Abstract Belief and plausibility functions based on evidence theory (ET) have been widely used in managing uncertainty. Various generalizations of ET to fuzzy sets (FSs) have been reported in the literature, but no generalization of ET to q-rung orthopair fuzzy sets (q-ROFSs) has been made yet. Therefore, this paper proposes a novel, simple, and intuitive approach to distance and similarity measures for q-ROFSs based on belief and plausibility functions within the framework of ET. This research addresses a significant research gap by introducing a comprehensive framework for handling uncertainty in q-ROFSs using ET. Furthermore, it acknowledges the limitations inherent in the current state of research, notably the absence of generalizations of ET to q-ROFSs and the challenges in extending belief and plausibility measures to certain aggregation operators and other generalizations including Hesitant fuzzy sets, Bipolar fuzzy sets, Fuzzy soft sets etc. Our contribution lies in the proposal of a novel approach to distance and similarity measures for q-ROFSs under ET, utilizing Orthopairian belief and plausibility intervals (OBPIs). We establish new similarity measures within the generalized ET framework and demonstrate the reasonability of our method through useful numerical examples. Additionally, we construct Orthopairian belief and plausibility GRA (OBP-GRA) for managing daily life complex issues, particularly in multicriteria decision-making scenarios. Numerical simulations and results confirm the usability and practical applicability of our proposed method in the framework of ET.

Power grid enterprises are the backbone of promoting clean and low-carbon energy transformation, playing an important role in achieving carbon peak and carbon neutrality. It is very necessary to audit the implementation of the “dual carbon” work of power grid enterprises, in order to better implement the national “dual carbon” policy and serve the development of the national economy. The risk assessment of “dual carbon” audit in power grid enterprises is multiple-attribute group decision-making (MAGDM). In this study, in light with projection measure technique and bidirectional projection measure technique, four forms of projection measure technique with q-rung orthopair fuzzy sets (q-ROFSs) are conducted. Then, two weighed projection techniques are conducted to manage the MAGDM. Finally, a numerical example for risk assessment of “dual carbon” audit in power grid enterprises and comparative analysis is utilized to verify the developed techniques. The major contribution of this research is constructed: (1) entropy technique is implemented to determine the weight values in line with score number (SN) and accuracy number (AN); (2) two weighed projection techniques are implemented to put forward MAGDM with q-ROFSs; (3) the numerical example for risk assessment of “dual carbon” audit in power grid enterprises is implemented to show the two weighed projection techniques under q-ROFSs; and (4) comparative studies are constructed with existing techniques.

Demand management in transportation services, as well as demand sustainability, demand planning, and demand implementation are critical components in service quality and environmental sustainability. It is evident that developing a transportation system, particularly one responsive to society's aspirations and demands, will result in long-term and sustainable success for enterprises. Transportation demand management and strategies can produce alternative perspectives at a desirable and sufficient level to handle problems in the field while considering the obstacles. Considering the elements influencing transportation demand management in logistics enterprises, this study aims to evaluate factors affecting transportation demand management and select the best strategy. The study was carried out on logistic firms with a corporate identity in the Turkish province of Samsun (Turkiye), engaged in international transportation activities to define the criteria affecting transportation demand management and select the best transportation demand strategy. The constituents from the literature review were analyzed using the q-rung orthopair fuzzy MCDA methodology. " Freight Transportation " was determined to be the most crucial measure affecting transportation demand management, while " Competition Legislation and Regulations Regulation " was the least important factor. The rapid expansion in the number of companies participating in freight transport and their capacity was evaluated as the essential aspect for the relevant logistics companies in transport demand management. The " Strategy for Prioritizing High Occupancy Vehicles " is the best transportation strategy based on the weights of the transportation demand management factors. Because of the implementation of this strategy in logistics organizations, this study is regarded as a significant indicator of competitiveness to ensure efficiency and effectiveness.
