Predicting and managing the impacts of flash droughts is difficult owing to their rapid onset and intensification. Flash drought monitoring often relies on assessing changes in root-zone soil moisture. However, the lack of widespread soil moisture measurements means that flash drought assessments often use process-based model data like that from the North American Land Data Assimilation System (NLDAS). Such reliance opens flash drought assessment to model biases, particularly from vegetation processes. Here, we examine the influence of vegetation on NLDAS-simulated flash drought characteristics by comparing two experiments covering 1981–2017: open loop (OL), which uses NLDAS surface meteorological forcing to drive a land surface model using prognostic vegetation, and data assimilation (DA), which instead assimilates near-real-time satellite-derived leaf area index (LAI) into the land surface model. The OL simulation consistently underestimates LAI across the United States, causing relatively high soil moisture values. Both experiments produce similar geographic patterns of flash droughts, but OL produces shorter duration events and regional trends in flash drought occurrence that are sometimes opposite to those in DA. Across the Midwest and Southern United States, flash droughts are 4 weeks (about 70%) longer on average in DA than OL. Moreover, across much of the Great Plains, flash drought occurrence has trended upward according to the DA experiment, opposite to the trend in OL. This sensitivity of flash drought to the representation of vegetation suggests that representing plants with greater fidelity could aid in monitoring flash droughts and improve the prediction of flash drought transitions to more persistent and damaging long-term droughts. Significance Statement: Flash droughts are a subset of droughts with rapid onset and intensification leading to devastating losses to crops. Rapid soil moisture decline is one way to detect flash droughts. Because there is a lack of widespread observational data, we often rely on model outputs of soil moisture. Here, we explore how the representation of vegetation within land surface models influences the U.S. flash drought characteristics covering 1981–2017. We show that the misrepresentation of vegetation status propagates soil moisture biases into flash drought monitoring, impacting our understanding of the onset, magnitude, duration, and trends in flash droughts. The effect of machine learning and other enhancements on statistical–dynamical forecasts of soil moisture (0–10 and 0–100 cm) and a reference evapotranspiration fraction [evaporative stress index (ESI)] on subseasonal time scales (15–28 days) are explored. The predictors include the current and past land surface conditions and dynamical model hindcasts from the Subseasonal to Seasonal Prediction project (S2S). When the methods are enhanced with machine learning and other improvements, the increases in skill are almost exclusively coming from predictors drawn from observations of current and past land surface states. This suggests that operational S2S flash drought forecasts should focus on optimizing use of information on current conditions rather than on integrating dynamically based forecasts, given the current state of knowledge. Nonlinear machine learning methods lead to improved skill over linear methods for soil moisture but not for ESI. Improvements for both soil moisture and ESI are realized by increasing the sample size by including surrounding grid points in training and increasing the number of predictors. In addition, all the improvements in the soil moisture forecasts predominantly impact soil moistening rather than soil drying—i.e., prediction of conditions moving away from drought rather than into drought—especially when the initial soil state is drier than normal. This study examines the effects of land-use (LU) change on regional climate, comparing historical and future scenarios using seven climate models from phase 6 of Coupled Model Intercomparison Project–Land Use Model Intercomparison Project experiments. LU changes are evaluated relative to land-use conditions during the preindustrial climate. Using the Community Earth System Model, version 2–Large Ensemble (CESM2-LE) experiment, we distinguish LU impacts from natural climate variability. We assess LU impact locally by comparing the impacts of climate change in neighboring areas with and without LU changes. Further, we conduct CESM2 experiments with and without LU changes to investigate LU-related climate processes. A multimodel analysis reveals a shift in LU-induced climate impacts, from cooling in the past to warming in the future climate across midlatitude regions. For instance, in North America, LU's effect on air temperature changes from −0.24° ± 0.18°C historically to 0.62° ± 0.27°C in the future during the boreal summer. The CESM2-LE shows a decrease in LU-driven cooling from −0.92° ± 0.09°C in the past to −0.09° ± 0.09°C in future boreal summers in North America. A hydroclimatic perspective linking LU and climate feedback indicates LU changes causing soil moisture drying in the midlatitude regions. This contrasts with hydrology-only views showing wetter soil conditions due to LU changes. Furthermore, global warming causes widespread drying of soil moisture across various regions. Midlatitude regions shift from a historically wet regime to a water-limited transitional regime in the future climate. This results in reduced evapotranspiration, weakening LU-driven cooling in future climate projections. A strong linear relationship exists between soil moisture and evaporative fraction in midlatitudes. Significance Statement: Land–atmosphere feedback involving soil moisture can increase local temperature and affect how land-use (LU) change impacts manifest in a warming climate. Conversely, an increased surface reflectance due to LU change can decrease local temperature in the midlatitude regions. Further, the LU change signal is often mixed with the internal climate variability, making it harder to separate. This study uses a novel technique to separate LU change impact from other climate forcing in the latest generation of climate and Earth system models. In the future climate, soil moisture drying lessens the cooling impact. A large-ensemble climate experiment analysis confirms a significant weakening of the LU-driven cooling impact in the midlatitudes. Both LU and climate changes exacerbate soil moisture drying, leading to a shift toward a water-limited system where hydrological feedback becomes more influential than radiative feedback. Interannual fluctuations in average summertime temperatures across the western United States are captured by a leading empirical orthogonal function that explains over 50% of the total observed variance. In this paper, we explain the origins of this pattern of interannual temperature variability by examining soil moisture–temperature coupling that acts across seasons in observations and climate models. We find that a characteristic pattern of coupled temperature–soil moisture climate variability accounts for 34% of the total observed variance in summertime temperature across the region. This pattern is reproduced in state-of-the-art global climate models, where experiments that eliminate soil moisture variability reduce summertime average temperature variance by a factor of 3 on average. We use an idealized model of the coupled atmospheric boundary layer and underlying land surface to demonstrate that feedbacks between soil moisture, boundary layer relative humidity, and precipitation can explain the observed relations between springtime soil moisture and summertime temperature. Our results suggest that antecedent soil moisture conditions and subsequent land–atmosphere interactions play an important role in interannual summertime temperature variability in the western United States; soil moisture variations cause distal temperature anomalies and impart predictability at time scales longer than one season. Our results indicate that 40% of the observed warming trend across the western United States since 1981 has been driven by wintertime precipitation trends in the U.S. southwest. Significance Statement: Year-to-year fluctuations in summertime temperatures have a large impact on drought, wildfire, and extreme heat across the Western United States. We find strong evidence that soil moisture deficits in the preceding spring may be the primary driver of higher-than-average summer temperatures in this region. Our results suggest that memory in the water cycle may lead to greater predictability in the climate system from season to season and that trends in southwest precipitation have exerted a considerable influence on observed warming over the past 40 years. Flash droughts are rapidly developing subseasonal climate extreme events that are manifested as suddenly decreased soil moisture, driven by increased evaporative demand and/or sustained precipitation deficits. Over each climate region in the contiguous United States (CONUS), we evaluated the forecast skill of weekly root-zone soil moisture (RZSM), evaporative demand (ETo), and relevant flash drought (FD) indices derived from two dynamic models [Goddard Earth Observing System model V2p1 (GEOS-V2p1) and Global Ensemble Forecast System version 12 (GEFSv12)] in the Subseasonal Experiment (SubX) project between years 2000 and 2019 against three reference datasets: Modern-Era Retrospective Analysis for Research and Applications version 2 (MERRA-2), North American Land Data Assimilation System, phase 2 (NLDAS-2), and GEFSv12 reanalysis. The ETo and its forcing variables at lead week 1 have moderate-to-high anomaly correlation coefficient (ACC) skill (∼0.70–0.95) except downwelling shortwave radiation, and by weeks 3–4, predictability was low for all forcing variables (ACC < 0.5). RZSM (0–100 cm) for model GEFSv12 showed high skill at lead week 1 (∼0.7–0.85 ACC) in the High Plains, West, Midwest, and South CONUS regions when evaluated against GEFSv12 reanalysis but lower skill against MERRA-2 and NLDAS-2 and ACC skill are still close to 0.5 for lead weeks 3–4, better than ETo forecasts. GEFSv12 analysis has not been evaluated against in situ observations and has substantial RZSM anomaly differences when compared to NLDAS-2, and our analysis identified GEFSv12 reforecast prediction limit, which can maximally achieve ACC ∼0.6 for RZSM forecasts between lead weeks 3 and 4. Analysis of major FD events reveals that GEFSv12 reforecast inconsistently captured the correct location of atmospheric and RZSM anomalies contributing to FD onset, suggesting the needs for improving the dynamic models' assimilation and initialization procedures to improve subseasonal FD predictability. Significance Statement: Flash droughts are rapidly developing climate extremes which reduce soil moisture through enhanced evaporative demand and precipitation deficits, and these events can have large impacts on the ecosystem and crop health. We evaluated the subseasonal forecast skill of soil moisture and evaporative demand against three reanalysis datasets and found that evaporative demand skill was similar between forecasts and reanalyses while soil moisture skill is dependent on the reference dataset. Skill of evaporative demand decreases rapidly after week 1, while soil moisture skill declines more slowly after week 1. Case studies for the 2012, 2017, and 2019 United States flash droughts identified that forecasts could capture rapid decreases in soil moisture in some regions but not consistently, implying that long-lead forecasts still need improvements before being used in early warning systems. Improvements in flash drought predictability at longer lead times will require less biased initial conditions, better model parameterizations, and improved representations of large-scale teleconnections. Land–atmospheric feedback influences the occurrence and severity of flash droughts. However, the observed and projected changes in flash droughts and associated land–atmospheric coupling have not been examined