The autonomous vehicle (AV) technology has the potential to significantly improve safety and efficiency of the transportation and logistics industry. Full-scale AV testing is limited by time, space, and cost, while simulation-based testing often lacks the necessary accuracy of AV and environmentalmodeling. In recent years, several initiatives haveemerged to test autonomous software and hardware on scaled vehicles. This systematic literature review provides an overview of the literature surrounding small-scale self-driving cars, summarizing the current autonomous platforms deployed and focusing on the software and hardware developments in this field. The studies published in English-language journals or conference papers that present small-scale testing of self-driving cars were included. Web of Science, Scopus, Springer Link, Wiley, ACM Digital Library, and TRID databases were used for the literature search. The systematic literature search found 38 eligible studies. Research gaps in the reviewed papers were identified to provide guidance for future research. Some key takeaway emerging from thismanuscript are: (i) there is a need to improve themodels and neural network architectures used in autonomous driving systems, as most papers present only preliminary results; (ii) increasing datasets and sharing databases can help in developing more reliable control policies and reducing biasand variance inthe trainingprocess; (iii) small-scaledvehicles to ensure safety is a major benefit, and incorporating data about unsafe driving behaviors and infrastructure problems can improve the accuracy of predictive models. Introduction: Cracks, as structural defects or fractures in materials like concrete, asphalt, and metal, pose significant challenges to the stability and safety of various structures. Addressing crack detection is of paramount importance due to its implications for public safety, infrastructure integrity, maintenance costs, asset longevity, preventive maintenance, economic impact, and environmental considerations. Methods: In this survey paper, we present a comprehensive analysis of recent advancements and developments in crack detection technologies for structures, with a specific focus on articles published between 2022 and 2023. Our methodology involves an exhaustive search of the Scopus database using keywords related to crack detection and machine learning techniques. Among the 129 papers reviewed, 85 were closely aligned with our research focus. Results: We explore datasets that underpin crack detection research, categorizing them as public datasets, papers with their own datasets, and those using a hybrid approach. The prevalence and usage patterns of public datasets are presented, highlighting datasets like Crack500, Crack Forest Dataset (CFD), and Deep Crack. Furthermore, papers employing proprietary datasets and those combining public and proprietary sources are examined. The survey comprehensively investigates the algorithms and methods utilized, encompassing CNN, YOLO, UNet, ResNet, and others, elucidating their contributions to crack detection. Evaluation metrics such as accuracy, precision, recall, F1-score, and IoU are discussed in the context of assessing model performance. The results of the 85 papers are summarized, demonstrating advancements in crack detection accuracy, efficiency, and applicability. Discussion: Notably, we observe a trend towards using modern and novel algorithms, such as Vision Transformers (ViT), and a shift away from traditional methods. The conclusion encapsulates the current state of crack detection research, highlighting the integration of multiple algorithms, expert models, and innovative data collection techniques. As a future direction, the adoption of emerging algorithms like ViT is suggested. The "Three Rural Issues", encompass challenges related to agriculture, farmer, and rural area, which hold significant importance in driving comprehensive rural revitalization efforts in China. Farmer entrepreneurship, as a crucial means to enhance productivity, create job opportunities, and increase residents' income, has gradually become a key driving force in promoting rural revitalization in the new stage of development in China. With the rapid development of rural e-commerce, farmer entrepreneurship has encountered new opportunities. This study utilizes the 2020 China Family Panel Studies (CFPS) data and employs a structural equation model (SEM) to analyze the direct impact of rural e-commerce participation on farmer entrepreneurial behavior, considering factors such as human capital, social capital, and network infrastructure. This study further explores the indirect effects and mechanisms of e-commerce participation as a mediating variable and analyzes the impact and mechanisms on agricultural entrepreneurship behavior. The findings are as follows: (1) E-commerce participation significantly promotes farmer entrepreneurial behavior; (2) E-commerce participation as a mediating variable has a positive indirect effect on the relationship between social trust, network infrastructure, human capital, and farmer entrepreneurial behavior; (3) E-commerce participation has a significant positive influence on farmer entrepreneurship in the agricultural sector, and farmers with higher levels of network infrastructure and human capital have a higher probability of choosing agricultural entrepreneurship under the influence of e-commerce participation. Finally, this study provides policy recommendations in terms of infrastructure construction, entrepreneurial policy environment, and education level, aiming to optimize the situation of farmer entrepreneurship and contribute to the comprehensive promotion of rural revitalization.Overall, the research in this paper effectively combines theory and empirical evidence to outline the direct and indirect impact mechanisms of rural e-commerce participation on farmers' entrepreneurial behavior and agriculture-related entrepreneurial behavior and to test the effects of their impacts. Rurality is an important indicator to reflect the development of villages and reveal internal differences in rural areas. The unbalanced development of transportation infrastructure in the current period of rapid urbanization has become one of the principal elements triggering spatial differences in rurality and changes in rural territorial characteristics. However, there are few studies on the impact of transportation infrastructure accessibility on the multidimensional characteristics of rurality from the perspective of heterogeneity. This paper analyzed the spatio-temporal characteristics of transport accessibility (TA) and the county rurality index (CRI) in Guangdong in 2005, 2010, 2015 and 2020 using an accessibility model and the rurality index and explored the clustering characteristics and interactions of TA and the CRI through exploratory spatial data analysis (ESDA) and geographic weighted regression (GWR) modeling. The findings showed that (1) TA and the CRI in Guangdong were significantly unbalanced in terms of space. The CRI showed a weakening trend in general, forming a distribution pattern of "high in the north and low in the south, high in the west and low in the east", while TA was on the rise, maintaining a stable pattern of "high in the middle and low in the periphery". (2) Both TA and the CRI in Guangdong had a Moran's I value greater than 0.6 during the study period, exhibiting strong spatial agglomeration, while the two showed a significant spatial negative correlation. (3) The influence of TA on the CRI in different dimensions showed dynamic changes in stages, with TA having a higher intensity of effect on society rurality and land rurality in 2005, while on society rurality and industry rurality in 2020. (4) This paper grouped 77 counties in Guangdong into four types of policy zonings—coordination types, lagged types of accessibility, lagged types of rurality and double lagged types—and put forward corresponding development recommendations. Public–Private Partnerships have been implemented globally as a key procurement strategy for addressing the issue of funding gaps amidst the immense pressure to deliver new major infrastructure projects. However, in current practice, procurement selection is applied to the entire bundle of project activities. This often leads to unduly large bundles of externalized project activities