Simultaneously achieving economic development and environmental protection is a shared global challenge. While the positive effect of environmental regulations on protecting the environment has been widely recognized, the attention paid to low-carbon governance and corporate green transformation remains insufficient. Based on the two-stage least square regression model (2SLS) of instrumental variables, this paper utilizes panel data from China to identify the influence mechanism of government low-carbon governance on enterprise green development. It explores the effect of low-carbon governance on enterprise green development from the perspective of fiscal decentralization. The findings show that (1) Low-carbon governance significantly promotes corporate green development, primarily through improving industrial structure and technological innovation; (2) Low-carbon governance notably promotes the green development of private enterprises but has little effect on state-owned enterprises. There are also geographical differences, and the results are better in Eastern China than in the Central and Western parts of China; (3) Fiscal decentralization at both central and local levels inhibits the effect of low-carbon governance on driving corporate green development by causing a mismatch of human resources. Therefore, to promote corporate green development, low-carbon governance must prioritize green development, actively guide industrial structural upgrading and enterprise technological innovation, implement differentiated low-carbon governance measures tailored to different ownership enterprises, and optimize the assessment indicators for fiscal decentralization. This paper helps deepen the understanding of the relationship between government low-carbon governance and enterprise green development in developing countries. With the increasing uncertainty of urban security, urban resilience construction with risk awareness and bottom-line thinking has become essential for promoting sustainable urban development. This paper measures China's urban resilience development index (CRDI) based on 284 cities in China (except Tibet) using the entropy method from four dimensions: economic, social, environmental, and infrastructure, and analyzes it by combining coupling coordination degree and barrier factor analysis. We find that: (1) At the national level, CRDI and its sub-dimensions show an increasing trend in time, a decreasing spatial layout from coastal to inland, and a "high-high-low-low" clustering feature in space. (2) At the regional level, the CRDI is from high to low in the east, middle, and west order. The sub-dimensions are from high to low in the order of east, middle, and west for economic, social, and infrastructure resilience and from high to low in the order of east, west, and middle for environmental resilience. (3) To coupling coordination degree, the CRDI index coupling coordination is increasing in time trend but is still on the verge of dissonance. (4) Social resilience is the main obstacle factor. In the indicator layer, human resources, innovation, education, security, living, and environmental protection are the areas where CRDI coordinated development is the key to improvement. Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development. With the continuous development of global economic and trade activities, environmental problems have become an important factor restricting the sustainable development of all countries. How to realize the coordinated development of international trade and environmental protection has become a major issue facing the international community. Since China joined the WTO, its share of international trade has been increasing continuously. In order to deeply analyze the influence of international carbon emission trading policy on domestic carbon emissions, we use an input–output model and a GTAP analysis method to theoretically calculate the carbon emissions of the international trade of various departments in Shandong Province. At the same time, the implicit carbon emission index of various industries in 2022 is calculated through the direct energy consumption coefficient. The results show that there are significant differences in the impact of the carbon tariff system on different industries. In terms of the carbon emission index, the food processing industry showed a decrease of 18.99 Mt, while the implied carbon emission of the tobacco, textile and leather manufacturing industry reached 30.56 Mt due to the continuous expansion of trade scale. In contrast, the implied carbon emission level of the metal product processing industry reached 5.3 Mt, while the carbon emission of traditional trading industries such as coal mining was almost unaffected by international trade, and its carbon emission index reached the highest level of 5.89 in 2020. In terms of trade impact, high-trade industries such as the food processing industry are significantly affected by the carbon tariff policy, and their share has dropped from 5.89% to 3.95% in the past decade. The carbon emissions generated by GDP growth established by the GTAP model are more convincing. This model can directly reflect the energy efficiency of a region from the side. Based on the present situation of international trade, this paper analyzes the inequality of the current carbon tariff system, and puts forward some policies to optimize the energy structure to reduce carbon emissions and expand domestic demand to reduce the dependence on international trade. Through the GTAP model, we put forward policy suggestions to optimize the energy structure to reduce carbon