Interannual fluctuations in average summertime temperatures across the western United States are captured by a leading empirical orthogonal function that explains over 50% of the total observed variance. In this paper, we explain the origins of this pattern of interannual temperature variability by examining soil moisture–temperature coupling that acts across seasons in observations and climate models. We find that a characteristic pattern of coupled temperature–soil moisture climate variability accounts for 34% of the total observed variance in summertime temperature across the region. This pattern is reproduced in state-of-the-art global climate models, where experiments that eliminate soil moisture variability reduce summertime average temperature variance by a factor of 3 on average. We use an idealized model of the coupled atmospheric boundary layer and underlying land surface to demonstrate that feedbacks between soil moisture, boundary layer relative humidity, and precipitation can explain the observed relations between springtime soil moisture and summertime temperature. Our results suggest that antecedent soil moisture conditions and subsequent land–atmosphere interactions play an important role in interannual summertime temperature variability in the western United States; soil moisture variations cause distal temperature anomalies and impart predictability at time scales longer than one season. Our results indicate that 40% of the observed warming trend across the western United States since 1981 has been driven by wintertime precipitation trends in the U.S. southwest. Significance Statement: Year-to-year fluctuations in summertime temperatures have a large impact on drought, wildfire, and extreme heat across the Western United States. We find strong evidence that soil moisture deficits in the preceding spring may be the primary driver of higher-than-average summer temperatures in this region. Our results suggest that memory in the water cycle may lead to greater predictability in the climate system from season to season and that trends in southwest precipitation have exerted a considerable influence on observed warming over the past 40 years. Skillful subseasonal prediction of extreme heat and precipitation greatly benefits multiple sectors, including water management, public health, and agriculture, in mitigating the impact of extreme events. A statistical model is developed to predict the weekly frequency of extreme warm days and 14-day standardized precipitation index (SPI) during boreal summer in the United States. We use a leading principal component of U.S. soil moisture and an index based on the North Pacific sea surface temperature (SST) as predictors. The model outperforms the NCEP Climate Forecast System, version 2 (CFSv2), at weeks 3–4 in the eastern United States. It is found that the North Pacific SST anomalies persist for several weeks and are associated with a persistent wave train pattern, which leads to increased occurrences of blocking and extreme temperature over the eastern United States. Extreme dry soil moisture conditions persist into week 4 and are associated with an increase in sensible heat flux and a decrease in latent heat flux, which may help to maintain the overlying anticyclone. The clear-sky conditions associated with blocking anticyclones further decrease soil moisture and increase the frequency of extreme warm days. This skillful statistical model has the potential to aid in irrigation scheduling, crop planning, and reservoir operation and to provide mitigation of impacts from extreme heat events. This study investigates the potential predictability of streamflow and soil moisture in the Alabama-Coosa-Tallapoosa (ACT) river basin in the southeastern United States. The study employs the state-of-the-art National Water Model (NWM) and compares the effects of initial soil moisture condition with those of seasonal climate anomalies on streamflow and soil moisture forecast skills. We have designed and implemented seasonal streamflow forecast ensemble experiments following the methodology suggested by Dirmeyer et al. The study also compares the soil moisture variability in the NWM with in situ measurements and remote sensing data fromthe SoilMoistureActive and Passive (SMAP) satellite. The NWMskillfully simulates the observed streamflow in the ACT basin. The soil moisture variability is 46% smaller in the NWM compared with the SMAP data, mainly due to a weaker amplitude of the seasonal cycle. This study finds that initial soil moisture condition is a major source of predictability for the seasonal streamflow forecast. The contribution of the initial soil moisture condition is comparable or even higher than that of seasonal climate anomaly effects in dry seasons. In the boreal summer season, the initial soil moisture condition contributes to 65% and 48% improvements in the seasonal streamflow and soil moisture forecast skills, respectively. This study attributes a greater improvement in the streamflow forecast skill to the lag effects between the soil moisture and streamflow anomalies. This study examines the impact of sea surface temperature (SST) and soil moisture on summer precipitation over two regions of the United States (the upper Mississippi River basin and the Great Plains) based on data from observation and observation-forced model simulations (in the case of soil moisture). Results from SST-precipitation correlation analysis show that spatially averaged SST of identified oceanic areas are better predictors than derived SST patterns from the EOF analysis and that both predictors are strongly associated with the Pacific Ocean. Results from conditioned soil moisture-precipitation correlation analysis show that the impact of soil moisture on precipitation differs between the outer-quartiles years (with summer precipitation amount in the first and fourth quartiles) and inner-quartiles years (with summer precipitation amount in the second and third quartiles), and also between the high- and low-skill SST years (categorized according to the skill of SST-based precipitation prediction). Specifically, the soil moisture-precipitation feedback is more likely to be positive and significant in the outer-quartiles years and in the years when the skill of precipitation prediction based on SST alone is low. This study indicates that soil moisture should be included as a useful predictor in precipitation prediction, and the resulting improvement in prediction skills will be especially substantial during years of large precipitation anomalies. It also demonstrates the complexity of the impact of SST and soil moisture on precipitation, and underlines the important complementary roles both SST and soil moisture play in determining precipitation. A statistical model based on canonical correlation analysis (CCA) was used to explore climatic associations and predictability of June–August (JJA) maximum and minimum surface air temperatures (Tmax and Tmin) as well as the frequency of Tmax daily extremes (Tmax90) in the central and western United States (west of 90°W). Explanatory variables are monthly and seasonal Pacific Ocean SST (PSST) and the Climate Division Palmer Drought Severity Index (PDSI) during 1950–2001. Although there is a positive correlation between Tmax and Tmin, the two variables exhibit somewhat different patterns and dynamics. Both exhibit their lowest levels of variability in summer, but that of Tmax is greater than Tmin. The predictability of Tmax is mainly associated with local effects related to previous soil moisture conditions at short range (one month to one season), with PSST providing a secondary influence. Predictability of Tmin is more strongly influenced by large-scale (PSST) patterns, with PDSI acting as a short-range predictive influence. For both predictand variables (Tmax and Tmin), the PDSI influence falls off markedly at time leads beyond a few months, but a PSST influence remains for at least two seasons. The maximum predictive skill for JJA Tmin, Tmax, and Tmax90 is from May PSST and PDSI. Importantly, skills evaluated for various seasons and time leads undergo a seasonal cycle that has maximum levels in summer. At the seasonal time frame, summer Tmax prediction skills are greatest in the Midwest, northern and central California, Arizona, and Utah. Similar results were found for Tmax90. In contrast, Tmin skill is spread over most of the western region, except for clusters of low skill in the northern Midwest and southern Montana, Idaho, and northern Arizona. [ABSTRACT FROM AUTHOR]

The CTP-HI[sub low] framework for describing atmospheric controls on soil moisture–boundary layer interactions is described in a companion paper,. In this paper, the framework is applied to the continental United States to investigate how differing atmospheric regimes influence local feedbacks between the land surface and the atmosphere. The framework was developed with a one-dimensional boundary layer model and is based on two measures of atmospheric thermodynamic properties: the convective triggering potential (CTP), a measure of the temperature lapse rate between approximately 1 and 3 km above the ground surface, and a low-level humidity index, HI[sub low] . These two measures are used to distinguish between three types of early-morning atmospheric conditions: those favoring moist convection over dry soils, those favoring moist convection over wet soils, and those that will allow or prevent deep convective activity, independent of the surface flux partitioning. Analyses of multiyear CTP-HI[sub low] scatterplots from radiosonde stations across the contiguous 48 United States reveal that during the summer months (June, July, and August) positive feedbacks between soil moisture and moist convection are likely in much of the eastern half of the country. Over the western half of the country, atmospheric conditions and the likelihood of moist convection are largely determined by oceanic influences, and land surface conditions in the summer are unlikely to impact convective triggering. The only area showing a potential negative feedback is in the dryline and monsoon region of the arid Southwest. This potential arises because of the topography of this and surrounding regions. A relatively narrow band of stations lies in between the eastern and western portions of the country, in some years behaving like the stations to the west and in other years behaving like the stations to the east.
