Studies on digital rights in education have both gained attention and provided a framework for research, policy and practice in educational research within the field of educational technology. The potential benefits we appreciate in Internet use are inseparable from the maximum risks involved. Faced with this responsibility, individuals demand that their rights and freedoms be guaranteed in the digital environment according to their various roles as students, teachers, families or staff. This scoping review selects and analyses 54 theoretical and empirical studies from the last decade (2013-2023), identifying the main topics investigated as privacy protection in online environments, right to digital security or cybersecurity, and right to digital education. The review underscores the need to guide efforts towards digital education for citizens because the legal regulation of rights and responsibilities is necessary but insufficient. The paper also makes arguments about acceptance, limitations and implications for teacher training.

Service learning (SL) engages students in intentional, collaborative service experiences that promote civic citizenship. The COVID-19 pandemic forced traditional face-to-face SL courses to transition into virtual service learning (e-SL). This paper examines the academic and civic outcomes of an e-SL binational sustainable tourism course for undergraduate students. The course was designed to deliver disciplinary knowledge in sustainable tourism and transborder civic citizenship competencies in the following areas: 1) Ethos, 2) Literacy, 3) Inquiry, 4) Action, 5) Leadership, and 6) Partnership. A post-course student survey was deployed to assess student perspectives regarding the achievement of course outcomes. The findings revealed significant (positive) academic and civic transformations among the students due to the intentionality of the e-SL course design and implementation. Results indicate that e-SL in sustainable tourism education can be an effective pedagogy for inculcating civic learning, responsibility, and engagement among students and future professionals in the field of tourism.

Universities are a formative scenario that transforms reality and their actions must go beyond commitment and citizen solidarity. The objective of this review article is to present a study on the conceptualization, definition and education in values, and an analysis of the theoretical-methodological referents of University Social Responsibility. Systematic literature review and bibliometric analyses were carried out in the programs VOSviewer version 1.6.19 and Connected Papers. The results show that strengthening the sense of identity and belonging of the competent professional committed to academic, economic, social and environmental actions, with respect to the place where he/she studies, lives and works, is fundamental to achieve transformations in order to improve the quality of citizenship education. In conclusion, it is necessary to continue stimulating the apprehension of the value of university social responsibility in higher education institutions. [ABSTRACT FROM AUTHOR]

While education is often seen as a main strategy for enabling sustainable futures, youth question the ability of modern schooling to provide them with the necessary tools to mitigate our current planetary crises. In this paper, we argue for the need for more critical insight into how youth understand and envision sustainability. The paper is based on a pedagogical intervention study, with a design inspired by decolonial pedagogy (Pashby & Sund, 2019, p. 38). Data was collected in two interconnected workshops at three Norwegian upper secondary schools. We share reflections communicated by students in conversations during the workshops. The material shows that although the students display criticality and an acknowledgement of the need for alternative ways of thinking, they also express a frustration over not being provided with the necessary tools to express this critique through their current education. We argue that if sustainability is to provide an educational avenue of hope and change, it requires tools that can help students challenge the limitations of modern-colonial habits of being and knowing. As the students suggest themselves, there is also a need for making space for more creative and imaginative pedagogical practices in education. [ABSTRACT FROM AUTHOR]

