Great advances have been made in the knowledge of development and regulatory approval of medicinal product containing genetically modified cells. Although a guideline has been available in the EU since 2012, the current updated version provides a useful guide to developers and professionals involved in the regulatory process of these medicines. Predicting carbon prices is crucial for the growth of China's carbon trading industry. This paper proposes a residual correction model that considers multiple influencing factors. First, the best historical data and main external factors input by the model are determined by using the partial autocorrelation function and Spearman correlation analysis, and the carbon price forecasting index system is constructed. Second, the whale optimization algorithm (WOA) is utilized to determine the optimal parameters of the extreme gradient boosting (XGBoost), and the WOA‐XGBoost model is built to perform preliminary carbon price forecasts and obtain the residual series. Finally, the carbon price residual series undergoes decomposition into multiple components utilizing the complete ensemble empirical mode decomposition for subsequent forecasting and the aggregation of outcomes. Experiments are conducted to predict two carbon trading markets in Hubei and Guangzhou, and a feature importance analysis is performed. The results indicate that the proposed hybrid model consistently outperforms the comparative models in terms of prediction accuracy. Furthermore, it is revealed that historical carbon prices and European Union carbon prices are the key factors influencing the prediction of carbon market prices. [ABSTRACT FROM AUTHOR]

In this paper, a factor‐augmented version of the New Keynesian Phillips curve (NKPC) is assessed using a data set comprised of a large panel of European Union (EU) member countries. The factor‐augmentation is natural given that country‐level inflation rates are highly co‐moving. The presence of unattended common factors is important because it raises the issue of omitted variables bias, as the real marginal cost, which is a regressor of the NKPC, is likely to load on the same factors as inflation. One possibility here is to employ the regular instrumental variables approach. However, if the external instruments load on the same factors as the error term of the NKPC, the instruments would be invalid and the results would therefore likely be misleading. Motivated by this last observation, the present paper proposes a new estimator of the NKPC that allows for very general forms of factor dependencies and endogeneity. Generative artificial intelligence (AI) systems, together with text and data mining (TDM), introduce complex challenges at the junction of data utilization and copyright laws. The inherent reliance of AI on large quantities of data, often encompassing copyrighted materials, results in multifaceted legal quandaries. Issues surface from the unfeasible task of securing permission from each copyright holder for AI training, further muddled by ambiguities in interpreting copyright laws and fair use provisions. Adding to the conundrum, the clandestine practices of data collection in proprietary AI systems obstruct copyright owners from detecting unauthorized use of their materials. The paper explores the exceptions to copyright laws for TDM in the European Union, the United Kingdom, and Japan, recognizing their crucial role in fostering AI development. The EU has a two‐pronged approach under the Directive on Copyright in the Digital Single Market, with one exception catering specifically to research organizations, and another, more generalized one, that can be restricted by rightsholders. The UK allows noncommercial TDM research without infringement but rejected a broader copyright exception due to concerns from the creative sector. Japan has the broadest TDM exception globally, permitting the nonenjoyment use of works without permission, though this can potentially overlook the rights of copyright owners. Notably, the applicability of TDM exceptions to AI‐produced copies remains unclear, creating potential legal challenges. Furthermore, an exploration of the fair use doctrine in the United States provides insight into its potential application in AI development. It focuses on the transformative aspect of usage and its impact on the original work's potential market. This exploration underscores the necessity for clear, practical guidelines. In response to these identified challenges, this paper proposes a hybrid model for TDM exceptions emerges, along with recommended specific mechanisms. The model divides exceptions into noncommercial and commercial uses, providing a nuanced solution to complex copyright issues in AI training. Recommendations incorporate mandatory exceptions for noncommercial uses, an opt‐out clause for commercial uses, enhanced transparency measures, and a searchable portal for copyright owners. In conclusion, striking a delicate equilibrium between technological progress and the incentive for creative expression is of paramount importance. These suggested solutions aim to establish a harmonious foundation that nurtures innovation and creativity while honoring creators' rights, facilitating AI development, promoting transparency, and ensuring fair compensation for creators. This paper examines The diary from the border: Ventimiglia, an auto‐ethnographic comic based on intensive fieldwork in the Italian border city of Ventimiglia from September to December 2018. The primary objective of my empirical research was to explore the socio‐spatial effects of France's reintroduction of border controls in the area since 2015, mainly targeting irregular mobilities within the European Union (EU). This study presents the auto‐ethnographic comic by delving into two crucial aspects. Firstly, it illuminates the rationale behind utilising an auto‐ethnographic comic as a research output, shedding light on the creative process involved in its conception. Secondly, it explores its composite narrative plot, encompassing three key elements: 'me' (the researcher's personal experiences extending beyond the fieldwork), 'me in Ventimiglia' (the researcher's encounters during the fieldwork), and 'Ventimiglia itself' (the French‐Italian border regime). By fostering a trans‐disciplinary dialogue encompassing migration issues, comics and life course theory, this paper enriches the geographical debate in three significant ways. It recognises the profound impact of the researcher's life events in shaping both research experiences and outcomes within and beyond the fieldwork. Additionally, it underscores the importance of auto‐ethnographic comics in challenging dominant narratives and visually portraying the multifaceted experiences of migration. Lastly, it contributes to the ongoing discussion on visual methods within geography and advocates for using comics as a compelling tool to disseminate research findings, fostering empathy and a comprehensive understanding of migration experiences. This paper explores the convergence of public expenditures and revenues in the EU28 by applying the panel cluster convergence methodology to updated quarterly data for the period 2002–2019. In order to explore whether the recent debt crisis in EU has affected the