The article focuses on the thought that rural development holds the potential to stem much of the urban growth by reducing levels of rural-to-urban migration. There is a debate arising about what extent rural development can reduce migration less than half of projected urban growth. Urban growth is not occurring in proportion to existing income groupings. Average income levels in urban squatter settlements can be lower than those in some rural areas. Therefore, income by itself is an unsuitable comparaitve measure of urban and rural standards.