that create unduly large PPP contracts and attempt to transfer too much risk. To address this gap, this paper presents the development and testing of an implementable model that embodies a range of microeconomic theories—namely, transaction cost and resource-based theories—and property rights theory. This paper presents the first empirical testing of this model based on two road and two health projects, using competition as an independent measure of the validity of the recommended procurement strategy. The results provide compelling evidence that a rigorous application of the model will enable a substantial improvement of existing procurement approaches, such as identifying the most suitable bundle to be procured using a PPP approach. Electric vehicles (EVs) have already been acknowledged to be the most viable solution to the climate change that the entire globe has long been combating. Along the same line, it is a salient subject to expand the availability of EV charging infrastructure, which quintessentially necessitates the optimization of the charger's locations. This paper proposes to formulate the optimal EV charger location problem into a facility location problem (FLP). As an effort to find an efficient method to solve the well-known nonpolynomial deterministic (NP) hard problem, we present a comparative quantification among several representative solving techniques. This paper features two comprehensive case studies representing regions with an average and a high density of EVs. The reasonable allocation of grain production factors is of vital importance to food security and agricultural development. To assess the impact of agricultural factor misallocation on food security, this paper, based on the panel data from China spanning from 2005 to 2019, conducted a comprehensive evaluation of agricultural factor misallocation and food security coefficients across 31 provinces in China, using a spatial Durbin model to examine the effects of factor misallocations on food security. The findings are as follows: (1) Production factor misallocation has significant negative impacts on food security, among them, capital misallocation and labor misallocation inhibiting food security in the local and neighboring areas, and land misallocation has a significant negative impact on food security in local areas, while its spatial spillover effect is no longer significant. (2) Mechanism analysis shows that capital misallocation and labor misallocation hinder the development of transportation infrastructure and the transfer of rural labor, thereby reducing food security. Land misallocation has accelerated the construction of transportation infrastructure, promoted the migration of rural labor, and helped ensure food security. (3) The regional heterogeneity test reveals that capital misallocation and labor misallocation hinder food security in major grain-producing areas and both sides of the Hu Huanyong Line (Hu Line). Meanwhile, land misallocation hinders food security development in various grain-producing areas, as well as the southeast of the Hu Line. Based on the above conclusions, this paper proposes suggestions to improve the efficiency of land and labor resource allocation, accelerate the construction of transportation infrastructure, and encourage the transfer speed of surplus agricultural labor. The widespread adoption of Internet of Things (IoT) devices in home, industrial, and business environments has made available the deployment of innovative distributed measurement systems (DMS). This paper takes into account constrained hardware and a security-oriented virtual local area network (VLAN) approach that utilizes local message queuing telemetry transport (MQTT) brokers, transport layer security (TLS) tunnels for local sensor data, and secure socket layer (SSL) tunnels to transmit TLS-encrypted data to a cloud-based central broker. On the other hand, the recent literature has shown a correlated exponential increase in cyber attacks, mainly devoted to destroying critical infrastructure and creating hazards or retrieving sensitive data about individuals, industrial or business companies, and many other entities. Much progress has been made to develop security protocols and guarantee quality of service (QoS), but they are prone to reducing the network throughput. From a measurement science perspective, lower throughput can lead to a reduced frequency with which the phenomena can be observed, generating, again, misevaluation. This paper does not give a new approach to protect measurement data but tests the network performance of the typically used ones that can run on constrained hardware. This is a more general scenario typical for IoT-based DMS. The proposal takes into account a security-oriented VLAN approach for hardware-constrained solutions. Since it is a worst-case scenario, this permits the generalization of the achieved results. In particular, in the paper, all OpenSSL cipher suites are considered for compatibility with the Mosquitto server. The most used key metrics are evaluated for each cipher suite and QoS level, such as the total ratio, total runtime, average runtime, message time, average bandwidth, and total bandwidth. Numerical and experimental results confirm the proposal's effectiveness in foreseeing the minimum network throughput concerning the selected QoS and security. Operating systems yield diverse performance metric values based on various configurations. The primary objective is identifying algorithms to ensure suitable data transmission and encryption ratios. Another aim is to explore algorithms that ensure wider compatibility with existing infrastructures supporting MQTT technology, facilitating secure connections for geographically dispersed DMS IoT networks, particularly in challenging environments like suburban or rural areas. Charging infrastructure deployment has taken off in many cities with the rise of the number of electric vehicles on the road. Expansion of infrastructure is a matter of prioritisation of resources to optimise the infrastructure. This paper explores how to measure charging station performance, to address the challenges that policy makers face. These performance indicators are used in a regression model, based upon current utilisation of the network, to predict which charging stations perform best. The results show that a model based on available geographical data and performance metrics of the current network are best combined to predict infrastructure performance. The warming climate in high-latitude permafrost regions is leading to permafrost degradation. Estimating seismic wave velocities in permafrost could help predict the geomechanical properties of permafrost and provide information to plan and design resilient civil infrastructure in cold regions. This paper evaluates the performance of seven models when predicting the seismic wave velocities of permafrost statistically; these models are the time-average, Zimmerman and King, Minshull et al., weighted equation, three-phase, Biot–Gassmann theory modified by Lee (BGTL), and Dou et al. models. The data used in the evaluation are from published laboratory and in situ data, which includes 369 data points for joint P and S wave velocities from nine publications and 943 unfrozen water content data points from 12 publications. The unfrozen water content that is used in these models is determined from a modified Dall'Amico's model that is proposed, which is evaluated against six existing unfrozen water content models based on soil temperature. This paper finds that saturated nonsaline permafrost generally shares similar linear trends between the P and S wave velocities, regardless of soil type, porosity, grain size, and temperature. Fitting all existing data, an empirical linear relationship is derived between the P and S wave velocities. Among the seven models evaluated, the Minshull et al. and BGTL models are the most accurate when predicting the seismic velocities of permafrost. Practical Applications: Unfrozen water content and seismic wave velocity models are valuable tools for quantitatively predicting permafrost dynamics and degradation, with practical applications in various engineering areas with permafrost environments. As permafrost thaws due to rising temperatures, these models could be used to guide the quantitative interpretation of geophysical changes in subsurface conditions, assess