1. The Role of Paraprofessionals in the Schools: A National Study.

Abstract

By means of a nationwide survey, this study of teacher aides sought to determine (1) their legal status in the classroom and (2) the distinction between teaching or instruction and non-teaching functions. A questionnaire was sent to the chief state school officer of the 50 states, asking for information on (1) state laws regulating teacher aide duties, (2) policy statements defining and delimiting their duties, and (3) their role and function as perceived by the state education department, whether or not there were laws concerning them. All 50 states replied. Ten states have laws governing teacher aide employment and functions; 11 have policies or guidelines; 29 have neither statutes nor guidelines, although seven of these are developing regulations of some sort. Extreme ranges of interpretation were found between teaching and non-teaching tasks, rather than clear distinctions. Nevada, for example, requires each local board to establish its own policies on teacher aide duties. California, on the other hand, has its Instructional Aide Act of 1968. The law specifies that aides may perform tasks that, "in the judgment of the certified personnel to whom the instructional aide is assigned, may be performed by a person not licensed as a teacher." Although the use of teacher aides is nationwide, the study found not discernible direction or trend in the definition of their role or functions. (HH)

Abstract

THIS REPORT PRESENTS A 1ST-YEAR SUMMARY OF THE COLLEGE DISCOVERY AND DEVELOPMENT PROGRAM INSTITUTED BY THE CITY UNIVERSITY OF NEW YORK AND THE NEW YORK CITY SCHOOL SYSTEM. THE AIM OF THE LONGITUDINAL PROGRAM IS TO IDENTIFY DISADVANTAGED AND UNDERACHIEVING NINTH GRADERS AND TO DEVELOP THEIR COLLEGE POTENTIAL IN SPECIAL HIGH SCHOOL DEVELOPMENT CENTERS. IN THIS 1ST YEAR, 579 STUDENTS WERE IDENTIFIED AND ENROLLED IN FIVE CENTERS WHICH PROVIDED SMALL CLASSES, BLOCK-TIME STUDIES, CULTURAL ACTIVITIES, AND FULL-TIME COUNSELORS. THE UNIVERSITY FACULTY SERVED AS CURRICULUM CONSULTANTS, AND COLLEGE STUDENTS TUTORED THE YOUTH. A SUMMER PROGRAM IN CONNECTION WITH THE "UPWARD BOUND" PROGRAM AT COLUMBIA UNIVERSITY WAS ALSO PROVIDED. RESEARCH USING ACHIEVEMENT AND APTITUDE TESTS IS BEING DONE TO COMPARE THE DISADVANTAGED YOUTH TO REGULAR COLLEGE PREPARATORY YOUTH IN EACH OF THE FIVE HIGH SCHOOLS. THE CENTERS ARE ALSO BEING COMPARED ON SOCIOECONOMIC FACTORS AND STUDENT TEST RESULTS. THE LONGITUDINAL STUDY OFFERS OPPORTUNITY FOR MUCH RELATED RESEARCH, SUCH AS STUDIES OF ATTITUDES AND SELF-CONCEPT OF THE SELECTED STUDENTS. (NS)

Abstract

A NEW YORK CITY PROGRAM TO IDENTIFY DISADVANTAGED YOUTH WITH UNDISCOVERED COLLEGE POTENTIAL AT THE END OF NINTH GRADE, TO IMPROVE THEIR MOTIVATION AND ACHIEVEMENT IN SCHOOL WORK, TO DEVELOP THEIR EXPECTATIONS FOR COLLEGE ENTRANCE, AND TO IMPROVE THEIR CHANCES FOR SUCCESS IN COLLEGE, IS DESCRIBED. DURING THE SPRING OF 1965, 579 DISADVANTAGED BOYS AND GIRLS WERE SELECTED ON THE BASIS OF EARLIER SCHOOL PERFORMANCE, SEVERE SOCIOECONOMIC HANDICAPS, STANDARDIZED TEST PERFORMANCE, AND COUNSELOR AND TEACHER RECOMMENDATIONS. AN EXPERIMENTAL GROUP OF 145 STUDENTS RANDOMLY CHOSEN FROM THE GROUP WAS GIVEN A SPECIAL 8-WEEK, IN-RESIDENCE SUMMER PROGRAM ON THE COLUMBIA UNIVERSITY CAMPUS--AN UPWARD BOUND PILOT PROJECT DESIGNED TO OVERCOME EDUCATIONAL DEFICIENCIES, DEVELOP IMPROVED ATTITUDES TOWARD LEARNING, AND DEVELOP MORE EFFECTIVE STUDY HABITS. THIS WAS FOLLOWED BY A SPECIAL SCHOOL-YEAR PROGRAM GIVEN IN FIVE HIGH SCHOOL DEVELOPMENT CENTERS, INCLUDING TUTORIAL SERVICES, CURRICULUM GUIDANCE, A CULTURAL PROGRAM, REMEDIAL WORK, BLOCK-TIME CLASSES, AND INDIVIDUALIZED INSTRUCTION. THE CONTROL GROUP OF 424 STUDENTS WAS EXPOSED ONLY TO THE SPECIAL SCHOOL-YEAR PROGRAM. AT THE END OF THE SCHOOL YEAR, THE TWO GROUPS WERE COMPARED FOR GRADES, REGENTS EXAMINATION SCORES, ATTENDANCE, AND DROPOUTS. THE EXPERIMENTAL GROUP SHOWED A SLIGHT ADVANTAGE. FURTHER RESULTS AND RECOMMENDATIONS ARE GIVEN. TABLES AND REFERENCES ARE INCLUDED. The article provides some insights into the results of a study conducted by the International Association for the Evaluation of Educational Achievement concerning the top ranking of the United States among nations in school retentivity and educational yield. Apparently, nations with school systems with the highest rates of retentivity or holding power do not suffer any loss in educational quality as far as the most able students are concerned, which then result to a high educational yield. Education quality was then compared in several countries including the United States, Japan, Sweden, France, England and the Netherlands, among others.

Abstract

The article presents news and developments regarding education in the United States. The recent studies from the International Association for the Evaluation of Educational Achievement (IEA) which has been reported by the National Assessment of Educational Progress (NAEP) reveals that 14-year-old U. S. pupils were ranked third among 15 developed nations in reading comprehension of which African American pupils scored from 15 to 19 percentage points below the national level. A conference addressing the issue of militant student groups exercising influence over academic decision has been held by the Council on the University Emergency in Venice, Italy last fall of 1974.

Abstract

The article discusses the federal policy of making kindergarten an essential part of public schools in the U.S. Benjamin S. Bloom's study on the relationship between age and the change in human characteristics is offered. The Head Start program, a result of Bloom's findings, was created for disadvantaged children of nursery school age. A survey concerning state legislation on the kindergarten asked school officers about the state aid, legal entrance age, the pattern of organization, and curriculum for kindergarten. The kindergarten as a concomitant of the federal policy is also discussed.