over India. Moreover, the causes of the rapid depletion of soil moisture during flash droughts are not well known. We identify major flash droughts and associated soil moisture–vapor pressure deficit (SM–VPD) coupling in India using ERA5 and simulations from global climate models (CMIP6-GCMs). The summer monsoon season (June–September) witnesses more than 60% of the flash drought events and a relatively higher rate of flash drought development. The flash drought frequency has mainly decreased during India's observed climate (1980–2019), which is projected to decline further in the future warming climate. On the other hand, the flash drought development rate has significantly increased during the observed period, which is projected to enhance further under the warming climate. SM–VPD coupling during the flash drought onset-development phase is considerably higher (threefold to fivefold) than during the normal condition (in the absence of flash drought). The high (low) SM–VPD coupling explains the faster (slower) flash drought development rate in the observed and future warming climate. The strength of SM–VPD coupling has increased in the recent period and is projected to increase further in the future warming climate. The increased SM–VPD coupling can intensify future flash droughts in India, especially during the summer monsoon season, with considerable implications for agriculture, water resources, and ecosystems. Significance Statement: This study aims to understand better the role of land–atmospheric coupling in explaining flash drought characteristics (frequency and development rate) in India. Strong land–atmospheric (SM–VPD) feedback might influence the regional weather patterns during flash drought, which often negatively impacts humans and the ecosystem. We explain the causes and drivers of increasing (decreasing) flash drought development rate (frequency) in India. The long-term change in SM–VPD coupling drives the frequency of flash drought, whereas an anomalous instantaneous change in coupling controls the flash drought development rate. More intense flash droughts contributed by the increased land–atmospheric coupling are projected in the future. Precipitation in eastern China exhibits large interannual variability during July with the northward movement of the monsoon rain belt. Thus, eastern China usually experiences severe droughts and floods in July. However, the influences of underlying surface thermal drivers, particularly the land factors, remain poorly understood. This study investigates the leading modes of July precipitation in eastern China and their potential influencing factors. The first and second empirical orthogonal function (EOF) modes show meridional dipole and tripolar precipitation anomalies in eastern China, respectively. The EOF1 mode is found to be closely associated with sea surface temperature (SST) anomalies in the tropical Pacific and North Atlantic Oceans in June, while the EOF2 mode is mainly linked to anomalous Indian Ocean SST and Indochina Peninsula soil moisture in June. During years with a strong El Niño–South Oscillation (ENSO) signal, the EOF1 mode is mainly related to the enhanced Walker and Hadley circulations associated with the cold tropical Pacific SST anomalies. In contrast, during years with a weak ENSO signal, the Eurasian midlatitude wave train and the westward zonal overturning circulation associated with tripole-like North Atlantic SST anomalies play a leading role. The EOF2 mode is mainly influenced by Indian Ocean SST anomalies that alter the Walker circulation and by soil moisture anomalies in the Indochina Peninsula that induce an anomalous regional cyclonic circulation. Numerical experiments further demonstrated that the combined effects of soil moisture and SST exert a more substantial impact than their individual effects. Numerous studies focus on the impacts of ENSO diversity on tropical cyclone (TC) activities in the western North Pacific (WNP). In recent years, there is a growing threat of landfalling and northward-moving TCs in East Asia, accompanying an increase in central Pacific (CP) El Niño. Here, we aim to discover variations in landfalling TCs during various types of CP El Niño (CP-I and CP-II El Niño). It is found that significant changes in landfalling and going northward TCs over East Asia north 20°N are modulated by CP-I El Niño. During CP-I El Niño, TCs tend to landfall more often over the mainland of China with longer duration, moving distance, and stronger power dissipation index (PDI) after landfall and increased TC-induced rainfall, due to favorable conditions (beneficial steering flow, weak vertical wind shear, increased specific humidity, increased soil moisture, and temperature), especially significant over the northeastern part. The situation over the mainland of China is reversed during eastern Pacific (EP) El Niño and CP-II El Niño, with a significant decrease in the characteristics with corresponding unfavorable environments. Over the Korean Peninsula and Japan, the frequency of TC landfalls, as well as the duration and the moving distance after landfall, exhibits greater levels during CP-I and CP-II El Niño than during EP El Niño due to favorable steering flow, and thus, TC-induced rainfall enhances correspondingly. Regarding the PDI over the Korean Peninsula and Japan, it remains relatively consistent across all El Niño types. Potential predictability of 2-yr droughts indicated by low runoff in the consecutive April–September seasons in the upper Missouri River basin (UMRB) and lower Missouri River basin (LMRB) is examined with observed estimates and climate models. The majority of annual runoff is generated in April–September, which is also the main precipitation and evapotranspiration season. Physical features related to low April–September runoff in both UMRB and LMRB include a dry land surface state indicated by low soil moisture, low snowpack indicated by low snow water equivalent, and a wave train across the Pacific–North American region that can be generated internally by the atmosphere or forced by the La Niña phase of El Niño–Southern Oscillation. When present in March, these features increase the risk of low runoff in the following April–September warm seasons. Antecedent low soil moisture significantly increases low runoff risks in each of the following two April–September, as the dry land surfaces decrease runoff efficiency. Initial low snow water equivalent, especially in the Missouri River headwaters of Montana, generates less runoff in the subsequent warm season. La Niña increases the risk of low runoff during the warm seasons by suppressing precipitation via dynamically induced atmospheric circulation anomalies. Model simulations that differ in their radiative forcing suggest that climate change increases the predictability of 2-yr droughts in the Missouri River basin related to La Niña. The relative risk of low runoff in the second April–September following a La Niña event in March is greater in the presence of stronger radiative forcing. Significance Statement: Drought spanning consecutive years in the upper Missouri River basin (UMRB) and lower Missouri River basin (LMRB) poses threats to a region whose economy depends on reliable water quantity to support transportation and recreation, adequate water supply for irrigated agriculture, and sufficient streamflow to generate hydroelectric power. We examined physical features in March related to low runoff in the following April–September—low soil moisture, low snow water equivalent, and La Niña events—and examined their effect on the risk of 2-yr drought occurrences. These physical features lead to sustained impacts on the surface water balance. Low snow water equivalent generates less runoff, low soil moisture reduces the runoff efficiency of converting precipitation into runoff, and La Niña inhibits warm-season precipitation and runoff via atmospheric circulation anomalies. The scientific literature has many studies evaluating numerical weather prediction (NWP) models. However, many of those studies averaged across a myriad of different atmospheric conditions and surface forcings that can obfuscate the atmospheric conditions when NWP models perform well versus when they perform inadequately. To help isolate these different weather conditions, we used observations from the U.S. Climate Reference Network (USCRN) obtained between 1 January and 31 December 2021 to distinguish among different near-surface atmospheric conditions [i.e., different near-surface heating rates ( d T / d t ), incoming shortwave radiation (SWd) regimes, and 5-cm soil moisture (SM05)] to evaluate the High-Resolution Rapid Refresh (HRRR) Model, which is a 3-km model used for operational weather forecasting in the United States. On days with small (large) d T / d t , we found afternoon T biases of about 2°C (−1°C) and afternoon SWd biases of up to 170 W m−2 (100 W m−2), but negligible impacts on SM05 biases. On days with small (large) SWd, we found daytime temperature biases of about 3°C (−2.5°C) and daytime SWd biases of up to 190 W m−2 (80 W m−2). Whereas different SM05 had little impact on T and SWd biases, dry (wet) conditions had positive (negative) SM05 biases. We argue that the proper evaluation of weather forecasting models requires careful consideration of different near-surface atmospheric conditions and is critical to better identify model deficiencies in order to support improvements to the parameterization schemes used therein. A similar, regime-specific verification approach may also be used to help evaluate other geophysical models. Significance Statement: Improving weather forecasting models requires careful evaluations against high-quality observations. We used observations from the U.S. Climate Reference Network (USCRN) and found that the performance of the High-Resolution Rapid Refresh (HRRR) Model varies as a function of differences in near-surface heating and solar radiation. This finding indicates that model evaluations need to be conducted under varying near-surface weather conditions rather than averaging across multiple weather types. Hydrological predictions at subseasonal-to-seasonal (S2S) time scales can support improved decision-making in climate-dependent sectors like agriculture and hydropower. Here, we present an S2S hydrological forecasting system (S2S-HFS) for western tropical South America (WTSA). The system uses the global NASA Goddard Earth Observing System S2S meteorological forecast system (GEOS-S2S) in combination with the generalized analog regression downscaling algorithm and the NASA Land Information System (LIS). In this implementation study, we evaluate system performance for 3-month hydrological forecasts for the austral autumn season (March–May) using ensemble hindcasts for 2002–17. Results indicate that the S2S-HFS generally offers skill in predictions of monthly precipitation up to 1-month lead, evapotranspiration up to 2 months lead, and soil moisture content up to 3 months lead. Ecoregions with better hindcast performance are located either in the coastal lowlands or in the Amazon lowland forest. We perform dedicated analysis to understand how two important teleconnections affecting the region are represented in the S2S-HFS: El Niño–Southern Oscillation (ENSO) and the Antarctic Oscillation (AAO). We find that forecast skill for all variables at 1-month lead is enhanced during the positive phase of ENSO and the negative phase of AAO. Overall, this study indicates that there is meaningful skill in the S2S-HFS for many ecoregions in WTSA, particularly for long memory variables such as soil moisture. The skill of the precipitation forecast, however, decays rapidly after forecast initialization, a phenomenon that is consistent with S2S meteorological forecasts over much of the world. Soil moisture (SM) and soil freeze–thaw (FT) are two relatively active surface parameters that are significant to the sustainable development of the water–land–air–plant–human nexus. Over time, regional or global SM and FT datasets with different spatial resolutions have