The purpose of this quarterly publication from the Asian Studies Project is to promote increased attention to Asian Studies in elementary and secondary education. This issue of the newsletter contains introductory comment on current affairs as well as two main articles: "On the Study of World Cultures" by Dr. Kishorkant Yajnik of India and "Redefining China for the High School and College Curriculum" by Ronald Suleski. Announcements of conferences, a Resource File (available study aids, curriculum guides, and free materials), a Multi-Media Materials section, and book reviews are also included. A separate section, Asia in the Elementary School, gives curriculum news for this age level and features, in the Booknook by Sara Little, an annotated bibliography of childrens books on Asian topics. This winter issue annually announces summer study opportunities in the United States and in Asia. FOCUS is offered free of charge as a service to the educational community, however, voluntary contributions are solicited to help defray expenses. This is the sixth of seven resource units for a twelfth grade course on value conflicts and policy decisions. The topic for this unit is war and peace. The objectives are listed as to generalizations, skills, and values. The double-page format related objectives to pertinent content, teaching procedures, and instructional materials. This unit deals with the costs of war, with people's attitudes towards war, and with the causes of war. Pupils investigate the international system and the means which are used to resolve international conflicts, including the use of international agencies. The unit focuses on contemporary foreign policy issues in the United States as this country tries to preserve peace through power. Pupils study the pros and cons of current policies and proposals for change. Viet Nam is suggested as a case study for use in examing current issues. Three hundred and sixteen books dating from 1915 to 1966 with the majority published in the 1950s and 1960s are listed in this annotated bibliography. The purpose of the guide is to identify basic books on Asia which are especially useful for teachers, mature students, and adults who want to increase their knowledge and understanding of Asian peoples and cultures. The overall organization of the bibliography is by four geographical sections: Asia -- General, South Asia, Southeast Asia, and East Asia. More coverage is given to the countries of India, China and Japan. Each of the sections (except for Southeast Asia) begins with a short bibliographic essay indicating books of special importance, and is then classified by subject: general works, cultural, political, and economic history, religion and philosophy, literature, arts, social structure and modern developments. Author entries contain complete bibliographic information and indicate when a book is available in paperback. Descriptive annotations define the scope of the work. Special features include sections on bibliography of bibliographies; publisher's list, and an author index. A supplement to this original publication is described in ED 059 132. (SJM)

The resource guide provides information on sources of exhibitions and materials for display which depict the peoples and culture of Asia. The major portion of the booklet represents one of the original Asia Society's exhibitions. The first section suggests several organizations which offer traveling exhibitions. Under each organization the kinds of displays available are listed. Brief descriptions include the title, number of works, weight and rental fee of exhibitions. The second section enumerates sources of publications from which dramatic displays can be prepared. Complete bibliographic citations contain descriptive annotations and prices. The last section includes twenty-three prints in reduced size entitled "Masterpieces of Asian Art" -- one of the original Asia Society's exhibitions. The prints are examples of well-known categories of Asian art. Although the collection is no longer available as a traveling exhibition, enlarged prints are available. (SJM)

The Southeast Asian Ministers of Education Organization (SEAMEO) maintains a Regional Center for Educational Innovation and Technology (INNOTECH). INNOTECH's major responsibility is to assist member nations by determining common educational problems and solutions thereto, by offering training to key personnel, and by providing a clearinghouse for information exchange. Although the project which is reported on here is titled Project Clear to indicate its clearinghouse function, it is the result of a training exercise conducted to acquaint various educators with first-hand knowledge of a variety of planning and development projects in the region. Sixteen projects from six countries--Indonesia, Malaysia, Philippines, Singapore, Thailand, and Vietnam--are reported. The purpose of each project is listed, along with an indication of its current status, a full description of its details, and mention of points of interest to other innovators. Topics of the projects cover a wide range, including test development, skill development centers, primary school math and science, educational television, technical education, family planning, and the establishment of a national junior college. A three week survey was conducted to: (1) investigate the state of developmental book activity in Vietnam, (2) determine the priority of Vietnam's book needs, (3) develop program recommendations to meet the needs and (4) formulate regional recommendations. Although books published in Vietnam increased from 667 in 1961 to 1,566 in 1965, normal growth and expansion of the developmental book field must await the cessation of hostilities and the emergence of more modern schools. Recommendations on materials and methods needed are: (1) textbook guides for elementary school teachers, (2) seminars and workshops demonstrating the role of textbooks, (3) textbooks for elementary and secondary students, (4) mature easy-to-read books for non-school youth, (5) translations of U.S. pedagogical materials and (6) production of audio-visual materials. Recommendations concerning library and library book development are: (1) unification of the National Library and the General Library, (2) establishment and enforcement of school library standards, (3) development of pilot demonstration programs, (4) establishment of study study centers and (5) formulation of an effective library association. This annotated bibliography on Asia, Africa, and Latin America contains sources primarily for elementary and secondary school students; also included are books for libraries and teachers. The bibliography on Asia is divided into curriculum materials and information books. Some of the countries covered are: Burma; Cambodia; China; India; Japan; Korea; and Vietnam. The section on Black Africa includes a social studies curriculum for secondary students. The books on Latin America cover Mexico as well. Appended are lists of audio-visual aid companies and book publishers. (JW)

