This paper presents a systematic framework of the most needed Vocational Education and Training (VET) reforms in The Azores, a Portuguese outermost region. Our report is based on a participatory research approach involving the perspectives of five different groups of stakeholders. Our data was collected in 18 virtual world-café sessions (n = 164 participants--58 trainees; 21 trainers; 42 institutional representatives; 21 unemployed people registered at local public employment agencies; and 22 businesspersons; M age = 45.20; 60.37 women). Based on content analysis, we identified three main priorities to restructure vocational training policies: (a) VET perception and valorization, comprising strategies to disseminate a more positive social representation of VET in the region; (b) horizontal coordination between stakeholders, including effective ways of coordinating and sharing information; and (c) vertical coordination in terms of VET improvements of "curricula," funding models, and investments in the sector's human capital. Our correspondence analysis did not show significant differences regarding the prevalence of the three priorities across the five groups of stakeholders. We interpret and contextualize our results according to relevant publicly available data about the region, and an integrated governance lens to inform policy design in outermost territories.

Along with the developing of flexible electronics, there is a strong interest in high performance flexible energy storage materials. As natural carbohydrate polymer, cellulose fibers have potential applications in the area due to their biodegradability and flexibility. However, their conductive and electrochemical properties are impossible to meet the demands of practical applications. In this study, cellulose fibers were combined with polyaniline to develop novel paper-based supercapacitor electrode material. Cellulose fibers were firstly coordinated to Cu(II) and subsequently involved in polymerization of polyaniline. Not only the mass loading of polyaniline was significantly increased, but also an impressive area specific capacitance (2767 mF/cm2 at 1 mA/cm2) was achieved. The developed strategy is efficient, environmentally friendly, and has implications for the development of cellulosic paper-based advanced functional materials. Background: Pediatric programs focused on treating chronic pain often do not include an educational liaison (EL) to coordinate services between the patient's medical home and school. As chronic pain in youth can have deleterious effects on school functioning, collaboration between the medical home and the school system are needed to assure these students receive appropriate accommodations. Contributions to Theory: This manuscript describes a model of coordinated care for students with chronic pain that includes a systemic strategy for collaborative care across settings. Specifically, the role of an EL is described in the context of advocating for the patient to receive appropriate educational accommodations. Conclusions: This paper provides a guide for caregivers and professionals to assure appropriate access to support services across settings. Recommendations are included for school accommodations and services to improve academic functioning and outcomes for students with chronic pain.

This paper presents a dynamic closed-loop supply chain (CLSC) model, incorporating a manufacturer, a retailer, and an internet recycling platform (IRP), utilizing differential game theory while considering the forgetting effect of consumers. The model encompasses factors such as the quality level of used products and Big Data marketing (BDM), comparing optimal equilibriums under decentralized and cooperative decision scenarios. To effectively coordinate the dynamic CLSC at each time point, we propose a revenue-sharing and cost-sharing (RSCS) combined contract. In addition to ensuring reasonable sharing of revenues and costs, this contract allows the manufacturer to flexibly adjust wholesale prices for final products and transfer prices for used products in order to distribute profits appropriately and achieve Pareto optimality within the CLSC system. Furthermore, our results indicate that there exists a threshold for Big Data marketing efficiency; high-efficiency BDM not only facilitates increased recycling on Internet platforms but also reduces unit recycling costs for enterprises. Interestingly, when implementing the combined contract, Big Data marketing efficiency does not impact the transfer price paid by manufacturers to Internet recycling platforms. [ABSTRACT FROM AUTHOR]

This paper analyzes knowledge-oriented leadership and coordination as factors that help organisations to reduce conflicts in workplace relationships, with the aim of improving innovation capabilities. To date, these factors remain underexplored in the hotel industry, the future sustainability of which depends on the development of new services and business processes. This paper proposes a series of hypotheses about the role of knowledge-oriented leadership and coordination in developing an environment that is conducive to reducing conflicts, the result of which is an improvement in the innovation capabilities of hotel establishments. The hypothesised relationships between variables have been tested by means of structural equation modelling using SmartPLS 4.0. The results show that innovation capabilities improve when hotel establishments implement this type of leadership adequately as, with the use of knowledge management tools, the coordination of tasks is improved, thereby reducing the negative effects of workplace relationship conflict. A research gap exists in the understanding of multi-level governance for watersheds in Kenya under the current devolved framework. This paper uses the Migori River watershed as a case study to elaborate on the institutional arrangement in the management of the watershed