been developed. In response to the requirements of multiscale product validation and multisource uncertainty tracking, a soil moisture and soil temperature (ST) monitoring network in the Qinghai Lake Basin (QLB-NET) was established in September 2019. The QLB-NET is characterized by densely distributed in situ sites (82 sites) measuring SM and ST at 5-, 10-, and 30-cm depths, with 60 sites in a large-scale network covering an area of 36 km × 40 km and 22 sites evenly distributed across two small-scale 1 km × 1 km networks. Quantitative analyses of the in situ measurements show that the QLB-NET can provide stable and reliable ground truth for SM and FT over coarse grid scales, e.g., 36 km × 36 km, 25 km × 25 km, and 0.25° × 0.25°. When statistics are correspondingly performed over 50 out of 54, 25 out of 29, and 25 out of 28 sites, the results are described as follows: 1) the standard deviation of the mean SM varies between 0.0127 and 0.0196 m3 m−3, with the corresponding difference between the upper and lower quartiles being less than 0.02 m3 m−3; 2) the ground freeze–thaw state can be correctly identified with high probabilities ranging from 85.3% to 100% on two freeze–thaw transitional dates. The QLB-NET observed datasets are distributed online and will be continuously updated through cooperation with the National Tibetan Plateau Data Center (http://data.tpdc.ac.cn), facilitating product validation and uncertainty tracking, spatiotemporal analysis of SM change and FT transition, optimization of the SM and FT retrieving algorithms and scaling methods, and development of the mountainous microwave radiative transfer model. SIGNIFICANCE STATEMENT: This study aims to introduce the newly constructed QLB-NET in detail, including the site deployment strategy, the installation and maintenance, the sensor calibration, and the characteristics and quality of the in situ SM and ST measurements. Quantitative analyses of the in situ measurements show that the QLB-NET can provide stable and reliable ground truth for SM and FT over coarse grid scales, e.g., the SMAP 36 km × 36 km grid. The high-quality QLB-NET measurements will facilitate research of product validation and uncertainty tracking, spatiotemporal analysis of SM change and FT transition, optimization of the SM and FT retrieving algorithms and scaling methods, and development of the mountainous microwave radiative transfer model. Estimates of soil moisture from two National Oceanic and Atmospheric Administration (NOAA) models are compared to in situ observations. The estimates are from a high-resolution atmospheric model with a land surface model [High-Resolution Rapid Refresh (HRRR) model] and a hydrologic model from the NOAA Climate Prediction Center (CPC). Both models produce wetter soils in dry regions and drier soils in wet regions, as compared to the in situ observations. These soil moisture differences occur at most soil depths but are larger at the deeper depths below the surface (100 cm). Comparisons of soil moisture variability are also assessed as a function of soil moisture regime. Both models have lower standard deviations as compared to the in situ observations for all soil moisture regimes. The HRRR model's soil moisture is better correlated with in situ observations for drier soils as compared to wetter soils—a trend that was not present in the CPC model comparisons. In terms of seasonality, soil moisture comparisons vary depending on the metric, time of year, and soil moisture regime. Therefore, consideration of both the seasonality and soil moisture regime is needed to accurately determine model biases. These NOAA soil moisture estimates are used for a variety of forecasting and societal applications, and understanding their differences provides important context for their applications and can lead to model improvements. Significance Statement: Soil moisture is an essential variable coupling the land surface to the atmosphere. Accurate estimates of soil moisture are important for forecasting near-surface temperature and moisture, predicting where clouds will form, and assessing drought and fire risks. There are multiple estimates of soil moisture available, and in this study, we compare soil moisture estimates from two different National Oceanic and Atmospheric Administration (NOAA) models to in situ observations. These comparisons include both soil moisture amount and variability and are conducted at several soil depths, in different soil moisture regimes, and for different seasons and years. There is no simple explanation for the spatial structure of near-surface relative humidity over land. We present a diagnostic theory for zonally and temporally averaged near-surface relative humidity (RH) over land based on energy budgets of an atmospheric column in radiative–convective equilibrium. The theory analytically relates RH to the surface evaporative fraction (EF), has no calibrated parameters, and is quantitatively accurate when compared with RH from a reanalysis, and with cloud-permitting simulations over an idealized land surface. The theory is used to answer two basic questions. First, why is RH never especially low (e.g., 1%)? The theory shows that established lower bounds on EF over land and ocean are equivalent to lower bounds on RH that preclude particularly low values, at least for conditions typical of the modern Earth. Second, why is the latitudinal profile of RH over land shaped like the letter W, when both specific humidity and saturation specific humidity essentially decline monotonically from the equator to the poles? The standardized precipitation index (SPI) is the most commonly used index for detecting and characterizing meteorological droughts, and it is also extensively used as a proxy variable for soil moisture anomalies (SMA) for the purpose of monitoring agricultural drought in absence of long-term soil moisture observations. However, the potential capability of SPI to warn of the time-lagged soil water deficit—following the well-known "drought cascade" effect—is often overlooked in agricultural drought studies. In this research, a time-lagged correlation analysis is used to evaluate the relationship between the SMA dataset, generated as part of the Global Drought Observatory of the European Union's Copernicus Emergency Management Service, and a set of SPIs derived from the ERA5 reanalysis produced by the European Centre for Medium-Range Weather Forecasts. The possibility to achieve an optimal agreement between SPI and SMA that also preserves the early warning skills of SPI is evaluated. The results suggest that if only the correlation between SPI and SMA is considered, the maximum agreement is usually obtained with a zero lead time (almost 80% of the cases), with SPI-3 representing the best option in about 40% of the grid cells at global scale. By also accounting for the benefits of a positive lead time, short accumulation periods tend to be favored, with SPI-1 being the optimal choice in about one-half of the cases, and 10–20 days of lead time in more than 90% of the grid cells is achieved without any significant reduction in either correlation or skill in drought extreme detection. This study investigates the influences of initial soil moisture over the Tibetan Plateau (TP) on precipitation simulation, and the respective effects of boundary layer vertical diffusion for heat (Kh) and vapor (Kq). Results indicate that the responses of boundary layer vertical diffusion to soil moisture are obvious mainly in the daytime. Wetter land surface corresponds to weaker vertical diffusion, which could strengthen thermal forcing and dynamic lifting in the lower atmosphere, and encourage water vapor saturation near the top of boundary layer to prevent the environmental dry air entrainment/invasion, which would be beneficial to more convection and precipitation. Wetter land surface over the TP could enhance the contrast between the cold in the northwestern TP and the warm in the southeastern TP, which would be conducive to the southeastward propagation of precipitation. The simulation of heat and moisture in the boundary layer could be improved by perturbing the relative intensity of Kh and Kq. From the perspective of heat and moisture, Kh affects atmospheric stability, while Kq affects moisture and its vertical transport in the boundary layer. The Kh and Kq have competitive effects on precipitation intensity by influencing the relative importance of moisture and atmospheric stability conditions in the boundary layer. Adjusting the relative intensity of Kh and Kq would deactivate the competitive effects. Stronger Kh but weaker Kq would alleviate the overestimated precipitation by inhibiting vertical transport of moisture to the top of boundary layer and attenuating convective instability in the boundary layer. Significance Statement: The purpose of this study is to better understand the effects of boundary layer vertical heat and moisture diffusion in the response of precipitation to soil moisture. This is important because boundary layer vertical diffusion is a crucial factor influencing the relation between soil moisture and precipitation. Our results reveal the competitive effects of boundary layer vertical diffusion for heat and vapor on the simulation of precipitation. Projections of future hydrological conditions rely largely on global climate models, but model performance varies greatly. In this study, we investigated projected changes in runoff (R), precipitation (P), evapotranspiration (ET), and soil moisture (SM) based on the fifth and sixth phases of the Coupled Model Intercomparison Project (CMIP5 and CMIP6) and quantified the uncertainties of their projected changes on annual and seasonal scales. The results indicate that all four hydrological variables show an increase over most of the global land: annual projections of R, P, ET, and SM from CMIP6 increase in 72%, 81%, 82%, and 66% of the global land area, respectively, under a high emissions scenario during the period 2080-99 relative to 1970-99. We estimated the uncertainties in CMIP6 from different sources on an annual scale and found that model uncertainty dominates the total projected uncertainties during the twenty-first century [76% (R), 73% (P), 89% (ET), and 95% (SM) in the 2090s], and the contribution of internal variability decreases with time. The low-latitude regions have the greatest uncertainty in hydrological projections. In CMIP6, the uncertainty of projected changes in P contributes the most to the uncertainty of projected changes in R, with a contribution of 93% on annual scale, followed by ET and SM. Overall, the performances of the CMIP5 and CMIP6 models are similar in terms of hydrological changes and the composition of their uncertainties. We evaluate the soil moisture hindcasts and the reconstruction runs giving the hindcasts initial conditions in version 2.1 of the Canadian Seasonal to Interannual Prediction System (CanSIPSv2.1). Different strategies are used to initialize the hindcasts for the two CanSIPSv2.1 models, CanCM4i and the coupled Global Environmental Multiscale, version 5.1, (GEM5)–NEMO model (GEM5-NEMO), with contrasting impacts on the soil moisture initial conditions and forecast performance. Forecast correlation skill is decomposed into contributions from persistence of the initial anomalies and contributions not linked to persistence, with performance largely driven by the accuracy of the initial conditions in regions of strong persistence. Seasonal soil moisture correlation skill is significant for several months into the hindcasts depending on initial and target months, with contributions not linked to persistence becoming more notable at longer lead times. For the first 2–4 months, the quality of CanSIPSv2.1 ensemble mean forecasts tends to be higher on average during summer and fall and is comparable to that of the best performing model, whereas CanSIPSv2.1 outperforms the single models during spring and winter. For longer lead times, remote climate influences from the Pacific Ocean are notable and contribute to predictable soil moisture variability in teleconnected regions. [ABSTRACT FROM AUTHOR]