harmonisation path, the paper, for the first time, considers both the whole period 2002–2019 and two equally‐sized sub‐periods, that is, 2002–2009 and 2012–2019, which correspond to pre‐and post‐debt‐crisis years. The issue is important for the debate on fiscal harmonisation in Europe, given that the EU's debt crisis has generated many asymmetries across the member states, whilst the design of effective public policies remains a key tool for achieving higher economic growth. Overall, our results provide evidence of divergence, especially for public expenditures since the European debt crisis, which suggests that in the future further efforts towards a stronger harmonisation path will be required by policymakers in EU member states. Against the backdrop of the current political developments in Central and Eastern European (CEE) countries, such as Ukraine, Poland, and Romania, the question arises as to the role played by economic transformation and the resulting innovation linkages in these countries over the last 20 years. The main purpose of this paper is to explore the impact of economic and institutional dimensions on the development of CEE countries, explicitly distinguishing between European Union (EU) members and non‐members, and thus reflecting the differences in institutions and path dependency. Furthermore, the paper contrasts the performance of CEE countries with that of Western European countries. To achieve these objectives, the impact of factors such as innovation, institutions, and political practices on the economic development of 37 European countries from 2000 until 2020 is followed using fixed effects regression and Ordinary least squares (OLS) regression. The results of the analysis show the importance of institutional factors such as low levels of corruption, political freedoms, and intellectual property. The effect of institutional variables was particularly pronounced in the case of non‐EU countries, which indicates the particular importance of the development of stable institutions for achieving higher levels of economic development for this category of countries. In light of the rise of generative AI and recent debates about the socio‐political implications of large‐language models, chatbots, and the like, this paper analyzes the E.U.'s Artificial Intelligence Act (AIA), the world's first comprehensive attempt by a government body to address and mitigate the potentially negative impacts of AI technologies. The paper critically analyzes the AIA from a business and computer ethics point of view—a perspective currently lacking in the academic (e.g., GBOE‐related) literature. It evaluates, in particular, the AIA's strengths and weaknesses and proposes reform measures that could help to strengthen the AIA. Among the AIA's strengths are its legally binding character, extra‐territoriality, ability to address data quality and discrimination risks, and institutional innovations such as the AI Board and publicly accessible logs and database for AI systems. Among its main weaknesses are its lack of effective enforcement, oversight, and control, absence of procedural rights and remedy mechanisms, inadequate worker protection, institutional ambiguities, insufficient funding and staffing, and inadequate consideration of sustainability issues. Reform suggestions include establishing independent conformity assessment procedures, strengthening democratic accountability and judicial oversight, introducing redress and complaint mechanisms, ensuring the participation and inclusion of workers, guaranteeing political independence of the AI Board, providing enhanced funding and staffing of market surveillance authorities, and mandating "green AI." This paper evaluates whether lobbying influence is open to the highest bidder or boosted by congruence with popular opinion. Common wisdom holds that well‐endowed organizations prevail in lobbying battles. This perception contrasts with recent observations, which point to the decisive role of public opinion. This paper unites these seemingly contrasting stances by arguing that both economic resources and congruence with public opinion are paramount for lobbying influence. What matters, we argue, is the interplay between the two. Lobby groups that already enjoy substantial economic capacities are expected to benefit most from congruence with public opinion. We test our expectations in the context of European Union policy making. We draw from a sample of 41 policy issues for which public opinion polls were conducted, an extensive content analysis of 2,085 news articles and 183 lobbyists' survey responses. We demonstrate that interest groups with more economic resources are generally more influential, but only if their policy positions are congruent with a public majority. [ABSTRACT FROM AUTHOR]

The aim of this paper is to consider the relationship between sport and identity formation by examining testimonies of 24 British women who attended the Solheim Cup golf tournament in 2019 to support a transnational team made up of professional European women players. Relatively little is known about the effects of transnational sports teams on identity formation, not least because such teams are themselves rare. The Solheim Cup, contested by teams of female professional golfers representing the United States and Europe, is one such example. The data set consists of interviews with women who attended the competition that took place in a period of political uncertainty between the UK electorate voting to leave the European Union and Brexit actually taking place. The paper analyses the women's views in relation to national identity, European identity and cosmopolitanism. Although it emerges that most of the women felt more European in the context of a competition involving a team representing Europe and were opposed to the United Kingdom leaving the European Union, they could also be described as cosmopolitan as a result of their educational level, social class and experience of living in or regularly visiting foreign countries. Current soil‐ and land degradation seriously challenge our societies; it contributes to climate change, loss of biodiversity and loss of agricultural productions. Yet, soils are also seen as a major part of the solution, if maintained or restored to provide ecosystem services. Climate‐smart sustainable management of soils can provide options for soil health maintenance and restoration. In the European Union, the resource management and sustainability challenge are addressed in the Green Deal that, among other goals, aspires towards a healthy climate‐resilient agricultural sector that will produce sufficient products without damaging ecosystems and contribute to better biodiversity and mitigate climate change. The European Joint Programme (EJP) SOIL was set up to contribute to these goals by developing knowledge, tools and an integrated research community to foster climate‐smart sustainable agricultural soil management that provides a diversity of ecosystem service, such as adapting to and mitigating climate change, allowing sustainable food production, and sustaining soil biodiversity. This paper provides an overview of the potential of climate‐smart sustainable soil management research to the targets of the Green Deal that are related to