Recent years have witnessed signs of increasing political instability in democratic countries as well as growing alienation from civic institutions and processes among citizens, especially among young people. Within the context of civic and citizenship education, it is important to review such phenomena and study their extent among young people as well as the factors that have the potential of promoting different forms of citizenship engagement. Using data from the International Civic and Citizenship Education Study (ICCS) 2016 and 2009, this article provides insights into the expectations of young people to actively engage as citizens in the future and what influences these expectations, with a primary focus on the role of civic knowledge and trust in civic institutions. Results from ICCS 2009 and 2016 show that while large majorities among young people expected to vote in elections, only relatively few found it likely to be more actively involved in political action. Except for engagement in illegal protest, young people's expected participation in general appeared to be positively related to trust. However, associations with civic knowledge were more differentiated. Trust and civic knowledge tended to have negative correlations in countries with higher levels of perceived corruption, while a different association became apparent in democracies with more transparent institutions. Civic knowledge was consistently positively related to anticipated voting while it was negatively related to expected illegal protest. Internet-related issues have influenced how civic knowledge is educated and measured. The International Civic and Citizenship Education Study (ICCS) is a well-known large-scale assessment concerning how civic knowledge is educated and measured globally. Regardless of the emerging roles of internet access and usage, the influences of internet access on civic knowledge have yet to be investigated in ICCS research. Hence, this study aims to study whether the multiple-choice items in the civic knowledge test of ICCS 2016 are affected by internet access, what causes the effect, and to what degree Internet access influences the measurement. Results indicated that the ICCS civic knowledge test included six differential item functioning (DIF) items on internet access, of which five favored families with internet access, and one favored families without internet access. In addition, the primary source of DIF items was highly related to socioeconomic status. Overall, the students in families where the internet was available possessed higher civic knowledge than the students who were not. In conclusion, this study provides evidence of item inequivalence and identifies suspicious sources. These results can be used as a basis to investigate related research on digital learning, online teaching, and social media engagement in civic literacy. [ABSTRACT FROM AUTHOR]

In this theoretical article, I argue that postcolonial and decolonial theories offer critical conceptualizations and important insights for democratic citizenship education. Starting with the concept of agonism, I explore how postcolonial and decolonial perspectives both build upon and challenge notions of radical democracy. I argue that both perspectives provide interesting starting points for critical thinking, an essential part of democratic citizenship education. The perspectives point toward a profound problematization and historicization of democracy as a concept, as a system of governance through questioning the nation-state, and as an ideal to valorize societies. Despite their similarities, the two perspectives suggest slightly different approaches to education. The postcolonial perspective presents a critical and constructive approach that aims to deconstruct Enlightenment ideas while using them as a foundation for promoting social justice. The decolonial perspective highlights the inherent connection between coloniality and democracy and emphasizes the need for politics and practices of refusal. [ABSTRACT FROM AUTHOR]

The aim of this paper is to document the difficulties faced by teachers in Spain, since the General Education Law of 1970, in implementing education in and for democracy under the conceptual paradigm of the common good. This issue is explored from three perspectives: legislation, the relationship between school and society, and classroom methodologies. A qualitative approach was employed, based on interviews from which testimonies were collected from nine teachers in basic education. The results show the teachers’ interest in providing education in democratic values and the obstacles they face in achieving this objective, a result of a separation between the political and sociocultural purposes of education, the influence of each ideological context, and a failure to understand education as a common good.

