Abstract: This case study is the first update on Oxfam’s work on the sustainability of rural water supply systems in Nepal. Readers are advised to read the first paper on the topic from 2019: Water Supply Systems in Nepal., In this previous case study, Oxfam identified five key ‘levers’ that could potentially transform water supply schemes in Nepal’s Hills and Terai regions. This case study explains how these levers were implemented and the challenges faced during the process. The levers were implemented in Benighat Rorang Rural Municipality and Jwalamukhi Rural Municipality of Dhading, representing the case study in the Hills, and Haripur and Rajpur Municipalities of Sarlahi and Rautahat district, representing the case study in the Terai.

3. Integration of Rucio Metadata in Belle II

Abstract: Rucio is a Data Management software that has become a de-facto standard in the HEP community and beyond. It allows the management of large volumes of data over their full lifecycle. The Belle II experiment located at KEK (Japan) recently moved to Rucio to manage its data over the coming decade (O(10) PB/year). In addition to its Data Management functionalities, Rucio also provides support for storing generic metadata. Rucio metadata already provides accurate accounting of the data stored all over the sites serving Belle II. Annotating files with generic metadata opens up possibilities for finer-grained metadata query support. We will first introduce some of the new developments aimed at providing good performance that were done to cover Belle II use-cases like bulk insert methods, metadata inheritance, etc. We will then describe the various tests performed to validate Rucio generic metadata at Belle II scale (O(100M) files), detailing the import and performance tests that were made.

Abstract: We propose to measure the beam normal single spin asymmetry in elastic scattering of transversely polarized electron from target nuclei with 12 $\leq Z \leq$ 90 at Q$^2$ = 0.0092 GeV$^2$ to study its nuclear dependence. While the theoretical calculations based on two-photon exchange suggest no nuclear dependence at this kinematics, the results of 208Pb from Jefferson Lab show a striking disagreement from both theoretical predictions and light nuclei measurements. The proposed measurements will provide new data for intermediate to heavy nuclei where no data exists for $Z \geq$ 20 in the kinematics of previous high-energy experiments. 6. Web-based Visualization and Analytics of Petascale data: Equity as a Tide that Lifts All Boats

Abstract: Scientists generate petabytes of data daily to help uncover environmental trends or behaviors that are hard to predict. For example, understanding climate simulations based on the long-term average of temperature, precipitation, and other environmental variables is essential to predicting and establishing root causes of future undesirable scenarios and assessing possible mitigation strategies. While supercomputer centers provide a powerful infrastructure for generating petabytes of simulation output, accessing and analyzing these datasets interactively remains challenging on multiple fronts. This paper presents an approach to managing, visualizing, and analyzing petabytes of data within a browser on equipment ranging from the top NASA supercomputer to commodity hardware like a laptop. Our novel data fabric abstraction layer allows user-friendly querying of scientific information while hiding the complexities of dealing with file systems or cloud services. We also optimize network utilization while streaming from petascale repositories through state-of-the-art progressive compression algorithms. Based on this abstraction, we provide customizable dashboards that can be accessed from any device with any internet connection, enabling interactive visual analysis of vast amounts of data to a wide range of users - from top scientists with access to leadership-class computing environments to undergraduate students of disadvantaged backgrounds from minority-serving institutions. We focus on NASA's use of petascale climate datasets as an example of particular societal impact and, therefore, a case where achieving equity in science participation is critical. Abstract: We report measurements of time-dependent $CP$ asymmetries in $B^0 \to K^0_S \pi^0 \gamma$ decays based on a data sample of $(388\pm6)\times10^6$ $B\bar{B}$ events collected at the $\Upsilon(4S)$ resonance with the Belle II detector. The Belle II experiment operates at the SuperKEKB asymmetric-energy $e^+e^-$ collider. We measure decay-time distributions to determine $CP$-violating parameters $S$ and $C$. We determine these parameters for two ranges of $K^0_S \pi^0$ invariant mass: $m(K^0_S \pi^0)\in (0.8, 1.0)$ $GeV/c^2$, which is dominated by $B^0 \to K^{*0} (\to K^0_S \pi^0) \gamma$ decays, and a complementary region $m(K^0_S \pi^0)\in (0.6, 0.8)\cup(1.0, 1.8)$ $GeV/c^2$. Abstract: We present measurements of $B^{+}\rightarrow\rho^{+}\gamma$ and $B^{0}\rightarrow\rho^{0}\gamma$ decays using a combined data sample of $772 \times 10^6$ $B\overline{B}$ pairs collected by the Belle experiment and $387\times 10^6$ $B\overline{B}$ pairs collected by the Belle II experiment in $e^{+}e^{-}$ collisions at the $\Upsilon (4S)$ resonance. After an optimized selection, a simultaneous fit to the Belle and Belle II data sets yields $114\pm 12$ $B^{+}\rightarrow\rho^{+}\gamma$ and $99\pm 12$ $B^{0}\rightarrow\rho^{0}\gamma$ decays. The measured branching fractions are $(13.1^{+2.0 +1.3}_{-1.9 -1.2})\times 10^{-7}$ and $(7.5\pm 1.3^{+1.0}_{-0.8})\times 10^{-7}$ for $B^{+}\rightarrow\rho^{+}\gamma$ and $B^{0}\rightarrow\rho^{0}\gamma$ decays, respectively, where the first uncertainty is statistical and the second is systematic. We also measure the isospin asymmetry $A_{\rm I}(B\rightarrow\rho\gamma)=(10.9^{+11.2 +7.8}_{-11.7 -7.3})\%$ and the direct CP asymmetry $A_{CP}(B^{+}\rightarrow\rho^{+}\gamma)=(-8.2\pm 15.2^{+1.6}_{-1.2})\%$., Comment: 12 pages, 4 figures