soils most directly. The EJP SOIL EU‐wide consultation (interviews and questionnaires) and literature analysis (national and international reports and papers) done in the first year (2020–2021) generated a wealth of data. This data showed that there are specific manners to do research that are essential for it to be effective and efficient and that can actively contribute to the Green Deal targets. We concluded that research needs to be: (i) interdisciplinary, (ii) long‐term, (iii) multi‐scaled, from plot to landscape, (iv) evaluating trade‐offs of selected management options for ecosystem services and (v) co‐constructed with key stakeholders. Research on climate‐smart sustainable soil management should be developed (1) on plot scale when mobilizing soil processes and on landscape scale when addressing sediment and water connectivity and biodiversity management; and (2) address the enabling conditions through good governance, social acceptance and viable economic conditions. In its AI Act, the European Union chose to understand trustworthiness of AI in terms of the acceptability of its risks. Based on a narrative systematic literature review on institutional trust and AI in the public sector, this article argues that the EU adopted a simplistic conceptualization of trust and is overselling its regulatory ambition. The paper begins by reconstructing the conflation of "trustworthiness" with "acceptability" in the AI Act. It continues by developing a prescriptive set of variables for reviewing trust research in the context of AI. The paper then uses those variables for a narrative review of prior research on trust and trustworthiness in AI in the public sector. Finally, it relates the findings of the review to the EU's AI policy. Its prospects to successfully engineer citizen's trust are uncertain. Aims: The importation of rabid animals poses a continual threat to rabies freedom in the European Union (EU). Following the Russian invasion of Ukraine in 2022, the European Commission eased the rules on companion animal importations for Ukrainian refugees through derogations to the EU Pet Travel Scheme (EU PETS). As Ukraine remains endemic for canine rabies, this paper aimed to quantitatively assess whether the change in regulations affected the risk of rabies introduction to the EU. Method and Results: Transmission pathways for both EU PETS and derogations to this scheme were considered, as well as the scenarios of 100% compliance and reduced compliance within both schemes. Stochastic modelling was performed via a Monte Carlo simulation to calculate the median and 95% confidence intervals of the annual risk of rabies entry and the years between rabies entries into the EU. Following 100% compliance, the derogation scheme posed a significantly lower risk at a value of 3.63 × 10−3 (CI 95% 1.18 × 10−3–9.34 × 10−3) rabies entries per year in comparison to EU PETS where the risk was 4.25 × 10−2 (CI 95% 1.44 × 10−2–9.81 × 10−2). Despite a significantly lower risk as compared to EU PETS under 100% compliance, the derogation scheme was more sensitive to a reduction in compliance which resulted in a 74‐fold increase in risk. Given this, even under reduced compliance, the annual risk remained lower under the derogation scheme, although this was not statistically significant. Conclusion: The findings of this study suggest that a 4‐month period of quarantine, as modelled for the derogation scenario, could reduce the annual risk of rabies entry. Bilateral trade relationships between countries vary across products. Such heterogeneity poses challenges when assessing the economic impacts of trade agreements. This paper estimates bilateral trade elasticities at the product level and explores these impacts using a hypothetical no‐deal Brexit as an example. Our findings indicate that the European Union's demand for the United Kingdom products is often less elastic compared to products from other trading partners. We also observed substantial heterogeneity in the elasticities across products and a negative correlation between these elasticities and tariffs. Natural hazard‐related disasters are on the rise and have significant impacts on the public and private sector. Different mechanisms and instruments exist on the pan‐European level to deal with them, including the European Union Solidarity Fund (EUSF). Recently, the EUSF expanded its scope to incorporate public health emergencies and merged with the Emergency Aid Reserve to become the Solidarity and Emergency Aid Reserve. It therefore became a multi‐hazard and multi‐risk instrument to assist countries during the emergency phase of disasters. As different types of hazards and risks are drawing from the same fund there is concern about what capitalisation levels have to be assumed to make it sustainable. Hence, it is important to understand to which hazards and risks the fund is most exposed and whether there are regional differences within Europe. To address these issues, this paper takes a risk‐based approach and estimates the capitalisation levels needed for major hazards and risks, noting regional differences across Europe. The Finnish government has set a target of reaching carbon neutrality by 2035 and renewable energy is playing an increasingly important role in the Finnish energy sector. Bioenergy from forest biomass is currently the most utilized renewable energy resource. European Union regulations are imposing limitations on the use of forest biomass for environmental reasons, however, and the energy sector is having to look for alternative renewable energy options to reach carbon neutrality. This paper reviews the latest changes in the energy industry in Finland and evaluates prospective renewable energy development and fossil fuel replacement in the future Finnish energy system. The study shows that only a combination of all available renewable energy forms can enable the carbon neutrality target to be achieved by 2035. There is a good possibility that Finland can replace fossil fuels fully in the energy sector; wind energy will increase its share of electricity production, and biomass will continue to play a crucial role in the heating sector. Industry and the transport sector, however, face greater challenges and should be studied in more detail. [ABSTRACT FROM AUTHOR]

