With the increasing uncertainty of urban security, urban resilience construction with risk awareness and bottom-line thinking has become essential for promoting sustainable urban development. This paper measures China's urban resilience development index (CRDI) based on 284 cities in China (except Tibet) using the entropy method from four dimensions: economic, social, environmental, and infrastructure, and analyzes it by combining coupling coordination degree and barrier factor analysis. We find that: (1) At the national level, CRDI and its sub-dimensions show an increasing trend in time, a decreasing spatial layout from coastal to inland, and a "high-high-low-low" clustering feature in space. (2) At the regional level, the CRDI is from high to low in the east, middle, and west order. The sub-dimensions are from high to low in the order of east, middle, and west for economic, social, and infrastructure resilience and from high to low in the order of east, west, and middle for environmental resilience. (3) To coupling coordination degree, the CRDI index coupling coordination is increasing in time trend but is still on the verge of dissonance. (4) Social resilience is the main obstacle factor. In the indicator layer, human resources, innovation, education, security, living, and environmental protection are the areas where CRDI coordinated development is the key to improvement. Based on the above empirical evidence, this paper proposes countermeasures to optimize urban resilience construction from four perspectives: economic, social, environmental, and infrastructure. Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development. China is facing development challenges, such as the red line of arable land, resource shortage, and tightening ecological and environmental constraints. In this context, improving land green utilization efficiency (LGUE) is not only an important undertaking to optimize the spatial layout of the country and improve resource carrying capacity but also an inevitable choice for the comprehensive green transformation of economic and social development. China's energy-consuming right trading (ECRT) is an important energy transition demonstration policy; however, its effect on LGUE has yet to be scientifically evaluated in academic research. Using panel data of 260 prefecture-level cities in China from 2009 to 2021, this study first uses a difference-in-difference model to test the effect of ECRT on LGUE, analyze its transmission mechanism, and further examine the impact of urban characteristic heterogeneity on policy effects from multiple perspectives. Results show the following: (1) The pilot policy of ECRT significantly improves urban LGUE, as confirmed by robustness tests. (2) The ECRT pilot policy enhances urban technological innovation, promotes the upgrading of industrial structure, and thereby improves LGUE. (3) The ECRT has a more significant enhancement effect on the central and western cities, large-scale cities, and resource-based cities. (4) Government environmental protection assessment can have a positive moderating effect, that is, further amplifying the effect of ECRT on improving urban LGUE. In conclusion, we should solidly promote the construction of a unified national ECRT market, formulate policy implementation plans tailored to local conditions, and steadily improve LGUE. Promoting high-quality economic development, boosting high-level ecological environment protection, and integrating deeply digital economy and energy efficiency has become a general trend. This paper, based on 284 prefecture-level Chinese cities from 2008 to 2018, uses the entropy weight method and super-efficient SBM-DEA model to measure the digital economy and energy efficiency (decompose into energy pure technical efficiency and energy scale efficiency), respectively. After the spatial and temporal evolution characteristics, a fixed-effect model is constructed to study the impact of the digital economy on energy efficiency. The research results show that: (1) the development of the digital economy effectively promotes energy efficiency, mainly reflected in the improvement of pure technical efficiency of energy; (2) the development of both the digital economy and the energy efficiency in China has complex spatial and temporal evolutionary characteristics, and there is heterogeneity in the impact of the digital economy on energy efficiency at the temporal and spatial levels; and (3) digital economy effectively improves energy efficiency by reducing unnecessary energy consumption through the R&D innovation effect. The development of the digital economy has far-reaching significance on the optimization and upgrading of the economic system, accelerating the improvement of energy efficiency and achieving green transformation. Protecting people from air pollution is an important task for developing countries. Over the past several decades, different types of policies have been enacted in developing countries to improve air quality, with policy impact analysis being conducted as well. As for China, while there is some existing literature on the impact of short-term action on air quality, there is much less research to investigate the roles of long-term air quality