Accurate prediction of hydrological variables (HVs) is critical for understanding hydrological processes. Deep learning (DL) models have shown excellent forecasting abilities for different HVs. However, most DL models typically predicted HVs independently, without satisfying the principle of water balance. This missed the interactions between different HVs in the hydrological system and the underlying physical rules. In this study, we developed a DL model based on multitask learning and hybrid physically constrained schemes to simultaneously forecast soil moisture, evapotranspiration, and runoff. The models were trained using ERA5-Land data, which have water budget closure. We thoroughly assessed the advantages of the multitask framework and the proposed constrained schemes. Results showed that multitask models with different loss-weighted strategies produced comparable or better performance compared to the single-task model. The multitask model with a scaling factor of 5 achieved the best among all multitask models and performed better than the single-task model over 70.5% of grids. In addition, the hybrid constrained scheme took advantage of both soft and hard constrained models, providing physically consistent predictions with better model performance. The hybrid constrained models performed the best among different constrained models in terms of both general and extreme performance. Moreover, the hybrid model was affected the least as the training data were artificially reduced, and provided better spatiotemporal extrapolation ability under different artificial prediction challenges. These findings suggest that the hybrid model provides better performance compared to previously reported constrained models when facing limited training data and extrapolation challenges. Due to recent advances in the development of land data assimilation systems (LDAS) and the availability of high-quality, satellite-based surface soil moisture (SSM) retrieval products, we now have unambiguous evidence that the assimilation of SSM retrievals, or their proxy, can improve the precision (i.e., correlation versus truth) of surface state estimates provided by a land surface model (LSM). However, this clarity does not yet extend to the estimation of LSM surface water fluxes that are key to hydrologic and numerical weather forecasting applications. Here, we hypothesize that a key obstacle to extrapolating realized improvements in water state precision into comparable improvements in water flux accuracy (i.e., mean absolute error) is the presence of water state–water flux coupling strength biases existing in LSMs. To test this hypothesis, we conduct a series of synthetic fraternal twin data assimilation experiments where realistic levels of state–flux coupling strength bias—involving both evapotranspiration and runoff—are systematically introduced into an assimilation LSM. Results show that the accuracy of the resulting water flux analysis is sharply reduced by the presence of such bias, even in cases where the precision of soil moisture state estimates (e.g., SSM) is improved. The rescaling of SSM observations prior to their assimilation (i.e., the most common approach for addressing systematic differences between LSMs and assimilated observations) is not always a robust strategy for addressing these errors and can, in certain circumstances, degrade water flux accuracy. Overall, results underscore the critical need to assess, and correct for, LSM water state–water flux coupling strength biases during the operation of an LDAS. Significance Statement: Land data assimilation is the process by which land surface model estimates of water states (e.g., soil moisture) and water fluxes (e.g., runoff and evapotranspiration) are improved via the incorporation of observations. Over the past decade, substantial improvements have been made in the precision of land surface model states via the assimilation of satellite-based soil moisture information. However, to date, these improvements have not yet been extended into water flux estimates like runoff and evapotranspiration. This is a critical shortcoming since advances in important weather and hydrologic forecasting applications are dependent on the improved estimation of such fluxes. We demonstrate that this shortcoming is linked to the inability of existing land surface models to accurately describe the impact of variations in water states on water fluxes and propose strategies for overcoming this issue in future land data assimilation systems. This study investigates the performance of the latter NCEP Unified Forecast System (UFS) Coupled Model prototype simulations (P5–P8) during boreal summer 2011–17 in regard to coupled land–atmosphere processes and their effect on model bias. Major land physics updates were implemented during the course of model development. Namely, the Noah land surface model was replaced with Noah-MP and the global vegetation dataset was updated starting with P7. These changes occurred along with many other UFS improvements. This study investigates UFS's ability to simulate observed surface conditions in 35-day predictions based on the fidelity of model land surface processes. Several land surface states and fluxes are evaluated against flux tower observations across the globe, and segmented coupling processes are also diagnosed using process-based multivariate metrics. Near-surface meteorological variables generally improve, especially surface air temperature, and the land–atmosphere coupling metrics better represent the observed covariance between surface soil moisture and surface fluxes of moisture and radiation. Moreover, this study finds that temperature biases over the contiguous United States are connected to the model's ability to simulate the different balances of coupled processes between water-limited and energy-limited regions. Sensitivity to land initial conditions is also implicated as a source of forecast error. Above all, this study presents a blueprint for the validation of coupled land–atmosphere behavior in forecast models, which is a crucial model development task to assure forecast fidelity from day one through subseasonal time scales. Extreme hydrological events (including droughts and floods) produce severe social and economic impacts. Monitoring hydrological processes from remote sensing is necessary to improve understanding and preparedness for these events, with current missions focusing on a range of hydrological variables (i.e., SWOT, SMAP, and GRACE). This study uses output from three state-of-the-art land surface assimilation models and an event clustering algorithm to identify the characteristic spatial and temporal scales of large-scale extreme dry and wet events in the contiguous United States for three major hydrological processes: precipitation, runoff, and soil moisture. We also examine the sensitivity of extreme event characteristics to model resolution and assess intermodel differences. We find that models generally agree in terms of the mean characteristics of events: precipitation dry events are of shorter duration in comparison with soil moisture and runoff events, and more intense events tend to be smaller in area. We also find that mean spatial and temporal characteristics are highly dependent on model resolution—important in the context of detecting and monitoring these events. Results from this study can be used to inform land surface model development, extreme hydrology event detection, and sampling requirements of upcoming remote sensing missions in hydrology. Significance Statement: Understanding the fundamental characteristics of dry and wet extreme events (droughts and floods) is of importance for improving our preparedness and response to events, as well as for designing satellite observing systems that can adequately monitor them. Here we use output from land surface models to determine the average size and duration of large-scale extreme events for the contiguous United States using fine temporal data. We find that events that are most extreme—the most severe floods and droughts—tend to be shorter in duration and smaller in size. We also present an assessment of how three commonly used land surface models detect extreme hydrological events, which is important for assessments based on models. The South Asian high (SAH) location and intensity are linked with the latent heating of the Tibetan Plateau (TP) and Yangtze River basin. The relationship between SAH variability and its impact on South Asian monsoon (SAM) onset is rarely linked with TP soil moisture. This study uses remotely sensed soil moisture and reanalysis products to quantify the relationship between the TP spring (April–June) soil moisture with SAH and SAM onset during 1988–2008. The results show that the TP spring soil moisture and monsoon onset indices are negatively correlated (R < −0.65), whereas the SAH exhibits a significant positive correlation (R ≥ 0.70) with TP soil moisture. The monsoon onset shows a difference of 20–25 days between the early- and late-onset composites. Significant positive (negative) soil moisture anomalies persist over the TP during the early (late) onset followed by positive (negative) LH (SH) anomalies during early (late)-onset composites. The TP thermal forcing exhibited positive anomalies during the early (late)-onset composites implying significant soil moisture control over the diabatic heating, which favors vertical ascent over the eastern plateau. Such a pattern leads to an earlier formation and movement of the SAH toward the Bay of Bengal (BOB) and southwestward of the TP. Before the early and late monsoon onset composites, the SAH pentad evolution drives the lower-tropospheric westerlies/easterlies toward continental SA. In the Indian Ocean the wind shear and transition from prevailing easterlies into westerlies during the pre-onset, onset, and post-onset pentad results in strong/weak ascent affecting the onset timing over the Arabian Sea and continental SA with less influence over the BOB monsoon onset. Significance Statement: The Tibetan Plateau heating is one of the key drivers of the Asian monsoon precipitation in the surrounding regions, which has been previously studied in detail. This study explored the Tibetan Plateau spring soil moisture's effect on South Asian monsoon onset timing. The monsoon onset timing is calculated using changes in wind direction, atmospheric temperature, and relative precipitation magnitude. Results found that the spring soil moisture substantially affects the TP thermal heating and the SA monsoon onset timing and highlights the physical processes leading to changes in the monsoon onset timing. The inclusion of soil moisture in estimating the monsoon onset timing can provide a tangible way of improving our understanding of the monsoon and associated water resources management practices. Increased flash drought awareness in recent years has motivated the development of numerous indicators for monitoring, early warning, and assessment. The flash drought indicators can act as a complementary set of tools by which to inform flash drought response and management. However, the limitations of each indicator much be measured and communicated between research and practitioners to ensure effectiveness. The limitations of any flash drought indicator are better understood and overcome through assessment of indicator sensitivity and consistency; however, such assessment cannot assume any single indicator properly represents the flash drought "truth." To better understand the current state of flash drought monitoring, this study presents an intercomparison of nine, widely used flash drought indicators. The indicators represent perspectives and processes that are known to drive flash drought, including evapotranspiration and evaporative demand, precipitation, and soil moisture. We find no single flash drought indicator consistently outperforms all others across the contiguous United States. We do find the evaporative demand- and evapotranspiration-driven indicators tend