In 2019, Zolgensma, a gene therapy for patients suffering from Spinal Muscular Atrophy (SMA), became famous for being 'the most expensive drug ever'. Its high price was justified by 'the value' that the drug will bring to patients and society, illustrating a rationale that has come to be known as value-based pricing. This paper builds on the literature in valuation studies and economic sociology, and on the debates that the case of Zolgensma triggered in France, to provide a conceptual and empirical analysis of a value-based formulation of prices. We argue that formulating prices out of value produces an orientation towards the future which has epistemic and political consequences. We analyse Zolgensma's value-based price as a composite of narratives and calculations that operates as a regulatory tool, a contractual arrangement, and an object of expertise. In these different settings, its distinctive temporality questions the commensurability of estimated benefits and desirable futures, the treatment of uncertainty, and the relevance of past costs and future value. Over the last decades, scholars have increasingly called for the 'deterritorialization' of the notion of citizenship. The realities concerning citizenship have changed with new expressions of transnationalism. However, whereas the main body of research has focused on the transnational aspects of citizenship among migrants in the form of their transnational political practices and dual nationalities, their descendants have received far less attention. This paper examines the political practices of Kurdish migrants' descendants in France and Germany and their narratives of identity and citizenship. We employ migrant descendants' political activism as an empirical entry point to gain insight into the meanings they attach to citizenship. The paper draws from two qualitative datasets collected in France (2015–2017) and Germany (2015–2023) with individuals of Kurdish background, who were born to migrant families arriving from Turkey in the 1980s and 1990s. The findings show that national contexts – both in grandparents'/parents' country of departure and the country of arrival – and the transnational, diasporic and even supranational space (EU) shape migrant descendants' political activism, identity construction and consequently resonate in the meanings they attach to citizenship. This paper analyses inflation in France since the early 1960s based on a standard conflicting-claims approach. Applying an empirical version of the conflict-inflation framework, we adduce evidence suggesting the theory is sound and can explain variations in inflation over the long run. We provide a method for estimating indicators of workers' and firms' bargaining power as well as their respective distributional aspirations. Based on the literature we identify four periods: the Fordist regime, the Neoliberal regime, and two transitional periods. Our results cast light on institutional regime changes. It is shown that the evolution from the Great Inflation to the Great Moderation was the consequence of a collapse in the bargaining power of workers (and of firms to a lesser extent); but the narrowing of the aspirations' gap because of workers' renouncement was also significant. This analysis allows us to highlight differences between the stagflation observed during the 1970s and the inflationary surge in the post-pandemic period (2021–2023). [ABSTRACT FROM AUTHOR]

This paper discusses the promotion of modern jewelry and accessories in interwar France using the men’s fashion magazine Adam: la revue de l’homme as a case study. It focuses on a number of the magazine’s features on jewelry and accessories from the period 1925-40 in order to demonstrate how its mission to become “the magazine of the rue de la Paix” encompassed the promotion of jewelry and accessories. Recognizing that jewelry and accessories is an under-researched area, particularly in relation to studies of men’s formal attire of the period, this essay provides evidence of the seriousness with which the style commentators of Adam, complemented by its editorial decisions and advertisers’ contributions, were prepared to lend to the subject. Ultimately, the paper argues that a consideration of modern jewelry and accessories in the context of a relatively conservative men’s fashion magazine can help to further our understanding of the role played by modern objects of personal adornment in the interwar period. To date, few studies have analysed the geography of the circular economy, especially its contribution to economic activity on a sub-regional scale. In this context, our paper aims to analyse the evolution of employment and activities in the circular economy at the local level in France. For this purpose, we use a database on job creation and companies in the circular economy between 2008 and 2015 and we propose for the first time a study measuring the creation of jobs and companies in the CE. We show that the growth of employment in the circular economy is higher than the growth of total employment. Moreover, we highlight that the number of companies in the circular economy is mainly concentrated in metropolitan areas. We also point out the regional effect of the growth of the circular economy, indicating the territorial embeddedness of this type of activity. In this paper, we address the remunicipalization question from a novel perspective: by looking at "who is at the helm". Using a comprehensive panel dataset covering the complete universe of French drinking water services from 2009 to 2021, we show that the type of local governments in charge of supervising water services (inter-municipal cooperation or not) influences the decision to remunicipalize. We argue that this is because the costs of negotiating the remunicipalization of water services as well as the level of involvement in the investment and supervision of water services vary according to the type of local government. AbstractThe conceptualization of the neoliberalization of social housing has been largely dominated by Harloe’s models, which define it as the transition from a ‘mass’ to a ‘residual’ model. However, this definition fails to capture the emergence of ‘affordable’ housing policies. Blessing suggests instead conceptualizing neoliberalization through privatization and marketization. This definition helps analyze the focus on the diversification of the supply into mid-market rents. Drawing on