and how it influences the nature and level of coordination among the actors involved. The data was collected through semi-structured interviews and content analysis of secondary data. The target institutions were selected based on existing policy and legal frameworks, press releases, and published administrative reports. Respondents for the semi-structured interviews were identified through purposive and snowball sampling techniques. The qualitative data was then analysed through content analysis. After analysis of the nature of coordination, a panel of experts rated each coordination dimension based on a comparison between the findings and the baseline indicators. The results on the structure and roles of institutions revealed adequate representation of the river basin management actors, but the associations among actors are weak due to overlapping mandates and gaps in the administration processes of river basin management programs. Coordination exists, but it is not all-encompassing; whereas efforts to collaborate were noted, they were inconsistent and tended to be on a per-need basis due to a lack of a common forum for stakeholder interactions and a common management plan for a clear vision and direction of actors' activities. There is an unclear delineation of roles in the institutional structure and thus causing institutional complexity, which further undermines coordination. To address the coordination gaps, the paper recommends the creation of a management council for the watershed to provide a central forum for the stakeholders' interaction, with a designated lead agency that organizes and facilitates meetings, oversees communications, and manages any emerging challenges, gaps and opportunities in collective actions. A coordinated control of front/rear traction, four-wheel independent braking, and an active roll control system is proposed in this paper to improve overall vehicle cornering performance. The control algorithm is structured in a hierarchical form: the supervisory controller is used to calculate the desired yaw rate and roll angle based on the driver input and vehicle states; the upper-level controller is utilized to decide the target longitudinal tire forces, yaw moment, and anti-roll moment based on the sliding mode control method; and the control allocator is used to optimally map the virtual control input to the control commands of specific actuators. Co-simulations of MATLAB/Simulink and CarSim were conducted to verify the performance enhancement of the proposed controller. The results suggest that the proposed controller can effectively enhance the driving performance in limit cornering while maintaining lateral stability, and it reduces tire usage, as indicated by the index of tire dissipation energy when compared to control methods such as AWD, AWD-ESC, and ICC. Background: The aim of the study was to investigate the effectiveness of telerehabilitation-based balance and coordination exercises on balance confidence, fall efficacy, and functional independence in stroke patients. Methods: A double-blind, randomized controlled trial was conducted on 30 stroke patients (15 in the telerehabilitation-based group and 15 in the paper-based control group). The telerehabilitation group received video-based exercise training, while the control group received paper-based exercise training. Fear of falling (FES-I), balance (ABC), self-management (SSEQ) and satisfaction with telemedicine (TSQ) were evaluated before and six weeks after treatment. Results: The results of the present study showed that both telerehabilitation-based video training and paperbased exercise prescription methods were effective in terms of balance confidence, fall efficiency and stroke-specific functional independence (p<0.05). Besides, telerehabilitation-based video training was more effective in balance confidence (p=0.042) and functional independence (0.018). In addition, the satisfaction of individuals in the telerehabilitation group with the telerehabilitation application was above average (59.73±8.15). Conclusion: Telerehabilitation-based video exercises in stroke patients may provide additional advantages in terms of balance confidence and fall efficiency. The paper argues that the UK's endemic regional–national productivity problems cannot be addressed by the UK's current institutional and governance set-up. This paper argues that the establishment of an appropriate institution, body or forum is essential in order to fill the current governance vacuum. The appropriate nature, form and logic of such a body can be gleaned by observing various international comparator bodies which undertake different aspects of the types of roles and tasks that a UK body must necessarily undertake. More patients are being discharged early from hospital and increasing numbers of patients have complex health care needs and receive care in the primary health care sector. To ensure efficient coordination and continuity of care, access to relevant information is crucial. We report from two Norwegian municipalities that, during an innovation project, transferred their information system from a paper-based to a digital coordination system. Workshops and interviews were conducted to address the considerations, reflections and dilemmas of the actors involved during the innovation process. The analysis provided three main themes which were: 1) transition from paper-based to digital overviews; 2) transition from individual patient information to a digital overview of groups of patients; and 3) transition from use of telephone to digital exchange of information. The actors had to overcome several challenges. Nevertheless, the outcome was that they were provided with contextualised information enabling efficiency and patient safety in their coordination work. The inability of Nordic governments to coordinate their COVID-19 pandemic responses on social distancing and travel restrictions has