Negotiation for the Economic Partnership Agreement (EPA) between the European Union (EU) and six African, Caribbean and Pacific (APC) regions has been ongoing for over a decade. These negotiations are at different phases in the seven APC regions and have faced significant challenges, hindering ratification in most of them. However, the Caribbean Forum (CARIFORUM) is the first regional group to have completed the process. It is currently implementing the EPA. Most significantly, CARIFORUM is the only region to have negotiated and ratified a comprehensive EPA that goes beyond trade in goods to include other elements such as services and intellectual property. This paper seeks to understand why CARIFORUM opted for a comprehensive EPA with the EU. Keeping in mind the downsides of intellectual property (IP) globalization, it fleshes out lessons, particularly on IP rights, that West African countries, and other non‐Caribbean ACP regions, can draw from the CARIFORUM's experience to adequately equip themselves in anticipation of negotiations with the EU for their EPAs. This paper investigates the relationship between Environmental, Social, and Governance (ESG) controversies and firm performance, examining the moderating influences of corporate governance structures and ESG practices. Utilizing quantitative methods, we analyze data from 5360 firm‐year observations. Our findings reveal a significant negative relation between ESG controversies and firm performance. However, well‐defined corporate governance frameworks and internal ESG strategies mitigate these adverse impacts and can transform these controversies into growth opportunities and reputation enhancement. A comparative analysis involving the United Kingdom and other European Union nations highlights the influence of geographical and regulatory contexts in shaping this dynamic. These results offer valuable insights for policymakers, corporate strategists, and investors, emphasizing the role of governance in navigating ESG controversies and enhancing firm resilience and adaptability. The study contributes to the sustainability field by providing a nuanced understanding of the interaction between ESG controversies, corporate governance, and firm performance. This paper analyses the economic confidence indicators' reaction to the environment surrounding the COVID‐19 pandemic. Using Eurostat's monthly data for the economic sentiment in European Union countries, we found that, in the COVID‐19 era, confidence and perceptions about the economy are strongly dominated by factors related to the pandemic, more so by policy measures and the vaccination process than by the direct health impact of the coronavirus. This is found to be prevalent across the multiple dimensions of economic sentiment. Moreover, standard macroeconomic variables seem to play a smaller and more marginal role during this period. A healthy lifestyle comprising regular physical activity and an adequate diet is imperative for the prevention of non‐communicable diseases such as hypertension and some cancers. Advances in information computer technology offer the opportunity to provide personalised lifestyle advice directly to the individual through devices such as smartphones or tablets. The overall aim of the PROTEIN project (Wilson‐Barnes et al., 2021) was to develop a smartphone application that could provide tailored and dynamic nutrition and physical activity advice directly to the individual in real time. However, to create this mobile health (m‐health) smartphone application, a knowledge base of reference ranges for macro‐/micronutrient intake, anthropometry, biochemical, physiological and sleep parameters was required to underpin the parameters of the recommender systems. Therefore, the principal aim of this emerging research paper is to describe the process by which experts in nutrition and physiology from the PROTEIN consortium collaborated to develop the nutritional and physical activity requirements, based upon existing recommendations, for 10 separate population groups living within the EU including, but not limited to healthy adults, adults with type 2 diabetes mellitus, cardiovascular disease, excess weight, obesity and iron deficiency anaemia. A secondary aim is to describe the development of a library of 24‐h meal plans appropriate for the same groups and also encompassing various dietary preferences and allergies. Overall, the consortium devised an extensive nutrition and physical activity knowledge base that is pertinent to 10 separate EU user groups, is available in 7 different languages and is practically implemented via a library of culturally appropriate, 24‐h meal plans. The principles of three Rs—REPLACEMENT, REDUCTION, and REFINEMENT—govern the protection and use of animals, including fish, for research purposes in the European Union and Norway. In this paper, we discuss some straightforward steps to simplify the delivery of these principles at the idea stage and adapt some of these examples for conducting fish trials related to health and welfare. Although some of the approaches are well established in other animal science arenas, we believe there can be a timely recap of their key facets. We discuss a number of simple strategies to emphasize how a reduction in fish numbers can be achieved from initial project conception to implementation, highlighting not only their advantages but also their limitations. We also highlight the role that funding agencies can play in the implementation of the 3R principles in aquaculture research. These simple points can be used in frameworks to initiate a broader and dynamic intersectoral dialogue among stakeholders of aquaculture research on how to promote ethics and embrace opportunities for this within the tenets of the 3Rs. The paper aims to fill the research gap in monitoring agriculture's sustainable development in the European Union (EU) member states. The assessment used a synthetic index based on indicators related to three dimensions: economic, social and environmental. The surveys have a high practical value. Not only did they reveal differences between member states regarding agricultural sustainability, but they also captured the areas of utmost attention to particular countries. The countries were classified into four groups based on the synthetic measure. Member states with the highest level of sustainability in the agricultural sector were Austria, Estonia, Belgium and Czechia. Study outcomes also made it possible to identify the indicators with the strongest impact on the four groups of countries. These included the area under organic farming, ammonia emission, pesticide sales, and labour productivity. Due to the differentiation of agriculture in the EU, the member states largely need to undertake measures towards sustainable development in this sector. [ABSTRACT FROM AUTHOR]

This paper assesses the performance of European Union countries in achieving sustainable development using an assessment framework based on the 2030 Agenda. Through the application of the Spatial Sustainability Assessment Model, which integrates multi‐criteria analysis with the geographical tool QuantumGIS, European countries are classified according to the four basic dimensions of sustainability (social, economic, environmental, and institutional) organized into various sub‐dimensions, with reference to the year 2020. The results show that Northern countries have better overall sustainability performance in all dimensions except the environment. In contrast, Eastern European and Mediterranean countries perform worse, showing major weaknesses, especially in the economic and institutional dimensions, with a gap between the countries that joined the Union after 2004 and the other states. An in‐depth analysis was conducted to highlight the reasons behind these difficulties in order to give useful indications to public decision‐makers, as a tool for planning, on future choices. Drawing on institutional and signaling theories, this paper investigates country‐and firm‐level impact of Sustainable Development Goals (SDGs) on the European Union (EU) companies' decision to have sustainability reporting assured prior to the implementation of the Corporate Sustainability Reporting Directive (CSRD). The dataset consists of 960 