspects, namely social, environmental, and human safety aspects. Government revisiting the mining regulations is needed to avoid further conflicts. Research on the key parameter on why a nation should do decentralization is still debated. The implementation of asymmetric decentralization in Indonesia since the new order era until after reform era brings an impact on how the quality of local governance may affect the result. While research on asymmetric decentralization has developed very significantly, only limited attention has been paid to the determinants of success, especially the role governance plays. This paper aims to evaluate the implementation of the Maritime Security Policy in Indonesia. While the issues of maritime security vary, this paper focuses only on three issues in maritime security, which include maritime delimitation, Illegal Unreported, and Unregulated (IUU Fishing) and Piracy. It is argued that IUU Fishing as well as piracy and any other maritime security threats emerged due to unclear maritime delimitation. Indonesia is the biggest archipelagic state in the world neighboring by ten coastal states, which each of them needs clear maritime delimitation. While Indonesia has done much in fixing its maritime delimitation, yet much remains to be done. Furthermore, while a various international legal framework has been established relating to IUU Fishing, unfortunately, national laws concerning IUU Fishing still recall for never-ending debates. Similar to this, national laws in piracy are still out of date since such laws still regulated under Criminal Laws Code/ Kitab Undang-Undang Hukum Pidana (KUHP), which was adopted from Dutch laws many decades ago. Such conditions lead to insufficient policy implementation. This paper adopts a qualitative research method. Data collected from relevant informants and will be analyzed using policy implementation theory. It is submitted that in ensuring policy implementation, existing policies relating to maritime security, especially IUU Fishing as well as piracy needs to be revisited and revised to be in accordance with international policies and legal framework. Students satisfaction index was the purpose of research and to measure the satisfaction index on the service of Bachelor in Midwifery Study Program, researcher engaged students for respondents. This study was conducted quantitatively employing the survey method. The subjects of this study included 65 active students of the Bachelor in Midwifery Study Program, class of 2016, 2017, 2018. The aspects reviewed to determine student satisfaction on the service of the Bachelor in Midwifery Study Program were based on five satisfaction index dimensions (tangibles, reliability, responsiveness, assurance, empathy). This results indicated, that the student satisfaction index on the service of the department, with regard to the aforementioned 5 dimensions, identified as "quite satisfied". This study aims to analyze the policy formulation model of space utilization in the cultural preservation area in Mojokerto Regency as a form of protection and preservation of cultural heritage. The author analyzes the policy formulation using a comprehensive rational model, which includes knowing the choices that people want, finding policy choices that can be implemented, assessing the consequences of each policy, assessing the comparison of the profit and loss calculations that will be obtained if the policy is implemented. The type of research used is a type of descriptive and historical research with a qualitative approach. The results showed that in the determination and decision making, the government made several considerations with a long period of time, starting from formulating the problem, advocating to the local community, choosing alternative policies using forecasting policies by taking into consideration several consequences of the policy of space utilization in the cultural heritage area if the policy is implemented. Some aspects that are taken into consideration are losses and benefits if the policy is implemented, the budget of the funds, the impact of the policy and efficiency of the policy. This study aims to analyze the policy agenda of the utilization of the retaining cultural heritage area in Mojokerto Regency in order to protect cultural heritage. This research is based on several problems, is a Cultural Heritage that hasn't been determined based on regulations, most of the Cultural Heritage located in the open air so that's quickly damaged and weathered, location not strategic, and limited norms for preservation cultural heritage. So, the author conducted an analysis using a policy agenda model, by assessing a number of conflicts of interest from several stakeholders. The type of research used is descriptive and historical research with a qualitative approach. The results showed that the policy agenda of the utilization of cultural heritage area in Mojokerto Regency still had a number of conflicts of interest between the cultural observer, between the Regional Apparatus Organizations in the local government and the local community. The author gives recommendations to the government is to take into consideration and unite some of these interests, given the cultural interest in preserving cultural heritage in accordance with the Mandate of the Law and is an important aspect that must be implemented by the state in preserving historical heritage.