the potential for ground instability, and predict future permafrost degradation. Unfrozen water content models are used to predict the percentage of unfrozen water within permafrost, which links the changes with permafrost temperature. Unfrozen water content models of permafrost are essential when assessing permafrost thaw, thermal performance, heat transfer processes in permafrost, and the effect of civil infrastructure on permafrost (Chen et al.,). The location of Electric Vehicle Charging Stations (EVCSs) is gaining significant importance as part of the conversion to a full-electric vehicle fleet. Positive or negative impacts can be generated mainly based on the quality of service offered to customers and operational efficiency, also potentially involving the electrical grid to which the EVCSs are connected. The EVCS location problem requires an in-depth and comprehensive analysis of geographical, market, urban planning, and operational aspects that can lead to several potential alternatives to be evaluated with respect to a defined number of features. This paper discusses the possible use of a multi-criteria decision-making approach, considering the differences between multi-objective decision making (MODM) and multi-attribute decision-making (MADM), to address the EVCS location problem. The conceptual evaluation leads to the conclusion that the MADM approach is more suitable than MODM for the specific problem. The identification of suitable attributes and related features is then carried out based on a systematic literature review. For each attribute, the relative importance of the features is obtained by considering the occurrence and the dedicated weights. The results provide the identification of the most used attributes and the categorization of the selected features to shape the proposed MADM framework for the location of the electric vehicle charging infrastructure. Motivation Software is vital for the advancement of biology and medicine. Impact evaluations of scientific software have primarily emphasized traditional citation metrics of associated papers, despite these metrics inadequately capturing the dynamic picture of impact and despite challenges with improper citation. Results To understand how software developers evaluate their tools, we conducted a survey of participants in the Informatics Technology for Cancer Research (ITCR) program funded by the National Cancer Institute (NCI). We found that although developers realize the value of more extensive metric collection, they find a lack of funding and time hindering. We also investigated software among this community for how often infrastructure that supports more nontraditional metrics were implemented and how this impacted rates of papers describing usage of the software. We found that infrastructure such as social media presence, more in-depth documentation, the presence of software health metrics, and clear information on how to contact developers seemed to be associated with increased mention rates. Analysing more diverse metrics can enable developers to better understand user engagement, justify continued funding, identify novel use cases, pinpoint improvement areas, and ultimately amplify their software's impact. Challenges are associated, including distorted or misleading metrics, as well as ethical and security concerns. More attention to nuances involved in capturing impact across the spectrum of biomedical software is needed. For funders and developers, we outline guidance based on experience from our community. Edge computing networks are critical infrastructures for processing massive data and providing instantaneous services. However, how to efficiently allocate resources in edge computing networks to meet the embedding requirements of service function chains has become an urgent problem. In this paper, we model the resource allocation problem in edge computing networks as a service function chain embedding problem model, aiming to optimize the resource allocation through reinforcement learning algorithms to achieve the goals of low cost, high revenue, and high embedding rate. In this paper, the basic concepts of edge computing network and service function chain are elaborated, and the resource allocation problem is transformed into a service function chain embedding problem by establishing a mathematical model, which provides a foundation for the subsequent algorithm design. In this paper, a service function chain embedding algorithm based on reinforcement learning is designed to gradually optimize the resource allocation decision by simulating the learning process. In order to verify the effectiveness of the algorithm, a series of simulation experiments are conducted in this paper and compared with other algorithms. The experimental results show that the service function chain embedding algorithm based on reinforcement learning proposed in this paper exhibits superior performance in resource allocation. The everyday extreme uncertainties become the new normal for our world. Critical infrastructures like electrical power grid and transportation systems are in dire need of adaptability to dynamic changes. Moreover, stringent policies and strategies towards zero carbon emission require the heavy influx of renewable energy sources (RES) and adoption of electric transportation systems. In addition, the world has seen an increased frequency of extreme natural disasters. These events adversely impact the electrical grid, specifically the less hardened distribution grid. Hence, a resilient electrical network is the demand of the future to fulfill critical loads and charging of emergency electrical vehicles (EV). Therefore, this paper proposes a two-dimensional methodology in planning and operational phase for a resilient electric distribution grid. Initially stochastic modelling of EV load has been performed duly considering the geographical feature and commute pattern to form probability distribution functions. Thenceforth, the impact assessment of extreme natural events like earthquakes using damage state classification has been done to model the impact on distribution grid. The efficacy of the proposed methodology has been tested by simulating an urban Indian distribution grid with mapped EV on DigSILENT PowerFactory integrated with supervised learning tools on Python. Climate change risks have triggered the international community to find efficient solutions to reduce greenhouse gas (GHG) emissions mainly produced by the energy, industrial, and transportation sectors. The problem can be significantly tackled by promoting electric vehicles (EVs) to be the dominant technology in the transportation sector. Accordingly, there is a pressing need to increase the scale of EV penetration, which requires simplifying the manufacturing process, increasing the training level of maintenance personnel, securing the necessary supply chains, and, importantly, developing the charging infrastructure. A new modular trend in EV manufacturing is being explored and tested by several large automotive companies, mainly in the USA, the European Union, and China. This modular manufacturing platform paves the way for standardised manufacturing and assembly of EVs when standard scalable units are used to build EVs at different power scales, ranging from small light-duty vehicles to large electric buses and trucks. In this context, modularising EV electric systems needs to be considered to prepare for the next EV generation. This paper reviews the main modular topologies presented in the literature in the context of EV systems. This paper summarises the most promising topologies in terms of modularised battery connections, propulsion systems focusing on inverters and rectifiers, modular cascaded EV machines, and modular charging systems. Effective security surveillance is crucial in the railway sector to prevent security incidents, including vandalism, trespassing, and sabotage. This paper discusses the challenges of maintaining seamless surveillance over extensive railway infrastructure, considering both technological advances and the growing risks posed by terrorist attacks. Based on previous research, this paper discusses the limitations of current surveillance methods, particularly in managing information overload and false alarms that result from integrating multiple sensor technologies. To address these issues, we propose