companies based in the EU and covers 2020–2022. The total number of observations equals 2880. The research focuses on SDGs‐related factors influencing companies' assurance decisions such as the countries' advancement in SDGs implementation represented by SDG SCORE and companies' efforts toward the SDGs achievement captured with SDG INDEX. The data are analyzed using descriptive statistics and the fixed effects regression model for panel data. The results of the study indicate that SDGs impact companies' assurance decisions on both levels. Larger companies tend to opt for assuring their sustainability reporting more frequently, while those operating in environmentally sensitive industries display greater hesitancy in this regard. The research findings suggest adding SDGs to the wide range of factors identified in previous literature as determinants of the differences in sustainability reporting assurance. Company managers should increase their efforts to achieve the SDGs, as this might promote the use of assurance. The involvement of government agencies, national accounting and auditing associations and standard setters in the implementation of the SDGs can be useful in facilitating the transition from voluntary to mandatory implementation of assurance under the new CSRD. When member states of the European Union face serious international threats, does this serve as a catalyst or obstacle for European integration in the security and defence domain? To gain purchase on this question, this paper examines public opinion from a common instrument fielded in 24 EU member states (and the United Kingdom) with a total sample size of more than 40,000 respondents.We argue that theoretical accounts of perceived threat produce rival hypotheses. Threats might have either uniform or differential effects on different groups of citizens and could lead to either convergence or divergence of public opinion. We show that perceptions of foreign threats are associated with more favourable views on integration in the security and defence domain. Importantly, this association is as strong among Eurosceptics as among Europhiles. The findings presented here are consistent with the view that functional pressures may temporarily convince Eurosceptics to accept integration in the foreign and security domain. Tin is an important metal for society with a high risk of supply disruptions. It is, therefore, classified as a critical material in many parts of the world. An exception is the European Union, for which tin was classified as a non‐critical material in 2023. However, there are many discrepancies in the literature regarding the definitions and values of the indicators used to determine tin criticality in general, and recycling indicators in particular. Values for end‐of‐life recycling rate (EoL RR) range between 20% and 75%, and values for end‐of‐life recycling input rate (EoL RIR) range between 11% and 32%. In this paper, we critically assess the circularity and criticality indicator values for tin and calculate new values using material flow analysis. The new values for tin recycling indicators are lower than those used in most previous research, with a global EoL RR of 16% and an EoL RIR of 11% in 2017. Based on the updated recycling values, combined with a highly concentrated supply, high import reliance, and difficult substitution, we argue that the European Union should classify tin as a critical material. This reclassification can lead to more policy attention for tin, which can help reduce the impact of future supply disruptions and increase the resilience of the European and global tin supply chains. An agency's self‐portrayal can help to protect its jurisdictional turf and strengthen its reputational uniqueness. While prior reputational studies have shown that agencies are attentive to the media and political principals, they have not assessed how inter‐agency dynamics might shape their public outreach and message. This paper argues that if multiple public agencies are confronted with a shared salient issue, such as the Covid‐19 pandemic, they engage in 'issue segmentation': mindful of each other's distinct jurisdictional and reputational profiles, their communication centers around sub‐issues that do not overlap with core missions of other agencies. We assess this expectation via a study of Twitter communication of 38 European Union agencies related to Covid‐19. Using an automated thematic analysis of tweets, we show that agencies engage in issue segmentation and focus on unique sub‐issues. The recent clearance by the United States Food and Drug Administration of Tidepool Loop sets an important precedent within the medical device landscape. For the first time, an automated insulin delivery mobile application—based on an algorithm initially designed and developed by users —has been recognised as safe and effective by a regulatory body. The aim of this paper is twofold: firstly, we map out the regulatory pathways and processes that were navigated by Tidepool, the non‐profit behind Tidepool Loop, in order to make this landmark moment possible. Secondly, we set out potential approvals processes in the European Union and United Kingdom with a view to examining the challenges to obtaining regulatory clearance for Tidepool Loop in these jurisdictions. In so doing, we highlight the significant differences, not only between the United States and European systems but also between the European Union and Great Britain systems. We conclude by arguing that the complexity encountered when seeking to introduce an innovative solution in different regulatory systems has the potential to act as a disincentive to open source developers from seeking regulatory approvals for such technologies in the future. This paper uses labour force survey data to analyse the dynamics of job tenure in seven transition economies of Europe and a comparator country (Türkiye) for an average 13 years per country during the period 1994–2020. The country‐specific age‐period‐cohort decomposition demonstrates that the job tenure of the cohort of workers entering the labour market in the 2000s is 4–9 years shorter than that of workers who started working in the 1970s. This difference is at least twice as large as the difference in job tenure observed among workers from the same cohorts in European Union countries. These trends in tenure persist after accounting for changes in cohort composition, but they are significantly attenuated by controlling for differences in individual worker characteristics. These results suggest that the evolution of tenure in the transition economies of Europe may still be driven by the transition‐induced structural change processes in the labour market. The European Union (EU) farm-to-fork strategy aims to empower consumers to make sustainable food choices, among others, through harmonizing voluntary green claims and labels and potentially introducing a common sustainable claims and labels framework for food products. The literature on the current use of sustainability claims and labels (SCLs) in the EU market is scarce. This paper analyzes the trend developments of SCLs in product launches by food companies across different product groups and countries. The analyses are based on Mintel Global New Product Database on newly