This paper analyses the Canadian government’s foreign and security policy responses to Russian disinformation in the context of the Russo-Ukrainian war. It asks whether, how, and why the government has securitised the “crisis of Russian disinformation.” The paper first briefly reviews literature on the Copenhagen’s School’s “securitisation” theory and how it has been used to explain responses to other crises. It then adopts the framework to contextualise the Canadian federal government’s official rhetoric, and then to categorise government policies and actions. The sources consulted include government actors’ reports and stated intentions and policies from 2022 to 2024. Adopting a securitisation framework reveals that Russian disinformation has been rhetorically securitised by government actors as an existential threat to national security and democratic integrity which requires urgent action. Within a context of cascading risks, the government has taken a range of distinct yet reinforcing policies and actions, some more comprehensive than others. The paper argues that together this “pervasive rhetorical securitisation” and “ad hoc practical securitisation” comprise the Canadian government’s ongoing process of partial securitisation. This process is legitimising different methods of governance: security and warfare communications (to address threats to national defence and security), democratic resilience (to address threats to democracy), and, most controversially, blocking and sanctioning (to signal discontent to the Russian regime). The analysis further reveals that each approach has different benefits and limits. The paper concludes that the securitisation process is incomplete compared to the government's rhetoric, with no over-arching organisation or strategy. It outlines implications for future research. During the past 30 years, research on policy analytical capacity's multidimensional nature and the evolution of policy advisory systems (PASs) has both increased knowledge of these processes and structures and opened new avenues of inquiry. While it is clear that changes in PASs in many countries have occurred ‐ featuring processes such as the increased externalisation and politicisation of policy advice ‐ studies of changes among the roles played by core policy professionals in advice provision have lagged. One aspect of this question concerns the nature and extent of changes in this 'forgotten fundamental' of advice systems related to how these professionals are arrayed within 'policy shops'—that is organisational units identified in the 1960s and 1970s as the main organisational home of policy professionals in government. Whether or not such shops have changed from the central‐integrated model identified in early studies and, if so, how, remain outstanding and foundational questions. Recent research in Canada has mapped the distribution of policy professionals at the central and provincial level and found more types of analysts and venues than in earlier eras— which range from the 'classical' integrated policy shops of the 1960s and 1970s which remain in central agencies and single‐purpose line departments to the much more 'distributed' patterns found in many departments dealing with multiple or complex controversial issues. Using Canadian data, this study outlines the development of these organisational types and their distribution in government and discusses the implications of these changes for better understanding the work, and needs, of core professionals in policy advice systems.. Points for practitioners: 'Policy professionals' or public employees specifically tasked with policy analysis in government are key players in policy advisory systems despite the addition of more external and internal actors in policy advice systems in recent years.How these advisors and analysts are organised in government, whether they work in clusters or small groups, and how they interact with other civil servants and policy‐makers are a key determinant of their activities and influence in policy‐making.In the policy sciences, work in the 1960s and 1970s established 'the policy shop', that is relatively small centrally located organisational units employing mainly policy analysts, as the main home of policy professionals in government. These units often enjoyed a monopoly in analysis and played a key role in policy‐making. However, research on these organisations has not kept up with changes in advisory relations within and outside of governments and the impact such changes have had on the influence and activities of core professionals.Recent work by the authors looking at the large Canadian province of Ontario has identified more than a single type of arrangement of analysts in the current era. This paper expands this analysis to both small and large jurisdictions in Canada, including the federal government, and develops two detailed case studies of the current organisation of policy professionals in smaller central agencies like Ministries of Justice as well as in larger omnibus Ministries of the Environment.The study finds a 'distributed' model of policy shops—in which multiple policy units exist throughout the agency—to be dominant in both cases and in all the governments examined and suggests this is now the new normal, replacing the dominance of the older more integrated central shop model. The predominance of the distributed model contributes to the fragmentation of policy advice already underway in government due to the growth in the number of external advisors such as consultants and think tanks, and internal ones such as political staffers. Western democracies are experiencing a widespread shift towards greater recognition of transgender rights in public policy, yet the timing of change differs across states. To explain this variation, I present a novel theoretical framework called "policy momentum." Unlike existing work on policy diffusion, which typically emphasizes domestic or international processes, I theorize how the combined pressure from each level creates the conditions for policy change to occur. Empirically, I contrast the creation of national human rights policies to protect transgender individuals in Canada (2017) and Australia (2013). Using process‐tracing and within‐case analyses, and drawing on elite interviews, primary documents, and Hansard records, I demonstrate the decisive interaction of subnational legislative changes with an emerging global norm to produce transgender policy change. This paper thus contributes to our understanding of LGBTQ+ public policy while also providing a framework for explaining the conditions for cross‐national policy change more broadly. The adoption of the Global Compacts on Migration and Refugees