9. Skin Cancer Images Classification using Transfer Learning Techniques

Abstract: Skin cancer is one of the most common and deadliest types of cancer. Early diagnosis of skin cancer at a benign stage is critical to reducing cancer mortality. To detect skin cancer at an earlier stage an automated system is compulsory that can save the life of many patients. Many previous studies have addressed the problem of skin cancer diagnosis using various deep learning and transfer learning models. However, existing literature has limitations in its accuracy and time-consuming procedure. In this work, we applied five different pre-trained transfer learning approaches for binary classification of skin cancer detection at benign and malignant stages. To increase the accuracy of these models we fine-tune different layers and activation functions. We used a publicly available ISIC dataset to evaluate transfer learning approaches. For model stability, data augmentation techniques are applied to improve the randomness of the input dataset. These approaches are evaluated using different hyperparameters such as batch sizes, epochs, and optimizers. The experimental results show that the ResNet-50 model provides an accuracy of 0.935, F1-score of 0.86, and precision of 0.94.

Abstract: We report measurements of the $e^+e^- \to B\bar{B}$, $B\bar{B}{}^*$, and $B^*\bar{B}{}^*$ cross sections at four energies, 10653, 10701, 10746 and 10805 MeV, using data collected by the Belle~II experiment. We reconstruct one $B$ meson in a large number of hadronic final states and use its momentum to identify the production process. In the first $2-5$ MeV above $B^*\bar{B}{}^*$ threshold, the $e^+e^- \to B^*\bar{B}{}^*$ cross section increases rapidly. Abstract: We present a measurement of the ratio $R_\mu = \mathcal{B}(\tau^-\to \mu^-\bar\nu_\mu\nu_\tau) / \mathcal{B}(\tau^-\to e^-\bar\nu_e\nu_\tau)$ of branching fractions $\mathcal{B}$ of the $\tau$ lepton decaying to muons or electrons using data collected with the Belle II detector at the SuperKEKB $e^+e^-$ collider. The sample has an integrated luminosity of $362\!\pm\!2\,\text{fb}^{-1}$ at a centre-of-mass energy of $10.58\,\text{GeV}$. Using an optimised event selection, a binned maximum likelihood fit is performed using the momentum spectra of the electron and muon candidates. The result, $R_\mu = 0.9675 \pm 0.0007 \pm 0.0036$, where the first uncertainty is statistical and the second is systematic, is the most precise to date. It provides a stringent test of the light-lepton universality, translating to a ratio of the couplings of the muon and electron to the $W$ boson in $\tau$ decays of $0.9974 \pm 0.0019$, in agreement with the standard model expectation of unity., Comment: 22 pages, 7 figures