introduced products with SCLs, covering 24 food product categories and 19 European countries over the 2005-2021 period. The results show that, on aggregate, across all covered countries and products, the share of product launches with SCLs increased by 2.83% annually from 2005 to 2021. This trend varies greatly among countries, product categories and SCL types. Further, the results show that products covering environmental only SCLs make the highest contribution to the overall sustainability trend (68.2%), followed by products with a combination of both environmental and social SCLs (27.5%), whereas only social SCLs have a minor representation (4.2%). Introduction: To increase the likelihood of research responding to societal needs, intermediary structures such as Science Shops are being created. Science Shops respond to research needs identified and prioritized through participatory processes involving civil society. However, these are not mainstream structures, and most research needs addressed by the scientific community are not defined by a diversity of stakeholders (including citizens) but are mostly prioritized by researchers and funders. Literature shows this often leads to bias between the research topics investigated and the research needs of other relevant stakeholders. This study analyses how 14 Science Shops contribute to decreasing bias in health research agenda setting. Methodology: We compare the research priorities identified through participatory processes by the Science Shops, which participated in the European Union‐funded project InSPIRES (2017–2021), to the available research addressed in the literature (identified in Web of Science), which we use as a proxy for current research priorities. Results: Science Shop projects contributed to decreasing the existing bias in health research agenda setting: (1) between drug and nondrug treatments and (2) between clinical trials of treatments for illnesses affecting high‐income versus middle‐ and low‐income countries, which leads to a lack of local strategies for high disease burdens in nonhigh‐income regions. Conclusion: This study provides the first evidence of Science Shops' effectiveness in addressing current biases in health research agenda setting. This paper presents a descriptive analysis of the impact of tuition fee increases in England on the full‐degree mobility of undergraduate students from the European Union. First, we investigated whether the increase in tuition fees reduced the number of EU students in English higher education institutions. Our analysis shows that, on average, English universities suffered a sudden drop in EU enrolments in 2012/13 but recovered and then expanded their pre‐2012 enrolment levels in subsequent academic years. We observe that those English universities regarded as less prestigious experienced the sharpest decline and took longer to recover their pre‐2012 numbers. Second, we examined how changes in enrolment are associated with EU countries' macro‐level characteristics, using the push‐pull model framework. While there was a significant decrease in the number of students from Northern and Western European countries attending English universities after 2012, the tuition fee increase did not impact the number of students coming from Southern Europe. We found an association between EU countries' youth employment rates and higher education system characteristics with changes in enrolment in English universities. By examining the effect of changes in the tuition fee policy on international student mobility, our research provides new evidence on how tuition fee policies might change the behaviour of students. The present study reviews options for reducing harm from pharmaceuticals that are known to cause adverse impacts by their presence in the environment. It reviews recent global and European Union policy development, which could go further in recognizing and addressing the issue in a global context. It considers green chemistry, which can help clean up production processes but holds only long‐term promise for creating "green" alternatives. It explores the potential of health promotion and disease prevention, which can contribute significantly to a reduction of the disease burden and thus the need for medicines, both for infectious and for noncommunicable disease. Eco‐directed sustainable prescribing practices are reviewed, which have been adopted successfully to reduce the use of harmful pharmaceuticals. We note recent developments in medicines optimization and precision medicine, which hold promise for improving patient outcomes, saving costs, and reducing pharmaceutical use, through individually tailored prescribing whereby the patient codecides their therapy. Waste prevention through reuse or redistribution is beginning to find public support and "take‐back" waste disposal schemes set up via extended producer responsibility systems have achieved high returns. Finally, the paper summarizes preferred advanced wastewater technologies, including innovative low‐cost, low‐energy options. In summary, although end‐of‐pipe options have a role to play, particularly for highly concentrated wastewaters, solutions further up the medicinal chain and disease prevention interventions, informed by a broad view of health and health care, are needed to pursue a much greater potential reduction of pharmaceuticals in the environment than can be achieved by end‐of‐pipe solutions alone. Applying a spatialized data envelopment analysis, this paper estimates and analyzes the efficiency of European Union NUTS‐2 regions during the period 2000–2014. The space‐dependent efficiency scores estimated with the proposed model show a bimodal distribution that is not detected by the aspatial approach. The results confirm the crucial role of location of production units, offering important new insights on both the causes of regional disparities in labor productivity and the observed polarization of the European distribution of per capita income. The findings further suggest significant differences for the two subgroups (spatial clusters) of regional economies found in the correlation analysis between the efficiency scores and the components of the EU Regional Competitiveness Index. Following a substantial increase in Indica rice imports from Cambodia and Myanmar, the European Union (EU) adopted safeguard measures to reinstate the common‐customs tariff rate of 175 euros per ton from 2019, with progressive liberalization over three years. To estimate the impact of safeguard duties, this paper uses a sample of milled rice imports from 28 EU importers during 2017–20 and adopts a triple‐differences approach. The results show that safeguard duties have a significantly negative impact on import values and quantity of affected goods and a significantly positive impact on import prices. Safeguard duties appear to induce trade redirection to other third markets but produce little substitution effects for EU rice producers. [ABSTRACT FROM AUTHOR]

