This study, essentially a personal description is the first to deal with one of the pilot projects in functional literacy, part of the UNESCO experimental adult literacy program. The project discussed is a work-oriented literacy undertaking in Tanzania. Following a brief survey of the background of the project, the present situation is described. Ways in which the concept of functional literacy is adapted to the country's problems and goals are indicated, and the socio-vocational sectors in which the project is being implemented are described. The 10 chapters of the document are: I. Centres; II. The country and its choices; III. What they are teaching; IV. Mr. and Mrs. Hardworker join a "Ujamaa" village; V. Learning to organize learning; VI. Teachers learning to teach; VII. The view from across the square; VIII. Towards continuing education; and IX. From the project to the national program. The conclusion reached as a result of the study is that as a joint national-international program seeking to obtain knowledge about education for rural adults and its relationship to social and economic development, the project can be called a success. Conventional benefit-cost guidelines are erroneous, owing to their failure to recognize the realities of policy making. From appropriate consideration of budgetary constraints, the interdependence of projects, and the influence of project selection on future budgets the conclusion is that project selection should not follow crude rules of thumb, such as the order of project benefit-cost ratios. By means of a dynamic Lagrangian multiplier model the maximum economic advantage principle for the political context is derived. This principle implies that an optimal project schedule does not require that all marginal benefit-cost ratios be equal. For example, if a project increases the economic desirability of other projects, its own economic value increases. Moreover, a project increasing future budgetary allocations takes on increased economic desirability, since one of the project benefits equals the sum of the increased budgetary allotments, as weighted by the appropriate budgetary shadow premiums.

The concept of functional testing of materials in combination in systems and its value beyond simple material property tests has been widely accepted by the electrical industry and the insulation materials suppliers, The accelerated interest in insulation systems and in the testing of systems is shown by the tremendous increase in published articles and magazine and technical journal coverage of all phases of electrical insulation in the last ten years as well as the highly successful technical sessions of this conference in its short life since the first meeting in Cleveland in 1958.

The new family of solventless varnishes and the new application process described in this paper will alter the concepts of the varnish processing of rotating electrical equipment. A summary of the benefits which may be obtained from the new solventless varnishes and the associated processes include sharply reduced processing time for the treatment of both rotors and stators, minimum equipment investment and floor space, process savings, reduced fire hazard and a multipurpose product which will allow a manufacturer to coat, impregnate and encapsulate rotating electrical equipment to produce a superior product.

The industry trend to make motors and transformers smaller, more efficient and less costly has continued to place an increased load on the function of the insulation system. In order to keep pace with the needs of the ever more demanding electrical industry, the chemical industry has been developing insulating materials based on new complex chemistry that will withsand the higher temperatures and stresses imposed upon them during the manufacture and operation of the smaller electrical equipment. It has become increasingly evident that the interrelationships or compatibilities of the various insulation components play an important role in determining the ultimate temperature capability of the insulation system. As a result, the General Electric Company has had under way a wire enamel/varnish compatibility study with the newer insulated magnet wires since mid-1968.
