The article argues that while the proposal to cap nicotine in combustible cigarettes has a scientific basis for harm reduction, a federal nicotine cap on e-cigarettes is misguided and contrary to evidence. Topics include the problematic focus on e-liquid nicotine concentrations alone, the potential addictiveness of low-nicotine e-cigarettes, and the need for a comprehensive strategy to regulate e-cigarettes for both youth protection and harm reduction in smokers.