We review the secular stagnation hypothesis, first postulated by Hansen in 1939, to describe the current macroeconomic dynamics faced by developed economies. We argue that these economies are experiencing secular stagnation and that demographic factors play a significant role in this macroeconomic environment. Using a panel data analysis covering the period 1965–2020 for 15 European Union economies, our paper suggests that immigration should be considered as a potential solution to this problem. While there is a growing number of studies on the export‐ and firm‐level implications of non‐tariff measures for developing countries, there is little evidence on the trickle‐down effects on the farm level. In this paper, we analyse the recent regulations of the European Union regarding the maximum allowed cadmium (Cd) contents for cocoa‐derived products. We assess the potential economic costs associated with these Cd regulations for smallholder cocoa farmers in Ecuador. We rely on data from a nationwide survey among 1392 cocoa producers and a contingent valuation method to estimate producers' willingness to convert cocoa orchards to other land uses in case cocoa bean Cd levels exceed the limit. We estimate that farmers' economic cost of abandoning cocoa production is, on average, about 4400 US$ per hectare. Combining this value with a Cd distribution map and cocoa production statistics, we estimate that abandoning cocoa cultivation in areas with bean Cd concentrations above the 0.6 mg/kg target comes at a total economic cost of about 750 million US$. We conclude that the potential total economic cost of the EU Cd standard at the producer level in Ecuador could be very large if compliance strategies are not implemented to minimise welfare loss. Environmental policy integration (EPI), that is, the incorporation of environmental concerns in non‐environmental policy areas, has been widely adopted in public policies. However, EPI research has found much discrepancy between environmental objectives and actual implementation. This paper argues that analyzing EPI in the context of policy mixes with multiple objectives, multiple instruments and their calibrations helps to better understand unavoidable tensions and limitations. We develop a framework to assess EPI at these three levels of policy output, synthesizing the EPI and policy mix literatures. We further distinguish four analytical dimensions to assess calibrations: stringency, specificity, flexibility, and temporality. A case study of the national implementation of the European Union's Common Agricultural Policy (CAP) in Germany 2014–2022 is used to elaborate the conceptual argument. The CAP has saliently incorporated environmental objectives, while implementation, including the calibrations of most instruments within predetermined corridors, is left to member states. A systematic meta‐review of 142 texts evaluating policy instruments and calibrations in the CAP 2014–2022, focusing on Germany, found that several CAP instruments link most farm income support to pro‐environmental behavior. These instruments could potentially have high environmental effectiveness and efficiency. But actual policy calibrations delivered weak EPI due to low stringency and specificity, while high flexibility and temporal accommodation of farmers' needs might support EPI by increasing acceptance. Weak EPI resulted from instrument calibrations in the face of unavoidable trade‐offs between competing objectives. Our results demonstrate that calibrations can significantly affect the strength of EPI adoption, and the priorities within policy mixes more generally. [ABSTRACT FROM AUTHOR]

This paper investigates the impact of Directive 2014/95 (hereafter, 'the Directive') issued by the European Union (EU) that mandates the disclosure of ESG information on ESG decoupling behaviour by EU‐listed firms and whether the strength of national enforcement systems of member states plays a moderating role in this relationship. Using a difference‐in‐differences design and employing a propensity score matched sample of 3020 firm‐year observations from the EU and the United States, we find that both the passage of the Directive in 2014 and the implementation of the Directive in 2017 have a mitigating effect on ESG decoupling. We also find that the strength of national enforcement systems has no impact on the relationship between the Directive and ESG decoupling. Furthermore, our additional analysis indicates that the effect of the Directive is less pronounced for firms that have their ESG information independently audited. Additionally, we find that the impact of the Directive is more pronounced for firms operating in non‐controversial industry sectors. While the Directive is under ongoing revision by the EU Parliament and Commission to be replaced by the new Corporate Sustainability Reporting Directive (CSRD), our study provides timely insights into the effectiveness of the Directive and its impact on ESG information. Materials are of great importance as they are fundamentally integrated into many different critical topics, including green transition, technological progress, industrial emissions, and supply chains. Therefore, the amount of materials we demand and employ in the production process or how efficiently we use them become highly crucial. In this paper, we study the emerging role of materials with a special focus on the key role of material efficiency (ME) in climate mitigation. To this end, we empirically investigate the main determinant of material demand and evaluate the ME performance in the European Union (EU) countries over the period of 1995–2019 based on a four‐component Stochastic Frontier Analysis (SFA) panel data approach that separates unobserved country effects from persistent and transient inefficiency. We obtain the following outcomes. First, material demand function estimates reveal that economic growth and energy consumption are the main drivers of domestic material consumption, highlighting the need for promoting sustainable energy and economic growth. Second, although the SFA‐based ME scores significantly vary across countries, transient inefficiency is the main source of overall inefficiency for most countries, suggesting that there is considerable potential for improvement in ME. While Finland, Sweden, Denmark, Bulgaria, Cyprus, France, and Slovenia improve their ME performance over time, the ME score of some other countries, such as Ireland, Portugal, Italy, Spain, and the Slovak Republic reveal an opposite outcome. This paper investigates the impact of the main criterion employed by the European Commission for the allocation of the largest portion of Structural Funds, based on the threshold of the 75% of European Union (EU) average gross domestic product (GDP) per capita. We focus on the 2014–2020 programming period and on EU‐15 regions to analyze if this criterion has penalized some of them, as a consequence of the 2004 EU enlargement, which has represented an exogenous shock in the allocation process, due to the economic backwardness of new member states. Through the application of Synthetic Control Methods and Difference‐in‐Differences estimators at different geographical scales, we show that regions that did not obtain the less developed status in both the programming period 2007–2013 and 2014–2020, but that would have obtained it in the period 2014–2020 without the 2004 EU enlargement, experienced a significantly lower GDP per capita growth between −10.5% and −5.7%. Conversely, territories that in the period 2014–2020 lost the less developed