control mechanism on air quality change. This paper uses the "2 + 26" city cluster in China as a case study area to particularly analyze the roles played by short-term campaigns that compose the Winter Action Plan and a long-term mechanism referred to as the environmental accountability system in pollution control. Based on econometric and descriptive statistical analyses, it is found that the implementation of the Winter Action Plan has significantly improved the air quality, and the environmental accountability system seems to have exerted an impact, as cities with better air quality appear to establish a more stringent environmental accountability system. The paper provides the following insights for other developing countries: short-term campaigns can quickly reduce pollution and protect human health, while long-term mechanisms are needed to ensure sustainable environmental protection. • A distribution dynamics approach is employed to examine the converge of TFEE across Chinese PAA level cities. • The findings show a clear convergence in TFEE. • Convergence comes more from efficiency drops in high TFEE cities than from efficiency gains in low TFEE cities. • The environmental protection polices in key cities improved energy efficiency. • Large-sized cities show better performance in energy efficiency than small- and medium-sized cities. Improving energy efficiency is considered the most direct route to reducing carbon emissions on a massive scale. To examine the long-run trend of China's energy efficiency, this paper employs a distribution dynamics approach to analyze the convergence of total-factor energy efficiency (TFEE) across 286 Chinese cities between 2002 and 2014. The result suggests the existence of convergence, which comes more from the efficiency declines in the high TFEE cities rather than the efficiency gains in the low TFEE cities. Despite the fact that a few cities have performed well in energy efficiency, the majority of cities have converged to a low-efficiency point. Further analyses show that the inefficiency was attributed to inefficient energy use in small- and medium-sized cities. In the context of significant environmental changes, the urgency of adopting green innovation has become increasingly apparent as a central mechanism for adjusting industrial structures in China. This transition serves not only as a crucial way to address pressing environmental challenges, but also as a fundamental strategy to improve the ecological efficiency of urban areas. Existing research mainly keeps a close eye on the unidirectional relationship between variables such as technological innovation and environmental protection. There is less relevant literature that has researched the cointegration relationship among green innovation, industrial structure, and eco-efficiency of cities. The essential role of green innovation and industrial structure in reaching a higher eco-efficiency of city are discussed in this research and the relationship among these three variables are analyzed by the evidence from cities in China from 2011 to 2019. The fact that the variables are cointegrated in the long run is evidenced by the results for the full sample. The sub-sample results report that in the eastern region, green innovation, industrial structure upgrading, and industrial structure rationalization could improve urban eco-efficiency. However, in Midwest regions where economic development is relatively backward, green innovation's effect on urban eco-efficiency is not in a significant positive way. The results obtained in this paper have implications for different cities in China to formulate corresponding policies on green innovation, industrial structure, and urban eco-efficiency. Green innovation possesses dual externalities of "innovation" and "environmental protection", and enhancing energy efficiency serves as a crucial means to promote high-quality economic development. Building upon the energy rebound effect, we use the balanced panel data of cities at prefecture level and above in China from 2008 to 2018 to explore the impact of urban green innovation on total factor energy efficiency (TFEE). The findings of this study indicate that, firstly, the impact of green innovation on TFEE exhibits a positive U-shaped pattern, characterized by initial suppression followed by subsequent promotion. This conclusion remains robust after undergoing a series of rigorous robustness tests. Second, high-quality green innovation is found to reach the turning point more quickly, implying that substantial green innovation can cross the turning point in smaller quantities. Thirdly, on the whole, in comparison to non-resource-based cities, resource-based cities are capable of reaching the turning point at an earlier stage. Finally, the new energy demonstration cities have not yet reached the turning point, while the non-new energy demonstration cities have crossed the turning point. The low-carbon city (LCC) pilot policy is significant in tackling carbon emission reduction and environmental protection. Several studies have demonstrated that LCC policy dramatically decreases air pollution in cities for environmental preservation, while there is a shortage of research on banking development. Using