to lead precipitation- and soil moisture-based indicators in flash drought onset, but also tend to produce more flash drought events collectively. Overall, the regional and definition-specific variability in results supports the argument for a multi-indicator approach for flash drought monitoring, as advocated by recent studies. Furthermore, flash drought research-especially evaluation of historical and potential future changes in flash drought characteristics-should test multiple indicators, datasets, and methods for representing flash drought, and ideally employ a multi-indicator analysis framework over use of a single indicator from which to infer all flash drought information. SIGNIFICANCE STATEMENT: Rapid onset or "flash" drought has been an increasing concern globally, with quickly intensifying impacts to agriculture, ecosystems, and water resources. Many tools and indicators have been developed to monitor and provide early warning for flash drought, ideally resulting in more time for effective mitigation and reduced impacts. However, there remains no widely accepted single method for defining, monitoring, and measuring flash drought, which means most indicators that are developed are compared with other individual indicators or conditions and impacts in one or two flash drought events. In this study, we measure the state of flash drought monitoring through an intercomparison of nine, widely used flash drought indicators that represent different aspects of flash drought. We find that no single flash drought indicator outperformed all others and suggest that a comprehensive flash drought monitor should leverage multiple, complementary indicators, datasets, and methods. Furthermore, we suggest flash drought research-especially that which reflects on historical or projected changes in flash drought characteristics-should seek multiple indicators, datasets, and methods for analyses, thereby reducing the potentially confounding effects of sensitivity to a single indicator. The persistence or memory of soil moisture (θ) after rainfall has substantial environmental implications. Much work has been done to study soil moisture drydown for in situ and satellite data separately. In this work, we present a comparison of drydown characteristics across multiple U.K. soil moisture products, including satellite-merged (i.e., TCM), in situ (i.e., COSMOS-UK), hydrological model [i.e., Grid-to-Grid (G2G)], statistical model [i.e., Soil Moisture U.K. (SMUK)], and land surface model (LSM) [i.e., Climate Hydrology and Ecology research Support System (CHESS)] data. The drydown decay time scale (τ) for all gridded products is computed at an unprecedented resolution of 1–2 km, a scale relevant to weather and climate models. While their range of τ differs (except SMUK and CHESS are similar) due to differences such as sensing depths, their spatial patterns are correlated to land cover and soil types. We further analyze the occurrence of drydown events at COSMOS-UK sites. We show that soil moisture drydown regimes exhibit strong seasonal dependencies, whereby the soil dries out quicker in summer than winter. These seasonal dependencies are important to consider during model benchmarking and evaluation. We show that fitted τ based on COSMOS and LSM are well correlated, with a bias of lower τ for COSMOS. Our findings contribute to a growing body of literature to characterize τ, with the aim of developing a method to systematically validate model soil moisture products at a range of scales. Significance Statement: While important for many aspects of the environment, the evaluation of modeled soil moisture has remained incredibly challenging. Sensors work at different space and time scales to the models, the definitions of soil moisture vary between applications, and the soil moisture itself is subject to the soil properties while the impact of the soil moisture on evaporation or river flow is more dependent on its variation in time and space than its absolute value. What we need is a method that allows us to compare the important features of soil moisture rather than its value. Annual spring and summer runoff from western Colorado is relied upon by 40 million people, six states, and two countries. Cool season precipitation and snowpack have historically been robust predictors of seasonal runoff in western Colorado. Forecasts made with this information allow water managers to plan for the season ahead. Antecedent hydrological conditions, such as root zone soil moisture and groundwater storage, and weather conditions following peak snowpack also impact seasonal runoff. The roles of such factors were scrutinized in 2020 and 2021: seasonal runoff was much lower than expectations based on snowpack values alone. We investigate the relative importance of meteorological and hydrological conditions occurring before and after the snowpack season in predicting seasonal runoff in western Colorado. This question is critical because the most effective investment strategy for improving forecasts depends on if errors arise before or after the snowpack season. This study is conducted using observations from the Snow Telemetry Network, root zone soil moisture and groundwater data from the Western Land Data Assimilation Systems, and a random forest–based statistical forecasting framework. We find that on average, antecedent root zone soil moisture and groundwater storage values do not add significant skill to seasonal water supply forecasts in western Colorado. In contrast, using precipitation and temperature data after the time of peak snowpack improves water supply forecasts significantly. The 2020 and 2021 runoffs were hampered by dry conditions both before and after the snowpack season. Both antecedent soil moisture and spring/summer precipitation data improved water supply forecast accuracy in these years. Significance Statement: Seasonal water supply forecasts in western Colorado are highly valuable because spring and summer runoff from this region helps support the water supply of 40 million people. Accurate forecasts improve the management of the region's water. Heavy investments have been made in improving our ability to monitor antecedent hydrological conditions in western Colorado, such as root zone soil moisture and groundwater. However, results from this study indicate that the largest source of uncertainty in western Colorado runoff forecasts is future weather. Therefore, improved subseasonal-to-seasonal weather forecasts for western Colorado are what is most needed to improve regional water supply forecasts, and the ability to properly manage western Colorado water. Accurate streamflow simulations rely on good estimates of the catchment-scale soil moisture distribution. Here, we evaluated the potential of Sentinel-1 backscatter data assimilation (DA) to improve soil moisture and streamflow estimates. Our DA system consisted of the Noah-MP land surface model coupled to the HyMAP river routing model and the water cloud model as a backscatter observation operator. The DA system was set up at 0.01° resolution for two contrasting catchments in Belgium: (i) the Demer catchment dominated by agriculture and (ii) the Ourthe catchment dominated by mixed forests. We present the results of two experiments with an ensemble Kalman filter updating either soil moisture only or soil moisture and leaf area index (LAI). The DA experiments covered the period from January 2015 through August 2021 and were evaluated with independent rainfall error estimates based on station data, LAI from optical remote sensing, soil moisture retrievals from passive microwave observations, and streamflow measurements. Our results indicate that the assimilation of Sentinel-1 backscatter observations can partly correct errors in surface soil moisture due to rainfall errors and overall improve surface soil moisture estimates. However, updating soil moisture and LAI simultaneously did not bring any benefit over updating soil moisture only. Our results further indicate that streamflow estimates can be improved through Sentinel-1 DA in a catchment with strong soil moisture–runoff coupling, as observed for the Ourthe catchment, suggesting that there is potential for Sentinel-1 DA even for forested catchments. Significance Statement: The purpose of this study is to improve streamflow estimation by integrating soil moisture information from satellite observations into a hydrological modeling framework. This is important preparatory work for operational centers that are responsible for producing the most accurate flood forecasts for the society. This article explores the application of thermodynamic perturbations to a historical midlatitude, wintertime, rain-on-snow flood event to evaluate how similar events may evolve under different climate forcings. In particular, we generate a hindcast of the 1996 Mid-Atlantic flood using an ensemble of 14-km variable-resolution simulations completed with the U.S. Department of Energy's global Energy Exascale Earth System Model (E3SM). We show that the event is skillfully reproduced over the Susquehanna River Basin (SRB) by E3SM when benchmarked against in situ observational data and high-resolution reanalyses. In addition, we perform five counterfactual experiments to simulate the flood under preindustrial conditions and four different levels of warming as projected by the Community Earth System Model Large Ensemble. We find a nonlinear response in simulated surface runoff and streamflow as a function of atmospheric warming. This is attributed to changing contributions of liquid water input from a shallower initial snowpack (decreased snowmelt), increased surface temperatures and rainfall rates, and increased soil water storage. Flooding associated with this event peaks from around +1 to +2 K of global average surface warming and decreases with additional warming beyond this. There are noticeable timing shifts in peak runoff and streamflow associated with changes in the flashiness of the event. This work highlights the utility of using storyline approaches for communicating climate risk and demonstrates the potential nonlinearities associated with hydrologic extremes in areas that experience ephemeral snowpack, such as the SRB. Human heat stress depends jointly on atmospheric temperature and humidity. Wetter soils reduce temperature but also raise humidity, making the collective impact on heat stress unclear. To better understand these interactions, we use ERA5 to examine the coupling between daily average soil moisture and wet-bulb temperature (Tw) and its seasonal and diurnal cycle at global scale. We identify a global soil moisture–Tw coupling pattern with both widespread negative and positive correlations in contrast to the well-established cooling effect of wet soil on dry-bulb temperature. Regions showing positive correlations closely resemble previously identified land–atmosphere coupling hotspots where soil moisture effectively controls surface energy partition. Soil moisture–Tw coupling varies seasonally closely tied to monsoon development, and the positive coupling is slightly stronger and more widespread during nighttime. Local-scale analysis demonstrates a nonlinear structure of soil moisture–Tw coupling with stronger coupling under relatively dry soils. Hot days with high Tw values show wetter-than-normal soil, anomalous high latent and low sensible heat flux from a cooler surface, and a shallower boundary layer. This supports the hypothesis that wetter soil increases Tw by concentrating surface moist enthalpy flux within a shallower boundary layer and reducing free-troposphere-air entrainment. We identify areas of particular interest for future studies on the physical mechanisms of soil moisture–heat stress coupling. Our findings suggest that increasing soil moisture might amplify heat stress over large portions of the world including several densely populated areas. These results also raise questions about the effectiveness of evaporative cooling strategies in ameliorating urban heat stress. Significance Statement: The purpose of this study is to