A queuing model is presented in which delay stems from a disparity between the order at which service is provided to customers and the order at which they may leave the system. Consider, for example, wives waiting in cars-single file-for the arrival of their husbands by a common train. A car is ready to leave when its passenger takes his seat but may have to wait for the departure of all cars preceding it in the lane. Initially, the probability function of waiting is determined for a single, finite queue. Next, the consequences of splitting the single queue into several parallel queues with identical discipline are explored. The results of the analysis are applied to a parking lot design problem. In this paper we provide a theoretical explanation of some of the phenomena which can arise in experiments using the retarding potential difference (R.P.D.) technique. The article examines the evidence on the length of the lag in monetary policy as provided by the time pattern of monetary effects on interest rates. The chief concern is the length of time in which an initial fall in the interest rate due to an increase in monetary growth is subsequently offset by an induced rise in the rate of income growth, and conversely for decreases in monetary growth. The lag in the dependence of interest rates on monetary growth is indicative of the lagged effect on expenditures and income. This indirect measure of the income lag of monetary policy suggests that the main effects occur over a period beginning six months later and lasting over two years. This is consistent with other evidence pointing to a long distributed lag. Results pertain to the average lag and do not indicate how variable it is over time. The problems such a lag pose for an effective flexible monetary policy, are obvious, and raise serious questions about its use for offsetting short-run fluctuations in income.