city-level data from 2005 to 2018 in China, we examine the impact of the LCC pilot policy on the growth of the banking sector by using a difference-in-difference (DID) model and analyze the underlying transmission mechanism. The empirical result demonstrates that the construction of LCC significantly impedes the growth of the regional banking sector, and the conclusions above hold up to a battery of tests. First, the LCC policy drastically reduces the scale of industries in the pilot cities, including secondary industry output, tertiary industry output, fixed asset investment, and fixed asset balance. Second, the LCC policy encourages industrial reorganization in the pilot cities, as demonstrated by a change in market demand from high carbon-emitting enterprises and non-state-owned enterprises to low carbon-emitting enterprises and state-owned enterprises, respectively. The results indicate that the LCC policy produces credit risk at enterprises and conveys it to banks, resulting in a retarding effect on banking development. [ABSTRACT FROM AUTHOR]

Based on the panel data of China's 284 prefecture-level cities from 2006 to 2020, this study employs spatial econometric and geographically weighted regression models to systematically analyze the influencing factors and their spatial–temporal heterogeneity of urban transport carbon emissions. The findings reveal the following: (1) GDP per capita, population, urban road area, and private car per capita are important factors causing the increase in urban transport carbon emissions, while the improvement of urban density, public transportation effectiveness, and government environmental protection can mitigate emissions and promote low-carbon development in urban transportation. (2) The worsening impact of GDP per capita on urban transport carbon emissions shows a decreasing trend over time, forming a spatial gradient pattern of gradually increasing from southwest to northeast. However, a similar effect of population increase during the research period, which currently displays an increasing spatial differentiation from north to south in sequence. (3) As another key deteriorating urban transport carbon emission, the influencing degree of private car per capita has gradually decreased from 2006 to 2020 and represented certain spatial gradient patterns. (4) Although the urban road area is favorable to urban transport carbon reduction in the early stage, it gradually begins to change in an unfavorable direction. The urban density is the contrary, i.e., the increase in that begins to play a positive role in promoting the development of low-carbon transportation among more cities. In addition, the influence coefficient of the former also presents an increasing distribution characteristic from south to north. (5) The reduction effect of public transportation effectiveness and government environmental protection on transport carbon emissions are both gradually prominent, where the former also shows space inertia of "increasing gradient from north to south and from north to northeast". Environmental protection and sustainable development are now profoundly ingrained in the public consciousness in the modern era of the global green revolution. First, this paper uses an evolutionary game model to theoretically analyse the impact of environmental regulation and green finance on enterprises by dissecting the game behaviour between local governments, banks and enterprises. Then, we incorporate entrepreneurial spirit into the model to determine whether entrepreneurial spirit accelerates the achievement of green sustainability objectives. Environmental regulation and green finance are found to contribute substantially to the innovation of green technologies by local enterprises, while entrepreneurial spirit accelerates this process. Finally, we empirically test the findings based on a prefecture-level panel dataset from 2007 to 2020. We find that green finance has a positive impact in Central and Western cities of China, while Eastern cities are in greater need for government environmental regulation controls. For entrepreneurial spirit, the incentive effect of entrepreneurial spirit on the level of green technology innovation is more significant in Central and Western regions of China. The low-carbon transformation is the key to China's high-quality economic development. This paper uses the panel data of 278 Chinese cities to measure low-carbon total factor productivity (LCTFP) and examines the impact of environmental protection tax (EPT) reform on LCTFP. EPT significantly promotes LCTFP. The promotion effect is more significant in the lower administrative level and resource-based cities in central and western regions. EPT promotes LCTFP through three channels including green technology innovation (GTI) effect, industrial structure upgrading effect and forcing effect. EPT has a negative spatial spillover effect on LCTFP in neighboring areas. Air pollution has been one of the biggest environmental challenges for cities in their pursuit of sustainability. The removal of air pollutants usually entails a cost that can negatively impact economic activities. Assessing urban environmental performance can offer valuable insights for cities