provide a global picture of the relationship between soil moisture anomalies and a heat stress metric that includes the joint effects of temperature and humidity. This is important because a better understanding of this relationship will help improve the prediction of extreme heat stress events and inform strategies for ameliorating heat stress. We find a widespread positive correlation between soil moisture and heat stress, in contrast to studies relying on temperature alone. This raises the possibility that, over much of the world, and in the most populous regions, strategies like irrigation or "greening" that can reduce temperature might be ineffective or even harmful in reducing heat stress with humidity incorporated. Remotely sensed soil moisture observations provide an opportunity to monitor hydrological conditions from droughts to floods. The European Space Agency's (ESA) Climate Change Initiative has released both Combined and Passive datasets, which include multiple satellites' measurements of soil moisture conditions since the 1980s. In this study, both volumetric soil moisture and soil moisture standardized anomalies from the U.S. Climate Reference Network (USCRN) were compared with ESA's Combined and Passive datasets. Results from this study indicate the importance of using standardized anomalies over volumetric soil moisture conditions as satellite datasets were unable to capture the frequency of conditions observed at the extreme ends of the volumetric distribution. Overall, the Combined dataset had slightly lower measures of soil moisture anomaly errors for all regions; although these differences were not statistically significant. Both satellite datasets were able to detect the evolution from worsening to amelioration of the 2012 drought across the central United States and 2019 flood over the upper Missouri River basin. While the ESA datasets were not able to detect the magnitude of the extremes, the ESA standardized datasets were able to detect the interannual variability of extreme wet and dry day counts for most climate regions. These results suggest that remotely sensed standardized soil moisture can be included in hydrological monitoring systems and combined with in situ measures to detect the magnitude of extreme conditions. Significance Statement: This study examines how well soil moisture extremes, wet or dry, can be detected from space using one of the lengthiest remotely sensed soil moisture datasets. Comparisons with high-quality station data from the U.S. Climate Reference Network revealed the satellite datasets could capture the frequency of extreme conditions important for climate monitoring, but often missed the absolute magnitudes of the extremes. Accurate, timely, and accessible meteorological and soil moisture measurements are essential for a number of applications including weather forecasting, agricultural decision-making, and flood and drought prediction. Such data are becoming increasingly available globally, but the large number of networks and various data reporting formats often make utilization of such data difficult. The TexMesonet is a "network of networks" developed within the state of Texas to collect, process, and make public data collected from more than 1700 monitoring stations throughout the state. This paper describes the TexMesonet, with special attention paid to monitoring sites installed and managed by the Texas Water Development Board. The historical rise of irrigation has profoundly mitigated the effect of drought on agriculture in many parts of the United States. While irrigation directly alters soil moisture, meteorological drought indices ignore the effects of irrigation, since they are often based on simple water balance models that neglect the irrigation input. Reanalyses also largely neglect irrigation. Other approaches estimate the evaporative fraction (EF), which is correlated with soil moisture under water-limited conditions typical of droughts, with lower values corresponding to drier soils. However, those approaches require satellite observations of land surface temperature, meaning they cannot be used to study droughts prior to the satellite era. Here, we use a recent theory of land-atmosphere coupling--surface flux equilibrium (SFE) theory--to estimate EF from readily available observations of near-surface air temperature and specific humidity with long historical records. In contrast to EF estimated from a reanalysis that largely neglects irrigation, the SFE-predicted EF is greater at irrigated sites than at nonirrigated sites during droughts, and its historical trends are typically consistent with the spatial distribution of irrigation growth. Two sites at which SFE-predicted EF unexpectedly rises in the absence of changes in irrigation can be explained by increased flooding due to human interventions unrelated to irrigation (river engineering and the expansion of fish hatcheries). This work introduces a new method for quantifying agricultural drought prior to the satellite era. Recent advances in artificial intelligence (AI) and explainable AI (XAI) have created opportunities to better predict and understand drought processes. This study uses a machine learning approach for understanding the drivers of drought severity and extent in the Canadian Prairies from 2005 to 2019 using climate and satellite data. The model is trained on the Canadian Drought Monitor (CDM), an extensive dataset produced by expert analysis of drought impacts across various sectors that enables a more comprehensive understanding of drought. Shapley additive explanation (SHAP) is used to understand model predictions during emerging or worsening drought conditions, providing insight into the key determinants of drought. The results demonstrate the importance of capturing spatiotemporal autocorrelation structures for accurate drought characterization and elucidates the drought time scales and thresholds that optimally separate each CDM severity category. In general, there is a positive relationship between the severity of drought and the time scale of the anomalies. However, high-severity droughts are also more complex and driven by a multitude of factors. It was found that satellite-based evaporative stress index (ESI), soil moisture, and groundwater were effective predictors of drought onset and intensification. Similarly, anomalous phases of large-scale atmosphere-ocean dynamics exhibit teleconnections with Prairie drought. Overall, this investigation provides a better understanding of the physical mechanisms responsible for drought in the Prairies, provides data-driven thresholds for estimating drought severity that could improve future drought assessments, and offers a set of early warning indicators that may be useful for drought adaptation and mitigation. Groundwater and climate interact in a two-way manner. Precipitation ultimately controls groundwater recharge and, conversely, groundwater may influence climate through evapotranspiration. Yet very few global climate models or Earth system models actually simulate groundwater flows. And while the expected impacts of climate change on groundwater resources are the subject of a growing concern, global-scale groundwater–climate feedbacks have received very little attention so far. Here we show that the integration of unconfined aquifers in a global climate model can regionally affect the climate change signal on temperatures and precipitation. We assess the impact of groundwater under preindustrial and 4xCO2 conditions (after climate stabilization). In both cases, we find that groundwater has a cooling and a wetting effect in certain regions of the world. In eastern Europe, both these impacts are stronger in the warmer climate (4xCO2 forcing) where the presence of groundwater reduces the frequency of summer heatwaves by 40%, compared to a 15% reduction in the preindustrial world. This work constitutes one of the very first global assessments of the potential feedbacks of groundwater on climate change. Our results support the idea that groundwater should be represented in global climate models and Earth system models, as it does indeed play an active role in the climate system. The NASA Soil Moisture Active Passive (SMAP) mission Level-4 Soil Moisture (L4_SM) product provides global, 9-km resolution, 3-hourly surface and root-zone soil moisture from April 2015 to the present with a mean latency of 2.5 days from the time of observation. The L4_SM algorithm assimilates SMAP L-band (1.4 GHz) brightness temperature (Tb) observations into the NASA Catchment land surface model as the model is driven with observation-based precipitation. This paper describes and evaluates the use of satellite- and gauge-based precipitation from the NASA Integrated Multi-satellitE Retrievals for the Global Precipitation Measurement (IMERG) products in the L4_SM algorithm beginning with L4_SM Version 6. Specifically, IMERG is used in two ways: (i) The L4_SM precipitation reference climatology is primarily based on IMERG-Final (Version 06B) data, replacing the Global Precipitation Climatology Project Version 2.2 data used in previous L4_SM versions, and (ii) the precipitation forcing outside of North America and the high latitudes is corrected to match the daily totals from IMERG, replacing the gauge-only, daily product or uncorrected weather analysis precipitation used there in earlier L4_SM versions. The use of IMERG precipitation improves the anomaly time series correlation coefficient of L4_SM surface soil moisture (versus independent satellite estimates) by 0.03 in the global average and by up to ∼0.3 in parts of South America, Africa, Australia, and East Asia, where the quality of the gauge-only precipitation product used in earlier L4_SM versions is poor. The improvements also reduce the time series standard deviation of the Tb observation-minus-forecast residuals from 5.5 K in L4_SM Version 5 to 5.1 K in Version 6. Significance Statement: Soil moisture links the land surface water, energy, and carbon cycles. NASA Soil Moisture Active Passive (SMAP) satellite observations and observation-based precipitation data are merged into a numerical model of land surface water and energy balance processes to generate the global, 9-km resolution, 3-hourly Level-4 Soil Moisture (L4_SM) data product. The product is available with ∼2.5-day latency to support Earth science research and applications, such as flood prediction and drought monitoring. We show that a recent L4_SM algorithm update using satellite- and gauge-based precipitation inputs from the NASA Integrated Multi-satellitE Retrievals for the Global Precipitation Measurement (IMERG) products improves the temporal variations in the estimated soil moisture, particularly in otherwise poorly instrumented regions in South America, Africa, Australia, and East Asia. We develop a deep learning–based convolutional-regression model that estimates the volumetric soil moisture content in the top ∼5 cm of soil. Input predictors include Sentinel-1 (active radar) and Sentinel-2 (multispectral imagery), as well as geophysical variables from SoilGrids and modeled soil moisture fields from SMAP and GLDAS. The model was trained and evaluated on data from ∼1000 in situ sensors globally over the period 2015–21 and obtained an average per-sensor correlation of 0.707 and ubRMSE of 0.055 m3 m−3, and it can be used to produce a soil moisture map at a nominal 320-m resolution. These results are benchmarked against 14 other soil moisture evaluation research works at different locations, and an ablation study was used to identify important predictors. Significance Statement: Soil moisture is a key variable in various agriculture and water management systems. Accurate and high-resolution estimates of soil moisture have multiple downstream benefits such as reduced water wastage by better understanding and managing the consumption of water, utilizing smarter irrigation methods and effective canal water management. We develop a deep learning–based model that estimates the volumetric soil moisture content in the top ∼5 cm of soil at a nominal 