2. Measuring the economic contribution of Agricultural and Applied Economics departments in the United States.

Agricultural and applied economists make substantial positive contributions to the domestic economy. Defining a measure of the true total value of their contributions is likely impossible, because so much about their efforts is difficult to comprehensively observe and quantitatively document. In this paper, we adopt a conservative approach to generating an estimate of the contributions ag and applied economists make to U.S. economic output and the associated welfare of society through their teaching, research, and outreach efforts. To conduct the analysis, we implemented a nationwide survey of Agricultural and Applied Economics (AAE) departments and developed a framework to calculate the value of their contributions to national income, or Gross Domestic Product (GDP). We estimate that AAE departments increase overall U.S. GDP by $2.6 billion, annually. Through its efforts to improve the human capital of its graduates, AAE teaching raises the (expected) national income by $2.2–$2.3 billion, while we value direct research and outreach contributions at $207 million and $146 million, respectively. Because we do not observe the opportunity cost of the resources used to generate those contributions, we do not claim to estimate a true net economic impact but rather attempt to quantify the gross economic contributions of the professional services AAE departments currently offer the economy. The values we provide—especially the research and extension estimates which are exceedingly difficult to measure—likely underestimate the true benefits AAE offers to the nation. Agricultural and applied economists have maintained a public discourse at the Agricultural and Applied Economics Association (AAEA) meetings and subsequently published papers discussing the mission of land‐grant institutions and the role of AAEA members in that mission. With a content analysis of 4001 Invited Papers and Presidential Speeches, we find agricultural and applied economists questioned their profession's purpose and role within the land‐grant system. The reflective questions still apply to land‐grant institutions and the agricultural and applied economics profession. Agricultural and Applied Economics departments in the United States have evolved to serve traditional and new stakeholders under the three‐legged land grant mission: extension, research, and teaching. Substantial shifts in the focus of faculty, sometimes matching demand from stakeholders and sometimes not, raise fundamental questions about their strategic direction. We argue agricultural and applied economics has a mission to solve problems, current and future, by working with physical sciences; specifically, the study of economic problems of the food supply chain and bioeconomy. This study sets out to investigate whether the Federal Reserve System is able to efficiently manage the communicative challenge of pandering to the different demands of distinct target audiences—households, firms, banks, and the government. The empirical methodology for this analysis builds on the growing literature analyzing central bank communications to better understand the political and financial implications of monetary policy. We hope to contribute to this field of research by (1) creating a new database of over fifty years of speeches (2) devising a new method for analyzing communications that considers different audiences, and (3) providing empirical evidence for the observation that monetary policy is not neutral, i.e., that communications are positively or negatively biased in favor of some economic groups over others. The results of this analysis show that Fed central bankers communicate differently in response to a speaker's audience. The political and financial implications suggest that central bank communications may inspire more confidence and higher efficiency in achieving stable long-term interest rates when communications are targeted. The model and software used in the study are the gravity model and GTAP10a. The time horizon used spans 2014–2030. The results show that in order to enhance trading and commercial activities, a developing country should develop logistics and supply chain infrastructure, train people, and design a flexible logistics policy. The article discusses the debate surrounding the target of limiting global warming to 1.5 degrees Celsius. The economist William Nordhaus, who received the Nobel award for his work on integrating climate into economic theory, estimated that the best benefit-cost ratio was associated with a warming of 2.5 degrees Celsius. However, the Intergovernmental Panel on Climate Change (IPCC) set a target of 1.5 degrees Celsius without providing a justification in terms of costs and benefits. The article argues that the target may not be a sensible choice and suggests that governments should consider implementing a pricing system for carbon dioxide emissions instead. 26. Research trends in contemporary health economics: a scientometric analysis on collective content of specialty journals.

Introduction: Health economics is a thriving sub-discipline of economics. Applied health economics research is considered essential in the health care sector and is used extensively by public policy makers. For scholars, it is important to understand the history and status of health economics—when it emerged, the rate of research output, trending topics, and its temporal evolution—to ensure clarity and direction when formulating research questions. Methods: Nearly 13,000 articles were analysed, which were found in the collective publications of the ten most specialised health economic journals. We explored this literature using patterns of term co-occurrence and document co-citation. Results: The research output in this field is growing exponentially. Five main research divisions were identified: (i) macroeconomic evaluation, (ii) microeconomic evaluation, (iii) measurement and valuation of outcomes, (iv) monitoring mechanisms (evaluation), and (v) guidance and appraisal. Document co-citation analysis revealed eighteen major research streams and identified variation in the magnitude of activities in each of the streams. A recent emergence of research activities in health economics was seen in the Medicaid Expansion stream. Established research streams that continue to show high levels of activity include Child Health, Health-related Quality of Life (HRQoL) and Cost-effectiveness. Conversely, Patient Preference, Health Care Expenditure and Economic Evaluation are now past their peak of activity in specialised health economic journals. Analysis also identified several streams that emerged in the past but are no longer active. Conclusions: Health economics is a growing field, yet there is minimal evidence of creation of new research trends. Over the past 10 years, the average rate of annual increase in internationally collaborated publications is almost double that of domestic collaborations (8.4% vs 4.9%), but most of the top scholarly collaborations remain between six countries only. Understanding health problems as always unfinished, this article examines consequences of the declaration of the end of a health emergency on the practice of different and interconnected care networks. As part of the “Action Ethnography on Care…” research project, this is a qualitative case study of three documents produced after the announcement of the end of the Congenital Zika Virus Syndrome epidemic. It shows the contexts of narrative production involving researchers, managers/ public service workers, mothers and families of the ill, and mothers’ associations and their different perspectives about what care is. Analyses of a presentation for researchers and of a working paper for the Applied Economics Research Institute (IPEA) question the technical narrative celebrating the end of the emergency based on knowledge and health service without taking into account the relational, affective and political care (of mothers, families and associations), leaving the latter invisible. It describes the process of elaboration of a motion by the Zika Pandemic Forum, listing and systematizing action proposals produced in an explicit dialogue among participants in different care networks to approach unfinished post-emergency questions. It suggests that similar practices of dialogue between networks can promote greater inclusion and sensitivity to care that contribute to reducing suffering and defending the rights of people who continue to live daily with a syndrome or disease whose consequences persist. Edith Penrose is best known for her classic book The Theory of the Growth of the Firm, originally published in 1959, but she also made major contributions in other fields, including patents, the oil industry, and development economics. This special double issue of the International Review of Applied Economics publishes recent research from a range of leading economists and management scholars from across the world, either explicitly analysing Penrose's contribution, or else analysing topics from firms' collaborations with universities through to the practice and consequences of share buy-backs, which demonstrate that a Penrosian perspective helps to illuminate the reality of such processes.