12. Implementation of time-dependent Hartree-Fock in real space

Abstract: Time-dependent Hartree-Fock (TDHF) is one of the fundamental post-Hartree-Fock (HF) methods to describe excited states. In its Tamm-Dancoff form, equivalent to Configuration Interaction Singles, it is still widely used and particularly applicable to big molecules where more accurate methods may be unfeasibly expensive. However, it is rarely implemented in real space, mostly because of the expensive nature of the exact-exchange potential in real space. Compared to widely used Gaussian-type orbitals (GTO) basis sets, real space often offers easier implementation of equations and more systematic convergence of Rydberg states, as well as favorable scaling, effective domain parallelization, flexible boundary conditions, and ability to treat model systems. We implemented TDHF in the Octopus real-space code as a step toward linear-response hybrid time-dependent density-functional theory (TDDFT), other post-HF methods, and ensemble density-functional theory methods involving exact exchange. Calculation of HF's non-local exact exchange is very expensive in real space. We overcome this limitation with Octopus' implementation of Adaptively Compressed Exchange (ACE), and find the appropriate mixing scheme and starting point to complete the ground-state calculation in a practical amount of time, and thus enable TDHF. We compared our results to those from GTOs on a set of small molecules and confirmed close agreement of results, though with larger deviations than in the case of semi-local TDDFT. We find that convergence of TDHF demands a finer real-space grid than semi-local TDDFT. Abstract: We report a determination of the CKM angle $\phi_{3}$, also known as $\gamma$, from a combination of measurements using samples of up to 711~fb$^{-1}$ from the Belle experiment and up to 362~fb$^{-1}$ from the Belle II experiment. We combine results from analyses of $B^+\to DK^+, B^+\to D\pi^+$, and $B^+ \to D^{*}K^+$ decays, where $D$ is an admixture of $D^0$ and $\overline{D}{}^{0}$ mesons, in a likelihood fit to obtain $\phi_{3} = (78.6^{+7.2}_{-7.3})^{\circ}$. Abstract: We present the results of a search for the $b \to d\ell^+\ell^-$ flavor-changing neutral-current rare decays $B^{+, 0} \to (\eta, \omega, \pi^{+,0}, \rho^{+, 0}) e^+e^-$ and $B^{+, 0} \to (\eta, \omega, \pi^{0}, \rho^{+}) \mu^+\mu^-$ using a $711$ fb$^{-1}$ data sample that contains $772 \times 10^{6}$ $B\overline{B}$ events. The data were collected at the $\Upsilon(4S)$ resonance with the Belle detector at the KEKB asymmetric-energy $e^+e^-$ collider. We find no evidence for signal and set upper limits on branching fractions at the $90\%$ confidence level in the range $(3.8 - 47) \times 10^{-8}$ depending on the decay channel. The obtained limits are the world's best results. This is the first search for the channels $B^{+, 0} \to (\omega, \rho^{+,0}) e^+e^-$ and $B^{+, 0} \to (\omega, \rho^{+})\mu^+\mu^-$., Comment: 7 pages, 12 figures

15. Comparative Analysis of NMPC and Fuzzy PID Controllers for Trajectory Tracking in Omni-Drive Robots: Design, Simulation, and Performance Evaluation

Abstract: Trajectory tracking for an Omni-drive robot presents a challenging task that demands an efficient controller design. This paper introduces a self-optimizing controller, Type-1 fuzzyPID, which leverages dynamic and static system response analysis to overcome the limitations of manual tuning. To account for system uncertainties, an Interval Type-2 fuzzyPID controller is also developed. Both controllers are designed using Matlab/Simulink and tested through trajectory tracking simulations in the CoppeliaSim environment. Additionally, a non-linear model predictive controller(NMPC) is proposed and compared against the fuzzyPID controllers. The impact of tunable parameters on NMPC tracking accuracy is thoroughly examined. We also present plots of the step-response characteristics and noise rejection experiments for each controller. Simulation results validate the precision and effectiveness of NMPC over fuzzyPID controllers while trading computational complexity. Abstract: We report on a search for a resonance $X$ decaying to a pair of muons in $e^{+}e^{-}\rightarrow \mu^+ \mu^- X$ events in the 0.212-9.000 GeV/$c^{2}$ mass range, using 178 fb$^{-1}$ of data collected by the BelleII experiment at the SuperKEKB collider at a center of mass energy of 10.58 GeV. The analysis probes two different models of $X$ beyond the standard model: a $Z^{\prime}$ vector boson in the $L_{\mu}-L_{\tau}$ model and a muonphilic scalar. We observe no evidence for a signal and set exclusion limits at the 90$\%$ confidence level on the products of cross section and branching fraction for these processes, ranging from 0.046 fb to 0.97 fb for the $L_{\mu}-L_{\tau}$ model and from 0.055 fb to 1.3 fb for the muonphilic scalar model. For masses below 6 GeV/$c^{2}$, the corresponding constraints on the couplings of these processes to the standard model range from 0.0008 to 0.039 for the $L_{\mu}-L_{\tau}$ model and from 0.0018 to 0.040 for the muonphilic scalar model. These are the first constraints on the muonphilic scalar from a dedicated search.