emissions and the dependence on international trade by expanding domestic demand. The Ebinur Lake Basin is an ecologically sensitive area in an arid region. Investigating its land use and land cover (LULC) change and assessing and predicting its ecosystem service value (ESV) are of great importance for the stability of the basin's socioeconomic development and sustainable development of its ecological environment. Based on LULC data from 1990, 2000, 2010, and 2020, we assessed the ESV of the Ebinur Lake Basin and coupled the grey multi-objective optimization model with the patch generation land use simulation model to predict ESV changes in 2035 under four scenarios: business-as-usual (BAU) development, rapid economic development (RED), ecological protection (ELP), and ecological–economic balance (EEB). The results show that from 1990 to 2020, the basin was dominated by grassland (51.23%) and unused land (27.6%), with a continuous decrease in unused land and an increase in cultivated land. In thirty years, the total ESV of the study area increased from 18.62 billion to 67.28 billion yuan, with regulation and support services being the dominant functions. By 2035, cultivated land increased while unused land decreased in all four scenarios compared with that in 2020. The total ESV in 2035 under the BAU, RED, ELP, and EEB scenarios was 68.83 billion, 64.47 billion, 67.99 billion, and 66.79 billion yuan, respectively. In the RED and EEB scenarios, ESV decreased by 2.81 billion and 0.49 billion yuan, respectively. In the BAU scenario, provisioning and regulation services increased by 6.05% and 2.93%, respectively. The ELP scenario, focusing on ecological and environmental protection, saw an increase in ESV for all services. This paper can assist policymakers in optimizing land use allocation and provide scientific support for the formulation of land use strategies and sustainable ecological and environmental development in the inland river basins of arid regions. Environmental protection talents training (EPTT) is recognized as a key prerequisite for maintaining environmental sustainability, and in order to study the influence of each player on EPTT. This paper innovatively constructs a tripartite evolutionary game model of government, university and enterprise. The equilibrium points and evolutionary stabilization strategies of each participant are solved by replicating the dynamic equations, and the behaviors of each subject in EPTT are analyzed so as to clarify the behavioral characteristics and optimal strategies of the government's participation in EPTT. The results show that enterprises occupy a more important position in influencing government decisions. The government should reduce the financial incentives for enterprises and replace them with greater policy support. Meanwhile, the government should actively promote the cultivation mechanism that integrates universities and enterprises. The growth of global environmental concerns has prompted a worldwide movement towards sustainable development. In recent years, China's rapid economic growth has been reflected in increased environmental degradation, exacerbated by rapid urbanization, the urban–rural divide, and a government commitment to urban ecological preservation at the expense of rural areas. At the same time, rural communities require increased cultural awareness of environmental conservation and sustainable practices. To address the indiscriminate depletion of natural resources endangering China's rural landscapes, this paper presents a novel framework that combines deep convolutional neural networks (CNNs) with rural ecological governance. A thorough understanding of rural ecological dynamics is made possible by the integration of cutting-edge CNN technology, which facilitates complex data processing and image recognition from satellite and sensor data. Utilizing the Eurostat dataset, it carries out an extensive sustainability analysis of rural ecological governance by applying fundamental theories of environmental governance, such as polycentricity and symbiosis, that are adapted for rural environments. The pastoral environmental governance issues are systematically addressed by means of a multi-stage PPS hierarchical approach. The framework also suggests a novel approach to household waste management for isolated communities, focusing on natural sewage treatment and waste recycling as ways to reduce environmental impact. This all-encompassing strategy seeks to transform rural ecological management by providing customized solutions to protect resources and promote sustainable development in China's rural areas. The experimental results show a fantastic accuracy rate of 98.5% of the CNN model. This compares favorably to recognized architectures such as ResNet16, ResNet32, and ResNet64, demonstrating CNN's ability to handle complex features of rural landscapes. A comparative analysis with RNN and LSTM highlights CNN's capacity to extract hierarchical features and capture spatial dependencies. In addition, the work reveals that rural residents have an overall satisfaction rate of 85.2% with environmental governance, of which 45.6% provide high levels of satisfaction. Sustainable development and the creation of smart, green cities requires cooperation in many scientific fields, including those related to ecology, mobility, or sustainable management, among others. Environmental protection is a particularly important element here. Atmospheric pollution, due to air movements, spreads over very large areas; therefore, air quality monitoring is crucial to ensure protection from harmful substances. One of the