Overloaded vehicles greatly affect the service life of road pavements. Overloaded road conditions will break down faster and require high handling costs. Budget constraints and the absence of preparation to repair road damage faster than the planned life are obstacles in road repairs. With such conditions, an appropriate strategy is needed for road repair. This study aims to make a program strategy for handling road maintenance due to overload load. The approach taken is to survey road conditions and make predictions of changes in road conditions for 10 years. The survey results and road condition predictions will be used to develop road handling strategies. The analysis method in this study is to predict changes in road conditions for 10 years using the Highway Development and Maintenance (HDM) method. Then to make a road handling scheme using the preservation method with a long segment scheme, namely road handling according to road conditions good, fair, poor and very Poor categories. The results of the analysis show that with the road handling program scheme, it can maintain the road in good condition. The strategy to maintain the Surabaya-Legundi city limit road section for 10 years can be done by carrying out road handling in the form of routine handling, rehabilitation and reconstruction in accordance with the condition of the damage obtained from the predicted road damage conditions. With this handling scheme, it can maintain good road conditions. If the road is not carried out the handling scheme, the road will experience a condition of damage with a category of very Poor and will cause more handling with the type of reconstruction handling.