mixed-method research, this paper demonstrates the relevance of Blessing’s analysis. To illustrate this, I will take the example of a large French intercommunality, which appears as non-neoliberal due to the absence of residualization. Our findings demonstrate that marketization and privatization have, however, influenced the nature of social housing provision by leading to an absolute decrease in low-rent units through demolitions and sales, and an increase in mid-market rent housing units. This paper assesses the environmental ambition of 2023-2027 Common Agricultural Policy in France. Since conditionality and agri-environment-climate measures are only marginally improved relative to the previous period, attention is focused on the new environmental instrument of the eco-scheme that in France targets the whole farm. Results suggest low environmental progress since almost all French farms would reach the standard level of the eco-scheme by one of the three access paths with unchanged farming practices, and 85% of them would reach the superior level. The percentage of farms at the superior level would be lower for farms specialized in annual crops than for cattle farms. We then show that the payment difference of €20 per hectare between the standard and superior level is probably insufficient for farms specialized in cereals, oilseeds and protein crops to offset the additional cost of the change in farm practices required to move from the standard to the superior level. This article explores the distinctiveness of French and francophone approaches to environmental justice. While off to a slow start, environmental justice research has received increased attention in France in the last 15 years. But there has been little to no attention to the French debates and movements in the English-language academic literature, with both bodies of knowledge largely evolving in parallel, conceptually and politically. This article attends to this gap by first taking stock of the empirical evidence of environmental injustices and inequalities in France. We then introduce some of the theoretical origins and discuss some of the main insights from the French literature in light of contemporary environmental justice scholarship. In so doing, our aim with this paper is to contribute to current scholarly efforts on diversifying the meanings and understandings of environmental justice in different academic and political contexts. This paper investigates the infrastructure projects undertaken for the event initially known as the Semaine des sports d'hiver, which took place in Chamonix, France, from 25 January to 4 February 1924 and was later recognized as the first Winter Olympics. Although the already famous resort town was able to use its existing hotels to accommodate visitors and athletes, it also made a considerable investment in the construction of new sports infrastructure. Following an agreement signed just 9 months before the Games, these facilities included a large ice rink, a bobsleigh run and a ski jump. The project was entrusted to the Ponts et Chaussées engineers, who encouraged local firms to help with the construction. Archival analysis will be used to examine the relationship between the project and the changing environment. Our aim is to show how the work in Chamonix modified the environment by exploiting certain natural elements (e.g. water, soil and forests) and, conversely, how the natural (in particular, the geological and climatic) and historical (notably land ownership) components of the environment affected the execution of these works. This paper aims to analyse how State policies, on the book and in practice, shape family reunification. It focuses on child migration under constraint in France, by analysing the timing and factors of (non-)reunification among foreign immigrants, whose legal conditions for family reunification are much more restrictive than for those who obtained the French citizenship. Using a quantitative approach with a nationally representative survey, the article analyses to what extent and in what circumstances migrants took one or the other of three paths during the 1973–2009 period: bringing their children in France through the administrative channel of family reunification (de jure reunification), turning to an alternative channel of child migration (de facto reunification), or leaving their child behind in their birth country. Results show that de jure reunification is not the predominant option and strongly suggest that this pathway is impaired both by an official state selection based on socioeconomic criteria enshrined in law, and by an unofficial state selection in policy implementation due to discriminatory treatments and regional inequalities in administration resources. In response to these restrictions, families adapt either by turning to de facto reunification or by maintaining transnational ways of life. [ABSTRACT FROM AUTHOR]

This paper assesses the extent to which German import competition has contributed to the observed differential decline in manufacturing employment across French regions. The study employs an exposure research design that exploits differences in regional manufacturing specialisation across French départements combined with an instrumental variable strategy. The analysis does not establish a connection between German import competition and differential changes in regional French manufacturing employment. This result suggests that German import competition has neither driven nor halted the overall decline of French manufacturing employment. It also indicates that the sizeable and long-lasting negative regional employment effects of trade between China and developed countries do not necessarily generalise. [ABSTRACT FROM AUTHOR]