puzzled observers and raised concerns for the future of Nordic cooperation. However, little academic attention has been directed so far to the collective Nordic response to the pandemic. In the first comprehensive account of Nordic health coordination and cooperation during the pandemic, this article investigates a paradox: how did one of the oldest regional units in Europe, with the current ambition of becoming the “most sustainable and integrated region in the world in 2030”, become one of the most inconsistent and divided once the pandemic hit? This paper argues that the recent developments have roots in the overall decline of the Nordic regional model. Increasingly based on broad commitments and informal coordination, Nordic solidarity has shown its limits in a time of crisis – leaving the Nordic project on the brink of marginalisation between the domestic and European levels. Prior research investigating situations involving one trustor and multiple trustees often examines how a trustor's trust in one party affects their amount of trust in another party. This paper fills a gap by predicting the effects of trust. The Perceived Influence (PI) Model of Trust is an individual-level model focused on the perceptions of a trustor. It builds upon the Mayer et al. (1995) model by integrating insights from literature on task interdependence and expanding to two trustees. The PI model describes and explains three possibilities for how a trustor's trust in two trustees may combine to form a sense of aggregate multi-trustee trust via: (1) additive effects, such that the trustor's trust in each of the trustees has independent effects on the aggregate; (2) compulsory effects, such that increasing the amount of trust in one trustee increases the effect of trust in the other trustee; and (3) compensatory effects, such that increasing trust in one trustee decreases the effect of trust in the other trustee. We propose that the theoretical mechanism explaining which of these three possibilities takes place is the trustor's perceived influence of the trustees, which is tightly linked to perceptions of task requirements necessary to attenuate the trustor's risk. The PI model begins to fill an important gap in the literature pertaining to pervasive, but rarely considered, multi-trustee situations, and proposes the importance of trustor perceptions of trustee influence and task requirements for future models of trust. Denmark and Sweden are small open economies that rely on exports for economic growth. At the same time, these countries have some of the largest public sectors in the world and a high wage equality. With extensive collective bargaining and strong unions in both private and public sectors, coordination of wage setting is crucial for balancing competitiveness and real wage increases. This paper investigates how coordination between public sector and private sector wage setting in the two countries is achieved. Like other studies, we find that agreements in the manufacturing export sector set the pattern for public sector wage bargaining. However, we also find that institutional differences have significant distributive implications for public sector employees. In Denmark, wage increase disparities between the public and private sectors are automatically adjusted according to formalized procedures. In Sweden, no automatic adjustment exists, and coordination is instead based on tightly coordinated bargaining practices by unions and public sector employers. Surprisingly, we find most public sub-sector variation of wage increases in Denmark, whereas wage structures in Sweden have been very stable. We argue that timing of bargaining, level of private sector wage flexibility and politicization of public sector bargaining are key drivers for these distributional differences. Studies on China's success in the electric vehicle industry overlook the role of regional clustering and regional electric vehicle policies in supporting sustainable production and consumption. This paper adopts a mixed-method policy inventory and analysis to examine the rise of the new energy vehicle (NEV) industry in China's Greater Bay Area. It also systematically analyses the policies implemented by the central government, province, and cities in building a sustainable regional industry. A core dilemma is that cities are competing with one another for NEV development, yet regional industrial development requires coordination and cooperation. Examining the four policy areas of production, consumption, infrastructure support, and pollution suppression reveals that the competition among cities can be a driving force for the adoption of sustainable technology when supported by regional policy coordination. AbstractThis paper documents an early fork in the development of macroeconomics, by examining a debate between the Dutch economists Jan Tinbergen and Johan Koopmans. In a 1932 paper, Tinbergen argued that two firms could be stuck in a “bad” equilibrium in the absence of a coordinated action to incrase employment. Koopmans replied with a paper demonstrating that multiple equilibria in an exchange economy could not be ranked on the basis of their productive efficiency. This debate contributed to a larger turn away from dynamising the general equilibrium model, towards the new field of macrodynamics, with long-ranging consequences for the field. This paper traces the evolution of scholarship in motor learning and development over the last ∼100 years, with a focus on contributions by Fellows from the National Academy of Kinesiology (NAK). It begins with a brief discussion of the centrality of motor skillfulness in kinesiology, followed by a discussion of the appropriate label for the study of motor learning and development. The bulk of the paper focuses on the important events and milestones in the field and an examination of the most influential frameworks and models that NAK Fellows have put forward