The main objectives presented in the report are: 1) To examine data gaps in the field of ecologically valuable grasslands and land at risk of abandonment by gathering existing data and making recommendations on how the gaps might best be filled to underpin the present and future policy process in these fields 2) To gather existing data and providing best/less good practice examples in relation to the environmental impacts of afforestation in agricultural lands in order to underpin the present and future policy process and environmental policy objectives 3) To find and present best/less good practice examples in relation to optimal design and management of riparian buffer strips in the context of environmental policy objectives.

Developing countries are extremely vulnerable to climate change, due to their strong economic dependency on rain-fed agriculture. Land-use policies can offer a less vulnerable future by design and application of relevant mitigation and/or adaptation strategies. Effectiveness of such strategies depends on local conditions. Therefore, hotspot regions are defined, where specific issues related to agriculture will be assessed. Mitigation strategies in East Africa in general and Ethiopia in particular include reforestation, while adaptation covers aspects such as crop diversification and water use efficiency. An analytical framework is developed in which a science-policy interface is the main focus. On one hand policy-makers and stakeholders can be involved in such a framework for policy design, while scientists on the other hand deliver data and modeling tools. The model chain in the framework is integrated by an evaluation step where policy options are compared for efficiency on several development targets. The framework will be tested in 2010 in hotspot regions in East Africa.

This report describes the findings of a feasibility study to treat oil contaminated water using reed beds, and consume the treated saline water using forestry. The feasibility study focused on the social, technical and economical feasibility of a project designed to process 45,000 m3 of water per day. Possible effects of a large scale operation on interactions between Petroleum Development Oman and local population are listed, and suggestions on the social processes involved are made. The economics of reed bed water treatment and water consumption through the use of forestry are determined and compared with the current practise of deep well disposal. The economics of the treatment-forestry system are more favorable than the economics of the deep well disposal. The technical analysis shows that the reed beds are able to treat water to remove hydrocarbons, and suggestions for management, design and development of the system are given.

This report describes the conceptual approach of the CO2FIX V 3.1 model, as well as its implementation and numerous examples. This stand level simulation model is a tool which quantifies the C stocks and fluxes in the forest biomass, the soil organic matter and the wood products chain. Included are also a bioenergy module, a financial module and a carbon accounting module. The model is applicable to many different situations: afforestation projects, agroforestry systems, and selective logging systems. The model is freely available from the web, together with numerous examples. The model has many users. The two earlier versions of the model have been downloaded already almost 2000 times

Forest activities in developing countries can be used to sequester carbon for gaining emission reductions within the Clean Development Mechanism of the Kyoto Protocol. This study has assessed the potentials and costs for carbon sequestration through afforestation, reforestation and deforestation activities and how these are affected when certain criteria for eligibility are applied. The criteria address issues of additionality, permanence, socio-economic and environmental sustainability, compliance and verification, which are of major importance for the successful implementation of forestry projects in the Clean Development Mechanism. Application of the criteria results in a substantial decrease in the carbon sequestration potential and an increase in the project costs.

In dit rapport wordt gekeken naar de mogelijkheden om in verschillende landengroepen CO2 vast te leggen door middel van bosbeschermingsmaatregelen, beheersmaatregelen en (her)bebossingsprojecten binnen de flexibele mechanismen in het Kyotoprotocol (Joint Implementation en Clean Development Mechanism). Tevens worden de financiële aspecten en de onzekerheden in de aannames van de verschillende maatregelen ter reductie van CO2-emissies besproken. Ontbossingsmaatregelen zijn het meest effectief in Brazilië, Bolivia en Peru. Voor de periode 2008-2012 is berekend dat door jaarlijks 560 000 ha te beschermen, 360 Mt CO2 vastgelegd kan worden. De mogelijkheden om binnen Annex-1-landen via Joint Implementation-projecten door verminderde ontbossing CO2-emissies te reduceren zijn beperkt (geschat op 200 Mt over 50 jaar). (Her)bebossing van het geschatte beschikbare areaal in Annex-1-landen zou over een periode van vijftig jaar een vastlegging kunnen opleveren van 2 Gt CO2 onder Joint Implementation-projecten. De geschatte kosten zijn echter aanmerkelijk hoger dan die voor een vastlegging van vergelijkbare grootte in niet-Annex-1-landen onder het Clean Development Mechanism.

Het gangbare beleid van de rijksoverheid voor behoud en ontwikkeling van fysieke natuur, bos en landschap berust nog sterk op toepassing van het zogenaamde deskundigheidsmodel. Daarin staat de natuur als invalshoek centraal. Er is behoefte aan een beleid dat een redenering vanuit natuurwaarden verbindt met een redenering vanuit mensenwensen ten aanzien van natuur. Het is echter niet duidelijk wat daarvan de consequenties zijn. Doel van deze studie is een inventarisatie van mogelijkheden en voorwaarden voor een beleid dat een grotere plaats inruimt voor mensenwensen. De studie is opgezet als een inventarisatie van leerervaringen met interactief beleid. Er is speciale aandacht voor cases op het gebied van bosaanleg, maar ook voor plattelandsontwikkeling. Ook komt de inrichting van een interactief beleidsproces aan de orde (procesarchitectuur). Dit kan nog verschillende vormen aannemen en verschillende uitgangspunten hebben. De conclusie is dat respect voor mensenwensen vraagt om een aanpassing van doelstellingen en om verrijking met sociale instrumenten. Het natuurbeleid komt daardoor dichter bij de werkelijkheid van alledag te staan.