a new fusion model that utilises Probabilistic Occupancy Maps (POMs) and Bayesian fusion techniques. The fusion model is evaluated on a comprehensive dataset comprising three use cases with a total of eight real life critical scenarios. We show that, with this model, the detection accuracy can be increased while simultaneously reducing the false alarms in railway security surveillance systems. This paper delves into the recent advancements in phased-array antenna systems, focusing on their application in low earth orbit (LEO) satellite systems and their implications for high-speed, low-latency communication networks. The escalating demand for high-speed data transfer and responsive communication has spurred the exploration of novel antenna technology solutions. In light of meeting these needs, phased-array antenna systems are now giving the prospect of offering something that conventional antenna systems cannot: the capacity to steer building and pathway beams in numerous and precise means to make the most of signal intersection. Realized by the directing and molding strategies, this capability reduces the signal transmission time, which enhances the low latency process in the network hence increases its responsiveness. In addition, the design of phased-array antennas allows increased data rates as it increases network capacity and allows for multiplication of transmission beams to provide faster data processing. The paper also looks into the interaction of these advancements with the LEO satellites, satellites that orbit close to the Earth and move from point to point quite frequently. The issues that arise when implementing LEO systems such as target mobility and communicating with multiple targets, overcoming interference in crowded orbits can be resolved by adopting phased-array antenna systems for resilient infrastructure. In today's highly advanced information technology environment, modern network and communication technologies are widely used in monitoring and controlling power systems. These technologies have evolved significantly. They now form a high-performance digital system known as the cyber–physical power system. However, vulnerabilities in communication networks present growing threats to these systems. This paper seeks to enhance the accurate assessment of the security posture of cyber-physical power systems by inferring attackers' intentions. A threat modeling approach based on Bayesian attack graphs is presented, employing Bayesian networks to define and evaluate potential threats that attackers could pose to different system infrastructures. The paper initially conducts a qualitative analysis of the system's threats, constructing a directed graph structure and establishing conditional probability tables among nodes based on prior knowledge. Subsequently, methods are developed to compute the threat levels at different system nodes using real-time detected attack events. Further analysis methods and security assessment metrics are also developed to identify attack paths and quantify system security. Finally, a Bayesian attack graph is constructed in accordance with the system's structure. In practical scenarios, the attack path analysis method can predict the most vulnerable attack paths, while the absolute values of the security assessment metrics indicate the overall risk level of the system. Digital currencies are likely to modify the way businesses, people and governments transact in Africa. Nonetheless, several factors need to be assessed before the wide adoption of digital currencies in the continent. These factors include the regulatory environment for fintech, the condition of digital infrastructure and the degree of financial inclusion. This paper assesses the readiness of African countries for the issuance of digital currencies. The paper gives an overview of the African countries that have implemented or are considering implementing digital countries. It discusses the issues to be considered for a conducive environment to launch digital currencies. It explores the opportunities and challenges of developing and issuing digital currencies in Africa. The paper finds that although the developed mobile money network infrastructure, high mobile money penetration, the growth of the digital economy and high degrees of financial exclusion position Africa well for the adoption of central bank digital currencies (CBDCs), several challenges need to be addressed. These encompass lower levels of financial inclusion, digital exclusion, the digital divide, poor digital infrastructure and regulatory uncertainty. The paper provides recommendations for improving the prospects of digital currencies in Africa. These include the creation of a legal and regulatory framework for digital currencies, investing in digital infrastructure, improving internet connectivity and educating citizens on digital currencies. The transformation of cities into smarter and more efficient environments relies on proactive and timely detection and maintenance of city-wide infrastructure, including roadside infrastructure such as road signs and the cleaning of illegally dumped rubbish. Currently, these maintenance tasks rely predominantly on citizen reports or on-site checks by council staff. However, this approach has been shown to be time-consuming and highly costly, resulting in significant delays that negatively impact communities. This paper presents AIoT-CitySense, an AI and IoT-driven city-scale sensing framework, developed and piloted in collaboration with a local government in Australia. AIoT-CitySense has been designed to address the unique requirements of roadside infrastructure maintenance within the local government municipality. A tailored solution of AIoT-CitySense has been deployed on existing waste service trucks that cover a road network of approximately 100 kms in the municipality. Our analysis shows that proactive detection for roadside infrastructure maintenance using our solution reached an impressive 85%, surpassing the timeframes associated with manual reporting processes. AIoT-CitySense can potentially transform various domains, such as efficient detection of potholes and precise line marking for pedestrians. Globally, high-speed rail systems serve nearly 2 billion passenger-km daily. By virtue, they are a critical infrastructure like telecommunication and power networks. Accordingly, they become a catalyst for societal and economic growth stemming from the mobility business. The highspeed rail operations are very complex and interdependent, owing to the escalated demands for longdistance interconnected transportation. In recent years, there have been unreasonable delays for passengers as a new norm due to unfortunate train cancellations and relaxation of mobility performance requirements. Therefore, accurate measurements, monitoring and prediction of disruptive impacts and service performance metrices are indispensable. Within the scope of high-speed rail services, this paper examines how agent-based and multi-agent-based models are utilized to address such the challenges. Our findings reveal that the current use of agents or multi-agent models has some limitations for practical applications. Previous studies showed that mathematical methods to assess the resilience of critical infrastructures, railway scheduling, and vehicle dispatching can yield more satisfactory outcomes, although the approaches can be relatively time-consuming. In contrast, agent-based and multi-agent-based models can shorten processing time and uncover disruptive events more promptly. The paper thus showcases several emerging concepts, including i) the utilization of big data for crisis management, ii) interconnectivity analysis of high-speed rail infrastructures, and iii) enhancement of transport resilience. In addition, our findings identify the most influential agents and their possible applications to enhance systems resilience of highspeed rail networks when dealing with unforeseen physical and cyber threats. Utilizing a number of widely recognized bibliometric techniques, such as citation analysis, co-authorship analysis, co-occurrence analysis, and bibliographic coupling analysis, the study provides a holistic overview of key trends, research clusters, as well as methodological approaches in the field. Notably, the citation analysis reveals a diverse array of highly cited papers, ranging from green