to balance their economic production and environmental protection. This paper develops a novel approach to measuring environmental performance by using the Euclidean distance function. An appealing feature of this approach is its ability in endogenously allocating the optimization pathway to each emitter, thereby avoiding arbitrary estimation results and distorted managerial implications. We apply this approach to study the environmental performance of Chinese key environmental protection cities. We find the heterogeneity in performance estimates and endogenous optimization pathways. Prioritizing the reduction of a specific type of emissions while simultaneously increasing industrial output value seems to be the most appropriate objective for the majority of cities. Existing studies focus on intellectual property rights (IPR) protection and corporate investment behavior due to the economic theory of property rights, while the relationship between IPR protection and site selection behavior remains unclear. Understanding the relationship between IPR protection and the placement of polluting enterprises contributes to environmental protection in practice and expands the classical location theory in light of the growing severity of environmental problems. This study identifies the effect of China's intellectual property rights demonstration city (IPRD) policies on the location choice of polluting enterprises (LCPE). We collect the number of new polluting enterprises in 269 Chinese cities from 2003 to 2013 to measure LCPE. Using the difference-in-differences method based on propensity score matching (PSM-DID), we investigate the main impact, heterogeneous influence, and channel influence of IPRD policies on LCPE. We find that IPRD policies have a substantial negative impact on polluting enterprises' entry into cities, which withstands a series of robustness tests. Our heterogeneity analyses indicate that the impact of IPRD policies on LCPE is more pronounced in private enterprises, heavily polluted cities, and economically developed regions. Furthermore, we find that IPRD policies raise the entry barrier for polluting enterprises by promoting industrial upgrading and talent aggregation. The empirical evidence indicates that appropriate IPR protection discourages polluting enterprises from entering and protecting the environment. In general, by creatively connecting IPRD policies to polluting company behavior, we provide new evidence on the unintended effects of innovation policies on the location of polluting companies. With the predicament of sustainable improvement in traditional cities, the low-carbon city pilot policy (LCCPP), as a novel development mode, provides thinking for resolving the tensions of green development, resource conservation and environmental protection among firms. Using Chinese A-share listed companies panel data during 2007–2019, this study adopts the difference-in-differences model to explore the impact of LCCPP on firm green innovation. Based on theoretical analysis, LCCPP-driven environmental rules have the impact of encouraging business green innovation. The relationship between LCCPP and green innovation is strengthened by external media attention and organizational redundancy resources. The mechanism study shows that the incentive effect of LCCPP on firm green innovation is mainly due to the improvement of enterprises' green total factor productivity and financial stability. In addition, the heterogeneity analysis shows that the LCCPP has significantly positive effects in promoting green innovation in high-carbon industries and state-owned enterprises. Considering the constraints on urban land expansion, improving the efficiency of existing urban land becomes a key factor in promoting resource sustainability and environmental protection. This paper examines the impact mechanism and threshold effect of urban land use efficiency (ULUE) on resources and environment carrying capacity (RECC) using panel data covering 282 Chinese cities from 2007 to 2018. The empirical results show that: (1) ULUE enhances RECC in China, and the rationalization and advancement of industrial structure are important transmission mechanisms; (2) The impact of ULUE on RECC is heterogeneous, showing significant differences in different regions, periods, administrative levels, and resource endowments; (3) With industrial rationalization and industrial advancement as threshold variables, ULUE exhibits a "gradient-style" enhancement with significant threshold characteristics in improving RECC. A scientific assessment of the synergistic effect of the low-carbon city pilot policy in reducing air pollution and carbon emissions is needed to promote carbon peak and carbon neutrality. This study applied the Spatial Durbin Model-Difference in Difference technique to investigate the synergistic effect of air pollution and carbon emission reduction through the implementation of the low-carbon city pilot policy. The main results are as follows. (1) A spatial phenomenon was observed, in which there was a coexistence of urban carbon emissions and air pollution agglomerations. The spatial characteristics of the "symbiotic" carbon emissions and air pollution agglomerations were revealed. (2) The