Background: Designing competency-based education (CBE) programmes is a priority in global nursing education for better nursing care for the population. In the Democratic Republic of the Congo (DRC), object-based education (OBE) remains mainstream in pre-service nursing education programmes. Recently, the Ministry of Health developed a self-assessment tool and quantitatively compared the clinical competency of CBE- and OBE-trained nurses. This study aimed to qualitatively triangulate the results of self-evaluation by exploring perception of supervisors, incumbent CBE-, and OBE-trained nurses in comparison with the competence of the two types of nurses, and to identify influential factors or barriers to their competence in clinical settings. Methods: A qualitative descriptive approach with conventional content analysis was applied. Twenty interviews with clinical supervisors who oversaw both CBE- and OBE-trained nurses, 22 focus group discussions (FGDs) with CBE-trained nurses, and 21 FGDs with OBA-trained nurses currently working in health facilities were conducted. Participants of the FGDs were selected from the participants of the DRC self-assessment competency comparison study where there was no statistically significance between CBE- and OBE-trained nurses in the demographic characteristics. Data were analysed in terms of the competencies identified by the Ministry of Health. Results: The supervisors recognised that the CBE-trained nurses had stronger competencies in professional communication, making decisions about health problems, and engaging in professional development, but were weak in clinical skills. This study identified challenges for supervisors in assuring standardised care in health facilities with OBE- and CBE-trained nurses, as well as barriers for CBE-trained nurses as a minority in the workplace in demonstrating their competencies. Conclusions: The study results support the Ministry of Health's policy to expand CBE in pre-service education programmes but reveal that its slow implementation impedes full utilisation of the acquired competencies at health facilities. Implementation could be accelerated by strengthening cooperation among the Ministry of Health's three human resource departments, and developing and implementing a well-planned, legally binding, long-term CBE reform strategy, including an approach to the Continuing Professional Development system. Background: Tolerance is a prerequisite for deliberative democracies. Therefore, fostering tolerance is an important task for educational systems in democracies. In the present study, the concepts of social and political tolerance were disentangled and applied to the measurement approaches of the International Civic and Citizenship Education Study 2016 (ICCS 2016). A single scale of political tolerance was proposed by identifying items on equal rights of women and men, different racial and ethnic groups and immigrants that capture the support of equal political rights. Previous research indicates different approaches that might be used to foster tolerance in schools. Methods: This study used the rarely applied alignment method to identify a political tolerance scale that was sufficiently invariant in the 15 participating European educational systems. The alignment method identifies solutions with minimal amounts of non-invariance. Multilevel regression analyses are used to identify which aspects of schooling are predictive of political tolerance at the student and at the school level. Results: The alignment analyses revealed a sufficiently invariant solution for the 15 education systems that could be used in regression analyses. While cognitive learning showed only a weak relationship with political tolerance, teacher fairness was relevant at student and school level. An open classroom climate was a positive predictor with relevant strength only at school level. Further multigroup analyses indicated that the results at the student level were stable between countries, while school level indicators varied more strongly between countries. Conclusions: Researchers need to acknowledge the conceptual differences between social and political tolerance in their measurement approaches. The alignment method can be useful to create scales that are comparable between many different educational systems. While educational systems differ strongly in their school level variance of political tolerance, teachers can play an important role in fostering political tolerance at the student level. The article outlines the ways of engaging young people in the development of civil society in Ukraine. Socially and politically active young people are one of the necessary conditions for forming a democratic society and establishing sustainable and functioning civil society institutions. Therefore, in this paper, the scholars aim to identify the ways of youth interaction with public authorities in Ukraine and general levels of youth civic engagement, as well as to characterize the culture of citizenship as a factor in involving young people in civil society development. The research reveals the relevant issue regarding the prominent role of civil society in various spheres of activity of state authorities and local self-government bodies, a qualitatively new level of interaction between civil society, especially youth as an active part of it, and state and local self-government bodies in order to establish effective dialogue and partnership relations of state bodies authorities, local self-government bodies with civil society organizations. The research combined interdisciplinary approaches of several related scientific fields (political science, public administration and education), which allowed to set broader goals and find new ways for improving youth engagement in the development of civil society in Ukraine. The authors developed and conducted an expert survey on youth engagement in the development of civil society and identified possible ways to improve youth participation in public and political life. Authors interviewed 24 experts aged from 18 to 60 years from various fields who are interested in building a democratic state governed by the rule of law: leaders and members of public organizations, teachers of higher education institutions, scholars, deputies of regional and local councils, civil society activists and businessmen. It was determined that the effective participation of youth in decision-making processes consists in creating opportunities to involve youth in influencing, shaping, developing and promoting policy and development of services and programs. These opportunities are created by developing a range of formal and informal mechanisms for youth participation, from youth advisory groups to focus groups, from ongoing consultation work to supporting youth projects. As a result of the study, the authors developed a set of conclusions and recommendations addressed to educational institutions, public authorities, local governments and civil society organizations.