320-m resolution. Thresholds of soil moisture exist below which the atmosphere becomes hypersensitive to land surface drying, inducing thermal feedbacks that can exacerbate heatwaves. Realistic representation of threshold transitions in forecast models could improve extreme heat predictability and understanding of the role of land–atmosphere coupling. This study evaluates the performance of several forecast models from the Subseasonal Experiment (SubX) and several prototype versions of the Unified Forecast System (UFS) in their representation of threshold transitions by validation against reanalysis data. A metric of skill (true skill score) is applied to soil moisture breakpoint values, which mark the transition to heatwave hypersensitivity for drying soils. Forecast models have poor skill at being initialized on the correct side of the breakpoint, but show improvement when normalized to account for deficiencies in their soil moisture climatologies. Regionally, models performed best in the U.S. Northwest and worst in the Southwest. They effectively capture the tendency of western regions to spend more summer days in the hypersensitive regime than the eastern United States. Models represent well extreme heat as a consequence of atmospheric initial state for the first week of the forecast, but struggle to represent the soil moisture feedback regime. Forecast models generally perform better at extreme heat prediction when they are already dry and in the hypersensitive regime, even when erroneously so, implying that errors or biases exist in model parameterizations. Nevertheless, composite analysis shows encouraging model performance of the "hit" category, suggesting that an improvement in soil moisture initialization could further improve extreme heat forecast skill. The roles of chaos seeding and multiple perturbations, including model perturbations and topographic perturbations, in convection-permitting ensemble forecasting, are assessed. Six comparison experiments were conducted for 14 heavy rainfall events over southern China. Chaos seeding was run as a benchmark experiment to compare their effects to the intended perturbations. The results first reveal the chaos seeding phenomenon. That is, the tiny and local perturbations of the skin soil moisture propagate into the whole analysis domain within an hour and expand to every prognostic variable, and the perturbations derived from chaos seeding develop when moist convection is active. Second, the chaos seeding has a statistically significant difference from our intended perturbations for the ensemble spread magnitudes of precipitation and the spread–skill relationships and probabilistic forecast skills of dynamical variables. Additionally, for the probabilistic forecasts of precipitation, initial and lateral boundary perturbations and model perturbations can yield statistically larger FSS and AROC scores than chaos seeding; topographic perturbations can only improve FSS and AROC scores a little. The different performances may be related to the different degrees of the real dynamical influence of our intended perturbations. Finally, model perturbations can increase the ensemble spreads of precipitation, and improve FSS and AROC scores of precipitation and the consistency of mid- and low-level dynamical variables. Soil moisture--precipitation (SM-PPT) feedbacks at the mesoscale represent a major challenge for numerical weather prediction, especially for subtropical regions that exhibit large variability in surface SM. How does surface heterogeneity, specifically mesoscale gradients in SM and land surface temperature (LST), affect convective initiation (CI) over South America? Using satellite data, we track nascent, daytime convective clouds and quantify the underlying antecedent (morning) surface heterogeneity. We find that convection initiates preferentially on the dry side of strong SM/LST boundaries with spatial scales of tens of kilometers. The strongest alongwind gradients in LST anomalies at 30-km length scale underlying the CI location occur during weak background low-level wind (<2.5 m s-1), high convective available potential energy (>1500 J kg-1), and low convective inhibition (<250 J kg-1) over sparse vegetation. At 100-km scale, strong gradients occur at the CI location during convectively unfavorable conditions and strong background flow. The location of PPT is strongly sensitive to the strength of the background flow. The wind profile during weak background flow inhibits propagation of convection away from the dry regions leading to negative SM--PPT feedback whereas strong background flow is related to longer life cycle and rainfall hundreds of kilometers away from the CI location. Thus, the sign of the SM-PPT feedback is dependent on the background flow. This work presents the first observational evidence that CI over subtropical South America is associated with dry soil patches on the order of tens of kilometers. Convection-permitting numerical weather prediction models need to be examined for accurately capturing the effect of SM heterogeneity in initiating convection over such semiarid regions. Using information theory, our study quantifies the importance of selected indicators for the U.S. Drought Monitor (USDM) maps. We use the technique of mutual information (MI) to measure the importance of any indicator to the USDM, and because MI is derived solely from the data, our findings are independent of any model structure (conceptual, physically based, or empirical). We also compare these MIs against the drought representation effectiveness ratings in the North America Drought Indices and Indicators Assessment (NADIIA) survey for Köppen climate zones. This reveals 1) agreement between some ratings and our MI values [high for example indicators like standardized precipitation evapotranspiration index (SPEI)]; 2) some divergences (e.g., soil moisture has high ratings but near-zero MIs for ESA Climate Change Initiative (CCI) soil moisture in the Western United States, indicating the need of another remotely sensed soil moisture source); and 3) new insights into the importance of variables such as snow water equivalent (SWE) that are not included in sources like NADIIA. Further analysis of the MI results yields findings related to 1) hydrological mechanisms (summertime SWE domination during individual drought events through snowmelt into the water-scarce soil); 2) hydroclimatic types (the top pair of inputs in the Western and non-Western regions are SPEIs and soil moistures, respectively); and 3) predictability (high for the California 2012-17 event, with longer-time scale indicators dominating). Finally, the high MIs between multiple indicators jointly and the USDM indicate potentially high drought forecasting accuracies achievable using only model-based inputs, and the potential for global drought monitoring using only remotely sensed inputs, especially for locations having insufficient in situ observations. As global mean temperature rises, extreme drought events are expected to increasingly affect regions of the United States that are crucial for agriculture, forestry, and natural ecology. A pressing need is to understand and anticipate the conditions under which extreme drought causes catastrophic failure to vegetation in these areas. To better predict drought impacts on ecosystems, we first must understand how specific drivers, namely, atmospheric aridity and soil water stress, affect land surface processes during the evolution of flash drought events. In this study, we evaluated when vapor pressure deficit (VPD) and soil moisture thresholds corresponding to photosynthetic shutdown were crossed during flash drought events across different climate zones and land surface characteristics in the United States. First, the Dynamic Canopy Biophysical Properties (DCBP) model was used to estimate the thresholds that define reduced photosynthesis by assimilating vegetation phenology data from theModerate Resolution Imaging Spectroradiometer (MODIS) to a predictive phenology model. Next, we characterized and quantified flash drought onset, intensity, and duration using the standardized evaporative stress ratio (SESR) and NLDAS-2 reanalysis. Once periods of flash drought were identified, we investigated how VPD and soil moisture coevolved across regions and plant functional types. Results demonstrate that croplands and grasslands tend to be more sensitive to soil water limitations than trees across different regions of the United States. We found that whether VPD or soil moisture was the primary driver of plant water stress during drought was largely region specific. El Niño–Southern Oscillation (ENSO) is the strongest interannual signature in the tropical air–sea system and can affect global atmospheric variables, but ENSO's climatic impact on land surface variables such as skin temperature, snow cover, and soil moisture that can serve as seasonal climate predictors remains relatively little known. Here we examine ENSO's impact on the three land surface variables in Northern Hemisphere extratropics by regression analysis, using a combination of ERA5 reanalysis, GLDAS, satellite-based observations, and CESM2 simulations. Our results show that during El Niño winters anomalous land surface warming occurs in Northern Hemisphere midlatitudes, accompanied by snow cover reduction, especially in northern North America and eastern Europe, while anomalous cooling occurs in southern North America and the Tibetan Plateau, accompanied by increased snow cover. Meanwhile, increased soil moisture is observed in southern North America, central Asia, and southeast China. Further analysis indicates that atmospheric moisture processes dominate the formation of the land surface anomalies, for which the changes in water vapor and precipitation induced by the ENSO-related large-scale atmospheric teleconnection are critical. The anomalous land surface warming in midlatitudes mainly results from the increased downward longwave radiation due to the increase of water vapor, whereas the physical pathway causing water vapor anomalies is different over North America and Eurasia. Controlled by ENSO-induced changes in atmospheric circulation and moisture transport, anomalous precipitation explains most of the snow cover and soil moisture anomalies, which play a certain role in shaping the skin temperature anomalies in some regions through snow–albedo feedback and evaporation, respectively. Changes in surface water and energy balance can influence weather through interactions between the land and lower atmosphere. In convecting atmospheres, increases in convective available potential energy (CAPE) at the base of the column are driven by surface turbulent fluxes and can lead to precipitation. Using two global satellite datasets, we analyze the impact of surface energy balance partitioning on convective development by tracking CAPE over soil moisture drydowns (interstorms) during the summer, when land–atmosphere coupling is strongest. Our results show that the sign and magnitude of CAPE development during summertime drydowns depends on regional hydroclimate and initial soil moisture content. On average, CAPE increases between precipitation events over humid regions (e.g., the eastern United States) and decreases slightly over arid regions (e.g., the western United States). The soil moisture content at the start of a drydown was found to only impact CAPE evolution over arid regions, leading to greater decreases in CAPE when initial soil moisture content was high. The effect of these factors on CAPE can be explained by their influence principally on surface evaporation, demonstrating the importance of evaporative controls on CAPE and providing a basis for understanding the soil moisture–precipitation relationship, as well as land–atmosphere interaction as a whole. Significance Statement: Land–atmosphere coupling is a long-standing topic with growing interest within the climate and modeling communities. Understanding and characterizing the feedbacks between the land surface and lower atmosphere has important