logistics to the impacts of COVID-19 on the global economy, underscoring the multidimensional nature of research in the domain. The co-authorship analysis illuminates complex collaborative networks among countries, with prominent clusters such as the European and the Asian-Pacific clusters, highlighting the dynamic and interconnected nature of international collaborations. Due to an urgent need to reduce the fast-progressing climate changes, a rapid, standardized and replicable solution for the infrastructure restructuring of the heat demand coverage of buildings at the district and city levels must be developed. As more and more communities in Europe, especially in Germany, are obligated to have plans for coverage of the heat demand, city planners and energy agencies seek a tool that will help them to design the first drafts of heating network routes, which can supply whole districts and cities with renewable energy. ArcGIS Pro Tools like Least-Cost-Path Analysis (LCPA) and Closest Facility (CF) allow us to find the shortest and "cheapest" way between the heat source and heat consumers in the analyzed areas. Starting from the community level, through the district, county, voivodeship and whole-country levels, the replication of the methods for generating district heating (DH) network infrastructure can be achieved. The proposed LCPA- and CF-based methods help to design the most suitable and efficient DH networks in the analyzed areas. As only a few open-source data inputs, like street networks and building footprints, are needed, the methods can be implemented in all communities in the country of Poland. Policies, Institutions and Regulation (PIR) aspects matter for different sectors' growth and inclusive sustainable development, but there is little information in the literature on how to evaluate the effects of PIR on management options and outcomes or, on how positive results PIR changes can bring. In terms of stormwater management systems, or urban drainage, PIR is also a controversial and absent matter. Multidisciplinarity, several actors, countless formal and informal rules, and strong contextual path dependence make the subject complex and intricate. Considering the enabling environment, an alignment between policies, institutions and regulations is required to achieve good results and provide sustainable services. This study conducted a hybrid literature review of peer-reviewed papers in this field to provide an overview of how researchers have been studying PIR relations. The gaps show that the understanding of the PIR is fragile, as an important element for analyzing of results to be achieved, including SDG6, the financing and obtaining funds, guarantees and grants for the execution, delivery, operation and maintenance urban stormwater services and infrastructure. This research article explores the India-Middle East-Europe Corridor (IMEC) to ascertain whether it is a myth or a reality. It also examines its transparency, timeliness, and primary objectives. Against the backdrop of instability in the Middle East, mainly arising from the ongoing Gaza situation, the study assesses the regional and global implications of the IMEC, considering arguments both in favour and against the initiative. Nevertheless, the problem has a similar impact on all such ventures as China’s Belt and Road Initiative (BRI) since the successful realisation is contingent upon the stable and enabling regional environment. This exploration suffers from the challenge of access to authentic sources. Given the contemporary nature of the subject matter, this study will primarily rely on secondary literature. Employing an Intergovernmentalism theoretical approach, this research delves into the dynamics of IMEC, discussing its intended objectives and challenges. The central argument contends that a meticulous analysis of the corridor's cause and effect on Pakistan's economic and geostrategic interests is imperative. The IMEC initiative exhibits the potential of a relatively cheap system, enhancing contemporary transportation infrastructure. However, the study asserts that the IMEC presents an obvious threat to the China-Pakistan Economic Corridor (CPEC) and the BRI, potentially compromising Pakistan's economic and strategic interests. The paper adopts a nuanced perspective, emphasising that IMEC and BRI contrast in strategic planning and development approaches. Should the IMEC materialise according to its envisaged plan, it will yield substantial diplomatic, strategic, and economic benefits for India. The article concludes by underscoring the challenges faced by IMEC, including coordination complexities, financial constraints for some participating nations, and potential geopolitical tensions affecting corridor operations. Offshore wind farms are growing in complexity and size, expanding deeper into maritime environments to capture stronger and steadier wind energy. Like other domains in the energy sector, the wind energy domain is continuing to digitalize its systems by embracing Industry 4.0 technologies such as the Industrial Internet of Things (IIoT), virtualization, and edge computing to monitor and manage its critical infrastructure remotely. Adopting these technologies creates dynamic, scalable, and cost-effective data-acquisition systems. At the heart of these data-acquisition systems is a communication network that facilitates data transfer between communicating nodes. Given the challenges of configuring, managing, and troubleshooting large-scale communication networks, this review paper explores the adoption of the state-of-the-art software-defined networking (SDN) and network function virtualization (NFV) technologies in the design of next-generation offshore wind farm IIoT–Edge communication networks. While SDN and NFV technologies present a promising solution to address the challenges of these large-scale communication networks, this paper discusses the SDN/NFV-related performance, security, reliability, and scalability concerns, highlighting current mitigation strategies. Building on these mitigation strategies, the concept of resilience (that is, the ability to recover from component failures, attacks, and service interruptions) is given special attention. The paper highlights the self-X (self-configuring, self-healing, and self-optimizing) approaches that build resilience in the software-defined IIoT–Edge communication network architectures. These resilience approaches enable the network to autonomously adjust its configuration, self-repair during stochastic failures, and optimize performance in response to changing conditions. This paper proposes a new approach to the design of smart charging systems. It aims to separate the role of the Smart Charging Service Provider (SCSP) from the role of the Charge Point Operator (CPO) to provide real flexibility and efficiency of mass deployment. As interoperability is required for this purpose, the challenge is to use standard equipment and protocols in the design of the smart charging Energy Management System (EMS). The use of an Open Charge Point Interface (OCPI) is crucial for an interface between the EMS and the Charge Point Operator. Electric pylons are crucial components of power infrastructure, requiring accurate detection and identification for effective monitoring of transmission lines. This paper proposes an innovative model, the EP-YOLOv8 network, which incorporates new modules: the DSLSK-SPPF and EMS-Head. The DSLSK-SPPF module is designed to capture the surrounding features of electric pylons more effectively, enhancing the model's adaptability to the complex shapes of these structures. The EMS-Head module enhances the model's ability to capture fine details of electric pylons while maintaining a lightweight design. The EP-YOLOv8 network optimizes traditional YOLOv8n parameters, demonstrating a significant improvement in electric pylon detection accuracy with an average mAP@0.5 value of 95.5%. The effective detection of electric pylons by the EP-YOLOv8 demonstrates its ability to overcome the inefficiencies inherent in existing optical satellite image-based models, particularly those related to the unique characteristics of electric pylons. To ensure the safety of vehicle travel, the maintenance of road infrastructure has become increasingly critical, with efficient and accurate detection techniques for road cracks emerging as a key research