status, previously obtained in the time frame 2007–2013, were not characterized by a significantly lower economic growth, providing some evidence of the effectiveness of the safety net. Shared belief systems are generally assumed to forge policy networks. Empirical evidence whether and to what extend shared policy core beliefs create ally networks and under which circumstances shared policy core beliefs are not necessary to form these networks, however, is limited. Based on a novel inferential network approach in combination with mediation analysis, this study investigates the role of belief systems as a link between interest group type and policy preference congruence, ultimately leading to ally networks in the European Union. In order to measure the intervening effect of policy core beliefs, automated text analysis is used. Our results suggest that shared policy core beliefs are a strong mediator for members of the same interest group. In addition, "strange bedfellow" networks between NGOs and businesses do, in fact, lack belief congruence and emerge on issues with low potential for intergroup conflict. This paper makes a contribution to our understanding of ally network formation and adds to the emerging line of research which combines quantitative text with inferential network analysis. The residual 2,4‐dichlorophenoxyacetic acid (2,4‐D) in fruits poses a serious threat to human health. The continuous deposition of 2,4‐D in the body may cause symptoms such as cancer or Alzheimer's disease, therefore, it is of great significance for the detection of 2,4‐D traces on fruits. In this paper, we proposed a simple "paste‐collect‐test" strategy based on surface‐enhanced Raman spectroscopy via tape sampling (SERS‐tape sampling). The flexibility and stickiness of commercial tapes were combined with the excellent activity of optimized silver nanoparticles (Ag NPs) for rapid trace detection of pesticides in cherry tomatoes. The first two steps of "paste" and "collect" were completed by the tape to simplify the sampling procedure of the analyte molecules, and the "test" step was accomplished by deposing Ag NPs on the surface of the tape after analyte collection. The whole process was completed in a few minutes. The results showed that the limit of detection (LOD) of 2,4‐D in cherry tomatoes was 3.63 × 10−10 M with the SERS‐tape sampling approach, which is much lower than the maximum residue limit specified by the European Union (EU). Biological invasions represent one of the major threats to the world's biodiversity. National and international efforts are taken to address the complexity and dynamic of invasions in legislation. However, based on the Polish experience of implementing the European Union's regulation on invasive alien species (IAS), we suggest that an unclear and disorganized process of law implementation results in the regulations being counterproductive. We describe how a well‐planned policy can become a burden impeding effective research and, consequently, scientific feedback to improve the policy. The results of our study suggest that there is a large scale of scientists' noncompliance with new legal requirements. For many researchers, the implementation of the new IAS regulation was changing the rules in the middle of the game. Researchers strictly following the new regulations must wait for the relevant permits and may risk the successful completion of their projects. Conversely, researchers who prioritize project completion may be forced to continue their research violating the law. We argue that this example of implementing the new IAS regulation illustrates the need to include some intermediate solutions providing more flexibility and time for researchers to adjust to policy change, thus minimizing the negative impacts of the new legislature on scientific progress. Focusing on 23 greening measures, this paper systematically compares the greening efforts of the busiest container and cargo ports in the United States (US) and the European Union (EU). We move beyond accounts for general environmental differences between the EU and the US to examine how specific environmental decisions are shaped by the effects of regulatory characteristics in each region. We identify systematic variation in number and type of port greening measures adopted in the two regions. We demonstrate that differences in the number and type of measures adopted reflect the level of policy making with local policy making playing a more important role in the US compared to the EU, thus proposing a pathway through which the form of regulatory approach could influence content and extent of regulation. Examining (de‐)politicization as an actor‐driven phenomenon, this study asks: How and to what extent do actors in the public sphere attempt to (de‐)politicize European Union (EU) policies? (De‐)politicization is understood not only as a process but also as the deliberate framing of debates over EU issues at a domestic level. This paper conceptualizes (de‐)politicization acts in the public sphere and shows how these can be detected empirically through a claim‐level (de‐)politicization index. This approach is applied to a database of evaluations (claims) on EU trade, by EU actors, national executive actors and societal actors, surrounding the Transatlantic Trade and Investment Partnership and the Comprehensive Economic Trade Agreement, in the media of six Member States (Germany, France, Spain, Italy, Poland, and Denmark). Whilst all kinds of actors may engage in (de‐)politicization, the analysis of the index allows us to determine if a certain category of actors does so to a greater or lesser extent compared with others. Development of novel methods to inhibit ammonia (NH3) volatilization losses has become a strong research focus to reduce the environmental impact of agriculture and as a potential area for growth in the fertilizer industry. European Union legislation on the regulation of NH3 emission from mineral fertilizers after 2030, will only allow urea fertilizers with reduced NH3 emissions by at least 30% to remain in use. The recent increase in fertilizer prices has also created a renewed impetus to curb these losses. This paper details the results of an experiment comparing the rates of volatilization from granular urea treated with NutriSphere-N ®, untreated urea and an unfertilized control as well as placing the results in context by conducting a review of similar studies featuring NutriSphere-N ®. The study was conducted in a light and temperature-controlled growth chamber using the chamber built in air flow which collected any NH3 volatilized from a flask containing fresh soil with applied treatment and transported the NH3 to an acid trap where the volatilized NH3 was captured and exhaust air was removed. The experiment ran for 3 weeks and resulting samples were analysed colorimetrically and adjusted for differences in airflow. The temporal results show that urea dominated the flux profile but the pattern of fluxes from the two fertilizer N treatments were similar. When analysed cumulatively over the duration of the experiment, the fluxes from the NutriSphere-N ® treated urea were significantly (p = .018) (86%) lower than untreated urea and were not significantly different from the untreated control (p = .959).