in 2018 marked a turning point in international migration governance. According to objective 13 of the Global Compact for Migration, States Parties have committed to use immigration detention as a measure of last resort and work towards alternatives. As for the Global Compact on Refugees, States Parties and relevant stakeholders also pledged to contribute to the development of non-custodial and community-based alternatives to detention, particularly with respect to children. Five years later, the enhancement of human rights protection for migrants, refugees, and asylum seekers within national territories remains a challenge. We argue that two states of the Global North – Canada and France – are actually using the Global Compacts to push forward their own agenda on the international scene, as a tool to influence other states. Even if Canada and France have engaged in multilateral discussions on the regulation of migration and the protection of refugees through soft law instruments, we find that national practices have not been altered since 2018. As such, this paper will demonstrate that the implementation of the Global Compacts is, in fact, used to advance foreign national policy for both states. [ABSTRACT FROM AUTHOR]

Extensive research exists on the potential impacts of foresight; however, a comprehensive understanding of the factors that lead to foresight impact, particularly in influencing senior management decisions, is relatively sparse. This study addresses this by reporting on a Delphi and expert panel involving eight senior Canadian government foresight program leaders. These leaders were asked to help identify and then rate a list of factors that they felt resulted in their foresight projects impacting senior management decisions. Results suggested that factors such as foresight methodology, while leading to good foresight, do not necessarily result in senior decision-maker impact. Instead, criteria defined in this paper as the "consultants' toolkit," such as understanding the senior decision maker's pain points and foresight managers having a strong understanding of the organization's inner workings, play a crucial role. Introduction: Social prescribing offers a formal pathway of connecting patients in the health system with sources of support within the community to help improve their health and well‐being. Since its launch in March 2022, the Canadian Institute for Social Prescribing has acted as a collective impact network to identify, connect and build upon established social prescribing initiatives using a co‐design methodology. The institute received input from a participant advisory council, co‐design partners and several communities of interest groups. This study aimed to describe the perceptions of the Canadian Institute for Social Prescribing's role in advancing social prescribing using a co‐design approach and the barriers and facilitators to implementing social prescribing in Canada. Methods: We used a qualitative descriptive study design, document analysis, participant observation and semi‐structured individual interviews (n = 7) with members of the Canadian Institute for Social Prescribing co‐design group and the institute's leadership. We also analysed documents, field notes and transcripts using codebook thematic analysis. Results: Four themes were developed representing the facilitators of implementing the Canadian Institute for Social Prescribing to support social prescribing: Creating relational mechanisms (i.e., partnerships and connections), Bringing awareness to social prescribing and contributing to the evidence (i.e., values and beliefs), Addressing systemic conditions (i.e., having a common language for social prescribing and organizing the community health sector) and Enabling funding and policy to drive social prescribing initiatives (i.e., shifting evidence into policy and securing sustainable funding). Conclusion: Participants' reflections on the co‐design process demonstrated that the Canadian Institute for Social Prescribing development provided networking opportunities and shared resources relevant to social prescribing. Co‐design efforts also fostered relational and informational support, which laid the necessary groundwork in Canada to overcome the complex interplay between the macro‐ and micro‐level settings in which social prescribing is practiced. Indigenous Peoples throughout the world have been displaced from their ancestral territories through colonial land use management. Indigenous Peoples have pushed settler-colonial governments to shift their policy frameworks to better support Indigenous rights and leadership across land management, but particularly in conservation. In Canada, this has recently involved the development of Indigenous Protected and Conserved Areas. Combined with pressure from international organizations, Canada's Federal Government has dedicated substantial funds to support the establishment of these areas and to achieve conservation and reconciliatory goals. In Aotearoa New Zealand, Māori groups have shaped new legislation that recognizes legal personality status for natural features, which contrasts with Western understandings of land ownership. Indigenous-led conservation in Canada faces many interrelated barriers grounded in colonial histories that complicate land jurisdictions, reconciliation, and protected area networks. This research reveals some of this complexity by examining how Indigenous-led conservation can contribute to more equitable and consensus-based decision-making frameworks in land use management. Policy and legal analyses of Canadian, Aotearoa New Zealand, and international conservation and human rights documents inform our results. We affirm that Indigenous-led conservation can foster relationships between Indigenous Nations and Crown governments. They can also provide steps towards reconciling colonial injustices, supporting Indigenous self-determination, and advancing more sustainable land use systems. [ABSTRACT FROM AUTHOR]

In this article, we apply theories of non-citizenship assemblage to conceptualise the dynamic relationship of social determinants of health for international students in Canada who face barriers to accessing COVID-19 vaccines and verifying their vaccination status. Social workers' roles in responding to and reducing these inequities are also discussed with attention to micro practice, meso service integration, and macro public policy advocacy. Through theorising assembled inequities emerging from Canada's COVID-19 vaccination policies, this article offers guidance for future social work research and practice towards promoting justice and equity for transnational populations who are often excluded from domestic social welfare programmes.