to guide research. The final section looks at future prospects and challenges for the field. Two key findings emerge: (a) Considerable overlap exists in the theoretical frameworks, conceptual models, empirical questions, research methodologies, and practical applications that dominate scholarship in motor learning and development, and (b) NAK Fellows have made enormous contributions to the field. In ensuring sustainable power delivery under rapid growth in demand, modern power grids are characterized by advanced solutions such as flexible alternating current transmission systems and distributed generation. However, flexible alternating current transmission systems and distributed generations are often planned by their respective system operators, ignoring their coordination and impacting system-wide performance. This paper develops a bi-level optimization approach for flexible alternating current transmission systems and distributed generation coordination in an integrated transmission and distribution network to improve available transfer capability, power losses, and voltage deviation. The approach comprises inner and outer optimization. Inner optimization implements a hybrid of particle swarm optimization and Active Power Flow Performance Index for flexible alternating current transmission systems' planning. At the same time, the outer optimization employs multi-objective particle swarm optimization, which targets distributed generation planning at the distribution network--the integrated transmission and distribution network models' both transmission and distribution section. To demonstrate the effectiveness of the developed approach, two models of distributed generations, only real power and real and reactive power injections, were separately coordinated with a thyristor-controlled series compensator and static synchronous series compensator. Results show superior available transfer capability enhancement with thyristor-controlled series compensator-power injectionsDG and static synchronous series compensator-power injectionsDG, compared to the non-coordinated scenario. Pareto front plots of available transfer capability, power losses, and voltage deviation are such that after some maximum available transfer capability, the slope of the Pareto approaches zero. With the penetration of distributed resources into power distribution networks, power distribution networks are transforming into active distribution networks with a high proportion of distributed generations and power electronic equipment. Efficient modeling and simulation methods are essential to perform dynamic response analysis. In order to satisfy the fast/steady/slow multiple time-scale simulation requirements of active distribution networks, a fast/medium/slow time partition model and a network decoupling method for short line characteristic lines is proposed in this paper. Through the decomposition coordination simulation method, the network is decomposed into multiple regions that can be simulated in parallel. Based on the interconnection of fiber optic network cards, a multi-rate parallel simulation and synchronization strategy is proposed, which significantly improves the simulation speed of active distribution networks while ensuring simulation accuracy. The numerical experiments have been conducted based on a modified IEEE 33-bus and a PG&E 69-bus, and simulation results show the feasibility of the proposed method. The verification results of the example show that using adaptive variable-step-size multi-rate parallel simulation technology can increase the subnet computation-time balance rate and simulation acceleration ratio to 119.90% and 121.31% in the same rate-parallel mode. AbstractThis paper deals with practices of personal mobility in public space, such as walking, passing-by and queuing, and their intelligible, recognizable and intersubjectively coordinated character. People co-exist in public places without having to explain their conduct in so-many-words; they smoothly navigate by coordinating their bodies and mobile trajectories without collisions; they queue without any instructions and differentiate between who joins the queue and who projects to butt in the queue. This article addresses the intelligibility of walking trajectories in public space, how they are bodily achieved and visibly interpreted. It reflects on mobility by relying on the notion of public in two different but complementary perspectives: a) by reference to mobility in the context of public places such as parks, squares, and streets; b) by reference to the public intelligibility and recognizability of mobile actions in social interaction. The convergence between these two notions of public enables us to investigate how mobile social actions are formed (made recognizable) and how they are ascribed (actually recognized) by co-present unacquainted persons in public space. Increasing resilience to flooding is a complex process that requires horizontal and vertical coordination between institutions in policy making and implementation. This paper explores the effect of institutional coordination on managing flood risk in two cities plagued by flooding. Our results show that efforts on building urban flood resilience can be undermined by lack of proper coordination between urban development, water management and land use planning. We find that this complexity is magnified by the emergence of the concept of resilience as an urban development goal that is increasingly pursued by various authorities, but that is inherently contested in practice. Strategies based on performance measurement and feedback are commonly used to support quality improvement among nurses. These strategies require practice change, which, for nurses, rely to a large extent on their capacity to coordinate with each other effectively. However, the levers for coordinated action are difficult to mobilize. This discussion paper offers a