Many states are taking advantage of the DOE's Energy Assistance Service. Services, besides free audits, include personalized service and referrals to contractors and vendors. All states offer some sort of energy advice and 20 have energy hotlines. A directory of state services is given.

Morpholine and diethylaminoethanol (DEAE) are used to stop corrosion in boilers used for live steam humidifiers. These chemicals, especially when used together, can break down to form a nitrosamine, a carcinogenic. The National Research Council's Committee on Toxicology's report: An Assessment of Health Risks of Morpholine and Diethylaminoethanol, was requested by the Navy.

Tax reform legislation this fall is aimed at removing incentives for private investing in public energy management systems. Dole is sponsoring a bill that may halt financing of energy saving projects for tax-exempt institutions such as cogeneration facilities on military installations.

The Institutional Conservation Program, under the DOE, has found that management of energy systems, not just their repair, was the greatest factor responsible for schools and hospitals saving on energy costs. On-cite managers are cited as being preferable to off-cite.

An AGA analysis of the decontrol bill before the Senate puts the gas prices lower than expected under the current NGPA, if the bill passes, and higher after 1987. DOE predicts lower prices than specified by NGPA through 1995. DOE does not endorse the Sharp amendment because it retains the price control scheme of the NGPA.

According to a report by the federal Energy Information Administation, oil prices will drop to $25 per barrel by 1985 and then will slowly increase again to $37 by 1990. It is further predicted that gas prices, under continued regulation, will also increase. Boilers with dual-fuel capability can adapt to burning either gas and oil in order to accommodate any price or supply changes.