implications for weather and climate prediction. One component of land–atmosphere coupling not yet fully understood is the soil moisture–precipitation relationship. Our work quantifies the land influence on one pathway for precipitation, convection, by tracking the evolution of atmospheric convective energy as soils dry between storms. Using global satellite observations, we find clear spatial and temporal trends that link summertime convective development to soil moisture content and evaporation. An accurate streamflow forecast is vital for flood prediction and early warning systems. Notwithstanding the rising frequency and intensity of floods during the summer monsoon season in India, efforts to examine the utility of data assimilation (DA) for streamflow prediction remain limited. We examine soil moisture and streamflow DA to improve streamflow simulations in the Narmada River basin, considered a testbed. Data assimilation was performed using the Variable Infiltration Capacity (VIC) model at four gauge stations in the basin. First, we used the ensemble Kalman filter (EnKF) to assimilate the satellite soil moisture from the European Space Agency Climate Change Initiative (ESA-CCI) to the initial state of the VIC model. We examined the usefulness of observed streamflow from the India Water Resources Information System (India-WRIS) to improve the initial hydrological conditions of the VIC model in the streamflow DA during the summer monsoon (June–September) season from 1980 to 2018. The assimilation of ESA-CCI soil moisture showed less improvement in percent error reduction (PER) and efficiency index (EFF) (less than 2%) than the streamflow DA at all of the four gauge locations in the Narmada basin. On the other hand, the streamflow DA showed a significant improvement in PER and EFF (more than 10%) at all the gauge stations for both mean and high-flow conditions. Streamflow data assimilation improved errors in the magnitude and timing for the major floods in 1994 and 2013. Significance Statement: India is considerably affected by floods during the summer monsoon. Floods have increased and are projected to become more frequent under the warming climate. Flood prediction and early warning systems are essential in reducing their impacts and exposure. In the present study, we are interested in examining the role of soil moisture and streamflow data assimilation on flood prediction in the Narmada River basin. Our results show that streamflow data assimilation is more effective in reducing errors and bias in streamflow prediction than soil moisture data assimilation. The Tibetan Plateau (TP) exerts strong powerful thermal forcing, which plays a vital role in influencing weather–climate variations in Asia and even the Northern Hemisphere. However, the causes of thermal variation over the TP have not been fully revealed. Here, the role of winter soil moisture (SM) in subsequent summer thermal anomalies on the TP was investigated through multisource datasets for the period 1979–2014. Results indicate a significant positive relationship (r = 0.52) between winter SM and subsequent summer-mean surface air temperature (SAT). Further investigations show that more (less) winter SM results in abundant (deficient) atmospheric water vapor in subsequent summer owing to its persistence. Furthermore, Earth’s surface energy budget equation confirms that strengthened (weakened) surface downward longwave radiation caused by increased (decreased) water vapor is the dominant factor leading to SAT variations, even more significant for nocturnal SAT. The winter SM–atmospheric temperature positive relationship can extend from the surface to 200 hPa over the TP. In addition, the enhanced (weakened) atmospheric latent heat release associated with increased (decreased) water vapor content may be another important factor contributing to changes in atmospheric temperatures over the TP. Therefore, our results contribute to a better understanding of the effect of land–surface processes on thermal anomalies over the TP. Significance Statement Understanding the causes of thermal anomalies over the Tibetan Plateau (TP) is crucial for weather and climate variations, but the role of winter soil moisture (SM) in subsequent summer thermal effects is largely unknown. This study investigated the relationship between winter SM and thermal anomalies in subsequent summers on the TP. Results show that the above (below)-normal winter SM will cause warm (cold) atmospheric temperatures in the subsequent summer. The above (below)-normal winter SM anomalies bring increased (decreased) atmospheric water vapor in summer owing to its persistence, resulting in strengthened (weakened) downward longwave radiation and atmospheric latent heat release to heat (cool) the atmosphere. In this study, soil moisture retrievals of the combined active–passive ESA Climate Change Initiative (CCI) soil moisture product are assimilated into the Noah-MP land surface model over Europe using a one-dimensional ensemble Kalman filter and an 18-yr study period. The performance of the data assimilation (DA) system is evaluated by comparing it with a model-only experiment (at in situ sites) and by assessing statistics of innovations and increments as DA diagnostics (over the entire domain). For both assessments, we explore the impact of three design choices, resulting in the following insights. 1) The magnitude of the assumed observation errors strongly affects the skill improvements evaluated against in situ stations and internal diagnostics. 2) Choosing between climatological or monthly cumulative distribution function matching as the observation bias correction method only has a marginal effect on the in situ skill of the DA system. However, the internal diagnostics suggest a more robust system parameterization if the observations are rescaled monthly. 3) The choice of atmospheric reanalysis dataset to force the land surface model affects the model-only skill and the DA skill improvements. The model-only skill is higher with input from the MERRA-2 than with input from the ERA5 reanalysis, resulting in larger DA skill improvements for the latter. Additionally, we show that the added value of the DA strongly depends on the quality of the satellite retrievals and land cover, with the most substantial soil moisture skill improvements occurring over croplands and skill degradation occurring over densely forested areas. In North China (NC), heat stress, which can be quantitatively characterized by wet-bulb globe temperature (WBGT), is closely related to specific humidity. This study focuses on the total days for NC average daily maximum WBGT exceeding 26°C (WGBT26) per summer (June–August) from 1979 to 2017. Rather than local precipitation or evaporation in NC, the NC WBGT26 is significantly related to the nonlocal evaporation around the Yangtze River valley (YR). The abnormal positive evaporated water vapor in YR, associated with anomalously high water vapor flux from south to north at 925 hPa, is continuously transported to NC in the above-normal WBGT26 years. Such an abnormal "evaporation and transportation" process can significantly increase the water vapor in NC and therefore enhance WBGT26. The evaporation in YR peaks in mid- to late July and is closely associated with the occurrence days for daily maximum WBGT exceeding 26°C and maximum daily mean specific humidity at 925 hPa in summer. The main driver for the strongest YR evaporation anomaly from 15 July to 15 August is the simultaneous surface air temperature rather than the simultaneous or earlier soil moisture, precipitation, and vapor pressure deficit (VPD) anomaly. This condition is due to the continuously abundant soil moisture in the YR from April to September. Standardized precipitation index (SPI) is one of the frequently used meteorological drought indices. However, the time-varying characteristics observed in the historical precipitation data questions the reliability of SPI and motivated the development of nonstationary SPI. To overcome some of the limitations in the existing nonstationary drought indices, a new framework for drought index is proposed, incorporating the temporal dynamics in the precipitation. The proposed drought index is developed by coupling the joint deficit index with the extended time sliding window–based nonstationary modeling (TSW-NSM). The proposed nonstationary joint deficit index (NJDI) detects the signature of nonstationarity in the distribution parameter and models both long-term (i.e., trend) and short-term (i.e., step-change) temporal dynamics of distribution parameters. The efficacy of NJDI is demonstrated by employing it to identify the meteorological drought-prone areas over India. The changes observed in the distribution parameter of rainfall series reveal an increasing number of dry days in recent decades all over India, except the northeast. Comparison of NJDI and stationary joint deficit index (JDI) reveals that JDI overestimates drought when frequent severe dry events are clustered and underestimates when these events are scattered, which indicates that the traditional index is biased toward the lowest magnitude of precipitation while classifying the drought. Moreover, NJDI could closely capture historical droughts and their spatial variations, thereby reflecting the temporal dynamics of rainfall series and the changes in the pattern of dry events over India. NJDI proves to be a potentially reliable index for drought monitoring in a nonstationary climate. Significance Statement: Drought is one of the most severe natural disasters and is expected to intensify under a warming climate. There has been progress on developing newer methodologies to characterize drought severity under the changing climate. However, some limitations remain in capturing the temporal changes of the precipitation, especially the nonstationarity in variance (rapid increases in extreme precipitation versus the average precipitation). We propose an extension to the time sliding window approach to capture the nonstationarity in variance and mean while incorporating short-term (step-change) and long-term (trend) temporal dynamics. We apply the methodology to a subcontinent-sized heterogeneous country of India with gridded rainfall dataset (0.25° × 0.25°, 1901–2013) from the India Meteorological Department. We find that the majority of grids exhibit negative and positive trends in shape and scale parameters, respectively, which ultimately leads to an increase in the number of drier events, whereas a contradictory pattern is exhibited in the northwest Indian region (decrease in the number of dry days). The proposed index gives a potential framework for drought monitoring under the changing climate and can be extended to develop a multivariate nonstationary joint deficit index by incorporating other hydrological variables (e.g., soil moisture, diurnal temperature range, streamflow). The rank histogram filter (RHF) and the ensemble Kalman filter (EnKF) are assessed for soil moisture estimation using perfect model (identical twin) synthetic data assimilation experiments. The primary motivation is to gauge the impact on analysis quality attributable to the consideration of non-Gaussian forecast error distributions. Using the NASA Catchment land surface model, the two filters are compared at 18 globally distributed single-catchment locations for a 10-yr experiment period. It is shown that both filters yield adequate estimates of soil moisture, with the RHF having a small but significant performance advantage. Most notably, the RHF consistently increases the normalized information contribution (NIC) score of the mean absolute bias by 0.05 over that of the EnKF for surface, root-zone, and profile soil moisture. The RHF also increases the NIC score for the anomaly correlation of surface soil moisture by 0.02 over that of the EnKF (at a 5% significance level). Results additionally demonstrate that the performance of both filters is somewhat improved when the ensemble priors are adaptively inflated to offset the negative effects of systematic errors.