theoretical reflection on the challenges related to coordinating nurses' actions in the context of practice changes initiated by performance measurement and feedback strategies. We explore how Jürgen Habermas' theory of Communicative Action may shed light on the issues underlying nurses' collective actions and self‐determination in practice change and the implications for the design of strategies based on performance measurement and feedback. Based on this theory, we propose differences between communicative and functional coordination according to the nature of the actions and the purposes involved. The domains of action underlying these coordination processes, which Habermas referred to as the lifeworld and the system, are then used to draw a parallel with aspects of nursing practice. Further exploration of these concepts allows us to consider the tensions between the demands of the system and the self‐determination of nurses within their practice. [ABSTRACT FROM AUTHOR]

Living systems at any given moment enact a very constrained set of end‐directed and contextually appropriate actions that are self‐initiated from among innumerable possible alternatives. However, these constrained actions are not necessarily because the system has reduced its sensitivities to themselves and their surroundings. Quite the contrary, living systems are continually open to novel and unanticipated stimulations that require a physiology of coordination. To address these competing demands, this paper offers a novel heuristic model informed by neuroscience, systems theory, biology and sign study to explain how organisms situated in diverse, complex and ever‐changing environments might draw upon the sparse order made available by 'relevant noise'. This emergent order facilitates coordination, habituation and, ultimately, understanding of the world and its relevant affordances. Inspired by the burgeoning field of coordination dynamics and physiologist Denis Noble's concept of 'biological relativity', this model proposes a view of coordination on the neuronal level that is neither sequential nor stochastic, but instead implements a causal logic of phasic alignment, such that an organism's learned and inherited sets of diverse biological affinities and sympathies can be resolved into a continuous and complex range of patterns that will implement the kind of novel orientations and radical generativity required of such organisms to adaptively explore their environments and to learn from their experiences. Based on the contradiction between the infinite demand of trade activities and the limited nature of environmental resources, this paper explores the coordinated development path of international trade activities and ecological environment from the perspective of law and policy. The ecological environment referred to in this paper is primarily concerned with environmental factors, particularly environmental pollution. First of all, this paper analyzes the current situation of international trade and the ecological environment, and it focuses on China. On this basis, the relationship between trade activities and ecological environment and the nature of the conflict between the two are explored. This paper holds that there is a dialectical unity relationship between the two, and the essence of the conflict between the two lies in the conflict between economic interests and environmental public welfare. Secondly, this paper examines and analyzes the current policies related to international trade and environment and resources, including multilateral principles, WTO rules and regional trade agreements, and focuses on the development trend of current environmental policies and trade policies, and the formulation of relevant trade policies increasingly focuses on environmental protection. Finally, in order to strengthen the coordination between the two and achieve a win-win situation between sustainable economic development and environmental protection, this paper puts forward some feasible suggestions, such as continuously promoting the integration of trade policy and environmental policy, advocating green trade, and drawing on existing excellent experience.

A publicly provided health service, accessible to all, is a key aspect of the Nordic welfare state project, but questions around its sustainability have arisen in the face of increasing demands and limited resources. Current Norwegian policy concerns coordination (samhandling) between the specialist hospital sector and municipal health and social care in order to shift routine care out of hospitals and into municipal services. Despite coordination reforms, challenges remain, and Norwegian policy has centred on digital solutions to coordination. Questions remain as to whether the policy vision of digitalisation is compatible with the troublesome realities of coordination. This paper presents a case study of a digital platform for skills transfer from hospital to municipal health and social care in a Norwegian health region. It follows the platformʼs transformation from a marginal initiative lacking strategic endorsement to an acknowledged potential resource for health and social care coordination in the region. The paper asks how this transformation came about and what it can teach us about how to make digital technology work for coordination. The paper locates the transformation in how staff and managers engaged with each other and the platform to solve day-to-day coordination problems – many caused by existing digital coordination technology – and thereby adapted the platform to local challenges. The paper further argues that the management of digital coordination must give room for staff and managers to use their local experience to shape tools to local contingencies of coordination. Finally, the paper warns that the Norwegian policy for coordination and digitalisation poses a challenge to the room for manoeuvre at the local level.