Before French cuisine emerged as the global benchmark for gastronomic excellence, tempting tourists both near and far, a tradition of culinary travel, largely linked with the valorization of regional cuisines and products, had already been established among French citizens themselves, having notably arisen during the inter-war period. Stimulating a sense of cultural unity and shared values, inspiring imaginations, and boosting commerce alike, the idea of a national cuisine, encompassing France's diverse regions, offered a sense of continuity, comfort, and rootedness in a time of socio-economic upheaval. Beyond this, the expansion of food certification labels, linking products with places, and the integration of the concept of terroir grew in importance and scope. This paper seeks to explore the roots of the inter-war boom of culinary tourism within France and to trace the representative power of regional cuisines and products through analyzing three inter-related factors: culinary guidebooks and literature, gastronomic maps, and authenticity labels, all of which facilitate a sense of belonging, whether symbolic or literal for the citizen or foreign tourist. I will identify contributions of these three components in constructing a collective culinary identity, and will propose how concepts of terroir are now being adapted and employed today to address a changing nation. This paper will evaluate two acts of terrorism: the Toulouse and Montauban Terror Attack of 2012 and the 2013 Boston Marathon Bombing. While a great deal of discussion has centered on these isolated attacks, limited research has bridged a comparison of these events and the pathways of radicalization. This study will integrate three criminological theories to explain why these atrocities were committed. First, using Social Learning Theory, the study will show that Tamerlan and Dzhokhar Tsarnaev, known as the Boston Marathon Bombers, as well as Mohamed Merah, the individual responsible for the Toulouse and Montauban Terror Attacks, learned terror-related techniques from social and non-social sources. Second, Strain Theory will be incorporated into the discussion. Here, the blockage of goals, the removal of positive stimuli, the presentation of negative stimuli, and the inability to cope to these changes played an important role in the radicalization process of these individuals as well. Finally, Social Bond Theory will be utilized to illustrate that Mohamed Merah and the Tsarnaev Brothers had weak social bonds to their family, self, and community. The adoption of the Global Compacts on Migration and Refugees in 2018 marked a turning point in international migration governance. According to objective 13 of the Global Compact for Migration, States Parties have committed to use immigration detention as a measure of last resort and work towards alternatives. As for the Global Compact on Refugees, States Parties and relevant stakeholders also pledged to contribute to the development of non-custodial and community-based alternatives to detention, particularly with respect to children. Five years later, the enhancement of human rights protection for migrants, refugees, and asylum seekers within national territories remains a challenge. We argue that two states of the Global North – Canada and France – are actually using the Global Compacts to push forward their own agenda on the international scene, as a tool to influence other states. Even if Canada and France have engaged in multilateral discussions on the regulation of migration and the protection of refugees through soft law instruments, we find that national practices have not been altered since 2018. As such, this paper will demonstrate that the implementation of the Global Compacts is, in fact, used to advance foreign national policy for both states. [ABSTRACT FROM AUTHOR]

Recent Sustainable Development Goals (SDG) reports have highlighted the inadequacy of environmental sustainability efforts. Thus, it is clear that current efforts towards environmental sustainability (SDG 13) and affordable and clean energy (SDG 7) policies are insufficient and a comprehensive policy agenda is needed. Existing literature limitedly addresses the determinants of environmental sustainability but relatively ignores the impact of nuclear energy research and development investments (NCI) and green environment on environmental quality. The motivation of this study is to fill this research gap and propose an overarching policy structure to achieve SDGs. In this context, this study investigates the effects of green environment, economic growth, human capital, and NCI on environmental sustainability comparatively for the United States and France through the Asymmetric Autoregressive Distributed Lag, which considers structural break. Based on the empirical analysis results, economic growth and trade openness harm environmental sustainability, while positive shocks in NCI improve environmental quality in both countries. Negative NCI shocks deteriorate environmental quality in the United States but not France. This study argues that the long-standing difficulties in addressing educational disadvantage point to the need to change the analytical categories used and takes territoriality as an analytical lens to explore how students perceive their place in the world. The study presents the results of a qualitative study investigating how 222 14–19-year-old vocational education students in Italy, France and Greece perceive a scenario of possibility. The results from reflexive cartographies and elicitation interviews show that a significant percentage of students with similar socio-economic characteristics have difficulty imagining and narrating scenarios about their possible future selves, and that there are similar themes and patterns in all three countries. The article argues that the above findings reveal hidden forms of vulnerability that impact on students' academic trajectories and concludes by pointing out the analytical value and policy implications of the above findings in discussing educational disadvantage. In the early months of the COVID-19 pandemic, European countries implemented several non-pharmaceutical interventions with country-specific policies and reduced coordination. Digital Contact Tracing (DCT) was one of the few interventions on which European countries had a common approach oriented toward DCT apps' interoperability. As most EU countries implemented interoperable apps relying on an Apple and Google's framework, France developed the app autonomously. Recent literature argues that France's choice was mainly due to its strong stance in defense of national digital sovereignty. However, current contributions do not largely cover the issue empirically. Therefore, we aim to better explore the role played by digital sovereignty in the political debate related the development of DCT apps. To do so, we conducted a thematic analysis of 16 documents from France's political bodies, selected from a larger corpus of 438 documents dealing with DCT. Three main relevant dimensions related to digital sovereignty emerge. First, the initially sponsored EU interoperability progressively faded in the French political debate. Then, Apple and Google's involvement in the healthcare domain was perceived as highly problematic. Finally, having national players developing the DCT app was largely preferred. Based on our empirical findings, we further engaged with the concept of digital sovereignty, pointing out its difference from digital sovereignism by highlighting the ontological distinction between practices and ideas. Building on these reflections, we argue that France's stance towards DCT and the related digital sovereignty practices subtended digital sovereignism positions. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has negatively impacted not only students' lives but also their professional perspectives. This study analyses the educational impact, perspectives, and vaccine hesitancy among higher education students enrolled in a business school during this pandemic. A cross-sectional study was carried out through univariate and bivariate analysis with their respective statistical significances. Supply Chain and International Logistics and Port Management represented 40.2% of the sample student population. Due to the COVID-19 pandemic, about 20% had to delay their graduation, 64.9% decreased their professional perspectives, 78.4% preferred in-person lectures, 67% felt depressed, and 32% demonstrated vaccine hesitancy. Other relevant results are also described and discussed. These insights can contribute to a better understanding of these phenomena by higher educational institutions (HEIs) to enhance their experiences not only in distance learning but also to provide better designed support services to their students during this pandemic crisis. Drone technology opens the door to major changes and opportunities in our society. But this technology, like many others, needs to be administered and regulated to prevent potential harm to the public. Therefore, national and local governments around the world established regulations for operating drones, which bans drone use from specific locations or limits their operation to qualified drone pilots only. This study reviews the types of restrictions on drone use that are specified in federal drone regulations for the US, the UK, and France, and in state regulations for the US. The study also maps restricted areas and assesses compliance with these regulations by analyzing the spatial contribution patterns to three crowd-sourced drone portals, namely SkyPixel, Flickr, and DroneSpot, relative to restricted areas. The analysis is performed both at the national level and at the state/regional level within each of the three countries, where statistical tests are conducted to compare compliance rates between the three drone portals. This study provides new insight into drone users' awareness of and compliance with drone regulations. This can help governments to tailor information campaigns for increased awareness of drone regulations among drone users and to determine where increased control and enforcement of drone regulations is necessary. Since the 1990s, many countries have implemented healthcare reforms underlined by New Public Management principles and technological transformations. Although studies have examined these reforms from different viewpoints, the spatial implications of healthcare reforms have received limited attention. Scholarship focused predominantly on regional variations of healthcare provision overlooking the sharp contrasts between cities where most healthcare facilities are de facto located. Addressing this research gap, we investigate the long-term dynamics of healthcare provision on the urban level, tracing the differences (if any) between cities of different sizes and administrative statuses. The study adopts a comparative approach. We draw our data from two countries: France and Russia (mainland France and European Russia). Findings indicate that, despite some variations, healthcare reforms in both countries follow similar paths, resulting in fewer hospital beds that have been partially replaced by places in day hospitals. At the same time, we also observe diverging country-specific trends in terms of redistribution of healthcare provision. In France, some cities completely lost their hospital equipment but those cities that remained equipped tend to a uniform distribution. In European Russia, on the contrary, all cities remain equipped but there is a drastic polarization depending on size and administrative status. [ABSTRACT FROM AUTHOR]

Leslie Kaplan's Excess – The Factory (1982, translated in 2018 by Julie Carr and Jennifer Pap) and Joseph Ponthus's On the Line: Notes from a Factory (2019, translated in 2021 by Stephanie Smee) are rare poetic depictions of industrial environments. Kaplan dwells on the manufacturing setting as exemplifying overproduction, whereas Ponthus attends to how precarious work in globalized supply chains gives rise to localized pressures. The two from-within stagings of labor offer testimony of dehumanizing infrastructure by pointing up intensities and ruptures in the margins of everyday capitalist cycles. They thereby demonstrate how poetry can perform a "critical unsiting" of the factory-site. In the light of this out-of-the-ordinary concept, our article identifies key aspects of (a) absence, (b) dispersal, and (c) density so as to show how poetic language can spark collective awakening and resistance to dehumanizing conditions. How are ethics articulated in the organization of migrants' detention in France? While state agents enjoy discretionary power, it is the third sector that claims legal knowledge and good practice, exposing an unresisting and reverent attitude towards the 'rule of law'. This legalistic gaze on the state attests to the impasse in questioning (the moral grounds of) laws and flaunting intense emotions on a daily basis, an expression of their moral dilemma. In doing so, police officers, legal practitioners and other service providers display contrasting ideological disapproval but practical compliance, creating an environment infused with melancholy. Melancholy enables them to be humble operators of state rules and regulations and, at the same time, to suffer endless (moral and emotional) pain. This article analyses inter-organizational and inter-personal affective experiences in order to demonstrate how melancholy reflects the morale that is manifest in the organization of migrants' detention.