most severe sources of air pollution, accounting for as much as approximately 25% of total annual emissions within the EU, is road transport. Therefore, the European Union has set an ambitious target to reduce total emissions to 55% for cars and 50% for vans by 2030. In recent years, unmanned aerial vehicles (UAVs) have become increasingly popular in many scientific fields, including environmental protection and photogrammetry. The use of UAVs to identify harmful pollutants allows them to gain an advantage over conventional detection methods, due to the possibility of remote (therefore safe for humans), faster, and area-based measurements. Given the ever-expanding scale of the use of this technology, this paper presents the possibilities of using UAVs to identify and visualize (map) pollution. The examples presented in the foreign literature, as well as our own research, in imaging the altitude distribution of air pollutants; gaseous pollutants: C6H6, HCHO, SO2; and particulate matter: PM1, PM2.5, PM10 demonstrate the validity of such measures. This research was carried out in the area of one of Poland's key A4 highways. The maps obtained allow for an area-wise and altitude-wise presentation of one of the significant air pollutants in the EU. In addition, they can be a valuable source of information for the implementation of future projects and the improvement of road infrastructure, thus contributing to the reduction of air pollution and the creation of so-called "green cities". If unauthorized resource use is prevented, managing marine resources by allocating property rights may match economic and environmental conservation incentives. However, because of the developing exploitation of marine resources and accompanying pollution, species' living conditions in Europe's waters are changing more quickly than before. By considering the roles of fisheries productivity, intellectual property rights, intellectual capital rights, market size, governance, and economic growth from 1990 to 2022, this paper aims to investigate the dynamic effect of property rights factors on the sustainability of the fisheries industry in 27 European countries. At higher quantiles, the findings showed a significant positive association between governance and fisheries sustainability adopting a new method, the MMQR with fixed effects, the Method of Moments Quantile Regression. In addition, in EU27 nations, the impact of intellectual property rights was favorable and statistically significant from the first to ninth quantiles. The findings show that the EU14 developed nations have more excellent governance and intellectual capital rights than the EU13 developing countries, significantly benefiting fisheries sustainability. In the same way that market size and economic growth condense fisheries sustainability in EU14 developed and EU13 developing countries, it has been discovered that intellectual property rights do the same across all quantiles, supporting the growth hypothesis for fisheries‐producing countries. The findings specifically show that the beneficial solid impact of intellectual property rights, market size, and economic development on the sustainability of fisheries is more significant in EU13 developing nations than in EU14 developed countries. These results provide policymakers with helpful information for promoting property rights aspects in EU14 and EU13 nations via effective green technologies in the fisheries sector to meet sustainable development objectives. Environmental protection and sustainable development are now profoundly ingrained in the public consciousness in the modern era of the global green revolution. First, this paper uses an evolutionary game model to theoretically analyse the impact of environmental regulation and green finance on enterprises by dissecting the game behaviour between local governments, banks and enterprises. Then, we incorporate entrepreneurial spirit into the model to determine whether entrepreneurial spirit accelerates the achievement of green sustainability objectives. Environmental regulation and green finance are found to contribute substantially to the innovation of green technologies by local enterprises, while entrepreneurial spirit accelerates this process. Finally, we empirically test the findings based on a prefecture-level panel dataset from 2007 to 2020. We find that green finance has a positive impact in Central and Western cities of China, while Eastern cities are in greater need for government environmental regulation controls. For entrepreneurial spirit, the incentive effect of entrepreneurial spirit on the level of green technology innovation is more significant in Central and Western regions of China. "Carbon peaking and carbon neutralization" is an important measure to promote China's ecological and environmental protection and high-quality economic development, and the innovation and application of green technology are critical factors in achieving the "double carbon" goal. Based on the number of citations of green patents of listed enterprises in 30 provinces in China from 2011 to 2020, this paper uses GGDP to replace traditional GDP and calculate carbon emission intensity. Based on the relevant panel data at the provincial level, this paper constructs a spatial Durbin model to analyze the impact mechanism of whether the promotion and application of green technologies promote regional carbon emission reduction. The specific research results are as follows: (1) Through regression of the core explanatory variables with a one-stage lag, it is verified that the promotion and application of green technology has a