Governments around the world acted in response to the COVID-19 pandemic through lockdowns and border closures that had specific impacts on temporary residents (migrants, asylum seekers and refugees). In Australia, there were differential responses across states and territories, and a critical distinction made at Federal government level between permanent residents and citizens as compared to temporary migrants. The result has been the continued Othering of certain groups of Australians of culturally and linguistically diverse backgrounds as well as migrants and refugees on the basis of racial characteristics and visa status. This paper will consider the period where arguably multicultural policies were 'on hold' by investigating the timeline leading up to major policy decisions and the immediate and longer-term after-effects during the COVID-19 pandemic. Arguably the way in which multicultural communities were treated has shown the superficial nature of multicultural policies in Australia and the lack of more solid foundations in support of what now demographically constitutes a majority of the country's population. Drawing on secondary data analysis, the paper will outline the distance these actions have put between political leaders and multicultural communities, and queries the implications for a sustained commitment to multicultural policies in an era of temporary migration. This paper explores the slow violence of the state towards those seeking asylum, alongside resistance to it, through a critical discussion of the role of arts-based practice, care-full practice and the potential for a new politics of hope. It reflects on a series of creative online workshops led by two arts-based refugee organisations based in London, Stories & Supper and Phosphoros Theatre, during the COVID-19 lockdowns in the UK in 2020 and 2021. Exploring these workshops and their legacies against the backdrop of precarity, uncertainty and slow violence, the article considers some of the ways in which these workshops – and their focus on play, creativity and care – enabled practices of resistance, solidarity and radical hope to emerge. This paper explores the combined impacts of COVID-19 and sanctions on Afghans in Iran. It draws on semi-structured interviews with Afghans and experts that were analyzed thematically using the human security framework. Findings indicate that Afghans without access to the internet and social media received no detailed and accurate information through national TV and radio. Patients with COVID-19 had difficulty accessing imported medicines, which were not affordable for Afghans with middle and lower economic backgrounds regardless of their immigration status. We argue that sanctions in combination with the COVID-19 pandemic have negatively affected the economic and health conditions of Afghans in Iran. [ABSTRACT FROM AUTHOR]

Uganda is home to some 1.5 million refugees. Its self-reliance policy welcomes refugees with freedom of movement and work; a piece of land for building a house and home-gardening; and social protection (food and cash transfers). While a progressive refugee policy, the onset of COVID-19 may complicate its effectiveness. This paper investigates the role of food and cash transfers in meeting negative consequences of the pandemic for both host and refugee communities. We do so by using a unique panel dataset covering the period from 2019 to 2021. Our evidence suggests that although transfers were widely used in refugee settlements prior to COVID-19, their use did not expand within the refugee nor host communities at the onset of the pandemic and, in fact, the transfer amounts declined. The evidence does not suggest that either form of transfer has a strong effect on food security or resilience although there is some evidence that cash transfers facilitate resilience. However, food transfers are associated with maintaining or increasing food security while cash transfers are more closely associated with resilience. Furthermore, food transfer seem to outperform cash transfers in responding to COVID-19 particularly when income loss due to COVID-19 is reported. [ABSTRACT FROM AUTHOR]

It is well documented that COVID-19 increased poverty and food insecurity all over the world, especially in fragile contexts. However, it is still unclear how its effects were transmitted to these two outcomes. This paper aims to identify the mechanisms through which COVID-19 affected poverty and food insecurity in refugee-hosting districts in Uganda. We use path analysis with household fixed effects to identify the main pathways, differentiating between refugee and host households, and considering the heterogeneity among them in terms of income source (agricultural vs. non-agricultural households), and market position (food net-buyers vs. net-sellers vs. self-sufficient households). The analysis shows that COVID-19 significantly affected labour participation and increased food value chain disruption, increasing poverty and food insecurity. Refugees have been affected more than hosts by the COVID-19 direct and indirect effects. Host households could benefit from the increase in food prices, while refugees were mainly affected by the effect on the labour market. As expected, net-buyers are the group most affected by food value chain disruption and, along with non-agricultural households, the ones that were most affected in terms of food security. Uganda is home to 1.5 million refugees from DRC, Burundi, South Sudan and other countries. The Uganda political framework is one of the most progressive and inclusive toward refugees. Only a fraction of the refugees is likely to revert to their home countries. The papers collected in this special issue assess Uganda's progressive refugee policy with reference to how it functioned in the era of COVID-19 using a unique panel data collected between 2017 and 2021. The findings of the special issue stress that the support to refugees and hosts is helping to manage daily challenges but not to ultimately get them out of poverty. Further, this support was insufficient to provide a comprehensive response to COVID-19. For the long-term sustainable integration and development, new policy approaches are needed.