Abstract: We report a measurement of decay-time dependent charge-parity ($CP$) asymmetries in $B^0 \rightarrow K^0_S K^0_S K^0_S$ decays. We use $387 \times 10^6 B\bar{B}$ pairs collected at the $\Upsilon(4S)$ resonance with the Belle II detector at the SuperKEKB asymmetric-energy electron-positron collider. We reconstruct 220 signal events and extract the $CP$-violating parameters $S$ and $C$ from a fit to the distribution of the decay-time difference between the two $B$ mesons. The resulting confidence region is consistent with previous measurements in $B^0 \rightarrow K^0_S K^0_S K^0_S$ and $B^0 \rightarrow (c\bar{c})K^0$ decays, and with predictions based on the standard model., Comment: 10 pages, 5 figures

Abstract: We present GFlaT, a new algorithm that uses a graph-neural-network to determine the flavor of neutral $B$ mesons produced in $\Upsilon(4S)$ decays. It improves previous algorithms by using the information from all charged final-state particles and the relations between them. We evaluate its performance using $B$ decays to flavor-specific hadronic final states reconstructed in a 362 $\text{fb}^{-1}$ sample of electron-positron collisions collected at the $\Upsilon(4S)$ resonance with the Belle II detector at the SuperKEKB collider. We achieve an effective tagging efficiency of $(37.40 \pm 0.43 \pm 0.36) \%$, where the first uncertainty is statistical and the second systematic, which is $18\%$ better than the previous Belle II algorithm. Demonstrating the algorithm, we use $B^{0}\to J/\psi K^0_\text{S}$ decays to measure the mixing-induced and direct $CP$ violation parameters, $S = (0.724 \pm 0.035 \pm 0.009)$ and $C = (-0.035 \pm 0.026 \pm 0.029)$., Comment: 15 pages, 9 figures

Abstract: We describe a measurement of charge-parity ($CP$) violation asymmetries in $B^0\to\eta'K^0_S$ decays using Belle II data. We consider $\eta'\to\eta(\to\gamma\gamma)\pi^+\pi^-$ and $\eta'\to\rho(\to\pi^+\pi^-)\gamma$ decays. The data were collected at the SuperKEKB asymmetric-energy $e^+e^-$ collider between the years 2019 and 2022, and contain $(387\pm 6) \times 10^6$ bottom-antibottom meson pairs. We reconstruct $829\pm35$ signal decays and extract the $CP$ violating parameters from a fit to the distribution of the proper-decay-time difference between the two $B$ mesons. The measured direct and mixing-induced $CP$ asymmetries are $\text{C}_{\eta'K^0_S} = -0.19 \pm 0.08 \pm 0.03 $ and $\text{S}_{\eta'K^0_S} = +0.67 \pm 0.10 \pm 0.04 $, respectively, where the first uncertainties are statistical and the second are systematic. These results are in agreement with current world averages and standard model predictions.

20. FedFair^3: Unlocking Threefold Fairness in Federated Learning

Abstract: Federated Learning (FL) is an emerging paradigm in machine learning without exposing clients' raw data. In practical scenarios with numerous clients, encouraging fair and efficient client participation in federated learning is of utmost importance, which is also challenging given the heterogeneity in data distribution and device properties. Existing works have proposed different client-selection methods that consider fairness; however, they fail to select clients with high utilities while simultaneously achieving fair accuracy levels. In this paper, we propose a fair client-selection approach that unlocks threefold fairness in federated learning. In addition to having a fair client-selection strategy, we enforce an equitable number of rounds for client participation and ensure a fair accuracy distribution over the clients. The experimental results demonstrate that FedFair^3, in comparison to the state-of-the-art baselines, achieves 18.15% less accuracy variance on the IID data and 54.78% on the non-IID data, without decreasing the global accuracy. Furthermore, it shows 24.36% less wall-clock training time on average.