focus in the industry. The development of deep learning technologies has shown tremendous potential in improving the efficiency of road crack detection. While convolutional neural networks have proven effective in most semantic segmentation tasks, overcoming their limitations in road crack segmentation remains a challenge. To address this, this paper proposes a novel road crack segmentation network that leverages the powerful spatial feature modeling capabilities of Swin Transformer and the Encoder–Decoder architecture of DeepLabv3+. Additionally, the incorporation of a multi-scale coding module and attention mechanism enhances the network's ability to densely fuse multi-scale features and expand the receptive field, thereby improving the integration of information from feature maps. Performance comparisons with current mainstream semantic segmentation models on crack datasets demonstrate that the proposed model achieves the best results, with an MIoU of 81.06%, Precision of 79.95%, and F1-score of 77.56%. The experimental results further highlight the model's superior ability in identifying complex and irregular cracks and extracting contours, providing guidance for future applications in this field. Building and other construction assets constitute a significant part of a country's physical and economic infrastructure. According to several writers, the knowledge of reliable data of building and other construction assets of a specific country or region is a crucial element for the long-term management of these assets. Built capital stock statistics at the national or international levels have been available for most countries of the world, both developed and less developed ones, for some time, but construction infrastructure stock statistics at the disaggregated level are very scarce, even for most developed countries. Furthermore, the methodologies to produce the estimates of built capital stock, at the international level, do not consider countries' specificities. This paper discusses the methodologic issues for producing construction infrastructure stock statistics for Cape Verde, and makes estimates for the period 1980-2019. The paper outlines the Perpetual Inventory Method (PIM) used to produce capital estimation, data employed, and the assumptions made to estimate missing data. The paper analyses the level of the construction infrastructure stock estimates for Cape Verde, as well as their impact on the development pattern of the country's construction industry, and suggests how further studies can enhance our comprehension of the relationship between construction investment and economic growth and development. The structural performance of critical infrastructure during extreme events requires testing to understand the complex dynamics. Shake table testing of buildings to evaluate structural integrity is expensive and requires special facilities that can allow for the construction of large-scale test specimens. An attractive alternative is a cyber-physical testing technique known as Real-Time Hybrid Simulation (RTHS), where a large-scale structure is decomposed into physical and numerical substructures. A transfer system creates the interface between physical and numerical substructures. The challenge occurs when using multiple actuators connected with a coupler (i.e., transfer system) to create translation and rotation at the interface. Tracking control strategies aim to reduce time delay errors to create the desired displacements that account for the complex dynamics. This paper proposes two adaptive control methodologies for multi- axial real-time hybrid simulations that improve capabilities for a higher degree of coupling, boundary, complexity, and noise reduction. One control method integrates the feedback proportional derivative integrator (PID) control with a conditional adaptive time series (CATS) compensation and inverse decoupler. The second proposed control method is based on a coupled Model Predictive Control (MPC) with the CATS compensation. The performance of the proposed methods is evaluated using the virtual multi-axial benchmark control problem consisting of a steel frame as the experimental substructure. The transfer system consists of a coupler that connects two hydraulic actuators generating the translation and rotation acting at the joint. Through sensitivity analysis, parameters were tuned for the decoupler components, CATS compensation, and the control design for PID, LQG, and MPC. Comparative results among different control methods are evaluated based on performance criteria, including critical factors such as reduction in the time delay of bothactuators. The research findings in this paper improve the tracking control systems for the multi-axial RTHS of building structures subjected to earthquake loading. It provides insight into the robustness of the proposed tracking control methods in addressing uncertainty and improves the understanding of multiple output controllers that could be used in future cyber-physical testing of civil infrastructure subjected to natural hazards. Modern challenges such as the liberalization of the railway sector and growing demands for sustainability, high-quality services, and user satisfaction set new standards in railway operations. In this context, railway infrastructure managers (RIMs) play a crucial role in ensuring innovative approaches that will strengthen the position of railways in the market by enhancing efficiency and competitiveness. Evaluating their performance is essential for assessing the achieved objectives, and it is conducted through a wide range of key performance indicators (KPIs), which encompass various dimensions of operations. Monitoring and analyzing KPIs are crucial for improving service quality, achieving sustainability, and establishing a foundation for research and development of new strategies in the railway sector. This paper provides a detailed overview and evaluation of KPIs for RIMs. This paper creates a framework for RIM evaluation using various scientific methods, from identifying KPIs to applying complex analysis methods. A novel hybrid model, which integrates the fuzzy Delphi method for aggregating expert opinions on the KPIs' importance, the extended fuzzy analytic hierarchy process (AHP) method for determining the relative weights of these KPIs, and the ADAM method for ranking RIMs, has been developed in this paper. This approach enables a detailed analysis and comparison of RIMs and their performances, providing the basis for informed decision-making and the development of new strategies within the railway sector. The analysis results provide insight into the current state of railway infrastructure and encourage further efforts to improve the railway sector by identifying key areas for enhancement. The rising Greenhouse Gas (GHG) emissions stemming from the extensive use of automobiles across the globe represent a critical environmental challenge, contributing significantly to phenomena such as global warming and the deterioration of air quality. To address these challenges, there is a critical need for research and development in electric vehicles (EVs) and their associated charging infrastructure, including off-board and on-board chargers (OBCs). This paper aims to bridge the gaps in existing review literature by offering a comprehensive review of both integrated and non-integrated OBCs for EVs, based on the authors' knowledge at the time of writing. The paper begins by outlining trends in the EV market, including voltage levels, power ratings, and relevant standards. It then provides a detailed analysis of two-level and multi-level power converter topologies, covering AC-DC power factor correction (PFC) and isolated DC-DC topologies. Subsequently, it discusses single-stage and two-stage non-integrated OBC solutions. Additionally, various categories of integrated OBCs (iOBCs) are explored, accompanied by relevant examples. In this paper, we explore the trade-offs between public and private investment in autonomous driving technologies. Utilizing an evolutionary game model, we delve into the complex interaction mechanisms between governments and auto manufacturers, focusing on how strategic decisions impact overall outcomes. Specifically, we predict that governments may opt for strategies such as constructing and maintaining infrastructure for Roadside Infrastructure-based Vehicles (RIVs) or subsidizing high-level Autonomous Driving Vehicles (ADVs) without additional road infrastructure. Manufacturers' choices involve deciding whether to invest in RIVs or ADVs, depending on governmental policies and market conditions. Our simulation results, based on scenarios derived from existing economic data and forecasts on technology development costs, suggest that government subsidy policies need to dynamically adjust in response to manufacturers' shifting strategies and market behavior. This dynamic adjustment is crucial as it addresses the evolving economic environment and technological advancements, ensuring that subsidies effectively incentivize the desired outcomes in autonomous vehicle development. The paper provides a novel approach for controllably meshing traditional medium-voltage networks by means of a fast-charging parking station with multiple points of delivery connected to different radial feeders. Regulating power flows at each point of delivery while the charging service is being provided, which means actively controlling power exchanges between radial distribution feeders can significantly increase the hosting capacity of the power system. Remarkable benefits are expected when the distribution networks to which the charging infrastructure is connected differ in terms of main characteristics, e.g., rated voltage level, end-user type and operating profiles, and the number and type of renewable plants. The paper focuses on technical targets, such as loss reduction and power quality in terms of admitted voltage deviation from the rated value. The power exchanges between distribution feeders are made possible by a controlled DC link, where bi-directional DC/DC converters are connected so as to charge or discharge vehicles according to the Vehicle-To-Grid approach. A multiplexer topology in which several vehicles can be alternatively connected to the same DC/DC converter is modeled. The proposed concept can contribute to network flexibility by controllably meshing distribution feeders and, jointly, by modulating charging processes according to assigned charging constraints. This paper presents an investigation into the design of ammonia tanks for long-duration and high-pressure blast loads. The focus is on cylindrical steel tanks that apply as outer pressure-tight containers for double-walled tanks storing refrigerated liquefied gases. Based on limited empirical data, it is known in the tank industry that these tanks can withstand an explosion pressure up to a peak overpressure of approximately 10 kPa and 100 ms positive load duration. However, there is a growing need to design tanks for higher peak overpressures in order to establish a higher safety standard and accommodate unforeseen future requirements. This paper explores the concept of adapting established steel tank designs to handle high-pressure and long-duration overpressure due to blast events. Numerical analysis is conducted on a representative steel tank geometry subjected to a triangular blast load of 30 kPa with a 300 ms positive load duration. Various load application and calculation options are analyzed numerically. Considering the challenging nature of analyzing tank structures under blast load, the paper addresses controversial aspects discussed in the literature and presents a suitable analysis concept for a deflagration blast scenario for cylindrical tanks. The results provide insights into the expected structural behavior of the tank under high-pressure and long-duration overpressure. The main finding is that the calculation method developed in this study demonstrates the feasibility of utilizing steel tanks in scenarios involving long-duration and high-pressure blast loads. Furthermore, the paper provides recommendations to guide future studies in this area. This paper presents a comprehensive approach to forecasting hydro–meteorological changes in a marine area, i.e., in large bodies of water, from open water to coastal zones. First, hydro–meteorological factors, their interactions, and their implications for marine ecosystems are described. In addition, an analysis is outlined specifically for the Baltic Sea area. Next, the procedure for forecasting expected changes in major hydro–meteorological parameters in the sea is presented and a series of steps is accurately described. An extensive prognosis is provided for the southern Baltic Sea region using historical data obtained from the Polish National Institute of Water Management and Meteorology. The procedure is applied for seven measurement points which were assigned to four sub-areas for examining trends in wind regimes and wave height patterns using the authors' own written software and statistical methods for data analysis. The model was validated within the southern Baltic Sea region. This paper also highlights the significance of forecasting for human beings, the environment, and critical infrastructure by proposing adaptive strategies and integrated coastal zone management in mitigating risks and enhancing resilience. The regions of the Volga Federal District have experienced a notable increase in tourism and recreation indicators in recent years. These indicators include the emergence of new collective accommodation facilities, the establishment of tourism clusters and the development of their digital infrastructure, the emergence of modern national digital services and platforms in the tourism industry, an increase in effective demand, etc. The paper aims to analyse the administration of the local systems in the Volga Federal District, which represent a new model of cluster establishment. It also analyses the key indicators of tourism and recreation in various regions. In the context of Industry 4.0 and the digital transformation of the tourism sector, the setting up of local cyber-physical systems is suggested as the main strategy for local system development. The primary strategy and mechanisms for enhancing the development of the tourism sector in the Volga Federal District are outlined in this research. Electric vehicles (EVs) have become an attractive alternative to IC engine cars due to the increased interest in lowering the consumption of fossil fuels and pollution. This paper presents the design and simulation of a 4 kW solar power-based hybrid EV charging station. With the increasing demand for electric vehicles and the strain they pose on the electrical grid, particularly at fast and superfast charging stations, the development of sustainable and efficient charging infrastructure is crucial. The proposed hybrid charging station integrates solar power and battery energy storage to provide uninterrupted power for EVs, reducing reliance on fossil fuels and minimizing grid overload. The system operates using a three-stage charging strategy, with the PV array, battery bank, and grid electricity ensuring continuous power supply for EVs. Additionally, the system can export surplus solar energy to the grid, reducing the load demand. Faced with the contradiction between the increasing traffic volume and the aging road infrastructures in the rural area, this paper aims to propose feasible strategies to enhance the level of service and safety, by a case study of the rural area in the north Jintan district. In order to figure out current issues related to rural roads, a carefully designed investigation has been conducted, and the results of the two-week investigation include roads' basic information, traffic signs and protective facilities, surrounding landscape, and etc. Based on the field driving tests, specific problems including signs category, signs installation and facility maintenance have been fully analyzed. Meanwhile, the problem of roadnet connectivity has also been pointed out through the theory of complex network, and results show that the average node clustering coefficient and shortest path length perform worse than the demonstration plot of other rural districts. For the sake of rural traffic safety and management efficiency, both quantified and qualified strategies have been put forward. The quantified strategies include the regular inspection indicators, the safety sight distance at T-type crossings, as well as the risk severity of sections and the crossings. The qualified strategies involve the management of trucks and roadworks, the setting of signalized intersections, and the timely updates of traffic signs and