This article shares the rationale and outcomes of a research project, titled 'Going Global', which was funded by the Irish Research Council's New Foundations fund resourced by Irish Aid. The project held two regional workshops with personnel in the development and global citizenship education (GCE) fields, one in Belfast and one in Dublin. The workshops had three objectives: to gather views from participants on the meaning and content of global citizenship; to provide theoretical input to inform these discussions; and to enable participants to envisage more practice-grounded means to construct global citizenship in their work. The main finding from the project is that workshop participant attitudes to global citizenship range from the pragmatic, through the agnostic to the sceptical, but that none of these positions are mutually exclusive. Rather, it is recommended that global citizenship be treated as a provisional rather than a materially realised conceptual placeholder, enabling greater discussion and debate on the concept. Such debate should be around some key paradoxes identified by participants in this project including: the lack of a global state to guarantee rights; the perceived Eurocentricity of the concept; and depoliticised, technocratic and individualised biases in dominant conceptualisations of it. Greater conceptual exploration around such paradoxes in the sector could help tease out these positions further for professionals in the field, facilitating a deeper connection with the concept among them. Democratic education has been considered an effective way to transform longlasting conflicts into more integrative visions. The case of Kosovo is relevant for this study considering that education has always been at the center of the dispute between Kosovo Albanians and the Serbian community and the parallel education systems constructed in identity lines have created ethnic divisions between the two communities in the public sphere. For deeply divided societies, the challenge stays in the ability to promote diversity, respect for human rights, and inclusive institutions. Considering the impact of democratic education on individual attitudes, this study explores the integration of democracy and civic identity teachings in the secondary school curricula in Kosovo. Through the combination of text analysis of civic education textbooks of secondary educational system and interviews with experts that were actively involved in the curricula organization and the overall education system in Kosovo, the study aims to identify patterns of teaching on democratic concepts and civic identity, together with the teaching and learning methodology. Findings show that democratic norms and values are discussed theoretically but a need-based or a more practical approach to the different perceptions of conflicting identities and socially inclusive strategies must be incorporated. Highlights: - Higher-order thinking is central in education for democracy and citizenship. - It requires student access to content knowledge and encouragement to partake in advanced inferential analysis. - Our findings indicate that the two knowledge and analysis have different importance among the teachers in the three contexts. Purpose: The aim of this study was to explore opportunities to develop higher-order thinking for students in social studies, with a focus on teachers' content coverage and support for engaging in social studies analysis. Design/methodology/approach: A video study using naturalistic classroom observations of 80 social studies lessons was conducted in Denmark, Norway, and Sweden using a predefined observation manual. Findings: The findings showed different patterns of emphasis on content coverage and intellectually demanding analyses across classrooms in Denmark, Norway, and Sweden. Practical implications: The findings contribute empirical knowledge about naturally occurring classroom practices that can be used for professional development. Purpose: This study explores debate seeking and conflict avoidance as dimensions of disagreement orientation, and how factors such as citizenship education and individual background may impact how young people engage in situations with conflicting political perspectives. The aim is to study whether how we facilitate citizenship education may affect young people to be more comfortable with political disagreement. Design/methodology/approach: Multilevel modelling and factor analysis is performed using a survey among a selection of Norwegian fifteen-year-olds. Findings: Citizenship education characteristics impact conflict avoidance but not debate seeking. Debate seeking is rather related to individual background factors such as political interest and attention paid to the news. Finally, the dimensions form basis of a potential typology of young people's disagreement orientation. Research limitations/implications: Further research is needed to establish causality, however the results have implications for the role of disagreement in teacher education and classrooms. Identity building can be understood as a fluid process informed by sociocultural aspects and encompassing a strong dimension of othering. Relying on the notion of narrative identity, in this article, we explore the ways in which young people raise and discuss values (human dignity, freedom, solidarity, etc.). To do this, we draw on a set of data collected through deliberative discussions with 378 young people (11 to 20 years old) from four Southern European countries: Portugal, Spain, Italy, and Cyprus. These small group discussions confronted young people about their identification with their country and with Europe. Using thematic and descriptive analysis, we investigate the relationships established by young people with values spontaneously raised by them to build on identity formation. Our results reinforce identity as being constituted in varying forms across the European regions, with relation to values being plural. Yet, there is a strong reference to process values in the four participating countries, such as solidarity and equality, which seem to inform a narrative of an "inclusive Europe", where community ties matter. Because some level of controversy about values is observed, however, we argue that it could constitute a valuable aspect to inform activities in the field of citizenship education.