Abstract: We present an analysis of the process $e^{+}e^{-}\to\pi^{+}\pi^{-}\Upsilon(nS)$ (where $n$ = 1, 2, or 3) reconstructed in $19.6\rm$ $\rm fb^{-1}$ of Belle II data during a special run of the SuperKEKB collider at four energy points near the peak of the $\Upsilon(10753)$ resonance. By analyzing the mass distribution of the $\pi^+\pi^-\Upsilon(nS)$ system and the Born cross sections of the $e^{+}e^{-}\to\pi^{+}\pi^{-}\Upsilon(nS)$ process, we report the first observation of $\Upsilon(10753)$ decays to the $\pi^{+}\pi^{-}\Upsilon(1S)$ and $\pi^{+}\pi^{-}\Upsilon(2S)$ final states, and find no evidence for decays to $\pi^{+}\pi^{-}\Upsilon(3S)$. Possible intermediate states in the $\pi^+\pi^-\Upsilon(1S,2S)$ transitions are also investigated, and no evidence for decays proceeding via the $\pi^\mp Z_b^\pm$ or $f_0(980)\Upsilon(nS)$ intermediate states is found. We measure Born cross sections for the $e^{+}e^{-}\to\pi^{+}\pi^{-}\Upsilon(nS)$ process that, combined with results from Belle, improve the precision of measurements of the $\Upsilon(10753)$ mass and width by nearly a factor of two to $(10756.3\pm2.7\pm0.6)$ MeV/$c^2$ and $(29.7\pm8.5\pm1.1)$ MeV, respectively. The relative ratios of the Born cross sections at the $\Upsilon(10753)$ resonance peak are also reported for the first time.

Abstract: The ratio of branching fractions $R(D^{*}) = \mathcal{B}(\overline{B} \rightarrow D^{*} \tau^{-} \overline{\nu}_{\tau})$/$\mathcal{B} (\overline{B} \rightarrow D^{*} \ell^{-} \overline{\nu}_{\ell})$, where $\ell$ is an electron or muon, is measured using a Belle~II data sample with an integrated luminosity of $189~\mathrm{fb}^{-1}$ at the SuperKEKB asymmetric-energy $e^{+} e^{-}$ collider. Data is collected at the $\Upsilon(\mathrm{4S})$ resonance, and one $B$ meson in the $\Upsilon(\mathrm{4S})\rightarrow B\overline{B}$ decay is fully reconstructed in hadronic decay modes. The accompanying signal $B$ meson is reconstructed as $\overline{B}\rightarrow D^{*} \tau^{-}\overline{\nu}_{\tau}$ using leptonic $\tau$ decays. The normalization decay, $\overline{B}\rightarrow D^{*} \ell^{-} \overline{\nu}_{\ell}$, where $\ell$ is an electron or muon, produces the same observable final state particles. The ratio of branching fractions is extracted in a simultaneous fit to two signal-discriminating variables in both channels and yields $R(D^{*}) = 0.262~_{-0.039}^{+0.041}(\mathrm{stat})~_{-0.032}^{+0.035}(\mathrm{syst})$. Abstract: AbstractAs the COVID-19 pandemic spread across the world, immunocompromised individuals such as people with HIV (PWH) may have faced a disproportionate impact on their health and HIV outcomes, both from COVID-19 and from the strategies enacted to contain it. Based on the SPIRIT guidelines, we describe the protocol for an international multisite observational study being conducted by The International Nursing Network for HIV Research, with the Coordinating Center based at the University of California, San Francisco (UCSF) School of Nursing. Site Principal Investigators implement a standardized protocol to recruit PWH to complete the study online or in-person. Questions address demographics; HIV continuum of care indicators; mental and social health; COVID-19 and vaccination knowledge, attitudes, behaviors, and fears; and overall outcomes. Results of this study will contribute to knowledge that can inform responses to future public health crises to minimize their impacts on vulnerable populations such as PWH.