facilities. Finally, an intelligent management system framework has been established for rural road traffic, with highly interconnected modules of data acquisition, risk identification and information publishing. Maintenance of assets is a multi-million dollar cost each year for asset intensive organisations in the defence, manufacturing, resource and infrastructure sectors. These costs are tracked though maintenance work order (MWO) records. MWO records contain structured data for dates, costs, and asset identification and unstructured text describing the work required, for example 'replace leaking pump'. Our focus in this paper is on data quality for maintenance activity terms in MWO records (e.g. replace , repair , adjust and inspect). We present two contributions in this paper. First, we propose a reference ontology for maintenance activity terms. We use natural language processing to identify seven core maintenance activity terms and their synonyms from 800,000 MWOs. We provide elucidations for these seven terms. Second, we demonstrate use of the reference ontology in an application-level ontology using an industrial use case. The end-to-end NLP-ontology pipeline identifies data quality issues with 55% of the MWO records for a centrifugal pump over 8 years. For the 33% of records where a verb was not provided in the unstructured text, the ontology can infer a relevant activity class. The selection of the maintenance activity terms is informed by the ISO 14224 and ISO 15926-4 standards and conforms to ISO/IEC 21838-2 Basic Formal Ontology (BFO). The reference and application ontologies presented here provide an example for how industrial organisations can augment their maintenance work management processes with ontological workflows to improve data quality. This paper presents the process of creating a model for electric vehicle (EV) energy consumption, enabling the rapid generation of results and the creation of energy maps. The most robust validation indicators were exhibited by an artificial intelligence method, specifically neural networks. Within this framework, two predictive models for EV energy consumption were developed for winter and summer conditions, based on actual driving cycles. These models hold particular significance for microscale road analyses. The resultant model, for test data in summer conditions, demonstrates validation indicators of an R2 of 86% and an MSE of 1.4, while, for winter conditions, its values are 89% and 2.8, respectively, confirming its high precision. The paper also presents exemplary applications of the developed models, utilizing both real and simulated microscale data. The results obtained and the presented methodology can be especially advantageous for decision makers in the management of city roads and infrastructure planners, aiding both cognitive understanding and the better planning of charging infrastructure networks. Creating new multimodal infrastructure in an existing transport network of an urban city is a challenging process. The responsible transport authorities have to pay special attention to the details regarding the accessibility and effectiveness of the new development, to avoid travelers' confusion and network congestion. The subject of this paper is the assessment and optimization of the traffic network in the surroundings of the new multimodal depot of Thessaloniki's future metro system with the use of the microsimulation software PTV VISSIM (version 2022). Five different scenarios were developed in collaboration with the city's transport authority and evaluated into two stages, beginning with the whole traffic network, and then continuing with the analyzed intersections separately. The evaluation is based on Key Performance Indicators (KPIs), which were extracted by the software. According to the results of the base case scenario, the network functions satisfactorily, with slight delays. Regarding the future network, the operation of the new hub will strongly increase the traffic demand, while the proposed traffic network adjustments by the local authorities seem to cause significant delay problems. In the era of aging civil infrastructure and growing concerns about rapid structural deterioration due to climate change, the demand for real-time structural health monitoring (SHM) techniques has been predominant worldwide. Traditional SHM methods face challenges, including delays in processing acquired data from large structures, time-intensive dense instrumentation, and visualization of real-time structural information. To address these issues, this paper develops a novel real-time visualization method using Augmented Reality (AR) to enhance vibration-based onsite structural inspections. The proposed approach presents a visualization system designed for real-time fieldwork, enabling detailed multi-sensor analyses within the immersive environment of AR. Leveraging the remote connectivity of the AR device, real-time communication is established with an external database and Python library through a web server, expanding the analytical capabilities of data acquisition, and data processing, such as modal identification, and the resulting visualization of SHM information. The proposed system allows live visualization of time-domain, frequency-domain, and system identification information through AR. This paper provides an overview of the proposed technology and presents the results of a lab-scale experimental model. It is concluded that the proposed approach yields accurate processing of real-time data and visualization of system identification information by highlighting its potential to enhance efficiency and safety in SHM by integrating AR technology with real-world fieldwork. This research addresses the pressing challenge of intrusion detection and prevention in Wireless Sensor Networks (WSNs), offering an innovative and comprehensive approach. The research leverages Support Vector Regression (SVR) models to predict the number of barriers necessary for effective intrusion detection and prevention while optimising their strategic placement. The paper employs the Ant Colony Optimization (ACO) algorithm to enhance the precision of barrier placement and resource allocation. The integrated approach combines SVR predictive modelling with ACO-based optimisation, contributing to advancing adaptive security solutions for WSNs. Feature ranking highlights the critical influence of barrier count attributes, and regularisation techniques are applied to enhance model robustness. Importantly, the results reveal substantial percentage improvements in model accuracy metrics: a 4835.71% reduction in Mean Squared Error (MSE) for ACO-SVR1, an 862.08% improvement in Mean Absolute Error (MAE) for ACO-SVR1, and an 86.29% enhancement in R-squared (R2) for ACO-SVR1. ACO-SVR2 has a 2202.85% reduction in MSE, a 733.98% improvement in MAE, and a 54.03% enhancement in R-squared. These considerable improvements verify the method's effectiveness in enhancing WSNs, ensuring reliability and resilience in critical infrastructure. The paper concludes with a performance comparison and emphasises the remarkable efficacy of regularisation. It also underscores the practicality of precise barrier count estimation and optimised barrier placement, enhancing the security and resilience of WSNs against potential threats. As penetration of EVs in the transportation sector is increasing, the demand for the mandatory installation of charging infrastructure also is increasing. In addition, renewable energy and energy storage systems (ESSs) are being reviewed for use in electric vehicle charging stations (EVCSs). In this paper, we present an optimal electricity trading volume and an optimal installation capacity of ESSs to maximize the daily profit of the EVCSs equipped with solar power generation when the EVCSs are licensed to sell energy to the power supplier during a specific time period. By formulating and solving the optimization problem of the EVCSs, this paper analyzes validation results for the different useful lives of ESSs, the peak power of a PV generator, and weather conditions at the Yangjae Solar Station and the Suseo Station public parking lot, Seoul, Republic of Korea. Furthermore, this paper validates that the daily expected profit of EVCSs with the proposed method outperforms the profit of conventional EVCSs which do not utilize ESSs. [ABSTRACT FROM AUTHOR]
