- Abstract
Presented is the final report (1974) of an assessment of vocational education programs for the handicapped under Part B of the 1968 Amendments to the Vocational Education Act which included the requirements that 10 percent of each state's basic vocational education grant be expended exclusively for the handicapped. Part 1 focuses on assessment at the state level and includes a statistical overview of vocational education programing for the handicapped in all 50 states, and the following information based on a survey of 25 sample states: a description of state administrations, a financial profile of the states, and a discussion of policy issues (such as minority and handicapped staffing). Part 2 consists of results of on-site assessments made at 92 projects for the handicapped in 24 states and includes a statistical overview of the sample, and information on policy and planning at the local level, project administration, and the instructional programs. Presented in Part 3 are results of approximately 1,000 case study interviews with participants and their parents and 94 interviews with employers. Findings and conclusions of the complete study are summarized and recommendations based on the study (such as the need for monitoring of state expenditures by the Office of Education) are outlined in Part 4. Appended are 33 tables of participant and parent data. (LS)