low-carbon city policy significantly reduced CO2, SO2, and PM2.5 concentrations, and the effect of the "co-governance" of air pollution and carbon emission reduction was obvious. (3) There was a clear regional heterogeneity in the synergistic effect of air pollution and carbon emission reduction in low-carbon cities. A stronger incentive effect was apparent in central and western cities, resource-based cities, and key environmental protection cities. (4) To achieve a synergistic governance "sharing" situation, the transmission mechanism of the low-carbon city pilot policy was the reduction of total energy consumption, the promotion of industrial restructuring, the optimization of the factor endowment structure, and the continuous improvement of the urban transport structure and green innovation. Our results not only help advance the research on synergistic reduction of air pollution and carbon emissions, but also can be of interest to low-carbon city policy makers in China. The reduction of carbon emission intensity cannot be achieved without policy support, of which green financial policy is a major component. The main aim of this study is to discuss the causality between the green finance reform and innovation (GFRI) experimental zone policy and the intensity of carbon emissions in China. Using data from 265 Chinese cities from 2005 to 2021, this study applies a time-varying difference-in-differences (DID) model to assess the effect of the GFRI experimental zone policy on the intensity of carbon emissions. The heterogeneity of impacts and the parallel-serial mediation effect of this experimental zone policy are discussed further. The following main findings are obtained. (1) The GFRI experimental zone policy dramatically reduces carbon emission intensity, and this effect is more prominent in cities with large sizes of credit and bond finance. (2) After considering the heterogeneity of government environmental concerns and fiscal pressures, this study reveals that the effect of the GFRI experimental zone policy on reducing carbon emission intensity is weaker in cities with high numbers of environmental protection penalties and fiscal pressures. As the number of environmental penalties and fiscal pressures increases, the effect of the GFRI experimental zone policy on reducing carbon emission intensity decreases; that is, the phenomenon of environmental protection paradoxes and policy conflicts has emerged. (3) Increasing financing for green projects and decreasing the energy intensity of the industry are the primary mediating channels for GFRI experimental zone policy to reduce carbon emission intensity, but the mediating channels for boosting green innovation and promoting energy structure adjustment are not prominent. Moreover, the total effect of the GFRI experimental zone policy on reducing carbon emission intensity is 72% direct and more than 20% indirect. This study concludes that in regions with high fiscal pressure, governments should rely more on green finance to decrease carbon emission intensity. Meanwhile, a green finance policy must be more supportive of zero-carbon energy production and reduce direct environmental penalties to decrease carbon emission intensity in the future. Regional collaborative governance of the ecological environment is an important way to promote the sustainable development of urbanization, and local government competition is a characteristic institutional factor that is often ignored in the process of regional ecological environmental governance in China. This study selected the panel data of 278 prefecture-level cities from 2006 to 2018 in China, and used the spatial convergence regression model and the mediation effect model to analyze the spatial convergence of urban eco-efficiency (UEE) and its mechanism from the perspective of local government competition. The results show several empirical patterns. First, the UEE follows a tendency of convergence that narrows the regional gap of urban eco-efficiency, and spatial interaction factors are the keys affecting the convergence of UEE. Second, local government competition, as a characteristic institutional factor, plays an important role in promoting the spatial convergence of UEE, and the effect of administrative distance proximity competition is stronger than that of geographical distance proximity competition. The UEE increases by 0.114 percentage points when its degree of competitive pressure increases by 1 percentage point. Third, the competitive pressure leads to strict environmental regulation policies, which generally improve UEE and thus narrow its gap with advanced cities. Finally, local government competition has heterogeneous effects on urban eco-efficiency. Specifically, under the pressure of local government competition, the environmental regulations improve the UEE in the east and key environmental protection cities, while the central and non-key environmental protection cities experience the opposite effect. The results of this study suggest that if UEE is further introduced into the administrative performance evaluation index systems of local officials, the regional gap of environmental and economic development could be narrowed through ecological competition.