significant positive promoting effect on regional carbon emission reduction, and there are significant spatial spillover effects and "learning by doing" effects. (2) In the part of heterogeneity test, the impact of green technology promotion and application on carbon emission reduction presents apparent regional heterogeneity and factor endowment heterogeneity. (3) The mediating effect test verifies the mediating effect of energy structure and industrial structure on the influence of green technology promotion and application on regional carbon emission reduction. (4) In the part moderating effect test, it is verified that marketization level and new infrastructure construction have a positive moderating effect in their influencing process, financial development, and government support will weaken the influence of green technology promotion and application on carbon emission reduction effect, and human capital level has a nonlinear regulating effect. Enhancing the sustainability of large-scale infrastructure construction is the foundation and trend of urban sustainable development and environmental protection. This paper proposes a perception and evaluation method based on Dynamic Fuzzy Cognitive Mapping (D-FCM) to address the dynamics, uncertainties, and implementation difficulties of sustainability evaluation in large-scale infrastructure construction. Using Hebbian rules to learn the experience and knowledge of experts, a dynamic evolution correlation matrix about evaluation indicators is obtained, and a D-FCM dynamic system model is established to obtain the sustainability evaluation results of large-scale infrastructure construction. The comprehensive sustainable evaluation value (K) of the selected subway project case is 0.934, which belongs to the V level in the sustainable level classification standard and has a good trend in sustainable development. Social public participation (S1), light pollution prevention (H1), wastewater discharge compliance rate (H2), soil pollution prevention (H3), and soil and water conservation and utilization (Z2) are the most significant and sensitive indicators for the sustainable development of large-scale infrastructure construction. Based on the interaction of influencing factors in the D-FCM model, an economically efficient control measures and decision-making plan can be proposed to improve the sustainability of large-scale infrastructure construction projects. Coastal areas stand out because of their rich biodiversity and high tourist potential due to their privileged geographical position. However, one of the main problems in these areas is the generation of waste and its management, which must consider technical and sustainable criteria. This work aims to conduct a systematic review of the scientific literature on integrated solid waste management (ISWM) by considering scientific publications on the scientific basis for the proposal of sustainability strategies in the context of use and efficiency. The overall method comprises i) Search strategy, merging and processing of the databases (Scopus and Web of Science); ii) Evolution of coastal zone waste management; iii) Systematic reviews on coastal landfills and ISWM in the context of the circular economy; and iv) Quantitative synthesis in integrated waste management. The results show 282 studies focused on coastal landfills and 59 papers on ISWM with the application of circular economy criteria. Systematic reviews allowed for the definition of criteria for the selection of favorable sites, such as i) sites far from the coastline, ii) impermeable soils at their base to avoid contamination of aquifers, iii) use of remote sensing and geographic information system tools for continuous monitoring, iv) mitigation of possible contamination of ecosystems, v) planning the possibility of restoration (reforestation) and protection of the environment. In coastal zones, it is necessary to apply the ISWM approach to avoid landfill flooding and protect the marine environment, reducing rubbish and waste on beaches and oceans. Therefore, applying the circular economy in ISWM is critical to sustainability in coastal environments, with the planet's natural processes and variations due to climate change. In response to the global call for biodiversity conservation and sustainable development, China plans to reform its protected areas (PAs) system. Despite positive progress, there are still challenges in defining PAs boundaries, allocating management authority, and securing sustainable funding. This paper reviews the current state and challenges of China's PAs management and advocates a paradigm shift towards comprehensive public governance. This shift aligns with the Ecological Conservation Redline (ECR) and integrates PAs into the National Territorial Spatial Planning, for a coordinated layout of Ecological-Productive-Living Spaces. The current study emphasizes the need for a refined assessment of PAs, including ecosystem services, to balance human development rights and environmental sustainability. It also advocates for multi-stakeholder consultation mechanisms to ensure broader social participation, particularly for indigenous peoples and local communities. The current investigation highlights the importance of valuing ecological products to harmonize environmental protection with community welfare. This review contributes to the discourse on balancing ecological integrity with socio-economic progress and provides insights into the difference between human rights, ecological conservation, and sustainable development, marking a significant stride towards global sustainability goals.