THE DIRECTORATE OF TECHNICAL EDUCATION, SET UP IN 1955, WAS GIVEN THE SPECIFIC DUTY OF TRAINING TECHNICIANS NEEDED FOR DEVELOPING INDUSTRY AND HANDICRAFTS. THE PROBLEMS OF TECHNICAL EDUCATION IN 1955 WERE--(1) THERE WERE ONLY TWO TECHNICAL SCHOOLS AND TWO APPRENTICE SCHOOLS, THREE APPLIED ARTS SCHOOLS, AND SEVEN ATELIER ECOLES (ARTISTS' OR DESIGNER SCHOOLS), (2) THERE WAS A LACK OF MACHINERY AND EQUIPMENT, AND (3) THERE WAS NOT A SINGLE FULL-FLEDGED TEACHER OR SUPERVISOR OF SHOPS IN THE COUNTRY. UNDER THE DIRECTORATE, THERE WERE IN 1962 10 TECHNICAL-VOCATIONAL SCHOOLS, TWO APPLIED ARTS SCHOOLS, NINE ATELIER-ECOLES, AND ABOUT 150 PRIVATE SCHOOLS OFFERING COURSES IN DRIVING, ACCOUNTING, TYPEWRITING, AND HOME ECONOMICS. SECONDARY TECHNICAL STUDENT ENROLLMENT INCREASED FROM 709 IN 1955 TO 4,121 IN 1962, AND THE NUMBER OF SECONDARY TECHNICAL TEACHERS FROM 95 TO 272. TEACHERS WERE TRAINED BOTH OVERSEAS AND AT HOME IN 1962. NEW EQUIPMENT WAS PROVIDED BY FOREIGN AID PROJECTS. SOME OF THE LARGER TECHNICAL SCHOOLS PRODUCED MACHINES WHICH WERE USED TO EQUIP THE SMALLER SCHOOLS. (MM)

In this questionnaire, statements about Vietnam are presented to the subject in pairs, and he is asked to choose which of the pair better represents his own opinion. There are 15 statements producing a paired comparison task of 105 items. (See TM 001 310.) (MS)

The authors believe that in order to fully develop as an individual and an effective member of a democratic society, one must be able to intelligently evaluate a wide range of conflicting and controversial viewpoints. And it is on this crucial point that our educational system has, no doubt unintentionally, failed a large number of citizens. This book, then, is an attempt: 1) to motivate and involve students in critically examining important social issues; 2) to provide a channel for "extremist" views which are often inadequately treated in the mass media; and, 3) to reinforce the freedom of speech that is vital to a democracy. For each major socio-political issue, there is brief background material, followed by articles reflecting four points of view: Liberal, Conservative, Left, and Right. These views are not identified as such, so that the process of identification can be a valuable part of the learning experience. At the conclusion of each issue, there are thought questions for stimulating class discussions, and a bibliography for further reading. Among the issues covered in this first volume are: black power, education, U.S. foreign policy, civil liberties, American youth, and Vietnam. The accompanying Teacher's Manual provides suggested teaching methods for each issue. Among them are: panel discussions, field trips, guest speakers, socio-drama, role-playing, and simulation. This study was undertaken to design a biology training program for secondary school teachers in the Mekong Delta region of Vietnam. The methods reported in this study included an analysis of the current biology training programs with reference to a set of biology objectives developed in the 1970 curriculum revision. Second, modern developments in biology education programs in the United States were reviewed. Third, an analysis of the socio-economic aspects of the Mekong Delta region was made to determine needs and demands so that the selected curriculum would have a direct application to the immediate environment. Public health, agriculture, and fisheries were chosen as areas of emphasis for the major course content and experiences. The criteria for planning the program involved: (1) the program should be a four-year sequence; (2) biology teachers should have a broad minimum competency in related sciences; and (3) teachers should have sufficient strong training in their major area. The program formulated included three components: Biology, 40-45 semester credits (sc); Related Sciences, 36-37 sc; and Other Program Components, 58-64 sc. The program consists of two units: Introductory Biology and Advanced Biology. A devised laboratory approach is described. Recommendations for implementing the proposed program are presented. This report was planned to facilitate the task of college admissions officers of American educational institutions in the evaluation of foreign credentials. The educational systems of Cambodia, Laos, Vietnam, Indonesia, Korea, and Thailand are examined in depth and include discussions of each country's educational history and educational structure. The highlights of workshop discussions are included. Placement recommendations concerning the foreign student serve as a guide for counselors processing applications for admission to American institutions. Information concerning the workshop program, staff and participants, and country groups, and a bibliography of preparatory material are provided. (RL)

The preparatory manual is one of a series produced by the Refugee Welfare Training Team in Qui Nhon, Binh-Dinh Province, Vietnam, for use in training teams of government personnel to work with refugees. The purpose was to improve living conditions, overcome lethargy and despair, develop a community structure, engage group action, and prepare for living in secured villages. This guide outlines methods and procedures for emergency as well as more stable conditions. The ten week course is administered by the staff of the Community Development Foundation under contract with the United States Agency for International Development in cooperation with the Ministry of Social Welfare and Refugees. The team leader's duty is to provide direction, guidance, and support to team members; and technical assistance, material aid, and moral support to refugees; and to ensure the implementation of social welfare policy in the field. Emphasis is on cooperation with community officials, other government and voluntary agencies, and armed forces, both domestic and foreign. The manual includes a profile of the refugee, instruction in team management, program management, and organization services, a test on course content, and charts illustrating the power structure at various levels. Research report on the severe ecological consequences of the defoliation program by American military forces in Vietnam. A significant fraction of mature trees in most forests are killed by single application of herbicides and almost completely killed by repeated sprayings. AAAS is urged to set up an international research program on the long-range effects of use of herbicides in Vietnam. (BR)
