We present griz light curves of 251 Type Ia Supernovae (SNe Ia) from the first 3 years of the Dark Energy Survey Supernova Program's (DES-SN) spectroscopically classified sample. The photometric pipeline described in this paper produces the calibrated fluxes and associated uncertainties used in the cosmological parameter analysis (Brout et al. 2018-SYS, DES Collaboration et al. 2018) by employing a scene modeling approach that simultaneously forward models a variable transient flux and temporally constant host galaxy. We inject artificial point sources onto DECam images to test the accuracy of our photometric method. Upon comparison of input and measured artificial supernova fluxes, we find flux biases peak at 3 mmag. We require corrections to our photometric uncertainties as a function of host galaxy surface brightness at the transient location, similar to that seen by the DES Difference Imaging Pipeline used to discover transients. This dust reverberation mapping (RM) technique has been successfully applied to ∼70 z ≲ 0.3 AGNs and quasars. Here we present first results of our dust RM program for distant quasars covered in the Sloan Digital Sky Survey Stripe 82 region combining ∼20 yr ground-based optical light curves with 10 yr MIR light curves from the WISE satellite. We measure a high-fidelity lag between W1 band (3.4 μm) and g band for 587 quasars over 0.3 ≲ z ≲ 2 (« z» ∼ 0.8) and two orders of magnitude in quasar luminosity. They tightly follow (intrinsic scatter ∼0.17 dex in lag) the IR lag-luminosity relation observed for z < 0.3 AGNs, revealing a remarkable size-luminosity relation for the dust torus over more than four decades in AGN luminosity, with little dependence on additional quasar properties such as Eddington ratio and variability amplitude. This study motivates further investigations in the utility of dust RM for cosmology and strongly endorses a compelling science case for the combined 10 yr Vera C. Rubin Observatory Legacy Survey of Space and Time (optical) and 5 yr Nancy Grace Roman Space Telescope 2 μm light curves in a deep survey for low-redshift AGN dust RM with much lower luminosities and shorter, measurable IR lags. Meeting the science goals for many current and future ground-based optical large-area sky surveys requires that the calibrated broadband photometry is stable in time and uniform over the sky to 1% precision or better. Past surveys have achieved photometric precision of 1-2% by calibrating the survey's stellar photometry with repeated measurements of a large number of stars observed in multiple epochs. The calibration techniques employed by these surveys only consider the relative frame-by-frame photometric zeropoint offset and the focal plane position-dependent illumination corrections, which are independent of the source color. However, variations in the wavelength dependence of the atmospheric transmission and the instrumental throughput induce source color-dependent systematic errors. These systematic errors must also be considered to achieve the most precise photometric measurements. In this paper, we examine such systematic chromatic errors using photometry from the Dark Energy Survey (DES) as an example. We define a natural magnitude system for DES and calculate the systematic errors on stellar magnitudes, when the atmospheric transmission and instrumental throughput deviate from the natural system. We conclude that the systematic chromatic errors caused by the change of airmass in each exposure, the change of the precipitable water vapor and aerosol in the atmosphere over time, and the non-uniformity of instrumental throughput over the focal plane, can be up to 2% in some bandpasses. We compare the calculated systematic chromatic errors with the observed DES data. For the test sample data, we correct these errors using measurements of the atmospheric transmission and instrumental throughput. The residual after correction is less than 0.3%. Using the Canada-France-Hawaii Telescope we have obtained deep high-resolution CCD images in V and I of a 28'x28' field in the outer disk of M 31 at ~ 116' from the center along the major axis to the south-west, and covering a range of projected galactocentric distance from about 23 to 33 kpc. The field was chosen to correspond with extended HI features recorded near the HI edge of the galaxy. The many tens of thousands of objects detected in this large field have been classified using an automatic algorithm which distinguishes unresolved from resolved structures and provides photometry on them. For the most part the unresolved objects are stars in M 31. The V-I colors of these stars are highly correlated with the column density of HI in the field. Assuming a Galactic extinction law, this yields a minimum extinction/atomic-gas ratio about 1/3 of that in the Solar neighbourhood. The ISM in this outer disk of M 31 therefore contains substantial amounts of dust. We have identified a population of B stars in the field whose distribution is also well correlated with the extended HI distribution. Evidently, star formation is both ongoing and wide spread in the outer disk of M 31.
